Poverty Alleviation of All-China Federation of Industry and Commerce

　　【Overview】 In 2011, in the development-oriented poverty reduction (Glorious Cause), poverty relief in designated and key regions, poverty relief by recruitment, new rural construction (village-enterprise cooperation in construction) and poverty alleviation by social public welfare, All-China Federation of Industry and Commerce adhered to the combination of effectiveness, practicalness, demonstration and guidance of poverty alleviation and development, continued to explore the establishment of various models for development-oriented poverty reduction, actively guided local federations of industry and commerce to carry out poverty relief activities such as "village-enterprise cooperation in construction" and help the farmers in impoverished areas to develop their consciousness of poverty reduction so as to improve their quality and development capacity. We gradually changed the work focus from project construction and entire village advancement to boosting the county economic development of underdeveloped regions; from promoting the economic development of poor areas to paying equal attention to the economic development and public services of poor areas. In 2011, ACFIC was titled as “advanced collective for national poverty alleviation and development” by the State Council Leading Group of Poverty Alleviation and Development; in the commendation activity of democratic parties, federations of industry and commerce and personages without party affiliation for contributions made to building a moderately prosperous society, Glorious Cause Division of Social Service Department of ACFIC was titled as Advanced Collective, and the “Organizing and Guiding Private Enterprises to Participate in the Construction of New Socialist Countryside” and the “Glorious Education Project” of ACFIC won the award of outstanding achievements of social services.

　　【Poverty relief in designated and key regions】 1. In April 2011, the plenary meeting of the poverty alleviation committee of ACFIC created the “Western Glorious Relief Fund” and set up the Expert Group of the committee to increase support for the western areas and the poor areas involved in the fixed-point poverty alleviation.

2. On May 26 and July 12, the ACFIC’s poverty alleviation and social service work conference was respectively convened in Xuzhou City of Jiangsu and Qingdao City of Shandong Province. The meeting summarized the main achievements and experiences of the federations of industry and commerce in the field of poverty reduction and social services in the new century, analyzed the main obstacles and problems faced by the federations of industry and commerce in poverty reduction and social services, and studied the guideline for the poverty reduction and social services of federations of industry and commerce in the “12th Five-Year Plan” period.

3. In May and October, the ACFIC cooperated with LGOP and China Minsheng Banking Corp Ltd respectively to jointly hold the “Cadre Training for Village-enterprise Cooperation in Poverty Alleviation” and the “9th Township Cadre Training Course of ACFIC”. 76 cadres from federations of industry and commerce and the grassroots poverty alleviation offices of 8 pilot provinces, Xinjiang and Tibet, and 80 township cadres from 8 counties (cities, districts) of Bijie Experimental Zone of Guizhou and Bazhong City and Yilong County of Sichuan respectively attended the events. Sending cadres were selected to carry out fixed-point poverty reduction in Zhijin County.

4. From August 1 to 30, the ACFIC and China Glory Society organized a joint research group to carry out field research on “Routes and Policies for the Poverty Alleviation and Development in Contiguous Poor Areas (Qinba Mountain Area) in Chongqing, Sichuan and Shaanxi. During the one-month investigation, the research group visited 3 provinces, 4 cities, 9 counties (districts), 14 villages and a dozen of impoverished rural households, collected a lot of first-hand information and formulated the research report of “Policy Recommendations for the Poverty Alleviation and Development in Qinba Mountain Areas”. The report was submitted to Vice Premier Hui Liangyu and LGOP. The central leaders attached great importance to the report and approved it.

　　In October, Vice chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce Huang Mengfu headed a delegation composed of 40 private entrepreneurs across the country for fixed-point poverty alleviation for Yilong County of Sichuan Province to carry out field research in Yilong County on the implementation of ACFIC’s relief projects for the fourth time, and donated 10 million Yuan of relief funds for the poverty alleviation and development.

　　In December, Vice Minister of the United Front Work Department of the CPC Central Committee and Party Secretary and First Deputy Chairman of ACFIC Quan Zhezhu headed a delegation to carry out field research on the progress made in the implementation of relief projects in the pilot towns of Zhijin County, donated 5 million Yuan to the county and signed the “ACFIC and Zhijin County People’s Government to Jointly Establish the Tongxin Glorious Production Relief Fund for Farmers” with Zhijin County People’s Government.

　　At the end of the year, on the basis of summarizing the experience, work pattern and results of the relief work in Yilong County of Sichuan Province, we formulated the “ACFIC’s Practice and Experience in Poverty Alleviation and Development in Yilong County of Sichuan Province”. Meanwhile, on the basis of the field research on the pilot village construction in 8 pilot provinces (autonomous regions) for “village-enterprise cooperation in construction” and the experience summarizing, we printed the “Typical Cases of Pilot Projects of ‘village-enterprise cooperation in construction’”.

