East-West Pairing-off Cooperation for Poverty Reduction

    Overview

     

    In 2012, the eastern provinces and municipalities earnestly implemented the spirit of the new outline and the central work conference on poverty alleviation and development, further increased support for East-West cooperation for poverty alleviation and continued to provide counterpart support for the western provinces, autonomous regions and municipalities in government assistance, social assistance, enterprise collaboration, personnel exchanges and labor service cooperation, with more government assistance funds, social donations, collaborative enterprises, business cooperation projects and investment, exchange visits of leaders, personnel exchanges and transferred labors compared to 2011. In 2012, according to statistics, the eastern provinces and municipalities provided a total of financial aid of 872.2 million yuan to the western poverty-stricken areas, up3.8% over 2011, of which 156.67 million yuan was invested in road building, 206.79 million yuan was put in industrial development, 144.39 million yuan was allocated for cultural and education development, and 51.52 million yuan was issued to support medical treatment and public health industry; built 66 health centers and nursing homes, subsidized 13300 poor students, mobilized social forces to donate 162.403 million yuan in kind and cash, up 55.8% over 2011, send volunteers to support the anti-poverty work for 553 person-times; signed cooperation agreements with 454 enterprises for 2185 cooperative projects, up 15.2% over 2011, signed agreements for co-investment of 455.6 billion yuan, up 73.2%; organized 8580 exchange visits of leaders, up 28.6%, involving 131 provincial leaders; organized personnel exchange for 1628 person-times, up 17.2%, held 498 training courses for 331,000 person-times, and helped transfer 1.215 million labors for the western poor areas with service income of 14.27 billion yuan.

           Among the 18 eastern provinces and municipalities, Shanghai provided the largest amount of financial relief funds, amounting to 255 million yuan, Tianjin had the highest growth rate of financial relief funds, increasing from 20 million yuan to 85.3 million yuan, and determined the annual growth rate of 8%. In the pairing-off poverty alleviation, the eastern provinces and municipalities paid more attention to giving priority to grassroots units, livelihood projects and the poorest areas. For example, Beijing adjusted the twinned 18 national poor counties and banners scattered in Inner Mongolia into Chifeng and Ulanqab, two cities near Beijing concentrated with poor counties and poverty-stricken people. Adhering to the guideline of “two priorities”, Shanghai used all the relief funds for poverty alleviation and the construction of livelihood projects and invested more than 90% of the relief funds to grassroots rural areas. Among the western provinces, autonomous regions and municipalities, Yunnan, Guizhou and Gansu received the largest amount of relief funds from the eastern regions, respectively 255.28 million yuan (from Shanghai), 156.44 million yuan (from Dalian, Ningbo, Qingdao and Shenzhen) and 91.3 million yuan (from Tianjin and Xiamen).

    In accordance with the requirements of “organizing regional pairing-off poverty reduction in local areas by the relevant provinces (autonomous regions, municipalities)” of the new outline, 15 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps also carried out provincial pairing-off poverty alleviation, including Liaoning, Jiangsu, Zhejiang, Fujian and Guangdong in East China, Hebei, Henan, Hubei, Hunan and Hainan in central China and Inner Mongolia, Guangxi, Chongqing, Sichuan and Yunnan in the western part of China. In the “Shuangdao” work (planning for households and responsibility to individuals), for example, Guangdong Province arranged seven developed cities and 37 developed counties (cities, districts) in the Pearl River Delta to provide counterpart support for 1160 provincial poor villages in 14 underdeveloped prefecture-level cities and implemented the strategy of industry and labor transfer. Hubei Provincial Party Committee and Government organized nine cities in the province to use 1‰ of the general budget revenue of the previous year to support the production development and infrastructure improvement of ten minority counties and cities in Enshi and Yichang, requiring an annual relief fund growth rate of 8%. Inner Mongolia organized Erdos City to provide counterpart support for Xing’an League. Over the past two years, Erdos City put in financial aid funds of 1.5 billion yuan, implemented 24 government aid projects in Xing’an League with a total business investment of 31.5 billion yuan. In the regional pairing-off poverty alleviation, 157 counties (cities, districts) of 66 prefecture-level cities were designated to provide counterpart support for 179 banners (counties, districts) in 39 prefectures (cities). According to the arrangements of provincial governments, 17 cities organized 91 districts (counties) to support 81 local underdeveloped counties. Xinjiang Production and Construction Corps organized five economically strong divisions to provide counterpart support for two impoverished divisions. In addition, Lvliang and Changzhi of Shanxi, Yiyang of Hunan, Hohhot, Ordos, Baotou and Tongliao City of Inner Mongolia are also actively exploring ways for city-level cooperation in the field of poverty reduction.

           According to incomplete statistics, as of the end of 2012, a total of 5.203 billion yuan of financial anti-poverty funds was invested for provincial regional pairing-off poverty alleviation, which guided social donations of 776 million yuan in cash and 1.89 billion yuan in kind. Meanwhile, 5730 cadres and 11408 teachers, doctors and volunteers were sent to support poor areas, 15.61 billion yuan of funds was introduced and 201 industrial parks were set up.

    To implement the spirit of the State Council's "Several Opinions on Further Promoting the Sound and Rapid Economic Development in Guizhou" (Guo Fa (2012) No.2), in cooperation with the National Development and Reform Commission, on the basis of counterpart support for eight cities and prefectures in Guizhou provided by Dalian, Qingdao, Ningbo and Shenzhen, the State Council Leading Group Office of Poverty Alleviation and Development coordinated to increase four cities for the pairing-off poverty reduction, namely Shanghai, Guangzhou, Suzhou and Hangzhou, and achieved “one-to-one” poverty reduction, greatly increasing counterpart support for Guizhou.

    Beijing - Inner Mongolia Autonomous Region Pairing-off Poverty Alleviation

    【Overview】 In 2012, in accordance with the deployments and requirements of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP), Beijing continued to promote the Beijing - Inner Mongolia Autonomous Region pairing-off cooperation for poverty alleviation. Over the year, under the correct leadership of Beijing Municipal Party Committee and Government, supported by the Inner Mongolia Autonomous Region Party Committee and Government as well as the relevant departments and regions, with joint efforts of the relevant departments, districts and counties of Beijing, we achieved new results in the pairing-off poverty alleviation. Throughout the year, Beijing allocated 86.4 million yuan of government relief funds, implemented 37 aid projects, held trainings for 1602 people from Inner Mongolia and issued subsidized loans for poverty relief projects launched by Beijing enterprises in Inner Mongolia. All circles of society donated nearly 55 million yuan in kind and cash.

    【Exchange visits】 From August 5 to 8, 2012, Vice Mayor of Beijing Municipal Government Gou Zhongwen attended the Third Inner Mongolia Tour of Chinese and Foreign Well-known Enterprises in Beijing held in Hohhot.     【Investment of anti-poverty funds】 According to the requirement of an annual growth of 8% in relief funds, in 2012, Beijing allocated a total of 86.4 million yuan of relief funds, of which 76.4 million yuan was invested in Chifeng and Ulanqab to support the construction of 37 aid projects in key areas, covering 74,000 households in 22 banners, counties and districts of Chifeng and Ulanqab, directly benefiting more than 8500 poor households with an annual income growth of 575 million yuan, effectively improving the production and living conditions and promoting income growth of the poor. 5 million yuan of funds was allocated for personnel training, 41 training courses were held in Beijing for the cadres and professional technicians in the field of education, cultural, health care and science and technology in Inner Mongolia, covering 1602 people. 5 million yuan of loan interest subsidy funds was allocated to support eight Beijing’s enterprises that invested in Inner Mongolia to boost local development.

    【Sending cadres for poverty alleviation】 The 44 temporary cadres sent by Beijing to work in Inner Mongolia devoted themselves into the anti-poverty work despite of difficulties with high enthusiasm, created conditions and built platform for the exchange and cooperation of the two regions, and actively strove for support from the twinned districts and counties as well as relevant departments in Beijing. Under the coordination of the sending cadres, the relevant departments, districts, banners and counties of Beijing and Inner Mongolia carried out field visits, matchmaking negotiations and project contract signing activities for more than 300 times, signed a series of cooperation agreements or memoranda and achieved a lot of results in poverty reduction.

    【Industrial poverty alleviation】 In 2012, Beijing and Inner Mongolia signed 499 cooperation projects, for which 100.232 billion yuan was invested, accounting for 28.5% of the total funds issued for non-local cooperation projects of Inner Mongolia. We organized the third “Inner Mongolia Tour of Chinese and Foreign Well-known Enterprises in Beijing”. A total of 400 principals of 340 famous domestic and foreign enterprises in Beijing carried out field research in Inner Mongolia, held talks on cooperation and signed 22 agreements worth 29.55 billion yuan. Enterprises in Zhongguancun were organized to carry out matchmaking activities on the co-construction of industrial parks and the transformation of scientific and technological achievements in Hohhot, Chifeng and Ulanqab. Baidu Origin Water and some other science and technology companies’ projects were launched in Hohhot and Erdos. Through co-construction of production bases, government reserves procurement and farmer – supermarket docking, we conducted cooperation in production and sales of featured agricultural products of Inner Mongolia. In addition, Beijing Municipal Commission of Tourism Development signed a cooperation framework agreement with Ulanqab and the “Grassland Culture Tour in Ulanqab” jointly created by the two sides was successfully launched in Beijing. The promotion activities for "Chifeng Touring Caravan in Beijing" in 2012 pushed forward the industrial poverty alleviation to a new stage.

    【Poverty alleviation by education and technology】 In the field of education, to improve the effect of education-based poverty alleviation, the two sides determined to select 120 junior and senior middle school backbone teachers from eight banners and counties of Inner Mongolia to receive trainings in Beijing. Beijing No.4 Middle School set up a campus respectively in Hohhot and Ulanqab. Beijing Business Management School reached a cooperation intention for school running with the vocational education schools in Hohhot and Ulanqab. In the field of science and technology, Zhongguancun signed the "cooperation framework agreement on the co-construction of the high-tech zone" and the strategic cooperation agreement respectively with Ulanqab City and Baotou Rare Earth High-tech Zone. Silica sand was introduced to Hohhot Economic and Technological Development Zone through national key laboratories, effectively promoting the construction of the Science and Technology Park of Inner Mongolia University.

    【Poverty alleviation by medical and health services】 15 hospitals of traditional Chinese medicine of Beijing Municipality continued to provide counterpart support for 56 hospitals of traditional Chinese medicine in Inner Mongolia. Beijing Municipal Health Bureau signed with Chifeng City People's Government the "Beijing - Chifeng Agreement on Counterpart Support and Technological Cooperation in Public Health (2012-2020) ", organized 44 experts in medical treatment and public health service to carry out the activities of “Love for Inner Mongolia – 2012 Chifeng Tour of Beijing Medical and Health Care Service Experts” in Chifeng. Relevant hospitals of Beijing were designated to provide counterpart support for the hospitals in Inner Mongolia. Beijing received 121 backbone doctors from the relevant banners and counties (cities and districts) of Inner Mongolia to take part in the one-year standardized training, enhancing local medical level.

    【Social donations】 The district and county governments, culture, education, health and civil affairs departments of Beijing donated 55 million yuan in kind and cash to the twinned counties. In the field of civil affairs, the charitable organizations in Beijing donated 17.51 ​​million yuan in kind and cash to Inner Mongolia to support ecological environmental improvement, poor students and  audio-visual configuration of primary and secondary schools. The relevant units of Beijing successively donated two mobile movie projection vehicles, one million yuan and 6,000 books to support the development of education, health and cultural industry in Jining District. Shunyi District donated six vehicles to Inner Mongolia Autonomous Region and donated one million yuan of initial funds to Balin Left Banner. Haidian District invested one million yuan to support the well-digging projects in Xiaocaokulun, Aorunsumo of Aohan Banner.

    Tianjin-Gansu Pairing-off Poverty Alleviation

                                 

    【Overview】 Tianjin municipal government resolutely implemented the spirit of the central work conference on poverty alleviation and development and the requirements of the "China Rural Poverty Alleviation and Development Program (2011-2020)" and, taking East-West pairing-off poverty alleviation as a significant political mission and its bounden duty, further increased efforts to deepen the pragmatic cooperation. In 2012, Tianjin and Gansu organized 15 exchange visits participated by 237 people, including six provincial visits, and signed the framework agreement on East-West pairing-off cooperation in poverty alleviation in the new stage of 2012 -2020. Tianjin issued aid funds and materials of 99.9093 million yuan, of which 60 million yuan was municipal financial funds, three times that of 2011, 25.3 million yuan was from the district and county government departments and 8.8493 million yuan of capital and 48,000 cotton-padded clothes and quilts were social donations. Gansu signed 46 investment projects in Tianjin worth 36.91 billion yuan. The dry port set up by Tianjin Port in Jiayuguan has been put into operation.

    Cooperation agreement signing】 From August 5 to 6, 2012, Gansu Provincial Party Secretary Wang Sanyun, Vice Party Secretary and Provincial Governor Liu Weiping headed a party and government delegation of Gansu Province to visit Tianjin. Member of the CPC Central Committee Political Bureau Tianjin and Party Secretary Zhang Gaoli, Tianjin Municipal Deputy Party Secretary and Mayor Huang Xingguo and some other leaders of Tianjin City met with the delegation. The two sides exchanged ideas on some major issues on East-West pairing-off poverty alleviation in the new stage and signed the “Framework Agreement on East-West Pairing-off Poverty Alleviation and Deepening the Cooperation between Tianjin Municipal People's Government and Gansu Provincial People's Government in the New Stage (2012-2020)”. The agreement provides: 1. Tianjin’s counterpart aid funds for Gansu Province shall increase from 20 million yuan before 2012 to 60 million yuan with an annual growth of 8%, and 80% of the funds shall be used to support Tibetan areas. 2. Tianjin and Gansu shall jointly prepare the "Planning for Tianjin-Gansu Pairing-off Poverty Alleviation (2012-2020). 3. The two sides shall set up the leading group office for their pairing-off poverty alleviation work with a few offices under it, and establish the joint meeting system. 4. The two sides shall exchange sending cadres. Tianjin shall sent ten cadres to work in Gansu and receive 20 cadres from Gansu to work in the industrial parks of Tianjin; Tianjin shall hold trainings for 100 party and government deputy leaders, sent excellent teachers and doctors to support the teaching and medical industry in Gansu, send "doctor service groups" , graduates and university League cadres to work in Gansu, send 40 excellent university students to provide voluntary services in Gansu per year and send ten outstanding League cadres to support the education in Gansu Province. 5.  We shall implement the activity of “Gansu – Tianjin cooperation of secondary vocational school students in building a moderately prosperous society” and Gansu Province shall transfer 10,000 secondary vocational school students to Tianjin every year. 6. We shall continuously push forward all-round, wide-ranging cooperation and deepen the cooperation in economic and trade exhibitions, the inter-regional port cooperation, science and technology cooperation and the cooperation in cultural and tourism industry.

