Liaoning-Qinghai Pairing-off Poverty Alleviation

　　【Overview】 According to the unified arrangements of the State Council Leading Group Office of Poverty Alleviation and Development, in 2011, the twinned regions involved in Liaoning’s counterpart support for Qinghai changed from 15 national poor counties including the Tibetan areas to Huangzhong County, Datong County and Huangyuan County of Xining City, Minhe County, Ping’an County, Hualong County, Xunhua County, Huzhu County and Ledu County of Haidong. Liaoning Electric Power Co., Ltd, Tieling City, Jinzhou City, Huludao City, Benxi City, Fuxin City, Shenyang City, Liaoyang City, Panjin City, Anshan City, Fushun City, Dandong City, Chaoyang City and Yingkou were designated to provide counterpart support for the poor counties. 2011 is the first year after the adjustment of poor counties for the twinning poverty reduction. The governments of Liaoning and Qinghai attached great importance to the work. According to the overall deployments and requirements for pairing-off poverty alleviation, they actively carried out exchange visits, conducted communication on anti-poverty work, carried out field research for project construction and allocated the relief funds.

　　In 2011, Liaoning Province donated a total of 37.18 million Yuan to Qinghai Province, of which 30.88 million Yuan was from the provincial government, with an increase of 2.88 million Yuan over 2010 (28 million Yuan), up 10.2%, and 100% of the relief funds was issued. 13 prefecture-level cities and Liaoning Electric Power Co., Ltd donated 6.3 million Yuan of aid funds for the implementation of 12 anti-poverty projects, involving infrastructure construction, industrial development projects, skills training and interest subsidy, etc. The implementation of the projects effectively improved the infrastructure conditions of the poor area and promoted the local industrial structure adjustment.

　　【Working mechanism】 Liaoning provincial government set up the leading group on the pairing-off poverty alleviation with Governor Chen Zhenggao as the head, Vice Governor Bing Zhigang as the deputy head, and relevant principals of the Organization Department of the Provincial Party Committee, the Provincial Development and Reform Commission, Department of Finance, Department of Human Resources and Social Security, Department of Science and Technology, Department of Education and the Provincial Office of Economic Cooperation as the members. Under the leading group, an office was opened in the Provincial Office of Economic Cooperation to take charge of the pairing-off poverty alleviation work. Liaoning Province also developed relevant measures on the management of counterpart support funds and projects to guarantee the timely raising and allocation of funds in full and established a sound system for the management of projects and funds to guarantee the orderly implementation of the aid work.

　　【Entire village advancement】  In 2011, 9 million Yuan of project funds was allocated for the implementation of industrial construction projects in six poor villages of Huangzhong County and Minhe County to increase the income of the poor.

　　In Huangzhong County, the projects were launched in Shangxinzhuang Village and Yaowan Village of Shangxinzhuang Town, covering 875 poor households and 3908 people, involving production projects, infrastructure and public welfare projects and practical technical training. The production projects included supporting rapeseed planting, shop business and tractor purchase for farming. The infrastructure and public welfare projects included the construction of teaching buildings, village-level activity rooms and squares, repairing pipelines, etc.

　　In Minhe County, rex rabbit breeding projects were implemented in Ruomuchi Village and Sunjiazhuang Village of Xiament Town as well as the Liang’erwan Village of Bazhou Town, and sheep breeding project was launched in Chenjiazhuang Village of Manping Town, covering 857 poor households and 2474 people, involving infrastructure construction, purchase of equipment, purchase of breeding stock and practical technical training. The projects were conducted through the operation mode of “cooperatives + poor households” to help the project households achieve scale and standardized breeding.

　　【Labor transfer and employment training】 In 2011, a total of 265 people were organized to carry out labor transfer and employment training in Liaoning and job skill trainings were held in the employment transfer vocational schools of Liaoning Province. After three months of theoretical study and practical training, all the trainees from Qinghai passed the strict assessment of the Department of Human Resources and Social Security, obtained the primary job skills certificate issued by the state and achieved employment transfer. The trainings had two characteristics: First, focusing on job skills training and, second, aiming at enhancing the ability of trainees for shaking off poverty and becoming rich.

　　【Rain Plan】 In 2011, Liaoning Province implemented the Rain Plan in Qinghai Province, i.e. trainings to enhance the production skills. It arranged a total of 5 million Yuan of aid funds for the trainings of 3080 poor people, including secondary vocational education training for 1000 people and labor skills trainings for 2080 people. Participants of secondary vocational education and trainings mainly received the trainings on mechanical processing, solar photovoltaic power generation, automotive repair and computer application technology in 7 vocational technical schools within and outside the province. The labor skills trainings were mainly on car driving and maintenance, folk song and dance, Regong arts, garment processing, ethnic embroidery, carving, cooking, etc.

