    Investment of poverty-relief fundsIn 2014, the Ministry of Commerce coordinated the Ministry of Finance to issue 2.6 billion yuan of central funds to support the construction of backbone agricultural products circulation network nationwide, the infrastructure construction for public welfare agricultural products wholesale market and cross-regional agricultural products circulation, encouraged the investment of more social capital by playing its leading role in financial funds allocation, guided agricultural products circulation enterprises and farmers to establish a mechanism for benefit linkage to promote the steady income growth of the rural households in pilot areas, involving the provinces where the nine contiguous destitute areas are located, including the Liupan Mountain Area, Qinba Mountain Area and Wuling Mountain Area, etc.

    Industrial poverty alleviationIn 2014, the pilot project of the construction of a national meat and vegetable circulation system covered the following destitute areas: Linyi City of Shandong Province, Tongren County of Guizhou Province, Lasa City of Tibet Autonomous Region and Haidong City of Qinghai Province. 25 million yuan was allocated for each of the above regions. The Ministry of Commerce continued the construction of the Chinese herbal medicine circulation system, covering main Chinese herbal medicines, and the Chinese herbal medicine planting and marketing bodies all participated in the construction. In 2014, the project fund program covered Inner Mongolia and Qinghai, etc.

    Poverty alleviation by small and medium commercial businessesIn 2014,the domestic trade credit insurance subsidy policy covered Yunnan, Shaanxi, Heilongjiang, Sichuan, etc. The Ministry of Commerce attached great importance to and supported the development of small and medium-sized enterprises and promulgated a series of policies to support the SMEs, playing a positive role in easing the financing difficulties of SMEs, promoting credit sales, enlivening market circulation and improving the market credit environment.

    Publicity of central and western enterprisesIn Autumn 2014, the 116th Canton Fair was held, 4855 enterprises of the central and western regions were present at the event, a total of 10296 booths were provided and the export value amounted to $ 9.2 billion. In the re-verification of the number of ordinary booths and the appraisal of the brand booths at the Canton Fair, priorities were given to the central and western regions with many poor areas; while checking the number of ordinary booths, we first made the initial allocation, and then calculated the export value of the central and western regions by 2 and 2.5 times respectively to better meet the needs of these areas for booths.

    International aid for poverty alleviationIn 2014, the Ministry of Commerce continued to implement the international cooperation program 2011-2015 with UNICEF, the United Nations Population Fund and the United Nations Development Programme. In the field of health care, education, child protection, green energy and gender equality, we coordinated UNICEF, the United Nations Population Fund and the United Nations Development Programme to undertake a large number of international cooperation projects with the western provinces (autonomous regions) of China such as Yunnan, Sichuan and Gansu and the project value amounted to $ 43 million. Through bilateral development cooperation channels, we strived for three China-ad poverty reduction projects worth $ 400,000. Meanwhile, the Ministry of Commerce organized the three twinned poor areas to take part in the foreign docking conference in Gansu free of charge and assisted Macau Nanguang (Group) Co., Ltd. to send some people to recruit labors from Guang’an District and Yilong County to work in Macao.

    Fixed-point poverty alleviationIn 2014, the Ministry of Commerce was designated to provide counterpart support for Yilong County and Guangan District of Sichuan Province as well as Chengbu County of Hunan Province and implemented the projects of entire village advancement, education-oriented poverty alleviation and trainings of poverty reduction to enhance the self-development capacity of impoverished regions, achieving good results in anti-poverty work.

    Poverty alleviation trainingIn 2014, the Ministry of Commerce arranged 750,000 yuan for Chengbu County Peoples Government to organize trainings on business and poverty alleviation. We organized 31 people of Dazhuping Village, including the village cadres, party members with the wish for development and the representatives of the masses to visit the Miao villages of Guizhou, Fenghuang County of Xiangxi, Jishou kiwi fruit base and Larix grape base, aiming to learn the Miao culture and the development situation of tourism industry and characteristic agriculture; carried out business and poverty alleviation trainings for 236 people; organized industry leaders and returned youth entrepreneurship trainings for 80 people; organized the training of businessmen for 20 people; organized relevant towns to carry out agricultural industrial training for 1200 people; arranged 500,000 yuan to support the training of party and government leaders, poverty alleviation cadres and leaders in getting rich of poor villages in Yilong County; and allocated 500,000 yuan for the trainings of principals of foreign trade enterprises, traditional trading and circulation enterprises and e-businesses and the village cadres and leaders in getting rich of poor villages in Guang’an District.

    Donation for poverty alleviationIn 2014, 14 units and chambers of industry directly under the Ministry of Commerce voluntarily donated 10 million yuan for the twinned poor areas, mainly supporting the entire village advancement and education-aid projects in Guang’an District and Yilong County. The 14 units and their donations are respectively: China Foreign Trade Center: 2 million yuan, Economic Cooperation Center of the Ministry of Commerce: 1.5 million yuan, China International Electronic Commerce Center: one million yuan, China Chamber of Commerce for Import and Export of Machinery and Electronic Products: one million yuan, China Chamber Of Commerce For I/E Of Light Industrial Products & Arts-Crafts: 800,000 yuan, China Chamber Of Commerce of Metals, Minerals & chemicals Importers and Exporters: 700,000 yuan, China Chamber of Commerce For Import and Export of Textiles: 600,000 yuan, China Chamber of Commerce for Import & Export of Medicines & Health Products: 600,000 yuan, Foreign Trade Development Bureau of the Ministry of Commerce: 500,000 yuan, China Chamber of Commerce of Import and Export of Foodstuffs, Native Produce & Animal By-Products: 300,000 yuan, Investment Promotion Bureau of the Ministry of Commerce: 300,000 yuan, Training Center of Ministry of Commerce: 300,000 yuan, the Circulation Industry Promotion Center of the Ministry of Commerce: 200,000 yuan, and China International Contractors Association: 200,000 yuan. We organized the six affiliated units of the Ministry of Commerce that donated in 2011 to examine and inspect the relief projects implemented in Yilong County and Guang’an District, issued the balance payment timely for the projects qualified in the inspection, and required local governments to strengthen the management of unqualified projects and conduct rectification within a certain period of time.

    Entire village advancementIn 2014, the affiliated units of the Ministry of Commerce donated 5.6 million yuan for Chengbu County to implement entire village advancement projects in Dazhuping Area of Rulin Town, completed the reconstruction and hardening of village roads of 3,000 meters to address the road problem of the masses; conducted the renovation and hardening of 6 km of roads around the village according to the standards for travel walkway, and completed the renovation work already; completed the renovation of 60 dilapidated houses to ensure the poor can live in safe houses; and renewed 15 brick houses with ethnic minority characteristics to highlight Miao culture and enhance the village’s taste.

    Education-based poverty alleviationIn 2014, the affiliated units of the Ministry of Commerce donated one million yuan of education-aid funds for Chengbu County, mainly supporting the education of children from needy families. Chengbu County organized the field survey on the situation of poor students in the whole county, provided assistance for 580 needy students through the village, township and county inspection and announcement, and issued all the money to the farmers through“one card”, effectively addressing the schooling problem of children from needy families, highly praised by the public.

    Poverty alleviation programIn 2014, in order to promote the fixed-point poverty alleviation work in Chengbu County, the Ministry of Commerceentrusted theAsian and African Office of the Research Institute of International Trade and Economic Cooperation to prepare the“Poverty Alleviation and Development Planning of Miao Autonomous County of Chengbu”. The research group carried out field survey in Chengbu County, solicited the opinions of the LGOP and the relevant departments and bureaus of the Ministry of Commerce and finally formulated a high-quality poverty alleviation and development planning, laying a solid foundation for the fixed-point poverty alleviation work in Chengbu County.

    Poverty Alleviation by the Ministry of Culture

    OverviewIn 2014, the Ministry of Culture attached great importance to poverty alleviation and development work. Adhering to the working idea ofpoverty alleviation by culture, based on its cultural resources and relying on cultural projects, the Ministry of Culture increased capital investment to promote project construction, actively cooperated with the leading units to participate in the poverty reduction in 11 contiguous poor areas including Wuling Mountain Area and Wumeng Mountain Area as well as Tibet, the Tibetan areas in four provinces and the four prefectures in South Xinjiang, gave full play to the role of culture in maintaining social harmony and stability, improving people’s livelihood, strengthening national unity and promoting economic development.

    Construction of poverty alleviation systemIn 2014, based on the establishment of the public cultural service coordination mechanism, relying on the coordination group of national public cultural service system construction, the Ministry of Culture issued the“Work Program on the Construction of Public Cultural Service Systems in Impoverished Regions”, which provided solutions to the main problems in public cultural service system building in poor areas and proposed to start with the improvement of cultural facilities, increasing services, making innovations to service contents and strengthening cultural team building and, through developing special policies, increasing investment and implementing key projects, accelerate the construction of public cultural service system in poor areas, striving to make the public cultural construction level of poor areas up to the national average level by 2020.

    Mobile Library ProjectIn 2014, the Ministry of Culturecontinued to allocate special funds of 85.92 million yuan to purchase 358 mobile library vans, arranged one mobile library van for each of the 686 county-level libraries in Liupan Mountain Area, Qinba Mountain Area, Wuling Mountain Area, Wumeng Mountain Area, Yunnan-Guangxi-Guizhou rocky area, border mountain area in the western region of Yunnan, Southern foot of Daxing’anling, Yanshan-Taihang Mountain Area, Lvliang Mountain Area and Dabie Mountain Area, Luoxiao Mountain Area, Tibet, the Tibetan areas of four provinces and the four prefectures of South Xinjiang. All the mobile library vans were delivered to the contiguous destitute areas and a total of 168 million yuan was issued for this program.

    Intellectual poverty alleviationIn accordance with theImplementation Plan for Talent Support Program of Remote Poor Areas, Border Minority Areas and Old Revolutionary Base Areas(Zhong Zu Fa [2011] No.23) issued by the Organization Department of CPC Central Committee, by 2020, 19,000 outstanding cultural workers shall be sent to work in the remote poor areas, border minority areas and old revolutionary base areas (hereinafter referred to as the“three areas”) every year and 1500 urgently needed cultural workers shall be cultivated for the“three areas”to promote the cultural talent team building in the“three areas”. In 2014, a total of 257 million yuan was allocated to guide 16400 outstanding cultural workers to serve the“three areas”and 1676 urgently needed cultural workers were cultivated for the“three areas”.

    Spring Rain ProjectIn 2014, the Ministry of Culture and the Central Civilization Office continued to organize theSpring Rain Project”—the national cultural volunteersactivities in

    border areas. Many provinces (municipalities), prefecture-level cities and relevant units directly under the Ministry of Culture implemented 83 voluntary cultural service projects in border minority areas and provided cultural services for Liupan Mountain Area, Yunnan-Guangxi-Guizhou Rocky Desertification Area,  Tibet, Tibetan areas of four provinces, some counties, towns and villages of four prefectures in Southern Xinjiang; organized theatrical performances, seminars and featured exhibitions for more than 1600 times, attracting tens of thousands of people in poor areas to watch.

    Fixed-point poverty alleviationThe Ministry of Culture were designated to provide counterpart support for Loufan County and Jingle County of Shanxi Province. Since 1995, the Ministry of Culture has sent a total of 17 cadres of its affiliated organs and units to support the poverty reduction work in Jingle County and Loufan County, strengthened the communications between the Ministry of Culture and the two counties, and coordinated the implementation of a large number of specific poverty alleviation projects, making a contribution to the economic and social development of the two counties. In 2014, the Ministry of Culture raised funds from various channels to donate a large number of musical instruments, performance clothes, books, computers and other cultural equipment worth 1.6 million yuan.

    Poverty Alleviation by the National Health and Family Planning Commission of China

    OverviewIn 2014, the National Health and Family Planning Commission of China earnestly implemented the deployments of the CPC Central Committee and the State Council on anti-poverty work, effectively strengthened the organizational leadership, taking the contiguous destitute areas as the main battle field, focusing on the key work of improving medical service capacity, combined anti-poverty work with the Western Development, minority and regional development policies, made innovations to the working mechanism, did a good job of policy design, gave priority to poor areas in the allocation of relief projects and constantly increase efforts on poverty reduction to boost the development of health and family planning in impoverished regions.

    Investment of poverty-relief fundsIn 2014, the National Health and Family Planning Commission of China arranged a total of 19.85 billion yuan of central funds to support the construction of 47,000 health and family planning agencies in poor areas; continued to hold the training of county-level backbone doctors, standardized cultivation of general medical practitioners, training of employment transfer of general medical practitioners, rural targeted free medical student training, cultivation of western health care talents, training of rural health workers and training of community health workers in poor areas, and cultivated health workers for 110,000 person-times for the poor areas.

    Intellectual poverty alleviationIn 2014, the National Health and Family Planning Commission of Chinasent a total of 10 national medical teams to provide medical services in poverty-stricken areas, implemented the project for ten thousand doctors to support rural health work, the project of counterpart support for township hospitals by medical agencies of second grade or above, sent 8320 doctors to support the county hospitals in poor areas, sent 10900 medical and technical persons to provide counterpart support for 3644 township hospitals; continued to implement the child nutrition improvement, newborn disease screening and child health care personnel training program in poor areas, provided one nutrition pack for each of 1.37 million 624-month-old infants and provided free disease screening service for 1.325 million newborns; continued to implement the projects of supplementing folic acid to prevent neural tube defects,“two cancel”screening among rural women and the hospital delivery subsidy for rural women, benefiting a total of 5.597 million rural women; continued to implement the family planning’s interest-oriented reward and assistance,special assistance and the system of“fewer children equals faster prosperity”, benefiting 2.65 million people throughout the year. In 2014, we achieved the full coverage of the national free pregnancy checkups projects and continued the implementation of the maternity care, new family planning, the happiness project-helpingpoor mothers to create happy families, the new atmosphere for marriage and childbirth and the action of care for girls.

    The new rural cooperative medical systemIn 2014, the governments at all levels raised the subsidy of the new rural cooperative medical system (NCMS) to 320 yuan per person, and the reimbursement rate reached 75% according to the relevant policy. Launched the pilot insurance of 22 major illnesses in impoverished regions. In 2014, 15.54 billion yuan was raised for major illness insurance, subsidies were issued for 2.426 million person-times, and the actual proportion of reimbursement of medical expenditure for major illness treatment increased by10 to 15 percentage points. The disease emergency rescue fund was established to benefit 329,000 people in 2014. The basic medical insurance, major disease insurance, medical assistance and emergency rescue mechanisms have been gradually established, initially providing a“relay”guarantee for the rural poor to receive medical services.

    Poverty alleviation trainingIn 2014, the National Health and Family Planning Commission of China launched the pilot project of health and family planning talent training in Daning County of Shanxi Province, Qingjian County of Shaanxi Province and Yudu County of Jiangxi Province, issued the“Circular of the General Office of National Health and Family Planning Commission of China on the Pilot Work of Talent Training for the Health and Family Planning Work in Poor Areas”(Guo Wei Ban Cai Wu Han [2014] No.810), planned to, in two or three years, make innovations to the training mechanism, improve the existing personnel policies and promote the training of health and family planning personnel for pilot area, cultivate more than 80 professional doctors, introduce more than 200 health care talents, recruit 34 general practitioners and establish six key departments including the departments of Obstetrics and Gynecolog and pediatrics department for the pilot areas, make breakthrough in the policies on talent recruitment, introduction, title and team and establish health personnel green channels to effectively alleviate the manpower shortage problem. At the same time, in the four twinned poor counties—Daning, Yonghe, Qingjian and Zizhou, we launched the“Health Warm Heart—Ruike Runtu Program for Grassroots Doctors Training in the Poor Areas”, aiming to hold trainings for more than 800 grassroots health managers and the doctors for Gynecology, pediatrics, imaging departments and clinical laboratories.

    Fixed-point poverty alleviationIn 2014, in accordance with the arrangements on the fixed-point poverty alleviation work, the National Health and Family Planning Commission of China carried out in-depth research and steadily pushed forward the fixed-point poverty alleviation work. The leaders of the National Health and Family Planning Commission of China headed a research group to carry out field survey and deliver cultural, technological and health services to the countryside in Daning County of Shanxi and Qingjian County and Zizhou County of Shaanxi, understood and guided local poverty reduction work; sent five division cadres to work in Daning County, Qingjian County, Zizhou County and Funan County of Anhui Province; established the“Health Warm Heart”poverty alleviation fund and raised 26 million yuan in 2014 to continue to provide“one exemption and three assistance”services for the four twinned counties in Lvliang Mountain Area, benefiting nearly 40,000 people; made Qingjian County the demonstration zone for“Voluntary Action of Girls with Dreams”in 2014, established the“Dream Realization Scholarship”and donated 3,000 books and 1,000 learning appliances; arranged 160 volunteers to provide pairing-off support for the girls from rural needy families in Lin County of Shanxi Province and Qingjian County of Shaanxi Province, guided the village-stationed cadres to launch the project of“Public Fund-raising to Help Children Realize the Dream of Reading”and raised a total of 860,000 yuan for the project.

    Poverty Alleviation by the People’s Bank of China

    OverviewIn 2014, the Peoples Bank of China earnestly implemented the spirit ofChina Rural Poverty Alleviation and Development Program (2011-2020)andOpinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development, actively played its role as the central bank, improved the monetary and credit policy guidance, promoted financial products and services innovation, developed inclusive finance, optimized the financial ecological environment and supported precise poverty alleviation to promote the healthy economic and social development in poor areas.

    Financial poverty alleviationIn 2014, the Peoples Bank of China made use of monetary policy tools to enhance the ability of financial institutions in poor areas to support regional development and poverty alleviation and, giving full play to the positive role of differentiated deposit reserve ratio policy, implemented the policy of“targeted RRR cuts”for many times. The reserve ratios for county rural commercial bank and county rural cooperative banks and cooperatives were still 4,7 and 7 percentage points lower than that for large commercial banks respectively, and the reserve ratio for the agencies with a small asset scale and a large proportion of agriculture-related loans could be one more percentage lower. From the end of 2011 to the end of 2014, the loan balance of impoverished regions (including 680 counties in contiguous poor areas, 152 key counties outside contiguous poor areas, a total of 832 counties, same below) increased from 1.89 trillion yuan to 3.3 trillion yuan, with an average annual growth of 20.4%, and the increased loans of poor areas take an increasing proportion of the total. Meanwhile, the People’s Bank of China increased support for reloans and rediscount, and cut the agriculture-supporting reloan interest rate of eligible financial agencies in poor areas by one percentage point based on the existing preferential interest rate. In 2014, the agriculture-supporting reloan balance of impoverished regions was 72.28 billion yuan, up 37.2%.

    Construction of poverty alleviation systemIn March 2014, jointly with seven departments including the Ministry of Finance, the Peoples Bank of China issued theGuidance on Financial Services for Poverty Alleviation and Development(Yin Fa [2014] No.65), clearly put forward the overall objective, key work and policy measures of the financial services for poverty alleviation and development work, and proposed to make the loan growth rate of poor areas above the provincial average and make the proportion of increased loans for poor areas above the level in 2013. In April 2014, seven departments including the People’s Bank of China jointly held the national teleconference on financial services for poverty alleviation and development and made deployments on the financial services for anti-poverty work.

    Field research on poverty alleviationIn 2014, the leaders of the Peoples Bank of China carried out a number of field surveys in the contiguous destitute areas, including Qinba Mountain Area, Dabie Mountain Area, three prefectures of South Xinjiang and the Tibetan areas of four provinces, analyzed the problems in the financial services for poverty alleviation and development and made deployments on the relevant work. The People’s Bank of Chinacontinuously improved the coordination mechanism of financial services for poverty alleviation and development, actively promoted the information exchange, policy research, coordination and cooperation and innovation development of financial services in contiguous destitute areas, established the monitoring statistical system for financial services in poverty alleviation and development, and made quarterly statistics of the financial services in the contiguous destitute areas and the key counties outside the contiguous destitute areas.

    Anti-poverty microcreditIn 2014, jointly with five departments such as the LGOP, the Peoples Bank of China issued theGuidance on the Innovation Development of Anti-poverty Microcredit(Guo Kai Ban Fa [2014] No.78), provided credit loans of less than 50,000 yuan within three years for the registered eligible poor households and changed the interest subsidy interest rate from 5% to no more than the base interest rate of loans to enhance the loan availability of registered poor households and help the masses shake off poverty and get rich. In 2014, according to the statistics, the anti-poverty soft loan balance of poor areas was 36.52 billion yuan, up 72%. The People’s Bank of China supported financial agencies to develop the guideline for the allocation of 1.03 billion yuan of interest-subsidized loans for rehabilitation, gave interest subsidy—5% of the annual interest rate to the project loans within the discount period, and 7% for the household loans.

    Preferential regional policiesIn 2014, the headquarters of the Peoples Bank of China guided and urged the branches of Peoples Bank of China in Xinjiang to continuously implement the relevant policy, continue to implement the preferential reloan policy in the financial agencies in Tibet: When the commercial banks in Tibet do not have sufficient funds, Lasa Branch of the People’s Bank of China may issue reloans within the approved amount, determine the reloan interest rate according to the principle of no less than the interest rate of the statutory reserve of deposit, and actively implemented the preferential policies on the same reserve ratio for Tibet’s banks and rural credit cooperatives to support the economic development of Tibet. The RMB loan balance of Xinjiang was 1.167139 trillion yuan this year, up 18.61%, 5.0 percentage points above the national average; the RMB loan balance of Tibet was 161.1873 billion yuan, up 50.34%, 36.74 percentage points above the national average.

