Formulation of Poverty Alleviation Planning for Contiguous Poor Areas with Particular Difficulties

      After the work conference on poverty alleviation and development of the Central Committee of CPC, the State Council Leading Group Office of Poverty Alleviation and Development seriously implemented the spirit of the conference to promote the anti-poverty work in contiguous poor areas with special difficulties in conjunction with National Development and Reform Commission and the relevant departments.

      (I) Make overall deployment for the development of the planning for contiguous poor areas. On December 1, 2011, the first day after the central poverty alleviation and development work conference, LGOP and the National Development and Reform Commission jointly held a meeting to make overall deployments for the preparation of the poverty alleviation and development planning for contiguous poor areas and joint issued the “Circular Concerning Promoting the Preparation of Poverty Alleviation and Development Planning for Contiguous Poor Areas with Particular Difficulties” and the “Outline for the Preparation of the Planning” and clarified the scope, deadline, frame structure, objectives, key tasks, scheduling, preparation procedures and work requirements of the planning.

      (II) Focus on organizing planning preparation for the Wumeng Mountain areas and Qinba Mountain areas. In accordance with the principle of starting with the most difficult, we deployed officers to work overtime for planning preparation for the Wumeng Mountain areas and Qinba Mountain areas. To improve work efficiency and ensure the progress of work, LGOP and the National Development and Reform Commission created the planning outline and data tables, which were issued to the relevant provinces and cities on the work conference of contiguous areas held on December 1, 2011. At the same time, provinces and cities concerned were required to carry out the work. In early and middle December, relevant persons were arranged to conduct field research in the two contiguous areas. On December 8 and December 14, the work conference on the planning preparation was respectively convened in Kunming of Yunnan and Guangyuan of Sichuan; on December 19, the work conference on the coordination for planning preparation of the Wumeng Mountain areas and Qinba Mountain area was convened in Beijing and, for the first time, reviewed the preliminary planning put forward by relevant provinces. From December 11 to 29, we started the preparation of the first draft of the planning for the two contiguous areas jointly with relevant persons arranged by the provinces, aiming to report to relevant ministries and provinces for comments before the Spring Festival. The development planning of Qinba Mountain areas was also being prepared and the first draft would be completed after the Spring Festival.

      (III) Establish the system for contacting contiguous poor areas. In cooperation with relevant ministries and commission, after being approved by Vice Premier Hui Liangyu, we determined 13 units to be responsible for contacting the contiguous poor areas including the State Ethnic Affairs Commission, etc. On December 26, 2011, LGOP and the National Development and Reform Commission jointly held the work conference on contacting contiguous poor areas and made deployments for the contacts. We formally sent a letter respectively to the relevant provinces, autonomous regions and municipalities as well as liaison units to further clarify relevant affairs on contacting contiguous poor areas. The liaison units attached great importance to the work and took positive actions to conscientiously perform their duties and orderly conduct the liaison work.

      (IV) Strengthen the monitoring on statistical data of poverty alleviation in contiguous poor areas. We carried out 2010 Base- line Survey on poverty alleviation and developed a system for monitoring the poverty alleviation data of the contiguous poor areas and key counties for poverty reduction across the country, achieving the informatization, proceduralization and standardization of data acquisition, auditing, summary reporting and other work, improving the scientificalness and promptness of the monitoring of poverty reduction statistics. In addition, we edited and printed a new version of poverty map.
