Jiangsu-Shaanxi Pairing-off Poverty Alleviation

　　【Overview】2011, Jiangsu Province further promoted the pairing-off poverty alleviation, highlighted the key points and carefully organized the anti-poverty work to effectively improve the production and living conditions of the masses in impoverished regions. In 2011, according to statistics, Jiangsu Province invested a total of 24.53 million Yuan of government financial assistance funds, 550,000 Yuan of social donation funds and 3.5 million Yuan of relief materials; implemented more than 100 relief projects, built 19 schools, 15 hospitals (clinics) and rural roads of 40 kilometers; improved farmland of more than 10,000 mu; held 33 training courses for 3329 person-times; and helped the poor areas of Shaanxi transfer 26,400 labors and achieve labor service income of 310 million Yuan.

　　【Poverty alleviation by medical services】 Suzhou City’s medical service departments donated a total of 650,000 Yuan of funds and medical equipments for the twinned poor areas, held medical service trainings for 346 person-times, organized two batches of volunteer medical teams to Yulin and sent 29 medical workers to the twinned regions, provided medical services for more than 4,000 patients, cured dozens of traumatic brain injury and hypertension patients with cerebral hemorrhage, conducted more than 200 operations, successfully rescued eight critically ill patients and delivered a dozen of thematic lectures. In 2011, Wuxi provided financial aid of 250,000 Yuan for Yan’an, newly built six diagnostic rooms, pharmacies, medical rooms, observation rooms and lounges in Lei Village of Yangquan Town, Fu County and purchased medical facilities for local areas, improving the medical conditions of the masses.

　　【Poverty Alleviation by Education】Suzhou signed the “Plan for Suzhou-Yulin Cooperation in Education” with Yulin City: Yulin sent relevant education and administration cadres, headmasters and teachers to receive trainings in Suzhou and invited Suzhou’s education experts, well-known headmasters and teachers to give guidance for the work in Yulin, aiming to improve the business quality and teaching capacity of the trainees with the advanced concepts and management experience of Suzhou in the field of education. Wuxi issued aid funds of 750,000 Yuan to support the renovation of four schools and help Dangwan Primary School in Danzhou Town of Yichuan County to buy multi-media teaching equipment. Jiangyin City issued aid funds of 200,000 Yuan to set up two physics laboratories in Yanchang County No. 2 Middle School to enhance the teaching quality of the school and stimulate students' interest in learning.

　　【Industrial poverty alleviation】Wuxi City government allocated 550,000 Yuan to support the implementation of river transformation and land management in Houxinyao Village of Songshulin in Baota District, increase flat land area of 70 mu, one mu per person, and increase the basic farmland areas to stabilize local food production; and invested 1.8 million Yuan to implement six projects of poverty alleviation by agriculture and animal husbandry. The chicken farm of Yangquangou Village, Liqu Town of Baota District covers a land area of 18 mu and has 23 chicken houses. With 2000 chickens, each chicken house creates an annual income of more than 40,000 Yuan. Ganquan County has ten chicken farms that raise 20,000 chickens, increasing the income by 300,000 Yuan. Meanwhile ten fishponds were built in the rice field with an area of 8000 square meters for fish and duck breeding. The annual production capacity is 20,000 jin fresh fishes and 10,000 ducks. This program increased the income of the project households by 16,000 Yuan.

　　Changzhou selected in Ankang City the agricultural development projects suitable for local areas. The introduction and promotion of the “experimental demonstration of Changzhou’s quality japonica”, “virus-free potato seed technology promotion”, “construction of flower seedling bases in Ankang City”, “introduction, propagation and promotion of phyllostachys propinqua” and the “development of edible (medicinal) mushroom product projects of Sangzhi” in Ankang improved the crop yield and quality and promoted the development of agricultural industrialization.