　　【Poverty alleviation by Glorious Cause】 From June 10 to 13, ACFIC and the People's Government of Qinghai Province jointly held the “2011 China · Qinghai Investment and Trade Fair for Green Economy” (hereinafter referred to as the “Qinghai Fair”). Vice Minister of the United Front Work Department of the CPC Central Committee and Party Secretary and First Deputy Chairman of ACFIC Quan Zhezhu headed the delegation of ACFIC and China Society for Promotion of the Guangcai Programme composed of more than 100 people from 59 well-known domestic private enterprises to attended the “Qinghai Fair”. On the fair, the contract value of private enterprises’ projects exceeded 100 billion Yuan, Macrolink Group donated 2 million Yuan to the ethnic education of Qinghai and Beijing Municipal Federation of Industry and Commerce donated 4.04 million Yuan to support the education of Yushu, Qinghai.

　　From June 10 to 15, ACFIC participated in the “Exhibition on China’s Poverty Reduction Achievements in the New Decade” with the theme of “Glorious Cause of China” and, in four pages of the “China Business Times”, presented the positive contributions made by a large number of non-public enterprises and non-public economy figures to the cause of poverty reduction in order to alleviate and remove rural poverty and boost the economic and social development of underdeveloped regions.

　　From July 5 to 6, ACFIC organized the Agricultural Industry Chamber, the New Energy Chamber of Commerce and more than 50 private enterprises of Shandong, Shaanxi, Sichuan, Jiangxi and Ningxia to participate in the “2011 Glorious Action in Longyuan” held in Dingxi City of Gansu Province, and donated 3 million Yuan for the construction of Glorious · Tongxin Water Cellar. The non-public enterprises and chambers of commerce in Gansu Province donated 4.501 million Yuan. Dingxi invited 59 investment projects and the agreement value amounted to 44.3 billion Yuan.

　　On July 9, ACFIC participated in the convening of "2011 Kubuqi International Desert Forum". Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People's Political Consultative Conference Jia Qinglin sent a congratulatory message to the forum. Member of the Political Bureau of the CPC Central Committee and State Councilor Liu Yandong attended the event and delivered a speech. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Minister of Science and Technology Wan Gang, and Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Mr. Dong Jianhua were present at the meeting. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce Huang Mengfu read the congratulatory letter of Jia Qinglin. Vice Minister of the United Front Work Department of the CPC Central Committee and Party Secretary and First Deputy Chairman of ACFIC Quan Zhezhu attended the event and delivered a speech, calling all the private enterprises with conditions and strength to get involved in the development of anti-desertification cause.

　　On August 30, ACFIC held in Shihezi City of Xinjiang the “Corps Action for Glorious Cause”. More than 30 entrepreneur representatives participated in the talks of Xinjiang Production and Construction Corps and Well-known Private Entrepreneurs. ACFIC donated 5 million Yuan for the development of social and public welfare undertakings in Xinjiang Production and Construction Corps.

　　On August 31, Vice Minister of the United Front Work Department of the CPC Central Committee and Party Secretary and First Deputy Chairman of ACFIC Quan Zhezhu headed a delegation composed of more than 100 private entrepreneurs to participate in the “Conference and Contract Signing Ceremony of Xinjiang Uygur Autonomous Region and Well-known Private Enterprises” held in Urumqi of Xinjiang. The delegation members signed 7 investment projects respectively with relevant enterprises, prefectures and counties of Xinjiang with a total investment of 122.689 billion Yuan. The ACFIC donated 12 million Yuan to the autonomous region’s federation of industry and commerce to support the development of social and public welfare undertakings of Xinjiang.

　　From November 29 to 30, ACFIC held the 7th Forestry Training for Private Entrepreneurs and Management Cadres” jointly with the State Forestry Administration and China Glory Society. More than 80 private entrepreneurs engaged in forestry business and nearly 20 cadres from federations of industry and commerce, forestry bureaus and China Glory Society received the training. So far, such trainings have been held for seven times, involving nearly 1000 people, which established a good platform for private entrepreneurs to invest in forestry industry.

　　Continue to do statistical work for the Glorious Cause. In November, we formulated the “Annual Analysis Report on the Statistics for Private Enterprises to Participate in the Glorious Cause in 2010”. This year, statistical work was done on the investment projects of private enterprises for Xinjiang and Tibet. According to the statistics submitted by the provinces, during the “11th Five-Year Plan” period, there were 36 Tibet-aiding investment projects with a total investment of 7.744 billion Yuan and 50 Xinjiang-aiding investment projects with a total investment of 19.67 billion Yuan. During the “12th Five-Year Plan” period, it is estimated, there will be 15 Tibet-aiding investment projects with a total investment of 12.196 billion Yuan and 86 Xinjiang-aid investment projects with a total investment of 208.138 billion Yuan.