    【Counterpart support】 On May 9, Tianjin held the “Seminar on Deepening the Economic and Trade Exchange between Twinned Districts and Counties of Tianjin and Gansu in the New Stage”. 14 districts and counties (management committees) of Tianjin City and the poverty alleviation departments of 13 counties in Dingxi City, Tianshui City and Longnan City of Gansu Province conducted in-depth exchange and matchmaking activities on strengthening the trade and economic cooperation. In 2012, Binhai New Area of Tianjin invested 20 million yuan to launch the “Gansu – Tianjin 9+3” free secondary vocational education project in Tibetan area and provide three-year secondary vocational education service for free for 1500 junior and senior middle school students in the Tibetan areas of Gansu Province. Hedong District donated 100,000 yuan to the debris flow disaster areas in Minxian County; Hebei District donated 200,000 yuan to support the implementation of rural planning and the development of agricultural industry in small towns of Qingshui County; Baodi District donated 800,000 yuan to support the environmental improvement in Wushan County, subsidized 100 impoverished students and donated computers, buses and teaching equipment to the primary schools in this county; Xiqing Yongfeng Primary School in Xihe County, which was set up with four million yuan of relief funds from Xiqing District has been put into operation; Dongli District donated 200,000 yuan to Gangu County to solve the drinking water problem of local residents. The relevant districts and counties also raised 8.8493 million yuan of donations and 48,000 cotton-padded clothes and quilts for the poor areas through the special program of “warmth delivery”.

    【Social poverty alleviation】 Tianjin Health Bureau organized two medical teams of 100 people to provide medical assistance in 8 county hospitals of six cities and prefectures in Gansu Province, who provided outpatient services for 86,278 person-times, emergency medical services for 4936 person-times, surgery services for 2110 person-times and business trainings for 11,347 person-times. Tianjin Vocational Institute negotiated with relevant departments of Gansu Province on labor training and transfer for many times, promoted the transformation of labor resources advantage of Gansu Province to human resources advantage through academic education and qualification authentication, and signed a cooperation training agreement respectively with Lanzhou Oriental Institute, Tianshui Computer School and Wuwei Vocational Education Group. Former deputy director of Standing Committee of Tianjin Municipal Peoples’ Congress, Board Director and Party Secretary of Nankai Middle School Sun Hailin headed a delegation of Nankai Middle School to carry out field research in Gansu Province and planned to recruit 40 outstanding junior middle school graduates to study in Nankai Middle School. According to the requirements of the “Circular on Promoting A New Round of Fixed-point Poverty Alleviation by Central and State Organs and the Relevant Units” issued by the government, Tianjin University and Nankai University started to contact Tanchang County and Zhuanglang County for cooperation in poverty reduction.

    【Industry poverty alleviation】 Gannan Province, Gannan Tibetan Autonomous Prefecture and Jiuquan City held three entrepreneurship seminars in Tianjin. Principals of nearly one hundred enterprises and departments and more than 30 media reporters attended the event. In 2012, Gansu and Tianjin signed 46 investment projects worth 36.91 billion yuan. The relevant units and enterprises of Tianjin set up more than 30 branches and offices in Gansu Province. Businesses of Tianjin Wenzhou Chamber of Commerce and Fujian Chamber of Commerce invested nearly ten billion yuan for the construction of 21 projects in Jiayuguan, Dunhuang and Jinta, involving the construction of stone base, storage and logistic services, commercial real estate and cultural tourism projects.

    【Cadre training】 From October 29 to November 3, 2012, Tianjin held the “Seminar on Tianjin – Gansu Pairing-off Cooperation” and held trainings on new area planning and construction, investment inviting and project management for 40 cadres engaged in investment inviting and poverty alleviation from Lanzhou New Area and Tibetan areas of Gansu Province.

    Liaoning-Qinghai Pairing-off Poverty Alleviation

     

    【Overview】  According to the unified arrangements of the State Council Leading Group Office of Poverty Alleviation and Development, under the principle of "complementary advantages, mutual benefit, long-term cooperation for common development", in 2012, under the correct leadership of Liaoning Provincial Party Committee and Government, with strong support of Qinghai Provincial Party Committee and Government, with joint efforts of the relevant departments of the two provinces, Liaoning continued to increase efforts on entire village advancement, labor transfer training and industrialization poverty alleviation to effectively promote its pairing-off poverty alleviation with Qinghai Province, greatly boosting the economic development and construction of nine twinned counties in Qinghai Province.

    In 2012, Liaoning Province issued relief funds and materials of 42.93 million yuan to Qinghai Province, of which 33.88 million yuan was from provincial government, 3 million yuan more than that in 2011 (30.88 million yuan), up 9.72%; 9.05 million yuan was from 13 prefecture-level cities and Liaoning Electric Power Corporation, 2.75 million yuan more than that in 2011 (6.3 million yuan), up 44%.

    【Infrastructure construction】 Did a good job in entire village advancement through making innovations to the work idea. Arranged project funds of 9 million yuan to implement income-generating industrial construction projects in six impoverished villages of Huangzhong County and Minhe County, Qinghai Province.

    The industrial construction projects of Huangzhong County were implemented in Shangsi Village of Lanlongkou Town, Wangjiashan Village of Gonghe Town and Maojiatai Village of Tianjiazhai Town with a total investment of 39.0854 million yuan, including 5.3 million yuan from Liaoning Province, covering 612 households and 2433 people and involving production projects, infrastructure and public welfare projects and practical technical training. The production projects included facility vegetable, broad beans, forage cultivation and dairy farming projects; the infrastructure and public welfare projects included village renovation, village road hardening and afforestation, construction of activity rooms and sanitary latrines, etc. After the project construction, per capita annual net income of the households involved will increase by 592 yuan.

    The industrial construction projects of Huzhu County were launched in Yanchang Village, Xingyuan Village and Caijia Village of Halazhigou Town with a total investment of 7.98 million yuan, including 3.7 million yuan from Liaoning Province, covering 512 poor households and 1954 people and involving production projects, infrastructure and public welfare projects and practical technical training. The production projects included cherry cultivation base building in contiguous poor areas, supporting fence construction, purchase of mini-tillers and the construction of production management houses; the infrastructure and public projects included land clearance, channel building and village activity room building, etc. After the project construction, per capita annual net income of the households involved will increase by 1300 yuan.

     【Intelligence support】To promote idea and concept change, improve professional competence and production skills, we vigorously implemented training programs for grassroots cadre, leaders in achieving prosperity and labor transfer in impoverished regions.

    First, arranged 2 million yuan of aid funds from Liaoning Province to hold four labor skills trainings and modern facility agricultural technology trainings for the cadres of financial sector and impoverished young people in rural and pasturing areas of Qinghai Province, involving 215 people. In strict accordance with the training plan and training standard, to meet the needs of the recipient regions and improve the training quality, especially to strengthen national unity and harmonious development of the country, we provided quality teachers, improved the hardware and reformed the school running methods of the poor areas to effectively improve the relevance and effectiveness of the training. Second, arranged one million yuan of aid funds from Liaoning Province to hold 8 trainings for “two committee” cadres of the villages covered by entire village advancement program and the cadres of poverty alleviation industry in Qinghai Province, involving 429 people, mainly trainings on the selection and follow-up management of poverty relief projects, cooperatives operation and management, industrial project development, etc.

    【Rain Plan】 Liaoning v arranged a total of 5 million Yuan of aid funds for the trainings of 3040 poor people, including labor skills trainings for 2260 people. The labor skills trainings were mainly on car driving and maintenance, folk song and dance, Regong arts, garment processing, ethnic embroidery, carving, cooking, etc. Over 90% of the trainees achieved employment transfer with annual income of more than 8000 yuan. Skills trainings were held for 580 poor women, who all found jobs after receiving training, and the training of principals of rural cooperative organizations covered 200 people.

    【Industry poverty alleviation】 With the purpose of “making blood” for poor areas, we continued to implement industrialization poverty alleviation projects. On the one hand, 15.4 million yuan was issued to implement the industrial poverty alleviation loan interest subsidy projects and unpaid support projects, mainly to support 122 industrialization poverty alleviation leading enterprises and the professional cooperative organizations involved in entire village advancement and ex-situ relocation. 7.5 million yuan of loan interest subsidy was issued to 47 enterprises and professional cooperative organizations, encouraging the issuance of bank loans of 253 million yuan; and 7.9 million yuan of grant was issued to support 75 enterprises and professional cooperative organizations. On the other hand, we allocated 8.732 million yuan to support the follow-up industrial projects in the relocated villages, completed the construction of Wenhua Road Integrated Market, a follow-up industrial project after the relocation of Jiatuhu Village, Mangqu Town of Guinan County, the purchase of shops in Jianzha County of Huangnan Prefecture – a follow-up project after the relocation, newly built 51 shops and matching facilities in a two-storied business building, covering a built-up area of1650 square meters, purchases shops of 2310 square meters, held trainings for 30 management and service persons, and supported 792 relocated rural households and 3551 people to achieve annual income growth of 3229 yuan per household.

    【Counterpart support】In 2012, 13 cities and one enterprise of Liaoning Province put in a total of 9.05 million yuan of relief funds, up 44%, implemented 14 aid projects, involving infrastructure construction, industrial development projects, skills training, loan interest subsidy project, etc., effectively improving the infrastructure and boosting local industrial structure adjustment of the poor areas.

    Liaoyang City issued 660,000 yuan as interest subsidy for 200 poor rural households’ farming industry in Ping’an County. Panjin City issued 550,000 yuan to support the construction of Jinyang Farm in Ping’an County. Fushun City allocated 900,000 yuan for Dunhua County to construct drinking water projects and channels in impoverished villages and purchase 500 tons of chemical fertilizers. Anshan City issued 1.2 million yuan to support the construction of Yashiga Agricultural Demonstration Park and the construction of 20 energy-saving sunlight greenhouses. Dandong City issued 660,000 yuan of aid funds for the twinned poor county and Chaoyang City provided mutual funds of 550,000 yuan as tuition fee of 57 high school students transferred to Dandong for studies of three years in Liaoning Province. Yingkou City provided relief funds of 1.21 million yuan to support the construction of a 1000-mu fruit base and facility agriculture in Ledu County. Liaoning Electric Power Co., Ltd issued 700,000 yuan to implement the house decoration project of the training center (Huangzhong County Improved Varity Cultivation Farm) of Liaoning-aided demonstration base of poverty alleviation by science and technology in Huangzhong County. Tieling City issued 700,000 yuan to implement the hydropower projects for relocation of Shicheng Village in Huangzhong County. Jinzhou City arranged 700,000 yuan (300,000 yuan issued) of relief funds for Datong County to implement Datong Qiguang flocks and herds breeding project and driver training project, subsidize 50 poor students and hold training for 40 rural cadres. Huludao City allocated 420,000 yuan for Datong County to implement mutton sheep breeding project in poor villages, the expansion of Datong farming cooperatives and the training of machinists. Benxi City allocated 800,000 yuan for Huangyuan County to implement the relocation project in Xilintai Village of Bayan Town.

    【Trade and economic cooperation】 In June 2012, at the invitation of the People's Government of Qinghai Province, Liaoning Province organized the government and corporate organizations of Shenyang, Dalian, Anshan, Fushun, Benxi, Dandong, Jinzhou, Tieling, Panjin and Huludao to form an economic and trade delegation to participate in China Qinghai Green Economy Investment & Trade Fair. 185 people from 78 enterprises attended the event. The event received more than 20,000 visitors and negotiators, issued 12,000 copies of propaganda materials (CD), signed supply and marketing contracts worth 55.5 million yuan and the retail value amounted to more than 500,000 yuan.

    Shanghai-Yunnan Pairing-off Poverty Alleviation

     

    【Overview】 In 2012, the party committees and governments of Shanghai and Yunnan Province earnestly implemented the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, comprehensively implemented the deployments and requirements of the central work conference on poverty alleviation and development, the national work conference on East-West pairing-off cooperation in poverty alleviation and the 13th Shanghai – Yunnan joint meeting on counterpart support and, based on the new poverty line, combined the anti-poverty objective of "Two Worries-free and Three Guarantees" by 2020 with the practice of Shanghai – Yunnan pairing-off poverty alleviation. Adhering to the combination of “central government requirements, local needs, capability of Shanghai and long-term planning”, taking contiguous poor areas as the main battlefield, we strengthened planning guidance, contiguous implementation and key-problem tackling for poverty reduction, promoted the implementation of pilot projects of demonstration villages, impoverished towns for key-problem tackling, minorities and special groups, provided support for agricultural production, processing, logistics and marketing services, continued to develop "migrant economy", implemented a number of livelihood projects and intellectual assistance projects, helped local grassroots areas to improve public services and enhance sustainable self-development capability, and invested a total of 257 million yuan of financial aid funds to implement 365 aid projects, successfully completing the annual task of counterpart support for Yunnan Province.

    【Investment of anti-poverty funds】 In 2012, Shanghai allocated 257 million yuan of aid funds for Yunnan Province and implemented 365 aid projects, of which 288 were entire village advancement projects (including 21 demonstration villages covered by the new outline) with an investment of 156.93 million yuan; 54 were specialized agricultural development projects with an investment of 38.37 million yuan; one was aid project for Dulong people with an investment of 10 million yuan; 13 were social assistance projects with an investment of 23.5 million yuan; eight were human resources development and other projects with an investment of 18.48 million yuan, and one was disaster-relief project in Yiliang County with an investment of 10.4 million yuan. The project and funding arrangements reflected the central government’s guideline of “two priorities” and livelihood and need-oriented principle. The relief funds were mainly invested in the rural construction below county level, industrial support and the equalization of basic public services, directly benefiting 84,000 people.