    In 2014, according to the requirements of the“Circular on Matters Related to the Loan Interest Rate of Minority Trade and Special Minority Commodity Production”(Yin Fa [2012] No.223), the People’s Bank of China continued to implement the preferential policy of interest rate of 2.88 percentage points lower than the one-year loan interest rate for the loans to support minority trade and minority products, expanded the range of financial agencies to implement the preferential loan interest rate policy, and increased support for the pillar industries and characteristic industries in minority areas with discount subsidies from the central government, striving to lift the masses in minority areas out of poverty. The minority product and trade loan balance in poor areas was 82.927 billion yuan, and the central government issued 3.632 billion yuan of discount subsidies for the minority product and trade loans.

    Financial services in rural areasIn 2014, the Peoples Bank of China and the relevant departments actively promoted the Agricultural Bank of China to launch the pilot reform ofThree Rural Issues Financial Business Departmentin Sichuan and Chongqing, implement the management systems and operation mechanism different from that of urban business, implement the differential deposit reserve ratio, supervision fee reduction / exemption and business tax reduction policies, and explore the mode for sustainable commercial financial services for“three rural issues”. Jointly with the relevant department, the People’s Bank of China Actively developed the overall program for China’s agricultural development bank reform to enhance the ability of Agricultural Development Bank for sustainable development and improve its financial services for“three rural issues”.

    In 2014, the People’s Bank of Chinapromulgated the“Guidance on Financial Services for Family Farms and Other New Agricultural Businesses”(Yin Fa [2014] No. 42), increased financial support for the development of new agricultural businesses and modern agriculture; actively explored the implementation of pilot financial services for family farms and other new agricultural businesses, encouraged and guided main agriculture-related financial agencies and family farms to cooperate with one another to provide comprehensive financial services so as to effectively lift the rural households out of poor, and guided financial agencies to design products and services in line with the characteristics of poor counties.

    In 2014, the People’s Bank of Chinapromulgated the“Guidance on Comprehensively Accelerating the Construction of Rural Payment Service Environment”(Yin Fa [2014] No. 235), basically established the bank account service system conducive to the implementation of various agriculture-benefiting policies and developed the non-cash payment instrument system suitable for rural areas and the payment and liquidation system covering a large number of agriculture-related financial institutions. The business of bank cards and POS machines witnessed rapid growth, online payment and mobile payment became popular, and the bank cards’money withdrawal services and characteristic services for migrant workers covered a large number of people. In China’s rural areas, there were a total of 2.731 billion of personal bank accounts, 1.737 billion bank cards, 249300 ATMs and 5.2567 million POS machines. In rural areas, we had a total of 920,000 service centers for farmers to withdraw deposit and the number of such business reached 157 million, involving 49.4 billion

    yuan.

    In 2014, the People’s Bank of China issued the“Guidance on Accelerating the Construction of Small and Micro Enterprises and Rural Credit System”(Yin Fa [2014] No. 37) to promote the construction of rural credit system and selected 10 poor counties as the demonstration zones for the construction of rural credit system. Targeting at rural households and farmers’professional cooperative organizations, the People’s Bank of China integrated the credit records via various channels, promoted the creation of creditable households, creditable villages and creditable towns, find out and increase the credit value of rural households and farmers’professional cooperative organizations, guided financial institutions to increase credit investment in three rural issues and supported rural households’financing and business launching for development. Credit files were created for a total of 160 million rural households nationwide, and 90.12 million creditable farmers were identified.

    Entrepreneurial and employment serviceIn 2014, the branches of the Peoples Bank of Chinaactively promoted local governments to make innovations to and implement the micro secured loan policy. Zhejiang, Hunan and Gansu included college student village cadres and university graduates into the coverage of small secured loans policy. Jiangsu, Jilin and Henan Province increased credit loans, reduced the security threshold, simplified the examination and approval process and issued more small secures loans. The balance of domestic financial institutions’small secured loans was 76.078 billion yuan, a total of 52.49 billion yuan of small secured loans was issued in 2014, and the balance of discount loans for labor-intensive enterprises was 6.699 billion yuan. The People’s Bank of China conscientiously implemented the“Circular of the General Office of the State Council on the Employment and Entrepreneurship of Graduates of General Institutes of Higher Education in 2014”(Guo Ban Fa [2014] No.22), actively promoted financial institutions’innovation in financial products and services in line with the characteristics of college graduates, and addressed the difficulties for university graduates to get secured loans. In 2014, jointly with nine departments including the Ministry of Human Resources and Social Security, the People’s Bank of China issued the“Circular on the Implementation of the College Students Entrepreneurial Guiding Program”(Ren She Bu Fa [2014] No. 38), requiring multi-channel financial support for college students.

    The People’s Bank of China strengthened the cooperation with the Organization Department of the CPC Central Committee, the Ministry of Human Resources and Social Security and All-China Women’s Federation, starting with the guidance, promotion, assessment and supervision, made continuous innovations to the financial products and strived to do a good job of financial services for the college student village cadres, migrant workers and women including those in impoverished regions. In 2014, the balance of venture loans of the college student village cadres nationwide was 480 million yuan, a total of 278 million yuan of loans were issued to support the business launching of 5505 college student village cadres; and the small secured loans for urban and rural women increased by 32.586 billion yuan, benefiting 582,300 women.

    Fixed-point poverty alleviationIn 2014, in accordance with the economic and social development planning of its twinned poor counties (districts)Yintai District and Yijun County of Tongchuan City, Shaanxi Province, the Peoples Bank of China did a lot of work in supporting local industry development, improving the technical skills of the masses, subsidizing poor students and improving rural financial services. The bank invested 300,000 yuan in the walnut industry of Yijun County and helped increase the product quality and improve the efficiency of the walnut industry through inviting agricultural experts to give lectures, cultivating capable persons in management and expanding planting area; invested 550,000 yuan in the construction of five infrastructure projects including bridge building and laneway hardening, etc.; invited experts and professors to hold eight technical trainings on economic forest planting and management for 1800 people; coordinated 13 rural households to obtain discount loans of 1.15 million yuan with discount fund of 56,000 yuan; carried out the large-scale propaganda activity of“financial knowledge to the countryside”; invested 60,000 yuan to establish the first care center for left-behind children; provided subsidies of 61,000 yuan for needy college students and issued 200,000 yuan of condolence payments to poverty-stricken households.

    Poverty Alleviation by the State-owned Assets Supervision and Administration Commission of the State Council

    OverviewIn 2014, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC)organized and guided central enterprises to participate in poverty alleviation and development and provide counterpart support for poor areas in Xinjiang, Tibet, Qinghai, etc. In accordance with the relevant deployments on the first Poverty Alleviation Day in China, SASAC organized central enterprises to carry out the special activities of“Central Enterprises’Fixed-point Poverty Alleviation in One Hundred Counties and Ten Thousand Villages of the Old Revolutionary Base Areas”and continue to participate in the key problem tackling for poverty alleviation and regional development in contiguous destitute areas; organized the holding of the conference for central enterprises and 19 provincial and municipal state-owned enterprises to support the industrial poverty alleviation in Xinjiang, the forum on central enterprises’job creation for local labors of Xinjiang, and the work conference on the counterpart support of central enterprises for Qinghai, mobilized and made deployments for central enterprises to promote the counterpart support for Xinjiang through industrial development and job creation, promoted the counterpart support of central enterprises for Tibet and the fixed-point poverty alleviation work, effectively promoting the fixed-point poverty alleviation by SASAC organs.     Central enterprises Fixed-point poverty alleviationIn 2014, the central enterprisescontinued to provide counterpart support for 239 key counties for poverty alleviation and development and undertook a lot of fixed-point support and village-stationed support work arranged by the local governments. In the fixed-point poverty alleviation, through industrial support, financial aid, technological service and talent support, the central enterprises carried out industrial development, entire village advancement, labor transfer, labor employment and infrastructure construction work to boost the development of local pillar industries, improve local infrastructure conditions and the masses’living standards, achieving good economic and social benefits.     Central enterprisessupport for XinjiangIn 2014, the relevant central enterprises continued to provide counterpart support for Xinjiang, expanded the construction scale and vigorously promoted the implementation of aid projects in Xinjiang. A total of 41 central enterprises invested in 5991 projects in Xinjiang with a total of investment of more than 140 billion yuan. 21 central enterprises undertook 1273 projects in Xinjiang with contract value of nearly 70 billion yuan. Central enterprises successively constructed a large number of major projects to boost the economic development and improve the people’s livelihood in Xinjiang. They actively participated in the construction of social public welfare undertakings and livelihood projects, took the lead to save resources and protect environment in the construction in Xinjiang and extensively carried out cultural education, medical service, disaster relief, talent training, free donation, industrial support and fixed-point poverty alleviation work. The central enterprises invested 104 million yuan of relief funds in Xinjiang.

    Central enterprisessupport for TibetIn 2014, the central enterprises participated in economic and social development of Tibet with an investment of 15.284 billion yuan, launched 163 aid projects in Tibet and provided aid funds of 486 million yuan for Tibet. 16 central enterprises implemented 133 aid projects in Tibet with aid funds of 322 million yuan, including Petrochina, Sinopec, State Grid, CNOOC, the Shenhua Group, China Telecom, China Unicom, China Mobile, China FAW, Dongfeng Motor, Baosteel Group, Wuhan Iron and Steel Group, China Aluminum, COSCO Group Sinochem and COFCO.

    Central enterprisessupport for QinghaiIn 2014, the central enterprises invested 24.112 billion yuan in Qinghai and launched 59 aid projects in Tibet with 195 million yuan of relief funds for Qinghai. 45 aid projects with 90.35 million yuan of funds were launched in Qinghai by 16 central enterprises, namely Petrochina, Sinopec, State Grid, China Huaneng, China Datang, China Huadian, China Guodian, China Power Investment Group, Shenhua Group, China Mobile, China Aluminum, China Sinochem, China Minmetals, China Telecom, COFCO Group and Baosteel Group.

    Construction of old revolutionary base areasIn October 2014, SASAC and LGOP jointly launched the special activity ofCentral EnterprisesFixed-point Poverty Alleviation in One Hundred Counties and Ten Thousand Villages of the Old Revolutionary Base Areas. On November 2, we issued the circular on the activity in the name of SASAC and LGOP, mobilized 68 central enterprises to provide counterpart support for 108 counties in the impoverished old revolutionary base areas, aiming to address, in three years, the road, water and electricity problems of some poor villages in the impoverished old revolutionary base areas, do practical things and good things for the masses in the impoverished old revolutionary base areas, and helped solve the most urgent livelihood problem of the masses in the impoverished old revolutionary base areas.

    Employment-oriented poverty alleviation for the minorities in XinjiangIn 2014, SASACpromoted its counterpart support work for Xinjiang, carried out investigation, statistics and study on how the central enterprisesunits in Xinjiang helped address the employment problem of the minority people in Xinjiang and made some suggestions. On May 17, SASAC held in Karamay City of Xinjiang the conference for central enterprises to provide jobs for local labors of Xinjiang.

    Intellectual poverty alleviationOn August 14, 2014, SASAC held in Urumqi the work conference for minority cadres of Xinjiang to work in the central enterprisesunits in Xinjiang, and sent the first batch of 27 minority cadres of Xinjiang to work in the Xinjiang-stationed central enterprises to cultivate minority management personnel for Xinjiang. In 2014, Tibet sent 7 district enterprise managers to receive one-year training in the central enterprises and SASAC organs. On September 2, 2014, SASAC held in Lasa the work conference to make arrangements for central enterprises to send the seventh batch of Tibet-aid cadres and the Tibetan enterprise management personnel to serve central enterprises, and announced the decision for the fourth batch of Tibetan enterprises’management personnel to serve central enterprises. In August and September, SASAC carried out in Beijing the activity of minority adolescents’practice in Xinjiang under the leadership of central enterprises, and invited the first batch of 79 adolescents of Xinjiang to serve central enterprises.     OverviewIn 2014,State Administration of Press, Publication, Radio, Film and Television of the Peoples Republic of China (SAPPRFT) conscientiously implemented the national poverty alleviation and development work plans and requirements and actively promoted the construction of radio and television industry in poor areas. Focused on the implementation of the project of extending radio and TV coverage to every village, the wireless digital overlay of central broadcasting and television programs and rural film projects to improve public services; and focused on strengthening the construction of radio and television programs in minority languages.. to meet the needs of minority people.

    Extending radio and TV coverage to every villageIn 2014, the impoverished regions in central and western areas were the key areas of the project ofextending radio and TV coverage to every village.     Rural movie show projectIn 2014, China newly set up 8 digital cinemas in rural areas, bought 6119 sets of digital film project equipment, set up 6119 digital film project teams and two satellite program receiving stations. The digital film program management center can accept the order of 131 films. In 2014, 8.6 million movies were shown with audience of 1.2 billion and the central government provided subsidies of nearly 720 million yuan for the movie project in rural areas of 22 central and western provinces and autonomous regions.

    Donation of films and TV moviesIn 2013, the State Administration of Press, Publication, Radio, Film and Television continued to organize film and TV movie production units to donate 2,000 episodes of TV series and 36,000 minutes of TV cartoons for border and minority areas like Xinjiang, Tibet and Sichuan, and recommend 80 movies (including 60 feature films and 20 popular science films) as films in minority language to be translated and provide materials for the translation and production. Under the principle of“paying equal attention to construction and development”, while promoting capacity building for minority language translation, we strive for special operating fees every year to ensure the normal operation of the facilities and equipment and arranged translation work for broadcasting and TV programs in minority languages, greatly enhancing the radio and TV program translation and production capacity of minority areas and enriching the spiritual and cultural life of ethnic minority people.

    Fixed-point poverty alleviationIn 2014, the State Administration of Press, Publication, Radio, Film and Television continued to provide counterpart support for Ganzi Tibet Autonomous Prefecture of Sichuan Province, supported local disaster relief work, broadcasting and TV equipment upgrading and professional technician training, and strengthened local publicity and program sources.     Infrastructure constructionIn 2014, in the allocation of anti-poverty funds, the State Forestry Administration gave priority to the construction of key projects such as returning farmland to forest, natural forest resources protection, protection forest construction, rocky desertification control, desertification control, wild animal and plant protection, nature reserve construction and wetland protection and restoration, and increased efforts on infrastructure construction, involving forestry science, forest seedling, forest fire prevention, pest control, renovation of shantytowns in state-owned forests (dilapidated houses in forestry), etc. In 2014, we invested a total of 33.099 billion yuan in the state-owned forestry of 19 twinned poor counties in 14 contiguous destitute areas, up 15.66% over 2013(27.916 billion yuan); and completed the construction of a total of 40.8542 million mu of forest, of which 10.4104 million mu was characteristic economic forest.

    Industrial poverty alleviationAccording to the characteristics of hardship and low technological level of impoverished regions, the State Forestry Administration organized the formulation of theNational Program for the Understory Forestry Economy Development of Collective Woodland (2014-2020)”and the“National Implementation Plan for the Understory Forest Medicine and Mushroom Development of Collective Woodland (2014-2020)”and clearly proposed to give priority to theecological fragile areas, minority areas and remote areas in the development of the understory forestry, medicine and mushroom industry. For two consecutive years, we increased support for poor areas in providing subsidies for the pilot traditional Chinese herbs projects of understory economy and arranged pilot funds of 150 million yuan in 2014, of which 51 million yuan was issued to Qinba Mountain Area, accounting for 34%. Meanwhile, five trainings on poverty reduction were held for 430 farmers and technicians of the forestry industry.

    Ecological poverty alleviationReturning farmland to forest. In 2014, China launched a new round of returning farmland to forest. The central government budget of 1.65 billion yuan and central financial funds of 2.47 billion yuan was issued for returning farmland of 4.83 million mu to forestry and returning farmland of 170,000 mu to grassland as well as the forest plantation of 533400 mu in wasteland. In order to consolidate the results of returning farmland to forest, based on the special construction task planning of local governments on consolidating the results in 2014, we issued the task of consolidating the results of returning farmland to forest in 2014 jointly with the relevant departments and issued special funds of 12.31 billion yuan for this program, including 360 million yuan for seven provinces (autonomous regions), including Guizhou, Sichuan, etc. Meanwhile, we assisted the Ministry of Finance to invest 13.6 billion yuan of subsidies for the rural households that returned farmland to forest in 2014 and issued 25.36 billion yuan of special funds for this program in 2015.

    Natural forest resources protection.  Strengthened guidance on the project implementation in impoverished regions, actively implemented the public welfare forest construction, issued forest cultivation funds, promoted the performance evaluation, accelerated the construction of the project management information base and the ecological construction network monitoring system, and strengthened the“four to the province”assessment of local governments’construction to ensure the smooth implementation of natural forest resources protection in poor areas.

    Protection forest construction project. The northern and coastal protection forests and the protection forests in the Yangtze River Basin, Pearl River Basin, as well as the Taihang Mountain greening project cover almost all the poor areas. In 2014, the projects were successfully implemented in the poor areas in accordance with the requirements for project progress.

    Comprehensive treatment of rocky desertification. In 2014, central budget funds of 1.288 billion yuan for infrastructure construction were issued to support the comprehensive treatment of rocky desertification.

    Desertification control. We launched Phase II project of the sandstorm source control in Beijing and Tianjin (2013-2022), covering 51 poverty-stricken counties; the national desertification prevention and control demonstration project, covering 41 poor counties; and the pilot project of subsidizing the protection of desertificated land, covering four poor counties.

    Wetland protection and restoration. Formulated the subsidy policy for wetland protection. In 2014, 1.6 billion yuan of subsidy funds were issued for this program and priorities were given to impoverished regions.

    Poverty reduction of state-owned poor forest farms. In 2014, 360 million yuan of poverty-relief funds were allocated for state-owned poor forest farms to improve the production and living conditions and develop production and personnel training, effectively enhancing the“blood-making”function of the state-owned poor forest farms and improving the quality of the staff as well.

    Fixed-point poverty alleviationIn 2014, the State Forestry Administration was designated to provide counterpart support for 19 poor counties, including Huangping, Taijiang, Jianhe, Danzhai, Leishan, Rongjiang, Congjiang, Sandu, Lizhi and Dushan County of Guizhou Province, Luocheng, Huanjiang, Rongshui, Sanjiang, Jinxiu and Longsheng County of Guangxi Zhuang Autonomous Region, as well as three non-key counties, namely the Liping County of Guizhou Province, Rong’an and Ziyuan County of Guangxi Zhuang Autonomous Region. The central government invested 600 million yuan for forestry development, mainly involving the protection of natural forest resources, the consolidation of the results of returning farmland to forest, the construction of protection forest system, the protection of wild animals and plants, the construction of nature protection areas, comprehensive treatment of rocky desertification, wetland protection, as well as forest ecological benefits compensation, forestry subsidies, agricultural comprehensive development and Camellia industry development.

    Field research on poverty alleviationIn 2014, relevant leaders of the State Forestry Administration and relevant divisions and bureaus carried out field research in the twinned poor counties, held talks with the cadres and summarized the poverty reduction effects, patterns and experience, aiming to promote the comprehensive development of forestry-oriented poverty alleviation by the fixed-point poverty alleviation.

    Poverty alleviation trainingIn 2014, the State Forestry Administration sent a total of 13 people to practice in Jiuwan Mountain Area; invited domestic well-known experts in bamboo and camellia oleifera to hold four technical trainings on forestry-oriented poverty alleviation in the twinned poor counties, mainly introducing bamboo processing and innovation technologies, bamboo resource cultivation technology, bamboo forest pest control technology, bamboo and bamboo product arts, Camellia oleifera seed breeding, high-yield cultivation and the transformation of low-yield forest, oil nutrition quality and processing quality control technology, etc., covering 340 production managers, technicians, planting farmers and forestry farmers, providing various kinds of information for the grassroots forestry workers to timely understand the state’s forestry policy and learn how to shake off poverty by forestry development. Meanwhile, we carried out the activity of newspaper delivery to the countryside, entrusted China Green Times to issue 800 copies of China Green Times to each of the 19 twinned poor counties.

    Poverty Alleviation by China National Tourism Administration

    OverviewIn 2014, in accordance with the requirements of theOpinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development,  the National Tourism Administration focused on the fixed-point poverty alleviation and vigorously promoted the tourism-based poverty alleviation in the contiguous destitute areas and key regions for poverty reduction; and concentrated on the construction of people-enriching project by rural tourism to promote the development of tourism-based poverty alleviation in rural areas. The tourism-based poverty alleviation lifts one million farmers out of poverty every year.

