Shanghai-Yunnan Pairing-off Poverty Alleviation

      【Overview】In 2011, to actively implement the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)” and the central government’s requirements on poverty alleviation and development work in the new stage, under the specific guidance of LGOP, in accordance with the principle of "livelihood-oriented, focusing on industrial development, planning first and human resource support", adhering to local unified leadership, the party committees and governments of Shanghai and Yunnan focused on the new rural construction and industrial development in Wenshan Prefecture, Honghe Prefecture, Pu’er City, Diqing Prefecture and Dulong area of Gongshan County, Nujiang Prefecture of Yunnan Province to improve the grassroots public services, increase the income of farmers and enhance the self-development capacity of local residents, invested more than 300 million Yuan to implement 511 relief projects and completed the annual aiding tasks, effectively solving some practical problems closely related to the masses.

      【Implementation of the spirit of the central work conference on poverty alleviation and development】After the promulgation of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)” and the convening of the central work conference on poverty alleviation and development, Shanghai municipal government timely convened the standing committee meeting and government party committee meeting and stressed that the government must attach importance to the pairing-off poverty alleviation from the perspective of politics and overall situation and take it as an important carrier for serving the whole country and a good opportunity for development in transition through innovation. Governments at all levels were required to have an accurate understanding of the situation, make clear the direction, enhance confidence and form joint force to unite thinking and actions to the central government’s scientific judgment, strategic decision-making and deployment arrangements, actively to carry out the anti-poverty work and strive to set a good example in the country through playing the exploring, leading and demonstrative role of Shanghai in the pairing-off poverty reduction. In order to increase support for the poverty alleviation and development in the twinned regions, Shanghai set up the mechanism for dynamic increase of counterpart aid funds.

      【“12th Five-Year Plan” for Shanghai – Yunnan pairing-off poverty alleviation】In order to continuously promote a new round of Shanghai – Yunnan pairing-off poverty alleviation and boost the economic and social development and poverty alleviation in the twinned areas, the two sides’ leading groups took the lead to carefully prepare the “‘12th Five-Year Plan’ for Shanghai – Yunnan Pairing-off Poverty Alleviation” based on local situations in accordance with the spirit of the Fifth Tibet Work Forum, the work conference on the Western Development and the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”. The Plan is divided into five parts, namely: analysis of the basic conditions and situation for deepening Shanghai-Yunnan pairing-off poverty alleviation during the “12th Five-Year Plan” period, overall requirements for Shanghai-Yunnan pairing-off poverty alleviation, objectives of the pairing-off poverty reduction, main tasks of the pairing-off poverty reduction and the systems and guarantee measures for pairing-off poverty reduction. According to the Plan, we should pay attention to key regions, highlight key fields and give play to the demonstration, leading and forward looking role of Shanghai in the pairing-off poverty alleviation to create a new situation of Shanghai – Yunnan pairing-off poverty alleviation.

      【Field research】From August 10 to 15, 2011, Member of the Political Bureau of the CPC Central Committee and Shanghai Party Secretary Yu Zhengsheng, and the Deputy Party Secretary and Mayor Han Zheng headed a delegation to visit Yunnan. The 13th joint meeting on exchange of experience and pairing-off poverty alleviation was held to talk about the overall requirements, objectives, main tasks and guarantee measures for the pairing-off poverty reduction during the “12th Five-Year Plan” period. The two provinces’ leaders signed the joint meeting minutes, 11 departments concerned signed the MOU on cooperation, and the enterprises from the two provinces signed 17 economic cooperation projects worth 15.4 billion Yuan. At the meeting, Shanghai donated 100 million Yuan of unplanned funds to Yunnan to support the anti-poverty work and Dulong people of the four prefectures (cities). After that, the delegation successively visited Kunming and 10 counties and cities of Diqing Prefecture, Wenshan Prefecture, Honghe Prefecture and Pu’er City, participated in 30 survey activities, including visiting Shanghai’s aiding projects, extending regards to the poor minority people, survey on local economic and social development, development of tourism industry, facility agriculture and Dianchi management, and visited the representatives of Shanghai’s sending cadres, teachers, doctors, university league cadres and university student volunteers in Yunnan.