    【Model village building according to the new outline】 Targeting at the poverty reduction goals of "Two Worries-free and Three Guarantees", to address the problem of decreasing marginal benefit  of entire village advancement program and weak follow-up development capacity, Shanghai and Yunnan Province adjusted the implementation plan, changed from "supplementing whatever we lack" to "overall planning and continuous development" of key projects, raised the poverty reduction standard from 10,000 yuan per household to 10,000 yuan per person, stressed the increase in the content of housing security based on industry development, and built the first batch of 21 model villages in Wenshan Prefecture, Honghe Prefecture, Pu’er City and Diqing Prefecture according to the “quaternity” support mode integrating infrastructure construction, featured industries, safe housing projects and labor transfer put forward by the new outline. Shanghai provided aid funds of 1.5 million yuan and integrated 3 million yuan of various resources averagely for each project village, and the investment to some villages even came to 7 million yuan, presenting the integration effect and significantly improving the village appearance and follow-up development capacity.

    【Poverty alleviation in contiguous poor areas】 Taking contiguous poor areas as the main battlefield as required by the new outline, Shanghai adjusted its planning on counterpart support for Yunnan during the "12th Five-Year Plan" period, linked its aid work with the regional development and poverty alleviation planning of relevant contiguous poor areas issued by the government, formulated the planning on counterpart support for the relevant counties and towns and assigned the specific tasks to relevant departments at all levels. Required by Yunnan Province, starting from Xiaocaoba Town of Yiliang County in Zhaotong City, Shanghai established the pilot mechanism for the linkage of poverty alleviation and regional development and gradually included Wumeng Mountain Area (relevant areas in Yunnan) into the coverage of Shanghai – Yunnan pairing-off poverty alleviation. Meanwhile, Shanghai was also invited to participate in the inter-ministerial joint conference on the implementation of planning for border areas in Western Yunnan and Wumeng Mountain Area held by the Ministry of Education and the Ministry of Land and Resources, took the initiative to accept the task and determined the counterpart support idea and targeted initiatives.

    【Agricultural products procurement matchmaking】 Continued to support the agricultural leading enterprises in the twinned poor areas of Yunnan to develop the market and set up franchised stores in Shanghai. On September 19, through Kunming Pan-Asian International Agriculture Expo, Shanghai and Yunnan successfully held in Kunming the Shanghai - Yunnan matchmaking activities on agricultural products procurement for the first time, involving matchmaking for procurement of agricultural products, Kunming Agriculture Expo Tour, news conferences, field research on agricultural production bases in Kunming, Dali and Baoshan, etc. With government as the broker, 46 well-known dealers and buyers in Shanghai, including agricultural-industrial-commercial associations, urban supermarkets and Century Lianhua communicated face to face with more than 200 powerful agricultural production enterprises and suppliers, established channels for direct negotiation and signed a number of long-term purchase and sales contracts or reached cooperation intention.

    【Poverty alleviation by medical services】 According to the national healthcare reform program and the arrangements of the Ministry of Health, since 2010, 19 third-class general hospitals in Shanghai were designated to provide counterpart support for 19 county hospitals in 16 prefectures and cities of Yunnan Province and carried out three-year aid work. As of the end of 2012, they sent six batches of medical teams of 570 people to the poor areas, received 142,066 outpatient visits, provided emergency treatment services for 23,617 person-times and surgery service for 20563 person-times, organized consultation and discussion of difficult cases for 14316 person-times, helped establish 203 specialized subjects, implemented 1243 new business projects, received 673 trainees to Shanghai, provided free outpatient services for 33926 person-times, held 4350 academic seminars and business trainings for 49,194 person-times, organized demonstration ward rounds for 12846 person-times and demonstration surgeries for 5007 times, donated equipment worth 9.2967 million yuan and successfully completed the first round of counterpart support task. As a result, significant progress was made in the construction of relevant departments and medical service personnel in the recipient hospitals.

    Due to historic border war and its subsequent impact, more than 6,000 people who became disabled in the war in Malipo County of Wenshan Prefecture lived in difficulties, requiring regular replacement of prosthesis. In 2012, to meet local needs, Shanghai arranged 2.5 million yuan of aid funds for Yunnan and raised 3.5 million yuan jointly with the relevant generous enterprises, disabled persons’ organizations and charities to provide prosthesis replacement, repair and rehabilitation services for the disabled veterans in Wenshan Prefecture. With joint efforts of the civil affairs departments of the two regions, we coordinated Shanghai Prosthetic & Orthopaedic Factory Co., Ltd to install 476 prostheses for the disabled, helped local areas establish small prosthesis repair stations and provided traffic and accommodation expenses to change the living conditions and increase the life confidence of these disadvantaged groups.

    【Disaster relief】On September 7, Yiliang County of Zhaotong City was successively hit by an earthquake of 5.7 magnitude and then an earthquake of 5.6 magnitude. On October 4, a serious landslide disaster occurred here, causing heavy casualties and property losses. Shanghai municipal government sent a message of sympathy and launched the emergency response immediately after the disaster, and successively donated 7 million yuan. Shanghai Medical Team in the disaster area promptly started their rescue work. In early November, learning tens of thousands of people in the earthquake-stricken areas of Yiliang County were in urgent need of winter supplies, Shanghai municipal government leaders personally gave instructions and used the municipal relief imprest of 3.4 million yuan for emergency procurement of 20,000 winter supplies and sent the materials to the masses of the disaster areas within ten days, addressing the urgent problem of the affected people.

    【Microfinance for poverty alleviation】 To actively explore new mode for industrial poverty alleviation, Office for Cooperation and Exchange Affairs of the Shanghai Municipal People's Government, China Foundation for Poverty Alleviation, Yunnan Provincial Poverty Alleviation Office, Wenshan Prefecture and Funing County jointly launched the pilot project of microfinance for industrial poverty alleviation in Funing County. Shanghai provided 5 million yuan of aid funds for Yunnan Province and Wenshan Prefecture government took a hand in the project and fund use management and supervision. China Foundation for Poverty Alleviation provided matching funds of 10 million yuan and was responsible for the independent project operation according to the mature and professional microfinance procedures. Funing County government provided related cooperation and protection service. On September 29, Funing County’s Support Service Cooperative of the Poor (SSCOP) was established and the loan business that year covered 8 towns, 78 administrative villages and more than 300 rural households, 7800 yuan per loan. This is the first of its kind in the field of East-West pairing-off poverty alleviation, and is the first time for microfinance business of China Foundation for Poverty Alleviation to be launched in Yunnan. Through such specialized project management and rural financial services, parties concerned intended to support the poor to develop household planting and breeding industries, aiming to develop their market awareness and management capabilities and explore the establishment of a long-term mechanism for "long-term rolling use and long-term effectiveness" of financial aid funds.

    【Trade and economic cooperation】 With the advance of Yunnan’s bridgehead strategy, Yunnan-Shanghai trade and economic cooperation has huge potential and is now in a new stage of development. On September 25, Deputy Secretary of Yunnan Provincial Party Committee Qiu He headed a delegation composed of the principals of 40 key industrial counties and zones and enterprises in 16 prefectures and cities to visit Shanghai to promote the bridgehead construction. More than 700 enterprises in Shanghai attended the event and signed 33 cooperation projects worth 31.1 billion yuan. On December 11, Vice Governor of Yunnan Gao Feng held in Shanghai the cultural industry promotion conference. Relevant enterprises and units from the two regions signed 18 agreements worth 23.3 billion yuan, involving education, health, culture, tourism, sports, etc. In 2012, Wenshan Prefecture, Baoshan City, Xishuangbanna, Dali Prefecture and Chuxiong Prefecture successively held promotional conferences on tourism, cultural industry development and the marketing of other types of products. Through the implementation of the development strategy for Shanghai’s enterprises to go global and the investment subsidy policy, Shanghai organized relevant enterprises to participate in the Kunming Trade Fair, the Culture Expo and Agricultural Fair in batches and carry out field research in Kunming, Baoshan, Xishuangbanna Prefecture, Dehong Prefecture and other key areas for economic cooperation as well as the key cities for bridgehead construction, promoting the establishment of a number of biological industries, agricultural production and processing, tourism, real estate, trade and logistics, modern service industry and other investment projects. In 2012, enterprises of Shanghai invested in 133 projects in Yunnan and actually issued 7.61 billion yuan.

    【Personnel training】 Shanghai organized personnel training for the counterpart support work. Adhering to market-oriented principle, the relevant departments, districts, counties and training institutions carefully arranged the lectures, seminars, field visits and practice activities to improve the quality and effectiveness of human resources development. In 2012, Shanghai received 332 sending cadres from Yunnan Province and held 125 training courses (including local trainings) for 1268 person-times.

    Jiangsu-Shaanxi Pairing-off Poverty Alleviation

    【Overview】 In 2012, to achieve the goal of "Two Worries-free and Three Guarantees" put forward by the poverty alleviation and development program for the new stage, Jiangsu Province further promoted its pairing-off poverty alleviation with Shaanxi and determined to continue to allocate 10 million yuan of relief funds every year for the pairing-off poverty reduction, mainly to support the construction of poverty alleviation projects in the impoverished regions of Shaanxi Province and improve the production and living conditions of the local poor. In 2012, Jiangsu Province invested 37.06 million yuan of government assistance funds and 1.076 million yuan of social donations in kind and cash, implemented 98 aid projects in the field of education, health care, agricultural facilities, relocation and livelihood improvement, helped the poor areas build 21 schools and kindergartens and six health centers (clinics); built rural roads of 95 kilometers; held 15 training courses for 7110 person-times; and helped the impoverished regions of Shaanxi Province transfer more than 5,000 labors and achieve service revenue of 106 million yuan.

    【Poverty alleviation by culture, education and public health services】 In 2012, Jiangsu Province set up 21 schools and kindergartens and six health centers (clinics) and sent 23 people to support the medical and education industry in Shaanxi Province. 11 doctors of Suzhou City formed two medical teams for medical tour in Yulin County, provided surgery services for more than 400 people, received 4000 outpatient visits, launched three new technological projects, held trainings of medical workers for more than 200 person-times, participated in more than 30 consultations of doctors, rescued 20 critically ill patients and carried out the activities of gratuitous treatment for three times. In the field of poverty reduction by education, Nantong City actively organized the activities of education supporting and exchange visits. In August, it organized 12 high school teachers to hold a five-day teaching training for more than 600 backbone high school teachers of Xianyang City. In October, Xianyang City sent 41 school principals to receive a 15-day training in Nantong City. In recent years, Nantong City provided all-round support and assistance for Xianyang City in the reconstruction of education projects, teachers training, teaching research and subsidizing poor students, and achieved remarkable results.

    【Construction of livelihood projects】 In 2012, Nantong City implemented five aid projects in Xianyang. It dug four wells and built one pump station in Luowu Village, Anwu Town of Jingyang County to effectively address the irrigation problem of arable land of 1500 mu in this village, increasing farmers’ income through adjusting single food growing to the cultivation of southern vegetables and northern fruits; built a cultural square of 3500 square meters in Ande Village Committee of Changning Town, Yongshou County to provide activity venue for the masses, improving the quality of cultural life of local residents; implemented road hardening projects in Goulaotou Village, Paisha Town of Xuyi County, built six-meter-wide cement roads of 2000 meters and set up the drainage channels and roadside green belt to improve the infrastructure, facilitating the travel of the masses; implemented the “three farewell” projects (bid farewell to loess cave dwelling, one-person households and dangerous houses) in Dingjia Village of Dingjia Town in Changwu County and relocated 72 households and 292 people to improve the living environment of the local poor, effectively protecting the property and life safety of the masses; and implemented relocation projects in Dongqiao Village, Chengguan Town of Chunhua County, involving 35 households and 158 people, fundamentally changing the appearance of the village. Zhejiang City set up Luoyan Pump Station in Shiguan Town of Baishui County in Weinan City and implemented the canal lining project for Yaocun Village Pump Station in Chengguan Town of Pucheng County. It built a 100-cubic meter impounding reservoir for Luoyan Pump Station in Shiguan Town of Baishui County, installed water pipeline of 6000 meters and household pipeline of 14,000 meters, effectively addressing the drinking water problem of the people and livestock in Luoyan Village; built a 15-meter pump station with flow rate 180 m3 / hour for the canal lining project of Yaocun Village Pump Station in Chengguan Town of Pucheng County; and built lining concrete channels of 5,000 meters to address the irrigation problem of arable land of 2760 mu, boosting local economic development.

    【Poverty relief Relocation】 Nanjing City supported Shangluo City to implement the entire village advancement project for poverty reduction and construct Zhaojiachang Immigrant Village in Dannan Village, Jinsixia Town of Shangnan County, resettled 90 rural households in remote mountain areas, newly built river embankment of 650 meters (road embankment of 300 meters), erected high-voltage line of 3.5 kilometers and low-voltage line of 6000 meters, hardened village road of 3 km; newly built four-meter-wide village roads of 5.5 km and four bridges of 20 or 25 linear meters, constructed household cement roads of 10 km and "trinity" projects for 50 households; developed walnut forest of 200 mu and tea base of 200 mu; opened 50 farmhouse hotels and set up Dannan Village Farm Fun Association; newly built two rural safe drinking water projects, installed main pipeline of 10 km and household pipeline of 20 km, newly built one mobile communication base station and provided CATV service for 150 households.

    【Industry poverty alleviation】In 2012, according to the strategy of "one product for one village", the twinned cities and counties of Jiangsu and Shaanxi Province developed high value-added facility agriculture. The area of Zizhou County Vegetable Greenhouse Base and astragalus planting and processing base constructed wit by Zhangjiagang of Suzhou City kept expanding continuously, the appearance of Shuangmiaowan Village and Caojian Village was significantly improved after the entire village advancement, and  ​​considerable progress was made in the new rural construction of Yangdagou Village and Xujiahe Village. Taicang City provided aid funds of 300,000 yuan for Mizhi County to purchase relevant equipment for Shaanbei Minor Grain Crops Trading Center, including the information consulting service center, the product exhibition and trade center, the product R & D center and the integrated service center. Wuxi City implemented the standardized slaughterhouse expansion and maintenance project in Luochuan County, expanded the designated poultry (chicken, duck ) slaughtering plants, repaired the pigs slaughtered areas, built the drainage channels, and hardened the roads of local area. It promoted new agricultural production technology in Zichang County, built the 100-mu standardized demonstration zone for vegetable greenhouse development, introduced 100-mu straw bio- reactor technology, provided 100 automatic rolling machines for free, conducted water- fertilizer integration technology promotion for farmland of 100 mu, and developed a high-quality castor-oil plant demonstration base of 10,000 mu to boost the development of featured industries of Zichang County, effectively addressing the employment problem of returned migrant workers and surplus rural labors.

