Poverty Alleviation of All-China Women's Federation (ACWF)

      【Overview】  In 2011, the ACWF conscientiously implemented the spirit of the central work conference on poverty alleviation and development, full implemented the objectives and tasks set by the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, adhering to people-oriented and taking it as an important task to provide adequate food and clothing for the women and children in poor areas and promote the development of women and children in impoverished regions, drafted and issued the “Opinions of All-China Women’s Federation on the Implementation of Central Poverty Alleviation and Development Work”, and required local women’s federations to increase efforts on poverty alleviation and development from five perspectives, namely the improvement of the overall quality of poor women, increasing financial support for poverty-stricken women, mainly supporting the competitive industries with local characteristics to boost the development of women in impoverished regions, organizing women to participate in the environmental protection and concerning about the special groups among poor women. Giving full play to its own advantages, through holding meetings, introducing documents, educational training and employment support, the ACWF coordinated various social forces to constantly improve the self-development capacity of the masses in poor areas and achieved positive effects.

      【Women's small secured loans】 In 2011, the ACWF continued to promote the implementation of small secured loan policy for women and expanded the coverage of the policy. As of the end of 2011, a total of 55.642 billion Yuan of small discount loans was issued to women. Meanwhile, the ACWF coordinated the central and local governments to issue discount funds of 2.3 billion Yuan to directly support the employment and entrepreneurship of 1.335 million urban and rural women, helping nearly 5 million people find jobs. Through the development of solar greenhouses, vegetable greenhouses and dairy farming, we increased the income of poor women, improved their living standards and promoted their family harmony and social stability.

      【Free screening of two caners】 In 2011, the ACWF continued to cooperate with the health department to carry out free screening of "two cancers" of rural women, actively promoted the medical treatment of poor sick women, set up the “Special Relief Fund for Poor Mothers Suffering from Two Caners” and strived for 50 million Yuan of annual lottery welfare funds from the state to solve the medical treatment problem of poor ill women. We seriously estimated the rescue range, determined the relief standard of 10,000 Yuan per person for the poverty-stricken ill women who meet the conditions and issued relief funds of 56 million Yuan for more than 5000 poor ill women in 2011.

      【Spring breeze action】 In 2011, The ACWF, the Ministry of Human Resources and Social Security and the All-China Federation of Trade Unions jointly issued the document and continued to carry out the “Spring Breeze Action” in more than 100 domestic cities with the theme of “establishing a labor docking platform to jointly help you find jobs as soon as possible”. Targeting at the migrant women workers, the women with difficulties in finding jobs and female university graduates, we held 8075 job fairs particularly for women and provided more than 3.7 million jobs. More than 1.39 million came to agreement on employment and we provided labor rights protection and legal assistance for more than 940,000 person-times.

      【”Warmth Delivery” activity】  Before the Spring Festival of 2011, the ACWF launched the activity of ”Warmth Delivery”. Headed by the main leaders, we went to Xinjiang, Ningxia and Yunnan to carry out the demonstration activity and field research in the grassroots areas, delivered warmth, knowledge, health and services to the rural women in minority and border areas, solved their practical problems in living, production and learning, and issued project funds of 15.25 million Yuan to the rural poor women and families to support the implementation of “Spring Bud Program”, “Health Program”, “Water Cellar for Mothers” and “Health Express for Mothers”.

      【Training on women's scientific development project management】 We successively held four training courses on women's scientific development project management and trained the vice chairpersons and development directors of the women’s federations in the central and western provinces, autonomous regions and municipalities. Relevant leaders of LGOP were invited to deliver lectures on the new situation and new tasks of China’s poverty alleviation and development. Through the training, the participants had a clearer understanding of the national situation and anti-poverty situation of China and stronger capacity for project management and implementation.

      【Training of female brokers】 We held ten trainings for female brokers of farm produce in Sichuan, Tianjin, Heilongjiang, Shaanxi and Zhejiang, covering more than 1000 female brokers, of whom 40% were from impoverished regions. After passing the examination, the trainees obtained the secondary vocational certificates issued by the labor and social security department.

