    【Procuratorial organs nationwide carried out centralized regulation and strengthened the prevention of duty-related crimes in the field of poverty reduction】To implement the spirit of General Secretary Xi Jinping’s important speeches and the spirit of the central poverty alleviation and development work conference, the Supreme People’s Procuratorate and LGOP decided to carry out a five-year central regulation action and the special work of strengthening duty-related crimes in the field of poverty reduction (hereinafter referred to the special work) among the procuratorial organs and poverty alleviation departments nationwide. The special work done in 2016 was as follows.
    Ⅰ. Making Overall Deployments for the Special Work, Focusing on Implementing the Major Decisions of the Central Government on Poverty Alleviation and Development
    2016 is the first year for the implementation of key problem tackling for poverty alleviation. The procuratorial organs earnestly studied the spirit of the central poverty alleviation and development work conference, especially the spirit of General Secretary Xi Jinping’s important speeches, resolutely implemented the“Decision of the Central Committee of the CPC and the State Council on Winning the Tough Battle against Poverty”, attached great importance to poverty alleviation and development work, took giving full play to the function of supervision of laws, promoting the construction of poverty alleviation projects, and punishing and preventing duty-related crimes in the field of poverty alleviation and development as an important measure for procuratorial organs to serve and guarantee poverty alleviation and development and an important means to promote the anti-corruption construction in the field of poverty alleviation and development, seriously developed the“Special Program for National Procuratorial Organs and Poverty Alleviation Departments to Carry out Centralized Remediation and Intensified Prevention of Duty-related Crimes in the Field of Poverty Reduction”, jointly held Special Work Conference on Calling on National Procuratorial Organs and Poverty Alleviation Departments to Carry out Centralized Remediation and Intensified Prevention of Duty-related Crimes in the Field of Poverty Reduction, and made specific deployments on special work. At the meeting, Procurator-General of the Supreme People’s Procuratorate Cao Jianming and Director General of LGOP Liu Yongfu proposed to fully understand the significance of the special work from the strategic perspective of building a comprehensive well-off society, incorporate the special work into the overall work deployment of the procuratorial organs and poverty alleviation department in a certain period of time in the future and take it as an important major task, and punish and prevent the duty-related crimes in the field of poverty alleviation according to law, striving to promote the sunshine poverty alleviation and provide strong judicial guarantee for winning the tough battle against poverty. The Supreme People’s Procuratorate promptly set up a leading group for centralized remediation and intensified prevention of duty-related crimes in the field of poverty alleviation. The Party Group Leader and Deputy Attorney General Qiu Xueqiang served as the head of the leading group, and Member of the Procuratorial Committee and Director of the Anti-corruption Bureau Lu Xi served as the deputy head. Local procuratorial organs and poverty alleviation departments reported to the local Party committees, the People’s Congress and local governments the spirit of the special work conferences, jointly formulated the implementation plans and effectively accelerated the implementation. Provincial procuratorates (except the PLA’s Military Procuratorate) and prefectural (city) and county (district)-level procuratorates all set up specialized agencies and leading groups of the special work, effectively ensuring the normal progress of the special work.