    【Labor cooperation】Nantong City strengthened its labor cooperation and exchange with Xianyang and assisted Xianyang City to hold order-oriented training to consolidate labor service base and stabilize the smooth transfer channels of the base. In 2012, ten labor skills training schools covered by the Rain Plan in Xianyang City successively transferred 210 labors to Nantong City, achieving revenue of 5.6 million yuan. Zhenjiang City was designated to provide counterpart support for Weinan City and organized the sale of 100,000 boxes of Shaanxi’s fruits in the whole city to help the farmers in impoverished regions of Shaanxi Province to increase income and become rich.

    【Trade and economic cooperation】 In 2012, the economic cooperation between Jiangsu and Shaanxi was further intensified. Jiangsu Province organized relevant persons to participate in the 16th China East-West cooperation and Investment Trade Fair held in Xi’an of Shaanxi Province. More than 500 enterprises and over 1,000 people attended the event and 259 cooperation projects were signed. Meanwhile, Jiangsu Province organized in Xi’an a few promotion activities on demonstration zones (Lianyungang) for East-West cooperation. As the pilot area of East-West cooperation in poverty reduction, Lianyungang launched the relevant work comprehensively. At the same time, the industry integration between Jiangsu and the central and western regions such as Shaanxi was intensified. Xuzhou Coal Mining Group actively set up high-quality new energy bases in the western regions, striving to create high-end coal chemical industry chain. Taking “electricity transfer from Shaanxi to Jiangsu” as the platform, in accordance with the guideline of “developing large coal power enterprises, promoting large-scale coal refining and building large industrial parks to achieve a major cycle”, Xuzhou Coal Mining Group actively promoted resources supply for projects, accelerated the construction of on-going projects, increased efforts on the development of new projects and made significant progress in energy resources development in Shaanbei.

    【Innovations in poverty alleviation】In 2012, LGOP organized the collection and appraisal of innovative cases of social poverty alleviation. The “True Love in Jiangsu – Shaanxi Pairing-off Poverty Reduction and Remarkable Results in Counterpart Technology Exchange – Innovative Case of Social Poverty Alleviation by Ankang City Office of Agricultural Sciences” of Changzhou City of Jiangsu Province and the “Hand Holding Across Time and Space – Cases of Nantong’s Support for the Education in Xianyang” were listed among the “100 Innovative Cases of Social Poverty Alleviation” after the expert review organized by LGOP.

    Zhejiang – Sichuan Pairing-off Poverty Alleviation

     

    【Overview】 In 2012, to profoundly implement the spirit of the central work conference on poverty alleviation and development and the Fifth Forum on Work in Tibet, in accordance with the requirements of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, Zhejiang Province further promoted the East-West pairing-off poverty alleviation work and provided aid funds of 52.47 million yuan for the poor areas of Sichuan, including the Tibetan areas, Guangyuan, Nanchong and Qingchuan, launched 54 economic cooperation projects, signed investment agreement worth 7.445 billion yuan, carried out exchange visits for 547 person-times, sent 25 cadres to the poor areas, organized professional technician exchanges for 228 people, held practical skills trainings for 1,051 person-times and conducted labor cooperation for 11,808 person-times, achieving service revenue of 390 million yuan.

    【A new round of East-West cooperation in poverty alleviation】 In 2012, Zhejiang Province comprehensively promoted a new round of East-West cooperation in poverty alleviation. In accordance with the requirements of the “Circular on Improving Zhejiang – Sichuan Pairing-off Poverty Alleviation” (Guo Kai Ban Fa [2010] No. 50) issued by LGOP, the government assistance, social assistance and personnel exchange in Zhejiang – Sichuan Pairing-off Poverty Alleviation were  mainly provided to support Ganzi Prefecture, Aba Prefecture and the Muli Tibet Autonomous County of Liangshan Prefecture in Sichuan Province. The former economic cooperation between Zhejiang and Guangyuan and Nanchong of Sichuan proceeded smoothly. In February 2012, the forum on Zhejiang – Sichuan Pairing-off Poverty Alleviation was held, forming the MOU. According to the spirit of the MOU, in April 2012, the relevant departments of Zhejiang Province carried out field research in the Tibetan area of Sichuan Province, listened to the situation introduction on Ganzi, Aba and Muli County, conducted field survey on the residential housing in Tibetan areas, the highland agriculture and animal husbandry industry, new rural construction and “Feidi” park, and sent condolence to some impoverished farmers and herdsmen.

    【Construction of livelihood projects】 In 2012, Zhejiang and Sichuan signed the “Agreement on the Implementation of Zhejiang’s Aid Projects in Tibetan Areas of Sichuan Province in 2012”. Zhejiang Province allocated project funds of 24 million yuan to implement dilapidated house renovation projects for 1200 rural households in the new immigrant villages and relocation project villages of 32 counties in the Tibetan areas of Sichuan, and provided subsidies of 20,000 yuan for each household to ensure the farmers tide over the winter safely. Under the supervision of Sichuan Provincial Bureau of Poverty Alleviation and Immigration, organized by the poverty alleviation and immigration bureaus of Ganzi, Aba and Liangshan Prefecture, the project was constructed from November 2012 to October 2013.

    【Industrial cooperation】In accordance with the requirements of LGOP, in 2012, Zhejiang Province continued to cooperate with Guangyuan and Nanchong in economic and trade development, education and tourism industry and signed a total of 26 projects worth 7.033 billion yuan, including four projects in Nanchong worth one billion yuan and 22 projects in Guangyuan worth 6.033 billion yuan. Hangzhou City assisted Guangyuan to hold the tourism promotion conference – “Love Extension - I’m Waiting for You in Guangyuan” and 600 people took a special train to visit Guangyuan.

    【Cadre training】 To further deepen the friendship with Guangyuan, nine cities including Wenzhou signed with Guangyuan County the “Cooperation Agreement between Friendly Cities” and the “Framework Agreement on Strategic Economic Cooperation”. In 2012, they sent a total of 18 cadres to work in Zhejiang. Shaoxing City Education Bureau helped Guangyuan County hold four trainings for 139 backbone teachers. Hangzhou, Ningbo, Taizhou and Jiaxing received 11,808 labors from Guangyuan County.

    【Exchange visits】  In 2012, Member of Standing Committee of Sichuan Provincial Committee Li Changping headed a delegation to visit Zhejiang and held talks on the cooperation between the two provinces on a new round of pairing-off poverty alleviation. In November, Member of Standing Committee of Nanchong City Party Committee Yang Jianhua headed a Nanching party and government delegation of 12 members to visit Zhejiang Province. In the same month, Party Secretary Ma Hua of Guangyuan City headed a Guangyuan party and government delegation of 18 members to visit Zhejiang. In December, Xiang Cide, Member of the Standing Committee of Guangyuan City Party Committee and Party Secretary of Qingchuan County headed a delegation of Qingchuan County party and government leaders to visit Zhejiang Province. According to statistics, Zhejiang and Sichuan organized 453 exchange visits in total.

    【Post-disaster reconstruction】 In 2012, Zhejiang Province comprehensively promoted the post-disaster reconstruction in Qingchuan County. In accordance with the overall requirement of “vitalizing counties by ecological construction and enriching the people by industrial development”, it highlighted industrial poverty alleviation, personnel training and helping the poor and issued 13.9 million yuan of relief funds for the long-term development of Qingchuan County, of which 9.9 million yuan was issued for industrial development, 2 million yuan for personnel training and 2 million yuan for helping the poor.

    In the field of industrial poverty alleviation, Zhejiang Province invested 3 million yuan for the management and supervision of olive bases of 7700 mu in six towns, accounting for 15% of the total; invested 3.4 million yuan to support eight tea processing enterprises, accounting for 20% of the total in the county, and initial results were achieved in guiding the development of agricultural industry in Qingchuan County. The olive production, for example, increased from 200 tons in 2011 to 600 tons in 2012, achieving income growth of 4 million yuan; the support for wool rabbit projects generated income of 2 million yuan; and the eight standardized tea processing plants supported by Zhejiang Province are expected to achieve income growth of 2130 yuan per person. Zhejiang Province attached importance to the quality of the long-term aid projects and carried out technical cooperation with China Olive Research Institute, Sichuan Agricultural University and Sichuan School of Forestry to create the standardized demonstration production base of the “First Olive County of China”, and cooperated with the Tea Research Institute of Chinese Academy of Agricultural Sciences to create a modern tea processing system and achieve sustainable development of tea industry in Qingchuan County.

    As for personnel training, Zhejiang Province mainly held technical training and sent cadres to poor areas for industrial support and technological improvement, directly or helping training technicians for more than 1,000 person-times. It entrusted the Tea Research Institute of Chinese Academy of Agricultural Sciences to train tea drying workers and tea appraisal experts, founded the office for promoting the development of olive industry and the olive research institute, set up olive industry technical service stations in key towns, hold trainings of olive administrator, through practical skills training and “1+1” pairing-off method, organized the demonstration households in the bases to provide counterpart support for rural households and guided the scientific management by the masses so that each household would have a family member good at management; Through coordinated proprietors to found olive cooperatives, taking professional cooperatives as the main body, it strove to promote the construction olive bases. Through remote video training of professional technicians for county, township and village clinics, the Provincial Health Department organized Hangzhou, Ningbo, Huzhou and Shaoxing City to support the teachers and doctors trainings in Qingchuan County.

    As for helping the poor, in 2012, Zhejiang Province issued 2 million yuan to subsidize 1500 university, college, primary and secondary middle school students and 1550 impoverished rural households.

    【Review of pairing-off poverty alleviation】  Since the State Council designated Zhejiang Province to provide counterpart support for 12 national poor counties (cities and districts) in Guangyuan and Nanchong City of Sichuan Province in 1996, the previous provincial governments of Zhejiang attached great importance to the work and conscientiously implemented the spirit of the central government. More than 20 provincial leaders, including Xi Jinping, Zhang Dejiang and some other principle leaders of the provincial government successively headed a delegation to visit the poor areas and provided guidance on the counterpart support work. Soon after he was appointed as the Party Secretary of Zhejiang Province, Comrade Xi Jinping sent a letter to the party committees and governments of the twinned regions and said Zhejiang would continue to attach importance to and support the pairing-off poverty alleviation work. In May 2004, Xi Jinping personally carried out a field research in Guangyuan and Nanchong. In the pairing-off poverty alleviation work, Zhejiang Province adhered to the combination of political advantages and market mechanism and actively explored new ways of counterpart support with characteristics of Zhejiang Province. In accordance with the principle of "complementary advantages, mutual benefit, long-term cooperation for common development" and the guideline of "combining blood transfusion with blood making and paying equal attention to counterpart support and cooperation", focusing on "entire village advancement, industrial poverty alleviation and labor training", Zhejiang Province implemented aid projects, carried out economic cooperation and promoted labor training and transfer and the exchange of cadres, etc. To strengthen the organization and coordination of counterpart support, Zhejiang Province set up a special leading group under the leadership of the vice governor. The relevant principals of provincial and municipal units concerned were the leading group members. It appointed the implementation units and allocated working expenses, established the provincial work conference on counterpart support, the leading group enlarged meeting and the regular meeting system for the counterpart support, introduced a series of policy measures such as interest subsidies for enterprises’ investment in the western regions, providing effective instructive support for comprehensively promoting the counterpart support work. 

    Over the past 16 years, Zhejiang Province took it as an important task of the counterpart support work to enhance the economic competitiveness of the twinned poor areas and actively guided enterprises to participate in the aid work through economic cooperation. Adhering to the combination of its own strengths and the twinned regions’ advantages in resources, market, labor and policy, Zhejiang Province carried out investment and operation activities through the "Western China International Fair", "Enterprises of Zhejiang into Disaster Areas", etc. to enhance the “blood-making” capacity of the poor areas. A large number of well-known enterprises such as Wahaha Group, Qing Chun Bao Group, Shangfeng Group, C&U Group and New Hope Group successively provided counterpart support for the twinned poor areas and became a vital force to boost local economic and social development. In the field of industrial support, based on its advantage in agricultural development, Zhejiang Province actively introduced leading agricultural enterprises, fine varieties, sophisticated technologies and advanced management experience for the poor areas to develop yard economy and three-dimensional agriculture combined with the construction of new poverty-relief villages. Jinhua City, for example, introduced the leading agricultural enterprise Liziyuan Dairy Products Company for Xichong County of Nanchong City, which recorded sales revenue of more than 100 million yuan and profits and taxes of 15 million yuan, absorbed more than 1500 surplus rural labors with per capita income growth of 3,000 yuan over the past decade. Taizhou City introduced the leading agricultural enterprise Guangyi Food Co., Ltd for Cangxi County of Guangyuan City, which guided the construction of canning material bases of 10,000 mu in 22 towns and helped more than 8700 rural households of the county embark on the path of agricultural industrialization. Zhejiang Province Economic Cooperation and Exchange Office invited senior experts from the Tea Research Institute of Chinese Academy of Agricultural Sciences to guide the development of tea industry. It won four first prizes in the national tea appraisal in 2003. Compared with 1997, the output value increased by 10 times. Through exchange visits, sending cadres and personnel training, Zhejiang Province provided new ideas, new concepts and new information for the masses and cadres of the poor areas, boosting local economic development.

    As of the end of 2011, Zhejiang Province provided a total of 530 million yuan of aid funds for the twinned poor areas. It issued 130 million yuan to dig wells and build pools, centralized water supply stations, irrigation stations, bridges, culverts and roads, solving the drinking water and travel problem of more than 450,000 people and addressed the drinking water safety problem of more than 38,000 heads of livestock; put in 230 million yuan to construct 350 Township Hope Primary and Secondary Schools to significantly improve the teaching conditions of more than 270,000 teachers and students; build 82 hospitals to facilitate the medical service of more than 2.3 million people, and set up 308 shelters and senior homes of 52,000 square meters to address the housing problem of 14,000 elderly people living alone and destitute families without houses; put in 150 million yuan to build 322 new villages for poverty reduction, directly benefiting over 280,000 poor farmers with per capita income growth of 500-1000 yuan; put in 20 million yuan to hold 212 training courses for 24,800 agricultural technological persons and 31,000 people engaged in non-agricultural industries, and organized labor transfer for more than 110 million people and cadre exchange for 571 person-times for the poor areas; signed 253 economic cooperation projects with the twinned impoverished regions, allocated 9.1 billion yuan for the project construction, achieved revenue of 1.2 billion, and provided jobs for more than 60,000 people; organized the training of 80,000 labors and transferred them to the enterprises in Zhejiang Province, effectively easing the employment needs of the enterprise. A number of enterprises in Zhejiang such as Wahaha Group "jumped out of Zhejiang to promote the development of the province", actively participated in the restructuring of state-owned enterprises, resource development and agricultural product processing base construction in the twinned impoverished regions, making a positive contribution to economic transformation and upgrading of the two areas. Zhejiang Yiwu Small Commodity Market set up a sub- regional market and branches in the poor areas, which not only promoted the prosperity and commerce circulation of the poor areas, but sold products of Zhejiang Province and boosted the economic growth of Zhejiang Province.

