    Entire Village AdvancementIn 2014, Guangxi Zhuang Autonomous Region formulated and issued theNotice of Guangxi Zhuang Autonomous Region Leading Group of Poverty Alleviation and Development on the Issuance of theMeasures on the Examination and Acceptance of Entire Village Advancement Projects During the 12th Five-Year Plan Period”(Gui Fu Ling Fa [2014] No.1) and vigorously promoted the implementation of entire village advancement projects in poor villages. The regional government invested 4.38 billion yuan for the entire village advancement of 3,000 impoverished villages, significantly improving the infrastructure and boosting the development of characteristic industries and social undertakings of the poor villages.

    Ex-situ relocation for poverty alleviationTargeting at the rural poor in rocky mountain areas, alpine mountain areas and ecologically weak regions of the contiguous destitute counties and national key counties for poverty alleviation and development, Guangxi Zhuang Autonomous Region arranged the poverty-relief relocation of the poor living in rocky mountain areas, the people affected by geological disasters and the poor scattered in the villages with no more than 10 households, 100,000 people per year. In 2014, Guangxi Zhuang Autonomous Region planned to invest 1.672 billion yuan of government subsidies to construct 227 resettlement points for 100400 immigrants.

    Industry poverty alleviationIn 2014, Guangxi Zhuang Autonomous Region developed planting area of 624,000 mu, transformed low-yield farmland of 417,000 mu, bred 3.589 million poultries and 82,000 heads of livestock, and engaged in aquaculture of 2.193 million kg, covering 215,000 poor households. The project counties for“Shibaiqian”industrialization poverty alleviation demonstration increased to 50. 145 million yuan was invested for the project counties to develop characteristic planting of 95,700 mu, transform low-yield farmland of 30,000 mu, plant 3.6 million edible mushrooms, breed 76,000 rabbits, 30,000 bamboo rats, 45,000 laying hens and 1540 boxes of Tilapia mossambicas, covering 397 impoverished villages, benefiting 42,500 poor households and 161,300 poor people.

    Rain PlanGuangxi Zhuang Autonomous Region implemented the policy of coverage expansion and full coverage of objects for the poverty-relief training of the Rain Plan. The regional raised the vocational education subsidy for junior and senior high school graduates of rural needy families from 2,000 yuan per student per year to 3,000 yuan per student per year and raised the subsidy for poverty-relief female inspiration class from 2500 yuan per student per year to 4,000 yuan per student per year, and issued various kinds of subsidies for the children of rural needy families receiving higher education; all the junior and senior high school graduates from needy families that meet the relevant conditions may apply for training subsidies from the county poverty alleviation department. In 2014, 29200 vocational education schools from rural needy families of Guangxi Zhuang Autonomous Region received subsidies, up 40.4%; 16900 higher education students (bachelor’s degree, first and second batch) got subsidies, up 1590%. The region held short-term skills training for 5600 people, practical skills trainings for 120400 rural people; and invested 189 million yuan in the poverty-relief training, up 68.75%.

    Fix-point poverty alleviationIn 2014, Guangxi Zhuang Autonomous Region further improved the village-stationed support work, integrated four forces (instructors of new rural construction, first party secretary of the poor villages, the work team ofBeautiful Guangxia · Clean Countryside”and the fix-point poverty alleviation work team) as the rural construction (poverty alleviation) work team, sent 111 work teams of 33800 people and 1127 work groups to serve 14400 administrative villages in the region, achieving the full coverage of all poor villages and poor people of the village-stationed work teams. The central, regional, city and county-level fix-point poverty alleviation units invested relief funds (including those in kind) of 1.064 billion yuan, introduced funds of 648 million yuan for the impoverished regions. The total investment of the two doubled that in 2013. The regional, city and county-level fix-point poverty alleviation units sent the cadres to support 426100 rural households. The relevant cadres actively assisted the relevant departments to implement more than 5,000 aid projects for the poor and donated about 60 million yuan to the poor.

    East-west pairing-off poverty alleviationIn 2014, Guangdong Province, Guangzhou City, Dongguan City and all levels of governments, departments and the communities provided grants of 47.5712 million yuan (including goods converted into money) for Guangxi Zhuang Autonomous Region, of which 35.4 million yuan was provincial and municipal financial funds, 7.43 million yuan was social cash donations and 4.7412 million yuan was donations in kind; helped Guangxi hold a total of 13 trainings for 885 person-times, including cadre trainings for 250 person-times. Guangdong and Guangxi strengthened their cooperation in economic and trade cooperation, labor services, vocational education and training, infrastructure construction and care exchange and training.

    Poverty alleviation by enterprises and all circles of societyIn 2014, the central units directly put in relief funds of 120 million yuan (including some in kind) to Guangxi Zhuang Autonomous Region and introduced the investment of 391 million yuan for Guangxi. China FAW Group Corporation donated 5.17 million yuan to support Fengshan County. Aviation Industry Corporation of China uses 2 million yuan to support the education-oriented poverty alleviation work in Zhaoping County every year. Chinese Life Insurance Group Co., Ltd donated 3.3 million yuan of relief funds to Tiandeng County through its charity foundation. Private enterprises invested more than 343 million yuan in more than 720 poor village, mainly to support local education and cultural development, diversion works, road and bridge building, agricultural development and infrastructure construction. During the activities on the first Poverty Alleviation Day, in conjunction with the relevant departments, the Regional Poverty Alleviation Office held the mobilization and launching ceremony of the program for one thousand private enterprises to assist one thousand poor villages and organized the activities of“pairing-off support month”and neighboring support, etc. 2989 units and 25700 people took part in the Poverty Alleviation Day activities. At the event, a total of 20.6356 million yuan (including donations) was raised and the contract on investment of 1.98 billion yuan was signed. Meanwhile, the social poverty alleviation website was created. Since its operation in September 2014, it has got a total of 12,000 visits and more than 100 warm-hearted people asked how to help the poor through telephone counseling.

    Foreign-funded poverty alleviationIn 2014, Guangxi Zhuang Autonomous Region introduced a total of more than 27 million yuan of foreign-funded poverty alleviation project funds, implemented the projects of rural infrastructure construction, sustainable agriculture, education, health, women and children’s development, industry development capacity building and disaster relief. The pilot rural poverty alleviation demonstration projects in the contiguous poor areas were approved by the government and listed among the alternative projects for the World Bank loans

    (2015-2017), for which the loans were $ 100 million. The international exchange and cooperation in the field of poverty reduction were further strengthened and three international seminars for the poverty reduction officials of developing counties were successfully held.

    Poverty alleviation system constructionIn 2014, the party committee and government of Guangxi Zhuang Autonomous Region issued theSeveral Opinions on Makings Innovations and Strengthening the Poverty Alleviation and Developmentand four matching documents, and put forward new policies and new measures with Guangxi’s characteristics on making innovations to the poverty alleviation and development mechanism, the precise poverty alleviation work mechanism, the poverty-relief fund management mechanism, the financial poverty alleviation service mechanism, the poverty alleviation performance reward and punishment mechanism, the social poverty alleviation mechanism and the poverty alleviation mode innovation, etc.

    Poverty alleviation publicityIn 2014, Guangxi Zhuang Autonomous Region provided the information services ofXinhua Media · Poverty Alleviation News, and provided information services for more than 60,000 people of all the administrative villages (including rural communities) and the poverty alleviation sector of Guangxi, made propagandas on the central major media and regional media for 617 times to introduce Guangxi’s experience and achievements in poverty alleviation and development; and cooperated with Guangxi Zhuang Autonomous Region TV Station to launch the public welfare program for beautiful countryside—“First Party Secretary”. More than 6,000 warm-hearted people took part in the program recording. Meanwhile, we reported the information of more than 50 poor villages and got donations of more than 24 million yuan through the program, affirmed by the State Administration of Press and Publication, Radio, Film and Television.

    Poverty Alleviation and Development in Hainan Province

    OverviewIn 2014, under the guidance of theOpinions on Mechanism Innovations to Steadily Promote Rural Poverty Alleviation and Developmentand theImplementation Plan on Mechanism Innovations to Steadily Promote Rural Poverty Alleviation and Development(Qiong Ban Fa [2014] No. 13), starting with the entire village advancement, targeting at the impoverished villages and households, highlighting precise poverty alleviation, Hainan Province continued to implement the characteristic industry poverty alleviation, infrastructure construction, Rain Plan, village-stationed poverty alleviation and the construction of old revolutionary base areas, and completed the entire village advancement of 60 poor villages. The GDP of five national key counties for poverty alleviation, namely Wuzhishan City, Baoting Li and Miao Autonomous County, Qiongzhong Li and Miao Autonomous County, Baisha Li Autonomous County and Lingao County amounted to 26.271 billion yuan, the local fiscal revenue was 2.162 billion yuan and farmers’per capita disposable income was 8315 yuan, respectively up 15.4%, 14%, 18.4% over 2013. The number of rural poor residents was reduced from 636,000 to 546,000, with a decline of 90,000.

    Investment of poverty-relief fundsIn 2014, the province invested a total of 721 million yuan of financial anti-poverty funds (of which 261 million yuan was the central government development funds, 73 million yuan was minority development funds, 77.06 million yuan was Food for Work funds, and 321 million yuan was provincial matching funds). The provincial departments integrated 154 million yuan of sector funds, the provincial fix-point poverty alleviation units invested and introduced 100 million yuan of fund and the financial departments issued subsidized loans of 612 million yuan. The central government funds for development were mainly for: Industrial poverty alleviation: 135 million yuan, accounting for 52%; infrastructure construction: 88.15 million yuan, accounting for 41%; poverty alleviation trainings: 31.87 million yuan, accounting for 12%, and project management: 5.11 million yuan, accounting for 2%.

    Infrastructure constructionIn 2014, the province supported the hardening of rural roads of 170.4 km in poor areas to harden, the construction of four bridges, 169 culverts and 25 drinking water projects (including well digging), cultural room building and dangerous house renovation of 2,000 square meters, addressed the road problem of 98,000 people and the drinking water problems of 11600 people and improved the living conditions of 3719 people.

    Industry poverty alleviationIn 2014, the province supported the rural households in impoverished regions to plant and manage tropical cash crops and fruits of 11800 ha, including rubber, medicine, mango, longan, green orange, etc., benefiting 40800 rural households and 185600 people; and supported the breeding of 43200 pigs, 2.5595 million poultries, 9515 boxes of bees, 7.24 million fishes and 4733 sheep, benefiting 42500 households and 191600 people.

    Poverty alleviation trainingIn 2014, we continued to entrust 15 secondary vocational schools including Hainan Provincial Economic and Technical School to open the Rain Plan class and recruit 1750 students from needy families; guided the labor transfer of 1500 graduates; and held 334 trainings on“Special Operations Certificate”,“primary vocational skills certificate”,“labor transfer and employment”and“rural practical technology”for 39,000 person-times.

    Record creation for the poorIn 2014, in accordance with the requirements of theImplementation Plan on Mechanism Innovations to Steadily Promote Rural Poverty Alleviation and Developmentissued by the General Office of Hainan Provincial Party Committee and the General Office of Hainan Provincial Government, Hainan Provincial Poverty Alleviation Office issued the“Circular on Record Creation for the Poor Households”, held a total of 214 trainings on the archiving work for 7696 person-times, held two meetings to promote the identification of poverty-stricken people and the record creation for the poor, established the record creation work team composed of more than 400 cadres of the provincial, county (city) and township government departments, and carried out the identification of the poor and the record creation work according to the national regulations on the identification of the poor. As of the end of October, the province had identified a total of 154,000 poor households and 636,000 poor people, completed the electronic record creation for the poor, issued the poverty alleviation manuals and implemented informatization management.

    Entire Village AdvancementIn 2014, Hainan provincial Party committee and provincial government made the entire village advancement for poverty reduction of 60 impoverished villages as the top of the ten major practical things to be done for the people. Hainan Provincial Poverty Alleviation Office issued the“Notice on the Entire Village Advancement for Poverty Alleviation in 2014”, completed the entire village advancement of 60 impoverished administrative villages, invested 284 million yuan of relief funds, hardened rural roads of 159 km, built 63 culverts, renovated 1331 dangerous houses and held 317 trainings for 16,000 person-times.

    Pilot projects of village mutual fundsIn 2014, Hainan Province launched the pilot project of mutual funds in 140 poor villages of 44 towns in 5 counties, including 39 in Qiongzhong Li and Miao Autonomous County, 17 in Baoting Li and Miao Autonomous County, 39 in Baisha Li Autonomous County, 20 in Wuzhishan city and 25 in Lingshui Li Autonomous County, covering 9789 rural households (including 5942 poor households). The total mutual funds amounted to 21.637 million yuan, of which 21.1 million yuan was financial relief funds, 228,000 yuan was donations and 308,800 yuan was other funds. A total of 13.1395 million yuan of loans were issued to the poor, accounting for 60.72%. The loans were mainly used to support the development of rubber, betel nut, camellia and other characteristic planting industry, freshwater aquaculture, livestock and poultry

    industry.

    Fix-point poverty alleviationIn 2014, the State Oceanic Administration, China National Offshore Oil Corporation and China Electronic Information Industry Group Co., Ltd. invested a total of 6.4 million yuan of relief funds. The State Oceanic Administration invested 9.2 million yuan to support the construction of one County-level Center for Disease Control and Prevention in Qiongzhong Li and Miao Autonomous County and one drinking water project for Baisha Li Autonomous County. China National Offshore Oil Corporation planned to invest 4.5 million yuan to support the construction of two teaching buildings in Baoting Li and Miao Autonomous County and Wuzhishan City. China Electronic Information Industry Group Co., Ltd. planned to invest one million yuan to support the breeding of more than 20,000 poultries in Lingao County. As of the end of 2014, the drinking water projects and poultry breeding project had been completed, other projects were being prepared or implemented. 234 provincial organs, public institutions and NGOs of Hainan Province participated in the provincial fix-point poverty alleviation and organized 5797 provincial, city and county cadres to support 300 poor administrative villages of 18 counties. Provincial leaders, provincial departments, enterprises and institutions’leaders carried out field research and gave instructions on the work in the twinned poor areas for 1786 person-times, raised and introduced 100 million yuan of funds (raised 54.3789 million yuan and introduced 45.8175 million yuan) to support the implementation of 489 aid projects, benefiting 97,500 people; constructed rural roads of 74.16 km, 21 bridges and culverts, 18 drinking water projects, and electric circuit of 13.9 km, renovated 372 dangerous houses, addressed the road problem of 23,000 people, the drinking water problems of 9124 people, the electricity problem of 689 people and the housing problem of 1,377 people; repaired and consolidated 21 water conservancy facilities, increased irrigation area of 1560 mu, recovered irrigation area of 6,005 mu and held 279 practical skills trainings for 16,300 person-times.

    Poverty alleviation by the army and armed forcesIn 2014, the Hainan-station armed forces invested 865,000 yuan in kind and cash to build roads and electric circuits for the poor villages and poor households and donated money and goods for the poor, benefiting 37500 farmers.

    Poverty alleviation by all circles of societyIn 2014, all circles of society carried out a series of poverty alleviation activities in Hainan Province. The activity ofLove for the Lonely and Orphansdonated 35 million yuan to subsidize 12100 lonely old people, orphans and children with congenital heart disease; the activity of“Love Package”raised funds of 100,000 yuan and donated 565 packages for the poor; the activity of“Book Donation”raised funds of 608,000 yuan and donated 137,000 dictionaries and books for outside reading for 81600 students of 242 primary schools. The“Normal Hearing Project”organized free examination for 532 patients with ear disease and 30 free surgeries were organized for the relevant patients.

    Poverty alleviation day activityOctober 17, 2014 was the firstPoverty Alleviation Dayof China. According to the LGOPs deployments and the instructions of Hainan provincial Party committee and provincial government leaders, Hainan Provincial Poverty Alleviation Office developed the activity program and organized a series of activities, set up 21 parallel sessions, organized more than 1950 people to listen to the national teleconference on social poverty alleviation; through the newspapers, radio, TV and websites, published 113 articles to introduce the results of poverty reduction in Hainan, the deeds of Advanced Collectives and Advanced Individuals, sent short messages on poverty alleviation publicity to more than 7 million mobile users, creating a strong atmosphere for helping the poor; and organized more than 3300 people of 241 fix-point poverty alleviation units to carry out poverty reduction activities in the twinned poor areas.

    Poverty alleviation publicityIn 2014, the national mainstream media published 444 articles on the poverty alleviation and development of Hainan Province, including 11 reported by thePeoples Dailyand CCTV, 415 by Peoples Network, two byFarmersDailyand 16 by LGOP sponsored media. Provincial mainstream media reported 470 articles on the poverty alleviation and development of Hainan Province, including 188 by“Hainan Daily”, 148 by Hainan TV, 125 by Hainan Radio Station and nine by“Hainan Today”. The City and County television, newspapers and government websites reported 261 articles on poverty alleviation publicity. The portal website of Hainan Provincial Poverty Alleviation Office released 375 pieces of information on the anti-poverty work and issued 16“poverty alleviation briefings”.

    Field research on poverty alleviationIn 2014, Hainan Provincial Poverty Alleviation Office organized four research groups to carry out field survey on the poverty alleviation and development work in the counties (cities), wrote a total of nine research reports and papers on theoretical study, of which four were printed in national periodical“Poverty Alleviation and Development”and two were published by“Hainan Daily”. In the name of Hainan Provincial CPC Committee Office, Office of the People’s Government of Hainan Province and Hainan Provincial Leading Group of Poverty Alleviation and Development, we issued the documents on three articles. Among them, the“Research on the Poverty Alleviation and Development in the Impoverished Villages of Non-key Areas in Hainan Province”won the national second prize for poverty alleviation and development research reports.

    Poverty alleviation planningIn 2014, in cooperation with Hainan University, we organized the preparation of the poverty alleviation and development planning for the northern volcanic regions in Hainan, successively held five meetings to discuss the outline of the planning, analyzed the relevant materials and held talks on the revisal of the document. In early November, the poverty alleviation and development planning for the northern volcanic regions in Hainan was approved by the relevant experts.

    Poverty Alleviation and Development in Chongqing

    OverviewIn 2014, Chongqing City thoroughly implemented the spirit of theOpinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development, issued theOpinions of Chongqing Municipal Committee of CPC and Chongqing Municipal People’s Government on Concentrating on Key-problem Tackling for Poverty Alleviation”, integrated the financial anti-poverty funds, industrial sectors’funds and social poverty alleviation funds, actively strived for government investment and guided social investment and mass investment to support poverty alleviation and development work. Governments above city level invested 68.3 billion yuan for the poor counties, with an increase of 6.8 billion yuan, and more than 67% of the agriculture-supporting funds were used for poor counties and districts. The city relocated a total of 158,000 people for poverty reduction, lifted 450 impoverished villages out of poverty, completed the training and labor transfer of 130,000 people and reduced the poor by 360,000. As a result, the rural per capita net income of the key counties and districts reached 8300 yuan, up 13.2%, and the growth rate was 1.5 percentage points above the municipal average.

    Investment of poverty-relief fundsIn 2014, Chongqing City invested a total of 2.58 billion yuan of financial anti-poverty funds, of which 1.07 billionyuan was food-for-work funds, minority development funds and rehabilitation loan discount funds for the disabled, up 8.1%; and 1.51 billion yuan was financial funds from poverty alleviation departments, up 9.3%. In addition to arranging the matching funds according to the standard of 30% of the central funds, Chongqing Municipal government also issued 250 million yuan of special funds for entire village advancement and poverty-relief relocation, and the municipal financial funds amounted to 784 million yuan, up to 65.3% of the central funds. A total of 1.48 billion yuan was issued to support 14 key counties and districts, up 22.9%.

    Management of poverty-relief fundsIn 2014, Chongqing City continued to make innovations to the mechanism on the management of financial anti-poverty funds, strengthened the performance evaluation of poverty alleviation funds, revised and improved theImplementation Measures of Chongqing City on the Management of Financial Anti-poverty Funds”and the“Regulations of Chongqing City on the Use of Financial Anti-poverty Funds and the Project Implementation Procedures”, issued the“Opinions on the Reform and Innovations of the Financial Anti-poverty Funds Management Mechanism”, implemented standardized management on the financial anti-poverty funds, clarified the responsibilities, rights and interests of the districts and counties, strengthened the One-vote Veto system and the blacklist system, and established the work mechanism in line with the decentralization of project approval power. Before the project plan was issued, announced the relevant information to the public through the municipal poverty alleviation and development network, local major media and the special columns on government affairs and village affairs. In the implementation of the project, accepted mass supervision through the project cards and poverty alleviation project publicity boards; the projects that no public announcement was made could not be accepted after completion. Established the poverty alleviation fund management supervision agencies under the city and district (county) poverty alleviation department to strengthen the supervision work; selected three to five volunteer supervisors from the farmers of poor villages to participate in the projects’daily supervision and completion and acceptance work.

    Infrastructure constructionIn 2014, Chongqing allocated 330 million yuan for infrastructure construction, constructed 1519 traffic (rural road) projects, newly built village roads, repaired township roads and hardened village roads of 5185.7 km, built 93 bridges and culverts and constructed household roads and pavements of 746 km; arranged 55 million yuan for the construction of 658 drinking water pools with water storage capacity of 105900 cubic meters and the installation of water pipelines of 16500 km; and arranged 37 million yuan for the improvement of 560 mu of low-yield farmland, the rectification of 240 mu of land area, the construction of river embankments and floodwalls of 123.2 km, the digging of 129.1 km of drainage channels, the construction and improvement of farm tracks and farmland roads of 49.3 km, the construction and reconstruction of 1309 mountain ponds with water storage capacity of 253,000 cubic meters, and the pavement of pipelines and network of 70.8 km.

    Poverty alleviation in the contiguous destitute areasIn 2014, Chongqing invested a total of 541.09 billion yuan in Wuling Mountain Area and Qinba Mountain Area, accounting for 49.6% of the total. Among that, 339.6 billion yuan was issued for infrastructure construction, 128.55 billion yuan was invested in industry development, 43.14 billion yuan was put in the improvement of people’s livelihood, 15.34 billion yuan was issued to support public services, 2.34 billion yuan was allocated for capacity building and 12.12 billion yuan was used to support ecological environment construction. For the two contiguous destitute areas, Chongqing City allocated special funds of 90 million yuan to promote the construction of 19 poverty alleviation areas. A total of 10.3 billion yuan was issued. 1074 projects have been completed, accounting for 55.8%, and 581 projects are under construction, accounting for 30.2%.

    Entire Village AdvancementIn 2014, Chongqing invested 380 million yuan of special funds to promote the entire village advancement of 590 impoverished villages and the launch of entire village advancement projects in 244 poor villages. The entire village advancement projects were implemented in all the 2,000 poor villages covered by the“12th Five-Year Plan”. 1616 projects were completed with investment of 11.02 million yuan per village. Newly built or reconstructed village highroads of 21,000 km, hardened rural roads of 9511 km, newly built and improved nearly 100,000 pons and mountain pools, paved pipelines of 77,000 km, addressed the safe drinking water problem of 2.53 million people; newly built and improved the village public service centers of 274,000 square meters, constructed vegetable and forest fruit bases of more than 3.8 million mu, and reduced the rural poor by more than 700,000.

    Ex-situ relocation for poverty alleviationCombined with the urbanization strategy, adhering to the principle of a voluntary base and poverty priority, Chongqing City integrated the policy resources of land transactions, land remediation, renovation of old and dangerous houses, food for work and returning farmland to forest and implemented the gradient poverty-relief relocation. Targeting at the poor who were willing but had no ability to immigrate, the city formulated the differential subsidy policies to help poor people move away from the poor areas. In 2014, Chongqing issued municipal funds of 1.53 billion yuan for ecological relocation of 176,000 people, of which 420 million yuan was financial anti-poverty funds for the relocation of 53,000 people; signed relocation agreements with 181,000 people, accounting for 121% of the annual plan; completed the relocation of 158,000 people, including 51,600 poor people, accounting for 33% of the total; launched the construction of 1428 centralized resettlement points and set up 729 resettlement points of 9.3375 million square meters, involving 266,800 immigrants.

    Industry poverty alleviationIn 2014, according to the municipal industry poverty alleviation planning and making use of the resources advantages of impoverished regions, Chongqing put in 200 million yuan of industry poverty alleviation funds to support the development of herbivores, alpine vegetables, characteristic planting and a number of characteristic industries with a bright outlook and huge market potential that played a leading role in poverty reduction. We established the Rural Tourism Services Association, opened up the rural tourism electronic commerce website, implemented the tourism-oriented poverty alleviation in 177 impoverished villages and supported 13,000 poor rural households to participate in the development of rural tourism, increasing their income by more than 30,000 yuan per household.

    Rain PlanIn 2014, Chongqing invested 110 million yuan of special funds for the Rain Plan and held trainings for more than 130,000 poor people. Six Rain Plan skills training base schools of the city set up 12 professionals and achieved the integrated services of student enrollment, training and employment. At the same time, based on the actual situation of poverty-stricken areas and poor people, through lectures by professional personnel, field visits and follow-up services, we held the practical technical trainings for the poor; to meet the needs of the market and the poor, taking advantages of the educational resources of Southwest University, Chongqing Technology and Business University and Chongqing Radio and TV University, we held employment trainings through cooperation among universities; established the special fund of 12 million yuan for needy college students, enrolled 200 students of 14 key counties, subsidized 21,000 people through the pilot reform of Rain Plan implementation mode, and subsidized 1100 needy students through the Rain Plan, effectively preventing the intergenerational transmission of poverty.

    Pilot projects of village mutual fundsIn 2014, Chongqing set up 1327 village mutual-aid societies with a total investment of 310 million yuan. 131,000 rural households joined the societies, including more than 50,000 poor households. A total of 520 million yuan of loans were issued and 510 million yuan was repaid, accounting for 98% of the total.

