      【National Talent Development Plan for Poverty Alleviation and Development (2011-2020)】 According to the overall requirements of the “National Talent Development Plan for Poverty Alleviation and Development (2011-2020)”, based on the actual situation of anti-poverty work and the in-depth survey and opinion solicitation conducted by the LGOP, the government issued the “National Talent Development Plan for Poverty Alleviation and Development (2011-2020)” in January 2011 and made overall deployments on the development objectives, main tasks and policy measures of talent development for the poverty alleviation and development work in the new stage.

      I.Background

      In April 2010, the Party Central Committee and the State Council promulgated the “National Program for Medium and Long-term Talent Development (2010-2020)”. In May 2010, the National Talent Work Conference was convened. Secretary-General Hu Jintao and Premier Wen Jiabao respectively delivered an important speech. Vice Chairman Xi Jinping made the concluding remarks. As a member unit of the Central Coordination Group for Talent Work, to implement the meeting spirit and the requirements of the “Outline”, further strengthen the systematic and planned talent development work and give full play to the important role of talent development in enhancing the development capacity of impoverished regions and people, the State Council Leading Group Office of Poverty Alleviation and Development formulated the ““National Talent Development Plan for Poverty Alleviation and Development (2011-2020)” (hereinafter referred to as the “Talent Development Plan”).

      II.Main contents

      The “Talent Development Plan” is divided into five parts, namely the guiding ideology and basic principles, development goals, main tasks, policies and measures as well as the organization of implementation. It has also a preface.

      The preface analyzes the current situation and problems of talent development for poverty alleviation and development and defines the talent work of poverty alleviation and development: Talent development for anti-poverty work includes two aspects: First, the construction of various types of talents for anti-poverty work, including party and government leaders, professional technical backbones, enterprise management personnel, theoretical researchers and volunteer service team; Second, human resources development in impoverished regions, including the principals of grassroots organizations, rural practical personnel, poverty alleviation project management personnel, etc.

      The guiding ideology part stresses the "four respects and one follow" put forward by the central government: respect for labor, respect for talent, respect for knowledge and respect for creation, and follow the law of socialist market economy and the law of talent cultivation.

      In the basic principles part, it puts forward that in the next decade, the basic principles for talent cultivation for poverty alleviation and development are: multi-level development to meet the actual needs; use-oriented introduction and cultivation of talents; system improvement to promote structure optimization; stress practical effects to create systems and mechanisms. The "multi-level development" refers to the situation of common development of senior, medium and low-level personnel. The use-oriented introduction and cultivation of talents means that we should make good use of the talents based on the actual situation of poor areas and build a platform for various types of talents to participate in the poverty alleviation and development to realize their own values.

      In the part concerning the development goals, it points out that the overall objectives of the poverty alleviation talent cultivation by 2020 are: A stable increase in the number of talents for anti-poverty work and impoverished areas; a relatively reasonable talent structure, general improvement of the quality of various types of talents at all levels, continuous expansion of talent team for poverty alleviation and development and significant improvement of the situation of the lack of talent and brain drain. To achieve the overall objectives, it has set up seven talent teams and put forward quantitative indicators. The seven talent teams are: the party and government leaders, poverty reduction backbones, poverty alleviation theory research personnel, principals of grassroots organizations, rural leaders in getting rich, practical talents, volunteer service team and labor force in poverty-stricken areas.

      There are four main tasks: (1) Cultivate and introduce high-level personnel, including strengthening the training and party and government leaders and management personnel for impoverished regions, speeding up the introduction of high-level personnel for poor areas and expanding the talent team for study of poverty reduction theory and practice. (2) Cultivate and create innovation teams, including the formation of large-scale grass-roots entrepreneurial teams and the development of a large number of leaders for anti-poverty work. (3) Actively cultivate practical talents, including the cultivation of various types of practical talents for rural areas, expanding the volunteer teams for poverty alleviation and strengthening training of principles of village-level grassroots organizations and leaders for getting rich. (4) Vigorously tap human resources in poverty-stricken areas, including intensifying the implementation of the Rain Plan and strengthening vocational and technical education. Based on the above main tasks, the “Talent Development Plan” proposes to develop four special implementation plans: “High-level Talent Plan for Poverty Alleviation and Development”, “Cultivation of Practical Talents for Rural Poor Areas”, “Rural Labor Transfer Training for Impoverished Areas” and “Action Plan of Anti-poverty Volunteers”.

      In the part concerning the policy measures, it clarifies that we should: First, continue to increase investment in human resources development; Second, improve the treatment of personnel working in impoverished regions; Third, study and formulate relevant policies to encourage the sending cadres involved in the fixed-point poverty alleviation and East-West Cooperation in Poverty Alleviation in the poverty-stricken areas; Fourth, give full play to the role of the expert advisory committee of the State Council Leading Group of Poverty Alleviation and Development; Fifth, vigorously promote the construction of personnel training bases for poverty reduction; and sixth, make innovation to the working mechanism for human resources development in impoverished areas.

      In the part concerning the organization of implementation, it puts forward requirements on provincial, autonomous region and municipal poverty alleviation offices, including: strengthening the leadership, clarifying responsibilities, improving the mechanism, making close cooperation and rewarding the advanced units and individuals.

      III.Implementation

      The introduction of "talent development plan" marked the poverty alleviation and development personnel development entered into a new historical stage. The State Council Leading Group Office of Poverty Alleviation and Development took the following positive measures to implement the plan.

