Poverty Alleviation of China Disabled Persons' Federation

      【Overview】 In 2011, in the anti-poverty work for persons with disabilities, to implement the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)” and the “Outline for the Development of the Cause of Disabled Persons in China during the ‘12th Five-Year Plan’ Period”, focusing on the formulation of “Outline for Poverty Alleviation and Development of the Rural Disabled (2011-2020)”, according to the requirements of the central work conference on poverty alleviation and development, China Disabled Persons’ Federation further increased efforts on anti-poverty work, actively promoted the poverty alleviation and development of the rural disabled and achieved new results.

      In 2011, the production and living conditions of poverty-stricken people with disabilities were further improved. A total of 2.118 million poor people with disabilities were supported, of which 1.222 million shook off poverty through the anti-poverty work, and 52,000 units and 328,000 people built pairing-off relationship with the poor disabled in the poverty reduction.

      【Poverty alleviation planning】 The “Outline for the Development of the Cause of Disabled Persons in China during the ‘12th Five-Year Plan’ Period” clarified the main task of poverty reduction for the disabled in the “12th Five-Year Plan” period is : To strengthen the poverty alleviation and development of the rural disabled, support 10 million rural poor people with disabilities to improve the living conditions, increase income and enhance development capacity; provide practical technical training service for 1 million rural disabled persons; and continue to implement the “Sunshine Housing Project” to improve the living conditions of poor rural families with disabled people. The outline puts forward the following policy measures:

    1. Taking them as the key targets of poverty reduction, include poverty-stricken disabled people into the poverty alleviation and development planning for overall deployment and arrangement and give priority to these people in poverty reduction. Formulate and implement the “Planning for Poverty Alleviation and Development of the Rural Disabled (2011-2020)”, improve the mechanism for identifying the poor disabled, include the rural poor disabled with families’ per capita net income less than the subsistence standard of local areas into the rural minimum living security system and include the rural poor disabled with the ability to work into the scope of poverty alleviation; help the poor disabled with the ability to work enjoy the pro-poor policies and agriculture-benefiting policies, and do a good job of effective convergence of the rural minimum living security system and the pro-poor policies. The central and local governments raised funds from many channels to increase support for the rural poor disabled.

    2. Continue to carry out rehabilitation poverty alleviation for persons with disabilities. Increase the central rehabilitation and poverty alleviation loan interest subsidy funds, strengthen the reform of the rehabilitation and poverty alleviation loan management system, improve the guarantee system, simplify the lending process, increase the arrival rate and poverty reduction effects of loans for the poor disabled; increase credit support for the capable households and poverty alleviation bases supporting the poor disabled; conduct industrialization poverty alleviation, implement the “Sunshine Poverty Alleviation Base Construction for People with Disabilities”, and support the construction of a number of poverty alleviation bases for the rural disabled to help the poor disabled to develop production and increase income.

    3. Strengthen the training of rural poor people with disabilities. Organize practical technical trainings for 1 million rural poor people with disabilities, rationally design training programs for various types of disabled people to make the trained disabled master at least one or two income-generating technologies; the training agencies initiated or subsidized by government should provide free trainings for the disabled.

    4. Give priority to the housing construction and renovation of impoverished disabled persons’ families in agricultural and pastoral areas in the relocation-based poverty alleviation and rural dangerous house renovation project; continue to use the state lottery welfare funds to support the “Sunshine Housing Project” – renovation of dilapidated houses of the rural poor disabled persons’ families in the central and western regions.

    5. Strengthen the construction of grassroots disabled persons’ poverty reduction service agencies, and provide production and living services in various forms for the disabled through financial institutions in rural areas, supply and marketing cooperatives, mutual-aid societies of poor villages and various kinds of industry associations.

    6. Carry out the activities of “helping the poor, contracting, supporting and promoting poverty reduction”, mobilize urban and rural grassroots organizations, cadres, masses and volunteers to get involved in pairing-off poverty reduction for the rural poor disabled.