    Food for workIn 2014, Chongqing issued a total of 156 million yuan of Food-for-work funds, of which 120 million yuan was from the central government and 36 million yuan was issued by the municipal government as the matching funds.

    Fix-point poverty alleviationIn 2014, the leaders of Chongqing City attached great importance to the group poverty alleviation and always took counterpart support as an important task. Leaders at all levels carried out in-depth field research in the poor counties and districts to promote the implementation of the counterpart support work. The city adjusted the municipal poverty alleviation groups, increased member units by more than 240, so the total number of the member units reached 498. The municipal poverty alleviation groups raised more than 96 million yuan, coordinated the allocation of 1.387 billion yuan of project funds, and sent 38 cadres to work in the poor areas. The developed areas in the“one circle”of Chongqing provided counterpart support for the less developed regions in the“two wings”, strictly implemented the counterpart support policy of using 1% of fiscal revenue for twinning support, and a total of more than 420 million yuan was invested by the areas in the“one circle”to the districts and counties in the“two wings”of Chongqing City.

    East-west pairing-off poverty alleviationIn May 2014, Chongqing Municipal Poverty Alleviation Office and the Counterpart Support Office of Shandong Provincial Development and Reform Commission jointly held in Chongqing the Shandong-Chongqing Forum on the Cooperation in Poverty Alleviation. The two sides reached a consensus on further strengthening the organizational leadership and coordination, further strengthening their economic and trade cooperation and further strengthening the management of government’s relief funds. Shandong Province signed 28 cooperative projects on counterpart support for Chongqing City with a contract value of 2.87 billion yuan, and issued 680 million yuan already, involving real estate, tourism and trade, etc. Shandong Province issued more than 46.6 million yuan of financial anti-poverty funds for the construction of 68 projects in Chongqing, creating a number of demonstration projects of ecological relocation for poverty reduction in mountain areas.

    Construction of village-stationed work teamsIn 2014, Chongqing Leading Group of Poverty Alleviation and Development issued the opinions on the establishment of village-stationed work teams, integrated the relevant aid forces and incorporated college student village cadres, college student poverty alleviation volunteers and temporary cadres for poverty reduction into the poverty alleviation system to ensure that at least three or four cadres were sent to support each impoverished village. The city sent a total of 17800 village-stationed workers to the poor areas, including 3110 district / county leaders, 10,000 township leaders, 1816 people for“three support and one alleviation”(support for agriculture, support for teaching, support for medical services, and poverty alleviation), 1074 village-stationed work team members, 1423 college student village cadres, 140 village-stationed poverty alleviation correspondents and 197 primary organization workers dispatched by the Organization Department; and arranged 6.9 million yuan of funds for village-stationed

    support work.

    Poverty alleviation publicityIn 2014, Chongqing City mainly reported the contiguous development, precise poverty alleviation and ecological poverty-relief relocation in mountain areas of the city, made more than 40 poverty alleviation articles reported by the central media, more than 60 by the People’s Network and Xinhua News Agency, and more than 50 by LGOP website and“China Poverty Alleviation”. The city made propagandas on poverty alleviation for more than 2,000 times in high-level media. On the first Poverty Alleviation Day, carried out the publicity activity of“six one”: Holing one press conference, making a series of reports on poverty alleviation and development in Chongqing in the“Chongqing Daily”and Chongqing Satellite TV, holding one ceremony for the poor to move into the new houses, holding one dividend division ceremony for the poor rural households, publishing one lengthy communication report, and holding one social poverty alleviation forum and donation ceremony. Through this activity, the central and municipal media reported the anti-poverty work of Chongqing for more than 100 times.

    Poverty Alleviation and Development in Sichuan Province

    OverviewIn 2014, in order to achieve the poverty reduction goals, Sichuan Province highlighted the precise poverty alleviation and implemented special policies to address key problems in poverty reduction, creating a new situation of poverty alleviation and development.  The central and provincial governments allocated anti-poverty funds of 4.767 billionyuan, of which 1.45 billion yuan was from the provincial government. The province reduced poverty-stricken population by 1.296 million, 108% of the annual task; made overall deployments on the reform of“six mechanisms”for poverty alleviation and created a large-scale poverty alleviation pattern integrating government, market and social participation; completed the identification and archiving work of the poor, identified 6.25 million poor people and 11500 impoverished villages, made steady progress in the precise poverty alleviation; implemented the system with responsibility, power, fund and task directly to the county government, delegated the project approval power to the county government and gave full play to the role of county government; further pushed forward the“key-problem tackling action for poverty reduction in four contiguous destitute areas”and the“five anti-poverty projects”, officially launched the“ten poverty alleviation projects”in Yi area and the“six livelihood projects”in Tibetan area to accelerate the development of key contiguous destitute areas; started the brand building for the charity activity of“pairing-off poverty alleviation”and created the“Poverty Alleviation Website of Sichuan”, creating a new situation of social poverty alleviation; accelerated the legislation for poverty reduction and further enhanced the awareness and ability to carry out poverty alleviation work.

    Investment of poverty-relief fundsIn 2014, Sichuan Province invested a total of 5.677 billion yuan of anti-poverty funds (not including central public lottery funds), of which 3.179 billion yuan was central financial funds for development, minority development funds, Food-for-work funds, poverty-relief funds for state-owned poor farms and state-owned poor forest farms; 1.447 billion yuan was provincial financial anti-poverty funds, with an increase of 404 million yuan, up 38.71%, and 1.051 billion yuan was city (prefecture) and county (city, district) financial inputs, with an increase of 185 million yuan, up 21.30%. Arrangement of the central financial funds for poverty alleviation: 1.322 billion yuan for industry poverty alleviation, 1.706 billion yuan for infrastructure construction, 10.618 million yuan for rural labor trainings and 141 million yuan for other relevant work, accounting for 41.58%, 53.65%, 0.34% and 4.43% respectively.

    Management of poverty-relief fundsIn 2014, Sichuan Province earnestly implemented relevant measures on the reform of the financial anti-poverty funds management mechanism, issued theOpinions on System Building for the Decentralization of Poverty-relief Project Approval Power to the County Government with Responsibility, Power, Funds and Tasks to the County Government”(Chuan Ban Fa [2014] No.74) and the“Opinions on Implementing the‘Opinions on Reforming the Financial Anti-poverty Funds Management Mechanism’Issued by the State Council Leading Group of Poverty Alleviation and Development”(Chuan Ban Fa [2014] No.4), earnestly implemented the decentralization, and strictly standardized the project declaration contents and approval procedures, striving to create the working mechanism with responsibility, power, funds and tasks directly to the county government characterized by unified responsibility and power under the control of provincial and municipal government. In accordance with the requirements of“improving financial anti-poverty funds allocation mode”, on the basis of the overall consideration of poor population, poverty rate, poverty reduction task and per capita financial resources, we strengthened poverty alleviation work assessment and the anti-poverty funds performance results and allocated the funds through oriented financial transfer; issued the“Circular on the Guiding Opinions on the Development of New Measures for the Use and Management of Poverty-relief Funds”(Chuan Cai Nong [2014] No.183), strictly implemented the poverty alleviation supervision measures and actively explore new ways for a third party to purchase services and for the poor to participate in the management of anti-poverty funds.

    Infrastructure constructionIn 2014, Sichuan Province newly built and repaired rural highroads of 8936 km, newly constructed 9296 rural drinking water projects, addressed the drinking water safety problems of 4.2403 million rural residents and 509900 rural school teachers and students; implemented the“five small water conservancy projects”, newly constructed 652 small water cellars and small pump stations, renovated 283 small ponds, constructed small canals of 202.9 km, completed land development and rectification of 1.095 million mu and farmland transformation of 9960 mu; implemented 3540 small watershed management and water conservation projects, completed the transformation of rural power grids of 5630 km; renovated dilapidated houses for 96,000 rural households, addressed the electricity problems of 15,000 households, newly built rural biogas digesters for 154,000 households and newly built 18,000 rural living garbage processing centers.

    Entire Village AdvancementIn 2014, Sichuan Province launched entire village advancement projects in 500 impoverished villages with a total investment of 1.585 billion yuan; newly built village roads of 1731.8 km, transformed and improved farmland of 601.03 hectares, built and improved 286 reservoirs and ponds and constructed 1143 drinking water projects, addressing the drinking water problem of 56800 people and 72700 heads of livestock;  increased planting base area of 12100 hectares, constructed agricultural facilities of 889.63 hectares, developed 2121 major households engaged in farming, increased 13900 heads of livestock and 838400 poultries, set up 70 farmers’specialized cooperatives, newly built or renovated houses for 4400 households, relocated 271 poor households, newly built and renovated 2101 biogas digesters, installed 1419 solar heaters, returned farmland to forest or grassland of 200 ha; newly built and renovated schools of 6352 square meters, newly constructed two kindergartens, 9 village clinics, 17 village cultural rooms, reading centers and village committee activity rooms, 25 rural sports facilities and 1425 rural supply and marketing points, increased 424 users of rural radio and television, fixed-line telephone and mobile phone, constructed 16 rural trading centers and newly built or improved 33 village activity rooms.

    Ex-situ relocation for poverty alleviationIn 2014, according to the new socialist countryside (new pastoral areas) construction standards, Sichuan Province designed the poverty-relief ex-situ relocation projects, combined the housing construction of immigrants with the renovation of rural dilapidated houses and the resettlement of nomads, invested 3.877 billion yuan to complete the relocation of 41500 households and 192300 people; built rural highroads of 876.64 km, adjusted and developed basic farmland of 2808 mu, and newly constructed pools (ponds, reservoirs, weirs) of 109,000 cubic meters, irrigation canals of 98.11 km, drinking water canals of 636.9 km, houses of 1.8398 million square meters and affiliated facilities of 487,800 square meters.

    Industry poverty alleviationIn 2014, relying on industry development, to meet the market demands, Sichuan Province strived to create the rural characteristic industries characterized byone product for one village and one industry for one town; through the e-commerce platform, helped the masses to increase income and get rich by rural tourism-oriented poverty alleviation; gave full play to the role of financial anti-poverty funds as a“binder”, integrated and encouraged the investment of 6.8 billion yuan of other industry sectors for industry poverty alleviation, expanded the planting base area by 11400 ha, constructed facility agriculture of 1322.18 ha, increased major planting households by 1916, increased the breeding of livestock by 11300 heads and the breeding of 829500 poultries; set up 57 farmers’professional cooperatives and created records for 1.2952 million poor people through industry poverty alleviation. The annual income of the farmers in the project areas is expected to increase by 3623 yuan and the production is expected to increase significantly.

    Rain PlanIn 2014, Sichuan Province completed the pilot work of Rain Plan in five counties (cities, districts) and put in 15 million yuan of financial anti-poverty funds to subsidize 10,000 junior and senior high school graduates from needy families.

    Poverty alleviation by characteristic industriesIn 2014, Sichuan Province implemented the pilot projects (tea and walnut industry) of concentrating on poverty problem tackling in 20 counties of Qinba Mountain Area and Wumeng Mountain Area and put in 205 million yuan in the pilot work. The characteristic industry poverty alleviation project constructed walnut planting bases of 37700 mu and tea planting bases of 38800 mu, held technical trainings for 5500 person-times and supported the construction of three professional cooperative organizations. The project covered 61 towns, 214 villages and 21800 rural households, including 12800 poor households and 51300 poor people. The rural per capita net income of the project areas increased by 2100 yuan and that of the poor increased by 2500 yuan.

    Fix-point poverty alleviationIn 2014, 22 central and state organs (units) were designated to provide counterpart support for 36 national key counties for poverty alleviation and development, directly put in 566 million yuan of relief funds and introduced 217 million yuan of investment to support the implementation of infrastructure construction, industrial development, cultural education, health care and personnel training in poor areas; sent a total of 348 people to carry out field research in the twinned impoverished areas, and held 46 trainings for 4700 party and government leaders, technicians, rural leaders in becoming rich and rural labors, organized labor transfer for 570 person-times and promoted the anti-poverty work in the poor areas. 239 provincial organs (units) were designated to provide counterpart support for 88 counties (cities, districts), directly put in 573 million yuan of relief funds, helped introduce 1.367 billion yuan of investment and 121 projects, sent 2300 people to support the poverty reduction in poor areas, sent 112 outstanding cadres to work in the twinned impoverished areas, held 169 trainings for 21,000 people and organized labor transfer for 1958 people, smoothly pushing forward the fix-point poverty alleviation. In September, the provincial conference on fix-point poverty alleviation and village-stationed poverty alleviation was convened. 51 Advanced Units and 35 Advanced Individuals of the fifth batch of cadres with outstanding performance in the fix-point poverty alleviation were rewarded. The sixth batch of 101 cadres was sent to the twinned poor counties and the government put forward the requirements on the fix-point poverty alleviation work.

     East-west pairing-off poverty alleviationIn 2014, Zhejiang Province invested a total of 151 million yuan of relief funds in the counterpart support for Sichuan Province, of which 138 million yuan was for the Tibetan areas of Sichuan and 13.1 million yuan was for Qingchuan County of Guangyuan City. Zhuhai City invested 24.41 million yuan of pairing-off poverty relief funds, implemented 28 aid projects including the construction of new Yi villages, roads and bridges, safe drinking water projects, medical care, cultural and education projects, social undertakings and special trainings, established pairing-off poverty reduction cooperative relationship with six counties of Liangshan, and organized 31 departments to get involved in the counterpart support work and 24 enterprises to carry out exchanges. 8 enterprises and 9 social organizations (individuals) donated money and materials to Liangshan, initially improving the production and living conditions of 65,000 poor people.

    Poverty alleviation by enterprises and all circles of societyIn 2014, Sichuan Province held carried out activities on the first Poverty Alleviation Day. Themed onpoverty reduction with a warm heart, we organized the donation activity in the province on the Poverty Alleviation Day and a series of activities such as the“pairing-off poverty alleviation”; carried out the charity donation activities in six major sectors, raised a total of 21.628 million yuan and reached an intention on the donation of 120 million yuan; comprehensively launched the charity activity of“pairing-off poverty alleviation”, opened up the“Poverty Alleviation Network of Sichuan”, and used the archiving results to establish a large-poverty alleviation pattern supported by the government, market and social forces.

    Legal system construction for poverty alleviationIn 2014, Sichuan Province accelerated the formulation of theOrdinances of Sichuan Province on Rural Poverty Alleviation and Development, which was adopted by the second session of the standing committee of the Provincial People’s Congress; formulated the documents on the reform of six major mechanisms respectively for the poverty alleviation work assessment of poor counties, precise poverty alleviation, village-stationed counterpart support, the management and use of financial anti-poverty funds, financial service-oriented poverty alleviation and development and social participation in poverty alleviation and development; summarized and issued the“Collection of Laws, Regulations and Normative Documents”on the poverty reduction and immigration work in Sichuan Province for the first time, which became the first reading material and manual on poverty relief and immigration policies, making the poverty relief and immigration work more standardized and under strict management and strict procedures.

    Poverty Alleviation and Development in Guizhou Province

    OverviewIn 2014, focusing on the simultaneous construction of a well-off society, in the poverty alleviation and development, Guizhou Province supported industry development, strengthened infrastructure construction, strived to improve the quality and strengthen guarantee, pushed forward the reform the opening up, comprehensively implemented the measures on deepening system reform and steadily pushed forward the key work of poverty alleviation and development. In 2014, the province reduced the poverty by 1.22 million yuan, lifted 146 impoverished villages of 11 key counties out of poverty, made the growth rate of the rural per capita disposable income of the key counties up to 15.7%, 2.7 percentage points above the provincial average and achieved remarkable results in poverty reduction.

    Investment of poverty-relief fundsIn 2014, the governments issued financial anti-poverty funds of 6.47 billion yuan, with an increase of 1.45 billion yuan over 2013, up 28.9%, of which 3.969 billion yuan was from the central government, including the development funds, minority development funds and food-for-work funds, and 2.501 billion yuan was from the provincial government. In 2014, a total of 4.327 billion yuan of relief funds was invested for Guizhou, including 3.533 billion yuan from the central governments and 794 million yuan from the provincial government. 1.624 billion yuan was invested in planting and breeding, accounting for 37.53%; 400 million yuan was invested in ecological relocation, accounting for 9.2%; 100 million yuan was invested in poverty-relief industry park construction, accounting for 2.3%; 133 million yuan was invested in Rain Plan, accounting for 3.07%; 91 million yuan was invested in interest discount of loans, accounting for 2.1%; 817 million yuan was put in the construction of village roads, villages and water conservancy facilities, accounting for 18.9%, 20 million yuan was put in the ropeway transformation, accounting for 0.45%, and 1.199 billion yuan was issued to support production, disaster relief, performance evaluation and substituting subsidies with rewards, accounting for 27.3%.

    Management of poverty-relief fundsIn 2014, Guizhou provincial Party committee and provincial government issued theImplementation Opinions on Steadily Promoting Poverty Alleviation and Development with the Reform and Innovation Spirit(Qian Dang Ban Fa [2014] No.23), the“Regulations on the Poverty Alleviation and Development Work Assessment of Poor Counties in Guizhou Province”, the“Interim Measures of Guizhou Province on the Management of Financial Anti-poverty Funds”and the“Detailed Regulations on the Reimbursement System Management for Financial Anti-poverty Funds of Guizhou Province”, improved the financial anti-poverty funds management system and the risk management systems and seriously organized the performance evaluation of poverty alleviation funds and our poverty-relief funds were titled national Grade A poverty-relief funds in the performance evaluation. The province issued the“Notice on the Supervision on Comprehensive Assessment of the Poverty Alleviation and Development Work in 2014”(Qian Wei Du Cha Zi [2014] No. 40). Under the leadership of the Provincial Party Committee Supervision Office and the Provincial Government Inspection Office, Eight departments, namely the Provincial Party Committee Organization Department, the Provincial Office of Poverty Alleviation, Province Department of Finance, the Work Committee of Provincial Organs, the Provincial Bureau of Statistics and the National Bureau of Statistics Guizhou Investigation Corp set up six assessment groups to carry out comprehensive evaluation on the anti-poverty work in 27 counties of nine cities (prefectures) and Gui’an New District.

    Record creation for the poorIn 2014, in accordance with the unified deployments of LGOP on record creation for the poor, Guizhou Province formulated theImplementation Plan of Precise Poverty Alleviationand theImplementation Plan of Guizhou Province on Archiving Work in Poverty Alleviation and Development”. Through teleconferences, the provincial leading group of poverty alleviation and development held the provincial, municipal (prefectural), county (city, district and special zone), township (town) and village work conferences on record creation for the poor in the provincial precise poverty alleviation. According to the spirit of the relevant documents and meetings and the procedures of“voluntary application by the poor, democratic evaluation of poverty and‘two publicity and one announcement’for the identification of poor households and the procedures of‘one publicity and one announcement’for the identification of poor villages”, the counties completed the accurate identification and record creation of the poor households and poor villages and identified a total of 9,000 impoverished villages and 7.45 million poor people, achieving the goal of“card creation for every poor household, manuals for every village and town, files for every county and an information platform for the province and cities”.

    Infrastructure constructionIn 2014, Guizhou Province allocated a total of 1.02 billion yuan infrastructure construction funds to support income-growth projects of relevant industries, of which: 115 million yuan was invested in the construction of farmland and water conservancy projects, 800 motor-pumped wells and irrigation area of 400,000 mu in rural areas; 170 million yuan was invested in the construction of rural roads and bridges, involving rural highroads of 275.2 km and village group roads of 3149.5 km; and 190 million yuan was invested in the construction of drinking water projects for human being and livestock, addressing the drinking water problems of 365,000 rural residents and 16,000 heads of livestock.

    Poverty alleviation in the contiguous destitute areasIn 2014, Guizhou provincial Party committee and provincial government signed theLiability Statement on Major Issues in Poverty Alleviationfor the third consecutive year with the party committees and governments of three contiguous destitute areas and relevant provincial organs, and clarified to implement key-problem tackling for poverty reduction in the contiguous destitute areas and gradually implement the reward and punishment system. In January 2014, Guizhou provincial government office forwarded the“Implementation Plan on Education-oriented Poverty Alleviation in Three Contiguous Destitute Areas of Guizhou Province’, required the relevant provincial departments to strengthen the coordination of various education and poverty-relief funds and ensure that in the allocation of more than 70% of the fund, priorities are given to the three contiguous destitute areas—Wuling Mountain Area, Wumeng Mountain Area and Yunnan-Guangxi-Guizhou Rocky Area so as to benefit the children in impoverished regions. In 2014, governments at all levels invested 6.56 billion yuan of anti-poverty funds in the three contiguous destitute areas, of which: 3.66 billion yuan was from the central government and 2.9 billion yuan was from the provincial, city and county governments. 1.701 billion yuan was invested in industry development. The province developed the planting of walnut of 866,000 mu, traditional Chinese herbal medicines of 458,000 mu, virus-free potatoes of 199,000 mu, oil-tea camellia of 183,000 mu, fruits of 353,000 mu, vegetables of 1.856 million mu and tea of 241,000 mu, and the breeding of 458,000 cows and sheep; constructed village roads of 5668 km, held trainings and transferred labors for 285,000 people and completed the ecological relocation of 32,000 households.

    Entire Village AdvancementIn 2014, Guizhou Province invested 2.011 billion yuan of various funds to accomplish the entire village advancement of 1,000 impoverished villages, of which 1.15 billion yuan was from the central government, 248 million yuan was from the provincial, city and county governments, 563 million yuan was from relevant sectors and 50 million yuan was raised by the masses. Developed the planting of walnut of 452,000 mu, virus-free potatoes of 102,000 mu, oil-tea camellia of 82,000 mu, fruits of 94,000 mu, vegetables of 656,000 mu and tea of 69800 mu, and the breeding of 125,000 cows and sheep; and completed the ecological relocation of 1547 households.

    Pilot project of simultaneous construction of a well-off society in model villagesIn 2014, Guizhou Province invested 30 million yuan of financial anti-poverty funds to complete the construction of 15 model villages in the simultaneous construction of a well-off society, mainly implemented the village road, household connecting road and drinking water projects, landscaping projects and other infrastructure and ecological environment construction most urgently and directly needed by the masses that benefit the largest number of people, newly built (hardened) village roads of 54 km, household connecting roads of 24 km, renovated houses for 544 households, hardened the yards of 50100 square meters for 671 households, installed 1102 solar street lamps, newly constructed 22 garbage collection and disposal centers of 1100 square meters, ten rural public toilets of 3,000 square meters and 85 reservoirs of 2550 cubic meters, installed drinking water pipelines of 4567 meters and newly built drainage canals and ditches of 358 meters.

    Ex-situ relocation for poverty alleviationIn 2014, the National Development and Reform Commission issued relocation funds of 1.03 billion yuan to Guizhou Province for the construction of 43,000 houses for immigrants and the resettlement of 170,000 rural households. Guizhou Province arranged 400 million yuan of central anti-poverty funds and integrated 400 million yuan of provincial anti-poverty funds to implement poverty-relief projects in 36 counties of 8 cities (prefectures), constructed 15,000 houses and relocated 66,000 poor people. At the same time, 58.044 million yuan of central anti-poverty funds were invested in the construction of nine demonstration projects, including the Sandu County Shui People Resettlement Point and Liba County Yaoshan Resettlement Point in Qiannan Buyi and Miao Autonomous Prefecture, the Yutushan Resettlement Point in Puding County of Anshun City and the Shuicheng County Economic Development Zone of Liupanshui City, covering 9674 poor people.

    Industry poverty alleviationIn 2014, Guizhou Province invested 1.228 billion yuan of central financial anti-poverty funds, 195 million yuan of poverty-relief loan discount  funds and household poverty relief funds, 1.7 billion yuan of relief funds from poverty alleviation leading enterprises and 7.8 billion yuan of small loans for the anti-poverty work, constructed five leading enterprises and one farmers’cooperative economic organizations, developed the planting of walnut of 1.9199 million mu, tea of 84,000 mu, traditional Chinese herbal medicines of 358,000 mu, characteristic vegetables of 2.7185 million mu, fine fruits of 145,000 mu and potatoes of 174600 mu, newly constructed oil tea camellia woods of 107200 mu, transformed the low-yield oil tea camellia woods of 50,000 mu, cultivated 324,000 sheep breeding units, completed artificial grass planting of 101700 mu, built pens of 538300 square meters, created five provincial key counties for rural tourism-oriented poverty alleviation and ten pilot areas for rural tourism-oriented industry poverty alleviation.

    Rain PlanIn 2014, Guizhou Province invested 123 million yuan of financial anti-poverty funds to complete the (student aid) trainings of 208,000 people. Among that, 88.15 million yuan was invested in the three-year secondary vocational education of junior and senior high school graduates combined with the implementation of the“Hundred Schools’Campaign”in vocational education and the“9+3”program, covering 91600 children from registered rural poor families covered by the Pilot Program of Full Coverage of the Rain Plan; 20 million yuan was invested for 5,000 children from registered rural poor families covered by the“Dream Action”to receive higher education; 5.3 million yuan was invested in the industry technical training of 103300 people; 1.6 million yuan was put in the folk skills training for 2,000 people; 6 million yuan was put in the training of“business recruitment + training + employment”for 60,000 people; and 2.1 million yuan was invested in the training of 15,000 people for the“Youth Entrepreneurship Poverty Alleviation Project”of Tongren City and the pilot project of the“Entire Town Quality Improvement of Rain Plan”of Bijie City. In December 2014, the Guizhou provincial government office issued the“Three-year Action Plan of‘One Household One Person’of Guizhou Province on the Innovations to the Vocational Education and Training-based Poverty Alleviation (2015-2017)”to ensure that as of 20174, the province will achieve the full coverage of 1.2 million registered poor household by the Program of“One Household, One Person, One Skill”.