    Poverty alleviation programIn 2014, the National Tourism Administration always took planning guidance as an important means to boost the tourism development in backward areas, launched the preparation and study of tourism planning of contiguous destitute areas based on the poverty alleviation and development planning of the contiguous destitute areas; successively launched the preliminary work of the tourism development planning formulation for Qinba Mountain Area, Wuling Mountain Area, Yanshan-Taiyang Mountain Area, Dabie Mountain Area and the former central Soviet area, and continued to accelerate the preparation of the tourism development planning for Wumeng Mountain Area and the Yunnan-Guangxi-Guizhou rocky area.

    Industrial poverty alleviationIn 2014, jointly with seven departments including the National Development and Reform Commission and LGOP, the National Tourism Administration issued theCircular on the Implementation of Rural People-enriching Tourism Development Project to Promote the Tourism-based Poverty Alleviation”, identified 6130 eligible administrative villages for the key villages to implement the rural tourism-based poverty alleviation, and issued the“Pilot Program for Tourism-based Poverty Alleviation in Poor Villages”jointly with the LGOP.

    Infrastructure constructionIn 2014, according to the requirements of the State Council Leading Group of Poverty Alleviation and Development, the National Tourism Administration arranged 192 million yuan of national tourism development fund to subsidize the projects in poor areas, accounting for 30% of the total; of which 11.5 million yuan was issued to support the tourism project construction in the twinned poor counties, including 5 million yuan for the sanitation facilities and parking lot construction in Aershan-Chai River Tourist Zone, 5 million yuan for the tourism infrastructure and service facilities construction in Bama Yao Autonomous County of Guangxi Zhuang Autonomous Region, one million yuan for the tourism development projects in Fanjing Mountain, Jiangkou County of Guizhou Province, and 1.5 million yuan for the parking lot projects in Heiwanhe Area of Fanjing Mountain.

    Poverty alleviation trainingIn September and October 2014, the National Tourism Administration held in Beidaihe three villager cadres trainings on rural tourism-based poverty alleviation. A total of 900 people took part in the event, including the village heads (or party secretaries) of 803 impoverished villages in 21 provinces (autonomous regions, municipalities) nationwide. In September, we held in Ganzhou of Jiangxi the seminar on tourism economy development in Luoxiao Mountain Area for more than 80 tourism administration cadres of 24 counties (cities, districts) of Jiangxi and Hunan Province; in November, the training course on ecological tourism in Bama of Guangxi was held in Bama for more than 100 tourism administration cadres of 10 counties (cities, districts) of Hechi and Baise of Guangxi. Meanwhile, the CDs on rural tourism—based poverty alleviation training were produced and a series of books on“Q&A on Rural Tourism”were published.

    Tourism propagandaMaking use of the platforms such as China International Tourism Fair, China National Tourism Administration organized overseas traveling salesmen and media groups to carry out field research in poor areas, provided free promotional materials for them and reduced the booth fee. Supported the poor counties and key areas for fixed-point poverty alleviation, such as Tongren City of Guizhou Province, Aershan City of Inner Mongolia and Bijie Experimental Zone of Guizhou to hold propaganda and promotion meetings, and helped invite representatives of travel agencies and news media to participate in the meeting.

    Poverty Alleviation by the State Tobacco Monopoly Administration

    OverviewIn 2014, the State Tobacco Monopoly Administration profoundly implemented the spirit of the Third and Fourth Plenary Session of the 18th Central Committee of the CPC, under the guidance of“”China Rural Poverty Alleviation and Development Program (2011-2020)”, highlighted people’s livelihood, focused on economic development, vigorously implemented rural infrastructure construction, actively promoted the development of agricultural industry, education and public health, directly put in anti-poverty funds of 220 million yuan in 2014 and completed 57 poverty-relief projects and the poverty alleviation targets.

    Fixed-point poverty alleviationIn 2014, the State Tobacco Monopoly Administration formulated the poverty alleviation plan. Based on the actual situation, starting from addressing the most direct, most urgent and most realistic interest problems of the masses, in order to increase the income of the masses and lift the poor out of poverty, the State Tobacco Monopoly Administration directly put in 20 million yuan in the poverty reduction of two twinned poor counties—Zhushan county and Zhuxi County of Hubei Province and implemented 53 poverty reduction projects in the poor counties. A total of 29.15 million yuan of anti-poverty funds (including 10 million yuan from the State Tobacco Monopoly Administration, 2 million yuan for tobacco industry due to project adjustment, 6 million yuan from Hubei tobacco industry, 3 million yuan from Hubei provincial government and 8.15 million yuan raised by Zhushan County) were issued to Zhushan County, supporting the construction of 36 poverty-relief projects, including: one drinking water project (1.18 million yuan), five social undertakings projects (2.8 million yuan), 8 tobacco projects (7.3 million yuan), three vegetable industry construction projects (2.71 million yuan), four animal husbandry projects (800,000 yuan), nine projects in remote poor villages (4.82 million Yuan), one household poverty project (500,000 yuan, two contiguous poor area development projects (4 million yuan), two new rural construction projects in tobacco producing areas (5 million yuan) and one other project (40,000 yuan). A total of 19 million yuan of poverty-relief funds were issued to Zhuxi County (including 10 million yuan from the State Tobacco Monopoly Administration, 6 million yuan from Hubei tobacco industry and 3 million yuan from Hubei provincial government) for the construction of 17 poverty-relief projects, namely: seven poverty-relief relocation community and new rural infrastructure construction projects (9.6 million yuan); two tobacco and industrial development projects (1.2 million yuan), three projects of living environment improvement for the poor in mountain areas (1.8 million yuan), three education and national fitness projects (6.2 million yuan) and two pilot innovation projects  (200,000 yuan). The poverty alleviation projects involved nearly 300 villages in the two counties and benefited more than 160,000 people, giving full play to the maximum economic and social benefits of poverty-relief projects.

    Counterpart support for GuizhouIn 2014, the State Tobacco Monopoly Administration directly allocated 100 million yuan of financial aid funds for Guizhou Province. In addition, Guizhou Provincial Tobacco Monopoly Bureau and Guizhou Tobacco Industry Co., Ltd each issued 50 million yuan to support the new rural construction projects in the province, and the poverty reduction work was implemented in 100 villages of 22 counties that were selected through competition in 2013.

    Counterpart support for Xingguo CountyIn accordance with theNotice of the General Office of the State Council on Issuing the Implementation Plan for Central Organs and Relevant Units to Provide Counterpart Support for Gannan and other Former Central Soviet Areas”, the party group of the State Tobacco Monopoly Administration attached high importance to the counterpart support work, prepared and issued the“Opinions of the State Tobacco Monopoly Administration on Implementing the Spirit of Relevant Documents of the State Council and Providing Counterpart Support for Xingguo County”. According to the requirements of the document, in 2014, the State Tobacco Monopoly Administration directly invested 100 million yuan to support the beautiful countryside construction and education development in Xingguo County. The former include 61 Jinye New Village stations such as the Xinye Station of Jiangkou Village in Xingjiang Town and the Jiangyuan Station of Chenye Village in Xingjiang Town, benefiting 15500 people, for which the State Tobacco Monopoly Administration invested aid funds of 78 million yuan. The education projects include the construction of the Xingguo County Red Army Children Primary School and Butou Town Fenglin Village Kindergarten, for which the State Tobacco Monopoly Administration invested aid funds of 22 million yuan.

    Poverty alleviation by sending cadresIn 2014, the State Tobacco Monopoly Administration combined the fixed-point poverty alleviation with cadre trainings, sent one young cadre respectively to Zhushan County, Zhuxi County and Xingguo County and guarantee the work guidance, organizational coordination and supporting services. The three cadres fully played their advantages, carried out in-depth field research in the poor areas and played an important role in promoting the organic convergence between the tobacco industry and local economic development, boosting local economic and social development.

    Poverty Alleviation by the State Energy Administration

    Rural power grid upgradingIn 2014, the State Energy Administration invested a total of 44.99 billion yuan in rural power grid upgrading, of which 8.5 billion yuan was from the central government, and newly constructed and renovated a total of 944 transformer substations, circuits of 226,000 km, 89,000 distribution transformers and 3.814 million household ammeters, giving priority to the power grid construction in central and western underdeveloped areas, especially the minority areas and old revolutionary base areas.

    Electric power construction projects in the regions without access to electricityIn 2014, the State Energy Administration invested a total of 8.71 billion yuan in the construction of electric power construction projects in the regions without access to electricity, of which 4.5 million yuan was from the central government, addressing the electricity problem of 840,000 people without access to electricity. From 2013 to 2014, we addressed the electricity problems of 2.45 million people and all the people in Xinjiang Uygur Autonomous Region and Gansu have now got access to electricity.

    Coal mine safety reformationIn 2014, the State Energy Administration invested 151 million yuan of central budget funds in Coal mine safety reformation to support the safety technical upgrading of 30 coal mines in the national key counties for poverty alleviation and development, 15.68 million yuan of central budget funds in geological exploration to support the geological exploration of four coal mines in contiguous destitute areas; and 10.86 million yuan in coal industry upgrading to support the construction of the coalbed gas pipeline projects in poor areas.

    Natural gas project in South XinjiangIn 2014, the State Energy Administrationorganized the implementation of natural gas projects in South Xinjiang with a total investment of 5.278 billion yuan, including 2 billion yuan of central governments investment (1.2 billion yuan issued in 2013 and 800 million yuan issued in 2014), covering 12 counties (cities) and 20 agricultural and animal husbandry farms in the three prefectures of South Xinjiang. The project has been completed and put into operation.

    Power generation by energyIn 2014, the State Energy Administration approved and incorporated thermal power projects of 7.24 million kw into the planning for central and western poor areas, approved the power grid interconnection project feasibility reports of Changdu of Tibet and Sichuan, invested central budget funds of 2.489 billion yuan, accounting for 37.5%; approved four hydroelectric projects with a total installed capacity of 6.01 million kw respectively in Huangdeng and Wunonglong in Lancangjiang of Yunnan, Lianghekou in Yalong of Sichuan, and Dobb in Niyanghe of Tibet, for which the total investment was 105.2 billion yuan, including 1.213 billion yuan for Dobb Hydropower Station. In addition, we organized the relevant units to develop the planning for the construction of Tongwei wind power base in Gansu Province and Liangshan Prefecture wind power base in Sichuan province, of which the installed capacity is 2 million kw and 6 million kw respectively.

    Photovoltaic power generation for poverty alleviationIn 2014, jointly with the LGOP, the State Energy Administration issued theCircular on the Issuance of Work Plan on Photovoltaic Power Generation for Poverty Alleviation(Guo Neng Xin Neng [2014] No.447) and proposed to implement the project of industrial poverty alleviation by photovoltaic power generation nationwide in six years; issued the“Circular on the Implementation of Pilot Project of Photovoltaic Power Generation for Poverty Alleviation”(Guo Neng Xin Neng [2014] No.495) jointly with LGOP, and planned to launch the first batch of pilot projects of poverty alleviation by photovoltaic power generation in 30 counties of Ningxia, Anhui, Shanxi, Hebei, Gansu and Qinghai where relevant policies were implemented, people had high enthusiasm and a solid foundation was laid for the project construction.

    Fixed-point poverty alleviationIn 2014, the State Energy Administration continued to help Tongwei County and Qingshui County of Gansu Province to introduce various types of projects to accelerate the development and utilization of local energy resources, support the development of characteristic competitive industries, strengthen urban and rural infrastructure construction, and direct invested funds intellectual aid to support the basic education of primary and secondary schools and the operation of village-level poverty-relief mutual funds associations.

    Energy project constructionThe State Energy Administration promoted the wind power project construction in Tongwei County, completed Phase Project of Huaneng Huajialing Program, launched the site formation of Phase Project and did preliminary work for Phase IV Project; approved

    the 2 million kw wind power plant planning of Tongwei County; promoted the green power demonstration county construction in Qingshui County, completed the formulation of investment plans for the“Green Energy Power Demonstration County Planning of Qingshui County”and large-scale biogas project; urged the agreement signing on ZTE’s PV irrigation project in Qingshui County; urged China Three Gorges New Energy Company to complete the anemometry work in Keliang of Gaofeng in Qingshui County; and coordinated Sinopec New Star Petroleum Limited to complete the geothermal resources exploration and evaluation in the two counties, forming the exploration reports.

    In 2014, 27.88 million yuan and 37.2 million yuan was issued respectively to support the rural power grid upgrading in Tongwei County and Qingshui County. The two counties newly implemented and renovated 10 kv circuits of 215.69 km, low-voltage circuits of 151.7 km, 317 transformers and the ammeters of 6167 households, effectively improving the production and living power conditions of local enterprises and residents.

    Infrastructure constructionIn 2014, the State Energy Administration coordinated the investment for small farmland and water conservancy projects in Tongwei County and the investment of central budget funds for the county hospital of traditional Chinese medicine, promoted the construction of subgrade projects of Mayun Grade highroads in Tongwei County, coordinated the investment for relocation and the renovation of kindergartens and schools with poor conditions in Qingshui County, invested central budget funds in the county hospital of traditional Chinese medicine and coordinated PetroChina to support the construction of 100 central primary schools in Qinting Town of Qingshui County.

    Poverty alleviation by sending cadresIn accordance with the requirements of the Organization Department of the CPC Central Committee and LGOP, in 2014, the State Energy Administration selected two organ cadres to practice in the twinned poor counties for poverty reduction.

    Education-based poverty alleviationIn 2014, the State Energy Administrationinvited ten outstanding pupils respectively from Tongwei County and Qingshui County to take part in the one-week study tour activity in Beijing, and entrusted North China Electric Power University to organize some teachers and students to provide a 10-day teaching-support activity for the two poor counties and held extracurricular trainings for local junior and senior high school students.

    Poverty Alleviation by China Railway Corporation

    OverviewIn 2014, new progress was made in the railway reform and development and new results were achieved in poverty alleviation by the railway industry. Party Secretary and General Manager of China Railway Corporation Sheng Guangzu attached great importance to poverty alleviation and development work, acted as the head of the Leading Group for poverty alleviation, required the relevant units to earnestly study General Secretary of CPC Central Committee Xi Jinping’s strategic thinking on the poverty alleviation and development work in the new era and a series of deployments on anti-poverty work made by the CPC Central Committee and the State Council and promoted the poverty alleviation-related work according to the poverty alleviation work arrangements to perform the management duties of China Railway Corporation. The relevant units did a good job of fixed-point poverty alleviation and contact work and implemented poverty alleviation by railway construction and transportation, playing a positive role in promoting the poverty alleviation and development in impoverished regions.

    Contact with Qinba Mountain AreaChina Railway Corporation strengthened its communication with the Ministry of Science and Technology and the State Railway Administration, held the poverty alleviation promotion conference of Qinba Mountain Area, organized Zhengzhou Railway Bureau, Wuhan Railway Bureau, Xi’an Railway Bureau, Chengdu Railway Bureau and Lanzhou Railway Bureau to strengthen the communication with the poverty alleviation offices, science and technology departments and railway offices of the six provinces (municipalities) in the contiguous destitute areas, earnestly perform the duties of communication, supervision and guidance, steadily promote the implementation of poverty alleviation planning and projects and help implement the support measures. In 2014, the Yangpingguan-Ankang No.2 Line, Yangpingguan-Ankang Railway, and West Inner Mongolia-Central China Railway for coal transport in Qinba Mountain Area were constructed, 157.5 billion yuan was issued for the railway construction in the six provinces (municipalities) of the contiguous destitute area, and the total investment to the railway construction here amounted to 1.05 trillion yuan. At the same time, we accelerated the preliminary work of the Zhengzhou-Wanzhou Railway and Wuhan-Xiangyang-Shiyan Interurban Railway, striving to launch the project as soon as possible; increased 12passenger transport trains to run from Qinba Mountain Area to Beijing, Qiqihaer and Urumqi, and launched a few motor trains for Chengdu-Shanghai and Xiamen, further expanding the coverage of passenger transport trains in the six provinces (municipalities) in Qinba Mountain Area.

    Poverty alleviation by railway constructionIn 2014, in accordance with the central governments deployment on accelerating the construction of railway, China Railway Corporation, the relevant departments and local governments established a multi-level coordination mechanism, took unconventional measures to speed up project declaration, approval and implementation and promote railway construction. At the same time, focusing on the central and western regions, especially the poor areas, we pushed forward the preliminary work of major railway projects covered by the national planning and made preparations for the project construction. A number of major projects in the central and western regions were put into operation, including the Lasa-Shigatse Railway, Taiyuan-Xi’an section of Datong-Xi’an Railway, Hangzhou-Huaihua section of Shanghai-Kunming Railway, Lanxin No.2 Double Line, Chengmianle Passenger Transport Railway, Nanning-Guangzhou Railway and Guizhou-Guangzhou Railway. A number of railway projects were launched, including the Beijing-Shenyang Passenger Transport Railway, Hangzhou-Huangshan Railway, Harbin-Jiamusi Railway, Huaishaoheng Railway, Harbin-Ejina Railway, Lijiang-Shangri La Railway, Gantang-Wuwei South No.2 Railway and the Baorui Section of Dali-Ruili railway. 387.4 billion yuan was invested in the national railway infrastructure construction in the 21 provinces (autonomous regions, municipalities) in the 14 contiguous destitute areas, accounting for 70.3% of the total nationwide; railways of 6878 km were put into operation, accounting for 81.6% of the total, including high-speed railway of 4711 km, accounting for 85.8%, and 50 new projects were launched, boosting the coordinated economic development of local area and promoting the poverty alleviation and development work in poor areas.

    Poverty alleviation by railway transportationIn 2014, making good use of the increased transportation capacity after the construction of Beijing-Shijiazhuang-Wuhan High-speed Railway, Wuhan-Yichang Railway and Datong-Xian Railway, China Railway Corporationorganized the transformation of Baoji-Chengdu Railway, optimized the train operation structure to enhance the comprehensive transportation capacity of the railway network in the central and western regions and meet the transportation needs of central and western regions; implemented targeted transportation-oriented poverty alleviation to meet the different needs of impoverished regions; gave priority to the transportation of key materials related to people’s livelihood and implemented preferential transport prices for the transportation of grain, cotton, chemical and other agriculture-related materials, and implemented special measures for the transportation of tomatoes, potatoes and other agricultural products and labor transfer, providing strong support for the economic and social development and poverty reduction in poor areas. Through a series of measures such as increasing passenger trains, passenger train stations and the improvement of service facilities, we increased the passenger train transportation capacity of the central and western regions to meet the travel needs of the masses and the tourism development needs of relevant areas. In recent years, the passenger trains on

    Qinghai-Tibet Railway increased by 0.5 pair a year and the Lasa-Shigatse Railway was successfully put into operation, facilitating the traffic of the masses in Tibet and making the visitors in Tibet increase significantly in peak tourist season. With the improvement of the railway network in South Yunnan, we increased two pairs of passenger trains in Hekou Station, reducing the time of going to Kunming by 6.5 hours; increased five pairs of intercity trains, four pairs of common passenger trains in Xinjiang and three pairs of motor trains to improve the traffic environment. For the first time, Guizhou, Inner Mongolia, Gansu and Qinghai also launched the motor train projects: 29 pairs for Guizhou-Guangzhou Railway, 21 pairs for Nanning-Guangzhou Railway and 15 pairs for Jibao Railway. For the first time, the motor trains running from Shanghai, Hangzhou, Nanjing and Nanchang to Chengdu and Chongqing on the Yichang-Wanzhou Railway were launched, and motor trains were increased to run from Jilin to Beijing South Station and from West Harbin to Wuhan on the Harbin-Dalian Railway, etc. In Sichuan, Henan, Hubei and Anhui, where a large number of migrant workers live, we mainly arranged ordinary passenger trains, and increased ordinary passenger trains for the railway with a heavy flow of migrant workers, striving to promote the migrant workers’transportation work. Meanwhile, we increased passenger trains for Qiqihaer-Chengdu Railway, Changchun-Xiamen Railway and the West Harbin-Songyuan Railway in northeast areas, and increased 1281 new passenger trains equipped with air conditioners.

    Fixed-point poverty alleviationIn 2014, China Railway Corporationcontinued to promote the fixed-point poverty alleviation work in eight key counties for poverty reduction, namely Yuanzhou District of Guyuan City in Ningxia Hui Autonomous Region, Hetian County of Xinjiang Uygur Autonomous Region, Luanchuan County of Henan Province, Danjiangkou City of Hubei Province, Yunyang County of Chongqing, Cangxi County of Sichuan, Mian county of Shaanxi and Xihe County of Gansu Province, issued 9.4 million yuan of poverty-relief funds for the implementation of 29 projects, including entire village advancement, the development of rural characteristic industries, education-oriented poverty alleviation, medical service-based poverty reduction and rural highroad construction. In addition, in accordance with the requirements of relevant central departments and state organs as well as local Party committees and governments, China Railway Corporation invested 36.25 million yuan in the construction of 59 relief projects, directly benefiting 89,000 people. Throughout the year, a total of 45.65 million yuan was invested in railway industry and 88 poverty relief projects were implemented.

