Poverty Alleviation and Development in Guizhou Province

      【Overview】 In 2011, Guizhou Province continued to implement the “First Livelihood Project of Poverty Reduction” to promote the anti-poverty work. In the whole year, it reduced the rural poor by 600,000 and the per capita net income of farmers in 50 key counties for national poverty reduction rose by 17%. In the national performance assessment of anti-poverty work, Guizhou Province’s ranking soared from the bottom to No.10 in the country, 21 rankings forward. In 2011, Guizhou Province obtained financial anti-poverty funds of 2.30251 billion Yuan from the central government, up 36%, ranking first in the country.

      【Poverty reduction planning】 In 2011, Guizhou Province comprehensively completed and implemented the “Planning for Regional Development and Poverty Alleviation in Wuling Mountain Area of Guizhou Province (2011-2020)”, the “Planning for Regional Development and Poverty Alleviation in Wumeng Mountain Area of Guizhou Province (2011-2020)”, the “Planning for Regional Development and Poverty Alleviation in Rocky Mountain Areas of Guizhou  (2011-2020)”, the “12th Five-Year Plan for Poverty Alleviation and Development in Guizhou Province”,  the “Planning for Poverty Alleviation by Industrialization of Rural Tourism in Guizhou Province” and the “Planning for Poverty Alleviation and Development by Entire Village Advancement in Guizhou Province”.

     

      【Entire village advancement】In 2011, Guizhou Province completed the entire village (town) advancement task of 291 impoverished towns and 1342 poor villages. It changed the entire village advancement to entire town advancement, which was affirmed by the central government leaders.

      【Infrastructure construction】 In 2011, Guizhou Province launched 20 middle-sized backbone waterhead projects, completed nine Phase I projects of “Ziqian” Program and matching water-tobacco projects of 800,000 mu, dug 240 motor-pumped wells, increased effective irrigation area of 1.3 million mu and solved the drinking water problem of 3.25 million rural residents. It invested 5.5 billion Yuan in communication infrastructure construction, put in 17 million Yuan for power grid construction and renovation, renovated more than 90% of the power grids in administrative villages and accelerated the construction of rural asphalt roads and village roads.

      【Pilot projects of county-based contiguous development】 In 2011, Guizhou Province designated 19 counties as the pilot areas for contiguous development, namely Xifeng, Daozhen, Zheng’an, Xishui, Guanling, Puding, Changshun, Sandu, Shibing, Danzhai, Liping, Sinan, Songtao, Dejiang, Yanhe, Hezhang, Weining, Shuicheng and Pu’an. It put in a total of 100 million Yuan and planned to integrate agriculture-related funds of more than 680 million Yuan, covering more than 300 project villages and over 300,000 rural residents, of which more than 100,000 were poor people.

      【Pilot project of village-level mutual funds】 In 2011, a total of 55 million Yuan of financial anti-poverty funds was issued for the province, of which 19.5 million Yuan was from the central government and 35.5 million Yuan was from the provincial government. It completed the identification of 100 provincial poor villages for pilot projects of mutual funds and implemented pilot projects of mutual funds in 300 poor villages of 42 counties, of which 130 were national pilot villages and 170 were provincial pilot villages. The pilot projects of mutual funds in Guizhou Province covered a total of 153,639 rural households and 60,872 poor households; a total of 42,658 rural households participated in the mutual aid society, of which 22622 were poor households. At present, the mutual funds of the 300 mutual aid societies amounted to 60.5511 million Yuan, a total of 2653 mutual aid teams were set up and 90.476 million Yuan of loans was issued, of which 39.6948 million Yuan was issued to the poor. A total of 64.4078 million Yuan of loans was repaid and the repayment rate was 71.18%.

      【Rain Plan】 In 2011, Guizhou Province trained and transferred 600,000 rural labors, implemented the Rain Plan to train 117,000 people, transferred employments of 36,000 people; signed employment agreement with Huaian Economic and Technological Development Zone of Jiangsu Province, set up the first fixed-pointed poverty alleviation training base in Bijie Lifang Shijun Zhenxing Group; subsidized the children from needy families who were enrolled in the full-time regular institutions of higher learning and a total of 5000 children from needy families received vocational education of Rain Class. 504 children from needy families in Weining, Dafang and Nayong were enrolled in Shenzhen Xiechuang Technical School through the “Guizhou-Shenzhen Rain Plan Vehicle”.

      【Industrial poverty alleviation】 In 2011, Guizhou Province increased grassland agriculture area of 644,000 mu, purchased 475,000 sheep and achieved local transfer of more than 10,000 farmers in project areas. It launched 21 rural tourism projects, increased walnut planting area of 520,000 mu, and newly built and renovated oil tea forest of 700,000 mu. The potato planting area reached 12.32 million mu, 23.2% beyond the plan. The pre-basic seed production, basic seed breeding and primary seed breeding for potato industry respectively reached 117%, 106.95% and 108.26% of the annual plan.

      【Relocation for poverty alleviation】 In 2011, Guizhou relocated 31,000 people in the poverty-relief immigration.