    Ⅱ. Highlighting Key Points, Accurately Targeting at the Real Poor, and Handling Duty Crimes in the Field of Poverty Alleviation in Strict Accordance With the Law
    The procuratorial organs consciously joined the anti-corruption construction. According to the decisions of the central government, taking duty crime investigation in the field of poverty alleviation in accordance with law as the primary task of the special work, combined with the features and laws of duty crimes in the field of poverty reduction, focusing on the work in key areas, key links, key cases and key regions, we carried out careful investigations into the duty crimes committed in the implementation of“five one-batch”project, the key links of the poverty-relief funding projects, the old revolutionary base areas, ethnic minority areas and border areas, effectively safeguarding the vital interests of the poor, enhancing the sense of gain of the poor and guaranteeing the effective implementation of the central government’s pro-poor policies. In 2016, the procuratorial organs investigated 1892 people who committed duty crimes in the field of poverty alleviation and development, up 102.8% over 2015. The Supreme People’s Procuratorate carried out investigations into the duty crimes and clues in the field of poverty alleviation, strengthened the record review and organization of the clues of duty crimes in the field of poverty alleviation, set up the hotline of 12317 for the masses to report problems in poverty alleviation, implemented the monthly reporting system, announced to the public 21 typical duty crimes in the field of poverty alleviation in two batches, and achieved good legal, social and political effects. Combined with the actual situation of local area, the procuratorial organs actively carried out special investigations to effectively curb the occurrence of corruption crimes. For example, as the duty crimes in the field of poverty alleviation involve many links and have prominent industrial characteristics, adhering to“investigating into the system and carrying out systematic investigations”, with the purpose of reducing poverty through the development of production, starting with key projects and key links, the procuratorial organs of Hebei Province carried out investigations into 43 people and 42 people respectively. To address the problem of a large number of duty crimes in the last link of the poverty relief funding projects, the procuratorial organs of Anhui Province carried out investigations into a total of 87 people of the relevant county and township departments and rural grassroots organizations, accounting for 90% of the total involved. 
    Procuratorial organs attached equal importance to case handling and the protection of the legitimate interests of the poor, taking into account stability in law enforcement and considering development in case handling, worked wholeheartedly for the masses, and took the protection of the legitimate interests of the poor as the starting point and goal of handling duty crime cases in the field of poverty alleviation. To address the problem of serious loss of capital caused by dereliction of duty, the procuratorial organs of Henan Province handled a total of 107 cases of dereliction of duty in the field of poverty reduction, covering the subsidy funds for renovation of rural dilapidated buildings, the orphan subsidies, the rural households’ income growth projects, the pro-poor relocation and the transformation of shanty areas, involving 209 people. Among them, 95 are major cases, and a total of 23.46 million yuan of economic losses were retrieved. From 2012 to August 2016, the procuratorial organs of Guangxi Zhuang Autonomous Region handled a total of 1471 job-related crimes in the field of agriculture-related poverty alleviation, retrieved 55.822 million yuan of embezzled money and returned 4.6917 million yuan to farmers. 
    Ⅲ. Carrying out Accurate Supervision to Promote Sunshine Poverty Alleviation
    In order to promote accurate poverty and make the targeted poverty alleviation strategy really benefit poor areas and poor people, the procuratorial organs strengthened the supervision and management of poverty-relief funds and projects, further promoted the prevention work, and established and improved the financial anti-poverty funds supervision system to ensure that pro-poor policies will be effectively implemented and fund security will be guaranteed. First, accurately promote the sunshine management of poverty-relief funds. To address the problem of keeping poverty alleviation information secret from the public that induces duty crimes, giving full play to their function of inspection and prevention, procuratorial organs at all levels made close cooperation with poverty alleviation departments to actively promote information disclosure of poverty-relief funding projects from the county government to the township government, from the township government to the villages, and from villages to farmers, and supervised the relevant departments to report and register the corresponding procuratorates, township procuratorate liaison offices and village procuratorate liaison officers to promote the sunshine and standardized use of poverty-relief funds. The Supreme People’s Procuratorate and LGOP carried out