Poverty Alleviation of Ministry of Land and Resources

　　【Overview】 2011 is the first year for the implementation of the National 12th Five-Year Plan. The Ministry of Land and Resources conscientiously implemented the spirit of the central work conference on poverty alleviation and development. According to the requirements of the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Promoting Fixed-point Poverty Alleviation” and the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, based on its management function, giving play to sectoral and industrial advantages of land and resources departments, the Ministry of Land and Resources actively transformed the poverty alleviation patterns, determined the guiding ideology of planning-based poverty alleviation by project construction, integrated the resources of land and resources departments and established the large-scale poverty alleviation mechanism to combine the work of land resource management center with the poverty alleviation and development. After LGOP designated the Ministry of Land and Resources to provide counterpart support for Wumeng Mountain area, the party committee of the Ministry of Land and Resources attached great importance to the anti-poverty work, held the party meeting on poverty alleviation and development, increased efforts for poverty alleviation and development and timely adjusted the members of the leading group for poverty alleviation and development.

　　【Poverty alleviation and development effects】 Starting with the groundwater resources and mineral resources exploration, geological disaster prevention, mine geological environment recovery and management, land remediation, new rural construction, agricultural geological survey and farming training, we made steady progress in promoting the poverty alleviation and development in Wumeng Mountain area and the poor areas for fixed-point poverty alleviation in the new era.

　　In 2011, the Ministry of Land and Resources implemented eight measures to support Gan County. Hantang Village in Jiangkou Town of Gan County, Jiangxi Province has become a model village for new rural construction, a model village for farmhouse happiness tourism and a civilized village for new rural construction as well. Ganxian Land and Resource Hope Primary School with more than 500 pupils which was built with financial aid of the Ministry of Land and Resources was officially put into operation in autumn 2011. The construction of the Xiangmei-Xinliang Highroad in Yangbu Town of Gan County was completed. 4 million Yuan was invested in the Luoxiandong – Longtanxia Tungsten Ore prospective study and 2 million Yuan was put in the Gan County-Dingnan County rare earth ore survey. Gannan’s 15 environmental governance projects were approved with project funds of 75.65 million Yuan.

　　The new rural construction projects in Shangyou County and Huichang County were successfully completed. In 2011, the Ministry of Land and Resources launched the entire village advancement projects for new rural construction in Shexi Town of Shangyou County and Xijiang Town of Huichang County and completed the village planning and building, renovation of dangerous school buildings, road and infrastructure construction, the construction of drainage facilities, industrial development and other projects, greatly improved the living standards of the masses and the production and living conditions of local areas.

　　Xintian County of Hunan Province is another main battlefield of the fixed-point poverty alleviation of the Ministry of Land and Resources. In 2011, we mainly completed the 1:10000 hydro-geological survey of 550 square kilometers in Xintian County, geological survey of 705 karst springs and 49 underground rivers, discovered the karst geological features and development law, the karst hydrogeological conditions, the distribution characteristics of karst water resources and the conditions for karst groundwater development and utilization in Xintian County, identified six water-rich blocks, making a contribution to the rational development of underground water and effectively alleviating the water problem for people and livestock in impoverished regions. We discovered in the agricultural geological survey a large area of ​​selenium and zinc-rich soil, accounting for 66% of the arable land of Xintian County, making an important contribution to the agro-ecological environment improvement, the development of organic agriculture and the development of modern agriculture.