    Construction of old revolutionary base areasIn 2014, Guizhou Province issued 70 million yuan of central special lottery funds to support the construction of small public facilities in the old revolutionary base areas of 7 counties (cities, districts). From 2012 to 2014, the state invested a total of 123 million yuan of central special lottery funds in Guizhou Province and the projects covered 50 villages of 13 towns in 11 counties. Newly built (hardened) village (village group) roads of 143.75 km, household connecting roads of 90.25 km; newly built 611 reservoirs of 113,000 cubic meters; installed drinking water pipelines of 39.65 km, addressed the drinking water problems of 27,000 people; newly built (hardened) village cultural activity squares of 3400 square meters, benefiting 156,000 people, effectively improving the production and living conditions of the masses in old revolutionary base areas.

    Fix-point poverty alleviationIn 2014, Guizhou Province sent a total 11600 village-stationed work teams composed of 55900 provincial, city, county and township cadres to support the poverty reduction work in 11600 villages (including 9,000 impoverished villages), achieving the full coverage of poor villages and poor people of the village-stationed work teams for the first time. Village-stationed cadres at all levels and the units that sent the cadres raised 1.13 billion yuan (including grants and funds to be repaid) in kind and cash, introduced 1.78 billion yuan of various kinds of funds and organized the implementation of 6976 projects. 31 central units directly put in 39.9 million yuan of relief funds to support the infrastructure, industry development, cultural and education projects and medical project construction, human resources training and disaster-relief warmth-delivery activities in the poor counties, subsidized 875 needy students to receive education; held 40 trainings for 5291 person-times (including 828 person-times for party and government cadres at all levels, 2156 person-times for technicians, 1787 person-times for rural leaders in getting rich and 520 person-times for rural labors) and helped transfer 2532 rural poor labors. At the same time, the relevant units helped introduce 5.484 billion yuan of various kinds of funds for local areas to implement 100 projects and achieved good economic benefits, forming industrial advantages and market advantages and boosting the economic development of poor areas.

    Group supportIn 2014, Guizhou Province arranged 205 million yuan of financial anti-poverty funds to implement aid projects in 41 towns of 28 counties. Continued to arrange 5 million yuan of group aid project funds for each of the 22 towns including Xingren Town of Danzhai County and invested a total of 110 million yuan in the project; implemented planting project of 69900 mu and breeding of 12700 poultries, and allocated 26.93 million yuan of relief funds for rural tourism and infrastructure construction. In accordance with the basic principle of“counterpart support can be provided for one more town after the completion of fix-point poverty alleviation in one town”for aid support projects, we increased one town for group support work in 19 counties such as Weining, arranged project funds of 5 million yuan for each town and a total of 95 million yuan for the program, developed planting of 57200 mu and breeding of 9729 heads, and issued 17.61 million yuan for rural tourism and infrastructure construction.

    East-west pairing-off poverty alleviationIn 2014, Guizhou provincial Party committee and provincial government held in Beijing the Work Conference on Counterpart Support in Guizhou Provinceand the eight twinning cities for counterpart support put in a total of 372 million yuan in kind and cash (including relief funds of 356 million yuan) for the province. In the field of infrastructure construction, the eight cities invested 146 million yuan of relief funds in the construction of rural roads, water conservancy, housing, electricity, telecommunication and villages to accelerate the infrastructure construction in towns and the countryside. In the field of infrastructure construction, 70.4274 million yuan was invested in the construction of rural roads of 245.24 km, 7.3113 million yuan was invested in drinking water project construction and 23.2931 million yuan was put in housing construction, benefiting 150,000 rural households; as for ten poverty-relief characteristic industries, 34.4 million yuan was invested to support the industry development of the twinned poor areas to boost local agricultural structure adjustment, enhance the agricultural industrialization level and broaden the channels for income growth of poor farmers; in the field of education-based poverty alleviation, 105 million yuan was issued to support the construction of secondary vocational school and the school buildings and venues of other cultural education and subsidize 1614 needy students; in the field of health care-based poverty reduction, 9.4 million yuan was invested for health care projects, covering the construction of 7 clinics; as for the exchange of cadres and personnel, the eight cities sent 48 cadres to work in the poor areas of Guizhou Province in 2014 and held 94 training courses for 4703 person-times; as for labor cooperation, Guizhou Province sent 20.14 million labors to the eight cities, achieving labor service income of 850 million yuan; as for park building, through counterpart construction, trusteeship, stock cooperation, industrial investment, etc., the aiding cities jointly strengthened their cooperation in park building to improve the development environment of the industrial parks, jointly guided enterprises to develop in the cooperative parks and set up five industrial parks in Shanghai, Qingdao, Ningbo, Shenzhen and the twinned poor area; in terms of economic and technical cooperation, the two sides reached agreement on 116 economic cooperation projects worth 63.657 billion yuan. Among that, 37 projects were implemented with an investment of 4.811 billion yuan, covering industry, agriculture, commerce, tourism, culture, health field, etc.

    Poverty alleviation by enterprises and all circles of societyIn 2014, Guizhou Province successfully carried out the activities on the Poverty Alleviation Day, organized thefive-oneactivities: issuing one initial written proposal on poverty alleviation, carrying out one leader’s visit to the poor, conducting one public activity of recommending advanced models of social poverty alleviation, establishing an interactive work platform for social poverty alleviation and holding one teleconference on rewarding advanced models in social poverty alleviation and the donation activity on the Poverty Alleviation Day. 50 units of the province were titled“Advanced Collectives of Guizhou Province in Social Poverty Alleviation”and 50 people were titled“Advanced Individuals of Guizhou Province in Social Poverty Alleviation”. The event and the conference in Guizhou City as well as the provincial units carried out the donation activity for the poor, and main conference raised 666 million yuan of relief funds from relevant units, enterprises and social organizations. In December 2014, Wanda Group signed the“Action Agreement for Wanda Group to Lift Danzhai County Out of Poverty by Counterpart Support”with Danzhai County of Qiandongnan Prefecture, Guizhou Province. Taking Danzhai County as the twinned county for poverty reduction, Wanda Group invested a total of 100,000 yuan in the development of key industries and poverty-relief education in Danzhai County, aiming to improve the per capita income and lift the county out of poverty, officially establishing a new pattern for private businesses’poverty alleviation.

    Foreign-funded poverty alleviationIn 2014, Guizhou Province invested 11.25 million yuan in the construction of Guizhou Environmental and Social Development Projects funded by the Japanese government, put in a total of 827 million yuan in the project implementation, accounting for 92% of the total. Four batches of bidding activities for the Japanese loan projects completed the bidding work of 63 projects (including 32 civil engineering bidding projects for education, 13 civil engineering bidding projects for public health, 5 bidding projects for small towns water supply, 7 bidding projects for flood control and drainage and 6 bidding projects for training, management equipment, medical equipment and trash processing), won the bidding worth 4.711 billion Japanese yen (equivalent to RMB 461 million yuan), accounting for 93.09% of the total planned investment for Japanese loan bidding projects. In 2014, 4.541 billion yen was invested in the bidding of the Japanese loan projects, accounting for 97.73% of the contract amount, 48 projects were completed, 7 projects were basically completed and more than 80% of six projects were completed. Completed the preparation of project proposal, provincial and county feasibility study reports, 13 industrial project planning and project environmental impact assessment reports for the pilot demonstration projects of industry poverty alleviation in contiguous destitute areas, initially completed the formulation of the relevant project management methods and operation manuals and issued the documents to the project counties for implementation.

    Poverty alleviation system constructionIn 2014, taking poverty alleviation and development as the first livelihood project of the province, Guizhou Provincial Government incorporated it into the important tasks of theGovernment Work Report, established the management system“with overall responsibilities undertaken by the provincial government, coordination responsibility undertaken by the provincial leading group of poverty alleviation and development, specific responsibilities undertaken by the provincial leaders, project implementation by the counties and towns under the leadership of relevant departments, bureaus and city / prefectural governments, poverty alleviation performance evaluation linked with fund allocation as well as mass participation”and the accountability mechanism of fixed departments, fixed targets, fixed tasks, fixed time limit and fixed rewards and punishment with double-lane quantitative assessment as the main content for the relevant provincial departments, cities (prefectures) and counties. Delegated the project approval power to the county government, and implemented the system with objectives, tasks, funds, rights and powers to the county government; reformed the assessment systems of poor counties, formulated the“Regulations on the Assessment of Anti-poverty Work in the Poor Counties of Guizhou Province”, guided the cadres in poor areas to focus on poverty alleviation and development, cancelled the GDP assessment of ten poor counties in the key ecological functional zones without the conditions for the development of new type industrialization, reformed the anti-poverty project fund management mechanism, established the accountability system featuring whoever approves is responsible for the project, and standardized the project fund operation procedures.

    Poverty alleviation publicityIn 2014, Guizhou Province made clear the direction and key points of poverty alleviation publicity. In October, theTopics In Focusof CCTV reported thePoverty Alleviation for the Real Poorto introduce Guizhou Provinces experience in poverty alleviation. The Central News reported the“Guizhou Province Adjusted the Assessment System of Poor Counties: Poverty Alleviation Becomes A Mandatory Target”to introduce Guizhou Province’s achievements in poverty alleviation mechanism innovation.“People’s Daily”printed the“Poverty Alleviation in Guizhou Province”with the front-page headline. The“Farmers’Daily”printed a series of reports on the poverty reduction in Guizhou Province, including the“Six to the Villages and Households in the Poverty Reduction in Guizhou Province”and the“Precise Poverty Alleviation in Bijie”. In 2014, a total of 3090 pieces of news about the poverty alleviation and development in Guizhou Province were released, of which 1539 were released by CCTV,“People’s daily,“Farmers’daily”, China News Agency and other central government’s major media and 1551 were released by Guizhou Radio and Television,“Guizhou Daily”, Colorful Guizhou Network,“Contemporary Guizhou”and other provincial mainstream media, including 27 by“Guizhou Daily”on the front-page and 9 on the poverty alleviation page and 85 by LGOP sponsored China’s Poverty Alleviation and LGOP Website. The portal website of Guizhou Provincial Office of Poverty Alleviation and Development issued a total of 2614 pieces of news on the poverty alleviation conferences, industry, policies, announcement and local poverty alleviation information, and 28“Poverty Alleviation and Development Briefings of Guizhou Province”were printed and issued. At the same time, we strengthened the cooperation with the new media, opened up the official micro channel of“micro poverty alleviation”, created the digital newspaper of“Western Development Newspaper · Poverty Alleviation Weekly”, and released a lot of accurate and timely poverty alleviation information to the public through new media, the Internet and mobile phones. The“Poverty Alleviation and Development”jointly initiated with the“Western Development Newspaper”were printed for 28 periods.

    Poverty Alleviation and Development in Yunnan Province

    OverviewIn 2014, with reform and innovation as the driving force, Yunnan Province vigorously promoted the regional development and precise poverty alleviation, established the strategic thinking of12355for the poverty alleviation and development work in the new stage, completed the key-problem tackling for poverty reduction in four contiguous destitute areas, the key-problem tackling for poverty reduction, entire township advancement, labor transfer training and housing projects in Nujiang and the entire village advancement of ten practical things to be done for the people. As a result, the rural per capita net income of the poor areas amounted to 6314 yuan, and the number of poverty-stricken people fell from 10.14 million in 2011 to 5.74 million.

    Investment of poverty-relief fundsIn 2014, Yunnan Province invested 5.778 billion yuan of central and provincial anti-poverty funds (including 4.38 billion yuan of central anti-poverty funds and 1.398 billion yuan of provincial anti-poverty funds), with an increase of 766 million yuan over 2013, up 15.28% (central anti-poverty funds up 12.83% and provincial anti-poverty funds up 23.72%). Governments and departments at all levels put in project funds of 255.727 billion yuan for the planning implementation, accounting for 95.09% of the annual plan. Meanwhile, we got 5.257 billion yuan of relief funds from the central and provincial fix-point poverty alleviation units, the counterpart support units of Shanghai, social organizations, foreign enterprises and private businesses.

    Poverty alleviation strategy of12355”】In September 2014, Yunnan provincial Party committee and provincial government held in Honghe Hani and Yi Autonomous Prefecture theProvincial Work Conference on the Regional Development and Poverty Alleviation in Contiguous Destitute Areas, launched the two-wheel driven regional development and precise poverty alleviation in Yunnan, and developed the poverty alleviation strategy of12355”∶“1refers to the objective oftwo non-worries, three guarantees, one higher, one close to and one reversal”determined by the rural poverty alleviation and development program for the next decade.“2”refers to promoting the two key tasks of regional development and precise poverty alleviation at the same time to achieve two-wheel driving.“3”refers to three levels of poverty reduction paths-strengthening quality-oriented education and skills training of the youth in poor areas to promote labor transfer, strengthening industry development and capacity building of the left-behind to lift them out of poverty, and improving social security system for people who lost the ability to work. The first“5”refers to the strategy of“making a big cake, finding the correct platform, making innovations to the mechanism, highlighting key points and jointly pushing forward the work”. The second“5”refers to creating five poverty-alleviation brands of entire township advancement, Rain Plan, industry poverty alleviation, financial poverty alleviation and housing project according to the requirements of basic industry, basic infrastructure, basic quality, basic guarantee and basic team.

    Regulations on Rural poverty alleviation and development in Yunnan ProvinceIn July 2014, the 10th Meeting of the Standing Committee of the 12th Peoples Congress of Yunnan Province adopted theRegulations on Rural poverty alleviation and development in Yunnan Province”(hereinafter referred to the“Regulations”) and issued the document. The“Regulations”has 33 articles and 6 chapters, namely the general rules, poverty alleviation and development measures, projects and funds, supervision and management, legal liability and the annex, highlights two key points—regional development and precise poverty alleviation, clarifies the responsibility of departments at all levels, clarifies the policy measures to support poor regions and lift the masses out of poverty, strengthens policy implementation, makes clear the management requirements and purposes of the poverty relief funds and stresses the project fund use and supervision system. The“Regulations”has established a stable growth mechanism for the financial special funds at all levels, provides that annual provincial anti-poverty funds should be no less than 30% of the central anti-poverty funds for the province, makes clear the rights and obligations of social forces for participating in poverty alleviation and development, and requires the financial and tax departments to strictly implement the tax and fee reduction policies according to law.

    Record creation for the poorIn 2014, the archiving work for the poor of Yunnan Province covered 129 counties, 1369 towns (sub-districts), 14,000 administrative villagescommittees, 141,000 natural villages (village groups), 9.693 million rural households and 37.251 million rural residents. The identification of poverty-stricken households was conducted based on the poverty line of 2736 yuan of rural per capita net income set in 2013 (national rural poverty line, equivalent to the price level of 2300 yuan in 2010), and the standard used in the identification of poverty-stricken villages was: poverty rate of administrative villages is at least twice the provincial average (17.8% in 2013), the rural per capita net income was less than 60% of the provincial average (6141 yuan in 2013) and the villages had no collective economic income. The province identified a total of 476 poor towns, 4277 poor villages, 1.962 million poor households and 7.002 million poor people.

    Poverty alleviation in the contiguous destitute areasIn 2014, Yunnan Province invested a total of 260.677 billion yuan in the project construction in four contiguous destitute areas of the province, accounting for 96.91% of the annual plan (268.925 billion yuan), of which: 123.199 billion yuan was financial anti-poverty funds, accounting for 113.14% of the total (108.887 billion yuan); 112.748 billion yuan was invested by proprietors, accounting for 82.21% of the total (137.146 billion yuan), and 24.73 billion yuan was raised by the farmers, accounting for 107.79% of the total (22.942 billion yuan).

    Industrial poverty alleviation in contiguous destitute areasIn 2014, the industrial sectors of Yunnan Province invested a total of 166.022 billion yuan of project funds, accounting for 61% of the total (271.259 billion yuan), of which: 97.238 billion yuan was issued to border areas of West Yunnan, accounting for 54% of the total (179.626 billion yuan), 35.164 billion yuan was issued to the Wumeng Mountain Area in Yunnan, accounting for 79% of the total (44.747 billion yuan), 6.398 billion yuan was invested in Diqing of the Tibetan area, accounting for 84% of the total (7.6 billion yuan), and 27.222 billion yuan was put in the Yunnan-Guangxi-Guizhou rocky area, accounting for 69% of the total (39.286 billion yuan).

    Entire Village AdvancementIn 2014, Yunnan invested 3.726 billion yuan in the construction of 1174 entire village advancement projects, covering 6268 natural villages, directly benefiting 1.456 billion people and 637400 poverty-stricken people. The subsidy standard for the entire village advancement of administrative villages was one million yuan per administrative village and the entire village advancement projects were implemented in 574 administrative villages with a total investment of 2.93 billion yuan. The subsidy standard for the entire village advancement of natural villages was 600,000 yuan per village, and the entire village advancement projects were implemented in 600 natural villages with an investment of 7.966 billion yuan.

    Entire township advancementIn July 2014, the Forty-fourth executive meeting of the Yunnan provincial government determined the pilot project of entire township advancement for poverty alleviation and development as a conventional project and issued theOpinions on Further Promoting the Entire Township Advancement for Poverty Alleviation and Development in the Province”. We arranged 60 entire township advancement projects with a planned investment of 11.223 billion yuan, involving 16 prefectures (cities), 60 counties (cities, districts), 60 towns (sub-districts), 582 administrative villages, 6199 natural villages, 37800 households and 1.4856 million people, and implemented the projects according to the requirements of one planning, two-year implementation and three-year examination and acceptance. As of the end of 2014, 4.959 billion yuan had been invested in the entire township advancement projects, accounting for 44.19% of the total (11.223 billion yuan), and 1.2 billion yuan of provincial and central financial anti-poverty funds was issued in full, and more than 20% of the project was completed on the whole.

    Industry poverty alleviationIn 2014, Yunnan Province arranged the implementation of the first batch of 320 industry projects with financial anti-poverty funds of 222 million yuan, covering 121 counties (cities, districts) of 16 prefectures (cities), including 182 planting projects, 137 breeding projects and one tourism-oriented poverty alleviation project (one tourism-oriented poverty alleviation project in Shaxi Town of Jianchuan County), and arranged the secont batch of 221 projects with financial funds of 150 million yuan, including 117 planting projects and 104 breeding projects.

    Poverty reduction campaign in Ninglang CountyFrom 2012 to 2015, the province implemented the poverty reduction campaign in Ninglang County with a planned investment of 361 million yuan, covering 105 extremely poor natural villages, 6630 poor households and 25100 poor people in 15 towns. From 2012 to 2014, the province invested special financial funds of 150 million yuan to implement poverty reduction in 81 extremely poor natural villages.

    Poverty reduction in Nujiang Lisu Autonomous PrefectureIn 2014, 18 provincial departments of Yunnan invested relief funds of 2.06 billion yuan in the poverty reduction in Nujiang Lisu Autonomous Prefecture, accounting for 124% of the planned figure.

    Comprehensive poverty alleviation and development in the Villages Concentrated with Lahu People of Lancang CountyIn 2014, according to theComprehensive Poverty Alleviation and Development Planning of the Villages Concentrated with Lahu People of Lahu Autonomous Prefecture in Lancang County”, Yunnan Province invested 10 million yuan of relief funds for the comprehensive poverty alleviation and development in the villages concentrated with Lahu people of Lahu Autonomous Prefecture in Lancang County, integrated industry sectors’funds of 710,000 yuan and mobilized the masses to raise 3.27 million yuan to support the construction of three projects-income growth of industries, infrastructure construction and environmental and ecological construction.

    Comprehensive poverty alleviation and development in the southern mountain areasIn August 2014, after careful study, Yunnan Provincial Government approved theOverall Planning on the Comprehensive Poverty Alleviation and Development in Southern Mountain Area of Honghe Prefecture (2013-2017)”, and launched the comprehensive poverty alleviation and development in the southern mountain areas of Honghe Prefecture with a total investment of 9.99 billion yuan.

    Photovoltaic power generation for poverty alleviationIn November 2014, Yunnan Provincial Poverty Alleviation Office and Yunnan Provincial Energy Bureau formulated thePhotovoltaic Power Generation Planning for Poverty Alleviation in Yunnan Province (2015-2020)”, planned to construct photovoltaic power generation projects with a total installed capacity of 1.073 million kw, covering 357700 registered rural households of 84 counties (districts) in 15 prefectures (cities), accounting for 18.4% of the total registered poor. The projects will be launched first as pilot projects, then promoted and implemented across the province. By 2020, the average annual power generation capacity of the photovoltaic power generation projects will reach 1.307 billion kwh. Based on the electricity price (including tax) of 0.95 yuan / kwh, within 25 years of earnings period, the projects will increase electricity sales income of the poor by 1.242 billion yuan per year, about 3470 yuan per household per year.

    Poverty alleviation microfinanceIn 2014, Yunnan Province issued a total of 8 billion yuan of discount loans for poverty relief, of which nearly 5.5 billion yuan of small discount loans was issued to the poor households with financial discount funds of 275 million yuan, and 20 million yuan of funds for substituting subsidies with rewards was issued to the poor households; 2.5 billion yuan of discount loans was issued for poverty relief projects and the central and provincial government issued special discount funds of 75 million yuan. The government approved 166 discount loan projects and the projects increased the income of poor farmers by 2600 yuan per household.

    Pilot projects of poverty alleviation by creditIn July 2014, the province issued theImplementation Plan of Pilot Project of Small Loan Risk Compensation for Household Poverty Reduction in Yunnan Province(Yun Zheng Ban Han [2014] No. 108) and arranged financial anti-poverty funds of 100 million yuan to launch the pilot projects in 32 counties (cities, districts) of 16 prefectures (cities) of the province according to the requirements of the“Notice on Submitting the Plans for Concentrating on Prominent Problem Addressing”of LGOP (Guo Kai Ban Si Fa [2014] No. 61).

    Rain PlanIn 2014, Yunnan Province allocated 106 million yuan of financial anti-poverty funds for the training of 120,000 labors of impoverished regions, including guiding trainings for 20,000 people and skills trainings for 100,000 people; completed labor transfer of 120,000 people of poor areas; continued to promote the quality improvement and labor transfer of the new labors of poor areas from the source, launched pilot projects of reforming the Rain Plan implementation mode, and subsidized 24200 people of 23 pilot counties with subsidies of 36.3 million yuan, 100% of the task.

    Ex-situ relocation for poverty alleviationIn 2014, Yunnan Province allocated 180 million yuan of special funds for poverty-relief ex-situ relocation, and relocated 7399 households and 31300 people, of which 5896 households and 25200 people were for centralized resettlement, 1503 households and 6055 people were for scattered resettlement, covering 97 counties, 83 contiguous destitute counties and two key counties.

    Poverty-relief safe housing projectIn May 2014, Yunnan Provincial Department of Finance and the Poverty Alleviation and Development Office of Yunnan Provincial Peoples Government jointly issued theCircular on the Fund Issuance for Poverty-relief Safe Housing Projects in 2014”(Yun Cai Nong [2014] No.65), invested project funds of 300 million yuan and planned to implement the safe housing projects for 30,000 households. 10,000 yuan of subsidies was issued to each household involved and the projects covered 117 counties (cities, districts) of 16 prefectures (cities). The project construction period was one year and the project was completed at the end of 2014.

    Bridge Construction based on Ropeway Transformation The project ofBridge Construction based on Ropeway Transformationof Yunnan Province was incorporated into the national planning for the construction of 139 bridges, including 66 supported by financial anti-poverty funds. In 2014, focusing on the construction of small and medium bridges, the province launched the construction of 26 bridges with special funds of 169 million yuan, covering 24 counties (cities, districts) of ten prefectures (cities), namely Qujing, Honghe, Pu’er, Diqing, Dali, Baoshan, Dehong, Nujiang, Lincang and Zhaotong.

    Construction of old revolutionary base areasIn 2014, Yunnan Province allocated 60 million yuan of special funds for this program, of which 20 million yuan was invested in the pilot project ofred villages and happy homeand 20 million yuan was put in the continuous implementation of the conventional project of old revolutionary base area construction.     Social poverty alleviationIn 2014, Yunnan Province revised the measures on the assessment of fixed-point poverty alleviation work of provincial organs and institutions, supported the formulation of theOpinions on Further Promoting the Village-stationed Counterpart Support by New Rural Construction Instructors”, established the provincial, prefectural (municipal) and county-level working mechanism for the village-stationed counterpart support work of new rural construction instructors, ensured that at least one five-member village-stationed work team was provided for each poor town, at least one two-member village-stationed work team was provided for each poor village covered by the entire village advancement program, and at least one village-stationed cadre was provided for each village not covered by the entire village advancement program.     Care Action for the Dreams of 832 Needy High School StudentsIn November 2014, Former vice chairman of the Standing Committee of the National Peoples Congress Gu Xiulian, Vice Chairman of the National Committee of the Chinese Peoples Political Consultative Conference (CPPCC) Liu Xiaofeng, LGOP Director-General Liu Yongfu and President of China Foundation for Poverty Alleviation Duan Yingbi jointly unveiled the “Care Action for the Dreams of 832 Needy High School Students”. China Foundation for Poverty Alleviation announced the name list of the first batch of ten pilot counties for the event. Dongchuan District, Shidian County, Fuyuan County, Xichou County and Mojiang County of Yunnan was among the name list of pilot counties.

    Extra Meal Project In 2014, Yunnan Province invested about 11.94 million yuan in the extra meal project, benefiting 152 schools and about 32,000 students, and invested 3.68 million yuan in the Love Kitchen Project, benefiting 78 schools and about 21,000 students.

    Shanghai-Yunnan pairing-off poverty alleviationIn 2014, Shanghai invested 337 million yuan of counterpart support funds in Yunnan, of which 288 million yuan was planned funds, up 8%, and 48.16 million yuan was other funds. Implemented 351 aid projects, involving entire village advancement, industry poverty alleviation, improvement of people’s livelihood, personnel training, support for the destitute groups and social undertakings, covering more than 30 counties in the border areas of West Yunnan, the rocky desertification areas, the Tibetan areas of Diqing and Wumeng Mountain Area, benefiting 11900 rural households and 51400 people. Launched 166 economic exchange and cooperation projects with project funds of 13.98 billion yuan, up 38.8%.