    Supported by Zhejiang Province, the poverty situation of the impoverished regions was improved considerably and the rural per capita net income of Guangyuan City increased from 1101 yuan in 1996 to 4036 yuan in 2010. The number of poverty-stricken people decreased significantly from 723,100 in 2001 to 427,000 at the end of 2010, with a net decline of 296,100; GDP of Nantong City rose from 11.7 billion yuan in 1996 to 82.7 billion yuan in 2010, the general budgetary revenue increased from 560 million yuan in 1996 to 3.2 billion yuan in 2010, the rural poor was reduced from 1.13 million in 1996 to 99,000 in 2010, and the rural per capita net income rose from 1075 yuan in 1996 to 4814 yuan in 2010. Zhejiang Province’s counterpart support work was affirmed by the CPC Central Committee and the State Council and highly praised by all circles of society, especially the masses and cadres of Guangyuan and Nanchong.     Fujian-Ningxia Hui Autonomous Region Pairing-off Poverty Alleviation

     

    【Overview】 In 2012, Fujian and Ningxia seriously implemented the spirit of the poverty alleviation and development program for the new decade and the central work conference on poverty alleviation and development and comprehensively implemented the work determined by the joint meeting of the two provinces (autonomous regions). Fujian Provincial Government provided aid funds of 30 million yuan for Ningxia, and the designated cities and counties and all circles of society donated 39.5 million yuan to support the construction of a number of projects, including ecological relocation, “Yellow River Charity Valley”, competitive featured industries, Juncao, education, public health and cultural industry projects, effectively improving the production and living conditions of the masses in impoverished areas and boosting local economic and social development.

    【The 16th Joint Conference on Fujian-Ningxia Pairing-off Cooperation】 On October 22, the 16th Joint Conference on Fujian-Ningxia Pairing-off Cooperation by mutual learning and mutual assistance was convened in Fuzhou City. Secretary of Fujian Provincial Party Committee and Director of Fujian Provincial People's Congress Standing Committee Sun Chunlan, Governor Su Shulin and relevant department heads of Fujian Province, Party secretary of Ningxia Hui Autonomous Region and Director of National People's Congress Zhang Yi, Vice Party Secretary of the autonomous region Cui Bo headed the party and government delegations to attend the event.     【Fujian-Ningxia cooperation projects】 In accordance with the spirit of the 15th joint meeting, Fujian Province and Ningxia Hui Autonomous Region focused on the cooperation project construction in three fields. First, promote ecological relocation. In 2012, Fujian Province and the cities and counties (districts) designated for counterpart support issued 17.06 million yuan to help Ningxia build 20 ecological migrant villages, relocate 4184 households and 19,202 people. Nan'an City of Fujian Province invested more than three million yuan to support the construction of Hantianling Ecological Immigrant Village in Tongxin County of Ningxia, integrated projects funds to relocate 1368 households and more than 6500 poor residents of the eastern dry farming mountain areas in Tongxin County, built village activity rooms and clinics and Nan’an Chenggong Primary School, and set up incentive award for the primary school; supported the construction of demonstration jujube bases of 10,000 mu in three immigrants villages involved in the ecological relocation, jujube base of two mu per household. After the jujube bases are put into production, they will increase the income of each relocated rural household by 1760 yuan; created "iron set crops" and a "jujube bank" for the poor. In addition, Chuanghe New Village of Longde County, Dongshan New Village of Pengyang County, Xiuyu New Village (covered by the ecological relocation) and Minning New Village (covered by labor relocation) of Xiji County, Luhai New Immigrants Vilage of Haiyuan County and Beitang New Village of Yanchi County have all completed the project construction and the rural households are living a new life in the new houses now. Second, develop special industries. In 2012, Fujian Province and the relevant cities and counties appointed to provide counterpart support for Ningxia invested a total of 26.51 million yuan to help the central and southern areas of Ningxia develop facility agriculture, featured farming and agricultural processing industry, improving the self-development capacity of impoverished regions and people. 2.45 million yuan was invested in Pengyang County, encouraging the issuance of 16 million yuan of investment, mainly to support the reconstruction of Fujian-Ningxia Demonstration Modern Edible Mushroom Industrial Park, the construction of 232 smart thermostat mushroom cultivation rooms, one production line with daily production capacity of 60,000 bags, the supporting sorting and packaging workshops and the packaging production line. The daily production capacity of mushroom increased from 5 tons to 15 tons, the annual output value reached 80 million yuan and the annual rural per capita net income increased by 3000 yuan. 3.55 million yuan was invested in Yanchi County to support the development of Tan sheep, liquorice and edible mushroom industry and the construction and rebuilding of 751 greenhouses. Professional Lin Zhanxi from Fujian Agriculture and Forestry University was invited to give site instructions, and 15 trainings were organized for 1105 mushroom growing rural households. 3.9 million yuan was issued for Tongxin County to develop red dates, red onion and wolfberry industry. In Yuanzhou District, we mainly supported Jinpu Village of Huangduopu Town to develop facility agriculture of 1000 mu and set up 200 sunlight greenhouses and 160 sheds for fruit and vegetable growing, increasing the annual net income of local rural residents by 1500 yuan. In Longde County, we supported the development of Chinese herbal medicines, demonstration flower bases and the 1000-mu water-saving modern technology demonstration park, and the construction of water supply and drainage facilities and R&D center, and introduced a number of new flower, fruit and vegetable species from Fujian to enhance the level of modernization of the demonstration park, increasing the income of the rural households in the project areas by 1000 yuan per household. Third, participate in the construction of the "Yellow River Charity Valley". Fujian Province issued financial assistance funds to support Ningxia Minning Investment and Properties Co., Ltd to establish the Fujian – Ningixa (Xiji) Industrial Park (Jide Charity Park) in Xiji County. By 2015, according to the plan, 5 billion yuan of fixed-assets will be invested for the program. According to the overall space layout of “one park and five zones” (featured agricultural products processing zone, light industrial zone, electronic industrial zone, logistic zone and business service area), we mainly developed potato, carrot, halal meat products and other agricultural processing and labor-intensive industries. After the construction of the park, it will solve the employment problem of more than 20,000 labors. So far, 15 standardized plants of 36,000 square meters have been set up, the infrastructure construction project has been completed, involving water supply and drainage system, power distribution, road building, heat supply, communication facility improvement, landscaping, street lighting, etc., Phase I framework structure of the park has been basically formed and we completed the fixed-assets investment of 130 million yuan. Six enterprises moved into the park, including Red Sun Boutique Ltd., Putian Zhongyi Electronic Technology Co., Ltd and Chaoyue Electronic Technology Co., Ltd with an investment of 470 million yuan. They provided jobs for 2,000 immigrants, whose per capita monthly income is about 2,500 yuan.

    【Sending cadres for poverty alleviation】 From 2010 to early 2012, Fujian Province sent the 7th batch of 18 cadres to Ningxia. To achieve the “four first” objectives, based on the actual situation of the poverty-stricken areas in central and southern Ningxia, the sending cadres made new progress in the counterpart support work in Ningxia. Over the two years, they strove for more than 79 million of aid funds, of which 13.25 million yuan was social donations, organized the implementation of 104 aid projects with a total investment of 714 million yuan, invited 32 investment projects with a total investment of 7.545 billion yuan and launched 13 projects with an investment of more than 500 million yuan, effectively supporting the economic and social development in the central and southern regions, and achieving new results in Fujian – Ningxia cooperation.

    In July 2012, Fujian Province sent the eighth batch of 21 cadres to work in nine counties (districts) of central and southern Ningxia. On the basis of the field research, these cadres conscientiously implemented the spirit of the 16th Fujian - Ningxia joint meeting and proposed to vigorously promote the project of “ten first”. Departments concerned organized exchange of 72 cadres and 248 talents, and held five cadre trainings for 150 people. Jinjiang City was designated to provide counterpart support for Hongsipu District. The party and government delegations of the two sides carried out exchange visits. Jingjiang City issued one million yuan of aid funds to support the poverty alleviation and development in Hongsipu District, organized eight local enterprises to carry out field research in Hongsipu and signed investment agreement on food processing, etc. Dongshan County and Pengyang County sent a total of 31 cadres to each other to promote the pairing-off cooperation through exchange visits, sending cadres, exchange of work experience and matchmaking for special work. Xiuyu District and Xiji County organized the pairing-off support activities of “friendly towns” and “friendly departments” and each selected four departments of three towns to carry out exchange and cooperation, including public security, development and reform, merchant inviting and employment department. The mechanism for exchange visits of relevant departments and towns between Jimei and Tong’an District of Xiamen and Haiyuan County. Lianjiang County designated the experimental primary school and the second experimental primary school to provide counterpart support for Yanchi County No. 5 Primary School to improve the management and effectiveness of the education.     【Social poverty alleviation】 In 2012, Fujian Province mobilized all circles of society to participate in the pairing-off poverty alleviation and invested 38.92 million yuan to build 18 schools and hospitals for the mountain areas of Ningxia, subsidized 1850 poor middle school and college students, and held professional personnel trainings for more than 1400 people. It invested 4.68 million yuan to build Nan’an Experimental Primary School of 10,000 square meters that can accommodate more than 1,800 students in Tongxin County and set up a Teaching Bursary Fund of 300,000 yuan. Fujian’s enterprises in Ningxia actively donated more than 5.5 million yuan for the poor and other social welfare undertakings. Among them, 50 Fujian’s enterprises donated 3.56 million yuan to set up Mingning Putian Hope Primary School in Xiji County. XMFish.com raised 200,000 yuan to set up a Hope Primary School in Liwang Town of Haiyuan County through launching the activity of supporting the construction of Hope Primary Schools at the website. The construction of the Health Supervision Institute and CDC Building in Yuanzhou District improved the medical and health conditions of poor areas and alleviated the masses’ difficulty in seeing a doctor. Meanwhile, Fujian Provincial Department of Education organized the 13th batch of 46 outstanding high school teachers to support the education industry in southern mountain areas of Ningxia for one year. Fujian Provincial League Committee dispatched a graduate group of 33 volunteers for the West Development Program to provide volunteer services for local basic education, medical treatment and public health, agricultural science and technology, grass-roots social management and grassroots youth work.

    【Merchants inviting】In 2012, Ningxia successively organized local entrepreneurs to hold the "Ningxia • Fujian Trade and economic cooperation Promotion Fair" in Fuzhou and Xiamen. On the "Ningxia • Fujian (Fuzhou) Trade and economic cooperation Promotion Fair", 17 projects were signed with a total investment of 9 billion yuan, involving new energy, new materials, processing of agricultural products, etc. Three strategic cooperation agreements were signed on the "Ningxia • Fujian (Xiamen) Trade and economic cooperation Promotion Fair", involving light industry, agriculture and animal husbandry, trade and service industry.     Shandong – Chongqing Pairing-off Poverty Alleviation

     【Overview】 In 2012, the relevant departments at all levels of Shandong Province included the pairing-off poverty alleviation in Chongqing in their agenda as an important political task. To implement the spirit of the poverty alleviation and development program for the new decade and the central work conference on poverty alleviation and development and to achieve the anti-poverty goals of Chongqing City, based on local actual situation, relevant departments made innovations to the work idea, highlighted the key points, strengthened relevant measures and activity explored new ways for the pairing-off poverty alleviation with characteristics of Shandong Province with “improving people's livelihood with government aid funds, promoting industrial development with social funds and seeking cooperation based on the strengths of both sides" as the main content and achieved tangible results. In 2012, Shandong Province raised 42.5 million yuan of government assistance funds to launch 42 anti-poverty projects and signed 67 trade and economic cooperation projects with an investment of 27.1 billion yuan. The two sides sent 46 cadres to each other for pairing-off poverty reduction and dispatched 48 teachers, doctors and agricultural technicians for exchange; held 19 training courses, covering 515 cadres and technicians, and organized labor transfer trainings for 800 person-times. Dongying County launched road construction projects in Qingba Village and Baojian Village of Youyang County, Yantai City supported Wushan County to implement river embankment road building projects in Baolong Village of Baolong Town, Jining City undertook the village road rebuilding project of the impoverished villages in Tai’an Town, Puzi Town and Dan’zi Town of Wanzhou District, Tai’an City supported the road hardening projects in Wenfeng Town of Wuxi County, Dezhou City implemented the Reservoir Dam – Wangjiatu highroad hardening project in Xiaoxi Town of Xiushan County and invested more than 5 million yuan to build village roads of more than 50 km (including road rebuilding), addressing the travel problem of more than 20,000 people. Combined with the program of “entire village poverty reduction in rural areas” of Shizhu County, giving priority to the remote, scattered impoverished areas, Zibo City invested 3 million yuan to support the health center building in 37 administrative villages of 17 remote towns in Shizhu County, directly benefiting more than 70,000 people and indirectly benefiting 110,000 people. Weihai City built one standardized hospital for Panlong Subdistrict of Yunyang County and one for Donglu Town, Rizhao City set up Wuli Town Hospital for Qianjiang District, Dezhou City set up the integrated building of Qingcichang Town Central Hospital in Xiushan County, Liaocheng City built Yushan town Central Hospital in Pengshui County with a total investment of 7.4 million yuan, greatly easing the problem of seeing a doctor of the masses of the impoverished counties. Rizhao City included the support for poor students of the “Hongzhi Class of Shihui Middle School” in Qianjiang District into its aid projects and provided 200,000 yuan of subsidies for the poor students, addressing the food, study and living subsidy problem of 50 schoolgirls from needy families. Weifang City implemented the “Kaixian · Weifang 2012 Activity of Student Subsidy for Poverty Reduction” and invested government assistance fund of 300,000 yuan to subsidize 100 outstanding students from needy families to continue their studies.