　　【Intellectual poverty alleviation】Jiangsu Province actively promoted intellectual poverty alleviation and supported the development of impoverished regions through the exchange of sending cadres, organizing activities to support education and holding personnel trainings. First, it sent the Shaanxi-aiding cadres to serve as cadres in the twinned regions and, relying on the business resources of the original units, help local areas introduce funds and projects to boost the development of the industries with local characteristics, welcomed by the masses. Changzhou and Ankang sent 186 cadres to support each other’s work. Second, it held personnel trainings. Through “inviting in” and “going out”, it helped train various types of personnel; held in Nanjing City Party School the training course of party and government personnel, helped Shangluo City train 90 administration cadres at all levels; and organized relevant experts of the universities and research institutes in Nanjing to hold in Shangluo City the “Seminar on Personnel Training for the Development of Competitive Industries in Western Regions” for 161 people. Third, it strived to promote agricultural production technology. Nanjing City provided agricultural technology support for Shangluo, organized the activity of “Technological Support for Western Regions”, gave lectures on industrial management of agriculture, fruit tree planting, vegetable varieties breeding, improved animal husbandry species and disease prevention for more than one thousand local agricultural administration cadres, agricultural technicians and local rural households engaged in planting and breeding, and provided on-site guidance and skills demonstration on the farmland and poultry farms. Fourth, through labor market cooperation, training for employment, employment guidance and recommendation, it helped the residents of twinned areas find jobs and launch businesses in Jiangsu Province. 12 labor skills training schools involved in the Rain Plan successively sent 350 labors to Jiangsu, of whom 230 were transferred to Nantong who recorded labor service income of 5.8 million Yuan. Changzhou received 5766 labors from Ankang, and Nanjing received more than 2000 labors from Shangluo.

　　【Relocation】Nantong City highlighted entire village advancement and supported the relocation projects in Xianyang. 800,000 Yuan of relief funds was issued for the relocation of 40 poor households living in loess caves in Fangjia Village, Changning Town of Yongshou County, averagely 20,000 Yuan per household; integrated relevant funds to set up a model village of “three farewells” and all the 40 poverty-stricken households moved into the new houses. Tongzhou City supported the housing construction for 35 immigrants’ households in Shangluo Village, Hujiamiao Town of Chunhua County, addressing the large loess cave dwelling area, drinking water difficulty and harsh living conditions restricting the development. The village-level roads of Zhuanjia Village of Malan Town built by Rudong County and Rugao City were 1.3 kilometers long and six meters wide. The total project investment was 1.04 million Yuan, of which 200,000 Yuan was relief funds. Malan Town of Xunyi County is a well-known old revolutionary base area and the poor here have been looking forward to village road building in Zhuanjia Villaeg of Malan Town. The construction of cement roads improved the production and living conditions of 310 households and 1177 people of Zhuanjia Village and facilitated the field husbandry and the transport of agricultural materials.

　　【Drinking water projects】Wuxi City built two water towers and 21 motor-pumped wells in Wangjiabian Village, Liqu Town of Baota District, solving the drinking water problem of 65 households, 329 people and more than 100 heads of livestock. Binhu District invested 300,000 Yuan, constructed water supply projects in Guoxia Village of Gaobai Town, newly built two impounding reservoirs of 50 cubic meters, increased pipe network of 5800 meters, laid water pipelines of 4000 meters, purchased transformers, electrical machines and pumps, improved the pools and motor rooms and improved the ecological environment to boost economic development. The New District Management Committee invested 300,000 Yuan for the infrastructure construction in Diantou Town, Longfang Town and Adang Town of Huangling County, built one motor-pumped well and one water tower, laid drinking water pipelines and built drainage canals to solve the drinking water problem of people and livestock. Jiangyin City put in 200,000 Yuan of relief funds to support Yangjiagetai Town of Yanchuan County build flood-control dam to solve the drinking water problem of the residents and livestock in mountain areas.

【Livelihood and public welfare projects】Binhu District of Wuxi City invested 600,000 Yuan to construct the Folk-custom Square in Luochuan County with a building area of 1300 square meters, which was equipped with corridors, pavilions, rockery, fountains and athletic facilities, creating a good entertainment area for the local residents. Taizhou City provided aid funds of 1.1 million Yuan for the implementation of five public welfare projects, namely Weimen Primary School in Huangjinxia Town of Yang County, Business Building and Medical Waste Water Treatment Facilities of Jiangkou Central Hospital in Liuba County, Comprehensive Building and Cultural Square of Erlangba Town Cultural Center in Ningqiang County, Renovation of the Inpatient Building of Zhoujiashan Hospital in Mian County, and the Comprehensive Service Building of Lveyang County Old-age Service Center.