    Foreign-funded poverty alleviationIn 2014, Yunnan Province applied to the World Bank and the Ministry of Finance for the Chinas economic reform and capacity building project-the TCC6 Project of the World Bank, formulated theYunnan Partnership Program of IPRCC-Burma Cooperation in Poverty Reduction”jointly with the International Poverty Reduction Center in China (IPRCC), cooperated with three overseas NGOs-Oxfam Hong Kong, the World Vision and Humana People to People in the field of poverty reduction and post-disaster emergency rescue, implemented 37 gratuitous aid projects in 26 poverty-stricken counties (cities, districts) of 10 prefectures (cities) of the province, and invested a total of 40.4522 million yuan of aid funds and provincial financial funds of 3.95 million yuan, benefiting nearly 400,000 poor people.

    OverviewIn 2014, adhering to the guideline of development-oriented poverty alleviation, targeting at the registered poor, Tibet Autonomous Region implemented the entire township advancement, household poverty reduction and inclusive poverty alleviation, launched 595 entire township advancement projects in 189 towns, 1084 inclusive poverty-relief projects and the household poverty reduction projects for more than 400,000 people, with 70% of project funds delivered to the households; supported the development of characteristic advantages resources in poor areas and implemented 28 characteristic industry projects to benefit more than 300,000 poor people, supported 6 leading enterprises, cultivated 161 economic cooperation organizations of farmers and herdsmen, promoted the large-scale, base-oriented industrialization development of competitive industries; implemented 65 training projects for stable employment, held trainings for 11,000 poverty-stricken people and created jobs for 7,000 people; comprehensively implemented the“Opinions on the Management of Discount Loans for Poverty Alleviation Projects”, 5.906 billion yuan of poverty-relief discount loans were invested in rural highroad building and 1.5 billion yuan was invested in rural power grid construction, the balance of the discount loans amounted to 18 billion yuan and the coverage of the discount loans was constantly expanded. Established platforms for all kinds of social resources and forces to participate in poverty alleviation and development, carried out the activities on the first Poverty Alleviation Day, and mobilized various enterprises to donate 2.368 million yuan for the poor. Six collectives and six people were respectively titled the National“Advanced Collectives”and“Advanced Individuals”for Social Poverty Alleviation. Giving full play to the role of performance appraisal as an administrative and incentive measure, Tibet Autonomous Region comprehensively completed the performance appraisal of the regional units and the cities and counties, issued 70 million yuan of rewards for projects, mobilized the enthusiasm of the grassroots organizations for participating in the poverty alleviation and development and reduced the poverty-stricken population by 130,000. The poverty incidence fell from 19.04% at the end of 2013 to 13.6%, and the growth rate of the income of the masses in poor areas and agricultural development areas was three percentages point above the regional average.

    Investment of poverty-relief fundsIn 2014, Tibet Autonomous Region issued 1.519 billion yuan of special funds for poverty alleviation and development, of which: 319 million yuan was invested in entire township advancement, 1.064 billion yuan (including assessment and reward funds of 70 million yuan) was issued for the inclusive poverty alleviation projects, and 43 million yuan was put in labor transfer projects, with an increase of 153 million yuan, up 10.07%, including 1.216 billion yuan of central financial funds, with an increase of 191 million yuan, up 15.71%.     Management of poverty-relief fundsIn 2014, according to the requirements of theMeasures on the Management of Financial Anti-poverty Funds(Cai Nong [2011] No.412) jointly issued by the Ministry of Finance, the National Development and Reform Commission and LGOP, Tibet Autonomous Region strengthened the supervision on the management of poverty-relief funds and projects, actively promoted the establishment of the mechanism for jointly auditing by poverty alleviation department, financial department and audit department to ensure the anti-poverty funds will be used properly and the projects will achieve good results, and formulated the“Regulations of Tibet Autonomous Region on the Management of Poverty Alleviation and Development Project Funds”and the“Poverty Alleviation and Development Project Fund Evaluation and Acceptance System”, etc.

    Entire township advancementIn 2014, Tibet Autonomous Region implemented the entire township advancement projects in 189 towns with a total investment of 1.553 billion yuan, of which 319 million yuan was central financial anti-poverty funds, 1.201 billion yuan was relief funds from industry sectors and 32.53 million yuan was other funds (raised by the masses. Tibet Autonomous Region transformed middle / low-yield farmland of 12100 mu, improved natural grassland, pasture and artificial grassland of 2200 mu,; newly built and repaired 65 canals of 142.7 km, newly built 20 ponds with installed capacity of 126400 cubic meters, improved and expanded farmland and grassland irrigation area of 5,000 mu; newly constructed and repaired 8 rural roads of 200 km, newly built 71 bridges of 780 meters and 189 greenhouses of 400 mu; and purchased 83900 heads of livestock and newly constructed 2836 pens of 310,000 square meters for the poor.

    Ex-situ relocation for poverty alleviationIn 2014, Tibet Autonomous Region completed the ex-situ relocation of 1551 households, provided subsidies of 25,000 yuan per household and invested a total of 77.52 million yuan in the program, of which 31.02 million yuan was from the central government, 7.75 million yuan was subsidy funds of the regional government, 3.5 million yuan was subsidy funds of the prefectural (city) and county governments and 35.25 million yuan was raised by the masses (including loans).

    Industry poverty alleviationIn 2014, Tibet Autonomous Region implemented 734 industry poverty alleviation projects with an investment of 724 million yuan, 498 household poverty reduction projects with an investment 331 million yuan, accounting for more than 70% of the total investment; purchased 128800 heads of livestock and built 287 greenhouses and 3944 pens for farmers and herdsmen and supported the development of 6 leading enterprises and 161 economic cooperative organizations of farmers and herdsmen, benefiting 196900 registered rural poor households.

    Rain PlanIn 2014, Tibet Autonomous Region implemented 65 Rain Plan projects with training funds of 11.59 million yuan, of which 2.9 million yuan was invested in labor transfer training and 5.09 million yuan was invested in rural practical technical training. The trainings were held for 11,000 people and helped 7,000 people find jobs.

    Poverty alleviation by microfinanceIn 2014, Tibet Autonomous Region issued 18.013 billion yuan of small loans for poverty alleviation, with an increase of 9.403 billion yuan over 2013 and a balance of 23.057 billion yuan. Among that, 8.7 billion yuan was small discount loans for rural households, with an increase of 3.8 billion yuan than that at the beginning of the year, accounting for 93.54% of the total, benefiting more than 95% of the farmers and herdsmen. Now, 300,000 rural households have the poverty-relief loans, 62900 yuan per household, covering 80% of the total farmers and herdsmen in Tibet. This program increased the income of the covered farmers by more than 4,000 yuan per household, benefiting 450,000 households.

    Fix-point poverty alleviationIn 2014, 110 regional (central) units and 554 prefectural (municipal) units sent a total of 13600 outstanding cadres to support the poverty reduction work in 362 towns, including 209 prefectural (department) leaders, 3097 county (division) cadres and 10300 other cadres. A total of 540 main leaders of the relevant units gave instruction on the poverty reduction work in the poor areas, 896 million yuan was directly invested; 4948 aid projects were constructed; 440 trainings were held for 17600 person-times.

    Village-stationed poverty reductionIn 2014, Tibet Autonomous Region organized 21800 people to participate in the village-stationed poverty reduction in 5463 impoverished villages of 682 poor towns with a total of investment of 1.106 billion yuan, implemented 8600 projects; helped the poor villages formulate 8500 development planning, set up 1500 cooperative organizations, implemented 550 training projects for 22,000 person-times, and organized labor transfer for 302,000 person-times, increasing the cash income of farmers and herdsmen by 263 million yuan.

    Investment of poverty-relief fundsIn 2014, governments at all levels in Shaanxi Province allocated financial anti-poverty funds of 6.09 billion yuan, of which 3.19 billion yuan was from the central and provincial governments and 2.9 billion yuan was from the city and county governments. The funds were mainly used to construct roads of 1359.31 km and bridges of 4234.8 cubic meters, pave drinking water pipelines of 296.3 km, erect agricultural electric circuits of 253.96 km, dig 352 wells, develop cash crops of 359900 mu, breed 74500 heads of livestock, renovate dangerous houses for 2730 rural households, construct biogas digesters of 6428.4 cubic meters and cultural squares of 30500 square meters, install 4335 street lamps and construct garbage disposal centers of 12700 cubic meters. We launched the construction of entire village advancement counties in 12 old revolutionary base area counties supported by the central special lottery funds, and significantly improved the appearance of the impoverished villages in the province.

    Industry poverty alleviationIn 2014, Shaanxi Province invested financial anti-poverty funds of 322 million yuan to launch four kinds of projects, namely the industry poverty alleviation project, the industry poverty alleviation park construction, credit-oriented poverty alleviation and production development of low-income rural households. The province implemented the pattern of“collective support to promote household poverty reduction”and supported a total of 17800 poor households; arranged microfinance financial poverty-relief funds of 29 million yuan and issued 915 million yuan of small loans to more than 30,000 poor households; supported the development of 106 poverty alleviation leading enterprises, allocated financial discount funds of 40.6706 million yuan and issued discount loans of 1.145 billion yuan, benefiting 130,000 households; arranged 100 million yuan for the development projects of low-income rural households and supported 35,000 poor households to develop industries independently. The total funds to 2006 mutual-fund project villages amounted to 516 million yuan and 344 million yuan of loans were issued, benefiting 65,000 rural households in the project areas.

    Rain PlanIn 2014, Shaanxi Province issued theCircular on the Registration of Financial Anti-poverty Fund Projects for 2014and issued subsidies directly to the college students from needy families byone card through. 90 million yuan of special funds were issued for the Rain Plan and trainings were held for 51300 people, including highly skilled talents training for 20,000 junior and senior high school graduates from needy families, employment and entrepreneurship trainings for 30,000 labors from immigrants’families and needy families, and leader trainings for getting rich for 1260 people. The rural poor college student aid project subsidized 63600 college students, including 20,000 new students and 43600 students who continued to receive the subsidies. All the funds were issued in full, and practical skills trainings were held for one million farmers.

    Foreign-funded poverty alleviationIn 2014, Shaanxi Province invested 294 million yuan in the project area of Shaanxi Province to promote the implementation of Phase V WB Project, accounting for 71% of the annual investment, of which 236 million yuan was for CDD (infrastructure and public services of communities) projects, accounting for 78%, 32.5971 million yuan was for CDF (Community Development Fund) projects, accounting for 48.1%, 7.209 million yuan was for GEF (Global Environment Fund) projects, accounting for 71.5%, and 18.843 million yuan was for project management and monitoring, accounting for 54.8%.     Poverty alleviation in the contiguous destitute areasIn 2014, Shaanxi Province issued theImplementation Opinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development, theKey Work of the Leading Units in the Contiguous Destitute Areas of Shaanxi Province in 2014”and the“Work Program on the Planning Implementation Monitoring and Evaluation of the Contiguous Destitute Areas in Shaanxi Province”, launched the monitoring and evaluation work in the contiguous destitute areas.     Record creation for the poorIn 2014, Shaanxi provincial Party committee and provincial government held the teleconference on record creation for the poor in rural poverty alleviation and development, issued theProvincial Work Program on Record Creation for the Poor in Rural Poverty Alleviation and Development”, made deployments on the accurate identification and archiving work of the rural poor and invested a total of 20.6 million yuan of archiving funds for the program. Ankang, Yulin and Weinan set up the poverty alleviation statistic monitoring center or information center. Yongshou County sent two poverty alleviation cadres to each town to guarantee the archiving work. 98 counties (cities, districts) of Shaanxi Province with the poverty alleviation task identified a total of 1.4303 million impoverished households and 4.51 million poor people according to the national poverty line (2300 yuan constant price in 2010) and a total of 1.8221 million impoverished households and 5.743 million poor people in accordance with the provincial poverty line (2500 yuan constant price in 2010).     OverviewIn 2014, taking the 58 extremely poor counties in three contiguous poor areas as the main battlefields, making overall deployment on the anti-poverty work of 17 scattered poor counties, starting withvillage and household linkage to enrich people, adhering to the organic combination of special poverty alleviation, industrial poverty alleviation and social poverty alleviation, Gansu Province promoted the special poverty alleviation, precise poverty alleviation, development-oriented poverty alleviation,“blood-making”poverty alleviation and ecological poverty alleviation work, implemented the anti-poverty work and measures, increased investment in poverty reduction and gradually launched the poverty alleviation and development projects. Allocation of the central financial anti-poverty funds: 1.69 billion yuan for industry poverty alleviation; 1.145 billion yuan for infrastructure construction, 1.4 billion yuan for ex-situ relocation, and 562 million yuan for trainings and financial poverty alleviation, respectively accounting for 26%, 32%, 30% and 12%.

    Management of poverty-relief fundsIn 2014, Gansu Province revised theImplementation Measures on the Financial Anti-poverty Funds Management in Gansu Province (Trial)and theSpecific Measures on the Implementation of the County Reimbursement System of Financial Anti-poverty Funds of Gansu Province(Trial)”, standardized and improved the fund allocation, fund use, project management and fund supervision procedures, fully implemented the specific measures on the implementation of the county reimbursement system to guarantee the use of funds as ear-marked and prevent embezzlement and waste of funds; formulated the“Interim Measures of Gansu Province on the Construction and Management of County-level Project Library of Financial Anti-poverty Funds”, under the principle of projects following planning, funds following projects and responsibility following the funds as well as whoever is in charge of project construction and fund use takes the responsibility, formulated the“Gansu Provincial Financial Anti-poverty Funds Supervision System Construction Plan”, constructed the provincial, city and county-level all-around, transparent, grid poverty-relief fund supervision systems covering the whole process of fund use, further refine and clarify the supervision responsibility, forming an anti-poverty fund management pattern characterized by the integration of departments and regions at different levels, the linkage of upper and lower governments and the joint efforts of all parties.

    Infrastructure constructionIn 2014, Gansu Province invested 5.568 billion yuan in rural road building and traffic-oriented poverty alleviation, constructed highroads of 10,000 km and 1300 bus stations in the administrative villages of impoverished regions, addressed the highroad problem of 1808 administrative villages, making the patency rate of the administrative villages up to 70%. As for rural drinking water safety, the province invested 1.459 billion yuan to address the rural drinking water safety problem in poor areas, solved the drinking water safety problem of 1.8 million rural residents of poor areas and 268,300 rural people of the non-key counties, benefiting 2.0683 million people. The province’s drinking water safety engineering investment rate reached 100% and 75% of the households in poor areas got access to tap water. In terms of rural electric power construction, a total of 1.86 billion yuan was invested in the rural power grid upgrading, addressed the problem of low voltage of 158,000 households, the ex-situ relocation and electricity problem of 38900 households in new rural construction. As a result, the electricity coverage rate reached 93% in the natural villages and 80% in the poor villages. In the field of rural housing construction, the central and provincial governments issued subsidy funds of 1.642 billion yuan to support the renovation of dilapidated houses for 200,000 households in poor areas, of which 80.7% was issued to 58 impoverished counties of three contiguous destitute areas in the province.

    Entire Village AdvancementIn 2014, Gansu Province arranged a total of 1066 entire village advancement projects with a total investment of 6.684 billion yuan (of which 1.743 billion yuan was financial anti-poverty funds, 2.025 billion yuan was the funds from relevant sectors and 2.916 billion yuan was discount loans, respectively accounting for 26.1%, 30.3% and 43.6%), completed the tasks of planting, breeding, infrastructure construction, labor quality improvement and mutual funds of poor villages, and made them major projects of precise poverty alleviation, significantly improving the production and living conditions of impoverished households; increased financial anti-poverty funds by 180% and increased the projects by 170% compared to 2013, and formulated the“Implementation Measures on the Financial Anti-poverty Funds Management in Gansu Province”and the“Specific Measures on the Implementation of the County Reimbursement System of Financial Anti-poverty Funds of Gansu Province”.

    Ex-situ relocation for poverty alleviationIn 2014, Gansu Province invested 6.06 billion yuan of funds for poverty-relief ex-situ relocation, implemented 102 relocation projects in 55 counties (districts), set up 546 resettlement points, relocated 46800 households and 233400 people; newly constructed 46800 houses of 4.123 million square meters; completed land development of 40600 mu; newly built and repaired roads of 558.85 km; newly constructed embankment and drainage channels of 134.1 km, strived for central budget funds of 900 million yuan, central financial anti-poverty funds of 500 million yuan and provincial financial matching funds of 452 million yuan, provided subsidies of 8,000 yuan per capita and used more than 85% of the subsidy funds in the housing construction for the immigrants.

    Industry poverty alleviationIn 2014, Gansu Province implemented the national pilot projects for the mutton sheep industry and public lottery funds of Dongxiang Autonomous County and Jishishan Baoan, Dongxiang and Sala Autonomous County to support the old revolutionary base areas in Qingyang; increased support for the leading enterprises, professional cooperatives and major households engaged in industry development in impoverished regions; focusing on the characteristic competitive income-generating industries, held all kinds of agricultural practical skills and professional technical trainings, introduced and promoted new species, new technologies and new fertilizers and created a number of characteristic agricultural products brands such as walnut of Cheng County, Wudu pepper, fungus of Kang County, Tianshui cherry, angelica of Min County, Jingning apple, Lanzhou lily. Through the project construction, the province newly constructed terraced field of 73,000 mu, implemented double furrow sowing in the farmland of 2.475 million mu, planted Chinese herbal medicines of 75,000 mu, forage grass of 43,000 mu and woody fruits of 133500 mu; newly constructed 7400 solar greenhouses and vegetable greenhouses; organized the breeding of 820 cows, 80,000 sheep and 11,000 pigs, and constructed 18100 standardized warm sheds. To adapt to the e-commerce development trend, combining poverty alleviation and development with electronic commerce, the province strived to increase people’s income through the development of e-commerce. The trading value of e-commerce of agricultural products of the province amounted to 78 billion yuan. Nearly 30,000 online stores were set up in the poor areas with more than 100,000 practitioners, and the sales volume accounted for 80% of the total of the province.

    Rain PlanIn 2014, Gansu Province invested financial anti-poverty funds of 182 million yuan for the Rain Plan training of 120700 people in poor areas. 12.131 million yuan was invested the common skills training for the youth and middle-aged people of poor villages and the trainings were held for 7186 people. 2 million yuan was put in housekeeping training for 2,000 people, and 3 million yuan was issued to support the leaders training on getting rich in poor villages, covering 300 people.

    Pilot projects of village mutual fundsIn 2014, the pilot area of the mutual funds in Gansu Province was expanded to include 75 counties and 3944 villages, and the total amount of the mutual funds reached 1.46 billion yuan, effectively alleviating the shortage of financial services in poor villages and the loan problem and start-up fund shortage of the poor.

    Construction of old revolutionary base areasIn 2014, LGOP arranged 20 million yuan of central special lottery funds for the province, 10 million yuan for Qingcheng County and 10 million yuan for Zhengning County, and integrated 20 million yuan of various kinds of funds for the construction of small public facility projects, including the construction of village roads, submersible bridges, drainage facilities and human and livestock drinking water projects.

    Food for workIn 2014, Gansu Province invested 320 million yuan of central and provincial food-for-work funds, of which 247 million yuan was central financial budget funds for food-for-work program, 27 million yuan was central financial budget funds for the demonstration food-for-work projects, 24.55 million yuan was provincial matching funds and 21 million yuan was the financial revenue returned by the central government for food-for-work program in the tax reform of product oil price. The province newly built and repaired rural roads of 1070 km, 43 bridges of 1674 linear meters and river embankments of 46.44 km, addressing the traffic and road problems of the masses in the project areas through the implementation of 343 road and bridge projects; improved and increased effective irrigation area of 60,000 mu through the construction of small farmland and water conservancy facilities, and issued remuneration of 43.93 million yuan for personal services of the masses in poor areas to increase the income of the poor.

    Fix-point poverty alleviationIn 2014, a total of 408,000 provincial, city, county and township leaders and 14400 organs, enterprises and public institutions were assigned the fixed-point poverty alleviation task, including 289 provincial units, 2608 municipal units and 11500 county units, and carried out the“Shuanglian”action with 8790 impoverished villages, achieving three“full coverage”in poor areas (full coverage of key counties for provincial leaders’twinned contiguous destitute areas, full coverage of poor households for the cadres’contact work, and full coverage of key villages for relevant units’contact work). The village-contacting units at all levels held trainings for 906300 person-times, solved 77300 urgent problems for the masses, provided free medical services for 357700 person-times, and helped solve 39700 rural disputes. A total of 364 central and state organs’cadres carried out field research in the twinned poor counties and 25 cadres were sent to the poor areas. The province introduced 932 million yuan of all kinds of funds for the construction of 53 projects including infrastructure construction, industrial development, culture and education, health care, human resources training, disaster relief and warmth-delivery projects; held 31 training courses for 3555 people, including 442 party and government leaders, 1073 technicians, 260 rural leaders in getting rich and 1780 rural labors, and organized labor transfer for 64300 person-times. In June 2014, the provincial leading group for poverty alleviation action coordination and promotion issued the“Opinions on Further Improving the Village-stationed Work Teams for Impoverished Villages”(Gan Fu Ling Fa [2014] No.8), set up the village-stationed support work teams in 6220 poor villages of 17 scattered impoverished counties of 58 counties in the contiguous destitute areas, and the province sent a total of 20600 cadres to the poor villages, including 723 from provincial enterprises, 1660 from the city and prefectural departments and 18200 from the county, city and district departments.

    East-west pairing-off poverty alleviationIn 2014, the Tianjin-Gansu and Xiamen-Gansu pairing-off poverty alleviation was implemented successfully. Tianjin Municipal Government put in 171 million yuan of relief funds for Gansu Province, of which: 109 million yuan was for Gannan Tibet Autonomous Prefecture, 22.46 million yuan was for Tianzhu County and 38.96 million yuan was for other cities and prefectures of Gansu. The aiding districts and counties of Tianjin put in relief funds of 1.05 million yuan to support the construction of entire village advancement projects, the development of characteristic industries, school construction and village (village group) road construction. Tianjin sent six cadres to serve Gannan Prefecture, enrolled the second batch of 71 students of South Gansu in Tianjin Medical University and Tianjin University of Traditional Chinese Medicine, and organized the holding of 18 training courses for 1632 person-times. In July 2014, Binhai New District of Tianjin was designated to provide pairing-off support for Tianshui City. Xiamen City provided a total of 33 million yuan of relief funds for Linxia Hui Autonomous Prefecture, of which: 20 million yuan was the city government’s financial anti-poverty funds, 13 million yuan was the relief funds, mainly to support school construction, entire village advancement and the renovation of old and dilapidated houses; held three backbone teachers training courses, sent 100 high school teachers of Grade to give guidance on the preparation for college entrance examination of 2015, and Xiamen sent 15 experts to carry out the“teaching support”activity in Linxia.

    Poverty alleviation by enterprises and all circles of societyIn 2014, the central units for fix-point poverty alleviation invested 119 million yuan in the province. 27 chambers of commerce directly affiliated to the All-China Federation of Industry and Commerce signed the strategic cooperation agreement on industrial development with 20 poor counties of Gansu Province. 45 chambers of commerce-member units of Joint Conference of Gansu Province Federation of Chamber of Commerce signed the pairing-off poverty reduction agreements with 20 national counties in contiguous poor areas, determined the poverty alleviation pattern of“overall planning by the poverty alleviation office, guidance by the federation of industry and commerce, cooperation with commercial association, voluntary investment by entrepreneurs and implementation in poor counties”and, in the form of“one meeting and one enterprise support one county or several counties and conferences support one county”, established the poverty alleviation and development mechanism in 18 aided counties. In 2014, during the 20th Lanzhou Investment & Trade Fair activity period, the Provincial Federation of Industry and Commerce provided counterpart support for 20 poor counties, completed agreement signing for 142 projects with contract value of 35.2 billion yuan, and 4.7 billion yuan was already issued.

    Poverty alleviation agencies and team buildingIn 2014, Gansu Province further implemented the1236poverty alleviation action. 816 poverty alleviation work stations were set up in the towns of 60 of the 80 counties (districts) with poverty alleviation agencies.

    Poverty alleviation day activityOn October 17, 2014, Gansu Province made propagandas on thePoverty Alleviation Day. The Provincial Party Secretary and Director of Provincial Peoples Congress Standing Committee Wang Sanyun had a signed paper titledThorough implementation of General Secretary Xi Jinping’s Strategic Thinking on Poverty Alleviation and Development, Win A New Round of Poverty Alleviation Campaign with All Forces of the Province”and a commentator’s article titled“An Important Opportunity for Promoting Poverty Reduction”printed in“Gansu Daily”. The province organized the activity for news media to enter poor villages again and the Action of NPC Deputies, made propagandas for the“Shuanglian Action of CPPCC Members to Promote Poverty Reduction, released poverty alleviation information and announced the account number for donation; opened up special columns in“Gansu Daily”,“Gansu Economic Daily”, Gansu TV and Gansu People’s Broadcasting Station to made propagandas on the province’s activities on the poverty alleviation day; assisted the“People’s Daily”in reporting the anti-poverty work of Gansu, organized the leaders of the poverty alleviation offices to participate in the face-to-face live broadcasting activity of“Sunshine Online”organized by the provincial broadcasting station, accompanied LGOP and the joint research group of the theoretical version and editorial department of“People’s Daily”to carry out Shuanglian and village-stationed support work in Dongxiang County; and accompanied the reporters of the Agricultural Daily to interview the“1236”poverty alleviation action in Linxia, Dingxi, Baiyin, Pingliang and Qingyang.

    Poverty alleviation publicityIn 2014, Gansu Province issued theOpinions on Further Strengthening the Provincial Poverty Alleviation Publicity Work; published 405 articles on poverty alleviation publicity in the news media above provincial level, including 181 by“People’s Daily”, Xinhua News Agency and other national and industrial media, 8 by overseas media such as“Ta Kung Pao”and“Wen Wei Po”, and 216 by provincial media such as“Gansu Daily”and“Gansu Economic Daily”.

