Beijing - Inner Mongolia Autonomous Region Pairing-off Poverty Alleviation

      【Overview】 In 2011, in accordance with the deployments and requirements of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP), with the joint efforts of various departments, districts and counties in the city, Beijing made steady progress and achieved good results in the Beijing - Inner Mongolia Autonomous Region pairing-off cooperation for poverty alleviation. In the whole year, Beijing allocated 80 million Yuan of anti-poverty funds, the district and county governments arranged 16 million Yuan of matching funds for the pairing-off poverty reduction, all circles of society donated 1.64 million Yuan in cash and 26.14 million Yuan in kind to the poor areas of Inner Mongolia, built 8 schools and 5 hospitals, arranged the implementation of 32 key poverty relief projects and trained 648 cadres and technicians for the poor areas of Inner Mongolia.  

      【Improvement of the mechanisms for pairing-off poverty alleviation】 The mechanism of Beijing for pairing-off poverty alleviation was further improved in 2011. First, establish the working system for the Beijing-Inner Mongolia Cooperation Coordination Group Office to clarify the office’s responsibilities. We set up the joint meeting system and determined to hold work conferences in Inner Mongolia and Beijing in turn in June and December every year. Second, develop the plan for division of labor for the regional cooperation framework agreement. On July 6, Beijing City Leading Group Office of Counterpart Support and Economic Cooperation and the Inner Mongolia Autonomous Region Development and Reform Commission jointly issued the "Notice on Issuance of the Plan for Division of Labors for the ‘Beijing-Inner Mongolia Regional Cooperation Framework Agreement’", divided the contents of the framework agreement into 25 tasks and assigned the tasks to the relevant units of Beijing and Inner Mongolia. Third, adopt relevant administrative measures. On July 19, Beijing City Leading Group Office of Counterpart Support and Economic Cooperation issued the “Measures on the Management of Special Funds for Beijing-Inner Mongolia Cooperation in Poverty Reduction”, the “Measures on the Management of Special Training Funds for Beijing-Inner Mongolia Cooperation in Poverty Reduction” and the “Measures on the Management of Loan Interest Subsidy for Beijing-Inner Mongolia Cooperation in Poverty Reduction”, and clarified the management procedures of counterpart support funds and projects. Fourth, establish the "one-to-one" pairing-off poverty alleviation mechanism. On December 21, Beijing City Leading Group Office of Counterpart Support and Economic Cooperation issued the “Circular on the Establishment of Pairing-off Poverty Reduction Cooperation between the Districts and Counties of Beijing and the Relevant Banners and Counties (Cities, Districts) of Inner Mongolia Autonomous Region”, further clarified the "one-to-one" pairing-off poverty alleviation cooperation relationship between 16 districts and counties of Beijing and 8 banners and counties (cities, districts) of Chifeng and Wulanchabu and the tasks of helping farmers and herdsmen to shake off poverty, supporting the development of competitive industries with local characteristics, actively promoting the economic cooperation in a number of fields, guiding the market players to get involved in the counterpart support, and carrying out personnel and technological exchange, etc. The smooth and efficient operation of the mechanisms for pairing-off poverty alleviation safeguarded and promoted the implementation of the pairing-off poverty reduction.

      【Poverty-relief project construction】 In 2011, Beijing and Inner Mongolia Autonomous Region arranged a total of 32 anti-poverty fund projects for key areas with a total of investment of 329 million Yuan, of which 70 million Yuan was anti-poverty funds allocated by Beijing, 70 million Yuan was matching funds of Inner Mongolia, and 189 million Yuan was raised by the regions where the projects were launched, covering 22 livelihood projects and 10 industrial projects. The projects involved facility agriculture, poverty alleviation and development, education, health, tourism, etc. A total of 4.98 million Yuan was invested in the poverty-relief relocation of Aribange Rigacha Halu Villagers’ Team of Daban town of Bairin Right Banner, of which 4 million Yuan was counterpart relief funds. The project was approved in May and the infrastructure construction was completed in November. We built 28 80.88-square meter residential houses equipped with water heating facilities, LCD TV, electric water heaters and other household items; implemented one drinking water project for local residents and livestock, built permanent livestock stalls of 2800 square meters, 100 square meters per household, dug two electromechanical wells, erected high and low voltage transmission lines of 3500 meters, set up forage bases of 400 mu and built roads of 3.5 km, feed stores of 1344 square meters and garages of 1344 square meters, one garage for each household. The new projects included village committees’ offices, cultural activity rooms and clinics of 210 square meters, one 800-square meters cultural square, hardening of 2000 square meters of roads in front of village committees’ offices, installation of 16 street lamps and the construction of cultural and sports facilities such as fitness equipment and basketball stands. Meanwhile, we implemented lighting and landscaping works in the resettlement areas, paved color bricks of 2200 square meters in the street, designed flower nurseries for scenic villages, enclosed the original residential areas for afforestation of 25,000 mu, leveled land of 5100 mu for project construction, and created forests of 6900 mu and food patch of 450 mu. On this basis, according to the actual situation, in order to increase the production and income of the masses, we acquired land of 140 mu in the regions involved in relocation and invited 29 households engaged in finished cattle breeding to construct finished cattle breeding projects here. The project construction significantly improved the production and living conditions of the masses of Halu Team and was welcomed by the masses.

