Poverty Reduction and Development Experience Sharing

      Research

    1. Under the international cooperation research framework, IPRCC and OECD-DAC jointly held the international conference on "Enterprise Development and Economic Transformation: Creating the Enabling Environment" in Addis Ababa, the capital of Ethiopia in February, the policy workshop of "Economic Restructuring and Poverty Reduction: China's Experience and Its Implications for Africa" in Beijing in June, and the side event of "Economic Transformation: Implications of China's Experience for Africa" on the "Fourth High-level Forum on Development Effectiveness" held in Busan, South Korea in December. In addition, IPRCC held four international academic workshops jointly with the UNDP, French Development Agency, the Overseas Development Institute of United Kingdom and GIZ.

    2. From July to November 2011, the Foreign Capital Project Management Center of LGOP (FCPMC) conducted systematic and in-depth research on the development strategy for China’s foreign-funded poverty reduction under the new situation. Through literature research, field research and small-scale seminars, it reviewed and summarized the current situation, effectiveness and experience of China’s foreign-funded poverty alleviation, introduced the basic principle, characteristics and role of foreign-funded poverty alleviation, and analyzed the new domestic and international situations facing foreign-funded poverty alleviation, the needs and environments of China’s foreign-funded poverty alleviation and China’s strategy for foreign-funded poverty alleviation. On this basis, it developed the strategic objectives and tasks for China’s foreign-funded poverty reduction under the new situation and put forward feasible models for foreign-funded poverty reduction.

      Exchanges

    1. From March 28 to April 5, 2011, IPRCC sent relevant staffs to attend the International Training on "Innovative Policies to Promote Inclusive Growth" jointly organized by the World Bank Institute and Korea Development Institute in the WB headquarters in Washington, DC, USA.

    2. From June 20 to 25, 2011, India’s poor rural community development project delegation visited China, shared experience and exchanged views on the two countries’ policies and practice for poverty reduction. The delegation also carried out field research on the World Bank poverty alleviation projects in Chongqing and Sichuan.

    3. From June 26 to July 1, 2011, IPRCC sent relevant staffs to attend the International Seminar on "coordination of poverty reduction and environmental quality: explore creative solutions" held in France. The delegation visited OECD Development Assistance Committee, and exchanged views on how to promote Phase II activity of China-DAC Study Group.

    4. From September 26 to 28, IPRCC Deputy Director-General He Xiaojun visited the Asian Development Bank, met with Asian Development Bank executive director Yang Yingming, vice executive director Guan Xiuzhen and Director of ADB's Regional and Sustainable Development Department Yao Xianbin and held talks with them on the deepening of the long-term strategic cooperation between IPRCC and ADB and the application of the ADB technical assistance projects.

    5. IPRCC Celebrity Forum - Lecture series on the forefront of development research

      From April to November 2011, IPRCC held seven lectures on the forefront of development research, of which the theme was respectively "rural-urban migration in China", "monitoring of China’s antipoverty process and assessment of China's anti-poverty policies", "Chinese enterprises to the world and the rise of China", "Africa's economic transformation", "understanding of outputs in population and health field: key issues, methods and data", the "ADB’s new measurement on China's poverty" and the "establishment and development of effective global compact".

      Cooperation:

    1. In April 2011, IPRCC and China-Africa Agricultural Investment Co., Ltd jointly launched the “China- Tanzania Learning Center for Community Poverty Reduction”. LGOP Deputy Director-General Zheng Wenkai headed a delegation to attend the opening ceremony. It marked substantial progress was made in the cooperation with Africa in poverty reduction.

    2. On August 10, 2011, on behalf of International Poverty Reduction Center in China (IPRCC), Mr. Zheng Wenkai, Deputy Director-General of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) signed the Memorandum of Understanding on joint establishment of "China - Mozambique Qinghua Poverty Reduction Cooperation Center" with Ministry of Planning and Development of the Republic of Mozambique and China Kingho Energy Group Co., Ltd at the People’s Great Hall. President Hu Jintao and President of the Republic of Mozambique Armando Guebuza attended and witnessed the signing ceremony.

      Trainings:

      1.From April 13 to 26, 2011, the "Seminar on the MDGs and Sustainable Poverty Reduction for Government Officials from Francophone Africa" sponsored by the Ministry of Commerce and organized by IPRCC was convened in Beijing. Themed on "Millennium Development Goals and sustainable poverty reduction", the seminar aimed at promoting the policy and experience sharing between China and African countries in the field of poverty reduction and development, analyzing the problems and challenges for poverty reduction and development in China and Africa and exploring approaches to improve the strategic systems of poverty reduction in China and African developing countries. A total of 36 people attended the event, including representatives from 15 African countries consisting of Burundi, Equatorial Guinea, Togo, Congo (K), Guinea, Guinea-Bissau, Comoros, Madagascar, Mali, Mauritania, Niger, Senegal, Tunisia, Chad and Central Africa.