      【Poverty alleviation system building】 To implement the “Outline for the Development of the Cause of Disabled Persons in China during the ‘12th Five-Year Plan’ Period” and promote the anti-poverty work for people with disabilities, LGOP, the Ministry of Civil Affairs, Ministry of Finance, Ministry of Agriculture, Ministry of Housing and Urban-Rural Development, People's Bank of China and China Disabled Persons' Federation issued the “Implementation Plan for Poverty Alleviation of Rural People with Disabilities during the ‘12th Five-Year Plan’ Period” (Can Lian Fa [2011] No. 22) and put forward the objectives and tasks of “helping 1 million rural poor people with disabilities to increase income and improve living conditions; helping 1 million rural poor people with disabilities to receive practical technical training; promote the construction of poverty alleviation bases for the disabled to guide and help the poor disabled to shake off poverty; and implement the “Sunshine Housing Project” to improve the living conditions of rural poor disabled persons’ families”.

      The “Implementation Plan for Poverty Alleviation of Rural People with Disabilities during the ‘12th Five-Year Plan’ Period” clarified 12 main measures for anti-poverty work of the disabled and strengthened the supervision, inspection and statistics of poverty alleviation among the disabled.

      【Subsidized loans policy adjustments for rehabilitation poverty alleviation】In 2011, China Disabled Persons' Federation, LGOP, the Ministry of Finance and People's Bank of China jointly issued the "Notice on Further Improving Relevant Policies on the Management of Rehabilitation Poverty Relief Loans and Discount Funds” (Can Lian Fa [2011] No. 6), made adjustments to the rehabilitation poverty alleviation loan policy and increased credit support for poor people with disabilities.

      The annual rehabilitation poverty alleviation loans increased from 800 million Yuan to 1.03 billion Yuan, the interest subsidy rate and discount funds were raised, the project loan interest subsidy rate rose from 3% to 5%, and household loan interest subsidy rate increased from 5% to 7%. We encouraged the implementation of pilot project for loan guarantees or risk fund system to alleviate the loan problem of poor disabled persons’ families.

      【Renovation of dilapidated houses for the rural poor disabled】 In 2011, China Disabled Persons' Federation arranged the annual task of “Sunshine Housing Project” with lottery welfare funds to renovate the dilapidated houses of the rural poor disabled, and determined the central funds would be issued for 50,000 households and the subsidy amount would be 300 million Yuan. In 2011, through the renovation of dilapidated houses, we improved the living conditions of 94,000 poor rural families with disabled people, benefiting 115,000 rural people with disabilities. While implementing the “Sunshine Housing Project”, the disabled persons’ federations in various regions coordinated the housing construction, poverty alleviation and civil affairs departments to first include the poor disabled persons’ families with housing difficulty into the renovation of rural dilapidated houses and affordable housing projects to solve the housing difficulties of families with disabled persons.

      【Practical technical training】 During the “12th Five-Year Plan” period, the subsidy for poor disabled people receiving trainings should not be less than 500 Yuan per person in principle, and the central government will provide subsidy of 200 Yuan per person. In 2011, 923,000 rural persons with disabilities received the practical technical trainings.

      【Construction of poverty alleviation bases for disabled people】 In 2011, a total of 3985 poverty reduction bases were set up in China, 87,000 people with disabilities got jobs and the government supported 156,000 people with disabilities to develop production and increase income.

      【Commendation of advanced units and individuals in poverty reduction】In order to better implement the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)” and the “Outline for the Development of the Cause of Disabled Persons in China during the ‘12th Five-Year Plan’ Period”, China Disabled Persons’ Federation and LGOP circulated a notice of commendation for 155 advanced units and 300 advanced individuals with outstanding performance and contributions to the anti-poverty work of the rural disabled. By establishing models, the government aimed to further promote the poverty alleviation and development of the rural disabled in the new decade.
