    (Ⅲ)Poverty Alleviation Publicity

    Poverty alleviation publicity is an important part in the poverty alleviation work and plays an important role in encouraging people to keep up high morale, enhancing strength, exchanging experience and promoting righteousness. The“Key Points of Work in 2014 of the State Council Leading Group of Poverty Alleviation and Development”proposed to“strengthen the consensus propaganda, publicize good experience, typical models and good practices in the publicity of thecentral government’s pro-poor policies, the implementation of No.25 Document, the reform and innovation and the poverty reduction, carry forward the socialist core values to form positive energy, encourage the masses and cadres in poor areas to shake off poverty relying on themselves, make innovations to the propaganda methods, enrich the publicity modes, and give play to the role of media, especially news media to create a good atmosphere for poverty alleviation and development”. In April 2014, LGOP held a seminar on national poverty alleviation publicity in Taiyuan City, Shanxi Province, and LGOP Director General Liu Yongfu put forward clear requirements on the conference. Poverty alleviation departments at all levels had a profound understanding of the new situation and new requirements of poverty alleviation work as well as significance of poverty alleviation publicity, enhanced the quality and level of poverty alleviation publicity, gave play to the important supporting role of poverty alleviation publicity, strived to create a strong atmosphere for all circles of society to get involved in the poverty alleviation and provided strong support for the successful implementation of the work of the poverty alleviation and development center.

    . Remarkable results of poverty alleviation publicity

    1. More fruitful results of publicity. General Secretary of the CPC Central Committee Xi Jinping, Premier of the State Council Li Keqiang and Vice Premier Wang Yang as well as other central leaders attached great importance to poverty alleviation and development and made a series of important instructions on the work. Before the first“Poverty Alleviation Day”, Xi Jinping made important instructions and required the party and society to continue to take actions to form a strong joint force for poverty alleviation and development. Central media and all kinds of media made a comprehensive, accurate, timely publicity and reporting on the instructions. LGOP held two press conferences to introduce the significance and important deployments of the“Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development”(hereinafter referred to as Document Zhong Ban Fa [2013] No. 25), the background for the establishment of the“Poverty Alleviation Day”and the arrangements for social poverty alleviation work. Hebei, Hunan, Chongqing, Sichuan, Guizhou, Shaanxi and Jiangsu allheld news conferences and Hubei Province held a total of 4 press conferences. In 2014, LGOP coordinated the central media to write nearly 500 propaganda reports, nearly doubled the figure in 2013. Local governments made propagandas in the central media for 1200 times, nearly three times that in 2013.

    2. Good results of key work publicity. Focusing on the propaganda on the CPC Central Committee General Secretary Xi Jinping’s strategic thinking on poverty alleviation and development, the spirit and deployments of Document Zhong Ban Fa [2013] and the key work and major activities of poverty alleviation and development, LGOP actively coordinated the media to report the anti-poverty work and achieved good results. Local governments all conducted key work publicity based on actual situation. Hebei Province made propaganda on the spirit and deployments of Document Zhong Ban Fa [2013] No. 25 to the citizens through village affairs announcement and farmers’forum. Inner Mongolia Autonomous Region highlighted the key work in its publicity, including provincial leaders’contacting poor counties and banners, the accurate poverty alleviation of“three to villages and three to households”and financial poverty alleviation to enrich people, etc. Jilin Province made continuous reports on anti-poverty work, including the reports titled“On the Way to A Well-off Society”,“Good People Leading the Fashion in Jilin”, etc. Guangxi Zhuang Autonomous Region cooperated with the TV station to make a series of reports titled“Work Hard for the Rise of Guangxi-Key Problem Tackling in Poverty Alleviation”, opened a special column on the stories of advanced units and individuals in poverty reduction, and developed the public welfare program of“First Secretary”, highly praised by the State Administration of Press,Publication,Radio, Film and Television.

    3. Vivid thematic publicity. LGOP actively organized media to design and make propagandas and concentrate on the publicity activities on the first“Poverty Alleviation Day”, design in advance and study the program to strive for support of the relevant departments and major media. The whole publicity activity was characterized by a clear sequence anddistincttheme, and good results were achieved. Local governments organized and cooperated with the media to carry out publicity activities on the Poverty Alleviation Day. Shanxi Province organized the activity of“Journalist Trip in Taihang and Lvliang Mountain Areas”. The Heilongjiang Daily has three special reports printed, namely the“reform and innovation to enhance the endogenous power and development vitality-accelerating the pace of building a well-off society in the poor areas of Heilongjiang Province”, the“mechanism innovation for key problem tackling in poverty alleviation, creating a new situation of poverty reduction with joint efforts of all circles of society”, and the“key problem tackling for poverty alleviation”, and reported them in the provincial news.“Henan Daily”opened a special column on the introduction of the poverty alleviation mechanism. Hunan Province carried out the activity of signatures by one million people for poverty reduction. Chongqing City reported on the“six-one”program. Yunnan Province reported the most lovely people in poverty alleviation in the new era. The“Tibet Daily”published the achievements in poverty alleviation and development entitled“Tibet Reduced Poverty-stricken People by 135,000 This Year”, which won the first prize of national news. Qinghai Province and Xinjiang Uygur Autonomous Region carried out the activities of Reporters’Interview in Impoverished Villages and the Poverty Reduction in Grassroots Areas, opened a special column on poverty alleviation and development in TV program and newspapers to tell stories on poverty reduction, and Xinjiang Uygur Autonomous Region also made nearly 2,000 promotional signs on poverty reduction.

    4. Characteristic advanced model propaganda. LGOP took full advantage of important time and opportunities to make propagandas on models and successful experience in poverty alleviation, and gave full play to the demonstration and leading role of the models to promote good experience and practices in poverty reduction. On the“Poverty Alleviation Day”, for example, it announced a series of advanced models in social poverty alleviation. Local governments also carried out publicity on advanced models and successful experience in poverty reduction in various forms. Liaoning Province opened special columnsto introduce successful experience in poverty reduction and make timely reports on the advanced individuals and stories in poverty alleviation. Guangxi Zhuang Autonomous Region and Guizhou Province respectively made propaganda on the stories of Comrade Zhao Wenqiang and Comrade Wen Zhaorong. Gansu province carried out the“Activity of Working in Poor Villages Again”, the“Action of NPC Deputies”and the“CPPCC Members Boosting Shuanglian Activity”. Qinghai Province launched the“Selection of Excellent Poverty Alleviation Cadres like Jiao Yulu”. Xinjiang Uygur Autonomous Region launched the activity of“Struggling to Change the Fate—Looking for the Most Beautiful Person in Poverty Alleviation”.

    5. Growing diversity of publicity platforms and forms. Local governments made full use of new media such asmicroblog and micro channel for poverty alleviation publicity. Jiangsu and Zhejiang created the platform of micro channel and gave full play to the advantages of new media to expand the coverage of poverty alleviation publicity. Hubei Province created the mobile APP. Guangdong and Sichuan made full use of microblog and micro channel to launch the activities of“Poverty Alleviation Day”, create a platform for publicity, enhance the sense of participation and increase the interactivities. Guizhou Province created two platforms, namely the theMicro Poverty Alleviation and the Weekly Poverty Alleviation and Development.“Poverty Alleviation in China”played its role of“announcing policies, ideas and information”, for which local governments made active subscriptions and distributed them to poor villages and the village-stationed work teams, witha circulation of 100,000 copies for the first time. Many other regions also carried out various forms of publicity activities. Hebei Province organized the preparation of reports on poverty alleviation and published the“Green Rising Road—the Tourism-based Poverty Alleviation in Hebei”. Anhui Province held 185 exhibitions of anti-poverty pictures and issued nearly one million copies of poverty alleviation publicity materials. Ningxia Hui Autonomous Region produced four TV programs on poverty alleviation, namely the“Precise Poverty Alleviation in Ningxia”,“Moving out of Mountains”,“Dream in Yunnan”and“Fujian-Ningxia Pairing-off Poverty Alleviation on the Silk Road”. Xinjiang Uygur Autonomous Region published a series of literary works on poverty alleviation and recorded the“Song of Poverty Alleviation”.

    . Main experience and practices

    1. Strengthening mechanism building. LGOP issued the“Opinions on Further Strengthening Poverty Alleviation Publicity”and put forward requirements on the establishment of poverty alleviation mechanism. Local governments further clarified the propaganda agencies and staff, strengthened personnel training and issued the work plans, management assessment methods, etc.. Shanxi, Hainan and Chongqingheld trainings on poverty reduction publicity and invited senior reporters of the provincial media to give lectures for the training. Jiangxi Province and Inner Mongolia Autonomous Region strengthened the publicity platform construction, established the leading group for poverty alleviation and propaganda andstrengthened publicity cadre team building, creatingan atmosphere for information collection, information network building and information spreading. Chongqing City, Hainan Province and Qinghai Province formulated the implementation plan of poverty alleviation publicity, the assessment methods, regulations on rewards and punishments or target liability statements. Sichuan and Jilin Province established the provincial, city and county institutional guarantee systems for poverty alleviation publicity. Sichuan Province invested 2.9 million yuan to support the poverty alleviation publicity. Guizhou, Shaanxi and Gansu Province established the mechanism for media contacting and information disclosure, achieving the normalization of news release and centralized interviews.

    2. Being more active in contacting media. LGOP actively strengthened the communication with the Central Propaganda Department to discuss the key contents and implementation plan of the poverty alleviation publicity work and keep close contacts in the work, striving for guidance and support; took the initiative to contact the relevant media, established the communication channels for information disclosure, and designed a series of publicity and reporting activities through a variety of ways and timely supply of clues and materials. Local poverty alleviation departments strengthened the convergence and cooperation with the publicity departments and news units and carried out various forms of colorful publicity activities, creating a strong atmosphere of poverty alleviation publicity nationwide. Shanxi Province established the healthy communication channels for the two-way interaction and cooperation with the media and provided news information of nearly 100,000 words to the media. The Inner Mongolia Autonomous Region hold quarterly seminar on publicity information work. Shandong Province actively cooperated with the provincial TV stations, radio stations and Dazhong Daily and opened a special column for continuous reporting of poverty alleviation and development work.

    3. More effective supervision and inspection. LGOP continued to strengthen the supervision and guidance on local anti-poverty work and required local governments to contact media for relevant clues and coordination; summarized the poverty alleviation publicity of various regions every quarter and disclosed the information; and did a good job of score ranking and recognition according to the requirements of the Notice,. Local governments also introduced the assessment and incentive measures. Shanxi and Hunan Province made clear the scope of assessment or incentive measures for poverty alleviation publicity work and incorporated poverty alleviation publicity into the annual work target system.

    . Industrial Poverty Alleviation

    Overview

    In 2014, the relevant industry departments actively fulfilled the industry responsibility, gave full play to the advantages of industry sectors, strengthened guidance on research and policy coordination, issued a series of special support policies for impoverished areas and increased industry investment.

    The relevant departments earnestly implemented the key work in ten fields according to the working plan and successfully completed the annual work task. First, village road building. The Ministry of Transport arranged more than 155 billion yuan to support the construction of 31700 km of highway and 96,000 km of rural roads as well as the construction of 138 bridges based on ropeway transformation, addressing the road problems of 10500 administrative villages of 93 towns. Second, drinking water safety. The National Development and Reform Commission and the Ministry of Water Resources arranged 12.5 billion yuan to address the drinking water safety problem of 19 million rural residents and 2.85 million rural teachers and students. Third, guarantee of electricity supply. The National Energy Administration issued invested a total of 44.99 billion yuan in the upgrading of rural power grid in poor areas, especially in minority and old revolutionary base areas, and invested a total of 8.71 billion yuan to address the electricity problem of 840,000 people. Fourth, renovation of dilapidated houses. The Ministry of Housing and Urban-Rural Development, the National Development and Reform Commission and the Ministry of Finance arranged subsidy funds of 23 billion yuan to support the renovation of dilapidated houses of poor rural households in 2.66 million poor areas and raised the central subsidy for renovation of dilapidated houses in 832 key counties and contiguous destitute areas from 7500 yuan per household to 8500 yuan per household. Fifth, income growth of featured industries. The Ministry of agriculture, the State Forestry Administration, LGOP, the Ministry of Commerce and the All-China Federation of Supply and Marketing Cooperatives actively supported industrial poverty alleviation. Local governments continued to develop the traditional dominant industries such as woody fruits, herbivorous animal husbandry, pig and potato industry. At the same time, to adapt to the development of new technology and new business and create new growth points, Longnan City of Gansu Province vigorously develop E-business, Jinzhai County of Anhui Province developed photovoltaic industry and Yunnan Province focused on online sales of quality fruits, which played a positive role in lifting the masses out of poverty. Sixth, rural tourism-based poverty alleviation. The National Development and Reform Commission, National Tourism Administration, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture, the State Forestry administration and LGOP issued the“Circular on the Implementation of People Enriching by Rural Tourism to Promote Tourism-based Poverty Alleviation”, and selected 6130 administrative villages as the key villages for rural tourism development, including more than 2,000 registered impoverished villages. Seventh, education-based poverty reduction. The Ministry of Education and the National Health and Family Planning Commission of China issued the“National Child Development Planning for Impoverished Areas (2014-2020)”. Arranged special funds of 31 billion yuan to improve the conditions of compulsory education schools in poor areas and ensure that all the 40 million children in poor areas have nutritious meals every day. Eighth, Health and family planning work. The National Health and Family Planning Commission of China issued 19.85 billion yuan of central government funds to support the construction of 47,000 health and family planning agencies in poor areas. Ninth, Cultural construction work. The Ministry of Culture purchased bookmobiles for the key counties and contiguous destitute areas. The State Administration of Press, Publication, Radio, Film and Television provided radio and TV programs for 650,000 natural villages with at most 20 households with access to electricity and subsidized 590,000 administrative villages for film screening. Tenth, informationization construction in poor villages. The Ministry of Industry and Information Technology and other relevant departments solved the broadband problems of 13,000 poor villages and the telephone problem of 3760 natural villages with at least 20 households, and provided Internet service for the administrative villages of 18,000 contiguous destitute areas.

    Poverty Alleviation by National Development and

    Reform Commission

    OverviewIn 2014, the National Development and Reform Commission (NDRC) earnestly implemented the spirit of theChina Rural Poverty Alleviation and Development Program (2011-2020)and theOpinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development”(Zhong Ban Fa [2013] No. 25) issued by the General Office of the CPC Central Committee and the General Office of the State Council and carried out a series of work in the field of poverty alleviation and development according to the unified deployment of the CPC Central Committee and the State Council.

    Construction of poverty alleviation systemIn 2014, the National Development and Reform Commission incorporated rural poverty alleviation and development index into the annual plan for national economic and social development and put forward to reduce the rural poverty-stricken people by 12 million in the“Industrial Economic Development Plan 2014”; cooperated with LGOP in the preliminary study on the registration of poverty reduction objects nationwide and accelerated the establishment of precise poverty alleviation mechanism; participated in the preparation of the“Notice of the State Council Leading Group of Poverty Alleviation and Development on the Establishment of Constraint Mechanism of Poor Counties”and explored the establishment of poor county assessment, constraint and exit mechanisms; participated in the preparation of the“Opinions of the State Council Leading Group of Poverty Alleviation and Development on Reforming the Financial Anti-poverty Fund Management Mechanism”, striving to improve the efficiency of poverty-relief funds; participated in the preparation of the“Opinions of the General Office of the State Council on Further Mobilizing Social Forces to Participate in Poverty Alleviation and Development”, pushed forward the establishment of the first“Poverty Alleviation Day”and accelerated mechanism innovation for social poverty alleviation.

    Poverty alleviation in contiguous destitute areasIn 2014, the National Development and Reform Commission and LGOP summarized the progress made in major infrastructure construction in contiguous destitute areas, coordinated the relevant departments and local governments to accelerate the construction of major projects in contiguous destitute areas and incorporate the eligible projects not covered by the“12th Five-Year Plan”into the“13th Five-Year Plan”; improved the working mechanism for contacting the contiguous destitute areas, strengthened guidance on the contact units, promoted the relevant departments and local governments to introduce more preferential policies for the contiguous destitute areas and coordinated to solve relevant problems of the contiguous destitute areas.

    Drinking water safetyIn 2014, the National Development and Reform Commission actively promoted the construction of rural drinking water safety project and rural tourism-based poverty alleviation. Jointly with the Ministry of Water Resources, the National Development and Reform Commission arranged 24 billion yuan of central funds for rural drinking water safety project construction, addressed the drinking water problem of 58.44 million rural residents and 8.12 million teachers and students in rural areas, completed 110.9% of the annual targets (60 million) set by the government work report, and launched the water quality monitoring capacity building for the first batch of rural drinking water safety projects.