a joint investigation and supervision on the implementation of the special funds and projects for poverty reduction in Ningxia and Qinghai. The Procuratorate and the Poverty Alleviation Office of Ningxia Hui Autonomous Region specially formulated the implementation plan for implementing the poverty alleviation information disclosure system and carrying out the work of synchronous legal supervision. Second, use modern science and technology to carry out dynamic supervision. In cooperation with the relevant units, Huoshan County Procuratorate of Anhui Province used the“Internet +”to develop the agriculture-related funds supervision software-the“fund supervision platform for people’s livelihood projects”, carried out special clean-up of the“all-purpose card”funds with the help of“big data”, and received nearly one million yuan of returned illegal funds. In cooperation with the poverty alleviation departments, Mianyang City Procuratorate of Sichuan Province jointly developed the special APP for poverty alleviation, which can be installed in the mobile phones of poor people for real-time information disclosure, covering the pro-poor policies, poverty reduction projects, funds, objects, and the procedures of poverty-relief funds transfer, so that the poor can inquire the relevant information in time and find problems through comparison. Third, use procuratorial proposal to promote the establishment of relevant systems. Combined with the duty crimes in the field of poverty reduction, procuratorial organs at all levels actively proposed to improve the relevant system, and cooperated with the units concerned in rectification, effectively promoting the improvement of the poverty alleviation fund project supervision system. Fourth, strengthen early warning and prevention to promote the governance at source. The prosecutors of Guangxi Zhuang Autonomous Region launched the prevention of duty crimes in small special programs, involving more than 150 farmers-benefiting poverty alleviation fund projects, found eight kinds of 357duty crime risk points in 24 poverty alleviation departments, covering the field of poverty alleviation, agriculture, water conservancy, forestry and transportation, put forward 89 countermeasures, promoted the relevant poverty alleviation departments to carry out special inspection of rectification work for 63 times, and improved more than 30 systems, creating a“safety net”of poverty-relief funds. 
    Ⅳ. Carrying Out A Special Activity of Warming Education in the Field of Poverty Reduction in Grassroots Units to Build up a Tight Line of Defense Against Corruption
    Grassroots area is the key target of poverty alleviation and development, and grassroots cadres are the backbone of poverty alleviation and development. To improve the legal consciousness and concept of clean governance, strengthen warning education and deepen the publicity of the rule of law, the procuratorial organs nationwide organized a special grassroots warming education activity of“targeted poverty alleviation and clean governance for the people”, designed and used the theme logo of the centralized regulation and intensified prevention of duty crimes in the field of poverty reduction by procuratorial organs and poverty alleviation departments nationwide, and held the opening ceremony of the grassroots activity in Xin County of Henan Province-a county in Dabie Mountain Area. Procuratorial organs at all levels carried out field survey at the grassroots level, delivered legal knowledge to the countryside, made propaganda of relevant pro-poor policies in the regions where pro-poor fund projects are implemented, combined clean governance with poverty reduction closely in the regions where the warning education was carried out, combined positive publicity with warning education, highlighted the themes of the times and deliver positive energy, which not only gave a lesson on clean governance and poverty reduction to the poverty alleviation and development personnel, but also played a positive role in helping the masses understand pro-poor policies and mobilizing them to take part in the poverty reduction and supervise the anti-poverty work. Guizhou Provincial Procuratorate, for example, carried out the publicity activity of“one thousand policemen of one hundred procuratorate organs getting involved in protecting people and promoting the construction of the construction of a clean government”. 2269 prosecutors from 100 procuratorates of three levels of procuratorate organs in the province carried out publicity activities in 100 towns synchronously. The centralized warning education carried out by the procuratorate organs in Henan Province achieved full coverage of all key counties for poverty alleviation and development. Some village leaders of Luoning County carefully listened to the report and found the formalities for the application and distribution of poverty-relief funds were not standardized. Seven villages returned the received poverty-relief funds of more than one million yuan. After Hangjinqi Procuratorate of the Inner Mongolia Autonomous Region organized more than 80 cadres of the“two committees”of relevant villages to take part in the warning education in court trial, five village cadres successively surrendered themselves to the procuratorate.
