Zhejiang – Sichuan Pairing-off Poverty Alleviation

      【Overview】2011 is the first year for Zhejiang – Sichuan Pairing-off Poverty Alleviation during the “12th Five-Year Plan” period. Under the guidance of scientific outlook on development, Zhejiang Province earnestly implemented the spirit of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, made overall deployments for the pairing-off poverty alleviation in the “12th Five-Year Plan” period and 2011, developed the plan for pairing-off poverty alleviation of Zhejiang Province in 2011, implemented the objectives and tasks for 2011 and included them into the target assessment system, forming the working system of planning guidance, plan implementation and assessment promotion.

      In 2011, Zhejiang donated 30.685 million Yuan to 12 counties (cities, districts) of Guangyuan and Nanchong of Sichuan Province, of which 4.75 million Yuan was from the provincial units, 24.9 million Yuan was from the cities and 1.035 million Yuan was donated by social forces. It built a total of 24 new villages, six schools and rural highroads of 69 kilometers; subsidized 1101 poor students; reached agreements on 13 economic and trade cooperation projects worth 793.2 million Yuan; provided jobs for 4058 people, held trainings for 3700 people and organized labor training and transfer for 4500 people. The implementation of the above aid projects and cooperation projects speeded up the pace of poverty reduction among the farmers and effectively boosted the economic and social development of local areas.

      【Industrial poverty alleviation】In 2011, Zhejiang Province continued to focus on “blood-making” poverty reduction in the pairing-off anti-poverty work, reached agreements on 13 economic and trade cooperation projects worth 800 million Yuan and provided jobs for nearly 2000 local residents. Through providing aid for the post-disaster reconstruction of Guangyuan, it guided and promoted the industrial cooperation between Zhejiang and Guangyuan, aiming to enhance the “blood-making” function of Guangyuan and Qingchuan and accelerate the pace of post-disaster reconstruction in Qingchuan.

      【Infrastructure construction】In 2011, Zhejiang province built a total of 24 model villages for Sichuan, built 6 schools and 7 rural highroads of 69 kilometers for Guangyuan and Nanchong, solved the drinking water problem of 10,500 people and subsidized 1101 poor students through building partnership in poverty reduction. Through a series of support work to improve people’s livelihood and infrastructure, it improved the living conditions of the masses in impoverished areas and enhanced the life quality of the poor.

      【Cadre sending and training】 In 2011, Zhejiang held trainings for 3700 people from the twinned poor areas. For example, in Jiange County of Guangyuan, Sichuan, it held trainings on electric welding, sewing and leaders in getting rich for more than 1000 person-times. Through trainings, it enriched the theoretical knowledge and broadened the horizon of rural residents, enhanced the confidence and capacity of leaders in becoming rich and achieved significant results.

      【Counterpart support for Qingchuan County】In accordance with the overall deployment for Zhejiang to provide counterpart support for Qingchuan County, from 2011 to 2020, Zhejiang Province will allocate 100 million Yuan of special anti-poverty funds to support Qingchuan. In 2011, Zhejiang and Qingchuan signed the “Agreement on the Implementation of Zhejiang’s Aid Projects for Qingchuan County” and 3.95 million Yuan was issued for the first batch of projects, including 1 million Yuan for Yinxi Cherry Industrial Project of Foshan Village, Baijia Town of Qingchuan County, 950,000 Yuan for Liyuan Cultural Industrial Project of Sanlang Village, Zhuyuan Town of Qingchuan County and 2 million Yuan to subsidize rural needy families and poor students and construct public welfare projects.

      【Exchange visits】In 2011, Zhejiang and Sichuan conducted increasingly frequent exchange visits. The party and government delegation headed by Guangyuan City Party Secretary Luo Qiang went to Zhejiang Province twice for field research. Zhejiang party and government leaders respectively met with the delegation and signed relevant cooperation agreements. On September 19, Zhejiang Party Secretary Zhao Hongzhu and Governor Xia Baolong respectively met with Qingchuan Delegation and gave important instructions on the counterpart support for Qingchuan County. On May 12, Deputy Director of the National People's Congress Zhejiang Province Li Zhihai headed a delegation to participate in the activities related to the 3rd anniversary of “5.12” Wenchuan Earthquake and discussed with the leaders of Guangyuan City and Qingchuan County about the anti-poverty work in the near future. The two sides conducted 745 exchange visits. Through the exchange of visits, they not only enhanced feelings for each other, but also laid a good basis for their cooperation in the pairing-off poverty alleviation under the new situation.

      【Management of relief projects】In 2011, Zhejiang Province further strengthened the management of the aid projects and established the reconstruction project screening system, filing system and evaluation system, helping improve the projects’ effectiveness. First, further improve the performance appraisal mechanism. Strengthen the performance evaluation of the project through annual statistical evaluation, standardize project management and improve the project’s effectiveness. Second, actively establish project management mechanisms. We preliminarily set up the year-beginning audit and filing system and the year-end inspection and assessment system to promote the standardization of the reconstruction.