    Tourism-based poverty alleviationIn 2014, the National Development and Reform Commission speeded up the rural tourism-based poverty alleviation, formulated and issued theWork Program on Rural Tourism-based Poverty Alleviationjointly with the relevant departments, issued the notice on the implementation of rural tourism-based people enriching projects and selected 6130 key villages for rural tourism-based poverty alleviation; cooperated with the relevant departments in improving rural road situation, electricity guarantee, informationization construction in impoverished villages, the development of characteristic industries, education-based poverty alleviation, health and family planning work, etc.

    Poverty-relief relocationIn 2014, the National Development and Reform Commission arranged 5.5 billion yuan of central budget funds for poverty-relief relocation, aiming to relocate a total of 91.69 million poor people living in the central and western cold rocky mountain areas; issued the“Notice on the Issuance of Guidance concerning the Poverty-relief Relocation in the New Stage”, further delegated the management power, clarified the division of labor and strengthened the supervision on poverty-relief fund projects.

    Poverty Alleviation Day ActivityIn 2014, in accordance with the requirements of the State Council, the National Development and Reform Commission successively issued theCircular on the Organization of Activities on the First Poverty Alleviation Day, the“Notice on Further Increasing Support for Impoverished Regions”and the“Notice on Offering Advice and Suggestions for Boosting the Development of the Twinned Counties of NDRC”and made overall deployments on the organization of the activities on the Poverty Alleviation Day. On the one hand, the relevant divisions and bureaus and subsidiary units of NDRC were required to develop careful planning, earnestly organize various forms of activities to create a strong atmosphere for helping the poor, and make suggestions on how to solve the bottleneck problem in the four twinned counties combined with the preparation of the“13th Five-Year Plan”to make clear the development idea of the“13th Five-Year Plan”. On the other hand, the local development and reform commissions were required to fully understand the important significance of boosting the development of poor areas and, taking contiguous destitute areas as the main battlefield, further increase support for planning preparation, policy formulation and investment arrangement.

    Work-for-FoodIn 2014, theNational Development and Reform Commission arranged Work-for-Food funds of 5.72 billion yuan (including central budget of 1.5 billion yuan and financial budget of 4.22 billion yuan for work-for-food program), constructed a large number of medium and small public welfare facilities in impoverished regions and issued 682 million yuan of remuneration to the poor involved in the project construction. On the basis of field survey and listening to the opinions of relevant parties, the National Development and Reform Commission revised the“National Regulations on World-for-Food”and issued and implemented the“National Regulations on World-for-Food”with No.19 Order of NDRC, further clarifying the requirements on planning, capital projects, organization, implementation, supervision and management.

    Fixed-point poverty alleviationIn 2014, through sending cadres to the poor areas, theNational Development and Reform Commission coordinated relevant departments to increase support for fund projects so as to boost the economic and social development of the four twinned poor counties-Lingshou County and Fengning County of Hebei Province, Wangqing County of Jilin Province, and Tiandong County of Guangxi Zhuang Autonomous Region. In 2014, NDRC arranged 7 division and office directors to work in the above four counties, entered the information of the four counties, including the basic situation, the investment inviting projects and relevant problems to be addressed, into internal network system of NDRC, encouraged and guided state organ cadres to serve as matchmakers for the counties’investment invitation. Meanwhile, we coordinated Samsung China to invest 2 million yuan in the construction and renovation of the“smart classrooms”of a primary school in each of the four twinned poor counties, aiming to construct one classroom for at least 50 people in each school.

    Poverty Alleviation by the Ministry of Education

    OverviewIn 2014, the Ministry of Education earnestly implemented the decisions and deployments of the CPC Central Committee and the State Council, in accordance with the requirements ofChina Rural Poverty Alleviation and Development Program (2011-2020), formulated and issued the“Implementation Plan of Education-based Poverty Alleviation of the‘Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development’issued by the General Office of the CPC Central Committee and the General Office of the State Council”, further clarified the main task and responsibility mechanism of education-based poverty alleviation, guided and promoted the implementation of education-based poverty alleviation, issued the“Poverty Alleviation Day Activity Program of the Education Sector in 2014”to celebrate the first Poverty Alleviation Day, mobilized the traditional media and new media at all levels to strengthen publicity on education-based poverty alleviation, continued to implement the preferential education policies for contiguous destitute areas and highlighted education-poverty alleviation to further promote the development of education-poverty alleviation.

    Investment of poverty-relief fundsIn 2014,the central government arranged87.897 billion yuan of rural compulsory education guarantee funds to further raise the standards of public funds for rural primary and secondary schools600 yuan per student for the primary schools and 800 yuan per student for the middle schools in the central and western regions. Adjusted and improved the secondary vocational education tuition-free fiscal subsidy mode, adjusted the fiscal subsidy time of public schools from 2.5 years to 3 years and that of private schools from 2 years to 3 years. In 2014, the central government invested 3.02 billion yuan of state grants and 8.23 billion yuan of tuition-free subsidy funds in the secondary vocational education. Continued to issue awards to the regions where the living subsidy policy is implemented for the teachers of township and village schools and teaching points in the contiguous destitute areas. The central government issued 1.199 billion yuan of comprehensive awards to these areas. Provided living subsidies for the boarding students from rural needy families receiving compulsory education. The central government issued 50% of the needed subsidies. Supported local governments to allow children from migrant workers’families to take part in the college entrance examination in the city, further safeguarding the rights of migrant children to receive education equally. In 2014, a total of 56,000 migrant children in 28 provinces completed the procedures for taking part in the college entrance examination.

    Improve the basic conditions of the schools for compulsory education in poor areasIn April2014, the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance jointly issued theNotice on the Formulation of Implementation Plan to Improve the Basic Conditions of the Schools for Compulsory Education in Poor Areas”, striving to make the compulsory education facilities and living facilities in rural poor areas basically reach the relevant standard in three to five years under the principle of“providing whatever is needed”. In July, the General Office of the Ministry of Education, the General Office of the National Development and Reform Commission and the General Office of the Ministry of Finance jointly issued the“Notice on the Issuance of Basic Requirements on the Comprehensive Improvement of the Basic Conditions of the Schools for Compulsory Education in Poor Areas”, put forward 20 basic requirements and required the local governments to optimize the resources allocation and give priority to the schools with poor conditions in poor areas so as to achieve the goal of“meeting the basic needs and overcoming the shortcomings”. To support the transformation of the schools with poor conditions, in 2014, the central government invested 49.25 billion yuan to eliminate 40% of the Grade A dilapidated houses, newly build 9161 schools, expanded the student cafeteria, renovated the toilets of 10500 schools, renewed and repaired the doors and windows of 24700 schools and buy heating equipment for 4404 schools as well. At the same time, the Office of the State Council Education Steering Committee took the improvement of rural schools’conditions as the key work, conducted spot check in 203 counties, organized supervision on 1133 schools for compulsory education and strengthened the implementation of responsibilities.

    Three-year Action Plan for pre-school educationIn 2014, the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance jointly issued theOpinions on the Implementation of the Second Three-year Action Plan for Pre-school Education”, determined the gross kindergarten enrollment rate of 75% in the three years before 2016, clearly proposed to vigorously develop public kindergartens, actively supported inclusive private kindergartens, strengthened policy support for kindergarten teacher training and made deployments for the reform and development of pre-school education. In 2014, the central government issued 15.767 billion yuan of financial funds to help address the education resource shortage in the contiguous destitute areas, minority areas and the regions concentrated with left-behind children. We accelerated the formulation of relevant policy documents on kindergartens’working rules, construction standards, toy and teaching equipment, and guided local governments to implement scientific education to boost the standardized development of nursery education.

    Nutrition improvement plan for rural students receiving compulsory educationSince November 2014, according to the nutrition improvement plan for rural students receiving compulsory education, the nutrition meal subsidy standard was raised from 3 yuan to 4 yuan per person. In 2014, the central government arranged a total of 17.16 billion yuan of nutrition improvement funds to benefit 21.6713 million students in the contiguous destitute areas. The monitoring shows that after the implementation of this policy, the average height of the 615-year-old boys and girls of all ages respectively increased by 0.4 cm and 0.6 cm and the weight increased by 0.3 kg; the anemia rate of the boy and girl students in the western primary schools respectively declined by 3.3% and 3.9%; and the average scores of Chinese and mathematics of the students in the western primary schools increased by 4.6 and 4.5 respectively.

    Special program of targeted enrollment in rural poor areasIn 2014, according to the requirements ofNotice on Improving the Proportion of Rural Students Enrollment of Universities in 2014issued by the Ministry of Education, we continued to expand the areas for the implementation of the Special program of targeted enrollment in rural poor areas, arranged enrollment plan of 50,000 students, with an increase of 20,000 over 2013, covering all the contiguous destitute areas and national key counties for poverty alleviation and development; implemented the separate entrance policy for rural students, required the universities directly subordinated to the Ministry of Education and the pilot universities for the reform of autonomous selection and enrollment to arrange at least 2% of the annual undergraduate student enrollment targets for the excellent rural students from remote, poor and minority counties according to the regulations on autonomous selection and enrollment; implemented the special program for local key universities to enroll rural students and required local governments to arrange the key universities of the provinces to arrange at least 2% of the annual enrollment targets for the local rural students. In 2014, the rural students enrolled in key universities increased by 11.4% compared to 2013.

    Living allowance for rural teachersIn May 2014, the Ministry of Education convened a conference on the exchange of experience in providing living allowance for rural teachers, made overall deployment on the work and urged local education departments to implement the policy. In accordance with the principle of local governments’independent implementation and central government’s comprehensive award and subsidy, we issued living allowance to the teachers of the schools and teaching points in poor counties, towns and villages. The central government issued a total of 1.199 billion yuan of comprehensive awards and subsidies to benefit 949,000 rural teachers in 604 counties.

    National Development Plan for Children in Poor AreasIn 2014, the Ministry of Education and National Health and Family Planning Commission of China took the lead to study the formulation of theNational Development Plan for Children in Poor Areas (2014-2020)”jointly with nine departments including the National Development and Reform Commission, and the Ministry of Finance, and the Plan was issued by the General Office of the State Council. Targeting at the rural children by their compulsory education stage in the contiguous destitute areas, the Plan requires a whole process of protection and intervention of these children’s health and education and creates a safe network for the growth of children in poor areas, striving to achieve the goal of making the overall development level of the children in poor areas up or close to the national average by 2020. Through the implementation of policy measures in five aspects, namely neonatal birth health, child nutrition improvement, child health care, child education as well as the education and care of children in special difficulties, we achieved the full coverage of families, schools, government and the society for child care and established a policy system of whole process care, whole society participation and full range of services for the development of children in impoverished regions.

    Fixed-point poverty alleviationThe Ministry of Education is designated the task of pairing-off poverty reduction in Qinglong County, Wei County and Xinhe County of Hebei Province. Before the Spring Festival of 2014, we went to the above counties to carry out the activity of“Warmth Delivery in Sprint Festival of 2014”and raised 300,000 yuan for 60 farmers and teachers from needy families. The Ministry of education coordinated Toyota Motor Corp. and Guangqi Toyota Automobile to allow one teacher of Qinglong County Vocational School and one teacher of Wei County Vocational School to take part in its free one-week training of vehicle repairing, further improving the quality of the professional teachers of the vocational schools of the two counties. The Ministry of Education made innovations to the poverty alleviation pattern, organized the cadres of two twinned poor counties to carry out field survey in the developed regions, aiming to enhance the management levels of cadres in poor counties through listening to the reports, visiting the vocational colleges and factories and discussing about counterpart support with relevant enterprises in the developed areas.

    Poverty Alleviation by the Ministry of Science and Technology

    OverviewIn 2014, in accordance with the unified deployments of the CPC Central Committee and the State Council, theMinistry of Science and Technology earnestly studied General Secretary of CPC Central Committee Xi Jinpings speeches, comprehensively implemented the spirit of the Eighteenth National Congress of the CPC and the Third and Fourth Plenary Session of the 18th CPC Central Committee, fully played its technology advantages, seriously implemented the spirit of the“China Rural Poverty Alleviation and Development Program (2011-2020)”, the“Regional Development and Poverty Alleviation Planning of Qinba Mountain Area and the“Talent Support Program Implementation Plan for Remote Impoverished Areas, Border Minorities and Old Revolutionary Base Areas”, continued to deepen the mechanism reform for poverty alleviation by science and technology, made constant innovations, under the guideline of“serving the leading industry, highlighting the innovative ideas, promoting the improvement of people’s livelihood and supporting local development”, based on the current situation of economic and social development in impoverished areas and the key work in poverty alleviation and development, with the spirit of“seeking truth, making innovations and business launching with love for old revolutionary base areas, rooted in the grassroots areas”for poverty alleviation by science and technology, vigorously promoted innovations and entrepreneurship by science and technology, steadily pushed forward industrial poverty alleviation, fixed-point poverty alleviation and the poverty reduction in contiguous poor areas, strived to turn science and technology into the development impetus of impoverished regions and enhance the self-development ability of poor areas to make a positive contribution to the scientific and technological advancement and sound and healthy economic and social development in impoverished areas.

    Construction of scientific and technological talentsAfter careful research, soliciting the opinions of local governments and repeated communication with the relevant departments, the Ministry of Science and Technology issued theImplementation Plan of the Technological Personnel Plan of the Talent Support Program for Remote Impoverished Areas, Border Minorities and Old Revolutionary Base Areas”in April 2014 jointly with five departments, including the Organization Department of the CPC Central Committee, the Ministry of Finance, the Ministry of Human Resources and Social Security and LGOP. In July, the launching meeting was convened in Chongqing City to make deployments for the work and the representatives of the Organization Department of the CPC Central Committee and relevant departments were invited to give instructions. According to the declaration requirements, after careful review, we finally supported the dispatch of 15,000 technical persons and 2355 training persons. The central government invested 220 million yuan and the provincial government put in 110 million yuan.

    Support for characteristic industryIn 2014, to strengthen policy support and entrepreneurship training, we carried out study and made deployments on further promoting the dispatch of science and technology correspondents and boosting the development of characteristic industries in impoverished regions, through the relevant science and technology program for grassroots units, increased support for the innovation and entrepreneurship of technology correspondents in poor areas to provide effective technological talent and intellectual services for the development of characteristic industries in impoverished regions; and vigorously supported the construction of entrepreneurship chains of science and technology correspondents to promote the technological innovation and national Spark Program supported 181 key projects in the western regions with 129 million yuan; the special action for people enriching and county development by science and technology supported 224 projects in the western regions with 369 million yuan.

    Informationization construction of poor villages Through the863 Planand the national science and technology support program, we supporteda large number of major key projects such as thestudy on digital agriculture technology, thekey technology research and demonstration for modern rural informationization”, the“key technology research and application for the e-agriculture platforms in western minority areas”, focusing on the informationization of agricultural production, the informationization of agricultural products circulation, the integrated information service system in rural areas and provincial and township rural information service system development and technology integration demonstration, we strengthened scientific and technological research, made breakthroughs in the study of a number of key technologies, developed a number of major applications and products, established a number of demonstration zones with different application modes, and played an important role in leading and supporting the development of modern agriculture and supporting impoverished villages to shake off poverty and get rich. Through the“development of agricultural and rural informatization”we vigorously promoted the construction of a modern rural science and technology information service systemand gave play to the role of informationization in the rural distance education, modern agricultural development and the improvement of rural people’s livelihood; Established a unified national rural science and technology information service platform, madethe public telephone number of 12396 a national unified hotline for rural science and technology information service and, through the spark plans at all levels nationwide, pushed forward the construction of the spark technology 12396 information service pattern. At present, there are a total of 12600 spark service centers or stations and the technology information service covered 413 cities, 12200 towns and 144,000 villages. Organized the preparation of the special teaching materials of“rural technology and application”forthe modern distance education of rural party cadres, expanded the ideas and organized the production units to produce and broadcast relevant programs for 160 hours,  and introduced a lot of sophisticated practical technologies and scientific knowledge to the party cadres and farmers in rural areas, covering all administrative villages through the distance training network of the Organization Department of the CPC Central Committee. Jointly with the Organization Department of the CPC Central Committee and the Ministry of Industry and Information Technology, we launched the construction of the national rural information technology demonstration provinces, focusing on rural science and technology information services and remote education, modern agricultural innovation and rural science and technology innovation, adhering to the combination of integrated services and professional services, the combination of government services and market services, promoted the platform’s moving upward and the services’extension, accelerated the mechanism innovation, strengthened resource integration, expandedthe service functions, unblocked the service channels and strived to promote the“three-network integration”to enhance the science and technology information service levels in rural areas. 13 provinces (municipalities) in the country launched the construction of pilot demonstration provinces of rural informationization, including Shandong, Hunan, Anhui, Henan, Chongqing, Zhejiang, Jiangxi, Guizhou, Yunnan, Qinghai, etc.