    Ⅴ. Strengthening Cooperation to form a Strong Joint Effort for the Special Work
    The Supreme People’s Procuratorate, LGOP, local procuratorial organs and poverty alleviation departments at all levels have generally established a joint conference system and daily contact mechanism for regular information sharing and timely analysis of problems in the research work, effectively promoting of the implementation of the special work. First, promote the sharing of basic data in the field of poverty alleviation. While announcing the central government’s special financial program for poverty alleviation funds in 2016, the State Council Leading Group of Poverty Alleviation and Development specifically required that the annual poverty relief fund and project arrangements at the provincial or lower levels must be reported to the procuratorial organs at the same level. Some procuratorial organs and poverty alleviation departments have established the poverty alleviation data repository through special line networking, network query and authorization, and information bulletin, providing an important foundation for the special work. The People’s Procuratorate of Gansu Province, for example, coordinated 22 provincial agricultural departments to summarize the agriculture-related poverty alleviation policies and fund use situation in the period from 2014 to 2016, covering eight categories of 56 sub-projects and 114 items, involving 135.9 billion yuan of funds, and finally formulated the“Statistical Table of the Policies Boosting Agricultural Development and Benefiting and Enriching Farmers in Gansu Province (4th Edition)”. Second, strive to build a grassroots monitoring network covering all poor towns and villages. The procuratorial organs in Guizhou Province, for example, have set up the procuratorial liaison offices for the protection of people’s livelihood funds in 200 key poor town and developed 6471 volunteers for protecting people’s livelihood, achieving“one volunteer for one village”; the People’s Procuratorate of Guangdong Province appointed 267 township / sub-district procuratorial office directors of procuratorial organs and the village / town-stationed first secretaries of poverty alleviation departments as the“clean governance supervisors of poverty alleviation and development”, achieving the“three-level linkage”of the town-stationed procuratorates, township procuratorial liaison offices and village procuratorial liaison officers; Fuding City Procuratorate of Fujian Province set up the procuratorial service position in Chixi Village—“the First Village of Poverty Alleviation in China”, extending procuratorial service and supervistion to specific villages and households. Third, take the initiative to accept supervision and enhance mutual understanding and support. Some procuratorial organs actively reported the situation of the special work to the People’s Congress and carefully listened to suggestions, making the special work more in line with the actual situation of poverty alleviation and development. The People’s Procuratorates of Guangxi Zhuang Autonomous Region and Ningxia Hui Autonomous Region made innovations to the work pattern, established the system for NPC deputies and CPPCC members to review the special work, invited NPC deputies, CPPCC members and people’s supervisors to conduct inspection, supervision and evaluation of the poverty relief work or special prevention projects of the local procuratorial organs in order to improve the work and enhance the work efficiency.

    【Audit supervision】General Secretary of the CPC Central Committee Xi Jinping stressed at the poverty alleviation work conference that we must strengthen the sunshine management of poverty-relief funds, strengthen audit supervision, carry out centralized remediation and investigations into duty crimes in the field of poverty alleviation, and severely punish the misappropriation, interception, fraudulent application and claims as well as waste of poverty relief funds. The“Measures for the Implementation of Poverty Alleviation Responsibility System”issued by the General Office of the CPC Central Committee and the General Office of the State Council and the“Poverty Alleviation Planning for the ‘13th Five-Year Plan’ Period”issued by the State Council explicitly called for strengthening tracking audit of the implementation of pro-poor policies and key fund projects. 