    Poverty Alleviation and Development in Qinghai Province

    OverviewIn 2014, under the correct guidance of LGOP and the leadership of Qinghai provincial Party committee and provincial government, with strong support of the relevant provincial departments, Qinghai Province resolutely implemented the decisions and deployments of the CPC Central Committee, the State Council and the provincial Party committee and provincial government, in order to achieve the general objective of“two no-worries and three guarantees”, implemented the strategies of constructing pilot areas for national recycling economy development, pilot areas for ecological civilization and the national unity and progress demonstration zones and the policies of“stabilizing growth, adjusting structure, promoting reform and improving people’s livelihood, continued to take reform and innovation as the driving force, combined precise poverty alleviation with regional poverty reduction, made innovations to mechanism, strengthened relevant measures, changed working styles and worked hard to successfully complete the relevant tasks. As a result, Qinghai Province reduced the poor population by 209,000 9,000 more than the target, and the per capita net income of poor farmers and herdsmen grew by 15.6%, 2.9 percentage points above the provincial average, reaching 6030 yuan.

    Investment of poverty-relief fundsIn 2014, Qinghai Province issued relief funds of 2.347 billion yuan, with an increase of 455 million yuan, up 24.06%, of which: 1.479 billion yuan was central financial anti-poverty funds, with an increase of 203 million yuan, up 15.97%, mainly used to support 14 poverty alleviation projects, including the entire village advancement projects, financial industry poverty alleviation, the construction of poverty alleviation industry park construction and the industry poverty alleviation in contiguous destitute areas. Liaoning Province provided 41 million yuan of aid funds for the east-west pairing-off poverty alleviation in Qinghai Province, up 10%. 13.72 billion yuan of relief funds were issued by 13 cities and one enterprises of Liaoning Province. Relief funds were introduced from Liaoning Province to support the entire village advancement, Rain Plan and poverty-relief cadre trainings. 170 million yuan of central financial funds were issued for the poverty-relief relocation. 13 central organs issued 15.72 million yuan of relief funds for Qinghai Province, with an increase of 6.72 million yuan; six aiding provinces (cities) and 18 central enterprises invested 1.198 billion yuan in Qinghai Province. Project funds of 195 million yuan were introduction through coordination. 656 million yuan of provincial financial anti-poverty funds were issued, up 57.5%. More than 4 billion yuan was put in the key-problem tackling for industrial poverty alleviation. The provincial financial anti-poverty funds were mainly used to support poverty-relief ex-situ relocation, the construction of poverty-relief industrial parks and special poverty reduction projects.

    Management of poverty-relief fundsIn 2014, Qinghai Province earnestly implemented theRegulations of Qinghai Province on the Decentralization of Poverty Alleviation and Development Project Approval Power to the County Government (Trial)and issued the industry development funds through substituting subsidies with rewards based on the results of the performance evaluation of the poverty-relief fund in 2013. Through reforming the financial anti-poverty funds management mechanism, we strengthened the main responsibility of the county government, gave play to the leading role of poverty-relief funds to integrate agriculture-related funds; reduced the examination and approval links, cut the project document preparation and demonstration costs and saved 7 million yuan throughout the year. The projects were launched three month ahead of schedule averagely. Jointly with the Provincial Department of Finance, on the basis of the county government’s self-assessment and the city / prefectural evaluation, we carried out an comprehensive performance evaluation of the financial anti-poverty funds of 2013 and announced the results after careful grading and ranking; established the monthly reporting system of fund allocation and project progress and urged the rectification of backward areas and unqualified projects; Strengthened project fund audit; invited two auditing agencies to audit the use of poverty-relief funds in 20 counties from 2010-2013; in the allocation of annual financial relief funds, implemented the anti-poverty funds performance-oriented mechanism. In the performance evaluation of anti-poverty funds of 28 provinces, Qinghai Provincial Poverty Alleviation and Development Bureau got Grade A and obtained rewards of 70 million yuan with outstanding performance of relief funds.

    Infrastructure constructionIn 2014, Qinghai Province invested 4.6 billion yuan in the village road building, constructed village roads of 5,000 km and 200 convenient bridges, repaired rural highroads of 9251 km and 249 bridges; invested 500 million yuan to expand 25 county-level bus stations (including ten for continuous construction) and 53 township stations; put in 476 million yuan to implement 122 projects, addressing the drinking water problem of 276600 people; invested 925 million yuan to solve the electricity problem of 12700 households and 50700 people, and issued 76,000 sets of photovoltaic power supply to address the electricity problem of 200,000 people; invested 105 million yuan in the construction of economic forests of 156400 mu and nine provincial industrial technology transformation and R&D platforms, benefiting 1.2 million farmers and herdsmen; put in 766 million yuan in the construction of 57“1020”technology-supported projects (constructing the science and technology demonstration zones for the characteristic agriculture in Eastern Qinghai, the modern ecological animal husbandry science and technology demonstration zones and the ecological economic forest and water-saving agriculture science and technology demonstration zone, boosting the development of ten major characteristic industries including rapeseed, potato, beef and mutton, dairy product and plush industry, creating 20 hi-tech science and technology demonstration projects with a good prosperity of industrialization, striving to significantly change the agricultural and animal husbandry production modes and enhance the contribution rate of science and technology to the economic growth of agriculture and animal husbandry to more than 55% by 2015); arranged 25.92 million yuan for the construction of direct-broadcast satellite facilities for 54,000 households, implemented 200 broadband projects for the administrative villages and set up 4,000 village-level scientific and technological service stations relying on the modern party member distance education network.

    Poverty alleviation in the contiguous destitute areasIn 2014, 3.316 billion yuan was invested in the transportation facilities construction in Liupan Mountain Area of Qinghai Province, including 2.139 billion yuan of central subsidy funds; 20.854 billion yuan was invested in the transportation facilities construction in the Tibetan areas. Expressways were constructed for Haibei Tibetan Autonomous Prefecture, South Qinghai Tibetan Autonomous Prefecture, West Qinghai Mongolia and Tibet Autonomous Prefecture and Yushu Tibetan Autonomous Prefecture as well as Golmud City, forming a Xining-centered highway network connecting most of the prefectures in the Tibetan areas. The prefectural roads connecting Xining and the six prefectures of Tibetan areas are all Grade highroads or of higher standards. 5.618 billion yuan was issued for water conservancy construction. Phase I project of the north trunk canal of theYindajihuangProgram was completed. Shitouxia Reservoir was put into operation, and breakthrough progress was made in the tunnel digging for the trunk canal for water transfer. A number of livelihood projects were implemented, including drinking water safety projects, the water-saving transformation of irrigation areas and small farmland and water conservancy projects, addressing the drinking water safety problem of 249,000 farmers and herdsmen and improving the farmland irrigation area of nearly 300,000 mu. Through a variety of governance measures, we increased the soil and water conservation area of 230.8 square km in the contiguous destitute areas. In 2014, 7.885 billion yuan was issued for thermal power, hydropower and wind power projects, 9.895 billion yuan was invested in photovoltaic projects and 4.133 billion yuan was invested in power grid projects.

    Entire Village AdvancementIn 2014, Qinghai Provincial Government raised the subsidy funds for entire village advancement to 7800 yuan per rural household and 9600 yuan per herdsman household, up 56% and 48% respectively; issued 450 million yuan and raised 350 million yuan of various funds to implement 135 entire village advancement projects in 375 impoverished villages, benefiting 59700 poor households and 241,000 people, 15 villages, 14600 households and 49500 people more than the planned figures. 93 poverty alleviation industry bases were set up.

    Ex-situ relocation for poverty alleviationIn 2014, Qinghai Province put in 548 million yuan in the construction of 114 ex-situ relocation projects in 139 villages, relocated 13600 households and 62800 people, respectively 227% and 209% of the annual task; and invited College of Humanities and Development of China Agricultural University to make the mid-stage assessment on the“Poverty-relief Relocation Planning of Qinghai Province for the‘12th Five-Year Plan’Period”.

    Industry poverty alleviationIn 2014, Qinghai Province put in 471 million yuan in the implementation of industry poverty alleviation projects. Among that, 130 million yuan was put in the construction of poverty alleviation industry demonstration zones, 75 million yuan was invested in the industry poverty alleviation in the Tibetan areas, 45 million yuan was invested in special industry poverty alleviation, 181 million yuan was put in the industry poverty alleviation in contiguous destitute areas (including 80 million yuan for the poverty reduction in the Tibetan areas) and 40 million yuan was invested in the pilot program of addressing prominent poverty problems. The relief funds were used mainly to support the development of woody fruits, vegetables, Tibetan medicine, seedlings and other characteristic planting industries by poor farmers and herdsmen, yak, Tibetan sheep, rabbit, chicken and other ecological animal husbandry industrialization. Targeting at the secondary and tertiary industry focusing on industry structure adjustment and development mode transformation such as agricultural and livestock product processing, ethnic tourism, trade and services, we explored new industry poverty alleviation mode characterized by the integration of planting, breeding and processing and the integration of agriculture (animal husbandry), industry and trade with Qinghai’s features, and implemented the industry poverty alleviation projects focusing on agriculture with highland features, characteristic ecological animal husbandry, characteristic cultural tourism and green agricultural and livestock products processing, basically achieving the goal of“income-generating projects for all households and characteristic industries for all villages”.

    Rain PlanIn 2014, Qinghai Province put in 15 million yuan in the short-term skills training on 30 specialties for 10,000 poor labors; issued 5 million yuan to subsidize 2500 higher and secondary vocational school students from needy families; issued 10 million yuan to subsidize 2,000 junior and senior high school graduates from needy families of Tibetan areas to receive vocational education; allocated 20 million yuan to launch the pilot work of“Youth Entrepreneurship——based Poverty Alleviation Action”in 20 counties jointly with the Provincial Youth League Committee and support the implementation of 200 entrepreneurship projects by 200 college student teams and more than 500 needy college students; and issued 25.5 million yuan of special funds for the pilot reform of the Rain Plan implementation mode.

    Financial poverty alleviationIn 2014, Qinghai Province invested 100 million yuan to launch the pilot work of financial poverty alleviation in 30 impoverished villages of the province, 3 million yuan of risk pledge fund each village, guided the financial sector to issue loans based on the ratio of 15, arranged 50 million yuan as discount funds for the loans with the benchmarked interest rate, and issued 710 million yuan of loans to encourage the investment of 800 million yuan of financial capital. Qinghai provincial government officially signed an agreement with China Foundation for Poverty Alleviation. CFPA Microfinance invested 180 million yuan, the provincial government issued matching funds of 90 million yuan to launch the non-profit microfinance poverty alleviation in nine counties of Xining and Haidong City, which required no pledge or guaranty.

    Food for workIn 2014, Qinghai Province invested 165 million yuan of Food-for-work funds within the central budget, implemented a total of 74 projects including farmland and water conservancy construction, drinking water projects for human and livestock and rural road construction, etc.; improved irrigation area of 77700 mu, increased irrigation area of 5100 mu, solved the drinking water problems of 33800 people and 228500 heads of livestock, and built rural highroads of

    160.65 km.

    Fix-point poverty alleviationIn 2014, Qinghai Province issued 15.72 million yuan of relief funds from 13 central organs, with an increase of 6.72 million yuan over 2013, and coordinated the introduction of 195 million yuan of project funds. 123 provincial organs and institutions combined the fix-point poverty alleviation with the party’s mass line education practice, the“five-into”activity (into the town, into the poor village, into the community, into the school and into the temple) and the beautiful countryside construction in plateau and put in more than 60 million yuan of relief funds. The Provincial Party Committee Organization Department and the Provincial Poverty Alleviation and Development Bureau jointly issued the“Implementation Plan of Qinghai Province on Village-stationed Support and Household Contacting by Poverty Alleviation Cadres”and launched the village-stationed support of cadres. On the basis of integrating aid resources for poor towns and villages, fix-point poverty alleviation and twinned poverty reduction, the province dispatched 1622 village-stationed work teams composed of 4866 cadres to the poor areas and sent 70,000 CPC members to support 70,000 poor households of the impoverished villages.

    Poverty alleviation by enterprises and all circles of societyIn 2014, Qinghai Provincial Poverty Alleviation and Development Bureau and the Provincial Federation of Industry and Commerce jointly issued theImplementation Opinions on Jointly Promoting Private Enterprises to Participate in the Poverty Alleviation and Development”. Seven Advanced Collectives and seven Advanced Individuals in social poverty alleviation were praised by the State Council Leading Group of Poverty Alleviation and Development. Qinghai Province carried out the first“Poverty Alleviation Day”activities, and its care action of“Small Package, Great Love, Dream 2014”received donations of 2 million yuan.

    Special poverty reductionIn 2014, Qinghai Province issued 370 million yuan of financial anti-poverty funds and integrated 2.9 billion yuan of various kinds of funds to implement special kinds of poverty reduction projects in six area of the province, including the Golog Tibetan Autonomous Prefecture, the border areas of Qinghai, Gansu and Sichuan, the Farming Team in the Pasturing Area of Haibei Tibetan Autonomous Prefecture and Tongde County. The poverty reduction work of Haibei Farming Team effectively solved the key problems restricting the development of Haibei Prefecture for two decades, including the economic development, national unity and social stability, directly benefiting 1206 households and 4406 poor people. Through the implementation of special types of poverty alleviation projects, the infrastructure, urban and rural appearance, public services and the production and living conditions of farmers and herdsmen were improved significantly, the ecological protection was strengthened, the projectseffects gradually became obvious, and we saw the integrated effects of the key-problem tackling for poverty reduction by integrating all kinds of resources with poverty alleviation as an effective platform, creating the Tongde Mode that can be promoted across the province. In the special type of key-problem tackling for poverty reduction, focusing on poverty alleviation and development, based on local actual situation, Banma County mainly implemented four major projects, namely the development of Tibetan tea industry, ex-situ relocation for poverty alleviation, education-oriented poverty reduction and tourism-oriented poverty alleviation, creating“Banma experience”.

    Poverty alleviation by foreign-funded projectsIn 2014, Qinghai Province coordinated the Provincial Development and Reform Commission and the Provincial Department of Finance to complete the examination and approval of the IFAD-supported poverty alleviation projects, set up the leading group and leading group office for the anti-poverty work and clarified the duties of the membership units and the city and county (district) project offices, guided the preparation of implementation plans of the project counties (districts), formed the preliminary feasibility study reports on water conservancy, agriculture, animal husbandry, forestry and poverty alleviation sub-projects, completed the project identification and signed a memorandum of cooperation.

    in Ningxia Hui Autonomous Region

    Overview2014 is the first year for Ningxia Hui Autonomous Region to comprehensively deepen the reform and make more innovations to the poverty alleviation and development mechanism, and a key year for Ningxia Hui Autonomous Region to further promote the key-problem tackling for the poverty reduction among one million impoverished people. Ningxia continued to improve the poverty alleviation and development thinking, actively made innovations to the poverty alleviation and development mechanism, earnestly strengthened the poverty alleviation and development measures, focused on the key points, key difficulties and innovative points and achieved significant results in the anti-poverty work. As a result, the economic and social development in the central and southern regions of Ningxia Hui Autonomous Region was accelerated, the living standards of the masses were significantly enhanced, the ecological environment was obviously improved, the poverty-stricken population was reduced by 100,000, the per capita net income of the farmers in Xihaigu Region increased by 14%, 3.5percentage points above the regional average.

    Management of poverty-relief fundsIn 2014, Ningxia Hui Autonomous Region established the evaluation leading group and the evaluation group, incorporated the performance assessment of financial anti-poverty funds into the poverty alleviation and development assessment system to be reflected by the year-end assessment, and held the relevant meetings to point out problems, analyze the reasons, make clear specific measures and give the deadline for rectification.

    Ex-situ relocation for poverty alleviationIn 2014, Ningxia Hui Autonomous Region pushed forward the ecological relocation of 350,000 people with a total of investment of 9.147 billion yuan; constructed 74400 sets of houses for the immigrants, resettled 277800 immigrants; launched the construction of 11600 sets of immigrants’houses for 50,000 people and completed the resettlement of 71200 immigrants; actively guided the immigrants to develop income-generating industries, helped the immigrants resettlement areas plant greenhouses and large / medium-sized sheds of 13800 mu and characteristic agricultural planting of 354400 mu and develop the breeding of 253,000 heads of livestock, including cattle, sheep and chickens. Promoted the construction of new immigrants’villages. Set up 162 administrative villages (communities) for 141 resettlement zones. 118 villages (communities) elected the“two committees”. 23 villages set up the temporary“two committees’and 21 small villages were merged into the neighboring villages for management.

    Precise poverty alleviationIn 2014, Ningxia Hui Autonomous Region had identified a total of 1100 impoverished villages and 803,000 poor people, and the incidence of poverty was 19.6%. Combining the identification results with the industry support projects for specific villages and households, Ningxia comprehensively implemented the precise poverty alleviation.

    First, infrastructure construction for poor villages. Formulated the entire village advancement planning and the plan for poverty reduction within a certain period of time for 500 key impoverished villages; organized the cancellation of 100 key poor villages after careful assessment and the construction of 11 pilot entire township advancement projects and 20 model villages for entire village advancement; invested a total of 3.724 billion yuan (not including the funds raised by the masses) in 500 key impoverished villages, 7.45 million yuan per village. This is the largest amount of annual investment since the implementation of the entire village advancement, and this figure is 2.5 times that during the“11th Five-Year Plan”period. 100 key poor villages reached the standard for shaking off poverty and were removed from the list of poor villages.

    Second, project support for specific households. Focusing on the“5·30”breeding program and characteristic planting, we arranged various farmers-benefiting preferential policies and household projects funds, with household fund up to 4,000 yuan, supporting the development of competitive characteristic industries of 75,000 registered poor households and 300,000 poor people.

    Third, trainings for specific individuals. We organized the rural labor and ecological relocation skills trainings for 24,000 people in poor areas and held leaders training for getting rich and practical skills trainings for 49,000 person-times; organized the driving skills training for the labors from registered poor families, provided one-time subsidy of 3,000 yuan per person for those who got the driving license within the time limit; Yanbao Foundation provided subsidies of 2,000 yuan per capita per year for the children from the registered needy families of nine counties (districts) to receive higher vocational education. Since the autumn of 2014, it took the head to achieve the full coverage of the registered needy families across the province for the Rain Plan student aid program, and provided subsidies for 20,000 higher and secondary vocational school students from needy families every year.

    Fourth, support responsibility to the specific units. We integrated the regional, city and county (district) aiding units for the fixed-point poverty alleviation, dispatched the village-stationed work teams to the poor areas, and established the mechanism of“twinning for poverty alleviation until shaking off poverty”. The village-stationed support work covered all the 1100 poor villages.

    Poverty alleviation in the contiguous destitute areasIn 2014, the relevant industry sectors of Ningxia Hui Autonomous Region invested 11.86 billion yuan of relief funds and gave priority to the central and southern regions in the allocation of infrastructure construction, public services and industry development projects. Basically completed the subgrade construction for the

    Dongshanpo-Maojiagou Section of the Qingdao-Lanzhou Highway, the Pengyang-Qingshi Zui Highway, Heicheng-Haiyuan Highway, Xiji-Maojiagou Highway and Guyuan-Xiji Highway, constructed rural roads of 2227 km; successively completed the implementation of a number of drinking water safety projects, water-saving demonstration projects and valley harnessing projects, conducted comprehensive environmental improvement for 854 administrative villages and 8 immigrants’resettlement areas, covering 1.16 million people; renovated dangerous cave dwellings and houses for 42,000 households in the project area, incorporated eight villages that were newly removed from the name list of poor villages into the beautiful countryside construction program, implemented ecological environment construction, completed the construction of 90,000 mu of economic forests and roads as well as ecological landscapes, implemented the renovation of economically weak rural schools for compulsory education, implemented the plans to improve the treatment for rural teachers of destitute areas, the student-aid policies for high school students and the students’nutrition improvement program; comprehensively promoted the construction of the project of“Fewer Children Equals Faster Prosperity”, expanded and repaired 18 township hospitals, ten community clinics and 989 standardized village clinics, transferred 575,000 labors and got revenue of 4.22 billion yuan.

    Industry poverty alleviationIn 2014, Ningxia Hui Autonomous Region issued theGuidance on the Implementation of the Breeding Plan of the5·30Household Poverty Reduction Program. Starting with the5·30breeding and characteristic planting, the counties (districts) pushed forward the industry poverty alleviation for specific households, introduced the raspberry industry, prepared the planning of pilot work, launched pilot projects first and steadily promoted the work. Ningxia Autonomous Region Development and Reform Commission and Ningxia Autonomous Region Poverty Alleviation Office proposed the strategy of“9 + 1”:“9”refers to nine poor counties (districts), namely Yanchi, Tongxin, Hongsipu, Haiyuan, Yuanzhou, Xiji, Jingyuan, Longde and Pengyang.“1”refers to the unified deployment for the resettlement of immigrants outside the counties, and the photovoltaic power generation for poverty alleviation will be gradually implemented.

    Financial poverty alleviationIn 2014, 100 key poor villages and 10 ecological immigration villages were newly covered by the pilot program of mutual funds of Ningxia Hui Autonomous Region. The mutual funds program covered a total of 1230 villages with a total capital of 608 million yuan, and issued 1.464 billion yuan of loans to 133600 households and 600,000 people. Ningxia Hui Autonomous Region launched the pilot project of financial poverty alleviation. Ningxia Branch of China Development Bank issued loans of 2.4 billion yuan to support the key projects such as the new urbanization construction, the shantytowns transformation, traffic, energy and water conservancy projects, as well as the SME, poverty-relief micro loans and student-aid loans in central and southern areas. The Yellow River Bank issued 5.349 billion yuan of loans to 600 impoverished villages, benefiting 133500 rural households, of which 1.631 billion yuan was issued to 425 mutual fund projects, benefiting 51700 rural households.

    Social poverty alleviationIn 2014, the national on-the-spot meeting on east-west pairing-off poverty alleviation was convened in Ningxia Hui Autonomous Region. The Fujian-Ningxia Patternwas promoted nationwide. The infrastructure construction in Minning Industrial Town was basically completed. Five enterprises officially launched the construction and the friendly cooperation between“Three Schools in Fujian, Taiwan and Ningxia”, and jointly developed the“Taiwan-Fujian-Ningxia Tourism Routes”. The 18th joint meeting of Fujian and Ningxia was convened in Fujian, signed 30 cooperative projects worth 30.6 billion yuan. For the first time, the east-west pairing-off poverty alleviation was extended to the towns and villages. The 9th batch of Ningxia-aid cadres arrived in Ningxia and started their work. The activities on the first“Poverty Alleviation Day”were carried out, covering 18 activities, and raised 130 million yuan of business donations. Eight central fixed-point poverty alleviation enterprises including China Resources Gas Group, China Aviation Oil Holding Company, China Railway Corporation, China National Nuclear Corporation and China National Building Materials Group Co., Ltd. invested relief funds of 310 million yuan to accelerate the economic and social development and the poverty reduction among the masses in the central and southern areas. During the activities on the first“Poverty Alleviation Day”, 15 units and individuals of Ningxia Hui Autonomous Region were titled National Advanced Collectives and Advanced Individuals in Social Poverty Alleviation.

    Food for workIn 2014, according to theNational Regulations on Food-for-work Program, combined with the actual situation of the impoverished regions, Ningxia Hui Autonomous Region mainly supported the national key counties for poverty alleviation and development and contiguous destitute areas, promoted the rural infrastructure construction in other poor areas and immigrants’resettlement areas, including farmland and water conservancy construction, minor drainage basin management, comprehensive development of contiguous destitute areas and rural road construction, strived for 102 million yuan of food-for-work funds, arranged 54 projects (including 8 projects to be continued and 46 newly launched projects), arranged the implementation of 24 farmland and water conservancy projects, mainly supported the water-saving transformation of the irrigation areas of reservoirs, increased and improved irrigation area of 49,000 mu; implemented five minor drainage basin management projects to complete the water and soil erosion of 3.8 square km through the comprehensive improvement of mountains, water basins, farmland, forest and roads; arranged eight comprehensive development projects in contiguous destitute areas, covering a land area of 14.8 square km; arranged 17 rural road projects and increased Grade IV gravel roads of 263 km. The Food-for-work Program involved the construction of 15 entire village advancements with investment of 22.54 million yuan.

    Poverty alleviation mechanism reformIn 2014, Ningxia Hui Autonomous Region improved the assessment system of poor counties, canceled the assessment indicator of GDP for key counties, focused on the assessment of the poors livelihood improvement, the reduction of poverty-stricken people and the results of key anti-poverty work, and made the assessment results an important basis for the performance evaluation and promotion of the county (district) cadres, gave the responsibility, power, funds and task directly to the county government, delegated the poverty relief project fund approval power to the county government, and further improved the information disclosure, project announcement and competitive fund allocation mechanism to stimulate the enthusiasm and initiative of the counties and districts.