    Entire village advancementIn accordance with the requirements ofplanning for villages and projects for households, to develop theblood-makingcapacity of poor areas, China Railway Corporation vigorously promoted the development of facility agriculture, planting and breeding, newly built 10060-square meter breeding sheds and purchased 293 basic cows and 600 ewes for Zhaiwa Village of Yuanzhou District, and promoted the development of planting industry based on the breeding scale, forming a benign development situation. At the same time, we helped construct the village roads connecting all households of Zhaiwa Village, repaired 4,000 meters of deserted roads; newly constructed Zhaiwa Village’s cultural square, which was equipped with fitness equipment, basketball court, table tennis facilities, etc., and purchased 100 solar water heaters for the poor. Thus, one third of the rural households in the village got automatic hot water for the first time.

    Industrial poverty alleviationImplemented the development-oriented poverty alleviation in Hetian County, the transformation of grape stands of 250 mu, the planting of grapes of 500 mu and grafting of grape seedling as well as the construction of two air-cooled storehouses in Sege Zikule Town, further improving the grape output, quality and economic benefits of the town; In Layiga Town, constructed breeding sheds for the development of 600 major households engaged in livestock breeding; in Langru Town, set up the agricultural machinery cooperatives to facilitate farming, purchased ten rotary cultivators, construct one wool processing plant for Mitizi Village, improved low-yield land of 500 mu for Puji Village, and implement the irrigation projects by water lifting. Meanwhile, we helped Luanchuan County of Henan Province to develop characteristic industries in rural areas, contacted the introduction of double spore mushroom cultivation project and desman projects with a total investment of 20 million yuan or so, made preparations for the construction of rural characteristic industrial bases in Luanchuan, and supported the marketing of characteristic agricultural products in railway stations.

    Infrastructure constructionOrganized Urumqi Railway Bureau to combine the fixed-point poverty alleviation with the field survey, peoples livelihood improvement and heart-warming project, established the work team for poverty reduction in Dakui Village of Layiga Town, Hetian County, visited 460 households, repaired the village cultural room, broadcasting studio and reading room, purchased more than 200 sets of magazines (books) and fitness equipment, created two cultural walls; renovated the basketball court, replaced the plastic floor and the basketball stand; newly constructed a small-size new football field with artificial turf; constructed 8 mu of peach orchard, boosting the economic development of the village; made renovations to the old water pipelines to address the drinking water problem of more than 200 households; made a lot of efforts to improve the rural medical service, road and irrigation conditions in the twinned poor areas; in Yunyang County, we invested 300,000 yuan to support the construction of Medical Building of Shuangtu Town Hospital to improve the medical service conditions of the masses; in Xihe County, we invested 300,000 yuan to support the flood resistance and road building in Duanji Village of Shili Town and repaired three overflow pavements to address the river crossing problem of more than 1500 people and more than 1,000 mu of cultivation machinery; in Danjiangkou City, we invested 300,000 yuan to support the road building in the migrants’resettlement points of Langhekou Village of Langhe Town; in Cangxi County, we invested 300,000 yuan to support village road building and pond construction to boost the development of local kiwi fruit industry; in Mian County, we invested 300,000 yuan to help Yuancun Village of Yuandun Town construct one barrage to address the irrigation problem of 255 mu of farmland.

    Education-based poverty alleviationAdhering to the principle of giving priority to intellectual support in poverty reduction, we launched the education-oriented poverty alleviation projects. In Luanchuan County, we invested 300,000 yuan in the construction of Machaoying Village Primary School in Baitu Town; in Hetian County, we provided subsidies of 100,000 yuan for 50 needy students newly enrolled in colleges; in Yuanzhou District, we provided subsidies of 300,000 yuan for 100 college students from rural needy families. The League committees of railway sector nationwide continued to implement the large-scale public welfare student aid activities and provided subsidies of one million yuan for 200 outstanding destitute college students; donated 500,000 yuan for the construction of Xianyuan Primary School of Longxi County, which was damaged in the earthquake, and newly constructed six classrooms of 300 square meters. Chengdu Railway Bureau raised 850,000 yuan to support the construction of Bazhong Siyuan Experimental Primary School and Wuyi

    Community.

    Poverty alleviation by sending cadresAccording to the needs of the aided counties, we sent one cadres respectively to Luanchuan County, Danjiangkou City, Mian County, Xihe County and Yuanzhou District. The five cadres carried out in-depth field research, visited the poor villages and poor households, carried out monitoring on project progress, implemented the support measures, contributed ideas for local poverty alleviation and development, implemented precise poverty alleviation to meet local needs, and played an important role in addressing practical problems, affirmed by the masses and local cadres. In January 2014, the Poverty Alleviation Office of Urumqi Railway Bureau and the village-stationed cadre Yang Yehong in Yuanzhou District were respectively titled“Advanced Collective of Central Organs in Fixed-point Poverty Alleviation”and the“Advanced Individual of Central Organs in Fixed-point Poverty Alleviation”.     Poverty Alleviation by China Banking Regulatory Commission

    OverviewIn 2014, China Banking Regulatory Commission (CBRC) attached great importance to the rural financial services in impoverished regions, through guiding banking agencies to issue more agriculture-related credit loans, vigorously developed rural inclusive finance, deepened the rural financial system reform, enriched the rural financial service agencies, made innovations to the rural financial products and service modes, improved the rural financial infrastructure and steadily pushed forward the fixed-point poverty alleviation work to effectively enhance the financial service level of poor areas.

    Investment of agriculture-related fundsChina Banking Regulatory Commission actively guided banking institutions to increase financial support for three rural issues in accordance with the requirements of adjusting and optimizing the credit structure to ensure investment in three rural issues. In 2014, the balance of agriculture-related loans of banking institutions was 23.6 trillion yuan, accounting for 28% of total, with an increase of 3 trillion yuan compared to the beginning of this year, up 13%, 0.7 percentage points above the average growth rate of the loan. China Banking Regulatory Commission guided banking institutions to increase loans with agriculture-supporting reloans, issue the financial bonds for three rural issues and add some funds, and launch the pilot project of asset securitization of agriculture-related loans to vitalize some funds. Agriculture-related banking institutions were required to develop agriculture-related credit programs, conduct scientific decentralization of approval authority and establish the long-term mechanism of agricultural support services.

    Rural inclusive financeContinued to promote the full coverage of rural basic financial services andtransformed eligible simple financial service offices into standardized outlets to gradually achieve the full coverage of township financial agencies; in the administrative villages with certain conditions, steadily pushed forward the basic financial services to cover all villages and extended the basic financial services to villages; vigorously developed the financial services to improve people’s livelihood, supported returned migrant workers, rural youth, rural women, college student village cadres and science and technology correspondents to work and start businesses in rural areas; improved the financial services for people with disabilities and other special people in rural areas; focusing on contiguous destitute areas, increased credit loans to boost the sound development of precise poverty alleviation and anti-poverty microcredit; and profoundly carried out the financial knowledge delivery to the country side and education publicity activities to effectively safeguard the legitimate rights and interests of the rural financial consumers.

    Institutional reform of rural financial institutionsGave play to the leading role of rural credit cooperatives in supporting agricultural services; deepened the reform of rural credit cooperatives, newly set up 200 rural commercial banks in 2014, and improved policy-based financial services. The overall plan for the reform of Agricultural Development Bank of China was approved by the State Council, which further strengthened the policy functions andmade clear policy business scope and regulatory standards. We continued to deepen the pilot reform of the financial service business for three rural issues of the agricultural bank, expanded the coverage of the pilot areas to include 1497 counties; supported Postal Savings Bank of China to play its outlet and service advantages to provide basic financial services for the rural areas and communities and steadily develop the agriculture-related microcredit business. 

    Rural financial serviceIn 2014, 1296 rural banks were set up nationwide, of which 60% were located in the central and western regions, and private capital accounted for 70% and farmersloans and small and medium enterprisesloans accounted for more than 90% of the loans. Promoted the healthy development of agriculture-related financing guarantee institutions, and promoted the relevant departments and local governments at all levels to support financing guarantee companies serving three rural issues through capital injection, subsidies, incentives and risk compensation.

    Financial innovation projects to enrich people and support agricultureActively exploredrural financial products and service modes with low cost that can be copied and easily promoted, continued to promote the implementation of the financial innovation projects to enrich people and support agriculture by rural small and medium-sized financial institutions, accelerated the establishment and improvement of the financial product systems in line with local characteristics to enhance service satisfaction and improve product quality, explored the expansion of the scope of collaterals, and launched pilot projects of secured loans with forest right, land contract management rights and the right to use the homestead as the collaterals.

    Rural financial environment constructionGuided local governments to construct rural creditable households, creditable villages and creditable towns, strengthened the cooperation with local governments and public security organs, severely crack down on loan fraud and debt escaping and revoking behaviors to create a good rural financial environment; organized the activity of“financial knowledge promotion in rural areas”to popularize rural financial knowledge; urged banking institutions to strictly implement the regulations of“seven prohibitions and four announcements”, carried out special inspection, timely investigated and punished illegal collection of fees and significantly reduced the financing cost of agriculture-related enterprises to safeguard the legitimate interests and rights of rural financial consumers.

    Fixed-point poverty alleviationIn 2014, the China Banking Regulatory Commission and its membership units provided strong support for the twinned poor county, Hezheng County of Gansu Province. In the fixed-point poverty alleviation in Hezheng County, combining mechanism with projects, combining people’s livelihood with industry and combining inclusive poverty reduction with demonstration projects, we highlighted financial poverty alleviation and the introduction of external resources and achieved new results. In 2014, China Banking Regulatory Commission issued a total of 4.409 million yuan to Hezheng County. Plus the donations of 2.32 million yuan (including the donations in kind), a total of 6.729 million yuan was invested for the construction of seven projects, and 530 million yuan of external funds were introduced for the construction of 24 projects in the field of agriculture, finance, culture, tourism and education.

    Poverty Alleviation by China Insurance Regulatory Commission

    OverviewIn 2014, China Insurance Regulatory Commission (CIRC) was designated to provide counterpart support for the poverty reduction in two national key counties for poverty alleviation and development, namely Chayou Zhong Banner and Chayou Hou Banner of Inner Mongolia Autonomous Region; held trainings for 18 primary and secondary school teachers, subsidized 41 needy students, sent two poverty-relief cadres to and donated four public vehicles for the two banners, introduced investment of 440,000 yuan to support poor student aid, education network, disaster prevention and insurance industry; invested anti-poverty funds of 1.4 million yuan to launch the livestock breeding and community culture construction in the two banners, and continued to carry out the“warmth-delivery”activity at the end of 2014, achieving good economic and social benefits.

    Investment of poverty-relief fundsIn 2014, by saving public institutionsoffice expenses, China Insurance Regulatory Commission allocated poverty-relief funds of 1.4 million yuan to support the breeding, education and culture industry and the construction of public utilities in the two banners; through industrial channels, called on some sending agencies (insurance regulatory bureaus), insurance companies and warm-hearted people to donate 1.6 million yuan in kind and 440,000 yuan in cash to improve the local education conditions and subsidize needy students. Annual donation situation: China Insurance Regulatory Commission issued 1.4 million yuan of poverty-relief funds; relevant cadres of China Insurance Regulatory Commission raised 100,000 yuan for the“One-day Donation”activity; sending agencies (insurance regulatory bureaus) donated four public vehicles; insurance companies donated student-aid fund of 100,000 yuan, and warm-hearted people subsidized 41 needy students with a total of 240,000 yuan.

    Management of poverty-relief fundsIn 2014, China Insurance Regulatory Commission carried out classified supervision on the poverty-relief funds. For industrial appropriation, the two banners were required to develop the project plans in advance, then the funds were allocated by stage after careful project plan review, and the two banners were required to regularly announce the project construction progress, operation situation and social benefits. As for the solatium for the poor, the list of the poor and the signature of the people who received the solatium must be provided by the two banners. As for the subsidies to needy students, through“one-for-one”support, we directly contacted the students’families to ensure the funds were all used for the needy students.

    Field research on poverty alleviationTo better understand the basic situation of the fixed-point poverty alleviation units and make clear how the poverty-relief funds and materials were used, China Insurance Regulatory Commission set up a work team composed of relevant persons of the General Office and Financial Department to carry out field survey in the two banners in July 2014.

    Poverty alleviation trainingTo enhance the teaching ability and broaden the horizons of local teachers, the village-stationed cadres sent by China Insurance Regulatory Commission coordinated the relevant departments to receive 18 outstanding teachers of Youcha Zhong banner to attend the 10-day business trainings in the kindergarten and primary school with the best conditions in Tianjin in two batches, opened the folk dance and Morin khuur class in some pilot primary schools, making useful attempts for the heritage of outstanding culture of ethnic minorities.

    Poverty alleviation by sending cadres In 2014, China Insurance Regulatory Commission sent two cadres-Wu Wei and Lei Mingguo to serve as the deputy head of the two twinned banners go guide the fixed-point poverty alleviation work. Fully playing their role as a“bridge”between the China Insurance Regulatory Commission and poverty alleviation units, the two cadres participated or organized 24 grassroots field surveys, visited 35 households, contacted two batches of 18 teachers to receive training in Tianjin, mobilized Guoshou Real Estate Investment and Management Co., Ltd and Tianjin Heping District Education Bureau to donate for the poor areas, and contacted warm-hearted people to provide counterpart support for needy students.

    Poverty-relief condolencesDuring the Spring Festival of 2014, China Insurance Regulatory Commission carried out thewarmth-deliveryactivity for the farmers and herdsmen of the two poor banners, after being approved, raised the solatium for the poor from 50,000 yuan to 100,000 yuan, mainly for the purchase of rice, flour, oil, coal and other necessities of life, and delivered condolence to the poor with name list provided by local government, effectively delivering the party and government’s love to poverty-stricken farmers and herdsmen.

    Poverty Alleviation Day ActivityTo actively respond to the call of LGOP, China Insurance Regulatory Commission carried out theOne-day Donationactivity, through the pro-poor policies publicity, introducing the current situation of the poor, making and pasting propaganda pictures and internal website’s propaganda materials, strived to enhance the sense of love of the cadres and workers and organized donation activities. Chairman of China Insurance Regulatory Commission Xiang Junbo required all the staff to promote the anti-poverty work with a high standard, make a contribution to the organ culture construction and, through further publicity and education, make more cadres and workers to participate in the poverty reduction and the poverty alleviation publicity to promote the scientific and sustainable development of anti-poverty work.

    Industrial poverty alleviationTo meet the needs of industrial project construction of Chayou Zhong Banner, China Insurance Regulatory Commission invested poverty relief fund of 600,000 yuan for the upgrading of the milk station in Ruquan Village, Kebuer Town. As the share capital of the village committee, the relief funds of China Insurance Regulatory Commission were under the management of all the villagers and the returns were owned by the collective, laying a good foundation for further upgrading.

    Education-based poverty alleviationIn 2014, jointly with a number of relevant units, China Insurance Regulatory Commission raised the poverty-relief funds and materials for Chayou Zhong Banner Education Bureau, including computer equipment, kitchenware, sanitary equipment, multimedia teaching facilities, etc., improving the teaching, living and health conditions of local schools to some extent. Through mobile communication platform, we established the Student-aid Group, and called on warm-hearted people to subsidize needy students. 41 needy students got subsidies of 240,000 yuan and six batches of living and learning supplies. Meanwhile, we coordinated one insurance enterprise to invest 100,000 yuan to establish the student-aid fund to help more needy students complete their schooling.

    Cultural poverty alleviationAs required by Chayou Hou Banner, China Insurance Regulatory Commission invested anti-poverty funds of 600,000 yuan to support the construction of youth culture and art activities base project in the banner. Through the standardized construction of software and hardware in four communities, namely the Hangning Dalai, Fanrong, Yimin and Beidaokou Community, the office area of the four communities was expanded to reach 700 square meters, and the four communities each have now one center, two teams and one activity room, covering 210,000 people and 8200 households, benefiting more than 8700 students of the primary and secondary schools and kindergartens in the town.

    Insurance-oriented poverty alleviationThe cadres sent by China Insurance Regulatory Commission to the poor areas carried out in-depth field research. Through the negotiation of Ulanqab City Financial Service Office, the Inner Mongolia Supervision Bureau of China Insurance Regulatory Commission and the Agricultural Insurance Department of China Insurance Regulatory Commission, we decided to launch the pilot project of potato target price insurance in Chayou Zhong banner. Ulanqab City Financial Service Office had incorporated this project into the list of key work. By using the financial instrument of potato target price insurance, we strived to enhance the disaster-resisting ability of the potato planting households in Ulanqab City.

    Poverty Alleviation by the Agricultural Bank of China

    OverviewIn 2014, Agricultural Bank of Chinaearnestly implemented the central governments strategic deployment on poverty alleviation and development, focusing on precise poverty alleviation for specific villages and households and regional poverty reduction, steadily pushed forward the financial poverty alleviation, and continued to increase credit loans for the poor areas. In 2014, Agricultural Bank of China issued a total of 636.1 billion yuan of loans to the impoverished regions and the loan balance was 972.6 billion yuan, effectively boosting the economic development of the impoverished regions and the income growth of the poor. In 2014, Agricultural Bank of China issued poverty-relief discount loans of 35.73 billion yuan to support 433 poverty alleviation enterprises and projects, helping 950,000 rural households achieve income growth of 4573 yuan per household, and the balance of poverty-relief discount loans was 41.5 billion yuan; implemented the“Jinsui Farmers-benefiting”project in the rural areas with poor basic financial infrastructure, provided inclusive financial services for the masses through the farmers-benefiting cards, account transfer telephone, POS machine, etc. In 2014, 649,000 farmers-benefiting service centers were set up to effectively improve the financial shortage of relevant towns and Agricultural Bank of China achieved good results in financial poverty alleviation. On the national teleconference on social poverty alleviation convened on October 17, 2014, Gansu Branch, Inner Mongolia Branch and Tibet Branch of Agricultural Bank of China were titled as the“National Advanced Collectives in Social Poverty Alleviation”.

    Construction of poverty alleviation systemIn 2014, Agricultural Bank of China formulated theTen Measures on Financial Poverty Alleviation(Nong Yin Fa [2014] No.92), proposed to establish the organization promotion mechanism, develop the integrated financial service program for different contiguous destitute areas, explore new modes for the study of financial poverty alleviation, strive to implement precise poverty alleviation and comprehensive implement the ten measures on poverty alleviation including village-stationed support, etc. Agricultural Bank of China issued the“Circular on the Establishment of Leading Group for Financial Services in Contiguous Destitute Areas”(Nong Yin Ban Fa [2014] No.245), established the Leading Group for Financial Services in Contiguous Destitute Areas at the headquarters, the provincial branches established the work promotion team and the inter-provincial joint conference mechanism was set up. Issued the“Circular on Further Promoting the Village-stationed Support Work”(Nong Yin Ban Fa [2014] No.244) to strengthen the resource guarantee for village-stationed support; issued the“Circular on Promoting the Financial Services for Rural Households in the Contiguous Destitute Areas”(Nong Yin Ban Fa [2014] No. 33) to strengthen the financial support for the farmers in contiguous destitute areas; formulated and issued the“Operation Specification of Agricultural Bank of China on Jinsui Farmers-benefiting Loans (Trial)”(Nong Yin Gui Zhang [2014] No.94) and clarified the poverty-relief loan pattern with government-funded guarantee corporation or risk compensation fund as the key guaranty style, targeting at the contiguous destitute areas and minority areas.

    Major poverty alleviation activitiesOn the firstPoverty Alleviation Day, Agricultural Bank of China and LGOP signed in Beijing theCooperation Agreement on Financial Poverty Alleviation. According to the agreement, the two sides will play their respective advantages, strengthen business cooperation, increase financial services for the economic and social development of impoverished regions and the income growth of poverty-stricken households, mainly cooperate in the field of industrial poverty alleviation and microcredit-oriented poverty reduction, and launch the pilot projects in the poor areas with certain conditions to jointly explore new modes for financial poverty alleviation.

    In order to support the industry development in poor areas, in October 2014, Agricultural Bank of China and State Development & Investment Corporation (SDIC) signed the“Framework Agreement on Strategic Cooperation”. On the basis of mutual benefit, the two sides agreed to establish a long-term strategic cooperative relationship and play their respective advantages to promote economic development in poor areas.

    People-enriching project by financial poverty alleviationIn 2014, the Inner Mongolia Branch of Agricultural Bank of China and the Poverty Alleviation Office of Inner Mongolia Autonomous Region jointly launched the people-enriching project by financial poverty alleviation, invested 6.2 billion yuan of project funds, of which 5.2 billion yuan was the farmers-enriching loans to support 110,000 poor rural households; one billion yuan was“farmers-supporting loans”to support more than 90 poverty-relied enterprises, highly praised by the farmers and herdsmen.

    Poverty alleviation in contiguous destitute areasIn 2014, the Agricultural Bank of China issued a total of 252.6 billion yuan in 14 contiguous destitute areas nationwide and the loan balance was 440.2 billion yuan at the end of that year. The Jinsui Farmers-benefiting Card project was first launched in the contiguous destitute areas, covering almost all the administrative villages with telephone sets. 34.89 million Farmers-benefiting Cards were issued to the farmers in the contiguous destitute areas, and 140,000 Farmers-benefiting Card Project Service Stations were set up equipped with 176,000 electronic machines and tools.

