Poverty Alleviation of Ministry of Human Resources and Social Security

      【Poverty alleviation by sending cadres】 In 2011, the Ministry of Human Resources and Social Security was designated to provide counterpart support for three poor counties, namely Tianzhen County of Shanxi Province, Huoshan County and Jinzhai County of Anhui Province. Since 2010, the sending cadres have to serve in the poor areas for two years instead of one year. In 2011, the six cadres designated in 2010 continued to support the poverty relief work in the counties for fixed-point poverty alleviation, of whom three comrades served as the standing members of county part committee and deputy county chiefs and three acted as cadres of the towns and development zones.

      【Intellectual poverty reduction】  First, continue the usual practice to strengthen the training of cadres. In 2011, the seminars of department cadres, trainings of division cadres and the trainings of young cadres held by the Ministry of Human Resources and Social Security as well as the East-West civil servant pairing-off poverty reduction training courses held by the bureau of civil servants attracted more than 80 people to participate, including the young cadres or the organs, town cadres and county leaders of the relevant counties. The trainings and exchange with the organ leaders of the Ministry of Human Resources and Social Security broadened the horizons and thinking of the cadres of the poor counties, enriched their knowledge and enhanced their poverty alleviation capacity. Second, actively hold professional and technical personnel trainings. We coordinated and arranged some teachers and doctors of poor counties to practice in the key middle schools and Class III Grade A hospitals in Beijing to continuously improve their professional skills and practical ability. We also actively assisted Tianzhen County of Shanxi Province to organize more than 30 agricultural technicians to carry out field research and receive trainings in developed regions for twice to learn vegetable planting technology and agricultural industrialization management knowledge and experience and provide strong support for the agricultural industrialization. Third, actively carried out intellectual poverty reduction and invited agricultural experts to give technical guidance on the planting of cash crops like vegetables in the poor counties.

      【Employment support and skills training】 Employment support and skills training are the functional advantages of the Ministry of Human Resources and Social Security. In order to do a good job of employment support and skills trainings, the ministry coordinated Anhui Provincial Department of Human Resources and Social Security to increase one returned migrant worker innovation park for Huoshan County and Jinzhai County with financial aid of 1.5 million Yuan. We tried to set up University Graduate Venture Park based on the returned migrant worker innovation park, provided more than 100 working posts and recruited 30 college students for “three supports and one assistance”. Meanwhile, we fully exploited the employment potential and actively guided and encouraged self-employment of laid-off workers. In 2011, 33 entities were set up to provide employment opportunities for nearly 600 laid-off workers. We actively promoted the job skills training projects for students from needy families in poor counties, selected poor students to receive free or half free education in senior technical schools involved in the fixed-point poverty alleviation of the Ministry of Human Resources and Social Security aiming to improve the quality of poor students and increase job opportunities for them. In 2011, Jinzhai County increased 3600 working posts and provided employment for 1860 laid-off workers, transferred 8000 rural labors, organized re-employment trainings for 600 people, venture trainings for 180 people, senior technical trainings for 100 people and new technician trainings for 20 people. The registered urban unemployment rate was controlled below 4%. One full-time staff member was added to the labor and social security office of each town and one labor and social security assistance was arranged for each village, forming the three-level labor and social security service network, covering the counties, towns and villages. In 2011, more than 7 million Yuan of petty loans was issued to the business entities, which greatly supported the work of entrepreneurship driving employment.

      【New rural endowment insurance policies】 In 2011, the pilot projects of new rural endowment insurance were further implemented and the coverage was further expanded. At the end of 2011, all the rural seniors of 60 years old in line with the requirements in the 3 counties could get pensions of no less than 55 Yuan per month, which helped the impoverished seniors address some actual difficulties. In Huoshan County, for example, smooth progress was made in the implementation of pilot projects for new rural endowment insurance. The pilot project was called by the local cadres and masses as “the largest pro-poor project” and was widely welcomed. In 2011, the insurance participation rate reached 90%, basic pensions were issued to nearly 50,000 people per month and the pension issuance rate reached 100%. In 2011, the central government subsidies and provincial matching funds for the new rural endowment insurance were allocated in full. Taking the pilot new rural endowment insurance as the “commander” project, Jinzhai County seriously implemented the project and made steady progress in project construction. The insured farmers of the county had high enthusiasm to participate in the rural endowment insurance system and over 90% of the rural residents were insured. Nearly 75,000 elderly people above 60 received the basic pension. In 2011, in Tianzhen County of Shanxi Province, 102,314 people were covered by the system, actually 85894 people were insured, and the insurance participation rate reached 83.95%. A total of 2.2936 million Yuan of insurance premium was collected and the personal account balance was 12.9954 million Yuan. As of the end of 2011, nearly 20 million Yuan of basic pension was issued to more than 24,000 farmers above 60 through financial institutions.