    Poverty Alleviation and Development

    in Xinjiang Uygur Autonomous Region

    OverviewIn 2014, in order to improve the living standards of the masses in impoverished regions withtwo non-worries and three guaranteesas the main purpose, starting with the practical work for the people, in accordance with the strategy ofconsolidating the foundation by entire village advancement, improving the quality by intellectual poverty alleviation and constructing the platform by resources integration”, Xinjiang Uygur Autonomous Region (hereinafter referred to as Xinjiang) increased financial inputs in anti-poverty work,  successfully accompanied the annual tasks and achieved significant results. The poverty-stricken population was reduced by 410,000; the rural per capita net income reached 8296 yuan, up 13.7% over 2013; the rural per capita net income of the key counties (cities) soared to 6499 yuan, with an increase of 685 yuan, up 16.6%, 2.9 percentage points above the regional average; the rural per capita net income of three prefectures in South Xinjiang was 6288 yuan, with an increase of 991 yuan, up 18.7%, 5 percentage points above the regional average. In 2014, a total of 4.465 billion yuan was put in the poor villages covered by the entire village advancement program, 12.61 million yuan per village. Through the implementation of poverty alleviation by entire village advancement, 354 poor villages (including 280 covered by the national Entire Village Advancement Program) implemented the entire village advancement and development plan according to the standard of“nine accesses, nine possessions and nine availabilities”(poor villages’access to water, electricity, road, telephone, radio and television programs, information, heating equipment, postal service and regular bus; possession of office and powerful leadership, income-generating industries, collective economic income, garbage stations, culture rooms, clinics, bilingual preschool education, cultural and sports venues and farmers-benefiting supermarket; availability of safe drinking water, electricity, heating facilities, housing, clean toilet, clean energy, preschool education, basic social security, training and access to information).

    Investment of poverty-relief fundsIn 2014, Xinjiang put in financial anti-poverty funds of 4.732 billion yuan, of which 2.599 billion yuan was central financial anti-poverty funds (including 1.723 billion yuan of production development and discount funds, 227 million yuan of Food-for-work funds, 615 million yuan of minority development funds and 33 million yuan of funds for state-owned poor farms) and 2.134 billion yuan was matching funds from the regional, prefectural and county (city) governments (including 1.151 billion yuan from the regional government, 696 million yuan from relevant sectors and 287 million yuan from the prefectural and county (city) governments). 2238 poverty relief projects were implemented, of which 1195 were industrial projects, and 1947 household projects were launched, covering planting, animal husbandry, forestry and fruit industry, facility agriculture, handicraft industry, water conservancy, transportation, housing and training, etc., which supported 110,000 poor households and 470,000 poor people. Subsidies were mainly issued for the housing construction of 11300 poor households, the yard economy development of 26200 poor households, the pen construction of 31500 poor households, the livestock purchase of 32,000 poor households, the poultry procurement of 35400 impoverished households, the forest fruit development of 217 impoverished households, the facility agriculture development of 7547 poor households and the handicraft development of 5150 poor households. We held the practical skills training and labor transfer training for 176,000 poor households and implemented the farmland, water conservancy and public welfare projects for impoverished villages, highlighting the precision and accuracy of the key practical works for the masses.

    Management of poverty-relief fundsIn 2014, Xinjiang implemented the poverty-relief funds project information disclosure and announcement system, formulated theImplementation Opinions of Xinjiang Uygur Autonomous Region Concerning theOpinions on Reforming the Financial Anti-poverty Funds Management Mechanism’”and the“Regulations of Xinjiang Uygur Autonomous Region on the Declaration, Registration and Supervision of Financial Anti-poverty Funds (Development Funds) (Trial)”, and combined the management of the financial anti-poverty funds with the annual performance evaluation. According to the“Measures of Xinjiang Uygur Autonomous Region for the Performance Evaluation of Special Poverty-relief Funds”, we formulated the“Xinjiang Poverty Alleviation and Development Work Assessment Program 2014”to strengthen the supervision and inspection; implemented the monthly project reporting system; strictly implemented the project tendering and bidding system, the government procurement system and the centralized treasury payment system; implemented the inspection and supervision system and implemented the interview system: holding talks with the main leaders of the prefectures and counties (cities) that did not meet the requirements for poverty relief project implementation and fund allocation progress for two consecutive times and did not report relevant statistic statements on time. In 2014, the relevant inspections covered 100% of the aid projects.

    Poverty reduction in the contiguous destitute areas of South XinjiangIn 2014, adhering to the strategy ofpromoting poverty alleviation and development by regional development and boosting regional development by poverty alleviation and development, Xinjiang comprehensively implemented the poverty reduction planning in the contiguous destitute areas of the three prefectures in South Xinjiang, focusing on the infrastructure construction, production development, social development, improvement of basic living conditions, ecological environment protection, poverty alleviation training and poverty-relief relocation in the three prefectures of South Xinjiang, issued 1.821 billion yuan of central financial anti-poverty funds for the three prefectures in South Xinjiang, of which: 1.228 billion yuan was development funds, 162 million yuan was Food-for-work funds and 432 million yuan was minority development funds, launched 1355 projects, arranged 7.5109 million yuan of discount funds for poverty alleviation leading enterprises and issued loans of 579.3 million yuan.

    Entire Village AdvancementIn 2014, Xinjiang implemented entire village advancement projects in 354 impoverished villages, including 280 poor villages covered by the national entire village advancement program. Through resources integration, Xinjiang invested a total of 4.465 billion yuan in the entire village advancement of poor villages, of which 3.593 billion yuan was invested in the 280 poor villages covered by the national entire village advancement program. Through entire village advancement, the income level, ability and life quality of the masses in the poor areas were enhanced and the poor areas witnessed rapid regional economic development.

    Ex-situ relocation for poverty alleviationIn 2014, through centralized relocation, scattered relocation and relocation towards suburbs, the regions with natural grassland severely degraded, the river valleys with secondary forest degraded and the desert frontiers of Xinjiang integrated all kinds of resources to steadily improve the ecological environment and lift the masses out of poverty by poverty alleviation and development; and put in a total of 619 million yuan for the poverty-relief ex-situ relocation, of which 53.42 million yuan was central financial anti-poverty funds, 22.29 million yuan was regional matching funds, 116 million yuan was from relevant sectors and 427 million yuan was the aid fund, social donations and self-raised funds by the masses. A total of 2948 households and 11,000 people were relocated.

    Industry poverty alleviation2014 was theIndustry Development Yeardetermined by Xinjiang Leading Group of Poverty Alleviation and Development. Xinjiang actively implemented the projects of characteristic forestry and fruit development, farming, animal husbandry and facility agriculture and supported the development of poverty alleviation leading enterprises. Through the implementation of poverty alleviation projects, Xinjiang increased economic forest fruit planting area of 407900 mu, completed the grafting and transformation of forest fruit area of 840800 mu, increased grain sown area of 598800 mu, seeding area of 125200 mu, economic crop sown area of 151800 mu and 16600 facility agricultural greenhouses; supported the breeding of 14,000 heads of large livestock and 181900 heads of small livestock as well as 4.27 million poultries, newly constructed 1868 silage pits and 31500 pens; increased 5766 rural farmhouses or herdsmen tourist spots, and supported the development of 547 handicraft carpet racks and 2351 knitters by 3607 households and 941 people and the development of 523 handicraft carpet racks and 232 knitters in the four prefectures of South Xinjiang. In 2014, 937 professional cooperative organizations were set up in Xinjiang and a total of 41700 villagers participated in the professional technical associations or professional cooperative organizations. The number of poverty alleviation leading enterprises in Xinjiang reached 236.

    Rain PlanIn 2014, Xinjiang issued 68.26 million yuan of Rain Plan training funds to the relevant prefectures and counties (cities), of which: 44.26 million yuan was regional Rain Plan funds and 24 million yuan was national Rain Plan funds, and developed 411 projects. The Rain Plan was implemented for 170,000 people, 116% of the annual task. The national Rain Plan was implemented for 16,000 people and the local Rain Plan was implemented for 154,000 people (Rain Plan skills training for 24,000 people and special training and teaching support for the countryside for 130,000 people). In 2014, Xinjiang held trainings for 5,000 people for the poor areas and their poverty relief cadres, and the total number of trainees reached 175,000, 119.9% of the plan.

    Pilot project of poverty alleviation in border areasIn 2014, Xinjiang launched the pilot work of border poverty alleviation in 17 key counties. The central and regional governments arranged 170 million yuan for the program, of which 100 million yuan was from the central government and 70 million yuan was the regional matching funds. Six kinds of 111 border poverty alleviation projects were implemented, including 15 housing projects, 52 livestock breeding projects, 8 agricultural projects, 5 water conservancy projects, one forest project and 30 other projects, directly benefiting 49300 households and 167,000 people. This program encouraged the investment of 14.81 billion yuan of other funds, of which 1.1 billion yuan was financial anti-poverty funds, 10.7 billion yuan was industrial poverty alleviation funds, 230 million yuan was social poverty alleviation, 2.78 billion yuan was pairing-off poverty relief funds and 8.71 billion yuan was the amplification coefficient of the border poverty alleviation funds (total funds / pilot funds). Significant results were achieved in the border poverty alleviation.

    Social poverty alleviationIn 2014, provincial leaders of Xinjiang Party Committee, NPC and CPPCC took the lead to carry out the activities ofcounty contacting, village contracting and household supportto push forward the social poverty alleviation. TheOpinions on Deepening Village Contracting by Relevant Departments to Promote the Fixed-point Poverty Alleviation Work”(Xin Dang Ban Fa [2014] No.13) to make overall deployments on the fixed-point poverty alleviation in Xinjiang. The teleconference was held on the social poverty alleviation work in Xinjiang, which summarized the 4th round of fixed-point poverty alleviation work of the relevant departments of Xinjiang, made overall deployments on a new round of social poverty alleviation and“Poverty Alleviation Day”activities. During the“Poverty Alleviation Day”activity period, a total of 156 million yuan of social donations were raised. A total of 6400 central, regional, prefectural and county (city) aiding departments were involved in the social poverty alleviation and put in a total of 580 million yuan of relief funds and materials, covering 268 towns and 544 poor villages of 35 key counties for poverty reduction.

    Fix-point poverty alleviationIn 2014, a total of 8242 central, regional, prefectural and county (city) units got involved in the fix-point poverty alleviation, including 16 central organs, 285 regional units, 1337 prefectural units and 6604 county (city) units. 56900 people carried out field research and a total of 1.64 billion yuan of relief funds and materials were put in (including 710 million yuan raised by the relevant units, 930 million yuan introduced from other channels). We coordinated the introduction of 3178 poverty relief projects, 1911 talents and 557 advanced technologies, subsidized 19900 needy students; visited 10900 poor households, held 8714 trainings for 277,600 person-times and helped labor transfer for 132,600 person-times.

    Village-stationed poverty alleviation by cadresIn 2014, Xinjiang organized the activities ofvisiting the poor and improving peoples livelihood for national unityfor village-stationed cadres, arranged 1/3 of the public institutionscadres to work in the poor villages and made all the 200,000 cadres practice in the poor areas during three years. In 2014, 11,000 work teams composed of 70,000 cadres were dispatched to work in the poor villages for poverty reduction.

    Poverty-relief discount loansIn 2014, Xinjiang issued 3.7 billion yuan of poverty-relief discount loans, arranged 800 million yuan of household poverty loans for 35 key counties (cities), accounting for 80% of the total, 9 percentage points up; arranged 700 million yuan for the three prefectures of South Xinjiang, accounting for 70%, 30 percentage points up; arranged 200 million yuan in the non-key counties (cities), up 20%, and arranged household poverty relief loan discount funds of 50 million yuan, including 24 million yuan of central financial funds and 26 million yuan of regional matching funds, at the interest rate of 5%. In fact, Xinjiang issued 1.233 billion yuan of poverty alleviation microfinance and discount funds of 62 million yuan with discount interest rate of 5%, issued small loans for 323600 registered poor people, supported leading enterprises to issue 1.82 billion yuan of loans through various kinds of financial agencies, covering 3826 villages (including 2013 poor villages) and 452,000 rural households (including 267,000 poor households), and arranged jobs for 98800 farmers and herdsmen, including 34,000 poor people.

    Pilot projects of village mutual fundsIn 2014, Xinjiang issued 50 million yuan of mutual funds for poor villages, launched the pilot projects of mutual funds in 332 impoverished villages and established 332 village-level development mutual funds. Since 2006, Xinjiang has implemented the pilot projects of mutual funds in 1058 impoverished villages, accounting for 35% of the total poor villages in the region, issued loans to a total of 24400 households, of which 18100 were impoverished households, issued a total of 96.67 million yuan of loans, including 72.24 million yuan to the poor, and the timely repayment rate was 100%.

    Food for workIn 2014, Xinjiang issued 19.5 million yuan of food-for-work funds, implemented 106 projects, increased and improved irrigation area of 175,000 mu, transformed the low and medium-yield farmland of 53,000 mu, newly built and repaired rural roads of 254 km, constructed grassland of 37,000 mu and implemented minor drainage basin harnessing of 72 square km.

    Minority development project fundsIn 2014, Xinjiang arranged the minority development project funds to support 1025 projects, covering agriculture, forestry, animal husbandry, water conservancy construction, characteristic village protection, characteristic industry development and national handicraft training, including 385 projects of the Vitalization of Border Areas and Enriching Borderers, 247 minority projects, 17 characteristic village protection and industry development projects and 118 minority development fund projects.

    The project ofBridge Construction based on Ropeway Transformation”】During the12th Five-Year Planperiod, the central government arranged nine projects ofBridge Construction based on Ropeway Transformationfor Xinjiang, respectively in nine remote administrative villages of five counties in four prefectures, namely the Akto County of Kizilsu Kirgiz Autonomous Prefecture, Yecheng County of Gashi Prefecture, Taxkorgan Tajik Autonomous County, Kuche County of Aksu Prefecture and Fuhai County of Altay Prefecture. In 2014, according to the estimation based on the total project number, a total investment of 105 million yuan was issued, of which 68.89 million yuan was from the transportation departments, 34 million yuan was from the poverty alleviation departments and 1.71 million yuan was the matching funds of local governments. The project construction period is from 2014 to 2015.

    Mechanism innovationIn 2014, Xinjiang reformed the financial anti-poverty fund management mechanism, established the financial anti-poverty fund growth mechanism, revised and improved theRegulations of Xinjiang Uygur Autonomous Region on the Poverty Alleviation and Development Work Assessment (Trial)”, formulated the“Xinjiang Poverty Alleviation and Development Work Assessment Program 2014”, initially established the poor county restraint mechanism, delegated the poverty-relief project approval power to the county government, formulated and improved the“Interim Measures of Xinjiang on the Management of Financial Anti-poverty Training Projects”(Xin Fu Pin Ling Zi[2014] No.9), increased discount loans for poverty alleviation, actively coordinated financial agencies to expand the coverage of credit loans and issue poverty-relief credit loans mainly to the contiguous destitute areas, key counties and the impoverished villages of non-key counties, targeting at the registered poor, and mainly support production development to benefit the poor.

    Poverty alleviation publicityIn 2014, Xinjiang published 56 research reports on poverty alleviation, of which one won the first prize of research reports issued by LGOP, completed three major research projects on poverty reduction, including one National Social Science Foundation project, edited and published the“Love for Tianshan Mountain——A Collection of the Literature Works on Poverty Alleviation”, carried out the publicity activity of“Struggling to change the fate——Looking for One Hundred Most Beautiful Xinjiang People in Poverty Alleviation”, cooperated with Xinjiang TV and China’s Economy Net Xinjiang Channel in poverty alleviation publicity, and carried out the large-scale interviews and promotional activity of“Grassroots Field Research——Poverty Alleviation in Xinjiang”jointly with Xinjiang Radio, Xinjiang TV, Xinjiang Daily and Xinjiang Economic News. With this as the topic, the media made a series of reports on the poverty alleviation and development work in Xinjiang.     OverviewIn 2014, the Party Committee of Xinjiang Production and Construction Corps attached great importance to the poverty alleviation and development work, focusing on precise poverty alleviation and key-problem tackling for poverty reduction integrating special poverty alleviation, industrial poverty alleviation, social poverty alleviation and counterpart support for Xinjiang, Xinjiang Production and Construction Corps strengthened the poverty alleviation mechanism reform and innovation, issued the“Implementation Plan of the Corps for the‘Mechanism Innovations to Steadily Promote Rural Poverty Alleviation and Development’”, continued to implement the“Regional Development and Poverty Alleviation Implementation Plan of the Corps for the Contiguous Destitute Areas in the Three Prefectures of South Xinjiang”, explored the reform of the poor corps farm assessment mechanism, increase financial inputs and implemented the pilot projects of precise poverty alleviation, the transformation of former company residences, the industry poverty alleviation and infrastructure construction projects to boost the economic and social development of the poor corps farms. The Corps organs, departments and affiliated units as well as the relevant enterprises arranged 560 poverty-relief cadres for the one-for-one twinning poverty reduction, supporting 893 households and 1955 people, up 23% over 2013. The aiding units of Xinjiang Production and Construction Corps at all levels sent the work teams for the activities of“visiting the poor and improving people’s livelihood for national unity”, taking poverty alleviation as the main task, dispatched a total of 576 companies composed of 2033 people to the poor villages, completed the record creation for the poor households in the impoverished corps farms, incorporated 26,000 poor households and 79,000 poor people into the national poverty alleviation system, and lifted 20 poor corps farms and 30,000 people out of poverty. Six people from Tuoyun Pasture of No.3 Division including Krim Yimulahong, and five collectives including Qingsong Building Materials and Chemical Group recommended by the Corps were respectively titled“Advanced Individuals in National Social Poverty Alleviation”and“Advanced Collectives in National Social Poverty Alleviation”.

    Investment of poverty-relief fundsIn 2014, Xinjiang Production and Construction Corps invested 423 million yuan of central financial anti-poverty funds in the poverty reduction work, including development funds, minority development funds, food-for-work funds and rehabilitation-oriented poverty alleviation loan discount subsidy funds. The Corps’government issued 516 million yuan of financial anti-poverty funds, up 5.4%. The divisions and regiments’self-raised funds increased by 10% or so. The relief funds were mainly used to support infrastructure construction, precise poverty alleviation, industry poverty alleviation, the comprehensive development of contiguous destitute areas and poverty-relief fund reward projects.

    Management of poverty-relief fundsIn 2014, Xinjiang Production and Construction Corps strictly implemented theRegulations on the Management of Financial Anti-poverty Funds, earmarked the funds for specific purpose and prevented any misappropriation of the anti-poverty funds. According to requirements of management by corps farm for workers’income growth and supervision by fund management departments, Xinjiang Production and Construction Corps actively explored new ways for the pilot projects of precise poverty alleviation, strictly implemented the project legal person system, tendering and bidding system, project supervision system and contract management system for poverty alleviation project implementation, and conducted the management in strict accordance with the construction contents and investment size given by the plan.

    Record creation for the poorIn 2014, Xinjiang Production and Construction Corps formulated theArchiving Work Program for the Poverty Alleviation and Development in Xinjiang Production and Construction Corps, according to the procedures oftwo publicities and one announcement”, made clear the basic situation such as the poverty degree and causes of poverty of the poor corps farms and the production and operation situation, created the records of the poor households, organized the special inspection to ensure the transparent identification of the poor and the accurate and correct results, completed the record creation for the poor in 97 impoverished corps farms, and incorporated 26,000 poor households and 79,000 poor people into the national poverty alleviation information system.

    Infrastructure constructionIn 2014, Xinjiang Production and Construction Corps supported the impoverished divisions to implement a number of infrastructure, industry development and livelihood improvement demonstration projects, supported the construction of basic farmland of 340,000 mu in impoverished corps farms, completed the harnessing of water and soil erosion area of 51 square km, newly constructed school buildings of 75600 square meters and 30 standardized playgrounds, and implemented seven hospital infrastructure and turnover dormitory projects for poor corps farms.

    Poverty alleviation in the contiguous destitute areasIn 2014, the central government and the governments of Xinjiang Production and Construction Corps at all levels issued a total of 4.404 billion yuan of fixed-assets for the contiguous destitute areas of the corps in the three prefectures of South Xinjiang, of which 1.742 billion yuan was from the central government, 666 million yuan was Xinjiang-aiding funds, 219 million yuan was from the corps’government and 1.777 billion yuan was the matching funds of the divisions and regiments. Meanwhile, in the allocation of relief funds, priorities were given to the implementation of poverty reduction plan in the contiguous destitute areas of the corps in the three prefectures of South Xinjiang.

    Industry poverty alleviationIn 2014, Xinjiang Production and Construction Corps arranged relief funds of 39.1 million yuan and selected and cultivated 25 cooperatives to promote the industry poverty alleviation; invested 20 million yuan of relief funds to promote the development of an animal industry-based poverty alleviation leading enterprise in the corps’contiguous destitute area, boosting the development of livestock husbandry industry in five key minority farms and helping increase the income of the poor minorities.

    Food for workIn 2014, Xinjiang Production and Construction Corps invested 101 million yuan of Food-for-work funds and implemented 32 projects of basic farm and construction, small farmland and water conservancy construction, grassland construction and minor drainage basin management under the principle of“highlighting key points, centralizing investment and paying attention to actual effects”. The project construction units organized the project implementation according to the annual plan, the project design standard and construction criterion, organized the divisions and regiments to submit the Food-for-work project progress statistical forms and timely report the plan implementation, fund use, investment, project image progress and results.

    Fix-point poverty alleviationIn 2014, 52 corpsorgans, departments, affiliated enterprises and colleges were designated to provide counterpart support for the poor corps farms. 12 state-owned enterprises were twinned with the poor corps farms for fix-point poverty alleviation; No.1, No.6 and No.8 Division and Shihezi University were designated to provide counterpart support for No.3 Division. No.2 and No.12 Division and Tarim University were designated to provide counterpart support for No.14 Division, and 560 poverty relief cadres were arranged the fixed-point poverty alleviation work. The aiding units directly invested 24 million yuan (including materials), subsidized 7200 needy students; helped the poor corps farms hold trainings for 35,000 party and government cadres, technicians, leaders in getting rich and workers. 2033 cadres were dispatched for the activities of“visiting the poor and improving people’s livelihood for national unity”, and 576 companies were sent to the poor corps farms and minority areas in the three prefectures of South Xinjiang to conduct household poverty reduction.

    Poverty alleviation day activityIn 2014, the Poverty Alleviation Office of Xinjiang Production and Construction Corps formulated thePoverty Alleviation Daypublicity activity program and carried out a series of activities. The Corps, divisions and regiments all attended the national teleconference on social poverty alleviation. Kong Xinglong, the Deputy Head and Deputy Commander of the Corps Leading Group of Poverty Alleviation and Development, delivered a speech at the branch meeting to mobilize the relevant parties to carry out the“Poverty Alleviation Day”activities.     (Ⅰ)East-West Pairing-Off Poverty Alleviation

    Overview

    In 2014, the provinces (autonomous regions, municipalities) involved in the East-West pairing-off poverty alleviation conscientiously implemented the instructions of the central government on poverty alleviation and development work, actively explored new measures and constantly increased efforts to further promote the East-West pairing-off poverty alleviation.

    In 2013, the eastern provinces and municipalities provided a total of financial aid of 1.338 billion yuan to the western poverty-stricken areas, up 13% over 2013, of which 634 million yuan was invested in infrastructure construction, 325 million yuan was put in industrial development and 268 million yuan was allocated for cultural, education and public health development, respectively 47.4%, 24.3%, and 20.1% up; mobilized social forces to donate 107 million yuan in kind and cash, sent volunteers to support the anti-poverty work for 478 person-times; signed cooperation agreements with 427 enterprises for 2425 cooperative projects, signed agreements for co-investment of 631.1 billion yuan and actually invested in 313.1 billion yuan; organized 5426 exchange visits of leaders, involving 62 provincial leaders; organized personnel exchange for 1938 person-times, including the exchange of party and government leaders for 404 person-times, organized professional technical personnel exchange for 1534 person-times; held 403 training courses for 360,000 person-times, and helped the western regions transfer 259,000 labors with service income of 4.92 billion yuan.

    In accordance with the requirements of“organizing regional pairing-off poverty reduction in local areas by the relevant provinces (autonomous regions, municipalities)”of the new outline, 16 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps carried out provincial pairing-off poverty alleviation, including Liaoning, Jiangsu, Zhejiang, Fujian, Guangdong and Hainan in East China, Hebei, Anhui, Hubei and Hunan in central China, and Inner Mongolia Autonomous Region, Guangxi Zhuang Autonomous Region, Chongqing, Sichuan, Yunnan and Qinghai in the western part of China. 260 counties (cities, districts) of 103 prefectures (cities) were designated to provide counterpart support for 227 banners (counties, districts) of 78 prefectures in underdeveloped regions. Xinjiang Production and Construction Corps organized five divisions with rapid economic development to support two poverty-stricken divisions.

    In 2014, a total of 3.603 billion yuan of financial anti-poverty funds was invested in provincial regional pairing-off poverty alleviation, which guided social donations of 500 million yuan in cash and 193 million yuan in kind. Meanwhile, we sent 3604 cadres and 2305 teachers, doctors and volunteers to the poor areas, helped introduce 662 talents and 9395 projects with an investment of 97.3 billion yuan; built 83 industrial parks and held 2571 training courses for 199,000 person-times.

    To further study the important instructions given by General Secretary of CPC Central Committee Xi Jinping and Premier Li Keqiang on poverty alleviation and development, earnestly implement the“Opinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development”(Zhong Ban Fa [2013] No.25) and the spirit of the second plenary meeting of the State Council Leading Group of Poverty Alleviation and Development, summarize the new progress made in the East-West pairing-off poverty alleviation in 2013 and organize the mobilization and make deployments for the East-West pairing-off poverty alleviation work according to the new situation and new requirements, from May 28 to 29, 2014, the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) held in Yinchuan City of Ningxia Hui Autonomous Region the national training course on East-West pairing-off poverty alleviation. More than 120 people attended the event, including representatives of the provincial (regional, municipal) poverty alleviation offices, cooperation offices and the fixed-point poverty alleviation units. Zheng Wenkai, Deputy Director General and Party Group Member of LGOP delivered an important speech. Deputy Party Secretary of Ningxia Hui Autonomous Region Government and Adviser Hao Linhai attended and addressed the event. Fujian Province, Shandong Province, Guangdong Province, Hubei Province, Guizhou Province and Shenzhen City exchanged experience in the anti-poverty work and Ningxia Hui Autonomous Region introduced the situation of local social poverty alleviation.