    【Industry poverty alleviation】  Based on their own industrial advantage and the resource advantages of the twinned counties in Chongqing, Shandong’s relevant cities concerned strengthened their support for industrial development, strove to develop competitive industries with local characteristics and helped the recipient counties strengthen self-development capacity. Zaozhuang City continued to put in aid funds for the construction of the beef cattle industrialization project in Fengdu County, increasing the income of local poor people through promoting the development of farming. Dongying City constructed green pepper bases of 400 mu for Jiguba Village of Youyang County and set up vegetable base of 500 mu for Tianshanpu Village. Yantai City actively supported the construction of the standardized Chinese herbal medicines bases in Wushan County. Through supporting the poverty-relief demonstration industrial projects in southern areas of Kaixian County, Weifang City helped develop Red-heart Kiwi Bases of 1000 mu for Qisheng Village, Changsha Town of Kaixian County, and helped develop high-quality nectarine base of 55 mu and juicy peach base of 100 mu for Qingquan Village of Nanmen Town. Jining City activity supported Wanzhou District to construct the East-West pairing-off poverty alleviation industrial park. Focusing on the development of vegetable, hybrid rice, quality fruit and superior pig industry, it helped Wanzhou District set up vegetable bases of 1000 mu, hybrid rice bases of 2000 mu, high-quality fruit bases of 3,000 mu and a pig farm with annual capacity of 8000 superior pigs. Rizhao City invested 700,000 yuan in Qianjiang District to support the construction of facility vegetable greenhouses of 100 mu in Malin Village.

    【Intellectual poverty reduction】 Giving full play to its personnel advantage, through vocational and skills trainings, sending cadres and dispatching doctors, teachers and agricultural technicians to poor areas, Shandong Province comprehensively conducted intellectual poverty reduction in the twinned poor counties to achieve all-round exchange of personnel between the two sides. First, cadre sending and exchange.     【Social poverty alleviation】 Attaching great importance to the advocacy of East-West cooperation in poverty alleviation, through media publicity and the platforms built by various cities for the participation of all circles of society in the work, the relevant cities of Shandong Province broadened the areas and deepened the connotation of the anti-poverty work, and a grand pattern of poverty alleviation participated by all circles of society and various departments at all levels was gradually established. In 2012, Shandong Province donated 2.935 million yuan (including donations in kind) to the poor counties of Chongqing.     Guangdong – Guangxi Pairing-off Poverty Alleviation

     

    【Overview】 In 2012, Guangdong provincial government seriously implemented the overall deployment made by the Party Central Committee and the State Council on East-West cooperation in poverty alleviation, taking it as a concrete action to practice Deng Xiaoping’s great idea of common prosperity, included counterpart support for Guangxi in the important agenda of the party committees and governments at all levels and actively explored effective ways and methods for poverty alleviation cooperation through close collaboration. With joint efforts of Guangdong and Guangxi, a series of new results were achieved in the pairing-off poverty alleviation work. In 2012, Guangdong Province (including Guangzhou and Dongguan), the relevant departments and all circles of society donated 44.5 million yuan in kind and cash to Guangxi, of which 35.6 million yuan was from governments at all levels, 8.9 million yuan was social donation in cash and 520,000 yuan was donations in kind; and helped Guangxi hold 34 training courses for 5268 person-times, including 550 cadres.     【Entire village advancement】Model village building for poverty reduction by entire village advancement is an important part of the Guangdong–Guangxi pairing-off poverty alleviation cooperation during the “12th Five-Year Plan” period. In the project construction, combined with the construction of a new socialist countryside and with the implementation of participatory poverty alleviation and development, adhering to the relevant standards, Guangdong and Guangxi earnestly developed the planning, carefully organized the anti-poverty work and achieved rapid progress and good results in the construction of model villages.     Cadre exchange and training】 Guangdong Province held two training courses for poverty alleviation management cadres of Guangxi. The first training was held for the directors or party secretaries of the city and county (district) poverty alleviation offices who did not take part in any training held by Guangdong Province in Guangxi in the recent three years, and the second training was held for the first secretaries of the party committees of poor villages sent by the units directly under Guangxi Zhuang Autonomous Region Government, involving nearly 200 cadres.     Department collaboration】 To implement the "Program for Guangdong-Guangxi Pairing-off Poverty Alleviation Cooperation in the ‘12th Five-Year Plan’ Period" signed between the governments of Guangdong and Guangxi, the transportation, education, tourism and health departments of the two sides strengthened communication and close cooperation with each other and achieved new progress.     Dalian – Guizhou Pairing-off Poverty Alleviation

    【Cadre and personnel exchange and training】  Steady progress was made in the twinning poverty reduction in the new era and Dalian actively provided intellectual support and personnel guarantee for the recipient regions. In May and November, Dalian held one training for Liupanshui and one for Zunyi City, covering 82 poverty relief cadres, and 100% of the cadres were satisfied with the training results. The trainings enhanced the business capability of the participants, broadened their horizons, liberated their thinking and strengthened their sense of responsibility and urgency for the work. Cadre sending: Zunyi and Liupanshui of Guizhou sent eight cadres to work in Dalian, and Dalian City dispatched eight cadres to the two cities.     Ningbo – Guizhou Pairing-off Poverty Alleviation

    【Overview】 In 2012, Ningbo City earnestly implemented the spirit of the central work conference on poverty alleviation and development, vigorously promoted the exchange visits of party and government leaders and expanded the trade and economic cooperation with Guizhou Province, seriously implemented government aid projects, actively carried out social poverty alleviation and cadre talent training and made steady progress in the pairing-off poverty alleviation cooperation with Qiandongnan Prefecture and Qianxinan Prefecture. The effectiveness has three new features: First, making a major breakthrough in the exchange visits of party and government leaders of the two sides. Zhejiang Provincial Party Secretary and Ningbo Municipal Party Secretary respectively headed a party and government delegation to carry out field research on the counterpart support work in Guizhou Province, greatly promoting the pairing-off poverty alleviation. Second, the trade and economic cooperation entered a new stage. The two sides newly signed seven major trade and economic cooperation projects with a total investment of 3.2 billion yuan. In 2012, Ningbo City implemented 278 aid projects with an investment of 98.768 million yuan in Guizhou Province, including 117 government aid projects with an investment of 53.14 million yuan and 161 social poverty alleviation projects with an investment of 45.628 million yuan.     【Flood relief】 In June 2012, some counties, cities and districts of Guizhou Province were hit by heavy rain, flash floods and debris flows. 275,000 people of Qiandongnan Prefecture – the twinned poor area of Ningbo City were affected with direct economic losses of more than 100 million yuan.     【Exchange visits on poverty alleviation】In 2012, Ningbo and Guizhou organized the largest number of exchange visits. After learning the construction of blueberry bases of more than 3,000 mu in Majiang County of Qiandongnan Prefecture by Ningbo City, Secretary Zhao Hongzhu fully affirmed Ningbo’s practice of increasing the income of minority people through strengthening local blood-making ability by industrial support. The delegation donated 10 million yuan to support the cultural and education facility building in Qiandongnan Prefecture and Qianxinan Prefecture. From May 24 to 28, the Ningbo party and government delegation headed by Wang Huizhong, member of the standing committee of Zhejiang Party Committee and the Party Secretary of Ningbo City paid a visit to Guizhou Province.     【Industry poverty alleviation】 Agricultural industry support is the key to lift farmers out of poverty and achieve income growth. In 2012, Ningbo implemented 32 industrial poverty alleviation projects with a total investment of 13.1 million yuan, involving tea, blueberry, Camellia, walnuts, kiwi and white loquat projects, etc. The industrial support was mainly provided in two forms. First, support for the expansion of production scale, mainly for walnut, kiwi berry and other competitive species of local area; Second, subsidize the construction of agricultural infrastructure and improve the agricultural production conditions, mainly for expansion of reproduction of existing agricultural industry bases. In addition, Ningbo sent relevant national researchers to give on-site guidance and hold trainings for the rural households engaged in bayberry and white loquat planting to guarantee product quality and output, greatly improving the economic effectiveness.

    【Poverty relief cadre training】 Personnel and intellectual support has been an important part of Ningbo’s counterpart support for the twinned poor areas. In 2012, Ningbo invested a total of 3.2 million yuan in training. First, funded local training, including practical agricultural technology training, trainings of backbones for new rural construction, etc., covering more than 6300 people. Second, invited the relevant persons to carry out field survey and hold trainings in Ningbo City, involving more than 200 people, mainly the leaders in achieving prosperity, township cadres, village cadres and people engaged in farming in Qiandongnan and Qianxinan Prefecture. These people were mainly organized to carry out field research on the construction of farmers’ professional cooperatives in Ningbo City. Through training, they learned the development experience of high-efficiency agriculture in Ningbo City, high-yield cultivation and pest control techniques and agricultural cooperative organization system’s operating mode, experienced the role of agricultural cooperatives in modern agriculture and foreign exchange-generating agriculture, and enhanced their confidence and determination in developing professional cooperatives and helping farmers become rich. Third, Ningbo sent six division heads to work in Qiandongnan and Qianxinan Prefecture and accepted six sending cadres of Qiandongnan and Qianxinan Prefecture to work in Ningbo City for practice.

    【Social poverty alleviation】 In 2012, warm-hearted people and enterprises of Ningbo City donated a total of 45.6282 million yuan in kind and cash to Guizhou Province and implemented 163 anti-poverty projects to help the students and improve education facilities of Guizhou Province. Taiwan compatriot Mr. Zhu Yinglong, who was born in Ningbo, continued to support the education and subsidize poor students in Guizhou. In 2012, he supported the construction of 133 school projects and subsidized 862 students with donations of 34.31 million yuan. So far, Mr. Zhu has donated for the construction of 1300 school projects with investment of more than 290 million yuan. Yiren Arts and Crafts (Ningbo) Co., Ltd, which is located in Beilun District, donated 4 million yuan to support the woodware processing and wood-working machinery projects of Xingren County Minority Middle School. All circles of society of Ningbo City donated 10.38 million yuan to support the improvement of 23 infrastructures of a dozen of primary and secondary schools, kindergartens and hospitals in the twinned poor areas of Guizhou, and subsidized more than 5,000 poor students. Cixi City organized representatives of women entrepreneurs to carry out the activity of “remembering to return the society after business launching, and showing love for impoverished left-behind children” in Leishan County and donated 36,100 yuan of living expenses for the poverty-stricken left-behind children in the twinned poor areas.

    The subprefect of Huangping County sent by Xiangshan County raised 460,000 yuan to develop tourism and agricultural industry, improve farmers’ drinking water conditions and office conditions, gradually improved some infrastructure and optimized the production and living conditions of the masses. Other enterprises of Ningbo City involved in the donation include Jian’an Group, Romon Group, Ninghai Senfu Electrical Company, Ninghai Xinxin Company and Ningbo Lvye Company, etc.

    【Trade and economic cooperation】 In 2012, based on the needs of the industrial development planning of the twinned regions, in accordance with the actual situation of local industry transfer and business expansion, while actively providing assistance for the twinned regions in inviting merchants and investment, Ningbo initiatively organized relevant enterprises to carry out field research in the twinned regions.           【Rain Plan】 In accordance with the Rain Plan of Guizhou Province, in 2012, Ningbo City continued to organize a six-month vocational skills qualification training (CNC) for Qiandongnan and Qianxinan of Guizhou Province, targeting at the graduating students of Southwest Guizhou Vocational and Technical College and Kaili Vocational and Technical School, and a total of 102 people received the training. Making use of the advanced teaching and internship equipment of Ningbo City College of Vocational Technology, these trainees obtained vocational technical qualifications widely recognized by enterprises, became more sophisticated in employments and developed high quality and strong employment capacity. After the training, according to the wishes of participants, we helped 67 trainees find jobs in the enterprises of Ningbo City.     Qingdao -Guizhou Pairing-off Poverty Alleviation

     

    【Overview】 In 2012, Qingdao City earnestly implemented the spirit of the central work conference on poverty alleviation and development and the poverty alleviation and development program for the new decade, focusing on government assistance, industrial development, enterprise participation, social assistance, personnel exchanges and training work, it constantly expanded the area of counterpart support, successfully completed the East-West pairing-off poverty alleviation task and supported the anti-poverty work in Anshun City and Tongren City of Guizhou Province.     【Entire village advancement】 In 2012, Qingdao City completed the construction of 24 villages involved in the development-oriented poverty alleviation in Anshun and Tongren and achieved remarkable results, of which 10 villages were in Anshun City, namely Laojia Village of Houchang Town in Puding County, Niujiao Village of Longchang Town, Pingzhai Village of Machang Town in Pingba County, Laikao Village of Leping Town, Zhongba Village of Puli Town and Pucha Village of Duanqiao Town in Guanling County, Gaodang Village of Chengguan Town and Shangzhai Village of Duobolong Town in Zhenning County, Bayu Village of Huohua Town and Bantong Village of Bayang Town in Ziyun County; 14 villages were in Tongren City, namely Laowu Village of Panxin Town and Dadi Village of Changxingpu Town in Songtao County; Kaitu Village of Bapan Town and Minhe Village of Minhe Town in Jiangkou County; Zhongjie Village of Zhongjie Town and Ketian Village of Ketian Town in Yanhe County; Fengming Village of Shaojiaqiao Town and Sanqi Village of Wenjiadian Town in Sinan County, Gonghe Village of Daba Town and Doucoulin Village of Yongyi Town in Yinjiang County; Meizi Village of Fuxing Town and Guanghui Village of Qinglong Town in Dejiang County; Loushang Village of Guorong Town and Xiaojigong Village of Wude Town in Shiqian County. It supported the construction of 56 public welfare and industrial projects in local areas, involving the cultivation of featured agriculture, farming, infrastructure construction and personnel training, improving the production and living conditions of the poor areas and expanding channels for income growth of the masses; and planted dragon fruits of 2,000 mu in Bangui Town of Guanling County. It is estimated that the yield per mu may reach 750 kg and it will generate income of more than 10,000 yuan. In addition, with the relief funds, local areas also developed green prickleyash industry suited to stony desertification planting. At present, the green prickleyash planting area exceeds 10,000 mu. Relying on these two featured agricultural species, Bangui Town may increase income of 18,000 people and help them shake off poverty. Duanqiao Town of Guanling County introduced relief funds from Qingdao, etc., and the poverty alleviation departments provided seeds and chemical fertilizers for the farmers free of charge. Both sides of the river (24 km) quickly became a featured precocious vegetable planting base. Duanqiao Town has explored the upland rotation mode of “vegetable – rice –vegetable”. More than 30 kinds of precocious vegetables are launched on the market every day and the wholesale volume is about 800 tons. The precocious vegetables are mainly sold to local cities and surrounding Sichuan, Hunan and Chongqing with an annual output value of more than 60 million yuan. The precocious vegetables of Duanqiao Town have also entered the markets of Guangdong, Hong Kong and Macao. As a result, Guanling County became a real “vegetable basket” of Hong Kong and Macao. Guizhou Jinfenglai Food Company is a poverty alleviation leading enterprise in Anshun City. It has signed the “agreement on beef cattle breeding and procurement” with more than 500 rural households of four beef breeding towns in Pingba County, and the involved rural households achieved an annual income growth of 3500 yuan. After that, more than 200 new rural households joined the “order”. Beef cattle breeding and processing has become a featured industry of Pingba County. Thanks to the interest subsidy provided by Qingdao City and local poverty alleviation projects, Jinfenglai Company witnessed rapid development and signed contracts on 21 OEM brands with domestic large chain enterprises, achieving the win-win situation of industrial development and farmers enriching. In 2012, with support of the relevant departments of Qingdao City, Jinfenglai Company contracted the sliced dried beef OEM business of Qingdao Liqun Group and the two sides’ trade value is up to 1.2 million yuan now.