    The State Audit Administration thoroughly implemented the Decision of the Central Committee of the CPC on targeted poverty alleviation and adhered to overall planning for the audit of poverty alleviation nationwide, striving to achieve full coverage of the audit of poverty alleviation. In 2016, the State Audit Administration issued a number of documents, such as the“National Audit Work Development Plan during the ‘13th Five-Year Plan’ Period”and the“Opinions on Further Strengthening the Audit of Poverty Alleviation to Promote Targeted Poverty Alleviation”, made deployments on strengthening the audit of poverty reduction, required audit organs at all levels to adhere to the working principle of“auditing in accordance with the law, being objective for truth-seeking, encouraging innovation and boosting reform”, with“policy”and“capital”as two main lines, focus on precision, safety and performance, strive to promote the implementation of pro-poor policies, regulate the management of poverty relief funds, maintain the security of poverty alleviation funds and improve the performance of poverty relief funds, continue to supervise the audit of pro-poor policy implementation and poverty-relief fund management, strengthen the audit of the anti-poverty work in extremely depressed areas with harsh living environment, complex causes of poverty, backward infrastructure, poor public services and a heavy task of poverty reduction, strengthen the audit of the poverty reduction among the disabled and elderly people, and strengthen the audit of the key work in poverty reduction among those returning poverty due to illness or housing security, and organize special audit or several rounds of audit work characterized by full coverage. Also, we must seriously punish fraudulent practices, embezzlement and waste of poverty-relief funds, infringement of the interests of the poor, as well as the violations of disciplines such as fraudulent poverty alleviation and digital poverty alleviation. Adhere to audit results publicity and regular announcement of the results of poverty alleviation audit work to promote audit rectification, further strengthen the cooperation with departments of poverty alleviation, finance and discipline inspection as well as procuratorial departments, report clues of relevant issues in a timely manner in accordance with the law, give full play to the regulatory force, promote serious accountability and system improvement, work together to create an anti-corruption atmosphere in the field of poverty alleviation, and give full play to supervision and guarantee role of audit in the process of winning the tough battle against poverty. 
    In 2016, the audit offices nationwide carried out an audit of poverty-relief funds of 111.782 billion yuan through special audit, tracking audit, etc. According to the audit results, local governments and relevant departments actively implemented the decisions and deployments made by the CPC Central Committee and the State Council on targeted poverty alleviation, took key-problem tackling in poverty reduction as a major political task, development task and people’s livelihood improvement task, made careful arrangements of the poverty reduction responsibility, initially created an atmosphere of working together for poverty reduction, involving the joint efforts of five levels of party secretaries, and achieved initial results in the anti-poverty work. In 2016, the rural poor were reduced by 12.4 million and the incidence of poverty dropped to 4.5%. With the continuous increase of efforts for supervision and management, and the constantly standardized management of fund use, the proportion of discovered funds involved in discipline violation and waste in the total covered by the spot checks shows a downward trend. 
    However, the use of poverty relief funds needs to be more targeted, and the pro-poor measures were not effectively implemented in some regions. In the audit work, we found that the basic work in some areas was not well done, the quality of poverty reduction was not high, the targeted poverty alleviation policies in the field of education, health care and finance were not effectively implemented, slow progress was made in the overall planning for the integration of agriculture-related funds, some poverty alleviation projects were not in line with the actual situation, did not achieve good results and even caused economic losses or problems of making bonsai and simple egalitarianism, and some poverty-relief funds were not used for a long time or defrauded, involving 26.138 billion yuan. The clues of 417 alleged violations of discipline were reported to the judicial organs, discipline inspection and supervision organs or the relevant departments for investigation according to law. The State Audit Administration directly audited poverty relief funds of 7.456 billion yuan, found all kinds of problems involving 1.964 billion yuan, covering more than 4200 projects in 70 impoverished counties and more than 2200 villages in 570 towns. Throughout the year, we carried out follow-up audit of the implementation of targeted poverty alleviation policies and the performance of poverty relief funds, and made synchronous deployments for and carried out synchronous audit of the implementation of targeted poverty alleviation and the management of poverty relief funds, taking them as a key part of the audit of the execution of central government budget, the audit of local financial revenue and expenditure and audit of party and government leaders’ economic responsibility. Local audit organs at all levels organized the implementation of more than 230 poverty alleviation audit projects, involving 104.326 billion yuan of poverty relief funds, covering 25800 poverty alleviation projects in more than 410 national poor counties, and found problems involving 24.174 billion yuan. According to statistics, the local governments have recovered or revitalized more than 14 billion yuan of poverty relief funds, more than 1120 responsible persons were investigated and were punished, and more than 790 poverty alleviation policies or systems were implemented or improved. While promoting the rectification of specific audit problems, the Ministry of finance, LGOP and other competent departments timely revised and improved the poverty relief funds management system, strengthened the management of the filing riser work and organized the activity of“looking back”to further improve the accuracy of identification of poor people and lay a solid foundation for poverty reduction.