      In 2011, Beijing also arranged 5 million Yuan of special training funds for the pairing-off poverty alleviation, held 16 trainings for 648 cadres and technicians from ten key areas in Inner Mongolia, including education, culture, health, agriculture and animal husbandry, tourism, science and technology, etc; allocated 10 million Yuan of loan interest subsidies for the pairing-off poverty reduction and provided discount funds for 8 economic cooperation projects launched by the municipal enterprises of Beijing in Inner Mongolia in the field of farm produce processing, poverty alleviation and ecological protection that could helped reduce poverty, greatly inspiring the enthusiasm of municipal enterprises of Beijing for poverty alleviation in Inner Mongolia Autonomous Region.

      【Poverty alleviation by social undertakings】 In 2011, giving full play to its advantages in education and health care, Beijing carried out high-quality poverty reduction activities to continuously promote the all-round development of social undertakings in Inner Mongolia Autonomous Region. As for education, Dongcheng District of Beijing and Jining District in Wulanchabu City of Inner Mongolia established a twinning relationship in the field of education. Dongcheng District received four teachers from the twinned schools to exchange experience and share educational resources. Haidian District of Beijing organized 16 primary and secondary schools and vocational education schools including Bayi Middle School to provide counterpart support for Chifeng Aohan Banner Middle School of Inner Mongolia, and arranged 100 backbone teachers and educational administrators of the primary and secondary schools in Aohan Banner to receive a one-week educational training in two batches in Beijing. Mentougou District of Beijing actively provided counterpart support for Chahar Right Back Banner of Wulanchabu City and successively sent two batches of more than 20 excellent teachers to exchange teaching experience in Chahar Right Back Banner. In the field of health care, according to the work plan for counterpart medical support for Inner Mongolia, 26 hospitals of Beijing provided counterpart support for 36 banner and county hospitals of Inner Mongolia. Beijing Health Bureau sent 293 batches of 1276 medical workers to the twinned hospitals of Inner Mongolia, conducted 4,000 operations, provided consulting and rescue services for 4,270 person-times, delivered 634 lectures on health education, provided free medical services for 19,918 person-times and donated 5 million Yuan in kind and cash for the recipient hospitals. As for social donations, the districts and counties of Beijing donated a total of 27.78 million Yuan in kind and cash to the twinned banners and counties. In January, through the donation activity of “warmth delivery to show love”, Beijing actively donated quilts and clothing to help the masses of disaster-hit areas in Chifeng through the winter. In August, Beijing donated 200,000 Yuan to help some disaster areas of Wulanchabu affected by drought, pests and tornado. Beijing also donated computers, printers, ambulances and other educational and medical equipment worth one million Yuan to Chifeng and Wulanchabu City of Inner Mongolia. As for labor transfer, the “2011 Beijing - Inner Mongolia Cross-region Job fair for Employment Promotion” was held in August. 17 enterprises of Beijing attended the event in Chifeng of Inner Mongolia, held talks with local farmers, herdsmen, laid-off workers, unemployed people and university graduates and provided 1164 jobs for them. Huairou District of Beijing and Siziwang Banner in Wulanchabu City of Inner Mongolia shared labor resources through the network platform established for their exchange and cooperation in labor transfer. Four key enterprises of Huairou District were organized to participate in the job fair held in Siziwang Banner and provided 500 jobs for local residents. In the field of culture and sports, Wulanqiate of Inner Mongolia signed an agreement with Beijing Poly Theatre Management Co., Ltd to boost the development of Inner Mongolia’s performing market; Publicity Department of the CPC Beijing Municipal Committee set up one Yimin reading room respective in Hohhot, Chifeng City and Wulanchabu of Inner Mongolia; and Beijing Sports Bureau set up a fitness corridor and sports reserve talents training base jointly with Wulanchabu City.