    Field research on poverty alleviationIn 2014, the Poverty Alleviation Office of the Ministry of Science and Technology organized theResearch on Poverty Alleviation by Scientific and Technological Entrepreneurship in Qinba Mountain Area; in the research, designed the“technology innovation capacity and entrepreneurship environment survey questionnaire for the counties (cities, districts) in Qinba Mountain Area”and the“technical progress survey questionnaire for the SMEs in Qinba Mountain Area”for SMEs, covering 80 counties (cities, districts) in Qinba Mountain Area; carried out in-depth research on the innovation capacity, policy environment and entrepreneurship cases and experience in Qinba Mountain Area and put forward the development idea of“one product for one county”for the local characteristic industries.

    Poverty Alleviation in Qinba Mountain AreaIn November 2014,     jointly with the State Railway Administration and China Railway Corporation, the Ministry of Science and Technology convened a conference on the regional development and poverty alleviation in Qinba Mountain Area in Shiyan City, Hubei Province. Vice Minister Zhang Laiwu of Science and Technology, LGOP Party Committee Member Jiang Xiaohua, Vice President Zhu Wangyu of State Railway Administration, Chief Accountant Yu Bangli of China Railway Corporation and Vice Party Secretary of Hubei Province Zhang Chang’er attended and addressed the meeting. Representatives from Henan, Hubei, Chongqing, Sichuan, Shanxi and Gansu Province delivered speeches at the event, and the principals of 28 national ministries and commissions including the National Development and Reform Commission,Ministry of Education and Ministry of Industry and Information Technology, as well as the railway bureaus of Zhengzhou, Wuhan, Xi’an, Chengdu and Lanzhou were present at the event. The conference summarized the practices and experience of the six provinces (municipalities) in promoting the implementation of poverty reduction planning of Qinba Mountain Area and coordinated to solve the major problems encountered in the process of planning implementation in Qinba Mountain Area, playing a positive role in boosting the entrepreneurship-based poverty alleviation, improving the contact, exchange and cooperation mechanisms in Qinba Mountain Area.

    Fixed-point poverty alleviationIn 2014, the Ministry of Science and Technology carried out the fixed-point poverty alleviation work in Wei County of Hebei, Yongxin County and Jinggangshan City of Jiangxi, Guangshan County of Henan, Yingshan County of Hubei as well as Jia County and Zhashui County of Shaanxi, and supported the development of pillar industries in the poor counties (cities) through the Project Spark, the Torch Program and the special program for people enriching and county development by science and technology; put direct investment of 15.81 million yuan, including 8.15 million yuan in cash and 7.66 million in kind; helped to introduce all kinds of funds of 6.74 million yuan and 33 technological projects; continued to comprehensively promote the rural three-level health service network based on the national population health data sharing platform construction in seven counties (cities), and introduced urban quality medical resources to the impoverished regions to facilitate farmers’doctor seeing and reduce the medical burden on peasant patients.

    Industrial poverty alleviationIn 2014, the Ministry of Science and Technologycoordinated and guided Wei County to newly construct five vegetable planting areas, introduce 18 new species and promote eight planting technologies; contacted the Pear Engineering Technology Center of Hebei University to support the grafting and transformation of 5,000 mu of Huangguan pear and the planting of 3800 mu of Huangguan pear in Wei County with new technique; promoted the cooperation between the traditional Chinese medicine enterprises in Yingshan and the universities and research institutes of Hubei to establish three R&D centers for deep processing of poria; encouraged Academicianof the Chinese Academy of Engineering Chen Zongmao to cooperate with Jinlei Tea Co., Ltd. to jointly set up the tea academician workstation; In Guangshan County, focused on the development of tea industry, constructed 100 mu of demonstration bases for the planting of clonal seed tea seedling, cultivated 2,000 mu of clonal seed tea seedling gardens, provided more than 50,000 kg of quality skewer ear for the breeding demonstration bases, and bred a dozen of clonal varieties suitable for local area such as Longjing tea with long leaf; In Jinggangshan City, guided the development of new thinking on the construction of Bajiaolou National Agricultural Science and Technology Park, helped improve the park construction plan; promoted Baima National Agricultural Science and Technology Park and Nanjing Municipal Science and Technology Commission to cooperate with Jinggangshan City in science and technology and implement the cooperation agreement on the construction of the“Jinggangshan National Agricultural Science and Technology Park BajiaolouBranch”; supported Jiangxi Jinggang Red Tea Co., Ltd. and other enterprises to participate in the ThirdChina Science and Technology Innovation and Entrepreneurship Competition; strengthened the scientific and technological cooperation and exchanges between Yongxin County and Jinggangshan University, convened the“seminar on the scientific and technological cooperation and exchanges between Yongxin County and Jinggangshan University in 2014”; giving play to the advantage of School of software at Tsinghua University, helped to improve the government website upgrading and the website of the Technology Bureau, assisted Yongxin County People’s Hospital in improving the telemedicine and health service platform; focused on pushing forward the demonstration and promotion of technologies for high-quality commercial pig breeding, mulberry intercropping with bamboo shoots and white tea standardized cultivation technology; helped Zhashui County to cooperate with the experts and professors of Shaanxi Normal University and Shaanxi Microbial Research Institute to boost local economic growth by scientific and technological talents; guided the construction of the“Characteristic Agricultural Science Park at the Southern Foot of Qinling Mountain”with Xichuan Modern Leisure Agriculture Demonstration Park as the core, and the approval for the construction of Shaanxi Provincial Agricultural Science Park; continued to support the extension of characeteristic industrial chains such as the red dates industry chain in Jia County; helped to introduce 14 agricultural crop species including jujube, potato, corn, etc., and develop one new technology, promoted the extension of more than 20,000 mu of new crop species; helped Jiaxian Ancient Jujube Orchard to get the certificate of “globally important agricultural heritage”issued by the Agriculture Organization of the United Nations, filling the blank of this field in the northwest regions of China;to meet the development needs of the dominant industries, constructed expert courtyards in Dian Town and Wu Town of Jia county and held more than 20 agricultural technical trainings in 2014; and contacted the Northwest A&F University andAVIC Xi’an Flight Automatic Control Research Institute to conduct jujube insect prevention experiment by using helicopters.

    Poverty alleviation trainingIn 2014, the Ministry of Science and Technology contacted Hebei Agricultural University to hold 18 green vegetable planting technical trainings in Wei County and 25 other trainings, issued more than 35,000 technological books, technical materials and CDs; supported 40 science and technology correspondents to conduct technology demonstration and hold trainings in 28 bases including Xichuan Modern Leisure Agriculture Demonstration Zone, etc.

    Poverty Alleviation by the Ministry of Industry and Information Technology

    OverviewIn 2014, the Ministry of Industry and Information Technologyactively implemented the strategic deployment made by the CPC Central Committee and the State Council on the poverty alleviation and development work in the new era and studied the implementation of the anti-poverty work. Relevant leaders of the Ministry of Industry and Information Technology actively got involved in the activities related to poverty reduction and carried out field research in the impoverished regions; actively responded to the state’s call on carrying on activities on the first Poverty Alleviation Day, successfully carried out a series of Poverty Alleviation Day activities; issued the“Implementation Plan on the Informationization of Poor Villages”jointly with the Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Education and LGOP, through the implementation of the“communication access of every village”and the special action of“Broadband China”in 2014, steadily promoted the informationization construction in poor villages; giving play to the industrial advantages, actively provided policy, project and fund support for the poverty alleviation and development in contiguous poor areas, actively fulfilled its leading role in contacting Yanshan-Taihang Mountain Area, organized the holding of the inter-ministerial and inter-province conference on the poverty reduction in Yanshan-Taihang Mountain Area, through“one-for-one”counterpart contact mechanism in the contiguous destitute area, mobilized its subordinated divisions and bureaus to jointly participate in the poverty reduction; continued to provide counterpart support for Jialing District of Nanchong City and Nanbu County of Sichuan Province as well as Ruyang County and Luoning County of Henan Province and, through the implementation of fixed-point poverty alleviation project and the dispatch of poverty-relief cadres, strived to boost the improvement of local residents’livelihood and local industry development.

    In 2014, the Poverty Alleviation Office of the Ministry of Industry and Information Technology was titled as an“Advanced Collective of Central Organs in the Fixed-point Poverty Alleviation”by the State Council Leading Group of Poverty Alleviation and Development, and the Henan-stationed work team for fixed-point poverty alleviation of the Ministry of Industry and Information Technology was titled as an“Advanced Collective of Central Organs in the Fixed-point Poverty Alleviation of Henan Province”by Henan Provincial Leading Group for Poverty Alleviation and Development.

    Field research on poverty alleviationIn June 2014, the Ministry of Industry and Information Technology organized the research group to carry out field survey on the industrial and economic development and the fixed-point poverty alleviation work of relevant units in Nanchong City of Sichuan Province. In November, during the inter-ministerial and inter-province conference on the regional development and poverty reduction in Yanshan-Taihang Mountain Area, Fuping County, Hebei Province, the research group visited Fuping County Vocational Education Center and Taobao Characteristic China Fuping Exhibition Hall and carried out field research on the new mode for local E-business to promote poverty alleviation and development. In addition, the relevant leaders of the division and bureaus subordinated to the Ministry of Industry and Information Technologyalso headed research groups to carry out field survey in the twinned poor counties and contiguous poor areas.

    Poverty alleviation conferenceIn November 2014, the Ministry of Industry and Information Technology convened the inter-ministerial and inter-province conference on the regional development and poverty reduction in Yanshan-Taihang Mountain Area in Fuping County, Hebei Province. Relevant comrades of 19 ministries and commission were present at the event. The conference summarized the poverty reduction work of the Ministry of Industry and Information Technology in the Yanshan-Taihang Mountain Area and the thinking on the next step. Relevant principals of the poverty alleviation departments of Hebei, Shanxi and Inner Mongolia reported the work progress, the representatives of relevant departments of the Taihang Mountain Area delivered speeches on the implementation of poverty reduction policies in local area and talked about the problems that need to be solved through coordination in the three provinces (autonomous regions).

    Poverty Alleviation Day ActivityIn September 2014, the Poverty Alleviation Office of the Ministry of Industry and Information Technology formulated thePoverty Alleviation Day Activity Program 2014 of the Ministry of Industry and Information Technology, held a number of preliminary meetings, issued the activity notice and publicity messages and extensively mobilized the relevant divisions and bureaus to get involved in the preparation work and activities. On October 17, 2014, the Ministry of Industry and Information Technology successfully convened a series of Poverty Alleviation Day activities. During the first“Poverty Alleviation Day”activity period, Minister of Industry and Information Technology Miao Wei attended the event of the“10.17 Inviting You to Participate”and the“Poverty Alleviation Day”activities organized by the Ministry of Industry and Information Technology and delivered an important speech; Vice Minister Liu Lihua was present at the National Teleconference on Social Poverty Alleviation on behalf of the Ministry of Industry and Information Technology. Meanwhile, we held the exhibition of the poverty alleviation results of the Ministry of Industry and Information Technology and held the launching ceremony of the hotline of 12317 for poverty alleviation monitoring.

    Industrial poverty alleviationIn 2014, we issued a total of 250 million yuan to support 17 projects in contiguous destitute areas through technological transformation of enterprises, which encouraged the investment of 2.2 billion yuan; improved the SME Service System and the financing environment, issued 2.685 billion yuan of special funds to support the provinces (autonomous regions, municipalities) where the contiguous destitute areas are located; provide support and gave guidance on the green development of industries, clean production, the elimination of backward production capacity, the traditional Chinese herbal medicine planting, green building materials and SME support; helped Fuping County of Hebei Province to develop jujube deep processing industry, guided the development of textile and garment industry in Huade County of Inner Mongolia Autonomous Region and the construction of SME parks in Datong County of Shanxi Province, supported the incubator park construction of small, micro and medium-sized enterprises in Nanbu County of Sichuan Province and the implementation of the Water Conservancy Project for Tobacco Industry in Luoning County of Henan Province, and helped Ruyang County of Henan Province to develop green building material industry, making a positive contribution to boosting the economic and social development in poor areas, solving  the employment problem of local population and lifting the masses out of poverty; and supported the construction of 75 projects on the improvement of people’s livelihood, farmland and water conservancy and people-enriching projects with anti-poverty funds of 23 million yuan, encouraging the investment of 73.43 million yuan. In 2014, Henan Province suffered the most severe drought over the six decades. The township farmland, water conservancy and safe drinking water projects implemented in Ruyang County with poverty-relief funds of the Ministry of Industry and Information Technology played a positive role in the drought relief work.

    Informationization construction of poor villagesOn April 11, 2014, the Ministry of Industry and Information Technology, the Ministry of Agriculture, the Ministry of Science and Technology, the Ministry of Education and LGOP jointly issued theInformationization Construction Plan for Impoverished Villages”to the relevant provincial departments and the three major telecom operators, clarified the key work of the Ministry of Industry and Information Technology in 2014: to complete the Internet coverage of 2/3 of the administrative villages with access to electricity but no access to Internet in the contiguous destitute areas and complete the broadband installation for the rural schools. In April 2014, the Ministry of Industry and Information Technology issued the“Notice on Special Action 2014 on‘China Broadbank’”(Gong Xin Bu Tong [2014] No. 128), making rural broadband popularization one of the main tasks in 2014; clarified that in the process of promoting the broadband network construction in administrative villages, priorities must be given to the Internet service for the administrative villages with access to electricity in the contiguous destitute areas, cooperated with the Ministry of Education to accelerate the broadband service for rural schools, increased support for agricultural and rural information services and supported the economic and social development of remote and central and western regions. In 2014, the National Development and Reform Commission,Ministry of Finance and Ministry of Industry and Information Technology jointly organized the pilot project of“Broadbank Countryside”(phase I). About 4 billion yuan of direct investment was put in the“Communication Project for All Villages”and the annual task was overfulfilled. In 2014, broadband service was provided for 14,000 additional administrative villages and the proportion of the administrative villages with access to broadband rose from 91% to 93.5%;  4500 addition natural villages got access to telephone service and the proportion of the natural villages with telephone services rose from 95.6% at the year-beginning to 95.8%. Meanwhile, we organized the information services for 86% of the towns nationwide, newly established 14,000 information service stations, and provided Internet services for 18,000 administrative villages and broadband service for 1,000 remote poor rural primary and secondary schools in the contiguous destitute areas. In November, we invited the relevant experts of China Academy of Social Sciences and Alibaba Group to hold the training on e-business and poverty alleviation and development in Yanshan-Taihang Mountain Area of Fuping County, mainly introducing the development mode for e-business to support poverty reduction. A total of 80 people attended the training, including the representatives of rural households and poverty alleviation departments of 35 counties (districts) in the three provinces and autonomous regions of Yanshan-Taihang Mountain Area and the twinned poor counties of the Ministry of Industry and Information Technology.

    One-for-one pairing-off supportIn 2014, the Ministry of Industry and Information Technologyorganized the formulation of theRegulations on the Management of the Projects (Funds) of Ministry of Industry and Information Technology for the Yanshan-Taihang Mountain Area”, determined 32 projects related to people’s livelihood, education and industry cultivation in 31 counties of the Yanshan-Taihang Mountain Area, and issued 7 million yuan of relief funds to encourage the investment of 31.3132 million yuan in local area.

    The party and league organizations at all levels of the Ministry of Industry and Information Technology organized the“one-for-one”support for 144 poor primary and secondary school students of four twinned poor counties of the Ministry of Industry and Information Technology, issued 174800 yuan of relief funds in 2014, planned to implement the plan every year until the aided students graduate from junior or senior high school; and mobilized the cadres and staff of the Ministry of Industry and Information Technology to purchase 837 characteristic farm produce of the twinned poor counties at the price of 90,300 yuan, including donation of 8910 yuan.

    Fixed-point poverty alleviationIn 2014, the Ministry of Industry and Information Technology conducted the fixed-point poverty alleviation in Nanbu County and Jialing District of Nanchong City, Sichuan Province, and Ruyang County and Luoning County of Henan Province. In order to further regulate the management of the fixed-point poverty alleviation projects, we organized the revisal of the“Regulations of the Ministry of Industry and Information Technology on the Management of Fixed-point Poverty Alleviation Projects (funds)”, arranged 8 million yuan of relief funds to support 22 projects related to people’s livelihood, education and industry cultivation in the twinned poor counties, encouraging the investment of 17.9381 million yuan in local area. The Ministry of Industry and Information Technology sent four poverty-relief cadres to the twinned poor counties (districts) to help local residents shake off poverty by all means: Coordinated Sichuan Provincial Communications Administration to launch the service hotline of  (0817) 2436500 in Nanbu County, establish the round-the-clock service platform of 24365 for the citizens to help solve the problem of the “last kilometer”; taking the rural development status of Jialing District as the basis, established the research topic of“Study on the Rural Development in the Western Poor Areas”, invited university teachers and local cadres to jointly take part in the research and achieved good results; helped Ruyang County determine the industry development goal of“vigorously creating green building materials industry and constructing a national industrial park of green building materials”, promoted Ruyang County to grow into one of the pilot counties (cities) for the construction of the first batch of ten demonstration counties (cities) for“Broadband Central Plains”, and coordinated the investment of 176 million yuan for the construction of the Duyang River Dashijian Water Conservancy Project and the Electric Automobile Industrial Park in Luoning County.