      【Investment of aid funds for Yunnan】In 2011, Shanghai actually invested aid funds of 330 million Yuan to Yunnan and implemented 511 relief projects. In accordance with the guideline of “two priorities” and the instructions of the two provinces’ party committees and governments, all the aid funds were used in the construction of anti-poverty and livelihood projects, of which 93% was invested in grassroots rural areas. The relief funds were mainly used to support the Entire village advancement, development of featured industries, education, health and social undertakings, human resource development and training, etc, and priority was given to the old revolutionary base areas, border areas, ethnic minority areas and contiguous poor areas with particular difficulties in the four prefectures and cities in the allocation of project funds.

      【Working mechanism for supporting the Tibetan areas of Diqing】Shanghai actively implemented the spirit of the Fifth Tibet Work Forum and the “Opinions of the State Council on Boosting the Economic and Social Development of Tibetan Areas in Qinghai” and continued to increase support for the Tibetan areas of Diqing Prefecture. Proposed by Yunnan, it arranged Minhang District with powerful economic strength to support Shangri-la County of Diqing Prefecture, forming the working structure of “three districts for three counties”: Minhang-Shangri-la, Jiading-Deqin, and Baoshan - Weixi pairing off poverty alleviation. Based on the actual situations, at the same time, it changed the counterpart supporters of Diqing Prefecture from Shanghai Airlines and Shanghai Jinjiang Group to Shanghai J. Y. Group and Bright Food Group, enhancing the pertinence and effectiveness of the pairing-off poverty relief work.

      【Industrial poverty alleviation】Based on the new poverty line of 2300 Yuan and the poverty alleviation and development goals of “two no-worries and three guarantees” by 2020, the government increased efforts on development-oriented poverty alleviation and explored new ways to increase the income of the masses. It adjusted the household support pattern in the production and started to develop large-scale industrial zones and explore the new industrial support model with large-scale enterprises as the leadership, large projects as the carriers and poor rural households as the main body. Shanghai’s Yunnan-aiding Cadre Liaison Group integrated funds of more than 10 million Yuan to develop high-quality and high-yield demonstrative sugarcane planting bases of 15,000 mu in Fengkoushan of Shanghxincheng Town in Yuanyang County of Honghe Prefecture relying on Bright Food Group Holding Yingmao Yuanyang Sugar Co., Ltd and the relief fund of 3 million Yuan from Shanghai, directly increasing the income of more than 860 rural households by 27 million Yuan. The two sides jointly set up the boutique megranate zone in Mengzi City with pollution-free high-quality standardized megranate planting processes and technology and promoted it to other farmers through professional production and marketing cooperatives. The area of the boutique megranate zone was expanded to 200,000 mu with an annual output of 260,000 tons. Through market cultivation, Mengzi megranate not only sell good in Shanghai and Beijing, but are exported to Southeast Asian, and the sales income of farmers amounted to 60,000-70,000 Yuan.

      【Pilot project of migrant economy】In 2011, Shanghai Municipal Exchange and Cooperation Office, Shanghai Municipal Bureau of Human Resources and Social Security, Yunnan Provincial Poverty Alleviation Office and Yunnan Provincial Government Consulate Office jointly carried out field research on the migrant work of rural surplus labors of Wenshan Prefecture, Honghe Prefecture and Pu’er City, conducted questionnaire surveys on 600 households of 30 natural villages in 16 counties of the three prefectures (cities) and completed the “Questionnaire on Rural Families of Yunnan Province”. Based on scientific analysis and comparison, the government proposed to develop “migrant economy” to help the poor achieve income growth by serving non-agricultural sectors to promote poverty alleviation and development. In the subsequent pilot work, different from the non-local employment of labors in the past, the government strived to set up a government-led long-term mechanism for on-post employment with intermediary organs as the operating body based on the combination of policy initiative and market operation. Under this mechanism, the migrant economy chain played a positive role in linking the interests of all parties and more than 400 labors were directly transferred. This research result won the Second Award in the assessment of research achievements in the field of poverty alleviation and development organized by LGOP.