    Anti-poverty microcreditThe balance of the loans of Agricultural Bank of China for the farmers in poor areas was 190.6 billion yuan in 2014, of which 49.58 billion yuan was small loans for rural households. Agricultural Bank of China strived to broaden the financial service channels, actively made innovations to the financial poverty alleviation mode, provided wholesale funds for China Foundation for Poverty Alleviation and some other anti-poverty microcredit agencies, used all the funds to issue small loans to the farmers in poor areas and supported these agencies to launch anti-poverty microcredit business in poor areas.

    Rehabilitation-oriented poverty alleviationAgricultural Bank of China has been attaching great importance to the development of people with disabilities, devoted itself to meeting the needs of people with disabilities for jobs, production development and livelihood improvement, continued to improve the financial services and made a positive contribution to the development of the cause of the disabled in China. In 2014, the bank invested 280 million yuan of rehabilitation-oriented poverty-relief funds to support 14 enterprises of people with disabilities. As a result, 5038 disabled persons achieved income growth of 4401 yuan per capita.

    Poverty alleviation by glorious causesChina Glory Society recommends a number of glorious cause loan projects to the Agricultural Bank of China every year. In 2014, the Agricultural Bank of China issued a total of 510 million yuan of credit loans to support 12 projects with year-end loan balance of 360 million yuan, significantly promoting the private enterprises to participate in poverty alleviation, achieving good social benefits.

    Basic financial servicesIn 2014, the Agricultural Bank of China strived to improve the quality of the Jinsui Farmers-benefiting Card Project, increased efforts to promote the implementation of this project and continued to expand the coverage of basic financial services. In 2014, the bank installed 1.228 million electronic machines nationwide, issued 160 million Farmers-benefiting Cards for more than 100 million rural households, covering 75.2% of the administrative villages nationwide, and continued to expand the coverage of farmers-benefiting financial services.

    Village-stationed supportIn 2014, the Agricultural Bank of China supported a total of 576 poor villages, sent 483 workers to serve poor villages, raised and absorbed 42.046 million yuan of funds and issued credit loans of 520 million yuan to the poor villages. Significant results were achieved in its village-stationed support work, the poor households got financial aid, the characteristic industries achieved large-scale operation, medical service, health, education and other industries related to people’s livelihood witnessed continuous development, the water conservancy, electricity, road and gas supply facilities were constantly improved and special groups such as the elderly, the lonely and the disabled got special care.

    Poverty Alleviation Day ActivityOn the First Poverty Alleviation Day in 2014, we designed the first display board on the first poverty alleviation day (October 17), reported the first poverty alleviation day on the electronic screen of the organ office building on October 17, and reported the good practices and good experience of the Poverty Alleviation Day activities at the party construction website, magazine and briefings of the relevant organs.

    Fixed-point poverty alleviationIn 2014, the Agricultural Bank of China allocated 140,000 yuan of special funds to deliver condolence to eight needy families and two poverty-stricken primary schools in Wuqiang County and Raoyang County of Hebei Province, provided solatium and necessities of life for the poor and offered bags, books, paper, pens and other school supplies and sports equipment for the poor primary schools. In 2014, we directly donated 2 million yuan in cash to support local education and health industry. With support of the local county party committee and county government, after careful field survey and research for many times, Agricultural Bank of China targeted Wuqiang County Experimental Middle School and Raoyang Middle School in the poverty reduction in 2014, established the“ABC Scholarship”and launched the project of the plastic sports field in Wuqiang County Experimental Middle School and the library project of Raoyang Middle School.

    Poverty Alleviation by All-China Federation of Supply and Marketing Cooperatives

    OverviewIn 2014, in accordance with the important instructions given by General Secretary of CPC Central Committee Xi Jinping and Premier Li Keqiang on poverty alleviation and development work and the requirements of the Second Plenary Session of the State Council Leading Group of Poverty Alleviation and Development, giving full play to its advantages in the industry, the All-China Federation of Supply and Marketing Cooperatives (ACFSMC) achieved significant results in boosting the economic and social development of poor areas, invigorating the circulation of goods between urban and rural areas, serving farmers’production and living and increasing farmers’income.

    Poverty Alleviation Day ActivityIn accordance with the requirements of theCircular on the Organization of the Poverty Alleviation Day Activity(Guo Kai Ban Ming Dian Zi [2014] No.3), the All-China Federation of Supply and Marketing Cooperativescarefully organized the activities on the first“Poverty Alleviation Day”. On October 17, Party Secretary and Board Chairman Wang Xia attended the national teleconference on social poverty alleviation and the opening ceremony of the first“Poverty Alleviation Day”. ACFSMC organized the donation activities for poverty reduction, called on its organs, subordinated units and social organizations’cadres and workers to donate for the poor and raised a total of 202500 yuan on the first“Poverty Alleviation Day”. On October 17, headed by the main principal of the Economic Development and Reform Department of All-China Federation of Supply and Marketing Cooperatives, a research group went to the twinned poor counties for poverty reduction, carried out field research on the poor villages, households and poverty alleviation project base, guided local anti-poverty work and made deployments on the poverty alleviation work by the supply and marketing sector. In 2014, ACFSMC issued relief funds of one million yuan and made propagandas on the Poverty Alleviation Day activities through the media and network of the supply and marketing sector.

    Industrial poverty alleviationIn 2014, jointly with the Ministry of Agriculture, State Forestry Administration, LGOP, Ministry of Commerce, National Development and Reform Commission and the Ministry of Science and Technology, the All-China Federation of Supply and Marketing Cooperativesformulated the“Implementation Plan on the Income Growth of Characteristic Industries”. Focusing on the characteristic competitive industries in poor areas, to increase the income of the poor and improve the production conditions, we strived to enhance the comprehensive production capacity, anti-risk ability and market competitiveness of poor areas, and gave full play to the important role of supply and marketing cooperatives in agricultural socialization service to effectively improve the self-development ability of poor areas. In 2014, the whole system organized the establishment of 114,000 farmers’cooperatives, provided information technology, brand marketing, processing and storage services for more than 12 million rural households, through the comprehensive development of agricultural cooperation demonstration projects, continuously increased support for the development of farmers’ cooperatives in poor areas; arranged a total of 339 projects of farmers’cooperatives, leading enterprises’planting and breeding bases and processing and circulation for the national key counties with an investment of 270 million yuan, boosting the development of characteristic industries in poor areas, and played a positive role in lifting the farmers out of poverty.

    Rural circulation network constructionIn 2014, the All-China Federation of Supply and Marketing Cooperatives issued 1.4 billion yuan of special funds for the implementation ofnew circulation network program, mainly to support the construction of rural modern circulation service network by All-China Federation of Supply and Marketing Cooperatives. In the allocation of project funds, All-China Federation of Supply and Marketing Cooperatives gave priority to impoverished regions. Meanwhile, All-China Federation of Supply and Marketing Cooperatives listed Ganzhou City of Jiangxi Province with 11 national key counties for poverty alleviation and development, Yulin City of Shaanxi Province with 10 national key counties, Tianshui City of Gansu Province with 6 national key counties and Linyi City of Shandong Province with 5 national key counties among the contact points for reform and development and arranges 3 million yuan of project funds every year for these areas.

    Agricultural socialization serviceIn 2014, the All-China Federation of Supply and Marketing Cooperativesarranged 90 million yuan to guide the implementation of pilot projects of agricultural socialized services with entrusted farmland management as the main form by the supply and marketing cooperatives in poor areas through the newly established“Pilot Project of New Agricultural Socialized Service System”; relying on its eight research institutes, 51,000 crop hospitals and 17,000 social organizations, ACFSMC provided technical trainings, promotion, application and information consulting services for the farmers. In 2014, ACFSMC set up 133,000 ha of scientific experimental demonstration farmland, carried out the soil formula fertilization for 791,000 ha of farmland; provided technical training and information consulting services for 13.658 million person-times and issued a total of 17.077 million copies of scientific and technological materials; relying on 337,000 rural service centers and commercial businesses in the sector, ACFSMC participated in the urbanization construction and provided daily consumer goods, sports and entertainment, nursing education, job training and other diversified services for the urban and rural residents of poor areas; relying on the 94 vocational colleges and schools in the sector, ACFSMC strengthened the vocational education and short-term skills training of junior and senior high school graduates from needy families, involving 300,000 students; carried out practical skills education and training for the farmers of poor areas, through the Sunshine Project, Nearby and Local Labor Transfer Training Project of rural labors, the cottage craft tutor training and related projects, broadened the employment channels for labor force in poor areas and helped the poor to find and change jobs.

    Fixed-point poverty alleviationThe All-China Federation of Supply and Marketing Cooperatives was designated to provide counterpart support for Qianshan County of Anhui Province in the poverty alleviation. Through projects, capital and technical support, ACFSMC provided targeted support for the twinned poor county. In 2014, ACFSMC arranged ten department cadres and 20 division heads (or below division level) to carry out field survey and guide the anti-poverty work in the twinned poor county. Qianshan County Government Delegation visited the ACFSMC many times to talk about the anti-poverty work, forming a benign interaction between the two. Taking Qianshan County as the base for cadre cultivation, ACFSMC sent one cadre to serve as the subprefect and standing committee member of the CPC committee, who did a lot of work and was affirmed by the local party committee and government and the masses. In 2014, ACFSMC increased the fixed-point poverty alleviation funds to one million yuan, arranged two agricultural development projects with central funds of 1.2 million yuan; promoted the development of the tea, trichosanthes, oil-tea camellia, sericulture, livestock and poultry industry in Qianshan County, newly constructed edible fungus production base of 100 mu, renovated old base greenhouses of 50 mu, newly constructed disaster-resisting steel greenhouses of 60 mu and developed edible fungus of 2 million. Through the centralized training, technical guidance and seminars, we completed the training of 12,000 farmers and basically achieved the goal of lifting one family out of poverty by training and labor transfer of one person.

    OverviewIn 2014, All-China Federation of Trade Unions (ACFTU) earnestly implemented the spirit of the national conference on poverty alleviation and development, according to the requirements of theOpinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development”, strengthened the guidance on the fixed-point poverty alleviation, sent the 9th batch of poverty alleviation work team to the poor area, focusing on the government work of Heshun County, carried out in-depth field research, made innovations to the mechanism, broadened the thinking to promote the industrial poverty alleviation and improve the people’s livelihood, and strengthened the intellectual poverty alleviation to enhance the self-development capacity of impoverished regions. In 2014, ACFTU invested anti-poverty funds of 1.574 million yuan, encouraging the investment of more than 8 million yuan of project funds and social funds, and implemented 28 poverty-relief projects, covering more than 90 poorvillages in the county, benefiting nearly 20,000 poverty-stricken people.

    Industrial poverty alleviationIn 2014, on the basis of supporting the traditional agricultural projects, the All-China Federation of Trade Unions strived to make a breakthrough in new species introduction and new industry cultivation; constructed the agaricus bisporus experimental planting base of 5,000 square meters jointly with Heshun County Agricultural Commission, introduced new mushroom species from Shandong Province, increasing the mushroom output from 10 kg to 15 kg per square meter. Based on the unit price of 10 Yuan per kilogram, after the new species are promoted in the mushroom greenhouses of 520,000 square meters in the whole county, it will increase farmers’income by more than 20 million yuan. The local altitude, climate, hydrology and other natural conditions of Heshun County are suitable for quinoa planting, of which the unit yield is 180 kg per mu and the market price is 12 yuan per kilogram, significantly higher than that of buckwheat and other common grains, so it has huge market potential. To create new rural economic growth points, we implemented 1500 mu of quinoa planting projects and provided new species planting subsidies for the farmers to make quinoa planting a new characteristic industry of local area.

    Safe drinking water projectAll-China Federation of Trade Unions strengthened its cooperation with Heshun County Water Conservancy Bureau, used a total of more than 200,000 yuan of poverty-relief funds and county financial investment of 2 million yuan to jointly launch the rural safe drinking water projects in Heshun County in 2014; adhering to whole-process participation in the field research and project supervision, All-China Federation of Trade Unions vigorously promoted the water facilities and equipment upgrading, tap water supply for rural households and eaves catchment demonstration and extension in the towns of water shortage, issued water purifiers free of charge to the farmers, and addressed the problems of water resource shortage, aging pipes in disrepair, pond leakage and water supply equipment damage of 51 rural drinking water projects.

    Farmersspecialized cooperativesIn cooperation with Mafang Town, the All-China Federation of Trade Unions transformed 800 mu of land in Heiyangbei Villagea main rought rice producing area and established professional cooperatives to issue planting subsidies and purchase processing and packaging equipment to improve the added value of agricultural products, forming the integrated services of planting, processing, packing and sales, achieving large-scale, intensive and industrialized management, and increasing the income of local farmers. Meanwhile, ACFTU promoted the standardized construction of farmers’ cooperatives, formulated the“Implementation Plan for the Standardized Construction of Farmers’ Cooperatives in 2014”jointly with Heshun County Rural Economy Management Office, made assessment on the standardization of farmers’cooperatives, awarded five farmers’cooperatives with standardized financial system, reasonable equity structure, a large number of beneficiaries and significant benefits the title of“Model Demonstration Cooperatives”, provided 20,000 yuan of development funds for each cooperatives, coordinated the relevant departments to provide support by policy guidance and technical assistance, and gave full play to the demonstration and leading role of the models.

    Agricultural technical trainingContacted Shanxi Agricultural University to prepare and distribute books and CDs on beef cattle breeding and vegetable planting for the major planting and breeding households of Heshun County, invited edible fungi cultivation experts to give lectures, held high-yield cultivation technical trainings of edible mushroom industrialization for the agaricus bisporus planting households and professional cooperatives in Heshun County, provided strains and the means of production; held financial training for cooperatives jointly with Heshun County Rural Economic Management Office, and held the breeding technical training course jointly with the County Animal Husbandry Bureau, striving to enhance the skills and self-development capacity of poor farmers.

    Investment promotionAll-China Federation of Trade Unions contacted Beijing Capital Agribusiness Group, China Gezhouba Group Co., Ltd., Beijing Fang Sheng Investment Group and Hebei Zhuoxin Fur Garments Trading Company to cooperate with Heshun County. Among them, Beijing Capital Agribusiness Group carried out field research in Heshun County in June.

    Health-oriented poverty alleviationIn 2014, in cooperation with Heshun County Countryside Work Office and Health Bureau, the All-China Federation of Trade Unions contacted 20 experts from the hospitals of Beijing and Taiyuan to provide free medical services for two days in Heshun County in July, held a one-week training for 60 backbone technicians of the township hospitals and their branches and 266 rural doctors of village clinics, enhancing the ability of the township and village health workers in providing medical services for ordinary diseases and frequently-occurring diseases in rural areas and improving the level of basic public health services of local area. In August, we organized 15 experts and professors to hold the second free medical service activity and training course for four days in Heshun County; promoted the Capital Medical University to make Heshun a long-term contact point, in cooperation with the Heshun County Health Bureau and the County Countryside Work Office, carried out the activity of selecting the“Most Beautiful Rural Doctors”, selected 20 responsible rural doctors with sophisticated technique, made propagandas on their advanced deeds and selfless contribution, carried forward the fine qualities of rural doctors and encouraged the majority of rural doctors to provide better medical services for poor people.

    Education-based poverty alleviationIn 2014, the All-China Federation of Trade Unions promoted the hardware and software upgrades of urban and rural kindergartens, organized representatives of the teachers of Heshun County Kindergarten to carry out field research and training in the Anji County Organ Kindergarten of Huzhou City, Zhejiang Province, mainly to learn the advanced experience in outdoors activities and sunshine sports, thus enhance the kindergarten’s teaching level; supported the newly built Kangle Kindergarten and Hebei Kindergarten to install water purification and drinking water equipment to ensure drinking water safety of children; supported the purchase of 12 TV sets of Chuancun Kindergarten to enhance the multi-media teaching level; and purchased sports facilities for three newly built rural kindergartens, namely the Baibei Kindergarten, Beiliyang Kindergarten and Fuziling Kindergarten.

    Poverty Alleviation by the Central Committee of Communist Youth League of China

    OverviewIn 2014, the Central Committee of the Communist Youth League (CCCYL) seriously implemented the spirit of the central work conference on poverty alleviation and development and theOutline for Development-oriented Poverty Reduction for Chinas Rural Areas (2011-2020)”. According to the unified deployment of the“Opinions on Mobilizing and Supporting Youth League Organizations At All Levels and Young People to Actively Participate in Poverty Alleviation and Development”(Guo Kai Ban Fa [2012] No. 35) jointly issued by LGOP and the Central Committee of the Communist Youth League, targeting at contiguous destitute areas, focusing on rural youth entrepreneurship and employment, personnel training, technology services and fixed-point poverty alleviation, the Central Committee of the Communist Youth League promoted the construction of institutionalization and projectization and participated in a new round of anti-poverty work.

    Leader training for getting rich by entrepreneurshipIn 2014, the Central Committee of Communist Youth League of China put forward the objective of training one million rural young leaders in getting rich by entrepreneurship, issued theCircular on the Implementation of Rural Young Leaders Training for Getting Rich by Entrepreneurship”, carried out the activity to promote youth entrepreneurship and employment jointly with Post Savings Bank of China, issued the notice on giving priority to poor areas in the issuance of youth employment loan, the holding of youth employment contests and exchange of characteristic industries as well as the grassroots cadre exchange; in cooperation with financial institutions, focusing on expanding the work coverage, improving the utilization rate of appraisal results and establishing a long-term mechanism, deepened the demonstration creditable household construction work; jointly with China Banking Regulatory Commission, People’s Bank of China, Agricultural Bank of China and Post Savings Bank of China, sent outstanding young cadres of financial agencies to serve the County-level League Committee to enhance the entrepreneurship and employment level of the young people serving financial sector. In September, the Central Committee of Communist Youth League of China organized the spark training of rural young leaders in getting rich, and held training courses for family farm operators, farmers’cooperatives or principals of agricultural enterprises. In November, CCCYL held the high-level seminar of youth e-business construction and management talents (agriculture-related entrepreneurship). In cooperation with North China Automobile Education Group, CCCYL launched the rural youth training on vehicle repairing and planned to train 1,000 rural young leaders in getting rich with vehicle repairing skills for the key counties in five years, and the training funds were 20 million yuan. The first batch of 200 poor rural young people had started their one-year study. In cooperation with China Foundation for Youth Entrepreneurship and Employment and Microsoft (China) Co., Ltd, CCCYL implemented the youth entrepreneurship and employment training program, and cultivated more than 10,000 rural young people in 2014.

    Poverty alleviation by volunteersIn 2014, the Central Committee of Communist Youth League of China had a total of 19100 on-the-job volunteers for the Western Program, and the projects covered seven fields, namely the basic education, agricultural science and technology, health care, basic social management, grassroots youth work, services for Xinjiang and services for Tibet. CCCYL extensively mobilized grassroots League organizations, youth volunteer organizations and rural grassroots organizations to provide long-term support for anti-poverty work. In 2014, 31 provinces (autonomous regions, municipalities), Xinjiang production and Construction Corps, the Youth League Committee of China Railway Corporation and China Disabled Persons’ Federation provided counterpart support for 540,000 adolescents with disabilities. 31 provinces (autonomous regions, municipalities) incorporated the love action into the important agenda of the CPC committee and government, implemented the project in 2817 counties (cities, districts, banners), provided pairing-off support for 57,000 migrant children’s schools and 15.86 million children from migrant workers’families, with 5.99 million youth volunteer participants, constructed 53,000 activity centers such as“Colorful House”, and raised 290 million yuan in kind and cash. A total of 5 million college and secondary vocational school students went to the countryside to provide entrepreneurship and employment service, education, care, medical services, science and technology support for agriculture, art performance and environmental protection services to boost local economic and social development and meet the needs of local residents in production and living. After the introduction of the“Circular on the Issuance of the Implementation Plan on Precise Poverty Alleviation”, the Central Committee of Communist Youth League of China mobilized college student village cadres and the volunteers of the Western Program to get involved in the archiving work of poverty-stricken population, including more than 500 participants from Bijie City of Guizhou Province.

    Social poverty alleviationIn 2014, the Central Committee of Communist Youth League of China issued thenew orient special grants for destitute college students in the western regionsto 750 college and university students from needy families in the western regions to help them complete schooling with an investment of 1.5 million yuan; carried out the youth expert service activity of the light of science and technology, rescued 86 children with congenital heart disease, from needy families in Gansu, Qinghai, Guizhou and Sichuan Province with subsidies of more than 1.2 million yuan; raised domestic and overseas donations of 320 million yuan to support the construction of 64 Hope Primary Schools and subsidize 34800 students; established the poverty alleviation fund for one hundred villages and one thousand households, raised 5 million yuan to help some poor areas in Heilongjiang and Guizhou carry out agricultural technical training and launch township entrepreneurship support projects; implemented the“10,000-people Program of Youth Exchange and National Unity”, carried out in Jilin Province the“national social practice and social observation activities of backbone minority college students”, held trainings for 350 outstanding minority and backbone college students in the central and western regions and donated 2 million yuan of special funds to Yunnan Provincial Committee of CCCYL to support the post-disaster reconstruction and restoration in Ludian.