      2.On May 5, 2011, the "Seminar on Capacity Building in Poverty Reduction for NGOs from African English-speaking Countries" sponsored by the Ministry of Commerce and organized by International Poverty Reduction Centre in China (IPRCC) was convened in Beijing with the theme of "Capacity Building in Poverty Reduction for NGOs from African English-speaking Countries". A total of 23 representatives from ten African countries, namely Kenya, Lesotho, Malawi, Mauritius, Tanzania, Zambia, Sudan, Ghana, Sierra Leone and Uganda, attended the event.

      3.On May 25, 2011, the "Seminar on Development-oriented Poverty Alleviation and Practice for Officials from Francophone Africa" sponsored by the Ministry of Commerce and organized by International Poverty Reduction Centre in China (IPRCC) was held in Beijing. Themed "development-oriented poverty reduction policy and practice", the event last for 14 days. A total of 31 representatives from 13 African countries, namely Burundi, Togo, Guinea, Guinea-Bissau, Comoros, Madagascar, Mali, Mauritania, Niger, Senegal, Chad, Central Africa and Equatorial Guinea attended the event.

      4.On June 16, 2011, the opening ceremony of the "Seminar on Rural Development and Poverty Reduction for Tanzanian Officials" sponsored by the Ministry of Commerce and organized by International Poverty Reduction Center in China (IPRCC) was held in Beijing. Themed “rural development and poverty reduction”, the workshop last for 14 days and consisted of two parts, namely expert lectures and field visits. A total of 19 representatives from Tanzanian Prime Minister's Office, Ministry of Finance, Ministry of Foreign Affairs and International Cooperation, Ministry of Labor and Employment, Ministry of Industry, Trade and Marketing and local poverty alleviation departments in Zanzibar and Pemba took part in the event.

      5.On June 20, 2011, the "Seminar on Financing Experience of China’s Micro and Small Enterprises" organized by International Poverty Reduction Center in China (IPRCC), supported by United Nations Development Programme (UNDP) and China International Centre for Economic and Technical Exchanges (CICETE) and co-organized by Jiangsu Changshu Rural Commercial Bank and Suzhou Deshi Financial Consulting Co., Ltd opened in Beijing. This workshop mainly introduced the financing methods and technologies of China’s micro and small enterprises, aiming at deepening the participants’ understanding of China’s learning from international experience in poverty reduction models and the ways and means for innovation of the ways. A total of 21 representatives from Angola, Ethiopia, Ghana, Mozambique, Nigeria, Zambia, Tanzania and other African countries and Bangladesh, Laos, Myanmar, Philippines, Sri Lanka and other Asian countries attended the seminar.

      6.On July 13, 2011, the opening ceremony of the "Seminar on Comprehensive Poverty Reduction Based on Integrated Rural and Urban Development for Asian Governmental Officials" sponsored by the Ministry of Commerce and organized by International Poverty Reduction Center in China (IPRCC) was convened in Beijing.

      Themed "Integrated Rural and Urban Development and Comprehensive Poverty Reduction", the seminar last for 14 days. A total of 29 participants from 11 Asian countries, namely Pakistan, Bangladesh, Nepal, Afghanistan, Laos, Myanmar, Philippines, Vietnam, Palestine, Iraq and Jordan, were present in the opening session.

      7.On July 21, 2011, the "Third China-IFAD South-South Cooperation Workshop" sponsored by Ministry of Finance of P.R.C and International Fund for Agriculture Development (IFAD) and organized by the International Poverty Reduction Center in China (IPRCC) was opened in Beijing. More than 30 representatives from IFAD, China and the IFAD member states attended the event. Themed "Improving the Agricultural Policy System to Promote Economic and Social Development and Poverty Reduction", the workshop last for seven days from July 21 to 27 and was divided into two parts: expert lectures and field visits. From July 23 to 26, the participants paid a visit to Henan for field research on local rural development and poverty reduction projects such as agriculture-related comprehensive development, industrialization of modern agriculture and new rural construction.

      8.On August 17, 2011, the opening ceremony of the "Seminar on Formulation and Implementation of Poverty Alleviation Plan for Developing Countries" sponsored by the Ministry of Commerce of P.R.C and organized by International Poverty Reduction Center in China (IPRCC) was convened in Beijing. Themed "Formulation and Implementation of Poverty Alleviation Plan for Developing Countries", the seminar last for 14 days and was divided into four parts, namely expert lectures, country presentations, case studies and field visits. A total of 31 representatives from 13 countries, namely Afghanistan, Albania, Bangladesh, Jordan, Laos, Maldives, Myanmar, Nepal, Palestine, Pakistan, Sri Lanka Sudan and Syria attended the event. 