    Poverty Alleviation by the State Ethnic Affairs Commission

    OverviewIn 2014, the State Ethnic Affairs Commission (SEAC) earnestly implemented the spirit of the Central Conference on Ethnic Work and the Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development, steadily pushed forward the poverty alleviation and development work in minority areas, concentrated on the development of minorities, the action of vitalizing border areas and enriching the people living there as well as the construction of characteristic villages in minority areas, got involved in the poverty alleviation and development of minority people and minority areas, continued to the contact with the pilot areas for regional development and poverty reduction in Wuling Mountain Area, boosted the development of pasturing areas, strengthened the minority cadre team construction for impoverished regions and promoted the fixed-point poverty alleviation, the counterpart support, and intellectual support for border areas to promote the integrated social and economic development in minority areas.

    Poverty reduction in minority areasIn 2014, the State Ethnic Affairs Commission cooperated with the relevant departments to promote the regional development and poverty alleviation planning implementation in 11 contiguous destitute areas including the Wuling Mountain Area and the Yunnan-Guangxi-Guizhou rocky area, got involved in the social poverty alleviation and the activities on the first Poverty Alleviation Day, and made rural poverty monitoring statistics for ethnic autonomous regions to provide a scientific basis for the decision-making of the leaders and relevant departments.

    Special poverty alleviationIn 2014, the State Ethnic Affairs Commission increased the central governments fiscal funds of 88.9 million, with total amount reaching 1.88 billion yuan, for poverty reduction, and gave priority to the South Xinjiang (ten counties), Yunnan Province and Guangxi Zhuang Autonomous Region in the allocation of relief funds. The National Development and Reform Commission arranged one billion yuan of central budget funds for the vitalization of border areas and enriching borderers, mainly supporting the implementation of the village projects, natural village road and township infrastructure projects urgently needed that had not been constructed due to fund shortage raised by the“Action Planning on the Vitalization of Border Areas and Enriching Borderers (2011-2015)”. The State Ethnic Affairs Commission convened the plenary meeting of the liaison officers of the inter-ministerial joint conference on minority development of the Action Coordination Team Office on the Vitalization of Border Areas and Enriching Borderers, coordinated and supported the relevant departments to invest 1.53 billion yuan of central budget funds and minority development funds; issued three institutional documents jointly with the National Development and Reform Commission,Ministry of Finance,People’s Bank of China and LGOP, including the implementation plan monitoring and statistical system, the assessment and acceptance measures and the medium-term assessment plan, audited and summarized the monitoring statistic data during the four years from 2010 to 2013 and conducted the medium-term assessment on the implementation of development plan in minority areas; and held the plenary meeting of the liaison officers of the inter-ministerial joint conference. 34 member units played their functions according to the program on division of labor and adopted a variety of measures to vigorously support the minority development. Most of the 133 projects led and participated by the relevant departments have been launched. The relevant units subordinated to the State Ethnic Affairs Commission provided strong support for the development of minority areas, implemented the international cooperation projects and strived for financial aid from all circles of society to hold trainings and make propaganda.

    Poverty alleviation in Wuling Mountain AreaIn 2014, jointly with China Development Bank, the State Ethnic Affairs Commission promoted the development-oriented financial support for the development of Wuling Mountain Area and held the relevant seminar. The relevant provinces and cities earnestly implemented the strategic cooperation agreement signed by six parties of four provinces. Wuling Mountain Area increased development-oriented financial loans of 17.5 billion yuan. Thus, its total development-oriented financial loans amounted to 147.9 billion yuan and the loan balance was 110.9 billion yuan. The high-level leaders of the State Ethnic Affairs Commission and China Development Bank held talks on promoting the contact with the contiguous destitute areas, cooperated with the Supervision Division of the General Office of the CPC Central Committee to pay a return visit to Hunan Province and carry out field research on how the province implemented the spirit of General Secretary of CPC Central Committee Xi Jinping’s important speeches. Held the plenary meeting of the Leading Group for the contact with Wuling Mountain Area to promote the planning implementation in the Wuling Mountain Area; coordinated the Ministry of Finance to arrange 374 million yuan of minority development funds for four provinces and municipalities, up 19% over 2013, with the growth rate ranking first in the country; coordinated the National Development and Reform Commission, Ministry of Transport and China Railway Corporation to promote the construction of Qianzhangchang Railway and the approval of the project of Anzhangheng Railway; organized cadre exchange trainings and publicity, sent 28 division cadres of the affiliated organs to act as the liaison officer in Wuling Mountain Area on the basis of original 49 liaison officers, and carried out university-government cooperation to support the exchange and training of grassroots cadres.

    Field research on poverty alleviationIn 2014, the State Ethnic Affairs Commissioncoordinated the relevant ministries and commissions to conduct supervision on the implementation of the relevant documents of the State Council on supporting the economic and social development in Guizhou, Yunnan, Ningxia and Gansu, focusing on the supervision on the implementation of the spirit of the relevant documents of the State Council.

    We carried out comprehensive coordination, supervision and field research on the development of pastoral areas, reported to the State Council the situation of the supervision on the implementation of the“Several Opinions of the State Council on Promoting the Sound and Rapid Development of Pastoral Areas”(Guo Fa [2011] No. 17), and participated in the study of“economic and social development in minority areas of Sichuan, Gansu and Qinghai organized by the central committee of Jiusan Society.

    Fixed-point poverty alleviationIn 2014, the State Ethnic Affairs Commission was designated to provide counterpart support for Balin Right Banner of Inner Mongolia Autonomous Region and Debao County of Guangxi Zhuang Autonomous Region, selected young backbone cadres to serve the poor counties (banners) and implemented 14 poverty relief projects with an investment of 6.155 million yuan.

    Counterpart supportProvided counterpart support for Lean County of Jiangxi Province in the former Central Soviet Area and arranged 6.4 million yuan of funds for minority development and ethnic affairs to address the production and living difficulties of the masses in minority areas.

    Intellectual support for border areasParticipated in the construction of pilot area forProject Spark of Poverty Alleviation by Science and Technologyin Qianxinan Prefecture and the pilot area construction in Bijie of Guizhou jointly promoted by the United Front Work Department of CPC Central Committee, the Ministry of Science and Technology, the central committees of the democratic parties and All-China Federation of Industry and Commerce; and invested more than 30 million yuan for the implementation of over 400 projects jointly with Guizhou Provincial Ethnic Affairs Commission, aiming to improve the rural infrastructure and production and living conditions of Bijie City and Qianxinan Prefecture.

    Poverty Alleviation by the Ministry of Civil Affairs

    Construction of poverty alleviation systemIn 2014, the Ministry of Civil Affairs and the Ministry of Financejointly issued theRegulations on the Minimum Living Security Performance Evaluation(Min Fa [2014] No. 21) and theMinimum Living Security Performance Evaluation Index and Standards for the Provinces (Autonomous Regions, Municipalities) in 2014”(Min Ban Fa [2014] No. 8), taking the“poverty alleviation and employment support for the targets of the minimum living security with the ability to work”as an important indicator of performance evaluation.

    In 2014, the Ministry of Civil Affairs promoted the State Council to introduce the“Notice on the Comprehensive Establishment of Temporary Assistance System”(Guo Fa [2014] No. 47), incorporating all families and individuals in difficulties including the poverty-stricken people into the coverage of the temporary assistance, and helped solve sudden, urgent and temporary living difficulties, effectively guaranteeing the basic living of the poor.

    In 2014, the Ministry of Civil Affairssigned the“Cooperation Agreement on Quick Query on Information Sharing”with the Ministry of Public Security and forwarded it to the local governments (Min Ban Han [2014] No. 311) and issued the“Guidance on the Information System Construction for the Verification of Citizens’Family Economic Situation”(Min Fa [2014] No.83) to further standardize the construction of verification information systems nationwide, providing conditions for gradually realization of information exchange and resource sharing between the rural minimum living security system and poverty alleviation work in the target identification and dynamic management.

    In 2014, the Ministry of Civil Affairs promoted the State Council to introduce the“Guidance of the State Council on Promoting the Healthy Development of Charity”(Guo Fa [2014] No. 61), with“highlighting helping the poor”as the primary principle, encouraged, supported and guided charity organizations and other social forces to provide charitable support for poverty reduction and addressing difficulties for the poor.

    In 2014, the Ministry of Civil Affairs and the All-China Federation of Industry and Commerce issued the“Opinions on Encouraging and Supporting Private Enterprises to Actively Devoting into Charity”(Min Fa [2014] No. 5), urged a large number of private enterprises to perform their social responsibilities and get involved in helping the poor, education, medical care, support for the senior and disabled persons to solve the difficulties and problems of the masses in impoverished regions.

    In 2014, the Ministry of Civil Affairs issued the“Opinions of the Ministry of Civil Affairs on the Establishment of the Guiding Mechanism of Charity Behavior in Children’s Welfare”(Min Fa [2014] No. 19), guided social forces to actively explore rescues and services for the children in all kinds of difficulties, including the children without supporter, children with disabilities or major disease, street children, floating and left-behind children as well as children from needy families, and helped solve the basic living, education, medical care, safety, mental health and social integration problems of these children to promote their healthy growth.

    Rural minimum living security systemIn 2014, the rural minimum living security system had a total of 52.072 million objects, accounting for 5.9% of the total rural population; the average rural minimum living subsidy standard was 2777 yuan per person per year, with monthly subsidy of 129 yuan, a total of 87.03 billion yuan of rural minimum living subsidy funds was issued nationwide, of which 58.26 billion yuan was from the central government, accounting for 66.9% of the total.

    Rural five-guarantee support serviceIn 2014, the rural five-guarantee support system had a total of 5.291 million objects, including 1.743 million people for centralized support, accounting for 32.9% of the total; the average subsidy standard was 5371 yuan per person per year for centralized support and 4006 yuan per person per year for scattered support; a total of 18.98 billion yuan of rural five-guarantee support funds was issued and there were a total of 20,000 rural five-guarantee support service agencies nationwide with a total of 2.196 million beds.

    Medical assistanceIn 2014, a total of 25.4 billion yuan of relief funds was issued nationwide, of which 14.1 billion yuan was from the central government; medical assistance was provided for a total of 102 million person-times, the hospitalization, outpatient assistance and subsidized insurance participation subsidies respectively reached  1723 yuan, 144 yuan and 80 yuan, and relief funds were issued for more than 60% of self-paid medical expenses for hospitalization. In addition, the civil affairs departments actively promoted the implementation of pilot projects of medical assistance for patients with major illness and spent 5.64 billion yuan on such medical assistance for 4.864 million person-times.

    Temporary assistanceIn 2014, a total of 6.705 million households received temporary assistance of 5.71 billion yuan, 1027.5 yuan per household. In addition, the local governments also issued one-time living subsidy of 9.85 billion yuan for the masses in difficulties such as the objects of the minimum living security system and the five-guarantee system, involving 23.062 million households, 482.6 yuan per time.

    Support for disaster prevention and rescueIn 2014, the Ministry of Civil Affairs guided contiguous destitute areas with special difficulties, national key counties for poverty alleviation and development and other poor backward provinces to accelerate the implementation of the“National Comprehensive Disaster Prevention and Mitigation Planning (2011-2015)”and the“National Medium-and Long-term Planning of Talent Development for Disaster Prevention and Mitigation (2010-2020)”. The“Interim Measures for the Management of Natural Disaster Relief Funds”issued by the Ministry of Finance and the Ministry of Civil Affairs takes into account the economic development levels, financial status and natural disasters’characteristics in various regions. Central disaster relief funds for the contiguous destitute areas and key counties as well as other backward poor areas account for 70% of the central funds and 30% of the local funds, significantly higher than the proportion of other provinces. In the implementation of central subsidy policy for the restoration of damaged houses, nearly 300 counties (cities, districts) of above impoverished regions were listed among the alpine areas and their subsidies were 1.4 times that of ordinary areas. 14,000 yuan was subsidized to the households with houses damaged in disasters, 1400 yuan per household. Meanwhile, we purchased 1096 special vehicles for disaster relief and emergency of the disaster-prone counties in 22 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps, and allocated nearly 330 million yuan to the local governments already.

    In 2014, the National Committee for Disaster Reduction and the Ministry of Civil Affairs launched emergency responses to the 22 provinces (autonomous regions, municipalities) with many contiguous poor areas, key counties and backward regions for 23 times and sent 19 working teams to assist and guide disaster-relief work in the affected areas. The Ministry of Finance, Ministry of Civil Affairs arranged 8.965 billion yuan of living subsidy funds of central governments to the above provinces, accounting for 90.8% of the total; allocated 105,000 tents, 160,000 pieces of cotton clothes (quilt), 20,000 sleeping bags, 44500 folding beds and 14500 folding tables and chairs as well as many emergency lights and tarpaulins to the above areas.

    Professional talent exchange for poverty reductionIn 2014, the Ministry of Civil Affairs sent two department cadres to act as the vice president of Xinjiang Uygur Autonomous Region and vice president of the Civil Affairs Bureau of Xinjiang Production and Construction Corps, sent one division cadres to act as the deputy party secretary of Xingguo County, Jiangxi Province, and accepted one cadre of Luoxiao Mountain Area to serve as the deputy division head of relevant department.

    In 2014, the Ministry of Civil Affairs arranged a total of 18.9 million yuan of central financial funds to support 24 central and western provinces to send 1,000 professional social workers to provide professional social services in 24 counties covered by the contiguous destitute areas, national and provincial key counties for poverty alleviation and development, poverty-stricken farms in Xinjiang Production and Construction Corps, Tibet and the Tibetan areas in Qinghai, Sichuan, Yunnan and Gansu; supported recipient regions to train 500 social work professionals to promote the construction of social work professionals for the“three regions”and boost the development of social undertakings in the“three regions”.

    Adjustment of administrative division in contiguous destitute areasApproved by the State Council, Hubei Province of Qinba Mountain Area canceled Yun County and established Yunyang District of Shiyan City; Guizhou Province of Yunnan-Guangxi-Guizhou rocky area canceled Pingba County and established Pingba District of Anshun City. The Ministry of Civil Affairs actively supported the construction of public services of toponym in poor areas, strengthened policy guidance and intellectual support, strengthened the construction of standardized place names, and promoted the establishment of village name signs and rural residents signs to improve the level of public service of toponym.

    Social poverty alleviationIn 2014, the Ministry of Civil Affairs launched 279 projects to support the western regions (accounting for 62.3% of the total) with financial aid of 114.28 million yuan (accounting for 58.3% of the total project funds) and matching funds of 95.077 million yuan, directly benefiting 1.138 million people. Among them, 234 projects (accounting for52.2% of the total) were directly launched in 13 western provinces and municipalities and Xinjiang Corps with financial aid of 73.43 million yuan (accounting for 37.5% of the total project funds) and matching funds of 46.773 million yuan, directly benefiting 680,000 people; 45 projects (accounting for 10.0% of the total) were supported by national and other regional social organizations for western areas with financial aid of 40.85 million yuan (accounting for 20.8% of the total) and matching funds of 48.304 million yuan, directly benefiting 458,000 people.

    104 projects were launched to support Tibet and the Tibetan areas of five provinces (accounting for 23.2% of the total) with financial aid of 39.94 million yuan (accounting for 20.4%) and matching funds of 43.207 million yuan, directly benefiting 531,000 people. Among them, 91 projects (accounting for 20.3% of the total) were directly launched in Tibet, Qinghai, Sichuan, Yunnan and Gansu with financial aid of 28.14 million yuan (accounting for 14.4% of the total) and matching funds of 18.752 million yuan, directly benefiting 359,000 people; 13 projects (accounting for 2.9% of the total) were supported by national and other regional social organizations with financial aid of 11.8million yuan (accounting for 6.0% of the total) and matching funds of 24.455 million yuan, directly benefiting 172,000 people.

    28 projects were launched to support Xinjiang (accounting for 6.3% of the total) with financial aid of 12.45 million yuan (accounting for 6.4% of the total) and matching funds of 6.568 million yuan, directly benefiting 76,000 people. Among them, 22 projects (accounting for 4.9% of the total) were directly launched in Xinjiang and Xinjiang Corps with financial aid of 6.95 million yuan (accounting for 3.5%) and matching funds of 1.914 million yuan, directly benefiting 58,000 people; 6 projects (accounting for 1.3% of the total) were supported by national and other regional social organizations with financial aid of 5.5 million yuan (accounting for 2.8% of the total) and matching funds of 4.654 million yuan, directly benefiting 18,000 people. In addition, we organized 15 social organizations, including China Children and Teenagers’ Fund, China Social Welfare Foundation, China Welfare Fund for the Handicapped, Shenhua Public Welfare Foundation and China Association of Social Workers to attend the donation action ceremony for Xinjiang organized by a national social organization Love for Tianshan, and raised donations of 120 million yuan.