    Youth League organization construction in poor areasIn 2014, the Central Committee of Communist Youth League of China provided 29 million yuan of youth entrepreneurship and employment subsidies for 1450 county-level Youth League committees in the impoverished regions, minority areas and old revolutionary base areas, 20,000 yuan for each; launched the project of“special grant funds for young people’s off-campus activity venues”jointly with the Ministry of Finance, giving priority to the central and western regions, impoverished regions and minority areas, involving a total subsidy of 30 million yuan in 2014; implemented the Youth League cadre training project for minority areas; sent 150 outstanding minority Youth League cadres to practice in Beijing, Shanghai, Guangdong and some other central and eastern developed provinces (cities), and held trainings in the National Youth Jinggangshan Revolutionary Tradition Education Base and the Central Communist Youth League; implemented the pairing-off mutual-aid program of sub-district Youth League organizations in the central and western poor areas; and organized 800 sub-district Youth League secretaries of 12 provinces (autonomous regions, municipalities), namely Sichuan, Xinjiang, Tibet, Inner Mongolia, Shaanxi, Ningxia, Chongqing, Gansu, Qinghai, Guangxi, Yunnan and Guizhou, to receive a one-week theoretical study and work training in the cities of Shanghai, Jiangsu, Zhejiang and Guangdong Province with outstanding performance in poverty reduction.

    Poverty Alleviation Day ActivityIn 2014, the Central Committee of Communist Youth League of China issued theCircular on Organizing the Poverty Alleviation Day Activities of Adolescents in 2014, and starting with the pairing-off support, volunteer poverty alleviation, public welfare donation, unity of urban and rural Young Pioneers and condolence delivery to the poor, carried out a series of activities on the“Poverty Alleviation Day”. In addition, CCCYL held Youth Poverty Alleviation Forum of the“10.17 Forum”and invited relevant experts, scholars and young representatives to talk about young people’s responsibilities in poverty alleviation.

    Fixed-point poverty alleviationThe Central Committee of Communist Youth League of China sent the 14th batch of three cadres to implement poverty-relief projects in Lingqiu County of Shanxi Province, covering industry development, human resources development and investment invitation, aiming to boost the economic and social development of the county. In 2014, CCCYL invested 17 million yuan in kind and cash to promote the vegetable greenhouse and mushroom planting project construction so as to promote the income growth of rural households; invited the teachers and students of the School of Architecture at Tsinghua University to design the village transformation program to promote the renovation of old and dilapidated houses and the restoration of ancient buildings, and issued a total of 3.044 million yuan to support Hanjiafang Village in 2014; invested 67,000 yuan to introduce improved species of Laishui, launched the pilot projects of walnut grafting in four towns of Nanshan, involving more than 600 seedlings in four categories, benefiting 24 households. With approval of China Youth Travel Agency, Lingqiu China Youth Travel Services Co., Ltd was founded with a legal capital of 3 million yuan. In 2014, the Central Committee of Communist Youth League of China held a total of 22 training courses for 910 village cadres, Youth League leaders, teachers, students and rural leading households; set up the college student village official venture fund, provided 280,000 yuan of interest-free loans for 6 venture projects; donated 2,000 sets of office software worth 5 million yuan to the poor areas; implemented the PLA youth forest project, provided 2 million yuan of subsidies for the creation of 4,000 mu of forests; strived for 508,000 yuan of all kinds of funds to subsidize 632 primary, secondary school and college students; donated books worth 400,000 yuan to support the construction of rural bookstores in 12 towns, the red scarf reading rooms of 24 primary and secondary schools and five volunteers’bookstores; strived for 300,000 yuan of special financial funds to support the renovation of the Youth Palace; donated beds and bags worth 436,000 yuan to the needy students; invited relevant experts to provide free medical services for more than 300 person-times and donated common drugs worth 210,000 yuan.

    Poverty Alleviation by the All-China Women’s Federation

    OverviewIn 2014, the All-China Womens Federation earnestly implemented theChina Rural Poverty Alleviation and Development Program (2011-2020), according to the Third and Fourth Plenary Session of the 18th Central Committee of the CPC, a series of important speeches of General Secretary of CPC Central Committee Xi Jinping and the overall deployments and requirements of the CPC Central Committee and the State Council on poverty alleviation work, based on the actual needs of women and children in impoverished regions, gave full play to its advantages to help solve the food and clothing problem of the women and children in impoverished regions and promote their development, and made a positive contribution to the economic and social development of poor areas and the advancement of women and children causes.

    MicrocreditIn 2014, the ACWF continued to promote the implementation of small secured loan policy for women, issued a total of 217.275 billion yuan of petty secured loans for 4.5915 women and the central and local governments issued a total of 18.681 billion yuan of financial discount funds. Among the loans, 36.939 billion yuan was small secured loans for 622100 women, including 4.24 billion yuan of central and local governments’discount funds. 28.18 billion yuan of small secured loan discount funds was issued to the women in the central and western regions, accounting for 77% of the total, benefiting 487,000 women, accounting for 78% of the total, and the central and local financial discount funds amounted to 3.68 billion yuan, accounting for 87% of the total. The small secured loans create self-control funds and operation project decision-making opportunity and right for poor women. Women can select projects according to their characteristics. Through the breeding and planting activities, the housewives can gradually grow into the main contributors of family income growth, achieve income growth and shake off poverty.

    Screening of two caners for rural womenIn 2014, the ACWF continued to cooperate with the health department to conduct screening oftwo cancersfree of charge for rural women. Throughout the year, the ACWF completed free cervical cancer screening for 10.22 million rural women and free breast cancer screening for 1.49 million rural women, promoting the early treatment of the two cancers and reducing the disease burden and death risk caused by illness of rural women. In order to solve the treatment problem of poverty-stricken women patients, the ACWF strived for the support of central lottery funds and set up the“Special Relief Fund for Poor Mothers Suffering from Two Caners”. In 2014, the ACWissued a one-time relief fund of 10,000 yuan to each of the10400 impoverished woman patients and 80% of the relief funds were issued to the poor women in the central and western regions.

    Spring Breeze ActionIn 2014, the All-China Womens Federation, the Ministry of Human Resources and Social Security and the All-China Federation of Trade Unions jointly held in Jinan City of Shandong the Spring Breeze Action. During the event, 5.78 million copies of propaganda materials were issued to Shandong, Shanghai, etc., 2885 propaganda and recruitment activities were carried out, 510,000 women got jobs, 180,000 female labors were transferred and skills trainings were held for 160,000 women. 

    【“Warmth DeliveryActivityBefore the Spring Festival of 2014, the ACWF launched the activity ofWarmth Delivery. Headed by the Vice Chairman of the Standing Committee of the NPC, Chairman of All-China Womens Federation Shen Yueyue and the Vice Chairman and First Party Secretary of the Secretariat of All-China Women’s Federation, we went to the remote poor villages in Xinjiang and Sichuan, sent condolence to local poverty-stricken women and lonely old people by issuing project funds and materials of 9.35 million yuan to local women and children with the purpose to address their practical problems. Since 2,000, we have organized such activities during the Spring Festival and New Year Day and has issued project funds and materials of more than 300 million yuan to central and western impoverished areas, effectively improving the production and living conditions of the women and children in poor areas.

    Women demonstration basesTargeting at the western poor areas, the ACWF continued the construction of demonstration bases and the poverty alleviation by science and technology. In 2014, ACWF invested a total of 8.45 million yuan of project funds in 20 western provinces (autonomous regions, municipalities), supported the construction of 151 national women’s modern agricultural technology demonstration bases and national“March 8th Green Project”demonstration bases, supported a number of capable women in getting rich, female brokers of agricultural products circulation. Women demonstration bases have become an important carrier for rural women to participate in the development of modern agriculture and an important position for women training.

    Education and trainingIn 2014, the ACWF invested 2.6 million yuan for 9 central and western provinces (autonomous regions, municipalities) to hold 11 rural women trainings for 1,000 people, and continued the leaders training for county-level womens federations in contiguous destitute areas, covering 252 women cadres of 232 poor counties in eight provinces (autonomous regions) including Shaanxi, Gansu and Qinghai, aiming to improve the anti-poverty capability of grassroots women cadres. Local women’s federations also increased trainings of women in poor areas. Shanxi, Heilongjiang, Anhui, Hubei, Hunan and Guangxi held 1200 rural women trainings for 260,000 person-times.

    Child nutrition improvement program for poor areasIn 2014, the ACWF continued to cooperate with the National Health and Family Planning Commission to implement the child nutrition improvement project in impoverished regions, provided supplementary food and nutritional supplements for the 624-month infants in contiguous destitute areas and promoted the popularization of scientific feeding among parents of children to improve the nutrition and health status of infants in poor areas. In 2013, the ACWF invested a total of 300 million yuan of project funds for this program, covering 341 counties in contiguous destitute areas, benefiting 1.37 million infants.

    Fixed-point poverty alleviationIn 2014, adhering to the guideline ofmaking every effort to lift Zhangxian County out of poverty, the ACWF gave full play to its advantages, actively integrated various resources and continued to send the 15th batch of cadres to support the poverty reduction in poor counties. Throughout the year, the ACWF directly issued a total of 2.8376 million yuan of project funds and materials for the construction of the March Eighth Green Project Base, the establishment of the hand knitting association, the implementation of the action of eliminating anemia in infants, and mothers’parcel project. We invited hand knitting experts from Beijing to give on-site instruction in Zhang County to enhance the hand knitting skills of local women and increase the income of poor women; through coordinating relevant enterprises to launch factories and carry out online marketing in Zhang County, we strived to create the brand of Guiqing Qiaoniang for hand knitting; and held the capacity building training for women cadres of Zhang County in China Women’s University, involving 65 grassroots women cadres of Zhang County. In 2014, with support from All-China Women’s Federation, Zhang County witnessed rapid economic and social development and achieved double-digit growth of the main economic indicators. In 2014, it recorded a GDP of 1.88 billion yuan, up 10.1%, and the per capita net income of farmers reached 4472 yuan, up 15%.

    Poverty Alleviation by China Disabled Persons’Federation

    OverviewIn 2014, China Disabled PersonsFederationearnestly implementedGeneral Secretary of CPC Central Committee Xi Jinpings important instruction on anti-poverty work and the spirit of the plenary meeting of the State Council Leading Group of Poverty Alleviation and Development, and attached great importance to the precise poverty alleviation among the disabled by effective measures according to the requirements on precise poverty alleviation work. In 2014, 2.33 million rural impoverished people with disabilities were supported, of whom 1.2 million people shook off poverty through poverty alleviation and development, and 726,000 people with disabilities received practical skills training. The Interest-subsidized Loans for Rehabilitation supported 60,000 rural people with disabilities; the number of poverty alleviation bases for people with disabilities reached 6593, and the bases provided jobs for 124,000 disabled persons and supported 258,000 households with disabled members; meanwhile, we completed the renovation of dilapidated houses for 90,000 rural poor people with disabilities, the local governments invested 850 million yuan of dilapidated houses renovation funds to benefit 103,000 people with disabilities. Grassroots party organizations launched aid projects for95403 rural poor people with disabilities, of whom 57678 received the aid for the first time. The poverty alleviation project for the disabled-market project in ten thousand villages and one thousand towns provided jobs for 6865 impoverished people with disabilities and helped poverty-stricken people with disabilities open 1990 village-level farm shops.

    Poverty alleviation among the disabledIn January 2014, the Organization Department of the CPC Central Committee organized No.2 Bureau and China Disabled PersonsFederation to establish a joint supervision and research group to give guidance and carry out field research on the grassroots party organizations’poverty alleviation among the disabled in Zhumadian City of Henan and six counties (districts) of Lincang City, Yunnan Province.

    Precise poverty alleviationIn 2014, China Disabled PersonsFederation, the LGOP,Ministry of Finance,Peoples Bank of China and the Ministry of Housing and Urban-Rural Development jointly issued theImplementation Opinions on the Innovations of Poverty Alleviation and Development for Rural People with Disabilities”and put forward the opinions on strengthening precise poverty alleviation of people with disabilities from the perspective of poverty alleviation assessment mechanism, social assistance, financial aid, financial services and the renovation of dilapidated houses. In March 2014, China Disabled Persons’Federation and LGOP carried out the field research on precise poverty alleviation of the disabled in rural areas of Fuxin City, Liaoning Province. In order to promote the precise poverty alleviation of the disabled in contiguous destitute areas, Cheng Kai, a member of the State Council Leading Group of Poverty Alleviation and Development and Vice Chairman of China Disabled Persons’Federation visited the contiguous destitute areas and national poverty-stricken counties many times. In March, we carried out the field research on poverty reduction among the disabled in Qinba Mountain Area in Ziyang County, Ankang City, Shaanxi Province; in April, carried out the field research in Xinzhou and Linfen City of Shanxi Province in Lvliang Mountain Area; in August, carried out the field research in Lindian County, Daqing City, Heilongjiang Province, a national key county for poverty reduction in the destitute areas at the southern foot of Daxing’anling, exchanged ideas on the archiving work of the poor, the counterpart support by party members and cadres and the financial poverty alleviation; in September, the Poverty Alleviation Office of China Disabled Persons’Federation and the State Administration of Press, Publication, Radio, Film and Television exchanged ideas with the disabled person administrator of rural bookstore in Jiangxi Province to listen to his opinions.

    Poverty alleviation conferenceIn July 2014, China Disabled PersonsFederation and LGOP held in Taian of Shandong the national work conference on poverty alleviation and development among the people with disabilities, made deployments on the precise poverty alleviation among the rural disabled in the next stage.

    Supervision and inspection of the poverty alleviation and development program for the disabledIn June 2014, China Disabled PersonsFederation and LGOP jointly issued theCircular on the Supervision and Inspection of the Implementation of thePoverty Alleviation and Development Program of the Rural Disabled (2011-2020)’”and clarified the supervision and inspection time, mode, content and requirements. In the process of provincial supervision and inspection, the poverty alleviation offices and disabled persons’federations sent nearly 200 leaders to participate in the supervision and inspection, and the inspection teams carried out field research in 67 prefectures and 128 counties, visited nearly 300 poor families with disabled members, held more than 150 grassroots seminars and strived to seek views and suggestions from representatives of people with disabilities in rural areas. Based on the inter-provincial inspection and national random inspection, China Disabled Persons’Federation and LGOP prepared and submitted the inspection report to the State Council Leading Group of Poverty Alleviation and Development.

    Poverty Alleviation Day ActivityBefore the first poverty alleviation day in 2014, China Disabled PersonsFederation and international organizations to support the disabled jointly held the national Poverty Alleviation Day Activity. On October 15, initiated by the international organizations to support the disabled, the International Seminar on the Poverty-relief Employment and Integrated Development of Urban and Rural Disabled Persons supported by disabled persons’organizations of China, Laos and Vietnam was convened in Beijing. Relevant scholars of the United Nations Program Development Agency, the International Labour Organization, the European Union’s institutions and relevant state officials in China, Renmin University, Beijing Normal University and the Chinese Academy of Social Sciences attended the meeting. The conference further promoted the international exchange and cooperation in the field of poverty reduction of disabled persons, and introduced to the international community China’s good experience and practices of poverty alleviation and development for the disabled.

    Fixed-point poverty alleviationNanpi County of Hebei Province is the twinned poor county of China Disabled PersonsFederation in poverty reduction. In January 2014, Party Member and Vice Chairman of China Disabled PersonsFederation Wang Meimei headed an investigation group to visit the poor with disabilities in Nanpi County of Hebei Province, delivered some solatium and materials to the poor, and paid a return visit to them on the poverty reduction situation. China Disabled Persons’Federation donated 230,000 yuan of assistive devices purchase funds and 300,000 yuan of rehabilitation equipment purchase funds to Nanpi County and carried out field research on the Nanpi County Rehabilitation Center Reconstruction Project.

    Social poverty alleviationIn February 2014, the All-China Federation of Industry and Commerce issued theCircular on Collecting Typical Cases of Social Poverty Alleviationto collect typical cases of poverty alleviation; formulated and issued thePrivate Enterprises’Poverty Alleviation to Jointly Realize the Dream-Collection of Typical Cases of Social Poverty Alleviation by Private Enterprises”. At the national teleconference on social poverty alleviation held on the“Poverty Alleviation Day”, a total of 60 private enterprises and five grassroots glorious societies were titled the“Advanced Collectives of Social Poverty Alleviation”, 94 private entrepreneurs were titled the“Advanced Individuals of Social Poverty Alleviation”; Wang Jianlin, the Vice Chairman of Chinese Chamber of Commerce and Chairman of Wanda group recommended in the name of All-China Federation of Industry and Commerce and Chairman of China Oceanwide Holdings Group were present and praised at the event.

    Field research on poverty alleviationIn May 2014, CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin headed a research group to carry out field research in Zhijin County of Guizhou Province and held talks on boosting the economic development of Zhijin County.  During the field survey, All-China Federation of Industry and Commerce donated 2 million yuan to support the construction of drinking water projects in Zhijin County. In September 2014, CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin headed a research group to carry out a field research on the demonstration project of rice planting in Renchuang green organic desert and the contiguous rice development project in sand in Tongliao City of Inner Mongolia Autonomous Region.

    Poverty alleviation conferenceIn June 2014, the high-level joint meeting of All-China Federation of Industry and Commerce and LGOP was convened in Beijing. The two sides reached a consensus on further increase rewards and recognition for private enterprises involved in poverty alleviation and development by taking the opportunity of the national work conference on social poverty alleviation and the Poverty Alleviation Day. In December, the social poverty alleviation work conference of All-China Federation of Industry and Commerce was convened in Beijing. Relevant principals of the social poverty alleviation and social services departments of the industrial and commercial federations in 32 provinces (autonomous regions, municipalities) were present at the event.

    Poverty alleviation trainingIn August 2014, the second training of the All-China Federation of Industry and Commerce for small and micro business operators was held in Bijie, which was sponsored by All-China Federation of Industry and Commerce and organized by Bijie City Government. 150 small and micro business operators from relevant counties (districts) of Bijie took part in the training. In September, the third training of the All-China Federation of Industry and Commerce for small and micro business operators was held in Xinyang City, Henan Province, and 158 small and micro business operators from seven counties and three districts of Xinyang City attended the event. From October to November, the 12th township cadre training course of All-China Federation of Industry and Commerce was held. 93 main township leaders from Guizhou, Sichuan, Gansu and Hebei attended the event.

    Poverty Alleviation Day ActivityOn October 17, 2014, All-China Federation of Industry and Commerce carried out the Poverty Alleviation Day activities in the organ office. CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin, and Vice Chairman of ACFIC Xie Jingrong respectively received 20 million yuan of donations for the western glorious causes from Minsheng Bank China, Shaanxi Rongmin Group and Shandong Hezhan (Group) Co. Ltd. Xie Jingrong signed the Tibet solar energy project agreement with the representatives of the Tibet Federation of Industry and Commerce and the agreement on the relocation-based poverty alleviation in Jiuquan with Gansu Provincial Federation of Industry and Commerce, the agreement on the renovation of drinking water projects supported by All-China Federation of Industry and Commerce with Zhijin County of Guizhou Province, and the agreement on the donation of water supply and purification equipment to the western glorious poverty alleviation fund with Renchuang Science and Technology Group.

    Poverty alleviation by glorious causeIn May 2014, All-China Federation of Industry and Commerce participated in the 20th Anniversary Activity of Glory Cause in Xinyang held in Xinyang City, Henan Province, signed a total of 231 projects with a total investment of 189.93 billion yuan, including 31 major contract projects signed at the opening ceremony with total investment of 76.83 billion yuan. In addition, the enterprisers of China Glory Society donated 61.92 million yuan to the event, including 20 million yuan for the construction of an experimental school in Xin County of Henan Province. In July, the All-China Federation of Industry and Commerce published the“Research Report on the Social Responsibilities of Chinese Private Enterprises”.     Counterpart support for Tibet and XinjiangIn August 2014, the activity of South Xinjiang Trip of China Glory Society was held in Kashgar of Xinjiang Uygur Autonomous Region. Nearly 300 well-known private enterprisers from 22 provinces (municipalities) attended the event. 71.4 million yuan was raised at the event, of which 68.4 million yuan was donated by private enterprisers to the four prefectures in South Xinjiang and Xinjiang Production and Construction Corps, and 3 million yuan were independently donated by two enterprises. A total of 315 investment projects with an investment of 229.38 billion yuan were under negotiation, 266 industrial project agreements were signed with investment of 173.48 billion yuan; 148 contracts with investment of 117.55 billion yuan and 118 letters of intent with investment of 55.93 billion yuan were signed.

    Promoting employment and reemployment for poverty reductionIn May 2014, theMinistry of Human Resources and Social Security,Ministry of Education,All-China Federation of Trade Unions and All-China Federation of Industry and Commercejointly organized the cities above county level in 31 provinces, autonomous regions and municipalities across China to carry out the activity of“2014 National Private Enterprises Recruitment Week”. On May 22, the launching ceremony of the“National Private Enterprises Recruitment Week”was convened in Zhengzhou University, Zhengzhou City, Henan Province, nearly 7 million employers provided 23,000 jobs at the event, and more than 20,000 job seekers took part in the activity, mainly university graduates.

