Poverty Alleviation of Ministry of Finance

　　【Overview】  The key counties for national poverty alleviation and development involved in the fixed-point poverty alleviation of the Ministry of Finance were Pingjiang County of Hunan Province and Yongsheng County of Yunnan Province. The Ministry of Finance sends two organ cadres to support the anti-poverty work in Pingjiang County of Hunan Province and Yongsheng County of Yunnan Province every year.

　　In 2011, relevant departments of the Ministry of Finance sent 35 people to carry out field research in Pingjiang County, directly invested 4.3 million Yuan and raised fund of 65.38 million Yuan to subsidize 389 students and train more than 2400 farmers. In 2011, the number of poverty-stricken people in Pingjiang County was reduced by 11,000, the per capita net income of farmers increased from 2665 Yuan at the end of 2010 to 3285 Yuan, with an increase of 620 Yuan, up 23.3%.

　　In 2011, relevant departments of the Ministry of Finance sent more than 30 people to carry out field research in Yongsheng County, directly invested 4.18 million Yuan and raised fund of 30.53 million Yuan to subsidize 416 students and train more than 1096 farmers. In 2011, the number of poverty-stricken people in Yongsheng County was reduced by 13,000, the per capita net income of farmers increased from 3317 Yuan at the end of 2010 to 4054 Yuan, with an increase of 737 Yuan, up 22.2%.

　　【Poverty alleviation planning】  Strengthen the development of planning. Based on in-depth investigation and a comprehensive understanding of the poverty situation and the progress made in the field of poverty alleviation and development, we formulated the “Planning for Fixed-point Poverty Alleviation in Pingjiang County in 2011 by the Ministry of Finance” and, based on the adjustment of the poverty alleviation planning for the new decade made by the State Council, developed the “Guiding Ideology for the Poverty Alleviation and Development of Pingjiang County in the New Decade” and the “2011-2015 Planning for Poverty Alleviation and Development by Entire Village Advancement in Pingjiang County”, which clarified the overall guideline for the poverty alleviation and development in a certain period of time in the future: “Give top priority to the eradication of absolute poverty, take key areas and poverty-stricken villages as the main battleground, adhere to the combination of development-oriented poverty alleviation and relocation-based poverty reduction, adhere to the effective convergence of poverty alleviation and the rural minimum living security system, adhere to the combination of government leadership, social poverty alleviation and self-reliance, and pay more attention to the improvement of the overall quality and the enhancement of self-development ability of the poor”.

　　【Infrastructure construction】  Focus on infrastructure construction to consolidate the results of existing projects. The Ministry of Finance strived for the S207 and G106 renovation and expansion projects, put a lot of effort on the construction of large infrastructure projects such as the Germany-funded projects, comprehensive agricultural development and water-saving irrigation project in the Huangjindong Irrigated Area. Among them, the Germany-funded projects paid attention to the application of advanced international management experience in the practice of poverty alleviation and development. It invested 21 million Yuan to launch the construction of 23 hilly ponds of the water conservancy projects and six highroads of the transport projects.

　　【Industrial poverty alleviation】 In Pingjiang, it paid attention to changing agricultural resources’ advantages into industrial advantages and development advantages, mainly provided support for the oil-tea camellia, organic tea, high-quality rice, Chinese herbs, beef cattle breeding and soybean processing and successfully strived for the contiguous agricultural development projects. In 2011, it invested 5 million Yuan to support the development of oil-team camellia of 3000 mu and organic tea of 500 mu in Pingjiang base according to the model of “company + base + rural households”, and the project construction promoted the construction of large-scale industrial bases. At the same time, relying on ecological resources and red resources, it successfully made Shiniuzhai a national geopark. It allocated more than three million Yuan of project funds for the repairing of the former site of Pingjiang Uprising, the construction of Mufu Mountain- Tianyueguan Road and other relevant projects to boost the development of the tourism industry.