      【Support the disaster relief work in Yunnan】 After the “3.10 Yingjiang Earthquake”, the “8.9 Tengchong Earthquake” and the severe droughts in some areas of Yunnan Province, Shanghai immediately responded to the emergency. Shanghai Municipal Government issued a message of condolence and donated three million Yuan of relief funds. The civil affairs departments of the two regions cooperated closely with each other, charitable, public institutions and social organizations carried out relevant activities and Shanghai citizens donated money and materials to help the affected masses resume production and rebuild their homes.

      【Key areas for Shanghai – Yunnan economic cooperation】In August 2011, to seriously implement the “Opinions of the State Council on Supporting Yunnan Province to Accelerate the Construction of Important Southwest Regions Opening-up to Outside World”, the 13th joint meeting of Shanghai – Yunnan Pairing-off Poverty Alleviation Leading Group determined to increase Xishuangbanna Prefecture and Baoshan City as key areas for Shanghai – Yunnan economic cooperation. Subsequently, Pudong New Area of Shanghai signed the government cooperation agreements respectively with Xishuangbanna Prefecture, Minhang District and Baoshan City, and Shanghai Chemical Industrial Zone and Xinzhuang Industrial Zone respectively signed the comprehensive cooperation agreements with local industrial parks of Yunnan. Focusing on the new industrialization, clean energy, bio-medicine, green products, tourism, culture, modern logistics, financial services and "bridgehead" strategy-related export-oriented industries, the two sides decided to strengthen their long-term cooperation in the field of recommendation of featured industries, organizing enterprises’ surveys, pairing-off construction of industrial parks, personnel exchange and trainings, policy guidance and follow-up services, etc.

      【Shanghai – Yunnan economic cooperation in the “12th Five-Year Plan” period】 On October 26, 2011, the “Handshake on Bridgehead to Share the Channel – 2011 Yunnan (Shanghai) Investment Promotion Conference” was convened in Shanghai. Vice Governor of Yunnan Province Gu Zhaoxi and Vice Mayor of Shanghai Jiang Ping attended the event. 74 merchant inviting projects in seven fields were introduced, which attracted more than 300 merchants to the meeting, becoming a microcosm of the rapid development of economic cooperation between the two sides. In accordance with the instructions of “paying equal attention to the counterpart support and cooperation, constantly expanding the fields for economic and technological cooperation and jointly participating in the construction of southwest regions opening-up to outside world” of the provincial (municipal) leaders, based on the economic differences and complementarity of the two regions, they government actively promoted the large-project cooperation between big enterprises. Shanghai Construction Group Co., Ltd, Shanghai Tunnel Engineering Co., Ltd and Shentong Group actively got involved in the construction and operation of major infrastructure such as Kunming Subway and Yunnan Freeway. Following the investment in Yinmore Sugar as the holding shareholder in 2010, Bright Food Group increased 1 billion Yuan of investment for technological transformation of relevant sugar factories in Wenshan Prefecture and Honghe Prefecture. Shanghai Pudong Development Bank, in cooperation with Yunnan Wenchuan Group, provided line of credit of 10 billion Yuan, and the line of credit for Shangri-La Lanyue Valley Tourism and Cultural Project of Diqing Prefecture reached 500 million Yuan. According to the investment subsidy policy of Shanghai for the counterpart support, two Shanghai’s enterprises that invested in dendrobium and sugarcane industry in Yunnan obtained fixed-asset investment subsidy of 6 million Yuan from Shanghai Municipal Government, which played a demonstration role in encouraging Shanghai’s enterprises to support the development of twinned areas. In 2011, the value of the investment agreements signed by Shanghai’s enterprises with Yunnan amounted to 35 billion Yuan, and the paid-in capital reached 6 billion Yuan, double the figure of 2010.