      【Rain Plan- Takeoff Project】 In 2011, the ACWF and LGOP jointly launched the “Rain Plan- Takeoff Project – Student Aid Action of Ten Thousand Talents in Central and Western Regions”. Organized by Changsha Global Vocational Education Group, this program mainly provides 2-3-year vocational technical training services for free for the junior and senior middle school graduates in western poor areas. In 2011, it recruited 802 students from western poor areas.

      【March 8th Green Project】 In 2011, with strong support of the State Forestry Administration, the ACWF continued the base construction for March 8th Green Project, invested 3.5 million Yuan in 20 central and western regions and set up 27 March 8th Green Project bases to guide the women in poor areas to plant trees and develop planting and processing industry with local characteristics.

      【Fixed-point poverty alleviation】 In 2011, in accordance with the overall deployment of LGOP and the overall requirements of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, the ACWF strived to help Zhang County coordinate projects and funds to promote the industrialization-based poverty reduction, conducted intellectual poverty reduction, increased support for anti-poverty projects and strengthened the infrastructure construction. In 2011, the ACWF provided financial aid of 1.362 million Yuan in kind and cash for Zhang County, of which 485,000 was issued in cash and 877,000 was issued in kind. It also coordinated the issuance of policy project funds of 50 million Yuan; helped introduce project funds of 993 million Yuan, of which 683 million Yuan was issued; and held 13 trainings for 716 person-times.

    1. Infrastructure construction projects. First, we actively coordinated the National Development and Reform Commission to help Zhang County strive for infrastructure construction funds of 50 million Yuan for 4A scenic spots. Second, we coordinated Gansu Provincial Department of Transport and helped the county to strive for the project of Broadening Binhe Section of Wenyi Secondary Highroad in Zhang County. Third, the ACWF allocated 300 million Yuan of project funds for the construction of Wenyi Secondary Highroad and 693 million Yuan for the construction of Phase II project of Yilianshan Cement Plant, and introduced a total of 993 million Yuan of project funds, of which 683 million Yuan was already issued.

    2. Investment of relief funds and materials. Based on their actual situations, the ACWF and the units directly under the ACWF invested funds and materials to support the development of Zhang County: The Development Department issued 200,000 Yuan for the women training and base construction in Zhang County; China Women's Development Foundation issued 100,000 Yuan to support the project of “Water Cellar for Mothers”; China Children and Teenagers' Fund issued childhood nutrition food worth 300,000 Yuan to Zhang County; the International Department donated 50,000 Yuan for the training of “Farmhouse Happiness”; China Women Activity Center invested 32,000 Yuan to help seven students enrolled in the universities of Beijing to solve their tuition fee and room and board fee; Women’s Development Department donated underwear worth 100,000 Yuan; China Women Publishing House donated books worth 100,000 Yuan; the Office of Love for New Life donated baby products worth 312,000 Yuan; and Children's Foundation of China donated “Vita Meal” worth 300,000 Yuan. In addition, Women's Foreign Language Publications of China and warmhearted enterprises donated discs, books, medical equipment and Colgate toothpaste worth 61,000 Yuan.

    3. Intellectual poverty alleviation. In 2011, we held 13 training courses for 716 person-times, involving the operation and management of “farmhouse happiness”, practical skills for planting, breeding and weaving, etc. The trainings improved the quality of the masses, changed their ideas and enhanced their self-development capacity.

    4. Cultural poverty alleviation. With a profound cultural connotations and strong territoriality, Zhang County lacks the sense of the times and has a small dissemination area. Taking the 90th anniversary of CPC as an opportunity, the aiding group organized the cantata of “Ode to Red Flag” and achieved good results. The program was played on Zhang County TV and on the Internet through Baidu, Youku and Tudou websites. In such a way, we strived to enhance the popularity and influence of Zhang County.