    【Industrial cooperation】 In accordance with the spirit of the central work conference on poverty alleviation and development and the deployment made by the Party Central Committee and the State Council on East-West pairing-off poverty alleviation and the counterpart support work, in the new round of East-West pairing-off poverty alleviation, Qingdao put forward the new cooperation mode of “industrial connection, complementary advantages, win-win cooperation, transformation and upgrading" and paid more attention to industrial cooperation in the counterpart support work. To promote the city's businesses to develop new space for development, accelerate the transformation and upgrading, enhance the competitiveness of the enterprises and strengthen the industrial integration and economic cooperation with the recipient regions, Qingdao City Economic Cooperation Office organized a few batches of enterprises to conduct pre-docking, negotiations and field research for industrial cooperation projects and built a new platform to promote the common development of resources, the cultivation of relevant industries and expand the market. Currently, Haier Group Guiyang Innovation Industrial Park Project has entered the stage of planning and design, Qingdao Tianrunde Construction Engineering Co., Ltd. has completed its project registration and site selection, and Qingdao Galaxy Group has completed its project registration.     Trade and economic cooperation】In 2012, Qingdao City carried out increasing exchange visits with departments at all levels of Guizhou Province and strengthened exchanged to promote the East-West pairing-off poverty alleviation through the consultation mechanisms established by the two sides. Throughout the year, the two sides organized a dozen of exchange visits. Taking the good opportunity of the implementation of a number of national counterpart support policies for Guizhou Province, Qingdao City mobilized all circles of society to participate in the counterpart support, made active propaganda on the industrial advantage and good policy environment and investment conditions of Guizhou Province, and attracted more than 20 enterprises to carry out field research in the recipient regions to understand the investment policy, laying a good foundation for the industrial cooperation of the two sides in the future. Currently, in addition to investing in Anshun and Tongren, the enterprises of Qingdao City have successively invested in Guiyang, Zunyi, Bijie and Southeast Guizhou. In September, Chairman of the CPPCC Qingdao Municipal Committee Wang Shujian headed a delegation to take part in the second wine expo in Guizhou and carried out field survey on the cooperation projects in Anhui and Tongren, further boosting the trade and economic interaction between the two sides. As of 2012 , Guizhou Red Star Development Co., Ltd. set up nearly 20 subsidiaries or invested in relevant enterprises in Guizhou Province with a total investment of 2.5 billion yuan, achieving an annual output growth of ten times and an annual foreign exchange of nearly $ 40 million from zero, providing jobs for 15,000 local residents, whose per capita annual income increased from 5800 yuan to 30,000 yuan. Taxes paid by the subsidiaries of Guizhou Red Star Development Co., Ltd. usually accounted for more than 20% of the local total, sometime even up to 50%. Zhenning County of Anshun City, where the Red Star Chemical Co., Ltd is located, has paid a total of 600 million yuan of taxes so far.

    Poverty relief cadre training】  Implemented intelligence poverty alleviation and held modern agricultural technology training. Poverty relief cadre training courses were held for Guizhou Province in Qingdao City, participated by 100 people from Guizhou Provincial Poverty Alleviation Office and the poverty alleviation system of Anshun and Tongren City. The two sides jointly designed the training program and invited relevant leaders and experts of Qingdao Municipal Party School, Qingdao Municipal Agricultural Commission and Qingdao Municipal Forestry Bureau to give lectures on the theories and practices on "conflicts of interest for land acquisition in the process of urbanization and the coordination", "analysis of the current economic situation and the coordinated development of urban and rural areas", "it is the fundamental premise for tangible results of poverty reduction strategies to crack the hard nut for development", "social function and status of forestry", etc. The training courses also arranged field research on Dajinjia Village of Daxin Town, the agricultural park projects of Jifa Group and the solar technology projects of Changsheng Xinhua Solar Technology Co., Ltd. As a result, the cadres receiving the training had a better understanding of the basic experience of the economic development and the situation of new rural construction in the eastern regions, opening up a new cooperation field for future implementation of industrial proverty alleviation projects, promoting the anti-poverty work and helping local residents shake off poverty.

    【Social poverty alleviation】 In 2012, starting with the establishment and improvement of counterpart support information platform, giving play to the guiding role of relevant policies, in the pairing-off poverty alleviation cooperation, Qingdao City seized the opportunity to further expand areas of cooperation. To this end, it collected relevant data on the situation of the recipient regions, including the investment environment, pairing-off poverty alleviation policies and cooperation projects, established the database and announced the information to the public through the domestic economic cooperation and exchange website of Qingdao City so that all circles of society will timely understand the situation of the recipient regions and actively get involved in the poverty reduction work. In October 2012, the teachers of Qingdao Technical College went to Guizhou Province to exchange experience in educational philosophy, teaching methods, personnel training, recruitment and employment and student management with Anshun Vocational and Technical College and Tongren Vocational and Technical College respectively and actively implemented relevant measures on the counterpart support for the western colleges through the "Alliance of Vocational Colleges and Schools for Counterpart Support". In September 2012, according to the relevant requirements of Guizhou Red Cross Society and Tongren Red Cross Society, Qingdao Huangdao District Red Cross Society supported Tongren City to carry out the "Green Home Action", organized the student principals of China University of Petroleum, Shandong University of Science and Technology, Shandong Qingdao Technical College, Qingdao Institute of Technology and Qingdao Binhai University Red Cross to carry out field research on the school building and enrollment situation of Jiancha Town Hope Primary School in Dejiang County, carried out face-to-face communications with the left-behind children of some needy families and came to an agreement on counterpart support.     【Overview】 In 2012, Shenzhen City earnestly implemented the deployments of the government on national East-West pairing-off cooperation in poverty alleviation, firmly established the political awareness, overall consciousness, sense of responsibility and long-term poverty alleviation idea, continued to take counterpart support for Guizhou Province as an important political task, conducted multi-channel, multi-level aid activities in various forms in education, health care, science and technology, labor cooperation, economic and trade exchanges, training of cadres, social donations and business cooperation, integrated various anti-poverty funds to address the livelihood problems of the poor such as living, education and health care problems, and strived to explore the establishment of a long-term mechanism for counterpart support for form a new pattern for common development and progress so as to boost the round and rapid social and economic development of Guizhou Province and achieve the goal of building a moderately prosperous society together with other domestic regions. In 2012, Shenzhen donated 56.2 million yuan of anti-poverty funds to Bijie and Qiannan Prefecture of Guizhou, of which 12.3 million yuan was increased funds, implemented 137 aid projects to directly benefit 170,000 local residents, including entire village advancement, drinking water projects for human and livestock, irrigation projects, rural roads, rural housing reconstruction, education, health care projects, etc.; organized trainings for 2320 poverty relief cadres and technicians, subsidized 13,000 needy students and organized the transfer of more than 20,000 labors.

    【Exchange visits and cooperation】It is the institutional arrangement and an effective measure for Shenzhen to promote the counterpart support work to continue to carry out exchange visits of senior leaders with Guizhou Province. In February 2012, the "Forum on Guizhou - Shenzhen Counterpart Support and Trade and economic cooperation" was held in Guiyang City. Shenzhen issued to Guizhou the relief funds for counterpart support in 2012 and the two sides signed the "Framework Agreement on Guizhou – Shenzhen Counterpart Support and Cooperation for Development". During the visits, the party and government delegation of Shenzhen City carried out field research on aid projects in Baohe Village, Lishu Town, Qixingguan District of Bijie City and extended condolence to the poor. In September, Director of the Standing Committee of Shenzhen Municipal People's Congress Liu Yupu headed a delegation to visit Guizhou, carried out field research in Pingtang County of Qiannan Prefecture, donated 2.3 million yuan for the agricultural development projects and education construction projects, and donated disaster relief funds of 2 million yuan on behalf of Shenzhen City. In 2012, Shenzhen donated relief funds of 56.2 million (including municipal financial funds of 37.05 million yuan and district financial funds of 19.15 million yuan) to Bijie City and Qiannan Prefecture of Guizhou Province and implemented 137 aid projects (107 by units directly under the city government and 30 by the relevant districts), including 16 new rural construction (entire village advancement) projects, 12 drinking water projects for people and livestock, 11 irrigation projects, 34 village road hardening projects, 19 rural housing reconstruction projects, 9 breeding and planting projects, two earthquake relief projects, two labor training projects, two basic education projects, one practical skill training base in rural area, one health center project, one agricultural market project and 27 other projects, involving yard and dam consolidation and pen and toilet renovation, directly benefiting more than 170,000 impoverished people of local area. Meanwhile, it held trainings of poverty relief cadres and education and health care personnel for 2320 person-times, subsidized 13,000 poor students, and organized labor transfer for 20,000 person-times. In September 2012, the earthquake in Yunnan affected Weining and Hezhang of Guizhou Province. Shenzhen Charity Association and Nanshan District donated a total of 3 million yuan to the affected people.

    【Industry poverty alleviation】 In 2012, Shenzhen allocated 7.55 million yuan of industry development funds for Bijie City and Qiannan Prefecture, accounting for 7 about 15%t of the total relief funds, and implemented nine planting projects, involving the planting of grapes, vegetables, Chinese traditional herbs, nursery projects and chicken raising. Among them, Dafang County traditional Chinese herbs planting park in Bijie City, Sandu Sui Autonomous County crystal grape industrial park in Qiannan Prefecture and Changshun County green shell egg farm have become local well-known agricultural industry bases and played an exemplary role in increasing revenue sources for the development of local economy and leading local farmers to shake off poverty. Luohu District of Shenzhen donated 2.85 million yuan of relief fund to Changshun County of Qiannan Prefecture to support the construction of local green shell egg farms, henneries of 10500 square meters and roads of 6.8 km for the breeding area, organized 100 local rural households to participate in the breeding projects and distributed the first batch of 100,000 green shell eggs to the farmers with a total project value of 19.5 million yuan and an expected annual output of 7.5 million in the egg laying period. This project alone may create a profit of 5 million yuan and income growth of 50,000 yuan per household and achieve substantial economic benefits. The project adopted the ecological farming model of “forest and grassland”, cultivated a number of leaders in becoming rich by agricultural practical technology and achieved the harmonious development of economic, social and ecological benefits.

    【Cadre training】 In accordance with the poverty relief cadre training plan jointly developed by the State Council Leading Group Office of Poverty Alleviation and Development and Shenzhen Counterpart Support Office, we entrusted Shenzhen College for Continuing Education of Managers (the human resources construction base of the East-West pairing-off poverty alleviation) to hold cadre trainings for 2120 people, including 450 people receiving trainings in Shenzhen, and organized relevant experts to hold trainings for 1670 people in Bijie City and Qiannan Prefecture. The trainings were mainly on hot issues and difficult problems. Focusing on the relevance and effectiveness of training, we organized differentiated, personalized trainings and held seminars on "accelerating the transformation of economic development mode by industrial structure adjustment", "innovations on social management" and "creative tourism and local economic development" to renew the ideas of the trainees based on field research and do a good job of anti-poverty reduction learning from the experience.

    【Labor training】 According to the “Circular on the Implementation of Pilot Project of ‘Guizhou – Shenzhen Rain Plan Vehicle’” (Guo Kai Ban Fa [2012] No. 45) issued by the State Council Leading Group Office of Poverty Alleviation and Development, the poverty alleviation departments of Shenzhen and Guizhou cooperated to carry out pilot labor skills training for the program of “Guizhou – Shenzhen Rain Plan Vehicle”. Since 2011, we entrusted Shenzhen Xiechuang Technical School (human resources training base for East-West pairing-off poverty alleviation) to implement the project and successively recruited two batches of 961 children from rural needy families of five key counties for national poverty alleviation and development, namely Nayong, Weining, Hezhang, Dafang and Zhijin County of Bijie City, Guizhou Province, including 457 students recruited in 2012. Main characteristics of this project: First, flexible methods and diverse patterns for school running; second, measure adjustment to individuals and highlighting key points; third, developing education and behavioral norms; fourth, implementation of work-study program; fifth, off-site training and "order-oriented" employment. The training not only fundamentally changed the previous passive situation of "disjunction of learning and practice, and unemployment soon after graduation", but explored new ways for Shenzhen to cultivate secondary technicians while effectively addressing the employment problems of young people from rural needy families of the twinned poor areas. In May 2012 , Policy and Regulation Department of LGOP held the work conference on the pilot project of “Guizhou – Shenzhen Rain Plan Vehicle” respectively in Beijing and Shenzhen and organized the relevant units of Shenzhen and Guizhou to hold talks on how to promote the work and achieve the goal of “lifting one family out of poverty by training and recruiting one person”.

    【Intellectual poverty alleviation】 The education and health departments of Shenzhen City accepted more than 200 teachers and medical workers from Guizhou to receive trainings in Shenzhen, held training courses for 40 primary and secondary school principals, arranged more than 120 graduates of medical schools of Qiannan Prefecture to practice in Shenzhen, etc. The poverty alleviation departments of Zhenzhen City continued to assist the education departments of Guizhou Province to adjust the areas for the distribution of "Shenzhen – Guizhou student grants”, targeting at 11 primary and secondary schools in the minority autonomous counties of three autonomous prefectures. Shenzhen City Love Action Committee Office and Shenzhen Volunteer Association organized 15 people to support the education of poor mountain areas in Guizhou Province.