    39 projects were launched to support Luoxiao Mountain Area (accounting for 8.7% of the total) with financial aid of 20.9 million yuan (accounting for 10.7% of the total) and matching funds of 28.153 million yuan, directly benefiting 415,000 people. Among them, 21 projects (accounting for 4.7% of the total) were directly launched in Jiangxi and Hunan with financial aid of 5.25 million yuan (accounting for 2.7%) and matching funds of 5.588 million yuan, directly benefiting 114,000 people; 18 projects (accounting for 4.0% of the total) were supported by national and other regional social organizations with financial aid of 15.65 million yuan (accounting for 8.0% of the total) and matching funds of 22.565million yuan, directly benefiting 301,000 people.

    A total of 182 projects were launched to support the eight minority provinces (autonomous regions)(5 autonomous regions, Yunnan, Guizhou and Qinghai) ((accounting for 40.6% of the total) with financial aid of 79.04 million yuan (accounting for 40.3% of the total) and matching funds of 56.977 million yuan, directly benefiting 717,000 people. Among them, 144 projects (accounting for 32.1% of the total) were directly launched in the eight minority provinces (autonomous regions) and Xinjiang Production and Construction Corps with financial aid of 44.99 million yuan (accounting for 22.9%) and matching funds of 20.483 million yuan, directly benefiting 364,000 people; 38 projects (accounting for 8.5% of the total) were supported by national and other regional social organizations with financial aid of 34.05 million yuan (accounting for 17.4% of the total) and matching funds of 36.494 million yuan, directly benefiting 353,000 people.

    Poverty reduction in Luoxiao Mountain AreaIn February 2014, the Ministry of Civil Affairs held in Ganzhou City of Jiangxi Province the second work conference on the regional development and poverty reduction in Luoxiao Mountain Area to promote the regional development and poverty reduction in Luoxiao Mountain Area. Minister of Civil Affairs Li Liguo presided over the meeting and delivered a speech. LGOP Director General Liu Yongfu and Hunan Province Governor Du Jiahao addressed the event. In 2014, a total of 147 million yuan of ministeriallottery funds were issued to support the construction of welfare houses, nursing homes and juvenile protection centers in the contiguous poor areas, 135 million yuan of central lottery funds were issued to support the construction of happiness houses and mental patient welfare centers in rural areas; helped Gannan and other former central Soviet areas to strive for central special lottery funds of 500 million yuan to support the construction of social welfare facilities; arranged 34.55 million yuan of central budget funds to support the construction of old-age support and social service facilities in the contiguous destitute areas; allocated special funds of 65.5 million yuan to support the maintenance and renovation of national martyrs memorial facilities and special care institutions in the contiguous destitute areas; supported Xingguo County to invest more than 100 million yuan in the construction of the civil affairs park integrating glorious homes, the children’s welfare homes, social welfare centers, rehabilitation centers of people with disabilities and disaster relief centers, striving to make it the demonstration park of poverty alleviation and livelihood project in the contiguous poor areas; organized China Guanghua Science and Technology Foundation, Cheng Xiangmei Public Welfare Foundation and some other social organizations to donate books and carry out education and health trainings in Luoxiao Mountain Area and, in conjunction with the All-China Federation of Industry and Commerce, organized four chambers of commerce to carry out project docking in Luoxiao Mountain Area. In 2014, we issued 1.43 billion yuan of minimum living security funds, 230 million yuan of five-guarantee funds, 340 millionyuan of medical assistance funds, 820 million yuan of pension funds and 110 million yuan of disaster-relief funds to Luoxiao Mountain Area.

    Poverty Alleviation by the Ministry of Human Resources and Social Security

    OverviewIn 2014, the Ministry of Human Resources and Social Security attached great importance to the rural poverty alleviation and development work, earnestly implemented the decisions and deployments of the CPC Central Committee and the State Council and constantly strengthen the anti-poverty work in rural poor areas in the field of employment and social security according to the requirements of the“China Rural Poverty Alleviation and Development Program (2011-2020)”and the“Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development”.

    Public employment serviceIn 2014, the Ministry of Human Resources and Social Security implemented the social insurance subsidy, training subsidy and venture backed loan policy for the eligible workers in poor areas, guided impoverished areas to increase efforts to promote local employment and entrepreneurship, strengthen the construction of grassroots public employment service platforms in sub-districts (towns) and communities (administrative villages), and provide policy advice, employment information, career guidance and employment services for the labors willing to work so as to promote the orderly local and non-local employment and labor transfer of rural labor force in impoverished areas.

    Vocational trainingIn 2014, the Ministry of Human Resources and Social Security organized trainings of new rural labors and rural transferred labors for nearly 7.065 million person-times nationwide, and vigorously carried out vocational training of new rural labors and rural transferred labors relying on vocational training agencies and technical institutions. All the eligible workers who participate in the training can receive vocational training, vocational skills certification subsidy and living subsidy. The trainings enhanced the employability skills of the new rural labors and rural transferred labors and helped them change jobs and launch business to shake off poverty and improve living standards.

     The technical training schools for comprehensive management of human resources and social security departments have now become the skilled talents training bases integrating technical education, vocational training, skills identification, competition training, public training and employment services. In 2014, there were a total of 2818 technical institutions with 3.39 million students in China. About 3/4 of the students of technical institutions come from the rural areas and most of them are from needy families. The Ministry of Human Resources and Social Security and the relevant department actively implemented the subsidy policy for the students of technical institutions to ensure that they’ll complete their schooling smoothly. Through receiving technical education, these young rural people embarked on the way of poverty reduction and development by skills. In such a way, we achieved the goal of lifting out household out of poverty by arranging job for one family member.

    Basic pension insurance system for urban and rural residentsIn February 2014, the State Council issued theOpinions on the Establishment of A Unified Basic Pension Insurance System for Urban and Rural Residents(Guo Fa [2014] No.8), determined to combine the urban and rural insurance and establish a unified basic pension insurance system for urban and rural residents, and achieved the integration of system name, policy standards, procedures and information system, which is of great significance to promoting the equalization of urban and rural public services and safeguarding the right of all urban and rural residents including those in the poverty-stricken areas to enjoy equal pension insurance.

    Human resources market constructionIn 2014, the Ministry of Human Resources and Social Security strengthened the human resources market construction in backward and impoverished regions. A total of 25226 human resources service organizations were set up with 406738 employees nationwide. The human resources service organizations provided services for a total of 488.95 million person-times, helped 116.52 million people achieve employment and mobility, provided human resources services for 2211 employers, issued a total of 415.1 million pieces of job hunting information and provided human resources management consulting services for a total of 1.86 million employers.

    Program ofThree Assistance and One Support”】In 2014, nine departments including the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security continued to implement the program ofThree Assistance and One Support”(assistance for agriculture, teaching and medical service, and poverty alleviation), sent a total of 27,000 college graduates to serve rural grassroots units, including 5909 for anti-poverty work, providing intellectual support and talent guarantee for the masses in impoverished regions to shake off poverty and get rich.

    Human resources and social security informationization constructionIn the implementation of the National Social Security E-government Project (Phase of the Golden Insurance

    Project), in accordance with the relevant provisions of the western development policy, the central government provided appropriate subsidies for the western regions and the areas where the western development policy is implemented, aiming to accelerate the construction of underdeveloped areas and maintain the construction progress under the unified deployment;  and promoted the construction of information system by provincial government to effectively alleviate the unbalanced regional development and technical force and fund shortage in poor areas. In 2014, the basic old-age insurance systems for urban and rural residents nationwide were almost all under the administration of the provincial governments, covering all districts and counties; 16 provinces have completed or are constructing the pension insurance systems for urban workers under the management of the provincial government, some provinces have launched the system in the whole province or most of the local areas. The governments of many provinces have also made overall deployments for the employment, personnel and labor relations work. A total of 712 million people nationwide have got the social security cards now, accounting for 52.4% of the population. Meanwhile, we launched the construction of a basic information database for two levels of card holders to create conditions for the realization of one-card social security service. 28 provinces have got the ability to support non-local medical settlement. The hotline of 12333 has covered all the provinces and 319 prefectures and cities.

    Fixed-point poverty alleviationIn 2014, the Ministry of Human Resources and Social Security strengthened the communication with the relevant departments of Shanxi and Anhui, fully played its functions and achieved good results in the fixed-point poverty alleviation. The basic production and living conditions of the three twinned poor counties, namely Tianzhen County of Shanxi, Jinzhai County and Dangshan County of Anhui have been greatly improved and significant progress was made in the social and economic development.

    Poverty-relief condolencesIn 2014, we delivered condolences to the elderly in the nursing homes of Tianzhen County, sent all kinds of clothes, food and articles for daily use valued more than 100,000 yuan to the nursing homes, and contacted Ting Hsin Foundation to send food valued 400,000 yuan for 800 poverty-stricken families.

    Construction of poverty alleviation systemIn 2014, in Jinzhai County, the village-stationed cadres led the relevant department to prepare theInterim Measures of Jinzhai County on the Basic Living Assistance for the Poor, benefiting nearly 2,000 households every year.

    Registration of the poorThe registration of the poor was conducted in Dangshan County. The archiving work of 60 poor villages, 42800 poor households and 100,000 poverty-stricken people was completed.

    Poverty Alleviation Day ActivityIn 2014, taking the National Poverty Alleviation Day as an opportunity, we mobilized all circles of society to donate (including materials) 150,000 yuan in Dangshan County and coordinated relevant units to undertake seven poverty-relief projects with investment of 4 million yuan.

    Education-based poverty alleviationIn 2014, in Tianzhen County, we mobilized warm-hearted people from all walks of life to carry out the activities of charitable contributions, coordinated Ting Hsin Group to rescue 21 impoverished undergraduates, 3,000-5,000 yuan per person; organized the County Labor Union to provide subsidies of 280,000 for 67 college students from needy families; and guided the Red Cross to carry out the“fraternity student-aid”activity—providing grants of more than 180,000 yuan for 300 students in the county. The village-stationed cadres organized mental education throughout the county, advocated the opening of forum on popularization of science, health and morality; distributed more than 7,000 books and 500 CDs on mental health and moral education; in Dangshan County, promoted the extension of the coverage of the Rain Plan to include the higher and secondary education / vocational education of poor families, subsidized 765 students from needy families and 450 impoverished college students.

    Poverty alleviation trainingIn 2014, we established 5,000 square meters of fully functional domestic service training bases with equipment worth 500,000 yuan in Tianzhen County; completed the countys rural labor training, home economics training, disabled persons’skills training and youth employment and entrepreneurship training projects; and strived for 180,000 yuan foragricultural science and technology demonstration base training projects, 130,000 yuan for women’s entrepreneurship training and 130,000 yuan for the training of people with disabilities. Nearly one thousand women have found jobs in Beijing (per capita annual income of nearly 35,000 yuan). The Ministry of Human Resources and Social Security held trainings for the young cadres, township cadres and county leaders of the government departments of the three twinned counties, covering more than 40 people.

    Social securityIn 2014, positive progress was made in the social security work in Dangshan County and the five insurance work of urban workers was completed successfully. A total of 465700 urban and rural residents were covered by the social pension insurance and 112500 urban residents were covered by the medical insurance. In Jinzhai County, we actively promoted the reform of the new rural insurance contribution policy, encouraged rural residents to buy more insurance for more benefits; vigorously promoted the pilot work of social security and increased financial function for the work. In 2014, a total of 304,000 social security cards were issued and 304,000 cadres were put into use, up to 100%.

    Public welfare-oriented poverty alleviationIn Tianzhen County, we strived for financial aid of 4 million yuan from the relevant departments, coordinated the provision of construction site for the establishment of a rehabilitation service center for people with disabilities.

    Industrial poverty alleviationAccording to the natural climate and soil characteristics of Tianzhen county, we introduced 500 mu of new potato varieties from Shandong to provide a way for farmers to increase income. In Dangshan County, we promoted the industrial poverty alleviation, strived for discount loans of 20 million yuan and arranged discount funds of 1.1 million yuan.

    Health poverty alleviationWe vigorously implemented thehealth poverty alleviation, contacted the provincial and municipal hospitals of traditional Chinese medicine to provide free medical services in Tianzhen County, initiated and organized theblue sky health volunteer action”, invited 18 medical experts and professors from Beijing, Shanghai and Xi’an to provide free medical services in the rural areas, communities, hospitals and nursing homes of Tianzhen County, give lectures on the popularization of science and guide the medical workers training. Medical services were provided for a total of 857 person-times and the trainings were held for more than 200 medical workers.

    Poverty Alleviation by theMinistry of Land and Resources

    OverviewIn 2014, the Leading Party Group of the Ministry of Land and Resourcesattached great importance to poverty alleviation and development work, incorporated the implementation of the spirit of the important speeches of General Secretary of CPC Central Committee Xi Jinping and the deployments of the“Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development”into the list of annual key work as an important political task, played its industrial advantages, summarized the experience of Ganzhou in poverty alleviation, introduced a series of support policies to increase support for impoverished regions in land resource planning, policy, project, fund and talent service, and comprehensively pushed forward the industrial poverty alleviation, poverty reduction in contiguous destitute areas and the fixed-point poverty alleviation, making a positive contribution to boosting the economic and social development of impoverished regions.

    Construction of poverty alleviation systemIn 2014, the Ministry of Land and Resources formulated and issued the national land use plan, gave priority to the impoverished provinces to varying degrees, required provincial land and resources departments to first meet the construction site need of the poverty-relief relocation, small towns and industry cluster areas, and promote the renovation of rural old and dilapidated houses in poor areas to accelerate the construction of new communities in rural areas; increased support for the projects linked with the adjustment of urban and rural construction site and implemented special support policies for 11 contiguous destitute areas and the relocation-involved regions covered by the national planning; under the premise of guaranteeing the farmers’resettlement and production land of the county, some remaining index can be used within the province; gradually developed new space for the construction sites needed by poverty alleviation and development; organized the pilot reclamation of abandoned location of industry and mining and the pilot development of unused land such as low hill, gentle slope and wasteland in some poor areas with certain conditions, and guided local governments to expand construction area through tapping the potential resources to enhance their ability to guarantee construction site for poverty alleviation and development work.

    Increasing the technical guidance and support for the preparation of mineral resources planning in poor areas. Under the premise of protecting the ecological environment, we actively promoted the development of green mines in poor areas and the construction of pilot projects of harmonious mining areas, promoted the coordination between resource development and environmental protection so that the local people can share the benefits of mineral resources development.

    Land rectification for poverty alleviationIn 2014, 1820 projects of land rectification for poverty alleviation were launched in the key counties for poverty alleviation and development with a construction area of 17.39 million mu and an investment of 24.723 billion yuan, enhancing the quality of local farmland, improving local production and living conditions and increasing the income of local farmers.

    Geological disaster prevention and control for poverty alleviationTo respond to the landslides, collapse, debris flow and other geological disasters in impoverished regions, we mainly organized the investigation and evaluation work and the construction of a monitoring and warning system participated by the masses and experts, launched the relocation and rectification projects and made deployments on targeted prevention and control; continued to push forward the construction of“ten-possession counties”(possession of system, agency, funds, monitoring, early warning, assessment, avoidance, propaganda, drills, effect) for high-standard geological disaster prevention and control, urged the grassroots units to further enhance the ability to prevent and control geological disasters and guided the emergency disposal of geological disasters and the investigation of geological hazards.

    Poverty alleviation in Wumeng Mountain AreaIn 2014, the Ministry of Land and Resources coordinated 28 ministries, commissions and bureaus of the State Council to respond to the 36 major problems that need to be solved in the poverty reduction planning implementation in Sichuan, Guizhou and Yunnan. On December 5, the second inter-ministerial joint meeting on the regional development and poverty alleviation in Wumeng Mountain Area was convened in Bijie City of Guizhou Province.

    The Ministry of Land and Resources introduced 15 policy measures to support the regional development and poverty alleviation in Wumeng Mountain Area, issued the“Several Opinions on Supporting the Regional Development and Poverty Alleviation in Wumeng Mountain Area”(Guo Tu Zi Han [2014] No. 569), clarified the guiding ideology, support policies, scope and relevant requirements on the regional development and poverty alleviation in Wumeng Mountain Area, and put forward 15 specific support policies in four aspects, namely the land management, geological survey and mineral resources development, geological disaster prevention and geological environment protection.

    In 2014, we arranged the land use targets for 38 impoverished counties in Wumeng Mountain Area, 300 mu per county, continued to support the development and utilization of the unused land such as low hills, gentle slopes and wasteland and the pilot projects of reclamation of abandoned location of industry and mining, incorporated all the 38 impoverished counties in Wumeng Mountain Area into the list of demonstration counties for high-standard construction and gave priority to them in the allocation of land rectification projects and funds; through geological and mineral survey and evaluation, the central geological prospecting fund and other special central financial geological prospecting work, we increased the project and financial support for Wumeng Mountain Area. China Geological Survey promoted the implementation of the“Geological Survey Planning for Wumeng Mountain Area (2013-2020)”and arranged 26 projects in 2014 with an investment of 111.9 million yuan to increase support for Wumeng Mountain Area in the field of mineral resources investigation and evaluation, hydrogeological, environmental and geological disasters. In the allocation of geological disaster prevention funds, priorities were given to the three provinces to support the construction of geological disaster prevention system in Wumeng Mountain Area. More cadres were sent to the poor areas. The trainings of heads of city / county land and resources bureaus and poverty alleviation offices in Wumeng Mountain Area were held, for 101 principals.