    Beijing-Inner Mongolia Autonomous

    Region Pairing-off Poverty Alleviation

    OverviewIn 2014, Beijing earnestly implemented the important instructions given by General Secretary Xi Jinping on poverty alleviation and development and the spirit of the national poverty alleviation and development work conference and a series of important meetings and documents such as the“Opinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development”, in accordance with the state’s overall deployments on the East-West pairing-off poverty alleviation, actively contacted and cooperated with Inner Mongolia Autonomous Region and achieved significant results in the Beijing-Inner Mongolia Autonomous Region pairing-off poverty alleviation.  Beijing arranged financial anti-poverty funds of 101million yuan, implemented 44 key aid projects, held trainings for 1771 talents for Inner Mongolia Autonomous Region and offered loan discounts for three Beijing’s enterprises to support the poverty-relief projects implemented in Inner Mongolia Autonomous Region. All circles of society in Beijing donated 11 million yuan in kind and cash to Inner Mongolia Autonomous Region. Beijing Counterpart Support and Cooperation Office, the Inner Mongolia Autonomous Region Development and Reform Commission and the relevant departments and banners (counties, districts) worked with one another to further improve the counterpart support mechanism, construct the project library and study the assistance planning during the“13th Five-Year Plan”period.

    Aid projectsIn 2014, Beijing issued relief funds of 90.78 million yuan to support 44 projects in Chifeng City and Ulanqab City, covering industrial development, social undertakings and infrastructure construction, etc. In the project screening, priorities were given to the grassroots units, livelihood projects and poor counties. Since 2014, in principle, the relief funds for individual aid project should account for more than 80% of the total project funds, and even 100% for individual livelihood project, and no matching funds were required from the banners or counties. In terms of fund use, we further improved the mechanism, formulated the measures on the management of the whole process of the“aid fund projects of key areas”jointly with the Inner Mongolia Autonomous Region Development and Reform Commission, and implemented the aid fund reimbursement system to ensure the safe use of the funds. In accordance with the requirements of precise poverty alleviation, we mainly supported a number of local kindergartens and issued 4.49 million yuan to construct the Beijing-Inner Mongolia pairing-off poverty reduction kindergarten projects in Chayou Hou Banner and Shangdu County of Ulanqab. After the project completion, the 11 banners (counties, cities, districts) of Ulanqab City were each equipped with one such kindergarten, significantly alleviate the basic facility problem of local pre-school education and the difficulties for children to receive pre-school education. On this basis, we allocated 1.1 million yuan to implement the drinking water improvement projects for these kindergartens, aiming to improve the quality of drinking water of 11 Beijing-Inner Mongolia pairing-off poverty reduction kindergartens so as to protect the children’s health.

    Intellectual assistanceIn 2014, Beijing allocated 5 million yuan of training funds, held 38 trainings of cadres and professional talents for the education, health care, science and technology, finance and other key areas of Inner Mongolia Autonomous Region, covering 1771 people, up 34%. The trainings further improved the knowledge level and business ability of local cadres, laying a solid foundation for boosting local economic and social development.

    Loans discount interestIn 2014, Beijing issued 5 million yuan of loan discount funds to subsidize the investment projects of three Beijings enterprises in Inner Mongolia Autonomous Region. In addition to the original agricultural and animal husbandry projects, combined with local development needs, we expanded the loan discount fields to include living and production services so as to attract and encourage more enterprises of Beijing to invest in Inner Mongolia Autonomous Region. Muhe Water-saving Technology Co., Ltd. invested 137 million yuan in the procurement of efficient water-saving irrigation equipment of Wenniute Town, Chifeng City, and addressed the job problems of nearly 1,000 local residents, whose per capita annual income increased by 20,000 yuan, saving water by more than 40%, increasing the farmland income by 500 yuan per mu, achieving good social, economic and ecological benefits.

    Social assistanceIn 2014, the municipal departments, relevant districts and counties of Beijing fully mobilized the enthusiasm to promote the counterpart support for Chifeng and Ulanqab City. Haidian District of Beijing signed theAgreement on the Construction of Chifeng Branch of Zhongguancun Haidian Science Park”with Chifeng City and clarified that Chifeng City is the destination of the industry transfer of Zhongguancun Haidian Science Park, achieving the win-win situation of industrial gradient transfer. Daxing District of Beijing and Chayou Front Banner of Ulanqab jointly constructed the industrial parks and Beijing energy base, agricultural products supply base and Beijing industry base. A dozen of enterprises have moved to the bases with investment of nearly 5 billion yuan. Beijing Municipal Commission of Tourism Development actively contacted Ulanqab City Tourism Bureau and provided strong support for sales promotion and personnel training. At Beijing International Tourism Expo in 2014, Beijing Municipal Commission of Tourism Development provided free publicity and promotion platforms for Chifeng and Ulanqab, helped Ulanqab produce tourism propaganda film and announced it in various kinds of media in Beijing. Beijing Federation of Literary and Art Circles organized more than 100 artists of Beijing in the fields of drama, fine arts, calligraphy, music, dance, traditional art, photography, folk art and acrobatics to carry out the cultural exchange activities of“Building Up Friendship Between Beijing and Inner Mongolia to Realize China Dream”in the twinned poor areas, directly benefiting more than 80,000 people. 160,000 people watched the performance through TV and the activities were widely welcomed by the masses.

    Economic and trade cooperationIn 2014, giving full play to the comparative advantages of Beijing and Inner Mongolia Autonomous Region and their role as the main market players, we took various measures to promote the development and expansion of the economic and trade cooperation as well as technological cooperation between Beijing and Inner Mongolia Autonomous Region and promote the effective transformation of new technology achievements. Beijing Environmental Protection Research Institute of Light Industry and School of Software Engineering of Beijing University of Posts and Telecommunications contacted Yili Group for 11 technical cooperation projects. Beijing Municipal Commission of Science and Technology and the Inner Mongolia Autonomous Region Department of Science and Technology jointly held the Beijing-Inner Mongolia (Chifeng) Technological Cooperation Meeting. Beijing Zhongguancun Changsheng Energy Technology Demonstration and Application Industry Alliance signed the“Framework Agreement on Beijing-Chifeng (Balin Right Banner) Cooperation in People-benefiting Project Demonstration Zone Project of Science and Technology Ecological Circulation Industry”with Balin Right Banner of Chifeng City. Beijing Technology Exchange and Promotion Center and Alashan Science and Technology Bureau held in Beijing the“Beijing-Inner Mongolia Cooperation Station Technology Project Alashan Meeting of Capital Science and Technology Platform”. In order to deepen the economic and informationization cooperation between Beijing and Inner Mongolia Autonomous Region, Beijing Economic and Information Technology Commission signed the framework agreement on regional cooperation with Inner Mongolia Autonomous Region Economic and Informationization Commission. In 2014, Inner Mongolia introduced 690 cooperative projects worth 125.359 billion yuan from Beijing, accounting for 27.1% of the total investment introduced from outside.

Dongcheng District actively coordinated Beijing City No.2 Middle School to cooperate with Jining District No.2 Middle School of Ulanqab in school running to further improve the teaching quality of Jining District No.2 Middle School. Miyun County contacted Beijing Jinfeng Restaurant Group and Nanmen Fondue Chinoise Company to purchase the high-quality agricultural products of Balin Right Banner of Chifeng City, involving 3,000 sheep, and the County Civil Affairs Bureau donated blankets, coats and other relief supplies worth 200,000 yuan to Balin Right Banner. Mentougou District arranged 400,000 yuan to support the aid project construction in Chayou Rear Banner of Ulanqab and donated 30,000 books and cultural products worth 2 million yuan to the banner. Pinggu District provided education support for Shangdu County of Ulanqab, selected two primary schools in the district for fixed-point training, sent some outstanding teachers to support the education of Shangdu County, held the“one-for-one”shadow training, and donated 10300 notebook computers, DVDs and other modern teaching equipment, office furniture as well as desks and chairs worth 2.949 million yuan to Shangdu County to improve the school conditions of

    the county.

    Cadre sendingThe cadres in Inner Mongolia Autonomous Region sent by Beijing continued to play their role as a bridge, worked hard and earnestly performed their duties to boost local economic development. All the cadres carried out in-depth field research and started the prophase research on the pairing-off support for Chifeng and Ulanqab during the“13th Five-Year Plan”period; launched the platform construction for a“high-quality Chifeng”, through more than 100 farmers’cooperatives, organized the production of local farmers and herdsmen and created a brand of Chifeng City covering historical, cultural, economic, social and other aspects; and provided intellectual support to actively promote the construction of Ulanqab Branch of Beijing No.8 Middle School. In order to solve the equipment problem of the Chayou Middle Banner Youth Palace of Ulanqab, the cadres in this banner sent by Fangshan District of Beijing actively mobilized the commissions (offices, bureaus) of Fangshan District to purchase various kinds of equipment worth nearly 2 million yuan from the banner-one commission (office, bureau) supported one classroom, promoted industrial cooperation, promoted the Ulanqab and Beijing to develop the planning for the construction of a 50-square kilometer agricultural cooperation park, set up the Beijing agricultural products reserve base, and established the cloud computing industrial park targeting at Beijing market jointly with Huawei Technologies Co., Ltd., and helped Inner Mongolia Supply and Marketing Cooperatives to construct the Inner Mongolia Green Agricultural and Livestock Square in Beijing.

    Tianjin-Gansu Pairing-off Poverty Alleviation

    OverviewIn 2014, Tianjin further promoted the pairing-off poverty alleviation work with Gansu Province, deepened the cooperation and arranged exchange visits of 25 delegations composed of 183 people, including two exchange visits headed by provincial and commission leaders and arranged relief funds of 69.98 million yuan for Gansu, launched 47 aid projects. Eight demonstration villages constructed in Gannan Tibet Autonomous Prefecture of Gansu Province supported by Tianjin, the waiting hall of Lintan County No.1 People’s Hospital and the Huijia Village Bridge of Yeliguan have been put into operation. Lintan County and Zhuoni County were severely affected by the earthquake in Min County and Zhang County in 2013. The post-disaster reconstruction projects have been successfully completed. The“Xiashan Ruchuan”project and the Tibetan Farmhouse Happiness Project in Tianzhu County achieved good results. Trainings were held for 811 grassroots cadres and professional technicians of Gansu Province. Tianjin Medical University and Tianjin University of Traditional Chinese Medicine successfully completed the enrollment of 70 undergraduate students from the Tibetan areas of Gansu Province. Tianjin and Gansu signed investment cooperation contracts worth 14.27 billion yuan.

    Twinning support by districts and countiesIn 2014, the districts and counties of Tianjin City further played their respective advantages and further strengthened their counterpart support for the industry development and personnel training in Tianshui, Dingxi and Longnan City of Gansu Province. Binhai New Area Government made timely adjustment to the pairing-off poverty alleviation work, arranged Tianjin Port Free Trade Zone Administrative Committee to provide counterpart support for Zhangjiachuan County, arranged Tianjin Binhai High-tech Zone Management Committee to provide counterpart support for Qin’an County, and continued to promote the pairing-off poverty alleviation and the economic and trade cooperation with Gansu Province. Hedong District, Hebei District, Dongli District, Jinghai County and Tianjin Port Free Trade Zone leaders headed a work team to promote the counterpart support work in the twinned Min County, Qingshui County, Gangu County, Wushan County and Zhangjiachuan County of Gansu Province, and invested 3 million yuan of funds to support the industry development, road hardening, fending groyne building and cadre exchange in the twinned poor counties.

    Intellectual assistanceIn 2014, Tianjin continued to promote the implementation of the undergraduate student enrollment program for Gannan Prefecture and enrolled 70 students of the prefecture; held 13 trainings on tourism management, grassroots management, education and teaching management, health management, industrial development and enterprise management, project construction and urban planning, social management innovation, judicial police officers and party school teachers for a total of 591 people of Gannan Prefecture and Tianshui city, including the practitioners in tourism industry, grassroots cadres, judicial police officers and party school teachers; received 20 outstanding young cadres from the education and health system of Gannan Prefecture for a six-month practice in the twinned units of Tianjin City; organized Zhang Bili, a well-known medical specialist receiving special allowance of the State Council, and professor Li Zhijun to give free lectures of“identification and diagnosis of children’s hematuria”and“ten major lessons of  critical illness of internal medicine”for Gannan Prefectural Hospital. A total of 200 people attended the training, including the staff of the Department of internal medicine, Department of Pediatrics, emergency department, Department of traditional Chinese medicine and faculty of medical institutes at all levels in Gannan Prefecture.

    Economic and trade cooperationIn 2014, further giving play to the role of Tianjin Investment and Trade Fair and Food Fair as the platform, Tianjin presented and sold characteristic products of Gansu Province. The exhibition stands of Gansu Province in Tianjin Investment and Trade Fair highlighted the characteristics of Qinghai Tibet Plateau and Shambhala of Gannan Prefecture. 18 enterprises participated in the exhibition. Nearly 100,000 people were present at the event and more than 20 media reported the exhibition, effectively enhancing the market influence of Gannan’s characteristic products in Tianjin. On the investment inviting and project promotion meeting of“Beautiful Gannan, Happy Home”on the tourism and cultural resources of Gannan Prefecture held in Tianjin, the government departments and enterprises of Gannan Prefecture respectively signed ten cooperative agreements worth 14.27 billion yuan with German Bayer Energy Group, Tianjin Pharmaceutical Group, Tianjin Ershang group and China Automotive Technology and Research Center. Actively promoted the development of herbal medicine industry in Gansu Province: Tianjin Tasly Pharmaceutical Group Co., Ltd., Tianjin Pharmaceutical Group and some other large modern Chinese herbal medicine production enterprises reached a cooperation intention with Gannan Prefecture on the use of Chinese herbal medicines; organized Tianjin HongRi Pharmaceutical Co., Ltd. and other pharmaceutical companies to carry out field research on the investment environment of the traditional Chinese herbal medicine industry in Min County of Dingxi City and negotiate on cooperation.

    Poverty alleviation propagandaIn 2014, Tianjin further strengthened the propaganda on poverty alleviation, produced a total of 58 pieces of information on poverty alleviation and counterpart support work, printed 19Briefings on Tianjins Counterpart Support”, started documentary film production for the medical undergraduate students recruited from the Tibetan areas of Gansu, covering the whole process of seven years of university life and employment, and had completed the production of documentary film for more than 100 hours, covering the family life and learning environment of students from Gannan Prefecture and the military training, teaching, practice and other activities of Tianjin Medical University and Tianjin University of Traditional Chinese Medicine.“Gansu Daily”published the article“Spring Breeze in Grassland”to report Tianjin’s counterpart support for the Tibet Autonomous Prefecture of Gannan.“Tianjin News”of Tianjin Satellite TV,“Tianjin Daily”,“Evening News”and Tianjin Government Website reported more than 50 pieces of information on the east-west pairing off poverty alleviation work.

    Shanghai-Yunnan Pairing-off Poverty Alleviation

    OverviewIn 2014, Shanghai and Yunnan Province earnestly implemented the spirit of theOutline for Development-oriented Poverty Reduction for Chinas Rural Areas

    (2011-2020)”, the Third and Fourth Plenary Session of the 18th National Congress of the CPC, the central work conference on poverty alleviation and development, the national work conference on East-West pairing-off cooperation in poverty alleviation and the 14th Shanghai-Yunnan joint meeting on counterpart support. According to the“12345”strategy put forward by the LGOP, keeping in mind the goals of“two no-worries and three guarantees”, Shanghai provided assistance and carried out economic cooperation in the contiguous poverty alleviation and development, promoting the equalization of grassroots basic public services, supporting the characteristic competitive industries, helping the minority nationalities and the poverty-stricken population and enhancing the level of human resource development, put in a total of 284 million yuan of financial funds and helped implemented 273 aid projects, successfully completing the pairing-off poverty alleviation task.

    Working mechanismOn the basis of theInterim Measures on the Management of Shanghais Counterpart Aid Projects for Yunnan Provincejointly developed by Shanghai and Yunnan in 2013, the two sides improved the management measures in 2014 and issued theRules for the Implementation of the Interim Measures on the Management of Shanghai’s Counterpart Aid Projects for Yunnan Province”, made clear the division of responsibilities of both sides and the work flow, and established the working mechanism characterized by“project declaration by the aided party, project screening by both sides based on negotiation under the principle of‘meeting the requirements of the central governments, meeting the needs of local area, within the ability of Shanghai’, project construction by local government, project monitoring by the aiding party, project examination, acceptance, final budget and auditing by local government and performance evaluation after project completion”. The two sides jointly formulated and issued the“Work Program on the Pilot Performance Evaluation of Shanghai’s Counterpart Aid Projects for Yunnan”and conducted whole-process performance management on the aid projects. Shanghai revised the“Rules for the Implementation of the Investment Projects of the Enterprises Supported by Shanghai’s Special Funds for Counterpart Support, Cooperation and Exchange”, provided subsidies for the newly added fixed-assets of the twinned areas and guided the enterprises to invest and launch businesses in the twinned poor areas.

    Precise poverty alleviationIn 2014, Shanghai City adhered to the policies with priorities given to the grassroots areas and the farmers and herdsmen and invested 90% of the aid funds in the poverty relief and social assistance in the counties, issued 91.8 million yuan to support the construction of 153 entire village advancement projects in 26 key counties of the contiguous destitute areas, benefiting more than 5300 rural households; invested 22 million yuan to support the standardized construction of Diqing Plateau Disease Prevention and Control Center, Diqing Minority Middle School’s teaching facilities, the Comprehensive Rehabilitation Training Building of Wenshan Prefecture Special Education School and the relevant township hospitals and primary schools; continued the artificial limb replacement, repair and rehabilitation of those who became disabled due to wars in Malipo County of Wenshan Prefecture, invested one million yuan to install more than 140 artificial limbs for the disabled, reducing the economic burden on the poor and facilitate their work and life.

    Industry supportIn 2014, integrating infrastructure construction, industry development, housing construction and employment services in the counterpart support work, Shanghai arranged 54 million yuan to construct 36 demonstration villages according to the requirements of the new program, enhancing the ability of the project villages for sustainable development. Gradually enhanced the proportion of the funds directly used to support the poor to participate in industry development to help the masses increase operating income and asset income; arranged 68.8 million yuan to support the planting of mango, red bayberry, loquat, lemon and dragon fruit in Honghe Prefecture, the development of pepper planting, grass and fruit cultivation and cattle breeding industry in Wenshan Prefecture, the coffee cultivation and black-bone chicken breeding in Puer City, small-ear pig breeding in South Yunnan, and the planting of Chinese angelica, astragalus and large-leaved gentian in the Tibetan areas of Diqing Prefecture; explored the establishment of the mechanism linking the interests of leading enterprises, farmers’professional cooperatives and rural households, invested 12 million yuan to give play to the leading role of Guangming Dendrobium Company, and constructed five dendrobium planting demonstration parks (Phase ) in relevant prefectures and cities of Yunnan to ensure multi-channels of income growth of the farmers through land leasing, labor services, planting and dividends of cooperatives, maximized the benefits; in the field of market development, we continued to support the leading enterprises and characteristic product enterprises of the twinned areas to set up direct sales outlets and franchise stores in Shanghai; in terms of employment-oriented poverty alleviation, we issued 3 million yuan to launch the pilot project of standardized workshops of industrial parks in Yanshan County of Wenshan Prefecture, and provided jobs for nearly 1,000 rural surplus labors of local areas; launched the construction of job information service platform in Wenshan Prefecture, set up the labor information service centers to provide real-time job information services, and organized the recruitment activities to achieve local and non-local labor transfer of more than 2,000 people.

    Social assistanceIn 2014, Shanghai arranged 13.17 million yuan for social assistance. Under the leadership of Shanghai Municipal Health and Family Planning Commission, we organized 24 Class-A tertiary hospitals of Shanghai to provide counterpart support for 24 prefectural (city) and county hospitals in Yunnan, carried out the second round of aid work and further enhanced the discipline construction and management level of the aided medical institutions to meet the medical service needs of local residents; issued 840,000 yuan to provide living subsidies for 837 students of the secondary vocational schools of Shanghai who were from Wenshan Zhuang and Miao Autonomous Prefecture, Honghe Hani and Yi Autonomous Prefecture and Pu’er City under the leadership of the Education Committee of Shanghai Municipal People’s Government, and issued 3 million yuan to construct the villages with Dai characteristics in Honghe Hani and Yi Autonomous Prefecture and the villages with Hani characteristics in Pu’er City through the minority aid mechanism by the ethnic and religious affairs committees of both sides.

    Poverty alleviation trainingShanghai strengthened the personnel training. The relevant departments, districts, counties and training institutions continued to carry out the activities of lessons, seminars, visits and practices to meet the market demands and enhance the quality of human resources development. In 2014, Shanghai arranged 14.37 million yuan for the training work, received 365 cadres and people from the twinned poor counties of Yunnan to study in Shanghai and held 110 trainings for 1700 people from the twinned counties.

    Economic cooperationIn 2014, Diqing Tibetan Autonomous Prefecture, Chuxiong Yi Autonomous Prefecture and Xishuangbanna Dai Autonomous Prefecture successively carried out a series of product promotion and investment inviting activities in Shanghai. In June, Shanghai Municipal Government Cooperation and Exchange Office organized 22 local enterprises to attend the Second China-South Asia Expo and the 22nd Kunming Trade Fair in Yunnan, and organized them to carry out field research on investment in Kunming and Diqing Tibeta Autonomous Prefecture. In October, the relevant units of both sides jointly organized 20 entrepreneurs of Shanghai to carry out the donation and field research activities of“Love for Ludian-Into Yunnan”, and conducted field research in Kunming and Zhaotong. In November, Yunnan Province carried out in Shanghai the“Exchange Activities of Top 500 Enterprises and Well-known Multinational Companies of Shanghai on Investment in Yunnan”. Led by Shanghai Municipal Government and encouraged by the preferential policy to subsidize enterprises’fixed-asset investment in the twinned poor areas, the economic and trade cooperation between both sides achieved good results, and regional development played a more important role in promoting poverty alleviation and development. In 2014, Shanghai had a total of 166 investment and on-going projects in Yunnan and 12.4 billion yuan was invested for the project construction.

    Liaoning-Qinghai Pairing-off Poverty Alleviation

    OverviewIn 2014, in the pairing-off poverty alleviation, Liaoning Province earnestly implemented the spirit of the Third and Fourth Plenary Session of the 18th Central Committee of the CPC, General Secretary of CPC Central Committee Xi Jinping and Premier Li Keqiang’s important instructions on poverty alleviation and development, with strong support from the provincial party committee and provincial government, Liaoning made innovations to the counterpart support mechanism, promoted the pairing-off poverty alleviation work and accelerated the pace of poverty reduction in the twinned poor areas and the masses. Liaoning was designated to provide counterpart support for nine counties in Xining and Haidong City of Qinghai Province. In 2014, Liaoning Province issued relief funds and materials of 55.0841 million yuan to Qinghai Province for the construction of 20 projects, of which 41 million yuan was from provincial government, up 10%; and 11.0841 million yuan was from 13 prefecture-level cities and Liaoning Electric Power Corporation; organized 83 exchange visits of cadres, put in 35.9 million yuan in industry development, 2.2 million yuan in cultural education, subsidized 327 needy students and held 25 job and cadre trainings for 2213 people.

    Working mechanismIn 2014, the two provincesleaders guided and promoted the pairing-off poverty alleviation through exchange visits. In September, Vice Governor of Liaoning Province Bing Zhigang headed a research group to carry out field survey in Qinghai Province. The two sides held the“Liaoning-Qinghai Pairing-off Poverty Alleviation Meeting”and reached a consensus on the counterpart support work. At the same time, to promote the counterpart aid work, we re-adjusted the provincial leading group of counterpart support, increased the membership units to 13 provincial departments. The provincial government’s aid funds increased 10% every year and the project funds were issued by cheque, directly to the recipient regions. Cities also set up the counterpart support leading group. The municipal government leaders headed research groups to carry out regular field survey in the twinned poor areas to promote the anti-poverty work. In terms of project funds management, in strict accordance with the relevant provisions of the state and the province, we gave priority to poor villages to ensure project construction in impoverished villages and benefit the poor households so as to achieve precise poverty reduction.

    Aid projectsIn 2014, Liaoning Province implemented 20 aid projects, mainly including the entire village advancement, industrial poverty alleviation,youth entrepreneurship for poverty alleviation,beautiful countrysideconstruction activity, poverty-relief cadre and labor transfer skills trainings, etc. Arranged 14.42 million yuan to implement industry development projects in 15 poor villages of four counties, namely Datong Hui and Tu Autonomous County, Ledu District, Hualong Hui Autonomous County and Xunhua Salar Autonomous County, to increase the income of the poor, benefiting 3001 poor households and 11900 people; set up rural professional cooperatives in Lanchong Village of Jingyang Town in Datong County, organized rex rabbit breeding in Dazhuang Village of Hualin Town, set up rural cooperative associations in five villages of Xianghua Town for chicken breeding, involving 950 households and 3975 people; invested 3.1 million yuan in sheep breeding in four villages of Ledu District, covering 550 poor  households and 2078 people; implemented mutton sheep breeding community and base construction projects in three villages of Hualong County and Xiazhangga Village of Baizhuang Town in Xunhua County, covering 1511 households and 5819 people; invested 8.08 million yuan to support poverty alleviation by the planting of traditional Chinese herbal medicines to increase the income of the masses; organized the planting of 1700 mu traditional Chinese and Tibetan herbal medicines in three villages of Lanlongkou Town and Jialashan Village of Duoba Town in Huangzhong County, with output of more than 1366 tons and sales revenue of more than 8.6 million yuan, 2300 yuan per mu; invested 10 million yuan in the implementation of the project of“youth entrepreneurship for poverty alleviation”; issued 3 million yuan for the construction of the“beautiful countryside”in plateau; arranged four million yuan for the poverty-relief cadre and labor transfer trainings, and held 25 training courses for 2213 people.

