Poverty Alleviation of State Tobacco Monopoly Administration

      【Overview】  In 2011, under the correct leadership of the CPC Central Committee and LGOP, the State Tobacco Monopoly Administration (STMA) earnestly implemented the spirit of the 17th National Congress of CPC, the fifth and sixth plenary session of the 17th CPC Central Committee, studied and implemented the scientific outlook on development, adhered to the values of “national interest first and interests of consumers first”, under the guidance of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, returned to society with love, continued to uphold the tenet of supporting the real poor, highlighted the improvement of people's livelihood, focused on infrastructure construction and economic development, water conservancy construction and agricultural development, supported education and health industry and completed the objectives of the planning, making a new contribution to the poverty reduction and economic and social development of the two counties.

      【Conventional poverty alleviation projects】 The party committee of the State Tobacco Monopoly Administration attached great importance to the anti-poverty work. At the beginning of 2011, on the basis of summing up the poverty reduction work of the previous year, the poverty alleviation office formulated the planning for poverty reduction in 2011. Based on the actual situation and field research, in order to solve the most pressing problems related to the interests of the masses, increase the income of the poor, focusing on infrastructure construction, we invested 6 million Yuan to the two poor counties for the implementation of 46 projects (23 in Yunxi County and 23 in Zhuxi County)   in six categories, namely infrastructure construction, poverty-relief relocation, industrial development, water conservancy construction, social undertakings and technology education, directly benefiting nearly 410,000 people in 195 villages of 31 towns of the two counties.

      【Industrial poverty alleviation】 In 2011, the State Tobacco Monopoly Administration invested tobacco-water matching funds of 21.482 million Yuan in Yunxi and Zhuxi, including 8 million Yuan for the construction of 200 bulk curing barns in Yunxi and 13.4824 million Yuan for Zhuxi to build 10 tobacco-water projects, four ponds of 2000 cubic meters, six pipelines of 70 km, five tractor roads of 20 km and 80 bulk curing barns, purchase 150 sets of tobacco production machinery equipments and set up 17 seedling greenhouses.

      The infrastructure construction not only improved the production and living conditions of the farmers in mountain areas, but greatly boosted the development of tobacco production, increased the income of farmers and vigorously accelerated the pace of poverty reduction, known as “livelihood project” and “benevolent project” in local areas.

      【Construction of Jinqian River Bridge and Zhuxi River Rubber Dam】 The State Tobacco Monopoly Administration invested 4 million Yuan of relief funds in the two counties this year, 2 million Yuan for each. Plus the matching funds of the two counties, the relief funds were mainly used to construct the Liulang Jinqian River Bridge of Yunxi County and the Zhuxi River Rubber Dam of Zhuxi County. At present, the former project was completed and put into operation, which fundamentally solved the difficulties for more than 40,000 people of Hexi and Jiahe of Liulang Town to cross the river and transport goods, ending the history of bearing heavy goods on shoulders and back of local residents. Zhuxi River Rubber Dam was also completed and put into use, which effective reduced the harm of floods and protected the 50,000 residents along the river and at the lower reaches of the river in Shuiping Town of Zhuxi County. The flood control by nearly 4000 mu of farmland and No. 305 Provincial Freeway is of great importance to promoting social development, protecting social stability and sustainable economic growth, and promoting the prosperity of urban and rural areas.

      【Field research on poverty alleviation】  From April 12 to 16, 2011, Vice Director Sun Guifang headed a delegation to carry out field research in the poor mountain areas of Shiyan City, Hubei Province. We held talks with the leaders of the two counties, listened to the principals’ introduction to the poverty situation of the poor counties, conducted in-depth survey on the infrastructure, education and health situation of the poor counties, conducted in-depth study jointly with the sending deputy county chief and the comrades of the poverty alleviation on the anti-poverty work principles, specific implementation plans and the construction of Liulang Jinqian River Bridge of Yunxi County and Zhuxi River Rubber Dam of Zhuxi County in which we invested 4 million Yuan, and achieved good results.

      【Sending cadres for poverty alleviation】 In 2011, the State Tobacco Monopoly Administration sent two high-quality capable excellent cadres with good work style  – Liu Zhiyou and Tong Guanhua to carry out anti-poverty work in the poor counties. Since the State Tobacco Monopoly Administration began to send high-quality, capable, excellent cadres with good working style to support anti-poverty work in poor counties in 1977, 25 young excellent cadres have been successively sent to Shiyan to struggle together with the poor through thick and thin, give instructions on anti-poverty work and participate in poverty reduction. They overcame many difficulties such as family life, worked hard in the poor areas with highly responsible work attitude and great love for the poor and made a positive contribution to the poverty reduction of mountain areas, widely praised by local cadres and the masses. Through field research and practice, these comrades accumulated abundant experience in grass-roots work, had a better understanding of the rural situation, built up profound friendship with the masses and enhanced their overall capability.
