Poverty Alleviation of Ministry of Housing and Urban-Rural Development

      【Overview】 In 2011, the Ministry of Construction of Housing and Urban-Rural Development conscientiously implemented the "Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020) ", actively coordinated relevant departments to increase efforts on the renovation of dilapidated houses of poor rural areas, and supported the poorest rural households living in the most dangerous houses to solve the basic safe housing problem. Meanwhile, it went on with the fixed-point poverty alleviation work.

      【Pilot projects of renovation of rural dilapidated houses】 In 2011, the central government arranged grant funds of 16.6 billion Yuan to support the renovation of dilapidated houses of 2.65 million impoverished rural households, including the innovation of dilapidated houses for 200,000 poor households in border areas and the building energy efficiency demonstration of 90,000 poverty-stricken households in the pilot areas of the northeast, northwest and north China as well as Tibet Autonomous Region combined with the renovation of dilapidated houses. The pilot area was expanded to cover all the central and western regions. The capital investment and task arrangements both exceeded the total of the previous three years, giving priority to the western regions, especially the old revolutionary base areas, minority, border and poor areas. The task in the western regions accounted for more than two-thirds of the total task.

      As of the end of 2011, 99.9% of the pilot projects of rural dilapidated house renovation was launched and 97.8% was completed; 98.4% of the pilot projects in the frontier areas was launched and 86.1% was completed; 99.7% of the building energy efficiency demonstration projects was launched and 89.9% was completed. Through renovating dilapidated houses in rural areas, we solved the safe housing problem of a large number of poor residents, not only boosting the economic development in rural areas, but also increased the income of farmers; not only improving the management ability of grassroots areas, but also making grassroots cadres closer to the masses; not only narrowing the gap between housing conditions of farmers, but also changing the backwardness of rural areas, welcomed by the majority of farmers and grassroots cadres.

      【Fixed-point poverty alleviation】 In 2011, giving play to its department advantages, the Ministry of Housing and Urban-Rural Development continued to support the housing and urban-rural development of Jianzha County and Zeku County of Huangnan Tibet Autonomous Prefecture of Qinghai Province. It allocated 12.6 million Yuan of central subsidy for the renovation of dilapidated houses of 2100 rural households; issued 160 million Yuan of central subsidy for the construction of 4624 safe housing projects for urban residents; arranged 130,000 Yuan to support Zeku County Construction Bureau to repair the office building and purchase office equipment; and arranged 114,000 Yuan for the free training of planning and construction management and technicians of the two counties for 35 people.