    According to the requirements of Yunnan provincial government, the Ministry of Land and Resources made comments on the support in six aspects for Wumeng Mountain Area, including the farmland protection compensation mechanism construction, the high-standard basic farmland construction and rocky desertification control, the exploration of mineral resources, etc.; to meet the requirements of Liangshan Yi Autonomous Prefecture of Sichuan, we put forward 19 support measures in the aspects of land index allocation, land rectification, mine environment improvement, farmland requisition-compensation balance, pilot project of mineral land use and geological disaster control, etc., effectively supporting the transformation of the resource advantages and the improvement of the people’s livelihood in Liangshan Yi Autonomous Prefecture.

    Fixed-point poverty alleviationIn 2014, the Ministry of Land and Resources were designated to provide pairing-off support for Ningdu County, Xingguo County, Yudu County, Huichang County, Anyuan County, Xunwu County, Gan County and Shangyou County of Ganzhou City in Jiangxi Province as well as Xintian County of Hunan Province. For three consecutive years, the Ministry of Land and Resources introduced the“order-oriented”policy measures to support the economic and social development in Ganzhou, established the implementation mechanism characterized by the coordination and linkage of the ministerial, provincial, city, county and grassroots land and resources departments, strengthened the evaluation and assessment to ensure the implementation of the policies and projects, formulated the work plan for the counterpart support for Gan County and implemented the support policies and projects for Xintian County of Hunan Province.

    Construction of poverty alleviation systemIssued theLetter of the General Office of the Ministry of Land and Resources on Supporting the Economic and Social Development of Ganzhou in 2014(Guo Tu Zi Ting Han [2014] No.549), based on the actual needs of economic and social development in Ganzhou, proposed 11 targeted policy measures on supporting the exploration of the establishment of a dynamic assessment and rectification system for land use planning, the land use planning of major projects for regional structure adjustment, pattern transformation and livelihood improvement in the key counties for poverty alleviation and development, the pilot reform on mineral resources tax and the pilot work of mineral resources saving and utilization, and delegated the power for pilot work in many fields.

    Issued the“Work Program on Counterpart Support for the Revitalization and Development of Gan County (2013-20200)”(Guo Tu Zi Ting Han [2014] No. 971), put forward 21 specific support measures in four aspects, namely increasing land policy support, strengthening basic geological survey and mineral resources development management, strengthening the prevention and control of geological disasters and geological environment protection, and increasing the technological and personnel support, striving to address the resources problems restricting the people’s livelihood improvement and social development in Gan County, enhancing the ability of the land and resources management bureaus to serve the revitalization and development of Gan County, and supported Gan County to build a well-to-do society simultaneously with other areas in China.

    Guarantee land use needs of livelihood projectsIn 2014, the Ministry of Land and Resources arranged 300 mu of land use index for each of the 8 national key counties for fixed-point poverty alleviation in Ganzhou City, opened up theGreen Channelto guarantee the land use needs of 40 livelihood projects, and achieved the full coverage of rural households in the renovation of old and dangerous houses, benefiting more than 400,000 rural households.

    Land consolidationIn Ganzhou City, we launched 9 rural land improvement projects of 26,000 mu with an investment of 52.2695 million yuan; completed the construction of 354,000 mu of high-standard farmland, significantly improving the production and living conditions of local farmers; supported Ganzhou City to make use of the low hills, gentle slopes and wasteland for development and launch the pilot projects of urban and rural construction land adjustment and the pilot reclamation of abandoned location of industry and mining; increased turnover index of 3271 mu for the pilot project to improve the rural production and living environment and provide land and financial guarantee for the county’s economic development; and completed the reclamation of abandoned industrial and mining area of 9404 mu, which is now the new construction land area.

    Meanwhile, we implemented two land rectification projects in Xintian County with an investment of 10.1198 million yuan, benefiting 43 administrative villages and more than 40,000 people.

    Mineral explorationInvested 42 million yuan to carry out prospective study of rare earth resources in Ganzhou City, issued 50.18 million yuan for the geological prospecting in three key areas and 83.22 million yuan for the national crisis mines to undertake the resource exploration projects, increased investment of 40.25 million yuan for the geological prospecting in old mines; and supported Ganzhou to carry out multi-objective regional geochemical survey and the environmental geological survey in urban planning area. The Agricultural Geological Survey (1250,000 multi target regional geochemical survey) of Ganzhou City basically achieved the full coverage of 39,400 square km of the land area of the city.

    Launched the lead-zinc polymetallic evaluation project in Xin Wei-Longxi area of Hunan Province with an investment of 1.7 million yuan, determined three areas with certain potential in geological prospecting including Xintian County, Xinwei Mineral Area and the Pyrite area, and approved the implementation of the selenium rich soil geochemical survey and evaluation project in Lianhua Town, Xinwei Town, Xintian County with a total investment of 2.67 million yuan.

    Industrial poverty alleviationApproved the mining rights program of the rare earth minerals in national planning mining areas, the implementation plan on the rare earth exhausted mine resources continuation and the tungsten ore mining rights program of Ganzhou City; supported the construction of pilot projects of national green mines; supported the pilot reform of mineral resources tax in Ganzhou; agreed to return in full the mineral resource compensation fee of 2013-2020 and the provincial earning of 43 rare earth mining right cost to Ganzhou City; supported the implementation of pilot projects of mineral resources saving and utilization in Ganzhou City, invested 180 million yuan of construction funds for rare earth demonstration base projects, and supported Ganzhou Rare Earth Group to found the National South China Heavy Rare Earth Group.

    Prevention and control of geological disastersIn 2014, we approved six projects of geological disaster prevention and control in Ganzhou City with an investment of 8 million yuan; arranged the geological disaster survey work in six counties based on 150,000 with project fund of 14.2 million yuan; approved the pilot project of development and utilization of rare earth and three mine geological environment management projects in Ganzhou City with special subsidy funds of 106 million yuan; invested 2 million yuan of land and resources survey funds to support Phase I project of the underground dam leaking stoppage of Shuijinwo Reservoir.

    Informationization constructionOrganized the pilot work of video monitoring of rare earth mining area in Longnan National Rare Earth Mineral Area, and set up 24 monitoring centers of more than 100 square km with about 243,000 tons of reserves of rare earth resources, of which the potential economic value is nearly 50 billion yuan.

    New rural constructionIn 2014, 1.6045 million yuan of poverty-relief funds were invested to support the new rural construction in the twinned poor counties of Ganzhou City and 400,000 yuan was issued to support the construction of new rural demonstration projects in Xinwuchang Village, Lianhua Town, Xintian County, benefiting 1243 people.

    Poverty alleviation training200,000 yuan of training funds were invested for 186 farmers of 11 poor counties (cities) in Luoxiao Mountain Area to take part in trainings.

    According to the development idea of“creating the brand of selenium and strontium for high-end development”of Xintian County, we invested 100,000 yuan of training funds to hold the selenium enrichment industry development training course.

    Poverty alleviation by sending cadresThe Ministry of Land and Resourcesstrengthened the talent support, sent four department cadres to act as the vice mayor of Ganzhou City, deputy magistrate of Gan County, Vice Party Secretary of Xintian County and deputy magistrate of Fuping County, and coordinated the implementation of the support policies and projects of the Ministry of Land and Resources.

    Poverty Alleviation by the Ministry of Environmental Protection

    OverviewIn 2014, the Ministry of Environmental Protectionattached great importance to poverty alleviation and development, promoted the anti-poverty work and environmental protection work simultaneously, earnestly implemented the spirit ofChina Rural Poverty Alleviation and Development Program (2011-2020)”and the“Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development, accelerated the environmental protection in impoverished regions, concentrated on addressing prominent environmental problems in poor areas and promoted the improvement of ecological environment in poor areas.

    Rural drinking water environment protectionIn 2014, the Ministry of Environmental Protection, the National Development and Reform Commission, Ministry of Water Resources, the Ministry of Finance and the National Health and Family Planning Commission of China jointly issued the“Notice on the Investigation of Rural Drinking Water Safety”, organized the investigation and assessment of drinking water sources in rural areas, basically making clear the environment situation of the drinking water sources in the towns and rural areas, and issued the“Guideline on Environment Protection of Scattered Drinking Water Sources (Trial)”and a series of related documents to lay a foundation for the rural drinking water environment protection. In 2014, 7 billion yuan of special funds were issued by the central government for lake ecological protection, further improving the drinking water safety level of the impoverished minority areas and remote mountainous areas.

    Comprehensive improvement of rural environmentIn 2014, the Ministry of Environmental Protection and the Ministry of Finance issued 6 billion yuan of central funds for the improvement of rural environment to promote the implementation of pilot projects of nationwide rural environmental improvement, covering the environmental protection for traditional cultural villages, and completed the environmental improvement for the drinking water source protection of 13,000 villages, benefiting 20 million people. With the implementation of the comprehensive improvement of rural environment, the ecological environment of poor rural areas was further improved.

    Ecological environment construction and protectionIn 2014, the Ministry of Environmental Protection carried out investigations into the biological species resources and related traditional knowledge, cataloging and database construction and initially established the traditional minority knowledge data in the minority areas of South China, Southwest, Northwest and Northeast China; carried out the biological diversity protection and poverty reduction demonstration work in the minority areas with biological diversity in Guizhou, Yunnan and Inner Mongolia; prepared the“Circular on Strengthening the Protection of Biological Diversity and Promoting the Synergy and Efficiency of Poverty Reduction”jointly with LGOP and supported to strengthen ecological construction and biological diversity protection.

    Fixed-point poverty alleviationIn 2014, the Ministry of Environmental Protection increase support for Weichang County and Longhua County of Hebei Province; combined with the implementation of thePlan for water pollution prevention and control in key river basins (2011-2015)”,

    provided strong support for the projects of Weichang County and Longhua County covered by the Haihe River Basin Pollution Prevention and Control Plan; guided the formulation of the“Water Pollution Prevention and Control Planning for Wulie River Basin in Chengde City”, the“Water Pollution Prevention and Control Planning for Luanhe River in Chengde City”and the “Overall Planning for the Ecological and environmental protection in Panlong Lake Basin of Chengde City”to provide technical support for the water pollution control in Weichang County and Longhua County; launched the pilot project of comprehensive improvement of Luanhe River Basin, issued 5.98 million yuan of central funds for rural environmental protection to support rural domestic sewage, garbage pollution control facilities construction; arranged 1.87 million yuan of biodiversity conservation funds to strengthen the construction of Saihanba National Nature Reserve in Weichang County; actively coordinated the Ministry of finance to incorporate Longhua County into the coverage of transfer payment for national key ecological function areas; increased efforts on talents exchange and continued to send outstanding cadres of its subordinated units to serve in Weichang County and Longhua County.

    Poverty Alleviation by the Ministry of Housing and Urban-Rural Development

    OverviewIn 2014, in cooperation with the relevant ministries and commission, the Ministry of Construction of Housing and Urban-Rural Development continued to increase support for the renovation of dangerous houses in poor rural areas, seriously performed its duties as the liaison unit of Dabie Mountain Area and supported the steady development of housing and urban-rural construction in Dabie Mountain Area, striving to promote the implementation of industrial poverty alleviation.

    Renovation of dilapidated houses in rural areasIn 2014, the Ministry of Housing and Urban-Rural Development, the National Development and Reform Commission and the Ministry of Finance jointly issued theNotice on Promoting the Renovation of Dilapidated Houses in Rural Areas in 2014”(Jian Cun [2014] No.76) and clarified the policies to support the renovation of dilapidated houses in rural areas in 2014. In 2014, the central government issued subsidy funds of 23 billion yuan to support the renovation of dilapidated houses of 2.66 poor rural households nationwide, of which 1.05 million were in the contiguous destitute counties and the key counties for poverty alleviation and development; raised central subsidy standards for impoverished regions from 7500 yuan per household to 8500 yuan per household; gave priority to impoverished regions in the allocation of the task of renovation of dilapidated houses in rural areas; clarified that after the renovation, the housing construction area should be appropriate, the main parts should be qualified, the housing structure should be safe and the basic functions should be complete. After the renovation, the construction area per household should be controlled within 60 square meters. In order to make clear the overall situation of dilapidated houses and the housing situation in rural areas nationwide, the Ministry of Housing and Urban-Rural Development issued the“Circular on the Comprehensive Investigation on the Current Situation of Rural Dilapidated Houses”, providing a basis for the formulation of next-step planning and policy.

    Poverty reduction in Dabie Mountain AreaIn 2014, the Ministry of Housing and Urban-Rural Development continued the poverty reduction in construction industry in Dabie Mountain Area, organized and coordinated China Construction Industry Association, China Construction Metal Structure Association, China State Construction Engineering Corporation and China Construction Steel Structure Corp., Ltd to support the counties (cities) in Dabie Mountain Area to accelerate the construction of architectural labor transfer and labor bases, hold talks on cooperation between industries, universities and research institutes, provide free trainings of local construction management personnel and organized them to go out to observe.

    The strengthen of a number of construction enterprises in Dabie Mountain Area has been significantly enhanced, effectively promoting employment and tax revenue and boosting local economic and social development. Among the 13 construction enterprises applying for certificate upgrade, six got the first-level certificate for general contracting of construction projects and three got the first-level certificate for professional contracting of construction projects. Shanhe Construction Group Co., Ltd., a leading enterprise in Tuanfeng County was among the top 50 construction enterprises in China and the top 500 domestic enterprises in 2014. After receiving the first-level certificate for the general contracting of housing projects, the output value of Hubei Hengsheng Construction and Installation Co., Ltd. in the second half of 2014 increased by 200 million yuan compared to that in 2013. After receiving the first-level certificate for the general contracting of housing projects, the output value of Shengyang Construction Engineering Co., Ltd. reached one billion yuan, three times that before upgrading. The upgraded enterprises in Tuanfeng County paid 60 million yuan of tax to the government, created 6,000 jobs and achieved significant economic and social benefits.

    Ministry of Housing and Urban-Rural Developmentorganized the second batch of cadres in the field of housing and urban-rural construction in Dabie Mountain Area to serve in the eastern regions; coordinated the eight eastern provinces (municipalities) to support the cadres’work, sent some cadres of 36 counties (cities) in Dabie Mountain Area, Huangzhong County and Datong County of Qinghai Province and Ji’an County of Jiangxi Province to conduct a six-month practice in the eastern regions.

    Strengthening the training of garden city construction to improve the management level of landscape architecture. In 2014, five training courses on urban landscaping management and technological services were held in the cities and counties of Anhui, Hubei and Henan in Dabie Mountain Area, publicized and implemented the landscape management policies and standards, enhancing the understanding and professional management level of relevant departments’technical and management personnel on landscaping industry in the relevant cities, counties and towns; received applications of Macheng City of Hubei and Lixin County of Anhui Province in Dabie Mountain Area for national garden cities (counties), strengthened expert guidance on the construction of garden cities, counties and towns, and strived to improve the living environment starting with the construction; made recommendation for the National Development and Reform Commission to make Luotian County a demonstration zone for national l ecological protection and construction, and launched the projects of ecological protection and construction demonstration zone in the field of housing and urban-rural development.

    Supporting the construction of urban sewage treatment pipelines. In cooperation with the Ministry of Finance, in accordance with the regulations for central government to provide special funds for the construction of sewage treatment pipelines, in 2014, we issued a total of 1.82 billion yuan of central funds for the construction of urban sewage treatment pipelines: 1.13 billion yuan for Henan Province, 326 million yuan for Hubei Province and 363 million yuan for Anhui Province, and the provincial governments were responsible for the allocation of the funds.

    Industry guidanceWe guided the construction of urban domestic garbage innocent treatment facilities and the implementation of the12th Five-Year Planin impoverished areas to accelerate the construction of garbage disposal facilities and technology upgrading of existing facilities in poor areas; in the process of investment project review under the central budget, cooperated with the National Development and Reform Commission to increase support for poverty-stricken areas and support the construction of domestic garbage disposal facilities in impoverished areas; improved the management information system of urban domestic garbage treatment, guided the reporting work of urban poor areas; carried out training of management personnel for domestic garbage disposal, and provide free training for some poor areas according to the arrangement of the Ministry of Housing and Urban-Rural Development Fixed-point poverty alleviation. To further promote information technology application in the urban construction and management and operation process in poor areas and improve the quality of municipal public utilities service of impoverished regions to ensure the safe operation of the city, we continued to promote digital city management model in poor areas and strengthened the publicity and training onrelevant policies and standards. In September 2014, the Ministry of Housing and Urban-Rural Development held in Yinchuan a national training course on digital city management technology application to summarize and promote advanced urban management experience so as to enhance the urban management ability of poor areas.