    【Supervision by democratic parties】Democratic supervision of poverty alleviation is a new task assigned by the Central Committee of the Communist Party of China for democratic parties, a useful attempt to broaden the channels of democratic supervision, and an important means for all democratic parties to assist local Party committees and governments in fighting poverty. To implement the important instructions given by General Secretary of CPC Central Committee Xi Jinping for the central committees of democratic parties to carry out democratic supervision on poverty alleviation work, on June 19, 2016, the United Front Work Department of the Central Committee of the CPC and LGOP jointly issued the“Implementation Plan for Supporting the Central Committees of Democratic Parties to Carry out Democratic Supervision on Poverty Alleviation”, made clear the principle, main contents, main form and safeguard mechanism for democratic supervision on poverty alleviation, and assigned the central committees of eight democratic parties to carry out democratic supervision on the poverty alleviation work in eight central and western provinces (autonomous regions) with a large number of poverty-stricken people and a high incidence of poverty for five years. On June 21, 2016, the United Front Department of the Central Committee of the Communist Party of China held in Beijing the kick-off meeting of the democratic supervision over poverty reduction by the central committees of the democratic parties, and made specific arrangements for the work.
    The central committees of the democratic parties attached great importance to the work, generally established the leading groups with chairman as the head and vice chairman as deputy head, developed the work plans and established the working mechanism on the basis of good communication with the twinned provinces (autonomous regions). The main responsible comrades led the work teams to carry out more than 20 field surveys in the poor areas, covering more than 100 villages in over 60 cities (prefectures, counties) of eight provinces (autonomous regions). Giving full play to their professional advantages, the democratic parties made active innovations to the contents and forms of supervision. Some of them combined the supervision work with advice offering, established the mechanism for communicating with poor areas, aiming to directly reflect problems and make suggestions; some combined the supervision work with the implementation of aid projects, set up an expert library and monitoring points for the work of poverty alleviation, aiming at providing direct assistance for impoverished regions. 
    Under the leadership of the United Front Department of the Central Committee of the Communist Party of China, the central committees of the democratic parties all established the mechanism for contacting the twinned provinces in daily work. To create smooth channels for information communication, we established the information communication mechanism, and strengthened the exchange in the work through internal journals such as“The United Front work”, the“Democratic Parties’ Work”and the“Briefing of Social Services of the United Front”; established the consultation mechanism and adhered to problem addressing-oriented timely communication to effectively promote local poverty alleviation. The party committees and governments of the relevant provinces and autonomous regions strengthened their sense of responsibility, vigorously supported the work, and took the initiative to do a good job of coordination. LGOP provided poverty alleviation policy documents and materials to the central committees of the democratic parties, informed them the progress in tackling key problems in poverty reduction, participated in relevant research and training, and made propagandas of the supervision work carried out by the central committees of the democratic parties through the“Poverty Alleviation Information”and the“Poverty Alleviation Briefing”in a timely manner.
    On December 9, 2016, the United Front Department of the Central Committee of the CPC held a forum on calling for the central committees of the democratic parties to carry out democratic supervision of poverty alleviation work, and the democratic parties introduced their work progress and discussed the situation with LGOP. According to the meeting, within half a year, the central committees of the democratic parties actively carried out democratic supervision over poverty reduction, found some problems, accumulated rich experience, put forward many valuable suggestions and achieved initial results. The outstanding problems found in the democratic supervision include not only the problems in basic work such as the inaccurate identification of poor population and poor management of poverty relief funds, but also the problems in special work such as relocation, poverty reduction through health care and the poverty reduction in border and minority areas, as well as the problems in weak links such as the lack of endogenous power for the poor to shake off poverty and the backward infrastructure and public services in poor rural areas. The situation and problems reflected by democratic supervision are basically consistent with the results of the inspection and supervision over poverty reduction work and the trial assessment. The proposal of these problems is conducive to the continuous improvement of policy measures, and the improvement of poverty reduction work.