      9.On September 4, 2011, the opening ceremony of the 4th China-Africa High-level Experience-Sharing Program on Agriculture and Rural Development co-sponsored by China's Ministry of Commerce (MOFCOM), Ministry of Finance (MOF), the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) and the World Bank (WB) and organized by IPRCC was convened in Beijing. More than 100 people consisting of senior government officials from 11 African countries including Burundi, the Democratic Republic of Congo, Ghana, Guinea, Kenya, Malawi, Mali, Niger, Senegal, Sierra Leone and Uganda, representatives of African regional organizations, representatives of WB, as well as delegates of domestic ministries, commissions and scientific research institutes concerned, attended the meeting upon invitation. Several Chinese and foreign guests including Mr. Hu Jinglin, Assistant Minister of MOF, Mr. Fan Xiaojian, Director-General of LGOP, Mr. Yu Yingfu, Counselor of the Department of Aid to Foreign Countries of MOFCOM, Mr. Justin Yifu Lin, Senior Vice President and Chief Economist of WB and Gabriel TOYI, Director of the Office of Second Vice President of Burundi addressed the opening ceremony. Themed “Agriculture and Rural Development”, this program aimed to share China’s experience in agricultural research, education and technology development to strengthen the agricultural study and technology development of African countries, promote the overall rural development and boost the agricultural growth and rural development in Africa.

      10.On October 13, 2011, with the support of the Ministry of Foreign Affairs of the People’s Republic of China, the “Seminar on China-ASEAN Rural Poverty Alleviation: Policy and Practice” hosted by International Poverty Reduction Center in China (IPRCC) and co-organized by Hubei Poverty Relief Office opened in Wuhan, Hubei Province. More than 40 people including government officials from 10 ASEAN member states consisting of Thailand, Malaysia, Laos, Cambodia and Myanmar etc., representatives of ASEAN Secretariat, domestic government officials, university experts and scholars, and representatives of overseas students attended the workshop. Themed “policies and practices on rural development and poverty reduction”, the workshop carried out in-depth communication and discussion on issues of sustainable poverty reduction that need to be dealt with in rural areas. During the workshop, representatives also went to Luotian County and Yingshan County of Huanggang City in Hubei Province for a field research on the poverty alleviation and development programs including new countryside construction, industrialization of poverty alleviation, employment of rural labor force, and vocational education, etc.

      11.On November 8, 2011, co-sponsored by China’s Ministry of Finance (MOF) and Asian Development Bank (ADB) and organized by IPRCC, the 3rd High-level Seminar on PRC-ADB Knowledge Sharing Platform themed “Enhancement of Agricultural Productivity to Improve Rural Livelihoods” was convened in Beijing. Approximately 100 participants including senior government officials from the 12 countries - Pakistan, Bangladesh, Nepal, Sri Lanka, India, Cambodia, Vietnam, Indonesia, Thailand, Laos, Mongolia and Myanmar, and representatives of relevant ministries, commissions and research institutions in China were invited to the meeting. During the seminar, delegates from various Asian countries also made a field trip to Henan province to investigate China’s agricultural and rural developments.

      12.On November 17, 2011, the Seminar on Theory and Practice of International Development (Poverty Reduction) for Asian Countries was held in Chengdu, Sichuan Province. With the support of the Chinese Ministry of Foreign Affairs (MOFA) and Ministry of Finance (MOF), the workshop was hosted by the International Poverty Reduction Centre in China (IPRCC), organized by the Sichuan Provincial Poverty Reduction and Immigration Bureau, and co-sponsored by the Foreign Capital Poverty Reduction Project Management Centre of the Sichuan Provincial Office of Poverty Reduction and Development. A total of 30 government officials, experts and scholars from 15 member states of the Asian Cooperation Dialogue (ACD) attended the seminar. Themed “Agricultural Growth and Rural Development”, the seminar had an in-depth discussion on the existing problems in the agricultural sector and sustainable rural poverty reduction in ACD member states. The seminar consisted of five parts including lectures, case analysis, video show and field trip.

      13.On November 23, 2011, the Seminar on the Management and Utilization of International Development Aid for Nigerian Officials hosted by the Ministry of Commerce (MOFCOM) and organized by IPRCC was opened in Beijing. Thirty trainees from the Nigerian government departments participated in the seminar. Themed on “Development Aid Management”, this workshop last for 15 days and aimed at improving Nigeria’s strategic system for international development cooperation through exchanging ideas and views concerning the management and utilization of international development aid, and promoting the sharing of experiences and practices, to that extent, continuing to stimulate China and Nigeria cooperation in the field of development and poverty reduction