　　The new rural construction in Tanwenxi Village was completed. We mainly conducted comprehensive governance of farmland, water, road, forest and villages through increasing investment in infrastructure construction to comprehensively improve the rural production and living conditions. First, a big amount of funds was invested in the comprehensive land management. The Ministry of Land and Resources allocated 14.43 million Yuan of land remediation funds, 3 million Yuan of comprehensive agricultural development project funds and 10 million Yuan of other project funds, implemented the Tanwenxi-centered land management project of 392 hectares, increased farmland area of 14.1 hectares, and built 8 tractor roads of 3.5 kilometers and floodwater drainage and irrigation canals of 6.9 kilometers. Second, the large-scale project construction improved the production and living conditions. Through implementing a number of large-scale projects, covering land leveling, comprehensive agricultural development, unobstructed accessibility works and rural drinking water projects, we improved the agricultural infrastructure of the village. Third, the "large-scale integration" promoted the entire advancement of five villages. We implemented the entire district advancement for poverty reduction with Tanwenxi Village as the center to promote the anti-poverty work in Shangfeng, Tangping, Luojiaping and Qixianshan Village. Meanwhile, through scientific planning for housing construction, protection and renovation of old villages, strengthening land remediation and grassroots democratic management, Tanwenxi Village took on a new look and became a well-known civilized village.

　　We held four knowledge-based training courses for farmers in Ganzhou City of Jiangxi and Xintian County of Hunan and a total of 160 people attended the training. Experts of agricultural science and technology were invited from Shouguang City of Shandong Province and Ganzhou City of Jiangxi Province to give lectures on breeding and planting for the farmers, which played a positive role in helping the farmers of poor areas embark on the path to prosperity.

　　【Field research for poverty reduction】 The Leading Group of the Ministry of Land and Resources for Poverty Alleviation carried out field research on in various forms on the poverty reduction in contiguous poor areas, industrial poverty alleviation and fixed-point poverty alleviation. In April 2011, we joined in the research group for survey on the boosting the development of Wuling Mountain area and carried out field research in four counties of Enshi Prefecture of Hubei and two counties of Chongqing City, participated in the preparation of the “Report on the Development of Wuling Mountain Area of Hubei and Chongqing”, providing a policy basis and advice for the formulation of the “Planning for Regional Development and Poverty Reduction in Wuling Mountain Area”. In November, we went to Langzhong City and Yilong County of Sichuan and Wulanchabu City of Inner Mongolia for field research on poverty reduction, held talks with local land departments and poverty alleviation departments, and went to Jiangxi Province many times to understand the needs of poor areas for land and resource management. We organized the field research for the fixed-point poverty reduction in Ganzhou City, Gan County, Shangyou, Huichang and Xunwu County of Jiangxi and Xintian County of Hunan Province.

　　【Mechanism innovation for poverty alleviation】 The Ministry of Land and Resources conscientiously studied and implemented the new arrangements and requirements of the CPC Central Committee for poverty alleviation and further enhanced the sense of mission and responsibility. On the new stage for poverty alleviation and development, we should standardize and institutionalize the anti-poverty work, effectively implement the pro-poor measures and enrich the poverty relief ideas and contents. In the fixed-point poverty alleviation on the new stage, the party committee strengthened the leadership for anti-poverty work and the ministerial leaders personally gave guidance for the work. We clarified the responsibility for specific departments, established the new mechanism for poverty alleviation and development and the mechanism for communications, and strengthened field research and communications for anti-poverty work.

　　【Publicity of poverty alleviation】 The Ministry of Land and Resources actively participated in the “Exhibition on China’s Poverty Reduction Achievements in the New Decade” held by LGOP and displayed its achievements in the fixed-point poverty alleviation. It constantly strengthened the publicity of poverty alleviation and development and created an atmosphere for the whole system to get involved in the anti-poverty work.

　　【Liaison work of Wumeng Mountain area】 The State Council Leading Group of Poverty Alleviation and Development designated the Ministry of Land and Resources to be responsible for contacting Wumeng Mountain area. In response, the Ministry of Land and Resources held the party committee meeting to make deployments on the poverty alleviation and development work on the new stage and required the staffs to unit as one to do a good job of poverty reduction and complete a new round of anti-poverty work. It developed the policy measures to support the economic development and poverty reduction in Wumeng Mountain area and other contiguous poor areas with particular difficulties and increased support for these areas, making a new contribution to the economic and social development of Wumeng Mountain area and other contiguous poor areas with particular difficulties and the improvement of the living standards of the masses in poor areas.