      【Construction of urban and rural social security systems】  The Ministry of Human Resources and Social Security actively conducted wider collection of ”5-in-1 Insurance” and established the social insurance system covering both urban and rural areas. Focusing on private enterprises and individual units, Huoshan County further expanded the coverage of endowment insurance, unemployment insurance, medical insurance, employment injury insurance and maternity insurance and, according to the principle of "systematization, multi-level, wide coverage and moderate level", further improved the urban and rural social security systems. A total of nearly 20,000 people participated in the endowment insurance and nearly 20 million Yuan of pension was issued to 4300 retired people; 17,000 people participated in the unemployment insurance and 12 million Yuan was issued to 3,400 people; 2800 people participated in the medical insurance and 11 million Yuan of basic medical insurance proceeds was issued; 2700 people participated in the employment injury insurance and more than 10 million Yuan of insurance proceeds was issued; and 17000 people participated in the maternity insurance and 1.8 million Yuan of insurance proceeds was issued. In Jinzhai County, the number of participants of the basic endowment insurance, unemployment insurance, medical insurance, employment injury insurance and maternity insurance respectively reached 19000, 20000, 24000, 16000 and 15800. The wider collection of “5-in-1 Insurance” advanced solidly with expanded coverage, which effectively addressed the practical difficulties of the participants.

      【Poverty alleviation by science and technology】  In 2011, experts and scholars were invited to give over 30 lectures and consulting in the 3 poor counties, greatly promoting the conversion of cadres and the public’s ideas. For example, we helped Huoshan County of Anhui Province develop the independent technology innovation program. The county government allocates 5 million Yuan per year as special funds for technology innovation to support the technology enterprises engaged in high-tech product R&D, production and service and reward the enterprises and excellent technology talents engaged in independent technology innovation. The government also issued more than 2 million Yuan of special funds for the research of applied technology and the development of technological projects. We actively applied for the cultivation of high-tech enterprises and high-tech products to accelerate the pace of intellectual property and patent work. We organized the productivity promotion center to strengthen the construction of technological service platforms, created a professional team of science and technology correspondents to steadily boost the development of agricultural technology; actively established a platform for the communications between enterprises and universities and research institutes to promote their cooperation, successively signed cooperation agreements or letters of intention with Wanxi College, Anhui University of Engineering and Nanjing University and invited experts and professors to visit Huoshan County for many times, reaching agreements on the cooperation in a number of projects. In 2011, for the second time, Huoshan County was titled as Advanced County for National Technology Advancement assessment and the Advanced Collective with Outstanding Performance in intellectual property rights training. After that, Huoshan County actively applied for the construction of provincial high-tech development zone and national high-tech industrial base.

      【Invite investment for poverty alleviation by project implementation】  Invite investment for poverty alleviation by project implementation is the key work of fixed-point poverty alleviation and an effective way to reduce poverty. For eight consecutive years, No. 1 Document of Huoshan County government was about the investment attraction and invitation. The sending cadres successively went to Xiamen, Fuzhou, Quanzhou, Shenzhen and Dongguan for field research and contacted a number of entrepreneurs and investors of Beijing, Jiangsu, Fujian and Guangdong. An increasing number of businessmen visited Huoshan County. Under the leadership of the sending cadres, in 2011, the county invited investment of 54 million Yuan, completing 135% of the total task, making a positive contribution to the economic development of Huoshan County. As for project application, based on its functions of human resources and social security, the Ministry of Human Resources and Social Security contacted many parties concerned and actively applied for financial fund projects to the relevant ministries, commissions and government departments. In 2011, it successfully applied for the financial funds for the construction of the migrant workers’ innovation park. As a result, the number of migrant workers’ innovation parks in Huoshan County reached five and that of Jinzhai County reached two. In addition, we assisted Jinzhai County to strive for financial aid for the relocation of the hospitals of traditional Chinese medicines from the state and got financial assistance of 12 million Yuan. We also helped Deyu Technology Development Company of Jinzhai County to apply for technical improvement funds of 1.03 million Yuan for the department of industry and credit. We actively helped Tianzhen County to apply for pilot project of establishing a platform for grassroots services of employment and social security. The previous year’s policy was still implemented and the project got construction fund of 6.6 million Yuan from the state. We continued to communicate with relevant departments of the National Development and Reform Commission and helped Jinzhai County apply for the projects of building the county and town-level employment and social security service centers, of which the county employment and social security service center will be a five-storied building with a built-up area of 4800 square meters.