    Poverty Alleviation by the Ministry of Transport

    OverviewIn 2014, the Ministry of Transport earnestly implemented the new requirements of the central conference on poverty alleviation and development and spirit of the important instructions given by General Secretary of CPC Central Committee Xi Jinping and other central leaders, put traffic-oriented poverty alleviation and rural road building to a more important, more prominent position, in accordance with the relevant requirements of the government work report 2014 and the“Opinions on Mechanism Innovation to Steadily Push Forward Rural Poverty Alleviation and Development”, increased support to steadily push forward the poverty alleviation by traffic construction, the contacts with Liupan Mountain Area, the fixed-point poverty alleviation in Aba Tibetan Autonomous Prefecture of Sichuan and the counterpart support for Anyuan County of Jiangxi Province as well.

    Poverty alleviation by traffic constructionIn 2014, the Ministry of Transport comprehensively accelerated the implementation of theOutline of the Planning on Poverty Alleviation by Transportation Construction in Contiguous destitute areas (2011-2020)and continued to increase support for the traffic construction in contiguous destitute areas. In 2014, the Ministry of Transport arranged more than 155 billion yuan of vehicle purchase tax funds to support the traffic construction of 14 contiguous destitute areas, up nearly 30%, of which 104.1 billion yuan was issued to support the construction of 31700 km of highway and ordinary national and provincial highroads in the 14 contiguous destitute areas; more than 50 billion yuan was issued to support the construction of 85,000 km of rural roads, 12300 km of county / township roads, 119 county-level passenger transportation stations and 16,000 rural passenger / cargo transportation stations, addressing the road problems of 10500 administrative villages in 93 towns. 700 million yuan was allocated to promote the construction of 138 projects of rope transformation into bridge. Meanwhile, we cooperated with LGOP to issue the financial anti-poverty funds to support the project implementation.

    Contacting Liupan Mountain AreaAccording to the unified deployment made by the State Council Leading Group of Poverty Alleviation and Development, the Ministry of Transport was designated as the contact unit of Liupan Mountain Area. To perform its duties, the Ministry of Transport carried out in-depth field survey to promote the poverty reduction work, and steadily promoted the poverty alleviation by transport construction. In 2014, 11 billion yuan of vehicle purchase tax funds were allocated to support the contiguous destitute areas to accelerate traffic infrastructure construction. In-depth research was conducted. The leaders of the Ministry of Transport went to the contiguous destitute areas to carry out field research for many times, coordinated to address key problems in poverty reduction, and took the transportation bureaus of Lintao County of Gansu and Xiji County of Ningxia Hui Autonomous Region as the education and practice activity bases of the second batch of party members. The exchange and training of cadres were deepened. We sent two outstanding cadres to serve the grassroots units in the contiguous destitute areas, successively organized six cadre training projects, one high-level talent training project, four high-level academic education projects and two teachers’exchange projects of traffic vocational colleges. The inter-ministerial contacts were strengthened. In November 2014, the Ministry-Province Joint Meeting 2014 on promoting the poverty reduction in Liupan Mountain Area was convened in Beijing. We actively coordinated relevant central departments to explore solutions on the new situation and new problems in the poverty reduction of the contiguous destitute areas.

    Pilot project of poverty reduction in Liupan Mountain AreaIn 2014, the Ministry of Transport and the governments of Shaanxi, Gansu, Qinghai and Ningxia organized the pilot work of key-problem tackling for poverty reduction in five poor counties (districts), namely Chunhua County of Shaanxi Province, Lintao County and Jingning County of Gansu Province, Ledu District of Haidong City in Qinghai Province and Xiji County of Ningxia Hui Autonomous Region. On the basis of transportation-oriented poverty alleviation planning for Liupan Mountain Area, the Ministry of Transport gave priority to the pilot counties, supported them to strengthen rural highroad construction and maintenance, the rural passenger / cargo transportation, the development of characteristic industries and the improvement of rural production and living conditions, urged them to complete the key tasks of key problem tackling for poverty reduction and actively explore the establishment of poverty alleviation systems and mechanisms to accumulate experience and explore a path for the poverty reduction work during the“3th Five-Year Plan”period. The pilot counties formulated the pilot work plans in accordance with the requirements, clarified the annual targets and main tasks, established the leading group for the pilot work of poverty alleviation headed by the county government leaders, and clarified the division of labor and policy environment. 2300 km of rural highroads and a number of rural passenger transportation stations were constructed for the 5 pilot counties, which promoted the development of a number of characteristic industries and helped invite investments and achieve news results in urban construction, boosting the economic development of the counties.     Aid projects for Xinjiang and TibetIn July 2014, the Ministry of Transportissued theSeveral Opinions on Further Promoting the Scientific Development of Transport in Tibet, made requirements of overall complementation of the central governments policy on Tibet, carried out in-depth study of General Secretary of CPC Central Committee Xi Jinping’s strategic thinking of“giving priority to border areas in state governance and stabilizing Tibet first in border governance”, adhering to the principle of overall planning, key points highlighting, measure adjustment based on actual situation and joint promotion, further increase support for the great-leap-forward development of the transportation in Tibet and strived to establish a comprehensive transportation system in Tibet to provide a solid transport foundation for the construction of a well-off society in Tibet simultaneously with other areas in China. In August, the“Several Opinions on Further Supporting the Scientific Development of Transportation in Xinjiang”was issued, requiring to implement the deployments made by the second central conference on the work in Xinjiang, in accordance with the requirements for building a comprehensive well-off society, further increase support for the development of transportation in Xinjiang and actively promote the construction of“four transportation”in Xinjiang to provide a strong traffic support for the social stability and long-term peace and order in Xinjiang. In the preparation of the“13thFive-Year Plan”, the Ministry of Transport will give priority to Tibet and Xinjiang in policy implementation and fund allocation.

    Counterpart supportIn 2014, according to theNotice on Issuing the Implementation Plan for Central Organs and Relevant Units to Provide Counterpart Support for Gannan and other Former Central Soviet Areasissued by the General Office of the State Council, the Ministry of Transport should provide counterpart support for Anyuan County of Jiangxi Province. In accordance with the“Work Program of the Ministry of Transport on Providing Counterpart Support for the Revitalization and Development of Anyuan County”, the Ministry of Transport continued to increase support for the highroad network construction in Anyuan County, sent cadres to act as the deputy party secretary in Anyuan County and gave full play to their role as a bridge to actively address relevant problems. In 2014, the Ministry of Transportissued 1.8 billion yuan of vehicle purchase tax funds to support the construction of the Xunwu-Quannan Highway, and allocated 200 million yuan to support the ordinary highroad construction in Anyuan County, covering a highroad length of 104.9 km. In 2014, the Anyuan-Xinfeng section of the Xunwu-Quannan Highway was put into operation. The village-stationed cadres in Anyuan County coordinated the arrangement of eight people from the City Transport Bureau and Anyuan County Transport Bureau to take part in the national transport cadre training, promoted China Communication Press to donate traffic project technical books worth 30,000 yuan to Anyuan County Transport Bureau, supporting the construction of a transportation-oriented reading room.

    Fixed-point poverty alleviationIn 2014, the Ministry of Transportwas designated to provide counterpart support for three national key counties for poverty alleviation and development, namely Heishui, Xiaojin and Rangtang County of Sichuan Province. To achieve leapfrog development and long-term stability in the Tibetan areas, taking the fixed-point poverty alleviation in Aba Prefecture as a major event to protect and improve people’s livelihoods, the Ministry of Transport made clear the thinking of work and strengthened project management to improve the poverty reduction effects, winning good social repercussions. In 2014, we implemented a total of 17 traffic poverty reduction projects in Aba Prefecture, including 16 new projects (including 5 highroads of 42.42 km, 10 bridges of 438 linear meters and one security project of 5 km), one continued project (including the construction of 4 km of roads, 1560 meters of tunnels and 737 linear meters of bridges) and three ongoing project, including Hongyuan Huahai Road of 10.8 km, Ruoergai dieqiu roads of 6.2 km and Heishuiciba road security project of 15 km, and planned to invest a total of 192 million yuan, of which 100 million yuan was vehicle purchase tax funds from the Ministry of Transport and 20 million yuan was from Sichuan Provincial Department of Transport. In 2014, we comprehensively completed the projects in Heishui, Ruoergao and Hongyuan and Phase I project of Rangtang Menri Road, and invested 134.6 million yuan in the construction of .Xiaojin Chongmei Road.

    The Liaison Group of the Ministry of Transport in Aba Prefecture strengthened its communications with the college of training managerial personnel of the Ministry of Transport. The college raised funds to hold the fifth transport personnel training course in Aba themed on“Rural Highroad Construction Management”, covering 33 transport technicians and management persons in December 2014. At the same time, the Distance Education Department of the above college determined the examination points for academic education of promoting from a junior college degree to a bachelor’s degree and promoting from senior high school degree to a junior college degree in Maerkang of Aba Prefecture, with 43 applicants, which will effectively enhance the professional quality and academic education level of the traffic technical personnel in Aba Prefecture.

    The Aba-stationed poverty alleviation liaison group of the Ministry of Transport coordinated China Communications Press to donate a set of books on traffic worth 4,000 yuan; jointly with the league committees of the affiliated organs of the Ministry of Transport, we contacted Jiangsu Kunshan Fang’s Group to donate water purification equipment worth 280,000 yuan to the road maintenance office of Aba Prefecture Highroad Administration Bureau; jointly with the occupational qualification center of the Ministry of Transport, we visited the staff of the grassroots highroad maintenance offices in Xiaojin County, donated 100,000 yuan to the county highroad bureau; and coordinated private enterprises to invest 300,000 yuan to support the translation of excellent Tibetan children’s books by Aba Prefecture Education Bureau. Funded by Beijing Jinghua Commonweal Foundation, the Aba-stationed poverty alleviation liaison group of the Ministry of Transport organized 45 adolescents of Xiaojin County and Wenchuan County to take part in the quality improvement activity of“Countryside-China dream”by teenagers in Beijing in August this year, aiming to broaden the horizons of the adolescents in minority areas.

    Poverty Alleviation by the Ministry of Water Resources

    OverviewIn 2014, giving full play to its industrial advantage, the Ministry of Water Resources adopted effective measures, increased investment, made constant innovations and actively carried out poverty alleviation by water conservancy construction. We undertook the water conservancy-based poverty reduction tasks in five aspects: First, water conservancy construction-based poverty reduction in 14 contiguous destitute areas and the key counties for national poverty alleviation. Second, the fixed-point poverty alleviation in 13 counties, namely Chengkou, Wuxi, Kaixian, Yunyang, Fengdu and Wulong of Chongqing City, Fangxian County of Hubei, Tianlin and Lingyun of Guangxi Zhuang Autonomous Region, Wangmo and Cengheng of .Guizhou Province, as well as Guangnan and Funing of Yunnan Province; Third, the counterpart support for Guide County of Qinghai, Ningdu County of Jiangxi, Fuping County of Hebei, Linxia Prefecture of Gansu and Jinzhai County of Anhui Province; Fourth, pilot poverty alleviation by water conservancy in Tongren and Bijie of Guizhou Province. In 2013, the Ministry of Water Resources continued to constantly strengthen the construction of livelihood and water conservancy projects in poor areas through project support, counterpart support and sending cadres, increased support for the water conservancy projects in poor areas focusing on“five water conservancy projects and technology education (rural drinking water, irrigation, rural water and electricity, soil and water conservation, hydrological and technology education) and promoted the poverty alleviation by water conservancy construction, providing support and guarantee for local economic and social development.

    Poverty alleviation conferenceIn 2014, the Ministry of Water Resources convened a series of conferences on poverty alleviation in the field of water conservancy, summarized the work experience, analyzed the situation and made deployments on the work. In May, the Ministry of Water Resources and the State Forestry Administration held in Baise City of Guangxi Zhuang Autonomous Region the conference on promoting the poverty reduction in Yunnan-Guangxi-Guizhou rocky area. Representatives of some membership units of the Ministerial liaison conference of Yunnan-Guangxi-Guizhou rocky area, the relevant government leaders of Guangxi, Guizhou and Yunnan and the principals of the water conservancy, forestry and poverty alleviation offices of 15 cities (prefectures) in the three provinces (autonomous regions) attended the meeting. In November, the Ministry of Water Resources convened the work conference on the fixed-point poverty alleviation by water conservancy construction in Chongqing, implemented the spirit of the important instructions given by the central government on poverty reduction in the new era, carried out research on the new situation of and new problems in the fixed-point poverty alleviation by water conservancy construction, and made deployments on the next-step work in accordance with the new requirements of precise poverty alleviation. In 2014, the relevant leaders of the Ministry of Water Resources presided over four conferences of the leading group for poverty alleviation of the Ministry of Water Resources, aiming to make deployments on the poverty reduction work in the field of water conservancy.

    Poverty alleviation programIn 2014, adhering to the previous effective practices of anti-poverty work, the Ministry of Water Resources issued theImplementation Plan for Poverty Alleviation by Water Conservancy Construction in Yunnan-Guangxi-Guizhou Rocky Desertification Area of the National Water Conservancy-based Poverty Alleviation Program”jointly with the provincial governments of Yunnan, Guangxi and Guizhou, clarifying the overall objective and key work of accelerating the water conservancy development in Yunnan-Guangxi-Guizhou rocky areas in the next five to ten years.

    Construction of poverty alleviation systemIn 2014, the Ministry of Water Resources issued a series of documents on the establishment of working mechanisms for precise poverty alleviation by water conservancy construction, including theCircular on the Investigations of Water Conservancy Needs of Impoverished Regions and Poor Farmers”, the“Circular on the Construction of A Project Library for Poverty Alleviation by Water Conservancy Construction”, the“Circular on Further Promoting Investment Plan Management for Fixed-point Poverty Alleviation and Counterpart Support by Water Conservancy Construction”, the“Circular on the Establishment of A Mechanism to Contact the Village-stationed Work Team”and the“Regulations on the Assessment of Poverty Alleviation by Water Conservancy Construction (Trial)”.

    Field research on poverty alleviationIn 2014, the leaders of the Ministry of Water Resources headed research groups to carry out field research on the fixed-point poverty alleviation by water conservancy construction in Qinghai and Chongqing respectively in September and November. 13 counterpart support teams for fixed-point poverty alleviation carried out field research respectively in the 13 twinned poor counties of the Ministry of Water Resources, understood the grassroots development and needs and established a deep friendship with the masses and cadres of poor areas. In 2014, a total of 218 cadres at all levels were sent to carry out field research in the poor counties, including three ministerial leaders.

    Water conservancy projects for poverty alleviationIn 2014, 40.346 billion yuan of central government funds for water conservancy construction was issued to strengthen the livelihood and water conservancy project construction in impoverished regions nationwide, including the harnessing of major rivers and medium and small rivers and the reinforcement of dangerous reservoirs nationwide, including those in poor areas. 14.57 billion yuan of central government funds for water conservancy construction was invested in 832 counties of poor areas, addressing the drinking water safety problem of 19 million rural residents and 2.85 million rural teachers and students, increasing and improving irrigated area of 19.83 million mu. 2.5 billion yuan of land transfer income was used to support the maintenance of small water conservancy facilities. 678 million yuan of central government funds for water conservancy construction was issued to support the maintenance of projects in impoverished regions.

    Poverty alleviation trainingIn 2014, to address the talent shortage and backward management for grassroots water conservancy construction, the Ministry of Water Resources invited the relevant experts, scholars and professors to hold 32 trainings on rural water supply, water conservancy construction and management for more than 3,000 grassroots cadres and backbones in the field of water conservancy construction in impoverished regions. One training course was held for Yunnan-Guangxi-Guizhou rocky area with more than 130 participants from grassroots water conservancy departments; 12 training courses were held for the twinned poor counties and 512 farmers and technical cadres of water conservancy sector from 13 twinned poor counties attended the events.

    Poverty Alleviation Day ActivityTo actively respond to the governments call for the establishment of the first Poverty Alleviation Day, the Ministry of Water Resources organized a series of activities on the Poverty Alleviation Day; organized the donation activity, issued the“Circular on Donation Activity on the First Poverty Alleviation Day”, and organized the organs and affiliated units of the Ministry of Water Resources to donate for poverty alleviation on the Poverty Alleviation Day. A total of 25 units donated 550,000 yuan to subsidize the poor families and students in the 13 twinned counties. Making use of newspapers, networks and other platforms, we carried out a series of publicity activities on poverty alleviation by water conservancy, creating a good atmosphere for poverty alleviation by water conservancy. On October 16, China Water Conservancy Newspaper printed a special column on poverty alleviation by water conservancy. Director General of the Immigration Office of the Ministry of Water Resources Tang Chuanli was invited to attend the“10·17 Forum”jointly organized by seven units including Peking University and delivered a speech titled“Creating A Great Pattern for Poverty Alleviation by Water Conservancy and Accelerating the Water Conservancy Construction in Poor Areas”with the theme of“poverty alleviation and development and the construction of a comprehensive well-off society”.