　　【Poverty relief by employment and reemployment】 On May 16, the launching ceremony of the "2011 National Private Enterprises Recruitment Week" jointly sponsored by ACFIC, the Ministry of Human Resources and Social Security, Ministry of Education and All-China Federation of Trade Unions was convened in Nanchang of Jiangxi Province. Nearly 6000 people attended the event, including some private entrepreneurs, college students, people with difficulty in finding a job and some migrant workers. The provinces, autonomous regions, municipalities and cities above county level also launched the activity of recruitment week at the same time. According to statistics, a total of 196,000 private enterprises participated in the recruitment week activities and provided nearly 2.97 million pieces of information on employment positions, nearly 870,000 people reached employment intentions with the employers, including 560,000 college and secondary vocational school graduates, 190,000 migrant workers and 120,000 other job seekers. A total of 3.5 million copies of policy publicity materials were distributed on the event and rights and legal assistance was provided for 130,000 people.

　　On November 27, ACFIC, the Ministry of Human Resources and Social Security and All-China Federation of Trade Unions jointly convened the “Fourth National Commendation Meeting for Advanced Private Enterprises in Employment and Social Security” in Beijing. Member of the Political Bureau of the CPC Central Committee and Vice Premier Zhang Dejiang attended the event and delivered a speech. Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of ACFIC Huang Mengfu was present at the meeting. Vice Minister of the United Front Work Department of the CPC Central Committee and Party Secretary and First Deputy Chairman of ACFIC Quan Zhezhu delivered a speech at the conference on behalf of the three parties. At the commendation meeting, 100 private enterprises were titled as “Advanced Private Enterprises for Employment and Social Security in China”, 53 cities (districts) with outstanding performance in organization and 76 private enterprises with outstanding performance in absorbing labors in the activities of "2011 National Private Enterprises Recruitment Week". More than 600 people attended the event, including the Minister of Human Resources and Social Security Yin Weimin, Vice Chairman and First Secretary of Secretariat of All-China Federation of Trade Unions Wang Yupu, the leaders of the member units of the State Council Joint Meeting on Employment and 100 rewarded business representatives.

　　【Social welfare charity】  To provide persistent concern and support for the AIDS control project of Liangshan Prefecture, Sichuan Province, China Red Ribbon Foundation organized Chaozhou Natives Chamber of Commerce Beijing to donate 2 million Yuan, Sichuan Hongda Group to donate 1 million Yuan and Jiangsu Yicheng Investments Co., Ltd to donate 918,400 Yuan to continue to support the AIDS control project of Liangshan Prefecture; assisted Shimao Group to donate 1 million Yuan for the construction of ten village-level Red Ribbon clinics; mobilized Fangda Holding Co., Ltd to donate 500,000 Yuan for the implementation of Red Ribbon PMTCT project; and guided Anhui Ustc iFlytek Co., Ltd to donate 10 sets of voice teaching systems to support local AIDS prevention and control.

　　On February 25, the “Launching Ceremony of Red Ribbon AIDS Health Package for ‘One Hundred Schools and One Thousand Enterprises’ and the Donation of Chaozhou Natives Chamber of Commerce Beijing” was convened in Beijing Glory Mall. The event was jointly sponsored by ACFIC and the State Council AIDS Working Committee Office, supported by the Ministry of Human Resources and Social Security, Ministry of Housing and Urban-Rural Development, Ministry of Agriculture, Ministry of Health, All-China Federation of Trade Unions and the Central Committee of the Communist Youth League, and jointly organized by China Red Ribbon Foundation and Chaozhou Natives Chamber of Commerce Beijing. In 2011, this program mobilized 16 provincial federations of industry and commerce, AIDS control units and league committees as participating units as well as 1927 students of 106 universities as volunteers to carry out field research in 415 enterprises and construction sites, distributed 100,000 health packages, and organized more than 100 activities on AIDS prevention and control, directly benefiting more than 100,000 people and indirectly benefiting one million people.

　　In November 2011, the “Glorious Education Project” designed to improve the reading conditions of the primary and secondary school students in impoverished areas through private enterprises’ donation of “Glorious Library” won the award for “outstanding achievements of democratic parties, federations of industry and commerce and personages without party affiliation in making contributions to the construction of a moderately prosperous society”.

　　From late November to 1 December, China Red Ribbon Foundation launched the charitable auction of “Ink Painting to Show Love” and the large-scale public welfare evening party of “Great Love for China” for the 24th World AIDS Day.
