Poverty Alleviation of Ministry of Industry and Information Technology

　　【Overview】  In April 2011, the Ministry of Industry and Information Technology held the poverty alleviation work conference. Minister Miao Wei attended the meeting and delivered an important speech to clarify the guiding ideology for 2011-2012 anti-poverty work of the Ministry of Industry and Information Technology. In the poverty reduction, he said, the Ministry of Industry and Information Technology must give full play to its sectoral advantages, combine the development of impoverished regions with the formulation of planning, give priority to relevant enterprises and projects, actively support the industrial development of poor areas, organize relevant forces to support the poverty reduction in contiguous poor areas and the regions covered by fixed-point poverty alleviation based on local conditions and do practical things for impoverished regions.

　　After Comrade Miao Wei was appointed as the Minister of Industry and Information Technology, the Leading Group of the Ministry of Industry and Information Technology for anti-poverty work was also timely adjusted. Minister Miao Wei acted as the Head, Deputy Minister Su Bo served as the Deputy Head, and the General Office of the Ministry of Industry and Information Technology, Department of Planning, Department of Finance, Department of Personnel and Education and the party committees of the institutions directly under the Ministry of Industry and Information Technology were the member units of the Leading Group. Meanwhile, the number of member units of the Poverty Alleviation Office (subordinated to the Department of Planning) of the Ministry of Industry and Information Technology increased from 10 to 13. In such a way, it fully mobilized the enthusiasm of the departments and units under the Ministry of Industry and Information Technology to support the anti-poverty work.

　　【Industrial poverty alleviation】 Taking advantage of its strength in industry and information technology, the Ministry of Industry and Information Technology actively coordinated various resources to vigorously support the projects launched in poor areas in accordance with relevant industrial policies. Through capacity building and renovation of former enterprises, it supported the development of enterprises in the poor areas. In 2011, it supported the implementation of six projects in the poor counties involved in the fixed-point poverty alleviation, coordinated the allocation of 6.505 million Yuan to solve the employment problem of 1026 local residents and achieved profit and tax of 3 million Yuan, promoting local industrial development and making a positive contribution to the economic development of poor areas and the poverty reduction among the local masses.

　　【Implementation of poverty alleviation projects】 In order to implement the pro-poor policy, the Ministry of Industry and Information Technology organized relevant comrades to carry out field research in the poor counties (districts) of Shanxi and Sichuan to understand local production and living conditions and provide support for the construction of drinking water projects, the industrialization of farming, rural infrastructure construction, farmland and water conservancy facility construction, education and training. In 2011, the Ministry of Industry and Information Technology coordinated the allocation of 8 million Yuan of relief funds to support 30 projects of four counties (districts) with a total investment of 16.1265 million Yuan. 5.838 million Yuan was put in to support the implementation of 20 infrastructure construction projects, which encouraged the issuance of local investment of 6.129 million Yuan to solve the basic livelihood problems of local residents, including the drinking water, road and agricultural irrigation projects. 1.172 million Yuan was invested to support four education and training projects to guide the issuance of 230,000 Yuan of local investment for the classroom building and school renovation; 990,000 Yuan was put in to support the construction of six farming and industrialization projects, which guided the issuance of local investment of 1.768 million Yuan to support the development of featured farming and the implementation of agricultural industrialization projects.

　　【Poverty alleviation by sending cadres】  1. Send excellent cadres to carry out poverty reduction in the poor counties (districts) covered by the fixed-point poverty alleviation. In early 2011, it selected four from a dozen of eligible excellent cadres to carry out anti-poverty work in the poor counties (districts) covered by the fixed-point poverty alleviation.

2. Strengthen the assessment and management of poverty relief cadres. In order to promote the assessment of poverty alleviation cadres, the Ministry of Industry and Information Technology organized an assessment team to conduct the evaluation of poverty relief cadres jointly with the organizations and departments in the poor counties (districts). The strict assessment and management mechanism not only effectively supported the anti-poverty work of the poverty alleviation cadres, but also established the work style of dealing with concrete issues of the Ministry of Industry and Information Technology. In 2011, Comrade Li Yikai – a poverty alleviation cadre was titled the “Advanced Individual for National Poverty Alleviation and Development” by the State Council Leading Group of Poverty Alleviation and Development.