    Fixed-point poverty alleviationIn 2014, a total of 2.823 billion yuan was issued for the water conservancy construction in the 13 poor counties, including 1.555 billion yuan from the central government, addressing the drinking water safety problem of 588700 rural residents and 46600 teachers and students, improving the water supply capacity by 105 million cubic meters, increasing rural installed capacity by 117500 kw and newly building and consolidating dikes of 37.55 km.

    Poverty alleviation by sending cadresIn 2014, according to the deployments of the Organization Department of the Central Committee of the CPC and the needs of various regions, the Ministry of Water Resources sent more than 23 cadres to support the anti-poverty work in poor areas, of whom 6 people were responsible for contacting Yunnan-Guangxi-Guizhou Rocky Desertification Area and the fixed-point poverty alleviation. Under the leadership of the provincial poverty alleviation office leading group and local party committees and governments, the sending cadres played a role of a bridge in the anti-poverty work and made their own contribution to the cause of poverty alleviation.

    Counterpart supportIn 2014, 53 departments, bureaus and subordinates of the Ministry of Water Resources formed 13 counterpart support groups, carried out project aid, financial aid, management support and personnel support for the twinned poor counties; directly invested 6.9345 million yuan in cash and donated 320,000 yuan in kind, of which 4.664 million yuan was infrastructure construction funds. Meanwhile, we donated 885600 yuan to subsidize 519 students from needy families, put in relief funds of 414900 yuan for warmth-delivery activity; and held trainings of water conservancy cadres for counterpart support for 512 person-times. The Ministry of Water Resources issued the“Notice on Further Promote the Water Conservancy-based Fixed-point Poverty Alleviation and Counterpart Support Investment Plan Management”, and clarified that the average annual growth of investment in water conservancy in the twinned counties must be 20%-30% higher than the provincial average to guarantee the strong support.

    Poverty Alleviation by the Ministry of Agriculture

    OverviewIn 2014, the Ministry of Agriculture attached great importance to the anti-poverty work and, according to the relevant deployments and requirements of the central government, earnestly implemented the spirit of theOutline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”and the central work conference on poverty alleviation and development. Based on the actual situation of agricultural and rural development in poor areas, Xinjiang and Tibet, focusing on promoting the development of agriculture and animal husbandry industry and increasing the income of farmers, and giving play to its industrial advantage, the Ministry of Agriculture issued a series of preferential policies and adopted many aid measures to increase efforts on the anti-poverty work to promote the sustainable income growth of farmers, steady development of agriculture and rural prosperity and harmony in impoverished regions.

    Poverty alleviation conferenceIn March 2014, the Ministry of Agriculture organized the annual leading group meeting on poverty alleviation and development as well as counterpart support for Xinjiang and Tibet to make deployments for the annual work. In June, the Ministry of Agriculture convened the work conference on the regional development and poverty reduction at the southern foot of Daxing’anling in Qiqihaer, Heilongjiang Province, organized the affiliated units to sign cooperation agreements with the contiguous poor areas, further promoted the implementation of counterpart support work, expert consulting, sending cadres’practice and inter-ministerial contact conference system in the contiguous poor areas; convened in Harbin the national work conference on agricultural poverty alleviation to further guided and mobilized agricultural industry to strengthen poverty alleviation in the field of agriculture. In August, we carried out the agricultural cooperation activity in Xining City of Qinghai Province and agreements worth 3.38 billion yuan were signed at the event. In September, we held the national work conference on agricultural support for Xinjiang in Urumqi City of Xinjiang Uygur Autonomous Region and signed a memorandum of cooperation with Xinjiang and Xinjiang production and Construction Corps respectively.

    Construction of poverty alleviation systemIn January, theRegional Distribution Planning of Characteristic Agricultural Products (2013-2020)was issued, involving 558 key counties for poverty alleviation in the new era, accounting for 94.3% of the total key counties, and 639 counties in the contiguous destitute areas, accounting for 94% of the total. In March, the“Research Report on the Agricultural Structure Adjustment, Income Growth Promoting and Sustainable Development of the four Prefectures in South Xinjiang”was prepared and its suggestions were incorporated into the relevant central document. In May, we issued the“Implementation Plan for Income Growth of Characteristic Industries”jointly with six departments, namely the State Forestry Administration,LGOP, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Science and Technology and the All-China Federation of Supply and Marketing Cooperatives. In August, we issued the“Guidance of the Ministry of Agriculture on Accelerating the Development of Agriculture and Animal Husbandry in the Tibetan Areas of Qinghai Province”. In September, we issued the“Implementation Plan of the Ministry of Agriculture on Supporting the Development of Modern Agriculture in Xinfeng County of Jiangxi Province”. Meanwhile, the Planning Design and Research Institute of the Ministry of Agriculture and the Chinese Academy of Agricultural Sciences guided the preparation of tens of plans by the agricultural sector of poor areas, including the“Aershan Animal and Plant Sightseeing Park Planning”, the“Modern Agricultural Demonstration Zone Construction Planning of Korla City”, the“Overall Planning of Xinjiang Uygur Autonomous Region on the Construction of Three Million Mu High-standard Farmland”and theModern Agricultural Development Planning of Xinfeng County (2014-2020)”, etc.

    Infrastructure constructionIn 2014, the Ministry of Agriculture raised the subsidy standard for the purchase of agricultural machinery. The upper limit of subsidies for the purchase of large-scale cotton picking machines was raised to 300,000 yuan and this standard for Xinjiang and Xinjiang production and Construction Corps was enhanced to 400,000 yuan. In the development of biogas industry, priorities were given to the hilly and mountainous areas, old revolutionary base areas, minority areas and the regions that cannot be covered by the centralized gas supply. As for planting insurance, the central government provides 40% of the subsidies for the central and western regions, 35% to the eastern regions; as for the insurance for sows, cows and fattening pigs, the central government provides 50% of the subsidies for the central and western regions, 40% to the eastern regions. In the reclamation and the renovation of dilapidated houses, priorities were given to reclamation workers’families living in dilapidated houses in the reclamation areas with household registered in local area, especially the low-income families. In accordance with the subsidy standards of 6500 yuan, 7500 yuan and 9,000 yuan per household for the eastern, central and western reclamation areas respectively, we completed the renovation of the dilapidated houses for 240,000 households; according to the central government subsidy standard of 1200 yuan per household, we supported the heating and water supply facilities construction for the households involved in renovation of dilapidated houses. The central government provided subsidies for the onshore resettlement of the fishermen with boats as their homes in Jiangsu, Zhejiang, Anhui, Shandong, Hubei, Hunan, Guangdong and Guangxi, provided subsidies of 20,000 yuan per household for the families without houses or with Grade-D dilapidated houses or temporary houses, and subsidies of 7500 yuan per households for the families with Grade-C dilapidated houses or too small houses.

    Investment of poverty-relief fundsIn 2014, the Ministry of Agriculture issued a total of 24.5 billion yuan of central financial funds and special funds for the basic agricultural construction in 14 contiguous destitute areas. Among that, 7.1 billion yuan was issued for basic agricultural construction, mainly supporting ecological environment protection projects, such as returning grazing land to grassland, nomads’resettlement, biogas projects and returning farmland to forest and grassland, and the  grassroots agricultural technology extension system, agricultural products quality and safety inspection system, animal epidemic prevention system and other agricultural service system construction projects, as well as the one hundred billion-jin grain project, livestock and poultry breeds project and other production development projects. 17.4 billion yuan of central financial funds were allocated as subsidies for improved species, agricultural material and machinery purchase, testing soil for formulated fertilization, early processing of agricultural products, ecological protection of grassland and the training of new professional farmers.

    Poverty alleviation by science and technologyIn 2014, the Ministry of Agriculture organized the chief experts of agriculture, horticulture, animal husbandry, aquaculture and agricultural machinery to help 14 destitute areas select 205 agricultural varieties and 120 agricultural application technologies, provided 48 technological services for the poor regions in Taihang Mountain Area, Qinba Mountain Area and the southern foot of the Daxing’anling Mountain Area and held 138 trainings for 14,000 technicians and farmers; undertook 53 technological projects such as the breeding of new varieties of barley, suitable cultivars of potatoes and vegetables, degradable mulch film test evaluation and equine influenza inactivated vaccine and set up and improved 100 test demonstration bases jointly with the relevant research institutes in Xinjiang, Tibet and the Tibetan areas in four provinces; and signed an agreement on agricultural science and technology cooperation with the People’s Government of Xinjiang Uygur Autonomous Region to jointly accelerate the construction of the Northwest Agricultural Research Center and China Central Asia Agricultural Science and Technology Center.

    Poverty alleviation trainingIn 2014, focusing on the pillar industries in contiguous destitute areas, the Ministry of Agriculture strengthened the training of professional households, family farm operators, leaders of farmers cooperatives, agricultural enterprises management personnel and agricultural social service personnel, and held agricultural skills and business capacity-building training. Relying on the rural practical talent training bases in Sandaogou Village of Xinjiang and Caina Village of Tibet, we held trainings for 1200 rural development leaders of Xinjiang, Tibet and the Tibetan areas of four provinces, cultivated 120 rural practical talent leaders for the fixed point poverty alleviation, visited the advanced villages for new rural construction and carried out field research there. In June, we held in Beijing the training of agricultural and animal husbandry management cadres for the Tibetan areas of Sichuan and Yunnan and more than 70 grassroots agriculture and animal husbandry management cadres attended the event. In July, we held in Beijing the training of agricultural and animal husbandry management cadres for the southern foot areas of Daxing’anling and more than 40 agriculture and animal husbandry management cadres attended the event. In November, we held in Urumqi a special training course for the instructors of farmers’ cooperatives in Xinjiang, and more than 120 people took part in the training. Meanwhile, we produced four special programs for Xinjiang, respectively on hot pepper cultivation pattern, machine-harvested cotton cultivation and management techniques, field drip irrigation system installation and use, and Karakul sheep breeding; produced four special programs for Tibet, mainly on Tibetan tea production technique and the introduction to Shigatse; donated 3800 CDs on agricultural practical technology and 20 mobile multimedia players for farmers’education and training for the southern foot areas of Daxing’anling; held 34 remote trainings on mechanized rice transplanting and biomass briquette technology for Xinjiang, Tibet and the southern foot areas of Daxing’anling, and held trainings of farmers, herdsmen and agricultural technology promotion persons through satellite network and the Internet for more than 20,000 person-times. A total of 35 cadres of the Ministry of Agriculture have been sent to work in the poor areas, Xinjiang, Tibet and the Tibetan areas of Qinghai, and we received five visiting scholars, six temporary cadres and three training participants of Xinjiang and Tibet to work in the ministry.

    MarketingIn 2014, the Ministry of Agriculture promoted the export of competitive agricultural products of Xinjiang such as the fruits relying on China-Asia Europe Expo, Sina-Arabia Forum on Agriculture and China-ASEAN High Quality Fruit Promotion Event and held in Beijing the fifth Xinjiang’s Agricultural Products Fair jointly with Xinjiang and 24 enterprises signed the purchase agreements worth 1.3 billion yuan at the event. We held in Shanghai the fifth exhibition of characteristic products and fine farm produce of Xinjiang; constructed the national agricultural products markets in impoverished regions, constructed Gansu Dingxi Potato Market and Jiangxi Gannan Navel Orange Market, promoted the farm produce of poor areas through the programs of“Focus on Three Rural Issues”and“Daily Agricultural Economy”; linked Western Hunan Citrus Website with the China Agricultural Information Network free of charge, created the website of Xinjiang’s Characteristic Agricultural Products (Beijing) Exhibition Center and the program of Exhibition of Fine Products of the Areas at the Southern Foot of Daxing’anling; coordinated the program of free advertisements of national agricultural products to broadcast the public service advertisements on support for Xinjiang for 6775 times with a total time length of 1700 minutes, making free propagandas on the characteristic agricultural products of Xinjiang; and coordinated Jingdong Mall to open up a special column at its Website to sell the ecological products of the enterprises and cooperatives at the southern foot of Daxing’anling, provide network platform, access port, technical support and marketing promotion service as well as free early technical service. The green food center of the Ministry of Agriculture continued to reduce the green food and organic food certification fee and symbol use fee for the poor areas in Tibet and Xinjiang.

    Ecological protectionIn 2014, the Ministry of Agriculture continued to implement the project of returning grazing land to grassland and, through grazing prohibition, rotational grazing in designated area, livestock breeding in pens and the construction of artificial forage bases, rehabilitated the degraded grassland in poor areas; comprehensively established the subsidy policy mechanism for grassland ecological protection, covering all the pasturing areas and semi-pasturing areas in 13 provinces (autonomous regions) across the country, Xinjiang Production and Construction Corps and Heilongjiang Land Reclamation Bureau; arranged central government funds of 126 million yuan to support contiguous destitute areas to construct household biogas, small biogas projects, rural service stations and large and medium-sized biogas projects; strengthened the standardization and institutional construction of the maintenance of aquatic resources in poor areas; arranged 19.18 million yuan to support the genetic resource protection and enhancement in the twinned poor areas, Xinjiang and Tibet, organized the collection of blood specimen of nine horse (donkey) varieties of Xinjiang, completed the evaluation of the local sheep wool quality of Xinjiang, and helped Tibet to implement the germplasm conservation of parry yak, cashmere goat, Tibetan Pig, etc.

    Poverty Alleviation Day ActivityIn 2014, the Ministry of Agriculture organized CCTV-7, China Agricultural Information Network and FarmersDaily to report the successful experience and outstanding deeds in the agricultural poverty alleviation nationwide. On October 17, the Farmers’Daily printed a dozen of articles in this field, including the“Making up the Shortfalls of Building A Comprehensive Well-off Society”,“Let the Sun of Love Warm the Whole Society”and the“A Hundred Enterprises Launch Industry Poverty Alleviation in Hunan Province”to mobilize the national agricultural industry to form a joint force for the anti-poverty work. On October 17, the party committees of the organs directly under the Ministry of Agriculture convened the forum on the exchange of experience in poverty alleviation. At the forum, the typical poverty alleviation units and village-stationed cadres as well as the young cadres exchanged their experience and good practices in recent years, discussed about the new thinking, new incentives and new ways of poverty reduction under the new situation. Contacted Alibaba, strived to first launch the project of“One Hundred Counties and Ten Thousand Villages”in the impoverished villages, supported the construction of rural information service stations in the twinned poor areas, and established the agricultural products sales network to help the poor broader sales channels.

    Fixed-point poverty alleviationIn 2014, the Ministry of Agriculturewas designated to provide counterpart support for Xianfeng County, Laifeng County, Xuanen County and Hefeng County of Enshi Tu and Miao Autonomous Prefecture in Hubei Province Longshan County, Yongshun County, Baojing County and Guzhang County of Xiangxi Tu and Miao Autonomous Prefecture in Hunan Province. We comprehensively promoted the implementation of agricultural technological service for rural households, supported Xiangxi and Enshi Prefecture to carry out trainings on citrus variety improvement, kiwifruit seedling base, the township animal epidemic prevention system and lily production technology demonstration, introduced advanced suitable small agricultural machinery and degradable mulch for tobacco planting for the twinned areas; made Xiangxi a prefectural / municipal agricultural products quality and safety risk assessment base, animal epidemic survey point, pilot area for vet organization performance assessment and a comprehensive test station for modern agricultural industry technology system; pushed forward the construction of the“Enshi Academy of Agricultural Sciences-College of Science at New Zealand Auckland University Laboratory for Natural Selenium-Enriched Food”, helped introduce the Baojing Baitai Group Co., Ltd and other leading enterprises to construct tea and livestock products bases in Baojing; tapped the cultural value of agricultural products, improved product quality and added value; made innovations to the financing mode, issued small loans through the cooperatives, encouraged farmers to participate in industrial development and product processing; and supported the holding of the first organic selenium-enriched agricultural products fair in Wuling Mountain Area (Xiangxi).

    Poverty Alleviation by the Ministry of Commerce

    OverviewIn 2014, the Ministry of Commerce earnestly implemented the spirit of the central poverty alleviation work conference and the strategic deployment made by theOutline for Development-oriented Poverty Reduction for Chinas Rural Areas (2011-2020)on industrial poverty alleviation, vigorously played its industrial advantage in poverty alleviation by commercial development, highlighted the characteristics of commerce-based poverty alleviation, made innovations to the ideology and create new highlights of poverty alleviation by commercial development and achieved positive results. At the same time, did a good job of fixed-point poverty alleviation to actively boost the economic and social development in Guang’an County of Guang’an City, Yilong County of Nanchong City of Sichuan and Chengbu Miao Autonomous County in Shaoyang of Hunan Province.