　　In Yongsheng County, it invested 4 million Yuan for the construction of standardized live pig breeding base projects for industrial poverty alleviation, covering 20 poor villagers’ teams of nine towns, including Sanchuan, Yongbei, Qina, Chenghai, Renhe, Liude, etc; invested 3 million Yuan for the implementation of pilot projects of effective convergence of “two systems and supported Liude, Renhe and Dongshan Town to plant early winter vegetables of 1500 mu, breed 20,000 black-bone chickens and introduce 1035 Nubi rams; strived for the 2011 project of breeding 400 special boars and invested 400,000 Yuan to promote the Tianze Biological Development Co., Ltd in Yongsheng County.

　　【Labor training】 Strengthen centralized training of farmers to improve the quality of people. It strived for farmer training funds of 380,000 Yuan, organized 16 centralized trainings of farmers in 50 key poor villages of Pingjiang County for 2400 person-times, covering fruit tree planting, herb planting, etc, and strived for special funds of 400,00 Yuan to hold 12 technical trainings for oil-tea camellia planting in 13 big oil-tea camellia industry bases to comprehensively enhance the level of oil-tea camellia planting and cultivation and improve the productivity effects of oil-tea camellia.

　　【Convergence of two systems】 Pingjiang is a pilot county for the effective convergence of "two systems" in the country. Based on the actual situation of uneven distribution of the poor, we developed differentiated screening methods for objects of pilot program, conducted accurate identification of the objects of poverty reduction and implemented dynamic management; set up the county, town and village-level permanent publicity boards to receive public supervision; determined the industrial support direction of focusing on “two tea and one bamboo” supplemented by other farming industries, and issued the industrial development fund of 200 Yuan per person to the bank cards of rural households. In 2011, we supported a total of 752 impoverished villages, 11,637 impoverished households and 39,291 poor people to develop the industries that could lift them out of poverty. The on-the-spot meeting on the pilot work of effective convergence of “two systems” in Hunan Province was convened in Pinjiang and Pingjiang’s successful practice was promoted in the province as an example.

　　【Supervision on the management of anti-poverty funds】  Strengthen financial supervision, adhere to project publicity and include poverty alleviation projects in the publicity of county, township and village-level government affairs; strengthen the management of funds, formulated the “Methods for Management of Financial Anti-poverty Funds of Pingjiang County”, set up the county, township and village-level poverty relief fund accounts and implement special accounting to ensure the funds were used for specified purpose; implement public supervision, set up 3-5-member villagers’ representative teams to participate in the supervision of project construction and the use of funds to effectively prevent misappropriation of relief funds and ensure that the relief funds were issued to the poor and relevant projects with certain effects.

　　Help Yongsheng County develop and improve the measures for management of key villages for poverty reduction, the management measures for the implementation of anti-poverty fund reimbursement system and the management system and methods for housing project construction technical standards, and implement the project management contract system, the system for unified purchase and management of staple goods, project assessment system as well as the supervision and management system. Based on the inspection of the use of special funds for the development of agriculture and farmers, it seriously carried out self-examination and special inspection on the use of relief funds, strengthened the supervision and management of poverty alleviation funds and agriculture-benefiting funds to promote the integration and arrangements of agriculture-related funds and poverty relief funds to improve the efficiency of the funds.

　　【Labor transfer】 It strived for 1.6 million Yuan of financial funds for the vocational technical trainings of 2000 people for the surplus labors of poor areas in 2011 and has completed the training so far. After the training, the stable employment rate reached 85% and it will bring a labor income growth of 24 million Yuan to the poor families in one year.

　　【Ex-situ poverty-relief relocation】 Continue to take anti-poverty relocation as an effective measure to change the living and development environment and increase the income of the poor relying on natural conditions. In accordance with the principle of "government guidance, voluntary participation of farmers, policy support and steady implementation", focusing on self-reliance of the masses, we made steady progress in ex-situ relocation for poverty alleviation and development. We invested financial funds of 875,000 Yuan to implement the relocation of 175 people from 40 households of Donghong Village of Dongfeng Town that was launched in 2009; provided financial subsidies of 495,000 Yuan for the resettlement of 99 people involved in ecological relocation through returning farmland to forest in Dongshan Town, and solved the water, electricity, road and industrial development problems of the immigrants.