    Social assistanceIn 2014, Liaoning Provincesocial assistance focused on the implementation of infrastructure projects, industrial development, skills training and education-based poverty alleviation projects. Fushun, Panjin and Huludao invested a total of 2.71 million yuan to implement the agricultural demonstration garden, special planting and breeding projects; Dandong and Chaoyang invested a total of 1.47 million yuan to subsidize 212 high school students from needy families in the twinned poor counties; Anshan City invested 1.46 million yuan in the financial poverty alleviation in Hualong County, mainly supporting the“Ramen economy”; Liaoyang City carrying issued relief funds of 800,000 yuan to support the training of 60 headmasters and backbone teachers of the primary and secondary schools in Ping’an County, implemented the village road hardening projects and paid the land transfer fee for 320 mu of cherry trees in the agricultural park. Benxi, Yingkou, Fuxin and Tieling invested a total of 3.7141 million yuan in the implementation of ex-situ relocation and infrastructure construction, land transfer and industry support projects in four poor counties of Qinghai Province; Jinzhou City issued 930,000 yuan of relief fund to Datong County, mainly supporting the off-local training of outstanding junior middle school students, entire village advancement-related projects, skills training and subsidy projects for outstanding college students from needy families.

    Industry supportLiaoning and Qinghai strengthened the cooperation and exchanges. In 2014, theChina·Qinghai Green Development Investment and Trade Fair 2014was held. The delegation of Liaoning Provincemore than 100 people participated in the trade negotiations and product marketing. The product sales and project negotiations turnover of more than 20 companies from nine cities amounted to more than 10 million yuan, fruitful results were achieved.

    Intellectual assistanceIn 2014, the two provinces took the training of employment transfer skills and poverty alleviation cadres as the main task and, by strengthening training, improved the working ability of the poverty alleviation cadres in poor areas, improved the employment and entrepreneurship skills of the poor, increased their employment opportunities and helped the poor change the poverty situation as soon as possible. A total of 4 million yuan of relief funds was invested in training projects, involving 25 training courses for 2213 people. A total of 20 trainings were held in Qinghai Province and 1360 poverty alleviation cadres and practitioners attended the training. Among that, 13 trainings were held for 861 poverty relief cadres as scheduled, and seven additional trainings were held for 499 cadres to meet the actual needs. Liaoning Province held a total of five trainings (more than two months) for 203 people, successfully completing the training task. Meanwhile, it held training in rotation for six teachers, organized 93 township poverty relief officers to receive business training in Liaoning Northeast University and Anshan Vocational Education Town respectively in August and September; organized 32 county poverty alleviation cadres to attend the capacity building training in Liaoning Anshan Vocational Education Town, and held the electrowelding and machining skills trainings for young people from needy families, who all got the diploma after the training.

    Jiangsu-Shaanxi Pairing-off Poverty Alleviation

    OverviewIn 2014, the Jiangsu-Shaanxi pairing-off poverty alleviation work focused on entire village advancement, supplemented by the construction of infrastructure projects, social welfare and industrialization-based poverty alleviation projects to enhance the self-development ability of the masses of the impoverished regions, and achieved good results. Jiangsu Province issued a total of 41.95 million yuan of aid funds, donated 387,500 yuan in kind and cash, implemented 116 poverty-relief projects, set up 14 schools and kindergartens and 12 hospitals (clinics) and nursing homes, built rural roads of 110 km, constructed drinking water projects, held eight training courses for 2757 person-times, helped poor areas of Shaanxi transfer 24400 labors and achieved service revenue of 668 million yuan.

    Aid projectsAccording to the relocation and resettlement planning developed by Shaanxi Provincial Government for Southern and Northern parts of the province, in 2014, focusing on the relocation and entire village advancement in Shaanxi Province, with infrastructure construction as the core, Jiangsu Province provided counterpart support for the construction of roads, bridges, drinking water facilities and rural housing to actively improve the road, drinking water and medical service problems of the poor areas, issued 19.15 million yuan for infrastructure construction in poor areas, benefiting 8754 rural households; implemented the entire village relocation and environmental improvement projects in Taiziping Village, Jinsixia town, Shangnan County, Shangluo City, the living facilities construction project for Tongchuan City Zhaojin Old-age Support Center, the inpatient building construction project for Dancun Town Hospital in Fuping County of Weinan City, the Yahongxing-Pengjiawan Road Project in Sanyuan Town of Zhenba County in Hanzhong City, and the Yanshan Highroad Project of Jihe Town, Hanbin District, Ankang City with a total of 10 million yuan of relief funds. In addition, one million yuan of relief funds was invested in the construction of five clinics in five impoverished villages of Chunhua County, Nantong City. After the project construction, each clinic can address the medical service problem of more than 4,000 people around, effectively reducing the burden of medical costs of 28,000 people.

        Social assistanceIn 2014, for 13 consecutive years, Suzhou organized 19 batches of 102 doctors to support the medical service in Yulin, provided medical services for more than 60,000 people, successfully rescued more than 300 seriously ill patients held more than 250 academic seminars, and organized a dozen of medical tours to the countryside, benefiting more than 10,000 people, and many touching stories happened. In November, Doctor Shi Ming of the Second Affiliated Hospital of Soochow University died of overwork in the process of rescuing a seriously ill patient during the medical service period in Yulin and was issued the“Bethune Spirit Award of Shaanxi Province”by Shaanxi Provincial Health and Family Planning Commission.

    Industrial poverty alleviationIn 2014, Nanjing City explored the cooperation between agricultural bases and agricultural markets for docking. Located in Qinling Mountain Area, Shangluo City has rich resources of agricultural products such as chestnut and walnut, which are green and pollution-free products. As a regional central city, Nanjing has a large population and active market trading and has a large demand for green, pollution-free characteristic agricultural products, so it organized the relevant industrial sectors and units to cooperate with another and effectively link the agricultural products of Shangluo City with the market in Nanjing, aiming to help the aided regions enhance“blood-making”ability and increase farmers’income. Wuxi City invested 1.65 million yuan for the planting and breeding industry in Yan’an, repaired and newly constructed 289 sheds and 156 greenhouses, newly built two chicken sheds for the breeding of a total of 32,000 chickens, constructed mountain apple tree planting bases of 1,000 mu and invested 1.15 million yuan in the construction of rural roads of 20 km.

    Economic and trade cooperationIn 2014, the economic cooperation between Jiangsu and Shaanxi was further strengthened. During the 18th,China East-West Cooperation and Investment Trade Fairperiod, the Delegation of Jiangsu Province came to agreement with Shaanxi Province on a number of major investment projects worth 7.168 billion yuan, such as the“Jinghe Metro Shantytown Transformation”project signed by Jiangsu Zhongdeng Investment Holding Group, the“Cittaslow International tourism construction”project signed by Xuzhou VV Group Co., Ltd, the“Xi’an golden homeland construction”project signed by Jiangsu Hanjian Group Co., Ltd., the“Kiloton T800 carbon fiber construction”project signed by Jiangsu Hangke Composite Material Technology Co., Ltd., the“Xuzhou Dongxing energy LNG”project signed by Xuzhou Dongxing Energy Co., Ltd, the“road traffic facilities construction”project signed by Lugou Township Government of Jianhu County, the“plastic sheet metal processing and R & D”project signed by Lianyungang Xinyou Panels Company and the“high-speed permanent magnet motors cooperation”project signed by Jiangsu Dazhong Electric Co., Ltd.

    Zhejiang-Sichuan Pairing-off Poverty Alleviation

    OverviewIn 2014, Zhejiang Province implemented the spirit of theNotice for Developed Provinces (Municipalities) to Provide Counterpart Support for the Tibetan Areas of Sichuan, Yunnan and Gansu to Boost Local Economic and Social Development(Guo Ban Fa  [2014] No. 41) and the“Opinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development”. In accordance with the principle of“focusing on livelihood improvement and cooperation for a win-win situation”, based on the characteristics of the Tibetan Areas of Sichuan, Zhejiang Province adjusted the measures, developed scientific planning, paid attention to actual effects, focused on the construction of three major projects—livelihood project, talent cultivation and industry development, and issued a total of 151 million yuan of relief funds to Sichuan, of which: 138 million yuan was for 32 counties of two prefectures in the Tibetan areas of Sichuan, 11.7 million yuan was for Qingchuan County; and launched four economic and trade cooperation projects in Ganzi and Aba with an investment of 120 million yuan. The two sides organized exchange visits of 652 person-times and held 25 training courses for 2672 people.

    System buildingAccording to the requirements of the central government, from 2014 to 2020, Zhejiang Province was designated to provide counterpart support for Aba Prefecture and Muli County rather than Ganzi, Aba and Muli county of Liangshan Prefecture of Sichuan Province.  Zhejiang Provincial Government promptly adjusted the work program, clarified that the adjustment was made in 2015 and developed the counterpart support system building plan, work program, pairing-off cooperation pattern and financing planning. In December, it issued the“Work Program of Zhejiang Province on the Counterpart Support for the Tibetan Areas of Sichuan”(Zhe Zheng Fa [2014] No.159) and required Hangzhou, Wenzhou, Huzhou, Jiaxing, Shaoxing, Jinhua and Taizhou to provide counterpart support for 14 counties in Aba Prefecture and Muli County from 2015 onward, from 2015 to 2020, the province’s aid fund for the Tibetan areas of Sichuan must increase by 5% annually with a funding base of 140 million yuan, including 23 million yuan of provincial funds and 117 million yuan of city and county funds, and the working mechanisms in four aspects are required to be established and improved: First, the work promotion mechanism integrating centralization and decentralization. The provincial government shall make unified deployments on the key work of annual task, the construction standards and relevant services, the city and districts organize and coordinate the counterpart support work of the local counties (cities, districts), and the counties (cities, districts) shall coordinate the implementation of the counterpart support work for the twinned poor counties. Second, the work coordination mechanisms of Zhejiang and Sichuan. The Economic Cooperation and Exchanges Office of Zhejiang People’s Government and Sichuan Development and Reform Commission are responsible for coordinating the relevant affairs. Major issues shall be discussed by the leading groups of both sides before decision-making. Third, the target assessment mechanism. Fourth, the information release system.

    Livelihood projectsIn 2014, as required by LGOP, Zhejiang Province mainly supported the livelihood projects in the Tibetan areas of Sichuan and Qingchuan County, and invested more than 70 million yuan of aid funds to implement 75 aid projects, covering the construction of new poverty-relief villages, health care and poverty reduction, of which 69 million yuan was issued to the Tibetan areas of Sichuan, mainly supporting the renovation of dangerous households and new village building in the Tibetan areas; one million yuan was invested in Qingchuan County, mainly helping solve the difficulties of needy students, rural“five-guarantee households”, orphans, disabled people and the destitute families due to illness, covering 523 needy students and 294 rural poor families.

    Industry supportIn 2014, Zhejiang Province issued more than 50 million yuan to support the Chinese herbal medicine, olives, tea and farmhouse projects in the Tibetan areas of Sichuan and Qingchuan County to boost the development of local characteristic tourism industry, agriculture and animal husbandry industry and, through the construction of standard processing plants and ancillary facilities and the standardization construction of tea bases, promoted the development of tea industry in Qingchuan County. Bailonghu Industry Co., Ltd of Guangyuan City, for example, purchased refined tea color sorting equipment and recorded an annual color sorting capacity of 3,000 tons, an annual increase of more than 15 million yuan in output value and an annual increase of 2.07 million yuan in profits. Xiaojing Village of Hongguang Town newly developed 1500 mu of tea plantations, including 200 mu of tea plantlets and 1300 mu of bunch planting bases, enhancing local farmers’enthusiasm and initiative for the development of tea industry. Through continued support for the tea industry, Qingchuan County’s tea planting area increased from 80,000 mu in 2011 to 235,000 mu in 2014, the annual output reached 5600 tons, the output value amounted to 1.01 billion yuan, the taxed paid amounted to 3.88 million yuan and the per capita net income of the tea planting farmers reached

    2750 yuan.

    Loan discountIn 2014, Zhejiang Province arranged one million yuan of loan discount funds for the working capital of professional cooperatives, major industrial households and leading enterprises for the procurement of production facilities and production management, covering 7 enterprises and professional cooperatives and 100 rural households. The loan discount fund was issued in strict accordance with the provisions of the“Regulations on the Management of Zhejiang’s Loan Discount Funds for the Characteristic Agricultural Industries of Qingchuan County”. The issuance of discount funds encouraged the investment of 22 million yuan in the development of characteristic agricultural industry and boosted local economic development.

    Economic and trade cooperationIn 2014, Zhejiang Province organized 24 local well-known enterprises to carry out field research in Ganzi Prefecture, organized 32 enterprises of Aba Tibetan and Qiang Autonomous Prefecture, Ganzi County and Qingchuan County to participate in the Zhejiang Agriculture Expo 2014 with 149 kinds of agricultural products, which recorded sales revenue of more than 230,000 yuan at the expo and signed two agreements worth of 114 million yuan. Zhejiang Province assisted Qingchuan County to sign the strategic agreements on pre-job skills training and online marketing of quality farm produce with Santi Group Co., Ltd.

    Poverty alleviation trainingIn 2014, Zhejiang Province held a total of 25 training courses for the party and government leaders and township party secretaries of the beautiful countryside and counties of the Tibetan areas in Sichuan, for the counterpart support work and for the leaders in getting rich of the twinned poor areas; arranged 2 million yuan of training funds for Qingchuan County to hold a dozen of training courses on walnut, olive and agricultural management cadres and rural tourism, including practical technical trainings for 5500 agricultural management cadres and poor farmers; arranged 4 million yuan of training funds for the Tibetan areas of Sichuan Province, and organized professional knowledge trainings on the leaders in getting rich, professional talents, grassroots cadres and party and government leaders of the Tibetan areas in Sichuan Province.

    Performance evaluationIn 2014, Zhejiang Province organized Zhejiang Provincial Department of Finance, Tea Research Institute of Chinese Academy of Agricultural Sciences and Zhejiang Agriculture and Forestry University to conduct assessment on the aid projects in Qingchuan County and submit appraisal reports, and entrusted Zhejiang Zhicheng CPA to conduct performance evaluation on the aid projects in Qingchuan implemented in 2013. Jointly with Sichuan Poverty Alleviation and Immigration Bureau, Zhejiang Province carried out the research on the counterpart support for the Tibetan areas of Sichuan Province, and conducted random checks on the renovation of dilapidated houses and the long-term aid projects (2011-2012) implemented in 2012 in the Tibetan areas of Sichuan Province jointly with the relevant departments.

    Exchange visitsIn 2014, Zhejiang and Sichuan organized exchange visits for 367 person-times, including 293 person-times in Sichuan and 74 person-times in Zhejiang. In September, the research group of Sichuan Provincial Development and Reform Commission went to Zhejiang to talk about the counterpart support for the Tibetan Areas of Sichuan Province; In October, Zhejiang provincial government office organized relevant provincial units to contact the Tibetan Areas of Sichuan Province, carry out field research and implement specific aid projects in the twinned

    Fujian-Ningxia Hui Autonomous Region

    Pairing-off Poverty Alleviation

    OverviewIn 2014, Fujian Provincial government issued 33 million yuan of relief funds to Ningxia Hui Autonomous Region, strived for 34 million yuan of relief funds for the poverty alleviation cadres in Ningxia, mainly supporting the ecological relocation, competitive characteristic industries, Juncao, education, health and cultural projects, effectively improving the production and living conditions of the masses in central and southern mountain areas of Ningxia and boosting local economic and social development. In December, the 18th joint meeting of Fujian and Ningxia on mutual learning and pairing-off poverty alleviation was convened in Fuzhou City, Fujian Province. The“Minutes of the 18th joint meeting of Fujian and Ningxia on mutual learning and pairing-off poverty alleviation”was issued and 30 agreements worth more than 30 billion yuan were signed at the event. The Fujian-Ningxia pairing-off poverty alleviation pattern was affirmed by the central government. The Exchange of Work Experience of the General Office of the Central Committee of CPC printed the practices and experience of Fujian-Ningxia pairing-off poverty alleviation.

    Aid projectsIn 2014, Fujian Province and the relevant cities, counties and districts put in 14.94 million yuan of aid funds to support the development of income-generating industries in the central and southern areas of Ningxia, including facility agriculture, featured planting and breeding and agricultural product processing, etc., enhancing the self-development capacity of poor areas and poverty-stricken people, focusing on supporting the development of facility agriculture, seedling, Chinese herbal medicine and mushroom industry. Supported the construction of Liupanshan Seedling Industry Public Service Platform Project, introduced 15 enterprises for the Fujian-Ningxia modern edible mushroom industry park of Pengyang County, provided jobs for 700 local poor residents and recorded an annual output of more than 1500 fresh mushroom worth 150 million yuan; supported the planting 3,000 mu of Chinese traditional herbal medicines in Tongxin County, involving 377 rural households, whose net income per mu reached 2500 yuan; constructed the fruit and vegetable cold storage warehouses with a storage capacity of 600 tons for Chengdong Modern Agricultural Demonstration Zone of Hongsipu District; helped Yanchi County introduce Taiwanese-funded enterprise Weng Choi Kee Food Co., Ltd to cooperate with Yanchi Yuanye Company, through the operation mode of“company + base + rural households”, supported the farmers to plant 10,000 mu of sunflowers, benefiting 1150 households, and increased the per capita income by more than 2,000 yuan.

    Ecological relocationIn 2014, Fujian Province supported the infrastructure construction of nine villages involved in the ecological relocation in eight counties (districts) including Hongsipu District, Tongxin County, Yuanzhou District and Haiyuan County, creating model villages for ecological relocation. Specifically, it supported the construction of farmers’markets, hospitals and other public facilities in Hongde New Village of Hongsipu District, supported the construction of the village committee office, squares, primary schools, roads and afforestation projects in Anxi Immigrants’New Village of Wang Tuan Town in Tongxin County, and supported the implementation of kindergarten, road, water supply and drainage, market and landscaping projects of Quangang Immigrants’New village of Yuanzhou District. A number of new villages for ecological relocation have been successively set up and put into use, including the Haixin Immigrants’New Village of Haiyuan County, Jimei New Village of Jingyuan County, Shatang Qingquan Immigrants’New Village of Longde County, Gouquan New Village of Chengyang Town in Pengyang County, Putian Immigrants’New Village of Xiji and Shiliupu New Village of Yanchi County.

    Social assistanceIn 2014, Fujian Province mobilized all circles of society to donate 7.108 million yuan, implemented 18 education projects in the twinned cities and counties (districts), including the Fujian-Ningxia pairing-off poverty alleviation science and technology building of Fuyuan City No.2 Middle School and Jinjiang Middle School of Hongsipu District, subsidized 67532 needy students, constructed nine sanitation projects including Guyuan City Fujian-Ningxia Rehabilitation Center and Fujian-Ningxia Medical Service Training Center, and implemented 15 social undertaking projects such as the Fujian-Ningxia Broadcasting and TV Tower in Guyuan City, Longde County Gymnasium and Yuanzhou District Cultural and Sports Center, and a number of social welfare projects such as Xiji County Children Welfare Center and Hongsipu District Nursing Home. In addition, the two sides organized the exchange visits of technological, educational, health and cultural personnel for 318 person-times.

    Counterpart supportIn 2014, the 8th batch of counterpart support cadres of Fujian Province strived for 34 million yuan of social funds for the twinned cities and counties (districts) of Ningxia Hui Autonomous Region and organized the implementation of 128 aid projects, including 73 social undertaking projects, 4 Fujian-Ningxia industrial parks, 13 facility agricultural bases, 27 industrial projects, one market introduction project and three tourism projects. We successively organized or supported the holding of 25 investment inviting meetings. 82 investment projects were signed with a total investment of 36.701 billion yuan, including 50 contract projects with an investment of 28.531 billion yuan, and ten new projects and 7 on-going projects of the membership enterprises of Ningxia-Fujian Entrepreneurs Association with a total investment of 15.786 billion yuan; organized the holding of 56 trainings for 4347 person-times and the 23 batches of labor transfer for 2622 person-times, and assisted 124600 poor households and 258400 poor people. In September, the 9th batch of counterpart support cadres were sent to Ningxia, 21 cadres carried out in-depth field research, 152 seminars were convened to initially determine the key projects to be implemented in the two-year working period; we actively invited investment and helped sign nine projects and six cooperation agreements with a total investment of 750 million yuan.

    Sectoral cooperationIn 2014, Fujian Kangtai International Travel Agency signed a cooperation agreement with Ningxia China International Travel Service, striving to develop the Taiwan-Fujian-Ningxia tourist route. Fujian Provincial Womens Federation and Fujian Provincial Department of Culture earnestly implemented the counterpart support agreement and held trainings for nearly 300 people of Ningxia. Taiwan Affairs Office of Fujian Provincial People’s Government and the Women’s Federation supported Ningxia to held the“Ningxia-Taiwan Cooperation Conference”during the“9.8”period and introduced a dozen of Taiwanese-funded enterprises to participate in the event to promote the exchange and cooperation between Ningxia and Taiwan. The college students’volunteer services plan for the western regions was continuously implemented. From 2013 to 2014, The Provincial Youth League Committee sent 33 college student volunteers to provide two-year volunteer services for Ningxia. The Overseas Chinese Affairs Office of Fujian Provincial People’s Government organized more than 30 World Youth members from 24 counties to carry out field research in Yongning County of Ningxia Hui Autonomous Region and donated 200,000 yuan for Minning Town. Fujian Provincial Federation of Industry and Commerce actively invited investment of nearly 12 billion yuan for Ningxia.

    Fujian-Ningxia Industrial ParkIn 2014, the demolition and land acquisition of Wangyuan Industrial Park of Fujian-Ningxia Industrial Town was basically completed, the road framework was established and the east-west and south-north trunk roads and matching projects with a total length of 15 km were completed with a total investment of 150 million yuan. As of the end of 2014, five enterprises had moved into the industrial park and invested 600 million yuan in the park, including 340 million yuan invested by Yinfeng Aluminum Co., Ltd. 160 million yuan was invested in the infrastructure construction of Minning Town Poverty Alleviation Industrial Park, the construction objective of“five-outlet and one-leveling”was basically achieved and good services, and guarantee were provided for the construction of the enterprises in the park. China Guodian Corporation constructed eight plants for the park. Three enterprises have moved into the park, and the Aton water technology and innovative plastic pipe projects of Fujian Province with an investment of 570 million yuan were under smooth construction. The employee training center construction project of Xiji County Fujian-Ningxia Industrial Park (Jide Charity Park) and the training center construction project of Guosheng Xiji light food industrial workers were successfully launched. Eight enterprises moved into or signed agreements with Liupanshan Fujian-Ningxia Industrial Park of Longde County with an investment of 376 million yuan. Agreements worth 2.25 billion yuan were signed for the

    Fujian-Ningxia Industrial Park constructed with financial support of the private enterprises of Fujian Province and 420 million yuan were issued already.

    Industry-university-academy cooperationIn the academic year of 2013-2014, Fujian Provinces 15th batch of 35 teachers completed their one-year teaching support work. In the academic year of 2014-2015, the 16th batch of 36 teachers was sent to 15 middle schools of 9 counties in the central and southern part of Ningxia Hui Autonomous Region to provide one-year teaching support service in September. The“one-for-one”counterpart support agreement between Fuzhou University and Yinchuan University and the academic exchange agreement between Taiwan Ming Chuan University and Yinchuan University were signed, covering 8 cooperation contents. Taiwan Ming Chuan University and Yinchuan University signed agreements on five academic exchanges. In 2014, the provincial universities of Fujian arranged undergraduate enrollment of 243 students from Ningxia, with an increase of 22 over 2013, up 10%.

    Shandong-Chongqing Pairing-off Poverty Alleviation

    OverviewIn 2014, Shandong Province conscientiously implemented the spirit of the instructions of Party Central Committee and the State Council on poverty alleviation and development, according to the deployments of LGOP, accurately understood the new situation, took the initiative to adapt to the new requirements, actively adopted follow-up measures, increased efforts for anti-poverty work and made new progress in the pairing-off poverty alleviation. Throughout the year, Shandong province raised 46.9 million yuan of government relief funds, up 11.7% over 2013, launched 57 poverty alleviation and development projects, signed 26 trade and economic cooperation projects at the 17th“China (Chongqing) International Investment and Global Sourcing Fair”with an investment of 11.87 billion yuan, encouraged enterprises of Shandong to invest in 630 projects in Chongqing with an investment of 14.94 billion yuan; organized the exchange of talents and cadres for 74 person-times and held 51 practical technical trainings for more than 3200 people. Zaozhuang City Development and Reform Commission, Binzhou City Development and Reform Commission and the Counterpart Support Coordination Department of Shandong Provincial Development and Reform Commission were titled the National Advanced Collectives of Social Poverty Alleviation. Sun Shujian, director of Economic Cooperation Division of Key Project Office of Linyi City Development and Reform Commission, and Sun Li, Party Secretary and Director of Rizhao City Development and Reform Commission were titled as National Advanced Individuals of Social Poverty Alleviation.

    Work advancementIn May 2014, Shandong Province implemented theOpinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Developmentissued by the Central Government, based on the actual situation of Chongqing and Guizhou, issued the“Guiding Opinions of Shandong Provincial People’s Government on Further Promoting the Counterpart Support for Chongqing and Guizhou”(Lu Zheng Zi [2014] No.105), further integrated the forces of the relevant departments, relevant cities and enterprises, and established a work system combining the provincial and city governments characterized by sectoral linkage and close cooperation. In mid-May, Shandong Province and Chongqing Municipality held in Chongqing the“Shandong·Chongqing Poverty Alleviation Work Conference”to study the spirit of the central government’s instructions on poverty alleviation and development, summarized and exchanged the two sides’results and experience in the pairing-off poverty alleviation and made deployments on the poverty reduction cooperation in future. The mechanism for communication and coordination between the two sides has been constantly improved and a total of 464 party and government leaders were dispatched to carry out field research in the other province (municipality).