3. Organize the exchange meeting of poverty alleviation cadres. At the end of 2011, the Ministry of Industry and Information Technology held the exchange meeting of the poverty alleviation cadres, organized the cadres and relevant people to study the spirit of the central work conference on poverty alleviation and development held in 2011, summarized the experience of the Ministry of Industry and Information Technology in the field of poverty reduction, explored guiding ideology for the anti-poverty work in 2012 and made arrangements for the implementation of poverty reduction programs.

　　【Publicity of poverty alleviation】  1. Print on-the-spot reports on poverty reduction. The Ministry of Industry and Information Technology organized the preparation of the poverty alleviation report titled “Hand in Hand for Two Decades”, which recorded the course of fixed-point poverty reduction of the Ministry of Posts and Telecommunications, the Ministry of Electronics Industry, the Ministry of Information Industry and the Ministry of Industry and Information Technology over the past two decades, summarized the successful experience and effective practices of fixed-point poverty reduction, and displayed the spirit of hardworking and utter devotion of the workers and cadres, especially the poverty alleviation cadres, playing a positive role in promoting the fixed-point poverty alleviation in the new era.

2. Open up a special column on poverty reduction. In order to better display the anti-poverty achievements of the Ministry of Industry and Information Technology and attract, mobilize and encourage more enterprises to get involved in poverty reduction, the Ministry of Industry and Information Technology opened up a special column on poverty reduction on the website to collect relevant data on the fixed-point poverty alleviation of the Ministry of Industry and Information Technology and timely report the deployment made by LGOP for anti-poverty work, the progress made in poverty reduction, the work situation of the poverty alleviation cadres and the poverty reduction situations in the four counties (districts) for fixed-point alleviation and contiguous areas as well.

3. Communication projects for all the villages. In 2011, the Ministry of Industry and Information Technology implemented the communication projects for all the villages. In the whole year, it provided broadband service for another 17,000 administrative villages and the proportion of the administrative villages with access to broadband service increased from 80% to 84%. Meanwhile, it continued to solve the telephone line problem of the scattered residents of remote poor areas. In 2011, 12,000 remote natural villages (with more than 20 households) got access to telephone line and the proportion of the natural villages with access to telephone line raised from 94% to 94.6. In the field of information services, in the whole year, it organized the activity of information service for 7413 towns, set up 6966 information service stations, 75254 village-level information service centers, 4184 rural online database and 62755 rural online information programs. As of the end of 2011, information service was provided for 76% of the towns in China.

　　【Poverty alleviation by education】  1. University Dream Action: In 2011, to help the poor students from the four poor counties (districts) who were enrolled in universities to go on their study, the Ministry of Industry and Information Technology coordinated the investment of 80,000 Yuan to carry out the “University Dream” action and helped 55 poor students realize their university dream.

2. Mobilize social forces to support the education of impoverished counties (districts). The Ministry of Industry and Information Technology actively coordinated and contacted social forces to support the education of impoverished counties (districts). China Youth Development Foundation continued to support the construction of Hope Primary Schools in the counties (districts) covered by the fixed-point poverty alleviation to improve the schooling conditions of poor areas. Hewlett-Packard Company donated 500 notebook computers to the poor counties and districts through Bright China Foundation to support the development of local education industry. With financial aid of Texas Instruments China, the seminar on “Quality Enhancement and Capacity Building of Management Personnel and Class Teachers of Schools” was convened. Former headmaster of Hebei Hengshui Middle School Li Jinchi and headmaster of Xiangyu Education Group and famous educational management expert Lu Zhiwen were invited to deliver three reports on three themes, namely the “Theoretic Research About the Development of Education Management Personnel and Class Teachers”, the “Updating of the Contents and Means of the Development of Education Management Personnel and Class Teachers” and the “Development Path of Education Management Personnel and Class Teachers”.

　　【Activity of visiting the poor】  In 2011, the Ministry of Industry and Information Technology organized relevant cadres to visit the poor of the counties and districts covered by the fixed-point poverty alleviation in on the New Year’s Day and in Spring Festival to meet their urgent needs. On the “July 1st”, it visited some poverty-stricken old party members and delivered the party and government’s warmth and care to them. It coordinated the allocation of 60,000 Yuan of relief funds to carry out the activities of “visiting the poor” in various forms, presenting the good spirit of caring for people and doing practical things for people.
