Poverty Alleviation of State Administration of Radio, Film and Television

      【Overview】 In 2011, the State Administration of Radio, Film and Television (SARFT) seriously implemented the deployment and requirements of the government on poverty alleviation and development. Based on the actual situation of radio and television program service, taking it as an important part of the anti-poverty work to boost the development of radio, film and TV industry in impoverished areas, SARFT strengthened the radio, film and TV work and actively promoted the rural cultural construction in poor areas. First, starting with the implementation of the project of "extending radio and TV coverage to every village" and rural movie show project, SARFT established and improved the radio, film and TV public service system; Second, SARFT continued to study and implement various support policies and provide special support for western regions and the poor areas in the east and central China; Third, giving full play to the advantages of radio, film and TV industry, SARFT earnestly supported the poor areas to develop radio, film and TV industry, helped the local masses solve actual difficulties in production and lives, and continued to promote the implementation of comprehensive and optional anti-poverty projects.

      【Project of "extending radio and TV coverage to every village"】The main objectives for the "12th Five-Year Plan" period is: According to the requirements of consolidating the results, expanding the scope, improving the quality and improving services, adhere to unified planning, orderly implementation and government-led graded responsibility system, insist on results-oriented poverty reduction based on local conditions, meet the basic needs first, conduct poverty reduction on a voluntary basis, strive to provide radio and TV programs for more rural households and basically achieve the full coverage of rural households of the radio and TV program. There are two major construction tasks: First, continue to solve the radio and TV program problem of the “blind” villages not covered by the radio and TV program in remote rural areas with poor natural conditions through providing live satellite TV programs, and address the radio and TV coverage problem of the natural villages with access to electricity with less than 20 households and the rural areas that got access to electricity recently; Second, strengthen the infrastructure construction for the wireless transmitter stations in mountainous areas to further consolidate and enhance the effectiveness and level of radio and TV programs for the rural masses covered by wireless transmitter station service.

      The impoverished regions in central and western areas are the key areas of the project of "extending radio and TV coverage to every village". In the allocation of central funds, the state always gives priority to these areas. As for the coverage of the “blind villages”, the state allocated relief funds for western regions and key counties according to the standards for western poor counties, the regions concentrated with poverty-stricken people, old revolutionary base areas and minority areas, supported the project construction in 589,278 natural villages with less than 20 households with access to electricity, 7,083 administrative villages newly equipped with power grid and 97,482 natural villages with less than 20 households that were newly equipped with power grid, provided subsidies in full for Tibet Autonomous Region, arranged central subsidies in the ratio of 2/3 for Xinjiang Uygur Autonomous Region and the Tibetan areas of Sichuan, Yunnan, Gansu and Qinghai, issued central subsidies in the ratio of 1/3 for the natural villages with less than 20 households in other remote poverty-stricken areas; and allocated subsidies in the ratio of 1/3 for the remote forest farms. As for the infrastructure construction for radio transmitter stations in mountain areas, the state supported the infrastructure improvement of 1229 rural backbone radio transmitter stations under harsh conditions with full-time special duty undertaking the task of rural area coverage, mainly helped them upgrade the computer room, water, electricity and fence building, aiming to solve the most pressing problems in the development, improve the basic working conditions and ensure the normal operation. The state provided subsidies in full for the station construction in Tibet Autonomous Region and the three prefectures of South Xinjiang (including Xinjiang Production and Construction Corps); provided 75% of the central subsidies for the key counties of other western regions and central areas, as well as the western counties and old revolutionary base counties of Fujian Province that were subsidized as key poor counties; and arranged 50% of the central subsidies for other central regions, old revolutionary base areas of Fujian and Yimeng areas of Shandong Province.

    2011  is the first year for the implementation of the project of "extending radio and TV coverage to every village" during the “12th Five-Year Plan” period. The state allocated 827 million Yuan of funds for the project construction and completed the unified bidding for 3.54 million sets of DBS receiving equipments. The relevant provinces (autonomous regions and municipalities) are actively organized the equipment distribution and installation work.

      【Rural movie show project】 As of the end of 2011, the rural areas of China had been equipped with a total of 246 rural digital cinema lines, 48,141 sets of digital projection equipment, 476,902 digital projection teams and 201 satellite programs receiving stations. 2452 films can be ordered at SARFT’s digital program management center platform, including 1588 public welfare films and 864 commercial films. A new pattern of digital film screening for rural China was established. A total of 8,123,100 films was showed for the rural residents in 2011 and the number of audience exceeded 1.75 billion, exceeding the annual task.

