Poverty Alleviation of the Central Committee of the Communist Youth League

　　【Overview】  In 2011, adhering to the guideline of “playing comparative advantage, highlighting key work and focusing on mechanism building for tangible results” for anti-poverty work, the Central Committee of the Communist Youth League of China (hereinafter referred to as Central Committee of Youth League) made new progress in the entire village advancement, human resources development, agriculture and industrial development, investment invitation and rural grassroots organization building. It successively invested 1.9 million Yuan in kind, introduced various funds of 33.2 million Yuan, implemented 18 anti-poverty projects, held 19 trainings for 2430 person-times.

　　【Entire village advancement】 In Hanjiafang Village of Lingqiu County, Shanxi Province, we launched a number of key projects to promote the income growth of the masses, including the development of agricultural industry, the improvement of village’s appearance and the construction of social undertakings. First, promote land transfer and conduct scale operation of greenhouse vegetables. Giving full play to the location advantage of Hanjia Village, we guided the farmers to promote land-intensive operations through land transfer and supported the construction of 70 solar greenhouses, making greenhouse vegetable project a new economic growth point for the village. Second, cultivate the leading agricultural industries characterized by vegetable planting and livestock breeding. We supported the establishment of Lingqiu County Tongfeng Vegetable Cooperatives, increased support for Pengfeng Pig Farm – a pioneering project for the youth, and introduced boar and feeding techniques to improve the level of farming, forming the annual production capacity of 200 pigs. Third, further improve the infrastructure. We completed the road hardening and the construction of 14 rural households of the village, newly built 15 public rooms for the villagers, supported the construction of standard village clinics, reading rooms and cultural activity center, and bought books, computers, projectors and sports equipments for the village. We strived for 1 million Yuan of central funds for environmental protection to improve the village’s appearance and construct sewage discharge and control projects. We strived for social resources to donate computers for rural primary schools and bought school uniforms for the teachers and students of the primary school. In addition, the poverty alleviation work team actively conducted anti-poverty work and made the town which Hanjia Village belongs to a pilot area for the construction of the third batch of small towns in China.

　　【Human resource development】First, organize the cadres of Lingqiu to serve as sending cadres for practice. Jointly with the Organization Department of the County Party Committee, we selected 11 excellent young cadres to serve as assistants to town mayor and business managers for three months in Jiangsu, Zhejiang, Guangdong, Fujian and Shandong Province and conduct cooperation with the twinned regions in the field of agricultural development and agricultural technician training, and established a long-term mechanism; Second, hold cadre trainings jointly with the Organization Department and Propaganda Department of the County Party Committee. We invited relevant experts and scholars from the Central Party School, the National Defense University, the Policy Research Office of CPC Central Committee, Chinese Academy of Sciences and Tsinghua University to deliver lectures on the county’s cadre training courses concerning the enhancement of executive force, work implementation, special counseling on the 90th anniversary of CPC, Lingqiu’s transformation for development and the development of mineral resources, etc. Third, organize special training of the agricultural industry. We set up Lingqiu Training Center for Youth Employment and Entrepreneurship and Shanxi Lingqiu Training Center for China Youth Vegetables Industry, organized the young to receive vegetable planting trainings and conduct field research in four towns, including Wuling Town, Donghenan Town, etc, invited Professor Zhang Fu’e from Beijing Forestry University to hold trainings on walnut planting and management in four towns including Xiaguan and Shangzhai; invited President Zhang Shuoxiang of Shandong Shouguang Vegetable Pest Control Association, Vice General Manager Yin Zuofeng of Beijing Xinfadi Agricultural Products Co., Ltd and General Manager Zhang Guoxin of the website of nonmin88 to deliver lectures for the rural youth on the development of agricultural cooperatives and agricultural market, etc, and organized 30 leaders in becoming rich in rural areas to carry out field research in Shouguang of Shandong, Beijing Xinfadi Market and Beijing International Agricultural Demonstration Park, etc.      

　　【Industrial poverty alleviation】 1. Strengthened the construction of vegetable planting demonstration base in Wuling Town, introduced and cultivated 98 new and fine varieties of vegetables; and further strengthened the industrial technical guidance for Zhaobei Town Potato Production Base and Shangzhai town New Walnut Species Demonstration Base. 2. Established agricultural products sales offices. Based on the location advantages of Lingqiu District, we set up Lingqiu Agricultural Product Sales Office in Xicheng District of Beijing and the Lingqiu Potato Sales Office in Xinfadi Farmers’ Market, and opened online sales channels in cooperation with the website of nonmin88. 3. Strengthened agricultural science and technology service. We continued to send rural youth to receive technical trainings in Shanghai Zhongdu Company, set up the technical service station and vegetable training center jointly with the company, and set up the Zhongdu Reward Fund of 100,000 Yuan for Excellent Service Stations, model rural households and professional cooperatives. We held in Lingqiu County the meeting on technical exchange for facility agriculture, held vegetable planting training and field research; set up the “online video hospital of vegetables” in Yanjiawan and Qingnijian jointly with Shandong Shouguang Vegetable Post Control Association, and invited relevant experts to provide technical guidance for the planting of fruit and deep processing of farm produce.