    【Trade and economic cooperation】 In February 2012, at the "Forum on Guizhou - Shenzhen Counterpart Support and Trade and economic cooperation", Shenzhen donated counterpart support funds of 2012 to Guizhou Province and the two sides signed the “Framework Agreement on Guizhou – Shenzhen Counterpart Support and Cooperation”. According to the agreement, the two sides carried out multi-channel, all-round economic cooperation in various forms. In addition to annual appropriate funds from city and district governments and state-owned enterprises to support poverty alleviation and development in Guizhou Province, Shenzhen encourages local enterprises to combine their capital, technical and management advantages with Guizhou’s resources and labor advantages, launch businesses in Guizhou, participate in the construction of industrial parks to achieve gradient industry transfer and vigorously boost industry development by major projects to enhance the “blood-making” ability of local areas. At present, Shenzhen and Bijie City of Guizhou Province are steadily advancing the large coal power cooperation project of "electricity transfer from Guizhou to Shenzhen". Shenzhen planned to invest ten billion yuan to support the construction of 4 × 66 kilowatts coal-fired units in Zhijin County of Bijie City. After the project implementation, through the "point-to-point" service mode, it is expected to provide 15 billion kwh of electricity for Shenzhen every year, which will not only effectively ease the power supply tension in Shenzhen, but also make good use of local competitive resources to increase tax revenue of poor areas by 600,000,000 yuan per year, achieving mutual benefits common development.

    Xiamen - Gansu Linxia Hui Autonomous Prefecture Pairing-off Poverty Alleviation

    【Overview】 In 2012, Xiamen municipal government seriously implemented the deployments made by the central government on the East-West pairing-off poverty alleviation and the spirit of the central work conference on poverty alleviation and development and vigorously promoted the East-West pairing-off poverty alleviation. Through increasing capital investment in poverty alleviation, strengthening exchange visits of the two sides, developing reasonable planning for aid projects, assisting merchants inviting and organizing the implementation of social poverty alleviation, Xiamen City constantly strived to improve the quality of counterpart support for Jinyuan and Haiyuan County of Ningxia, seriously explored the development of effective counterpart support measures in line with the actual development situation of Linxia Prefecture, signed with Linxia government the "Agreement on Deepening Xiamen - Linxia Hui Autonomous Prefecture Cooperation and Counterpart Support", further deepened and refined the pairing-off poverty alleviation between the two regions on 12 aspects, namely improving the working mechanism, developing planning outline, increasing counterpart support, strengthening trade and economic cooperation, strengthening merchants inviting for the construction of industrial parks, deepening labor development, deepening scientific and technological exchange, increase support for medical and education industry, deepening cooperation in tourism industry, intensifying cultural and sports exchange, strengthening cadre training and exchange and intensifying media publicity, and put forward specific measures to guide the cooperation in key areas. Governments at all levels of Xiamen City invested 13.75 million yuan of relief funds for the pairing-off poverty alleviation, implemented 15 aid projects and signed contracts on six trade and economic cooperation projects with an investment of 6.22 billion yuan, and the donations of all circles of society amounted to 1.3 million yuan.

    【Exchange visits】 In July 2012, Vice Secretary of Gansu Provincial Party Committee and the Head of Gansu Provincial Leading Group for Poverty Alleviation and Development Ouyang Jian headed a delegation composed of the principals of relevant provincial departments to negotiate on the counterpart support and cooperation with Xiamen and held the “Forum on Xiamen – Linxia Pairing-off Poverty Alleviation” in Xiamen City.

    In August, Gansu Provincial Party Secretary Wang Sanyun and Governor Liu Weiping headed a party and government delegation of the province to carry out field survey in Xiamen, accompanied by Party Secretary of Fujian Province Sun Chunlan, Governor Su Shulin, Standing Member of Fujian Provincial Committee and Party Secretary of Xiamen City Yu Weiguo and Mayor Liu Keqing. The delegation visited the industrial park, industrial enterprises, ports and urban construction projects in Xiamen City to deeply understand the economic and social development situation of Xiamen.

    In September, Deputy Governor of Linxia Prefecture Wang Zhengjun headed a delegation of the poverty alleviation office to negotiate on the counterpart support work in Xiamen City. After that, Deputy Mayor of Xiamen City Li Dongliang headed a party and government delegation of Xiamen City to carry out field survey in Gansu Province and Linxia Prefecture and held the “Forum on Linxia – Xiamen Pairing-off Poverty Alleviation”.

    In October, Standing Member of Guyuan City Party Committee and Party Secretary of Jingyuan County Ma Jinyuan and Party Secretary of Haiyuan County Ma Pengyun respectively headed a delegation to carry out field research in Xiamen City, Jimei District and Huli District. The “Agreement on Counterpart Support” was signed between Jingyuan County and Jimei District and between Haiyuan County and Huli District.

    In July 2012, the 8th batch of four cadres was sent to Haiyuan County and Jingyuan County of Ningxia to support the poverty reduction work of local area.

    【Entire village advancement】 In 2012, Xiamen City allocated a total of 900,000 yuan to support the entire village advancement projects in Jingyuan County, of which 500,000 yuan was used to support the construction of Haicang New Village in Jingyuan County and the relocation of 90 rural households in Zhougou Village of Liupanshan Town with harsh living conditions, and 400,000 yuan was used to support the ecological relocation of the entire Yejia Village in Jingheyuan Town of Jingyuan County with harsh living conditions.

    【Infrastructure construction】 A total of 1.9 million yuan of relief funds was allocated to support the infrastructure construction in Haiyuan County and Jingyuan County, of which 600,000 yuan was used to support the office automation and information construction of Haiyuan County, 800,000 yuan was used to support the construction of Haijing Hall of the Cultural and Sports Center and 500,000 yuan was issued for the construction of Jingyuan County Lujing Cinema, providing infrastructure guarantee for Jingyuan County to enrich the spare-time cultural life of the local residents and improve the fitness conditions.

    【Industry poverty alleviation】 Jingyuan County introduced two projects in 2011, namely the 2000-mu breeding base invested by Xiamen Huangda Biological Technology Co., Ltd., and the high-tech research center for breeding of new varieties and bio-organic fertilizer "Baolong No.1" Northwest production base. The former has completed the construction of the seedling base of more than 100 types of featured seedlings and become the largest northwest featured seedling production base with the largest number of species in Ningxia. The second project has been completed. The beef processing project of Xiamen Baolintai Seafood Products Co., Ltd has been launched smoothly and will be put into production in 2013.

    【Implementation of anti-poverty projects】 To enliven the market and boost the development of small towns, Haiyuan County Leading Group of Fujian – Ningxia Pairing-off Poverty Alleviation invested 200,000 yuan to construct Jiatang Town Jimei Market, put in 450,000 yuan to support the facility agricultural greenhouse cultivation project in Caochang Village of Gaoya Town, involving 4,000 sheds for the planting of 2,000 mu of melons. To solve the problem of dryland grain cultivation, Jingyuan County Leading Group of Fujian – Ningxia Pairing-off Poverty Alleviation invested 600,000 yuan to develop drip irrigation technology-based facility irrigation technologies in Xiangshui Town and achieved remarkable results.

    【Poverty alleviation by education】 Jishishan County Ludao Kindergarten funded by Xiamen City with 8 million yuan of aid funds issued in 2010 and 2011 was set up and put into use in August 2012. In 2012, Xiamen provided 6 million yuan of aid funds for Linxia Prefecture, mainly to support the construction of the comprehensive teaching building of Linxia Middle School. Launched in September 2011, the project is designed to have 45 standardized classrooms, 13 teachers’ offices and one multi-functional reporting hall with a total built-up area of 6160 square meters, a designed earthquake fortification intensity of seven degree, secondary structural safety level, reasonable structure design life of 50 years and a total investment of 13,848,400 yuan. The project was once suspended due to a large funding gap. After the aid funds of Xiamen City were provided, the project was completed in August 2012. After the project was put into use, it will be able to accommodate 1,600 students, effectively solve the shortage of school premises of Linxia Middle School and guarantee the autumn enrollment and teaching work of the school.

    Haiyuan County Leading Group of Fujian – Ningxia Pairing-off Poverty Alleviation issued relief funds of 700,000 yuan to Jingyuan County to support the poverty reduction by education. First, addressed the shortage of recreational and sports activity venues of the senior high schools in Jingyuan County, organized the construction of the youth activity center and put in 300,000 yuan in the initial stage. The project is not being constructed smoothly. Second, put in 400,000 yuan as tuition fee of college students from needy families, aiming to help the college students complete their studies.

    In 2012, Xiamen City mobilized all circles of society to carry out a series of activities to help poor students in Haiyuan and Jingyuan County.     【Poverty alleviation by science and technology】 In December 2012, Fujian Agriculture and Forestry University and Ningxia Huangda Company signed a strategic cooperation agreement on the construction of a forestry engineering doctoral research center in Jingyuan County. The establishment of this center will become a hard core for seedling R&D in Ningxia and even in the whole northwest regions.

    【Poverty alleviation by medical treatment and public health services】 One million yuan was invested for the improvement of medical facilities in Haiyuan County, of which 500,000 yuan was issued to support the construction of the outpatient building of Lijun Township Hospital in Haiyuan County, which will create 17500 outpatient visits for the hospital; and 500,000 yuan was issued to support the construction of the inpatient department of Jiatang Township Hospital in Haiyuan County, addressing local residents’ difficulties in seeing a doctor and hospitalization.

    【Merchants inviting】 Xiamen City actively organized the enterprises of Fujian Province to participate in the Eighteenth "China Lanzhou Investment and Trade Fair" and achieved certain results. Fujian Zhonggaohong Investment Limited planned to invest 3.5 billion yuan in the construction of the Yellow River Three Gorges International Tourism and Health Center in Linxia Prefecture. Fuzhou Tianfu Group Co., Ltd planned to invest 2 billion yuan to implement the Liujiaxia Reservoir Tourism Project in Dongxiang County.

    Jingyuan County and Haiyuan County carried out investment promotion activities relying on the China International Fair for Investment & Trade (CIFIT) held on September 8, the Cross-Strait Travel Fair and Ningxia - Fujian Economic and Trade Investment Promotional Conference. Jingyuan County signed agreements on three projects worth 720 million yuan, including one contract project with an investment of 300 million yuan. Haiyuan County organized two batches of 15 Fujian’s enterprises to carry out field research respectively in October and December 2012, of which Zhongjian Nongchao Company signed agricultural product sales agreements with the medlar production households in Haiyuan County.

    Zhuhai – Sichuan Liangshan Yi Autonomous Prefecture Pairing-off Poverty Alleviation

     

    【Overview】 In 2012, Zhuhai city government attached great importance to the pairing-off poverty alleviation, earnestly implemented the spirit of the central work conference on poverty alleviation and development and vigorously promoted its pairing-off poverty alleviation cooperation with Liangshan under the guidance of the framework agreement on the poverty alleviation cooperation of the two sides according to the deployment made by the central government on the East-West pairing-off poverty alleviation and the requirements of the “Regional Development and Poverty Alleviation Program of Wumeng Mountain Area (2011-2020)”. The Municipal Standing Committee meeting, the municipal government executive meeting repeatedly listened to Liangshan’s reports on poverty alleviation cooperation, carried out special research and made deployments for the relevant work.     【Poverty alleviation by medical services】1.1 million yuan was allocated for the construction of the integrated building of Luowugou Township Hospital in Puge County, greatly improving the facility conditions of the hospital.

    【Poverty alleviation by education】 6.35 million yuan was allocated for school building, of which 1.35 million yuan was invested in facility construction for Madu Village Primary School of Lamuajue Town and Jiwei Village Primary School of Bapu Town in Meigu County as well as the construction of Bingtu Town Central School of Meigu County, addressing the schooling problem of more than 1300 students; 5 million yuan was invested in the construction of the integrated building of Liangshan Prefecture Agricultural School to promote the development of vocational education in Liangshan Prefecture and the holding of various vocational and technical trainings to boost intellectual poverty alleviation, covering the whole prefecture.

    【Counterpart support】 Zhuhai Municipal Government held a special meeting on the implementation of counterpart support for Liangshan Prefecture, requiring relevant departments of Zhuhai to strengthen their communications with Liangshan Prefecture and actively carry out counterpart support work. In 2012, it designated Gaolangang Economic Zone – a national development zone to provide counterpart support for Puge County and issued three million yuan to implement some aid projects to promote the trade and economic cooperation between Zhuhai and Liangshan. Zhuhai Municipal Housing Planning and Construction Bureau reached an agreement on project support with Puge County People's Government to help the county’s urban construction planning. Zhuhai City Education Bureau signed a counterpart support agreement with Liangshan Prefecture Education Bureau, carried out exchange studies for 33 person-times, and arranged five vice school principals of Liangshan Prefecture to study for three months in Zhuhai, effectively broadening the horizons of the teachers of recipient regions and helping improve their quality.

    【Social poverty alleviation】 Zhuhai City arranged two newspaper and two TV programs to give special reports on Liangshan Prefecture, invited outstanding entrepreneurs and warm-hearted people to carry out field research in Liangshan, held forums of warm-hearted entrepreneurs, designed special PPT for publicity to relevant associations and chambers of commerce, and vigorously made propagandas on the national policies on East-West pairing-off poverty alleviation cooperation, the situation of Liangshan Prefecture and the support measures of Zhuhai City, aiming to deepen people’s understanding of the situation of Liangshan Prefecture and Zhuhai’s counterpart support for Liangshan and promote the cultural exchange and trade and economic cooperation between Zhuhai and Liangshan. In 2012, Zhuhai raised 4.55 million yuan of relief funds for Liangshan from the public and mobilized six well-known enterprises to implement three aid projects and donate 350,000 books, 60 computers and 200 beddings to Liangshan Prefecture. Hong Kong Society for the Promotion of Virtue invested 900,000 yuan to extend condolences to the needy elderly and carry out poverty reduction activities among the elderly in Liangshan Prefecture.

    【Trade and economic cooperation】 Taking full advantage of the ecological environment and natural resources in poor areas, Zhuhai City guided and supported relevant enterprises to invest in impoverished areas and contribute to local social and economic development. In 2012, it organized six batches of 10 companies to carry out field research in Liangshan Prefecture. Zhuhai Zhongda Holding Co., Ltd and Zhuhai Zhongyi Medical Co., Ltd respectively negotiated with the relevant parties of Liangshan Prefecture on the development of mineral smelting and medical management software; Zhuhai City Market Group reached an agreement with relevant party of Liangshan Prefecture for Guangdong Tianbang Investment Co., Ltd to open up a green ecology agricultural market in Zhuhai City for the twinned poor areas of Liangshan, striving to open the market of agricultural products of Liangshan Prefecture. In July 2012, agricultural products of Liangshan Prefecture were presented in Zhuhai City Featured Agricutural Products Exhibition and widely welcomed by all circles of society in Zhuhai. In such a way, we achieved a win-win situation and accelerated the pace of poverty reduction in Liangshan Prefecture.