　　【Training of grassroots cadres and leaders in getting rich】  First, Liaoning arranged aid funds of one million Yuan for the holding of 20 trainings for 722 people, mainly including the Entire village advancement project villages’ cadres and the poverty alleviation cadres within and outside Qinghai Province, involving project selection and follow-up management, post-disaster reconstruction, cooperatives management and operation and the development of industrial projects. Second, Liaoning allocated 2 million Yuan to hold 7 trainings of poverty reduction leaders, rural leaders in getting rich and grassroots cadres for 265 people.

　　【Construction of training bases in Qinghai Province】 3.5 million Yuan of relief funds was issued for the construction of labor transfer training bases in Qinghai Province.

　　【Industrialization-base poverty alleviation】Liaoning arranged 3.8 million Yuan for the implementation of the industrial poverty alleviation loan interest subsidy project and provided discount funds for the loans for the industrial base construction, equipment purchase and technical transformation or as working capital of 78 industrialization leading enterprises and the businesses involved in village-enterprise cooperation in construction in Qinghai Province, directly encouraging the issuance of bank loans of 276 million Yuan. It allocated 5 million Yuan of discount funds for the Entrepreneurship loans of poor households, implemented loan interest subsidy projects in 129 villages of 23 counties (cities) in the province, involving 2858 poor households, encouraging the issuance of bank loans of 83.1041 million Yuan. The project households, with the loans, actively developed breeding, planting, transport, commercial and catering projects and achieved good results.

　　【Post-disaster reconstruction of Yushu】 In accordance with the deployments of the CPC Central Committee and the State Council, Liaoning Province is responsible for the post-disaster reconstruction of Batang Town of Yushu County. The provincial leaders successively went to Yushu to solve problems. Overcoming the difficulties of high altitude and harsh natural conditions, the reconstruction aiding staff from Liaoning worked hard day and night in the reconstruction front line to ensure the smooth implementation of the post-disaster reconstruction projects. Liaoning allocated 500 million Yuan of relief funds for Batang Town and smooth progress was made in the construction of the 51 projects. It completed the housing building for 1132 rural households and the construction of 14 schools and clinics and 27 forestry, electricity and water conservancy projects, and will soon complete the construction of other 9 projects, achieving the goal of “completing three years’ task within two years.

　　On November 8, 2011, Liaoqing and Qinghai held the Reconstruction Project Transfer and Donation Ceremony in Batang Town of Yushu County. Liaoning Provincial Party Secretary Wang Min, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor Xu Weiguo, Qinghai Provincial Party Secretary Qiang Wei and Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor Xu Fushun attended the event. Secretary Wang Min gave the house keys to the representatives of the masses of Batang Town and the two provinces’ leaders cut the ribbon at the closing ceremony of 14 public welfare projects including Batang Town Boarding Primary School. Liaoning Province donated 3 million Yuan to Batang Town of Yushu County. Vice Governor Wang Lingjun said at the ceremony that Qinghai people will remember the love and support of Liaoning forever, carry forward the great spirit of earthquake relief in Yushu and make good use of the aiding projects to promote the scientific development of the disaster area.

　　【Exchange visits】 The party and government leaders of Liaoning, Qinghai and the counties and cities concerned attached great importance to the pairing-off poverty alleviation work. On November 7, Liaoning Provincial Party Secretary and Director of f the Provincial People's Congress Wang Min headed a delegation to visit Qinghai and participated in the Batang Project Transfer and Donation Ceremony to talk about the anti-poverty work. Qinghai Provincial Party Secretary and Director of the Provincial People's Congress Standing Committee Qiang Wei and Governor Luo Huining met with the delegation and accompanied its field survey. In the field research period, Liaoning donated 10 million Yuan (including 3 million Yuan for Batang Town of Yushu County) to Qinghai Province. In June, the former Vice Chairman of the CPPCC Liaoning Province Jiang Xiaoqin headed a delegation to participate in the Qinghai Fair, held talks on trade cooperation and organized exhibitions on the products. Meanwhile, the delegation conducted field research on the poverty situation of Qinghai and the poverty relief projects and exchanged views with the relevant parties on the pairing-off poverty alleviation work.

　　Fuxin City Part Secretary Pang Liguo, Fushun City CPPCC Chairman Zhang Min and Yingkou Municipal Government Secretary-General Zhou Jianjun respectively headed a delegation to carry out field research on the poverty situation of Qinghai, visited the poor masses and implemented anti-poverty projects. In 2011, a total of 7 cities of Liaoning Province and Liaoning Electric Power Co., Ltd sent nine batches of 33 people to carry out relief work in the twinned counties of Qinghai Province. 36 main leaders of nine counties including Xining and Haidong headed delegations to visit the twinned cities (enterprises) of Liaoning Province. Through exchange visits and field research, the two sides deepened their friendship, enhanced feelings for each other and further promoted the pairing-off poverty alleviation work.