      First, carry out in-depth investigation and research for the development of special programs. In order to understand the personnel status of impoverished areas, sort out various kinds and levels of talents and formulate the “High-level Talent Plan for Poverty Alleviation and Development”, “Cultivation of Practical Talents for Rural Poor Areas”, “Rural Labor Transfer Training for Impoverished Areas” and “Action Plan of Anti-poverty Volunteers”, the Department of Administration and Personnel organized relevant persons to conduct in-depth research in a few provinces and autonomous regions and achieved fruitful results.

      Second, take various effective measures to actively develop practical talents. It cooperated in the implementation of the "University Graduate Village Officials" Program and the "Personnel Support Program for Remote and Border Areas, Frontier Minority Areas and Old Revolutionary Base Areas" under the leadership of the Organization Department of the CPC Central Committee and participated by the LGOP; vigorously promoted the implementation of the "Three Supports and One Assistance" Program under the leadership of the Ministry of Human Resources and Social Security and participated by the LGOP; issued the "Notice for Poverty Alleviation System to Promote the New Round of ‘Three Supports and One Assistance’ Work"; and held four trainings of principals of rural grassroots party organizations and leaders in becoming rich based on the new situation of the anti-poverty work.

      Third, launch advanced personnel training project for poverty alleviation. The project is divided into two parts: Financial assistance for the cultivation of Master of Public Administration and funding for doctoral dissertation. The former aims to make use of the educational resources of colleges and universities to cultivate a number of high-level, complex and applied public management personnel with both political integrity and professional competence who can adapt to the poverty alleviation in the new stage and are needed by the construction of a new socialist countryside for the government departments at all levels, especially poverty alleviation departments in impoverished areas of China, and create a number of management personnel and cadres with theoretical attainment and skills in public management, public affairs and public policy for poverty alleviation and rural development. The latter aims at supporting and attracting more young researchers and potential researchers to engage in the theoretic, policy and practical research in the field of poverty alleviation and development and achieve some research results themed poverty alleviation and development with a certain theoretical level to support the improvement of the training system for poverty reduction. Create an atmosphere for the whole society to care about the research of poverty alleviation theory and participate in social poverty alleviation.

      【Poverty alleviation and development work assessment】  In 2011, in order to implement the requirement of “further improving the assessment and incentives mechanism for the anti-poverty work of relevant party and government leaders, relevant departments and key counties, and active cooperation between organization departments at all levels” of the “Outline for Development-oriented Poverty Reduction for China’ Rural Areas (2011-2020)” (hereinafter referred to as the “Outline”), led by the LGOP, 19 departments including the Organization Department of the CPC Central Committee jointly formulated the “Poverty Alleviation and Development Work Assessment Methods (Trial)" (hereinafter referred to as "Assessment Methods") to conduct comprehensive and systematic evaluation of the anti-poverty work of various provinces. On January 6, 2012, Document No. 1 of the State Council Leading Group of Poverty Alleviation and Development officially printed the "Assessment Methods". The contents of the "Assessment Methods" mainly include the following aspects:

      Assessment content: First, organization and leadership: how provincial government and the relevant departments implement the responsibility system for poverty alleviation and development work. Second, the economic and social development: the poverty reduction effects of various provinces and how the provinces promoted various industrial departments to complete the poverty-relief task assigned by the outline for poverty alleviation in the new decade. Third, anti-poverty work: progress made by provinces in poverty reduction. Fourth, the management of anti-poverty work.

      Different assessment indicators are set up for different regions as the location and development conditions are different in the east and the central and western regions. 16 kinds of 39 indicators in four categories for the eastern areas and 18 kinds of 44 indicators in four categories for the central and western regions, two kinds and five indicators more than that of the eastern areas.

      Objects of the assessment: First, the 28 provinces assigned the task of poverty alleviation and development; the cities (prefectures and leagues) assigned the task of poverty alleviation and development; contiguous poor areas with special difficulties, national key counties for poverty alleviation and development (provincial key counties in eastern areas) and the counties that enjoy the treatment of key counties. Second, relevant ministries of the central and state organs.

      Assessment methods: First, unified leadership and graded responsibility. The central government is responsible for the assessment of provinces’ work and provinces are responsible for the work assessment of cities, prefectures and leagues. Second, the implementation of two-lane assessment. It not only conducts assessment of provinces’ work, but also checks how central departments implement the “Outline”. Third, assessment once a year. Conducts assessment of the work done in the previous year.

      Organization of the assessment: The assessment is organized by all levels of leading groups for poverty alleviation and development. The central government established the Leading Group for the Assessment Work. Under the leadership of the State Council Leading Group of Poverty Alleviation and Development, the Organization Department of the CPC Central Committee, the National Development and Reform Commission, the Ministry of Education, the State Ethnic Affairs Commission, the Ministry of Civil Affairs, Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Health, People's Bank of China, the National Bureau of Statistics and the Poverty Alleviation Office are jointly responsible for the guidance, coordination and policy support of provinces’ assessment work and make a preliminary determination of the appraisal results. Assessment teams are set up under the Leading Group for the Assessment Work.

      Assessment results: Four grades of A, B, C and D are given to the work of the eastern, central and western regions. The provinces with the assessment of A and B will be praised by the Leading Group of Poverty Alleviation and Development. The results will be an element for award or priority giving in the allocation of anti-poverty funds next year and an important reference for provincial poverty alleviation departments to identify annual advanced units. The government will circulate a notice of criticism for the provinces with the assessment result of D. The assessment results will also be reported to party committee’s organization department as an important part of the comprehensive evaluation of the leadership and cadres of the regions and departments assigned the task of anti-poverty work and an important reference for reward and punishment.