    Social charityIn January 2014, the All-China Federation of Industry and Commerce and the Ministry of Civil Affairs jointly issued theOpinions on Encouraging and Supporting Private Enterprises to Devote into Charity. On January 24, CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin headed a delegation to carry out warmth-delivery activity in Spring Festival in Pinggu District of Beijing, visited the grassroots federations of industry and commerce and chambers of commerce and carried out field research on the violin production of Beijing Huadong Musical Instrument Co., Ltd. In September, the Ministry of Civil Affairs,State-owned Assets Supervision and Administration Commission of the State Council, All-China Federation of Industry and Commerce, Guangdong provincial government, Shenzhen city government and China Charity Alliance jointly held the Third China Charity Project Exchange Meeting in Shenzhen City, Guangdong Province.     . Local Poverty Alleviation

    Overview

    In 2014, all the provinces (autonomous regions) attached great importance to poverty alleviation and development, incorporated poverty alleviation and development work into the overall economic and social development planning, reformed the poverty alleviation assessment mechanism and promoted the county governments to perform their duties. As a result, the rural poor population was significantly reduced, the income of the farmers in impoverished regions witnessed stable growth, the self-development capacity of the masses in poor areas was constantly enhanced and the backward situation of impoverished regions was significantly improved.

    China successfully achieved the goal of reducing poor population by 10 million and had a total of 70.147 million rural poverty-stricken people, with a decline of 12.32 million compared with 2013, down 14.9%, and a poverty rate of 7.2%, 1.3 percentages points down.

    Strengthened the investment mechanism for rural poverty reduction. First, the investment of special anti-poverty funds maintained rapid growth. The central government allocated special anti-poverty funds of 43.3 billion yuan, up 10% over 2013, to support and development of contiguous destitute areas, including 4.1 billion yuan for minority development, up 10%, to support the development of minority areas. Local governments continued to increase inputs in poverty reduction. According to the reports submitted by the provincial governments, 28 provinces allocated 26.5 billion yuan of poverty-relief funds, up 27.3%. In the context of macroeconomic downturn and prominent contradictions between financial revenue and expenditure, the stable growth of the financial poverty-relief funds provided a strong guarantee for promoting the rural poverty alleviation. Second, the central government allocated 4.1 billion yuan of food-for-work funds, 360 million yuan of anti-poverty funds for state-owned poor forest farms, 240 million yuan of anti-poverty funds for state-owned poor farms and 300 million yuan of special subsidy funds for the agricultural development in Hexi and dingxi of Gansu and Xihaigu of Ningxia. The investment of relevant funds and the project construction played a positive role in accelerating the infrastructure construction in poor areas, promoting the poverty alleviation and development in state-owned poor forestry farms and farms and addressing the prominent poverty problems in the above three regions. Third, the central government continued to broaden investment sources for anti-poverty work, arranged 1.5 billion yuan of lottery welfare funds to support the poverty alleviation and development in impoverished old revolutionary base areas, up 25% over 2013, of which 300 million yuan was used to support the entire village advancement in all the national key counties outside contiguous destitute areas and 1.2 billion yuan was used to support small public facilities construction in the old revolutionary base areas of contiguous destitute areas, improving the production and living conditions of old revolutionary base areas and accelerating the poverty reduction among the masses in the old revolutionary base areas. Fourth, a total of 99.8 billion yuan of poverty-relief discount loans were issued nationwide, doubled the figure in 2013, and more than 10 billion yuan of discount loans were issued to Tibet, Gansu and Guizhou, and more than 5 billion yuan was issued to Yunnan, Shaanxi and Inner Mongolia.

    Comprehensive promoted the key work in poverty alleviation. First, village road building. In 2014, the Ministry of Transport arranged more than 155 billion yuan to support the construction of 31700 km of highway and 96,000 km of rural roads as well as the construction of 138 bridges based on ropeway transformation, addressing the road problems of 10500 administrative villages of 93 towns. Second, new progress in drinking water safety project. The National Development and Reform Commission and the Ministry of Water Resources arranged 12.5 billion yuan to address the drinking water safety problem of 19 million rural residents and 2.85 million rural teachers and students. Third, accelerated the improvement of electricity supply. The National Energy Administration issued invested a total of 44.99 billion yuan in the upgrading of rural power grid in poor areas, especially in minority and old revolutionary base areas, and invested a total of 8.71 billion yuan to address the electricity problem of 840,000 people. Fifth, constantly promoted the education-oriented poverty alleviation, cultural construction and informationization construction in poor villages. In 2014, the Ministry of Education and the National Health and Family Planning Commission of China arranged special funds of 31 billion yuan to improve the conditions of compulsory education schools in poor areas and ensure that all the 40 million children in poor areas have nutritious meals every day. Hunan, Guizhou and Gansu Province established the top-leader responsibility system for poverty alleviation in contiguous destitute areas. Hubei and Yunnan established the mechanism for relevant leaders to contact the contiguous destitute areas. Sichuan and Shaanxi included the implementation of poverty alleviation planning in contiguous destitute areas into the government target assessment. The relevant provinces in the contiguous destitute areas held the joint meetings on poverty alleviation in contiguous destitute areas in turn to promote inter-provincial coordination. Xinjiang Uygur Autonomous Region fully implemented the poverty reduction planning for three prefectures in South Xinjiang and issued more than 400 million yuan of fiscal funds for local industrial development and nearly 600 million yuan of discount loans for poverty alleviation.

    Actively promoted the reform and innovation of poverty alleviation mechanism. First, the Organization Department of the CPC Central Committee and LGOP issued the“Opinions on the Improvement of Performance Appraisal of Party and Government Leading Group and Cadres in the Economic and Social Development in Poor Counties”, guided poor counties to focus on poverty alleviation and development. Some provinces and cities introduced measures on poverty alleviation assessment and took the improvement of living standards of the poor and the reduction of poor population as the main index, effectively stimulating the vitality of the grassroots units to promote poverty alleviation and development. Second, the State Council Leading Group of Poverty Alleviation and Development issued the“Opinions on the Reform of Fiscal Anti-poverty Fund Management Mechanism”, established the result-oriented fund allocation mechanism, delegated project approving power to the county government in principle, strengthened the supervision responsibility of provincial and city governments, simplified the procedures of fund allocation, established the information disclosure and public announcement system, promoted the third party supervision and poverty-reduction objects’participation in management, and made the use of anti-poverty funds more precise and more rational. Third, the“Notice on the Establishment of Constraint Mechanism of Poor Counties”was issued to forbidden the construction of luxury government office building in poor counties and guide the poor areas to focus on anti-poverty work. Fourth, the“Opinions on the Improvement of Performance Appraisal of Party and Government Leading Group and Cadres in the Economic and Social Development in Poor Counties”clarified the main anti-poverty work in poor counties covered by the assessment. Fifth, a number of departments jointly issued the“Implementation Plan on the Income Growth of Characteristic Industries”, formulated the catalogue of characteristic competitive industries covered by the poverty reduction work, helped local governments formulate suitable development projects for the poor and strived to increase the income of poverty-stricken people and lift the masses out of poverty; focused on ten precise poverty alleviation projects, namely the village-stationed poverty reduction by cadres, vocational education and training, poverty-relief microfinance, poverty-relief relocation, poverty alleviation by e-businesses, photovoltaic power generation for poverty alleviation, paper mulberry-based poverty alleviation, leaders training for people enriching, and the development of leading enterprises; encouraged local governments to explore ways of poverty alleviation based on the actual needs of the masses, formulate relevant development planning and adjust measures according to the conditions of poor villages and households.

    Fully implemented the archiving work of poverty-stricken households. We identified a total of 128,000 impoverished villages and more than 88 million poor people and entered the data into the poverty alleviation management system for standardized management and dynamic adjustment. To make the identification more accurate, we strictly regulated the relevant procedures and, through the“two publicities and one announcement”, strived to ensure the people’s right to know and participate.

    Combined with the second party’s mass line education practice activities, we made overall deployments on the village-stationed poverty reduction by cadres and went all out to find ways for the masses to shake off poverty and get rich. According to statistics, the local governments sent a total of 125,000 work teams and 430,000 cadres to the poor villages, basically achieving full coverage of impoverished villages.

    Established the“Poverty Alleviation Day”—October 17 and issued the guideline on social

    poverty alleviation—“Opinions on Further Mobilizing All Circles of Society to Participate in Poverty Alleviation and Development”for the first time to create a new system platform for social poverty alleviation. On the“Poverty Alleviation Day”, the provincial governments raised more than 5 billion yuan of social poverty alleviation funds.     Poverty Alleviation and Development in HebeiProvince

    Overview In 2014, adhering to the guideline of development-oriented poverty alleviation, focusing on adhering to the development-oriented poverty alleviation and development, aiming at improving the production and living conditions of the masses, increasing farmers’ income and improving public services, Hebei Province targeted at the poor, vigorously promoted the construction of demonstration zones of key-problem tackling for poverty reduction around the capital, pushed forward the implementation of the regional development and poverty alleviation planning for Yanshan-Taihang Mountain Area and the Black Dragon River Basin, promoted the special poverty alleviation, industry poverty alleviation and social poverty alleviation and put a lot of efforts to consolidate and develop the grand pattern of poverty reduction. In 2014, the province invested a total of nearly 36 billion yuan of anti-poverty funds, up 20% over 2013; lifted all the 2146 key villages covered by the“12th Five-Year Plan”out of poverty and lifted ten key counties out of poverty; completed the labor trainings of 80,000 people, labor transfer of 12,000 people and relocation of 6418 people, and significantly improved the overall appearance of the 3688 key poor villages covered by the plan. In 2014, the farmers’per capita net income of poor counties was 6839 yuan, up 11.3% over 2013; one million rural poor people steadily shook off poverty. A number of key counties grew into major counties for vegetable planning, facility breeding, quality fruit and agricultural product processing, characteristic industries began to take shape; the infrastructure construction in poor areas was strengthened, and poverty alleviation and development played an important role in boosting the economic and social development of impoverished regions.

    Investment of poverty-relief funds In 2014, the province invested 2.51 billion yuan of anti-poverty funds from central and provincial governments (1.43 billion yuan from central government and 1.08 billion yuan from the provincial government). According to the provincial government’s requirements that“the cities and key counties concerned must use more than 1% of the local public budget revenue and the demonstration zone counties for poverty reduction around the capital must use more than 2% of the local public budget revenue every year for poverty alleviation and development”, the nine cities and 65 key counties allocated a total of 730 billion yuan of anti-poverty funds; relevant departments and social forces put in 1.3 billion yuan, 22.8 billion yuan of department financial resources and credit loans were integrated and the poor raised 2.84 billion yuan by themselves as well. More than 70% of the central and provincial poverty-relief funds were used to support production projects, involving the facility breeding projects of 98,000 poor households and the facility planting and efficient forest and fruit projects of 105,000 poor households. Held 422 training courses for 16400 people, covering 2102 impoverished villages. Through increasing financial investment of poverty-relief funds, we implemented a large number of industrial and infrastructure projects to benefit the people.

    Management of poverty-relief fundsHebei province decentralizedpoverty alleviation project approval authority: Exceptthe projects that are required to be approved by the central and provincial government, all poverty alleviation projectsapproval authority was decentralized to the county government in principle, while the provincial and city poverty alleviation departments are mainly responsible for the project supervision and assessment. The province was strict in the management of financial anti-poverty funds, adhered to account management and closed operation, and implemented the reimbursement system, project funds publicity system and village project system. In the allocation of financial anti-poverty funds, we mainly adopted the factor method: weight of objects of poverty reduction: 40%; rural per capita net income: 30%; per capita financial resources: 20%; number of poor villages: 10%. Implemented the poverty-relief fund and project announcement system: All the regions that implemented poverty alleviation projects were required to announce the poverty alleviation plan, fund allocation and completion and acceptance situation before and after the project construction; explored the establishment of a competitive capital allocation mechanism, carried out the provincial centralized contiguous development, allocated the funds through competition, invited relevant experts to form the appraisal group to make evaluation on the relevant counties’basic conditions, poverty alleviation and development situation, use of financial anti-poverty funds in the previous years, industrial base and fund integration, aiming to achieve survival of the fittest; allocated the funds through replacing subsidies by rewards; made innovations to the household poverty alleviation mechanism, continued to explore the transformation from“projects and funds to households”to the“capital, rights and benefits to households”; through the county and city reporting and the audit of accounting firms, the provincial governments organized experts to conduct inspection, divided the financial anti-poverty funds to each of the members of eligible farmers’cooperatives, which was used as the equity of the poor in the cooperatives, and dividends should be distributed based on the equity structure according to the regulations of the cooperatives.

    Infrastructure constructionIn 2014, Hebei Province arranged a total of 260 million yuan in the infrastructure construction for industrial income-generating projects, accounting for 22.1% of the total financial anti-poverty funds, of which: 110 million yuan was invested in field road construction, involving cement road building of 452 km and field brick road building of 182700 cubic meters for farming project zones in 1026 key villages; and 148 million yuan was invested in the construction of water conservancy and electric projects, mainly supporting 926 key villages to dig or repair 852 motor-pumped wells in farming project zones, build 439 water cellars or impounding reservoirs, 36.4 km of canals, 526 km of seepage-proofing canals, 23 water tanks, 12 small reservoirs, 1800 mu of sprinkling irrigation areas, four pumping stations, six drinking water facilities for human and animals, repair 6 km of dams and 24 culverts, purchase 184 sets of 30KW water pumps and 36 25KW sinking pumps, erect 28 km of electric transmission lines and install 182 sets of transformers, etc.

    Poverty alleviation in contiguous poor areasIn 2014, Hebei Province put in a total of 1.93 billion yuan of special anti-poverty funds for the contiguous poor areas in Yanshan-Taihang Mountains, of which 1.25 billion yuan was from the central government and 680 million yuan was the provincial government’s matching funds. In addition to the national preferential policies for the contiguous destitute areas, Hebei Province implemented special preferential policies for the contiguous destitute areas in the field of finance, tax, investment, etc. As for financial policy support, the cities and counties where the contiguous poor areas are located all used more than 1% of the local public fiscal budget revenue for special poverty alleviation and development and the province established the mechanism for the stable growth of financial transfer payments for the contiguous poor areas. Meanwhile, the provincial government implemented the fiscal system policy of“an approved base, overcharges return and lasting for four years”in provincial sharing of VAT, sales tax and corporate income tax in the key counties for poverty alleviation and development within the contiguous poor counties. In addition, as for financial support, the government supported the financial agencies in contiguous poor counties to increase loanable funds by more than 70% for local use, implemented the preferential tax for agriculture-related loans and provided targeted cost subsidies and incremental rewards, etc. As for investment, governments at the county level or below (including the county) are no longer required to provide matching funds for the public projects arranged by the central and provincial governments. As for income growth by development, we strived to develop facility vegetable industry for poverty reduction in nine contiguous destitute districts (counties) in Zhangjiakou City. Based on local situation, the eight contiguous destitute districts (counties) in Baoding City focused on the development of walnut industry, forming a walnut industrial base across the mountain areas of the city, actively guided and cultivated leading processing enterprises, and continued to develop six major industrial zones respectively focusing on the development of bee, jujube, facility vegetable, traditional Chinese medicine, edible mushroom and characteristic breeding. The five contiguous destitute districts (counties) in Chengde City, however, vigorously developed edible mushroom industry with Pingquan and Weichang as the center.

    Entire Village AdvancementIn 2014, Hebei Province launched entire village advancement projects in 2630 key villages, including 1630 poor villages covered by the national poverty alleviation planning, invested a total of 6.89 billion yuan in the program, including financial anti-poverty funds of governments at all levels, social relief funds, integrated funds of other sectors, labor inputs of the masses and owners’financing, etc.). Taking the opportunity for strengthening the grassroots construction year activities and the rural appearance improvement activities, we did ten practical things for the villages, namely the provision of safe drinking water, road hardening, standardization construction of clinics, garbage treatment, safe use of electricity, telecommunication and postal communication, cultural and sports resources sharing project, renovation of rural dangerous houses, environment improvement and one product for one village, achieving the goal of layout optimization, residential landscaping, road hardening, village afforestation, water purification, clean sanitation, street lighting and service optimization.

    Ex-situ relocation for poverty alleviationIn 2014, Hebei Province invested a total of 291 million yuan of financial anti-poverty funds, including46.3718 million yuan of provincial matching funds, 36.89 million yuan of integrated funds of various sectors and 208 million yuan of funds raised by the masses and city and county governments. According to the“Relocation Poverty Alleviation Program of Hebei Province (2012-2015)”, in 2014, we completed the relocation of 1749 households and 6418 people, set up 33 communities for resettlement, including 18 with more than 40 households and 15 with 20-39 households. The provincial government issued 43.373 million yuan of financial anti-poverty funds and integrated 36.89 million yuan of sectors’funds, and the 208 million yuan was raised by the masses and city and county governments. In accordance with the overall requirements of“affordable relocation, stable development and possibility for becoming rich”, we vigorously implemented the post-relocation industry support and labor skills training to ensure that the relocated households will shake off poverty steadily.

    Industry poverty alleviationIn 2014, Hebei Province used 70% of the financial anti-poverty funds for industrial development. According to the thinking ofindustry development by poverty alleviation and agricultural development, Hebei Province vigorously implemented the participatory poverty alleviation. In Heilonggang Region, we vigorously developed facility vegetable industry mainly in Raoyang, Fucheng and Xianxian County; in Taihang Mountain Area, we mainly developed quality dry and fresh fruit industries in Lincheng, Pingshan, Zanhuang, Fuping and Laiyuan. In Yanshan Mountains, we vigorously developed edible mushroom industry in Pingquan and Weichang. In some other poor counties, we developed the red jujube, apricot, fattening pig, cattle, rabbit, laying hen, bee and other poverty alleviation projects based on local conditions. The province arranged 700 million yuan of special anti-poverty funds to support the projects of industrial income growth, allocated 300 million yuan to support the platform construction for poverty-relief loan business in Fuping County and the nine counties in the demonstration zone for poverty alleviation around Beijing.Vigorously promoted the joint stock partnership integrating the government, leading enterprises, financial institutions, cooperatives and farmers, encouraged poor people to actively participate in the joint stock cooperative system. For the demonstration projects of standardized planting and breeding with the poor as not only the workers but also the investors, the government arranged a certain amount of financial anti-poverty funds to initially form the cooperative development modes of“company + base + labor cooperatives”,“company + base + land cooperatives”,“leading enterprises + farmers”and“leading enterprises + professional cooperatives + farmers”, etc.; and summarized and promoted the five-in-one joint stock partnership of Chicheng County, the agricultural park mode of Huluyu in Pingshan county and the development mode of“Siwan Yiqian”mountain area of Quyang County, etc.

    Rain PlanIn 2014, Hebei Province invested a total of 48.34 million yuan of anti-poverty funds for the Rain Plan, of which 13.04 million yuan was used for labor transfer trainings of 17400 people and the transfer employment of  12100 people. Continued to implement pilot reform of the Rain Plan implementation mode, issued subsidies of 17.85 million yuan for 11900 needy“backward students”(junior and senior high school graduates from needy families who did not continue their schooling) in 7 pilot counties who received secondary or higher vocational education and skills training for at least one year, 1500 yuan per capita; continued to promote the pilot work of informationization management of Rain Plan in Wuqiang County; actively carried out directional and order training and agricultural practical technical training, and held a total of 650 trainings for more than 80,000 poor people throughout the year.

    Pilot program of village-level mutual fundsIn 2014, the pilot mutual funds project was planned to be launched in 1234 impoverished villages, including 205 central pilot villages, involving 20 key counties, and 1029 provincial pilot villages, involving 56 counties (districts) of the province. The total mutual funds of the province amounted to 249 million yuan (including 218 million yuan of central financial anti-poverty funds, 30 million yuan paid by rural households as participation fee of the mutual-aid society and one million yuan of other funds). There were 330100 permanent households (including 245400 poverty-stricken households) in the pilot villages and 330100 households participated in the mutual funds (including 245400 impoverished households). In 2014, the pilot villages issued a total of 528 million yuan of loans for 123,200 farmers (including 112600 from impoverished households), a total of 1.1869 million yuan of 374 loans were overdue, resulting in a loss of 25,000 yuan; the province suffered a total of six loans. The funds were mainly used to support planting and breeding, amounting for 491 million yuan, and the income growth per household reached 750 yuan.

    Pilot project of public lottery fundsIn 2014, the central government allocated 150 million yuan of central lottery funds to support the pilot program of entire village advancement in the old revolutionary base areas of Hebei Province and launched the infrastructure construction projects in seven counties and the entire village advancement projects in eight counties, supporting the construction of 105 poor villages. The eight pilot counties for entire village advancement raised a total of 85.2928 million yuan, of which 70 million yuan was central lottery funds, 12.0282 million yuan was department funds and 3.2646 million yuan was raised by the masses.

    Construction of old revolutionary base areasIn 2014, Hebei Province increased inputs in the old revolutionary base areas and issued 1.58 billion yuan of central and provincial anti-poverty funds for 57 old revolutionary base areas, up 25% over the previous year, accelerating the poverty reduction in the old revolutionary base areas.