　　【Entire village advancement】 We successfully completed the construction of 55 provincial and municipal entire village advancement projects launched in 2010 with financial subsidy of 8.25 million Yuan. To be specific, we built and repaired 13 roads of 333 km, hardened six village roads of six kilometers, built seven highroads of 40.6 km for people and horses, erected 2 low-voltage transmission lines of 4.5 km, bought 56 sets of solar generating facilities, dug and improved 40 ditches of 64 km, renovated three ponds of 2850 cubic meters, 84 water cellars of 985 cubic meters and 3 ponds of 150 cubic meters; constructed 23 drinking water projects for people and livestock and 249 matching ponds, laid drinking water pipelines of 102 km, transformed farmland of 120 mu, brightened 384 houses, planted walnut trees of 331 mu, pepper trees of 997 mu, teasel roots of 2690 mu and gastrodia of 2200 square meters, grafted 2970 walnut seedlings and vegetables of 98 mu; introduced 111 hybrid sows, 154 breeding sheep and two stud bulls; developed fishing area of 70 mu in rice field; built 77 biogas digesters and 32 firewood-saving stoves; held 55 agricultural technological trainings for 6600 person-times, set up 55 project profile monuments and successfully passed the municipal acceptance. Meanwhile, we strived for financial subsidy of 11.4 million Yuan for the first batch of projects and second batch of 76 entire village advancement projects in 2011 and the projects have been approved to be launched in the project towns.

　　【Comfortable housing project】   It invested financial funds of 2 million Yuan to complete the construction of 200 comfortable housing projects launched in 2010, an 80-square meter house per household, and passed the municipal acceptance; and strived for financial subsidy of 2.72 million Yuan for the first and second batch of 272 comfortable housing projects launched in 2011. The projects have been approved and launched in the project towns.

　　【Credit poverty alleviation】 It issued household loans of 20 million Yuan and discount funds of 7 million Yuan for leading enterprises for 2010, and strived for 20 million Yuan of household loans and 6.5 million Yuan of discount funds for leading enterprises for 2011.

　　【Construction of old revolutionary base areas】 With financial funds of 200,000 Yuan, it completed the construction of the old revolutionary base areas of Haiyao Village in Chenghai Town, newly built the Sanmianguang Diversion Canal of 4.4 km, three debris dams and six check dams, planted pinus yunnanensis of 100 hm2 and pomegranate of 50hm2 and passed the county-level examination; and strived for 500,000 Yuan of project funds for the construction of old revolutionary base areas in 2011, of which 100,000 Yuan was issued to Haiyao Village of Chenghai Town and 400,000 Yuan was for Yangwu Village of Sanchuan Town. The project was already launched.

　　【Mutual funds】  A total of 7 villagers’ teams in four towns of the county implemented the mutual fund projects with investment of 1 million Yuan, 306 rural households joined in the mutual aid society, accounting for 74.8% of the total. Loans were issued for 374 person-times, accounting for 123% of the households involved. A total of 7.7075 million Yuan of mutual funds was used for the development of flue-cured tobacco of 2300 mu, walnut trees of 562 mu, core breeding of 125 mu, globe artichoke area of 120 mu, pepper trees of 250 mu, pomegranate of 80 mu, and rice field fishing of 120 mu. In addition, we also developed breeding of nearly 10000 pigs, cows, sheep and chickens. As a result, per capita income of the benefited rural households increased by 170 Yuan and per household income increased by 680 Yuan.

　　【Entire town advancement】  We successfully completed the task of construction of entire village advancement projects in Songping Town assigned in 2009 and 2010. The total budget for the project was 74.228 million Yuan and actually 90.8659 million Yuan was invested, of which 6 million Yuan was financial anti-poverty funds and 84.8659 million Yuan was other funds and integrated funds. The project construction has been completed and passed the city and county examination. Through the implementation of entire village advancement projects, we achieved the goal of overall advancement and centralized contiguous development and enhanced the comprehensive development capacity and the level of economic and social development of the whole town.