　　In addition, we established a technological alliance with the Chinese Academy of Agricultural Sciences to support the development of buckwheat industry in Lingqiu; set up the Crop Industry Branch to boost the development of buckwheat cooperatives; invited investment of 70 million Yuan for the construction of the "bitter buckwheat rutin" project in Lingqiu; and made propaganda on Lingqiu’s bitter buckwheat jointly with CCTV to open up new channels for publicity and sales.

　　【Merchant inviting】 In cooperation with Chinese Young Entrepreneurs Association and the Young Entrepreneurs Association of Shanxi, we successively organized six batches of young entrepreneurs to conduct field research on investment in Lingqiu, participated in the forum and promotion meeting on China’s county agriculture to introduce Lingqiu’s investment invitation projects; participated in the sixth Central China Investment and Trade Expo held in Taiyuan, recommended 26 Lingqiu’s investment projects and distributed more than 300 copies of merchant inviting materials. We organized the county leaders and entrepreneurs to carry out field research in Jiangsu and Chongqing, held talks with local youth chamber of commerce on merchant inviting, and achieved good results.

　　【Tourism introduction】 1. Publicity for Lingqiu’s tourism resources. With "passion summer, cool Lingqiu", "Chengde in the East and Lingqiu in the West for Summer Heat Escape" as the themes, relying on CCTV, newspaper, the Internet and blog, through issuing preferential policies for tourism and carrying out experiencing activities, we organized the activity of “Publicity Month for Lingqiu’s Tourism” and listed the "three color" tourism into the new five-year plan of Lingqiu. We contacted CCTV’s "Across China" to develop tourism program for free for Lingqiu; set up the “Lingqiu Tourism Network” jointly with China Youth Computer Information Network Co., Ltd; introduced tourism resources of Lingqiu and invited project investors in China Youth Daily, and developed and played the scenic telefilm of Lingqiu on the promotion meeting for merchant invitation. 2. Held the first tourism promotion meeting of Lingqiu in China, invited relevant principals of 38 travel agencies in Beijing and Tianjin to carry out field research on the tourism resources of Lingqiu and signed a long-term cooperation agreement with Huanbohai Travel Association. In addition, we actively participated in the promotion meeting on the tourism resources of North China and introduced Lingqiu’s unique tourism resources on the meeting.

　　【Development of social undertakings】 First, we set up the "Zhou Enlai class", "Xiangyu Reading Room" and Student Aid Fund of 250,000 Yuan, invited the Zhao Wei, the former Deputy Secretary-General of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Personal Secretary of Deng Yingchao, Gao Zhenpu, the chief bodyguard of Zhou Enlai and some other old comrades to carry out the activity of “Study for the Rise of China” in Lingqiu No. 1 Middle School. Second, relying on the New Oriental Self-Improvement Fund, we provided subsidies of 2000 Yuan per person for 25 poor students enrolled in university, coordinated Japanese friends and the entrepreneurs in Lingqiu to donate more than 100,000 Yuan for the poverty-stricken students. Third, we coordinated the China Youth Publishing House, Children's Press, Guanghua Science and Technology Foundation, the China Youth Development Foundation and other units affiliated to the Central Committee of the Youth League to donate books worth 650,000 Yuan and projection equipment worth 300,000 Yuan for the primary and secondary schools and the towns of Qiuling. Through the Rural Youth Work Department of the Central Committee of the Youth League, we coordinated the National Accounting Institute to donate 186 sets of audio-visual equipment and computers and set up a computer skill training room in the Party School of the County Party Committee. Fourth, we supported Lingqiu County to apply for the renovation of two township hospitals and ten village-level clinics.

　　【Construction of the League’s grassroots organizations】 We actively explored new ways of combining the League's grassroots organization building with poverty alleviation, and always adhered to the combination of the League's work and poverty alleviation to establish effective organization carriers and work carriers. First, we initiated the first county-level association of rural leaders in getting rich in Shanxi Province, helped complete the registration and relevant procedures, formulated the association charter, and set up the council and other leadership agencies as well as six branches of the association respectively for leaders in vegetable growing, food growing, fruit and forest industry, breeding, processing of farm produce and rural youth leaders. The association has 446 members and 166 specialized cooperatives, and invited the experts from the Chinese Academy of Agricultural Sciences and Beijing Forestry University and the entrepreneurs of Shanghai Zhongdu, Shandong Shouguang and Beijing Xinfadi to act as the technical advisers and industrial development consultants. Relying on the association, we carried out technical exchanges and training, cultivation and promotion of new superior species, market information distribution and external marketing to achieve the goal of "technical backbones for each town, leader of becoming rich for each village”. Second, we set up the first college student village cadre League Labor Union Committee for 216 college student village cadres in Shanxi Province to promote the realization of the college student cadres’ self-management, self-education and self-service and the establishment of a public opinion feedback mechanism, preparing outstanding personnel for the social management of grassroots units and extending the coverage of poverty reduction. At present, the Labor Union Committee has 15 members, including one secretary and three deputy secretaries, who were all elected through open competition. On this basis, we promoted the realization of three 100% of university student village cadres: 100% of the university student village cadres who meet the conditions for League cadres became the grassroots cadres of the Youth League; 100% of the university student village cadres got involved in the employment and entrepreneurship of the rural youth, and 100% of the university student village cadres were the targets of the county and township-level organizational departments.
