Xiamen - Gansu Linxia Hui Autonomous Prefecture Pairing-off Poverty Alleviation

      【Counterpart support agreement】 On March 10, 2011, the Signing Ceremony for Xiamen City to Provide Counterpart Support for Linxia Prefecture was held in Xiamen. Vice Governor of Gansu Province Ze Bazu, Member of Standing Committee of Fujian Provincial Party Committee and Party Secretary of Xiamen City Yu Weiguo, and Mayor Liu Keqing attended the event. Vice Mayor of Xiamen Ye Chonggeng and Deputy Party Secretary and Head of Linxia Prefecture Ma Qinglin signed the “Xiamen – Lixia Hui Autonomous Prefecture Pairing-off Poverty Alleviation Agreement” respectively on behalf of the Xiamen municipal government and Linxia government. Agreement was reached on the guiding ideology, overall objectives, basic principles, organization and leadership, cadre exchange and cultivation, propaganda and media cooperation, industry collaboration, labor service cooperation and social assistance. The Agreement set the principle of current situation-based long-term development, doing the best, giving priority to livelihood projects, focusing on poverty reduction, and strengthening and promoting mutual-beneficial cooperation. Taking the counterpart support as a good opportunity, we should gradually establish a comprehensive cooperation relationship to promote advantage complementation and achieve a win-win situation. Based on the actual situation of Linxia, Xiamen determined to provide 6 million Yuan of financial funds to promote the pairing-off poverty alleviation work in the twinned regions.

      【Implementation of anti-poverty projects】 In accordance with the work agreement between the governments of Xiamen and Linxia, Linxia Prefecture government decided to invest the financial aid funds of 2 million Yuan for 2010 and 6 million Yuan for 2011 in the construction of the “Ludao Kindergarten” in Jishishan County. This project was approved by Linxia Prefecture Development and Reform Commission on April 1, 2011 with a planned total investment of 12.73 million Yuan. On May 30, 2011, Deputy Mayor of Xiamen City Ye Chonggeng and the leaders of Linxia Prefecture and Jishishan County attended the foundation-stone laying ceremony of the “Ludao Kindergarten”.

      【Counterpart support for Ningxia】 Xiamen City was designated to provide counterpart support for Haiyuan County and strived for relief materials worth 10.635 million Yuan, of which 6.4 million Yuan was financial funds, 1.115 million Yuan was social funds and 3.12 million Yuan was donated materials. It actively assisted Hiayuan County to invite merchants and investment, contacted ten batches of 60 merchants to carry out field research in Haiyuan and implemented 11 anti-poverty projects. The construction of Luohai New Village Cultural Square, cultural activity rooms, clinics, public toilets, farmers’ courtyard gatehouse, fences and gates facilities effectively accelerated the construction of a socialist new countryside in Haiyuan County. It set up the outpatient building of Haiyuan County Hospital of Traditional Chinese Medicine and increased the sickbeds of the hospital from 100 to 160. The overall service level of the hospital was significantly enhanced and the annual outpatient receiving capacity was expanded from 80,000 persons to 100,000 persons. It invested 200,000 Yuan for the development of drip irrigation water-saving facilities for the selenium sand melon project in Fengwan Village, Guanqiao Town of Haiyuan County, increasing the income by 400 Yuan per mu. In October 2011, Dean of the School of Management, Xiamen University Shen Yifeng, and Chairman of Great Wall Sinopec Group (Hong Kong) Co., Ltd Chen Kunliang headed a delegation to Haiyuan and issued grant-in-aid of 363,600 Yuan to the “Xiamen University EMBA Sino-US Inspirational Classes” of Haiyuan County No. 1 Middle School.

      To support the anti-poverty work in Jingyuan County of Ningxia, Xiamen City invested 1.6 million Yuan to help build the “Lujing Cinema”, “Jinghai Museum” and “Youth Activity Center”; put in relief funds of 400,000 Yuan for the construction of concentrated resettlement of the immigrants involved in ecological relocation of Yejia Village and helped the villagers to open “Farmhouse Happiness” to provide catering services and build the demonstration villages for the pairing-off poverty reduction. It invested 500,000 Yuan to support the construction of resettlement spots for relocated people of Zhougou Village, organized eight batches of more than 40 businessmen to carry out field research on the anti-poverty projects in Jingyuan County, and coordinated the signing of cooperation agreements between Jinyuan County People’s Government and Xiamen Huangda Bio-Technology Co., Ltd., Xiamen Baolintai Company and Xiamen Xinjiang Chamber of Commerce. It invested matching funds of 500,000 Yuan to support the construction of irrigation infrastructure for seedling industry of Xiangshui Town. Relying on intermediary organizations and the bases, it organized trainings to support labor export and trained and transferred 240 labors for Jingyuan County, resulting in income-generation of 972,000 Yuan. It actively mobilized social forces to get involved in poverty reduction by education: Xiamen General Chamber of Commerce provided student-aiding funds of 210,000 Yuan and Fujian Notch Corporate Education Fund of 200,000 Yuan to help 200 excellent students from needy families to complete their studies. Xiamen Huangda Group donated 300,000 Yuan for merging and rebuilding the primary schools of Xiaqiao Village and Shayuan Village of Xiangshui Town, solving the shortage of teaching force and the problem of re-investment in education and waste of resources. Meanwhile, a batch of athletic footwear and apparels worth 200,000 Yuan was donated to the students of five middle schools. The relevant departments actively contacted caring enterprises to carry out the activities of “Sunshine Student Aiding” and “Student Aiding in Autumn”. 400,000 Yuan was put in to subsidize 100 high school graduates enrolled in universities who came from needy families and 100 junior middle school graduates enrolled in high schools. The money will be distributed to the poor students in batches within two years.