    【Hotline of 12317 for poverty reduction supervision and problem reporting】 From December 15, 2014 to the end of December 2016, we received a total of 13705 phone calls, including 9620 reporting calls and 4085 consulting calls. Among them, 2335 were about basic living allowances, accounting for 24%; 2016 were about renovation of dilapidated buildings, accounting for 21%; 1333 were about corruption, accounting for 14%; 823 were about lending, accounting for 8.5%; 528 were about social assistance, accounting for 5.4%; 328 were about subsidies for disabled persons, accounting for 3.4%; 169 were about special poverty alleviation, accounting for 1.8%; 145 were about land occupation, accounting for 1.5%; 129 were  about housing subsidy, accounting for 1.3%; 114 were about post-disaster reconstruction, accounting for 1.2%; 109 were about road building, accounting for 1.1%; 91 were about social insurance, 59 were about food subsidy, 41 were about the default of migrant workers’ wages, 38 about cooperative medical services, 22 were about water conservancy facilities, 20 were  about agricultural subsidy and construction, and 1320 were about other problems. 
    Among the 169 phone calls reporting problems in special poverty alleviation, 167 should be handled, and in fact, 167 were handled. According to the investigation, 38 of them were violations of rules and disciplines, accounting for 22%, involving 8.5044 million yuan, including: (1) 3 were about embezzlement, involving 1.0387 million yuan; (2) 4 were about falsification of project declaration and defraudation of funds, involving 1.9888 million yuan; (3) 7 were about fund misappropriation, involving 538200 yuan; (4) 8 were about insufficient capital appropriation or retention of funds and projects, involving 24.749 million yuan; (5) 5 were about project content change without approval, involving 313800 yuan; (6) 9 about the identification of poor households, involving 1.65 million yuan; (7) 1 was about waste of money, involving 500,000 yuan. The 38 violations of rules and disciplines covered 14 provinces, municipalities and autonomous regions, including 6 in Inner Mongolia, 5 in Hebei, 5 in Sichuan, 4 in Hunan, 2 in Shanxi, 2 in Chongqing, 2 in Yunnan, 2 in Henan, 2 in Shaanxi, 2 in Hubei, 1 in Gansu, 1 in Liaoning, 1 in Anhui, 1 in Qinghai, 1 in Shandong and 1 in Guangxi. 
    About the 38 violations of rules and disciplines, the rectification of 7.5734 million yuan of funds was completed, including: 3.8715 million yuan returned by relevant units and financial departments, 109,000 yuan returned by individuals, 480800 yuan of project adjustment funds, 3.1121 million yuan for accelerating fund use, 90,000 yuan for procedure improvement, and 931,000 yuan for other purposes (loss and waste of 500,000 yuan). About the 38 violations of rules and disciplines, 25 people were punished, including 22 village cadres, 1 township cadre and 2 county-level leaders. 21 people received party and policy discipline punishment, and 4 were transferred to judicial organs for criminal responsibility (there have been sentenced). 
    In 2016, we received a total of 33 complaints about poverty reduction, including 14 about violations of rules and disciplines, involving 2.8744 million yuan, and the rectification involved 2.3714 million yuan, including 1.7126 million yuan returned by relevant units and financial departments, 29,000 yuan returned by individuals, 629800 yuan for accelerating fund use, 500300 yuan for other purposes (loss and waste of 500,000 yuan). 13 people were punished, including two county-level leaders, 1 township cadre and 10 village cadres. 
    As an important window for LGOP to contact the masses, the hotline of 12317 was set up to play a role of social supervision. We constantly strengthened the investigation and supervision over complaint cases and improved the tracking mechanism. In order to meet the increasing demands for consulting and complaint business, we’ll continue to strengthen the construction of the 12317 poverty alleviation supervision and reporting telephone service system. At the same time, we’ll increase efforts for the verification, investigation and announcement of the complaint cases, and transfer the cases with clear clues to the discipline inspection and procuratorial organs.