    Food for workIn 2014, a total of 259 million yuan of food-for-work funds (including 40 million yuan for the key villages covered by the rural appearance improvement program) were invested in Hebei Province for the implementation of 188 projects, covering 46 national poor counties (districts) and the contiguous poor counties in Yanshan-Taihang Mountain Area. We completed the construction of 130,000 mu of farmland, 206,000 mu of small water conservancy and irrigated area improvement area, the construction of 583 km of county and rural roads, the comprehensive improvement of 100,000 mu of contiguous poor areas and the governance of 43 square km of small watersheds, etc. issued 35.29 million yuan of remuneration for personal services in the Food for Work Project, used a total of 440,000 rural farmer workers, vigorously improved the production and living conditions and ecological environment of poor areas, supported the improvement of rural appearance and promoted the income growth of farmers.

    Poverty alleviation by characteristic industriesIn 2014, Hebei Province actively developed new industries, conducted industrial transfer and adjusted the industrial structure to enhance the endogenous motivation for the development of poor areas. Luanping County, Guyuan County and Laiyuan County became the direct supply base of Beijing’s largest agricultural product wholesale market—Xinfadi Market. Raoyang County was successively titled“Advanced County for Development of Characteristic Industries in Hebei Province”, the“County of National Standard Vegetable Park Construction”and the“Home of Chinese Vegetables”. The vegetables sown area of Raoyang County was more than 400,000 mu, including 320,000 mu of facility vegetable base area, and Raoyang has become the largest facility vegetable production base in Hebei. Pingquan County, Chicheng County, Quyang County, Julu County, Lincheng County and Pingshan County were the pilot areas for photovoltaic power generation for poverty alleviation. Fuping County, Kuancheng County and Kangbao County were the pilot areas for poverty alleviation by e-business. Meanwhile, 30 poor villages were identified as the pilot areas for tourism-oriented poverty alleviation.

    Convergence of the two systemsIn 2014, Hebei Province vigorously promoted the effective convergence between poverty reduction and the rural minimum living security system and five-guarantee system. Based on the effective convergence of two systems for poverty reduction objects and the card establishing for archives of the poor, according to the requirement of“One Product for One Village”, we used the market mechanism to promote poverty alleviation and development and, aiming at poverty reduction objects, reformed the mode of operation to ensure sustained and stable income of the poor. The civil affairs departments are required to guarantee the basic living of the poor in accordance with the relevant policies. Meanwhile, the province promoted the renovation of dilapidated houses in impoverished regions and invested 1.012 billion yuan for the renovation of dilapidated houses, addressing the basic housing safety problem of 74500 poverty-stricken households.

    Fix-point poverty alleviationIn 2014, Hebei Province actively assisted the fixed-point poverty alleviation work of central organs. 32 central and state organs in Hebei Province invested a total of 28.39 million yuan in poverty reduction, including 20.13 million yuan of direct cash investment and 8.26 million yuan in kind; helped introduce 140 million yuan of investment, helped launch 92 projects, held 40 training courses for 13800 person-times, and helped transferred 2114 labors. The fixed-point poverty alleviation was participated by a total of 6360 provincial, municipal and 4065 county units and 9678 cadres, 327 million yuan was invested, including direct investment of 140 million yuan, introduced funds of 187 million yuan; actively mobilized social forces to participate in poverty alleviation and development. Taking the opportunity of the first“Poverty Alleviation Day”, designed the a dozen of activities, including the donations by party and government organs, charity activities of well-known calligraphy and painting experts, and the docking between the demonstration poor counties of poverty reduction around Beijing and the enterprise groups in Beijing and the agricultural products on the market, and raised donations of 50 million yuan.

    Poverty alleviation institution and team buildingIn 2014, according to the relevant requirements and the actual situation of provincial organs, we timely adjusted and strengthened the leading group of Hebei Province for poverty alleviation and development and improved the working mechanism. Throughout the year, we held three leading group conferences to make deployments on the provincial poverty alleviation work, formulated and issued the“Opinions on Further Strengthening Township’s Poverty Alleviation Responsibilities”, further clarified the responsibilities of the township party committees and governments in poverty alleviation and development; in accordance with the provincial unified deployment, we organized the division heads of the provincial poverty alleviation office to attend the centralized training course on“studying General Secretary Xi Jinping’s speeches and the spirit of the Third Plenary Session of the 18th Central Committee of the CPC, and organized the discussion on how to enhance the sense of responsibility, improve the comprehensive quality and improve work efficiency in the provincial poverty alleviation sector.

    Poverty Alleviation and Development in Shanxi Province

    OverviewIn 2014, Shanxi Province earnestly implemented the decisions and deployments made by the central government and Shanxi provincial Party committee and provincial government on a new round of poverty alleviation and development work. Taking Lvliang Mountain Area and Yanshan-Taihang Mountain Area as the main battlefields, focusing on precise poverty alleviation, according to the strategic thinking of industrial support, skills support, capital support and constant improvement of the production and living conditions of the poor, the province vigorously made innovations to the poverty alleviation and development mechanism, steadily pushed forward the improvement of archiving work of the poor and the village-stationed work by cadres, and further promoted the key work of poverty reduction. The rural per capita net income of 36 national key counties for poverty alleviation and development reached 5309 yuan, up 18%, 7.2 percentage points above the provincial average, and 470,000 poor people shook off poverty.

    Investment of poverty-relief fundsIn 2014, the central government and provincial government issued special anti-poverty funds of 1.983 billion yuan for Shanxi, including 1.357 billion yuan from the central government and 626 million yuan from the provincial government. Key projects: 500 million yuan was issued for ex-situ relocation for poverty alleviation, 84 million yuan (including 60 million yuan from the provincial government) was increased for ex-situ relocation for poverty alleviation; 88.77 million yuan of discount loan funds were issued for the industry poverty alleviation and development projects in one thousand villages by one hundred enterprises, industrial support projects in poor areas and national poverty alleviation leading enterprises; 50 million yuan was issued for the employment training of 10,000 people from 1,000 villages and the new professional farmers cultivation; 233 million yuan was issued as risk compensation fund for financial poverty alleviation; 200 million yuan was issued as pilot poverty alleviation funds in contiguous destitute areas; 273 million yuan was issued as entire village advancement project funds; 54.4402 million yuan was issued to support education-oriented poverty alleviation, and 15.042 million yuan was issued for archiving work and information management.

    Record creation for the poorIn 2014, according to the central governments requirements of mechanism innovation for precise poverty alleviation, through personal application, mass appraisal, public announcement and review for confirmation, Shanxi Province identified a total of 3.29 impoverished people and 8060 poor villages, and entered their information into the information management platform. The provincial poverty alleviation office set up Shanxi Provincial leading group for precise poverty alleviation and the precise poverty alleviation office. In March, nine poor villages in Ji County, Heshun County and Yangqu County were selected for the pilot work of identification of the poor. In April, the“provincial training course on archiving work of poverty alleviation and development”was held and the archiving work was officially launched. The general directors of the city and county poverty alleviation offices, the village-stationed cadres, the joint conference office directors and the directors of the rural work office of the city party committee attended the training. The provincial government arranged 15.042 million yuan of anti-poverty funds for the achieving work and 50 million yuan to support the pilot project of precise poverty alleviation in the poor villages covered by the achieving program, and explored and accumulated experience of precise poverty alleviation of poor villages and poor households.

    Village-stationed poverty alleviation by cadresIn 2014, 16,000 leaders of Shanxi provincial government and 31,000 cadres from the provincial, city and county governments formed a rural work team of 9688 members to carry out poverty reduction in the poor villages. The provincial organs sent 190 work teams of 864 cadres to provide counterpart support in 39 poor counties, involving 174 towns, 3900 villages and 2.237 million people. The province invested a total of 1.17 billion yuan of relief funds and implemented 7384 projects, dug 846 motor-pumped wells and 1408 dry well, repaired 9233 old wells and 879 km of canals (pipelines), addressed the drinking water problem of 2433 villages, involving more than 300,000 people; built roads of 11500 km, 289 medical service stations, 310,000 mu of economic forest and 19,000 vegetable greenhouses, promoted the planting of 5.36 million mu of improved species, newly built 170 schools, renovated 22600 school buildings, subsidized 25900 needy students, held 18,000 trainings and organized labor transfer of 268,000 people.

    Industry poverty alleviationIn 2014, in accordance with the requirements of integrating demonstration project, project support, policy support, assessment and incentive as well as precise management, starting with project construction, Shanxi Province increased efforts on investment invitation to accelerate project approval and construction. A total of 233 projects were launched in the poor areas of the province with a total investment of 79.923 billion yuan, of which 20.167 billion yuan was invested in 2014. More than 20 non-local enterprises, including Tianjin Baodi Agriculture Science and Technology (Group) Co., Ltd., Inner Mongolia Horqin Cattle Industry Co., Ltd. and New Zealand Fonterra Group participated in the poverty alleviation and development of Shanxi Province through independent investment, equity participation, technology, brand and market cooperation, and implemented 18 projects with an investment of 3.186 billion yuan. The backbone private enterprises in the province, mainly resource-based enterprises and agricultural leading enterprises launched 157 industrial poverty alleviation projects with an investment of 9.378 billion yuan; the state-owned enterprises launched a total of 58 projects with an investment of 7.603 billion yuan. Among the 233 ongoing projects, 121 are agricultural and livestock breeding and processing projects, 49 are facility agricultural projects, 14 are characteristic agricultural products, five are traditional Chinese medicine projects, 16 are land rectification and relocation projects and 28 are ecological tourism development and logistic projects. The project construction promoted the production development of the farmers in1768 poor villages and 307,000 bases and provided jobs for 69,000 rural poor labors, becoming an important factor to promote the income growth of the poor.

    Poverty alleviation trainingIn 2014, Shanxi Province launched the employment training action program for one thousand villages and ten thousand people with stable employment as the core. Relying on the jobs created by the industrial poverty alleviation and development projects in one thousand villages by one hundred enterprises as well as other jobs, targeting at the registered labors from poor villages, especially women labors, we held the job trainings to support these people achieve stable employment and income growth through training. The provincial government raised the subsidy for training from 500 yuan per person to 1,000 yuan per male labor and 1200 yuan per female labor, implemented the convergence between training subsidy and stable employment. The training subsidies provision relied on whether stable employment was achieved. In 2014, a total of 50,000 rural registered poor labors attended the job training and their average monthly wage reached 2,000 yuan after the training. The pilot project of Rain Plan reform was launched to support 36100 new labors of poor villages in 22 key counties to receive vocational technical education so as to enhance their employment and entrepreneurial ability.

    Education-oriented poverty alleviationIn 2014, the education-oriented poverty alleviation of Shanxi Province supported 19800 rural needy students, including 7475 college students, 6329 high school students and 6001 secondary vocational school students. In accordance with the requirements of precise poverty alleviation, the projects covered all the college students enrolled in Class B universities (second batch) who were registered as the poor, aiming to support the children form rural needy families to continue schooling and improve quality.

    Financial poverty alleviationIn 2014, Shanxi Province issued theImplementation Plan on People Enriching Through the Development of Characteristic Industry with Financial Support (2014-2018)and theInterim Measures of Shanxi Province on the Management of Loan Risk Compensation Funds for People Enriching Through the Development of Characteristic Industry with Financial Support”, launched the project of people enriching by financial support, and arranged 233 million yuan of anti-poverty funds in two batches and issued 3-5 million yuan of poverty-relief loan risk compensation funds for each of the 58 poor counties. The financial cooperative agencies enlarged the loan amount by eight times the poverty-relief funds to address the loan problem in the development of characteristic industries in poor areas and support poor areas to develop characteristic competitive industries.

    Ex-situ relocation for poverty alleviationIn accordance with the provincial governments arrangements of annual targets of ex-situ relocation for poverty alleviation, the province completed 40% of the main projects for relocation in the first year and 80% in the second year, and a total of 60,000 people moved to the new houses in the two years. In 2014, the province completed the ex-situ relocation for poverty alleviation of 28600 households and 93900 people, accounting for 93.8% of the total projects and 117% of the annual task. 17700 households and 55500 people moved to the new houses. In 2014, Shanxi Province arranged the task of relocation of 100,000 people, and the main projects were implemented for 22,000 households and 69400 people. The project completion rate was 69.3% and the 173% of the annual task was accomplished. 3132 households and 10200 people moved into the new houses. In 2013 and 2014, a total of 21,000 households and 65700 people moved to the new houses and 109% of the annual task was accomplished. 

    Poverty alleviation in contiguous destitute areasIn 2014, in accordance with the requirements of precise poverty alleviation for specific villages and households, Shanxi Province implemented the quality dry / fresh fruit industry development projects (3 mu per capita) in Daning County, Yonghe County, Fenxi County, Xi County, Ji County and Shikou County in the southern part of Lvliang Mountain Area, launched the industry development projects of large-scale livestock breeding and minor grain crops development in Xing County, Lin County, Lan County, Jingle County, Shenchi County, Wuzhai County and Kelan County in the northern part of Lvliang Mountain Area, implemented the livestock-vegetable industry development projects (1 mu of vegetables per capita, mainly for Beijing and Tianjin) in Tianzhen County, Yanggao County and Datong County of Yanshan-Taihang Mountain Area, and launched the facility vegetable and cow and sheep breeding-based industry development projects in Wutai county, Fanzhi County, Guangling County, Lingqiu County and Hunyuan County of Taihang Mountain Area.

    Entire Village AdvancementIn 2014, Shanxi Province arranged entire village advancement projects in 290 villages with anti-poverty funds of 273 million yuan, involving 24 counties, covering 24,000 poor households, benefiting 69,000 poor people. Project selection: Developed the characteristic industries with regional advantage such as the large-scale breeding of cow and sheep, facility vegetable, dry and fresh fruit and economic forestry; and constructed field road, small water conservancy projects, land rectification and other infrastructure projects. Regional distribution: Developed quality dry/fresh fruit forests in Pianji County, Daning County, Yonghe County and Shikou County at the southern part of Lvliang Mountain Area; focused on large-scale breeding and minor grain crop growing in Shenchi County, Kelan County, Lan County and Xing County at the northern part of Lvliang Mountain Area, and focused on facility vegetable and large-scale breeding in Tianzhen County and Yanggao County in Taihang Mountain Area. Some projects focused on land rectification as the arable land resources in Taihang Mountain Area are not abundant. Project progress: planted 57700 mu of walnuts, 56200 mu of apple, hawthorn and pear and 12100 mu of traditional Chinese medicines; bred 11700 heads of cattle, 17200 sheep, 8195 pigs, 316,000 chickens, 732 rabbits and 131 silkworms; built 809 greenhouses and developed 5620 mu of small grains. Infrastructure construction: Built a total of 12500 mu of basic farmland, improved 1023 mu of low yielding field, conducted land rectification of 5200 mu; built dams of 26500 meters and canals of 18700 meters; dug 157 dry wells and 22 motor pumped wells; constructed 20 drinking water projects for human being and livestock and 314 silage pools, built field roads of 150 km, paved pipelines of 12400 meters and erected wires of 32,000 meters.

    Pilot project of public lottery fundsIn 2014, Shanxi Province invested central lottery funds of 120 million yuan, arranged the central lottery projects in 12 counties, including small public facility projects in ten counties, namely Tianzhen County, Fanshi County, Wuzhai County, Xing County, Lan County, Lin County, Fenxi County, Ji County, Yonghe County and Daning County, mainly supporting the construction of village roads, field roads, drainage canals and irrigation reservoirs. Implemented entire village advancement projects in two pilot counties, namely Shenchi County and Kelan County. With 10 million yuan of central lottery funds and 20.8226 million yuan of local governments’matching funds, industrial sectors’funds and the funds raised by farmers, Shenchi County newly built village highroads of 7 km, renovated village roads of 6.8 km, tractor

    roads / production roads of 7 km and household roads of 3.2 km; paved water pipelines of 11.20 km, four water cellars / drinking water reservoirs and village floodway of 4 km, renovated 463 sheepfolds, built / improved the yards for 24 households, set up one village clinic, 453 cultural rooms and 11 garbage collection stations; installed 33 street lamps, built three greening facilities, bred 3790 sheep and developed 223 pig breeding communities. With 10 million yuan of central lottery funds and 20.0139 million yuan of local governments’matching funds, industrial sectors’funds and the funds raised by farmers, Keland County newly built 20 garbage collection stations, two wastewater treatment points, six village public toilets and village floodway of 1500 meters, hardened village roads of 1275 meters, built village protection dams of 753 meters, hardened village team roads of 1456 meters, water drainage facilities of 1456 meters, hardened squares of 4500 square meters, completed land rectification of 100 mu, park construction of 900 mu, construction of fences of 780 meters, the improvement of 758 toilets, the renovation of pipeline of 588.72 meters and improvement of pipeline network of 12900 meters, and installed 360 street lamps.

    Comprehensive agricultural development in river basins2014 is the last year for the implementation of theADB Project of Agricultural Development in River Basionsin Shanxi Province. In accordance with the medium-term adjustment plan, the province continued to strengthen the construction of three kinds of industrial bases (improved species breeding, characteristic dry / fresh

    fruit and efficient water-saving facilities), promoted the infrastructure construction projects and the certification of quality farm produces of demonstration communities, strengthened the construction of three systems (supporting the linkage between rural households and the market, capacity building and training, project management), invested a total of 239 million yuan in project construction; invested 1.216 billion yuan in total that year, accounting for 86.86% of the total investment (1.406 billion yuan), directly benefiting 38600 households, accounting for 83.54% of the total.

    Grants Projects of the Asian Development BankThe province completed the project construction and capacity building as well as the cash reimbursement task of $695,000 for the project of groundwater management to adapt to climate change and the pilot project of rural women’s economic empowerment in Shanxi Province (G0189-PRC), and the reimbursement rate was 100%. 3.7977 million yuan was invested in the groundwater management project and 1.6178 million yuan was invested in the pilot project of rural women’s economic empowerment. Water-saving technology was widely promoted in the efficient projects of the loan program with a water-saving rate of 30%; the women’s project was selected as a typical case of the“ADB’s rural livelihood projects”and promoted in ADB’s other project areas.

    Poverty alleviation day activityIn 2014, for the first time, the State Council approved the established of the nationalPoverty Alleviation Day. Shanxi Provincial party secretary Wang Rulin and Governor Li Xiaopeng respectively gave important instructions on the“Poverty Alleviation Day”activities and the“Poverty Alleviation Day”activity program was formulated. During the“Poverty Alleviation Day”activity, Shanxi province reported more than 100 articles on the poverty alleviation and development work in Shanxi Province through the CCTV, People’s Network, Xinhua News Agency, Shanxi Daily and Shanxi TV, distributed 40 million pieces of information on the“Poverty Alleviation Day”to the mobile phone users of Shanxi Province through China Mobile, China Unicom and China Telecom, received more than 2.4 million yuan of charity donations from all circles of society, and created a strong atmosphere of caring for poor areas, caring for poor people and supporting poverty alleviation and development in the whole province.

    Mongolia Autonomous Region

    OverviewIn 2014, Inner Mongolia Autonomous Region continued to take anti-poverty work as the primary livelihood project, earnestly implemented the spirit of General Secretary of the CPC Central Committee Xi Jinpings instructions on precise poverty alleviation and important speeches during his visit in Inner Mongolia, under the guidance of the“8337”development idea of Inner Mongolia Autonomous Region, made constant innovations to the poverty alleviation mechanism, arranged the provincial leaders to contact the poor counties and banners, launched the precise poverty alleviation with planning, project and cadres delivered to poor villages and households, increase support for financial poverty alleviation to enrich people, implemented the“ten full coverage”projects and focused on poverty reduction and income growth and six major tasks, namely strengthening infrastructure construction, promoting public utilities, developing characteristic industries, improving village appearance and strengthening ecological construction and grassroots organization construction, striving to promote the poverty reduction by all circles of society; launched the archiving work of the poor, created e-record of 580,000 poor households and 1.57 million poor people and implemented dynamic management; invested 475 million yuan of financial anti-poverty funds to encourage the issuance of 6.2 billion yuan of financial loans, expanding the investment and improved the efficiency of anti-poverty funds; improved the support measures of village-stationed work teams, arranged more than 3,000 units to take part in the poverty reduction, sent 11,000 cadres to work in poor villages and appointed 80,000 people to take charge of household poverty alleviation; continued to cooperate with China Foundation for Poverty Alleviation and implemented CFPA microfinance projects in 36 counties. In 2014, the province invested a total of more than 10 billion yuan of relief funds and implemented 8448 poverty alleviation projects, covering 2834 poor Gacha villages, lifting 400,000 people out of poverty. The poverty rate fell from 15.5% to 11.5%, and the per capita net income of the poor increased by more than 15%.

    Investment of poverty-relief fundsIn 2014, Inner Mongolia strived for 1.489 billion yuan of central anti-poverty funds, up 7.9% over 2013; the autonomous region government put in 1.81 billion yuan of matching funds, the city, banner and county government put in 800 million yuan of matching funds, and a total of 6.2 billion yuan of financial anti-poverty funds was invested in the whole autonomous regions. Inner Mongolia integrated a total of more than 10 billion yuan of anti-poverty funds, including social funds of nearly 700 million yuan, focused on the poverty reduction among the poor villages and poor households, forming the multi-channel investment mechanism integrating government investment, industrial support, bank loans, social funding and mass input.