      【Social poverty alleviation】 In 2011, Dalian, Qingdao, Ningbo and Shenzhen invested a total of 180 million Yuan of anti-poverty funds in the impoverished regions of Guizhou Province. China National Petroleum Corporation, China Investment Corporation and Panzhihua Iron and Steel (Group) Co., Ltd were designated to provide counterpart support for Pan County, Xishui County and Shibing County. A total of 23 central organs carried out fixed-point poverty alleviation in 37 key counties of Guizhou Province.

      【Training of poverty alleviation cadres】 In 2011, Guizhou Province invested 12 million Yuan of financial anti-poverty funds for training of 135,000 poverty alleviation cadres.

      【Construction of old revolutionary base areas】In 2011, LGOP allocated 15 million Yuan of central lottery welfare funds to implement the pilot entire village advancement projects in the old revolutionary base areas of 10 villages such as Chitang and Shanyang Village in Jiashi Town, Yanhe County, Tongren City of Guizhou Province. The total investment in the project was 37.7978 million Yuan, involving 89 projects, which were all launched. In the three project counties – Weining, Nayong and Xishui County identified in 2010, it built village team roads of 211.77 km and roads of 160.7 km connecting rural households, hardened yards of 160,000 square meters for 565 households, laid drinking water pipelines of 83.5 km, built 316 small water cellars, 541 biogas digesters and cultural square of more than 2000 square meters, renovated pens of 3295 square meters, built public toilets of 80 square meters, erected 220-volt transmission line of 1 km, set up one 1000-cubic meter reservoir, laid 1.5-meter water pipelines of 1.5 meters of 200 meters, dug two-meter tunnels of 30 meters, built flood control channels of 300 meters and improved riverway of 3.25 km, laying a solid foundation for the improvement of production and living conditions and the income growth of the masses in project areas.

      【Convergence of two systems】 In 2011, Guizhou Province conducted field survey on the situation of the rural poor with per capita annual income of less than 1500 Yuan and entered the information of the poor into the poor household information management system for the effective convergence of “two systems”, involving 3.21 million households and 9.13 million poor people. In such a way, it had a basic understanding of the distribution and classification (objects of poverty reduction, objects of both poverty reduction and the minimum living security system, objects of the minimum living security system and objects of the five-guarantee system) of the rural poor and completed most of the basic work before the announcement of the new poverty line.

      【Foreign-funded poverty alleviation】 In 2011, a total of 257 million Yuan was invested in the Guizhou Environmental and Social Development Project funded by the Japanese government.

      【Shaking off poverty】 On February 25, 2011, Guizhou Province introduced the policy of “shaking off poverty”. In the future, even we lift all the poor out of poverty, we’ll continued to implement the pro-poor policies, aiming to mobilize the initiative of impoverished regions for poverty alleviation and development and make the concept of “shaking off poverty” the mainstream consciousness of the key counties for national poverty alleviation and development. In 2011, 66 impoverished villages of Bing County, Pan County and Xingren County in the province shook off poverty.

      【Group poverty alleviation】 In 2011, 31 provincial leaders of Guizhou took the lead to provide counterpart support for 32 key counties and 51 poor villages. In accordance with the guideline of “government leadership, department responsibility and mass-based social participation”, the province invested 10 million Yuan of financial anti-poverty funds for each key town and conducted county-based integration of various types of funds in accordance with the ratio of 1:3 or more. Through mechanism innovation, integration of resources, comprehensive management and key problem tackling, it aimed to lift the poor towns out of poverty in two or three years and would not give up until the poor towns shake off poverty. Meanwhile, the province create the new effective models for group poverty alleviation, including the 'trinity' poverty alleviation integration special poverty alleviation, industrial poverty alleviation and social poverty alleviation, the county-based integration of funds, combination of contiguous development and comprehensive management, combination of industrial poverty alleviation and modern agriculture, combination of transfer of employment and improvement of quality of labors, combination of performance evaluation and "reward replace subsidy" and the combination of group poverty alleviation and the construction of grassroots organizations.

      【Four helps and four promotions】 In 2011, Guizhou Province organized the province's leading cadres at all levels to carry out the activities of “four helps and four promotions”: Help the masses study and understand the spirit to promote the unity of thinking; help sort out development idea to promote scientific development; help solve practical problems to promote excelling in performance; help resolve conflicts and disputes to promote harmony and stability. In July 2011, on the basis of the activity of "four helps and four promotions", Guizhou Province organized the leading cadres at all levels to transfer their focus of work to the grassroots areas. More than 10,000 party cadres in the province were sent to work on the front line and conduct field research in rural areas to lay a good mass basis.

      【Poverty alleviation by rural tourism】On November 2, 2011, Guizhou Province introduced the "Opinions on the Implementation of the Multiplication Plan for Poverty Alleviation by Rural Tourism". Since 2011, the province will arrange at least 100 million Yuan of financial anti-poverty funds every year to implement the multiplication plan in 300 poor villages in five years to accelerate the establishment of a diversified system for poverty reduction by rural tourism with distinctive characteristics, functions and standard services based on the themes of red tourism, ethnic customs, trips and ecological leisure tours. By 2015, it plans to establish ten influential provincial demonstration zone for poverty alleviation by rural tourism, 20 regional demonstration zones and 100 county demonstration zones with local characteristics. The per capita net income of the poor in the project areas is expected to exceed 8000 Yuan and the annual growth rate is expected to be three percentage points higher than the provincial average. In 2011, Guizhou Province started the implementation of 21 rural tourism poverty alleviation projects.