      In 2011, the state allocated 665 million Yuan of subsidy funds for the rural film screening in 22 provinces and autonomous regions in the central and western areas and 94 million Yuan of rewards for 10 eastern provinces and autonomous regions, and the total subsidies and rewards amounted to 759 million Yuan. Meanwhile, it purchased 292 sets of digital cinema projection equipment with the balance of annual bidding funds and sent the equipment to the rural areas in the central and western regions. At this point, a total of 600 million Yuan was issued in the purchase of digital cinema projection equipment for rural areas during the “11th Five-Year Plan” period according to the plan of the state.

      The rural film work presented many new bright spots in 2011. First, theme screenings became dominant. The rural digital cinema companies of various regions organize the film projection activities with the theme of “celebrating the 90th anniversary of CPC” in a variety of forms, highlighting the feature of theme film projection. Second, we explored the establishment of the mechanism for charity film screening. In 2011, there were 206 new charity films, up 66% over 2010. A total of 38.54 million Yuan of funds were issued for the program in rural market and a market operation mechanism for rural film projection was gradually established. Third, it became a consensus to strengthen the supervision. The provinces strengthened the supervision of the screenings, steadily pushed forward the construction of provincial digital projection regulatory platform for rural films and made rural film develop from scale projection to standardized operation, effectively improving the market operation and sustainable development capacity of rural digital cinemas.

      【DBS service for all rural households】 In late September 2011, we began to provide direct broadcast satellite public service in the country in order to achieve full coverage of rural areas without access to national cable network of DBS public service as soon as possible. DBS users can receive 25 sets of free satellite TV programs, 17 sets of satellite broadcasting and local digital TV programs. To this end, the SARFT formulated and issued the "Operating Procedures for DBS Reception Facility Service (Trial)". The DBS Center and the Radio and TV bureaus of various provinces (autonomous regions and municipalities) and local service agencies actively carried out the DBS region division work, and set up DBS reception facility service centers and installation service teams to vigorously develop the DBS service for all rural households. Ningxia Autonomous Region Radio and TV Bureau and the relevant Internet companies attached great importance to the work, took the lead to implement the DBS service projects for all rural households in the region at the end of 2011, completed the project construction in early February 2012, set up 144 service offices and provided DBS service for nearly 700,000 households, basically achieving full coverage of rural areas of DBS service.

      【Fixed-point poverty alleviation】 In 2011, SARFT was designated to provide counterpart support for Ganzi Prefecture of Sichuan Province. First, it further promoted the construction of key radio, film and television projects and constantly expanded the coverage of radio and TV program in Ganzi Prefecture. In cooperation with the relevant departments, SARFT actively arranged and allocated operation and maintenance subsidies for the radio, film and television projects in Ganzi Prefecture, greatly expanding the coverage of the project. The radio and television programs’ coverage rate respectively increased from 60% and 55% in 2006 to 88.73% and 88.12% in 2011. Second, it intensified propaganda and continued to provide equipment, program and financial support. “Topics in Focus” of CCTV developed a program for Ganzi Prefecture and six grassroots work reports to publicize Ganzi to enhance its influence. The central radio made active use of reference materials and other channels to reflect the local economic and social development and various difficulties and strive for the support of relevant policies; The SARFT donated two HD editing workstations and multi-channel broadcast monitoring system worth 1.126 million Yuan to Ganzi Prefecture to support the newly built Ganzi Reporter Station of Kangba TV and Litang County; donated 10,000 radios worth 990,000 Yuan to the farmers and herdsmen of Ganzi; donated 30 TV programs and movies to enrich the spiritual and cultural life of local people; donated 50 sets all-in-one machines and one set of virtual studio equipment worth 700,000 Yuan; mobilized the staff to donate 450,000 Yuan, subsidized 278 excellent students in non-compulsory education period from five poor counties; and raised 240,000 Yuan for local primary school building and as the cost of living of 100 students in three years through large-scale public events organized by the radio station. The Movie Channel and China Foundation for Poverty Alleviation jointly organized the “Care Package” universal public service activity - care package project, mobilized social forces to donate care packages, organized one-on-one care for disaster-hit areas and the students or families of poverty-stricken regions, and donated a total of 2.3032 million Yuan, some of which was donated to Ganzi Prefecture. Third, actively organize staff training and strive to improve the quality of radio and television work teams. We invested 700,000 Yuan of training funds for the training of 175 local radio and television technicians and cadres, involving announcers, radio and television engineering technology, management cadres, etc, greatly improving the professional level and overall quality of the radio and television work teams of Ganzi Prefecture and effectively boosting the development of radio, film and television industry of Ganzi Prefecture. At the same time, we sent backbone anchormen and radio and TV technicians to act as leaders in Ganzi’s radio and TV stations to guide their work.
