Poverty Alleviation and Development in Hainan Province

      【Overview】 In 2011, under the guidance of the "Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, in accordance with the overall requirement of building an international tourist island, taking contiguous poor areas and poverty-stricken villages as the main battlefield and taking “two no-worries and three guarantees” as the overall objective, Hainan Province continued to do a good job of entire village advancement, industrial poverty alleviation industry, labor transfer training, poverty relief cooperation and construction of old revolutionary base areas. In 2011, Hainan allocated central financial anti-poverty funds of 319.13 million Yuan for the poverty reduction, of which 205.13 million Yuan was development funds, 62 million Yuan was work-relief funds and 52 million Yuan was minority development funds. The provincial organs and enterprises jointly issued anti-poverty funds of 23.89 million Yuan. The 205.13 million Yuan of development funds was mainly used in four fields: infrastructure construction, development of production, training and anti-poverty microcredit interest discount funds.

      【Entire village advancement】 It completed the construction of entire village advancement projects in 60 impoverished villages, covering five key cities and 24 key counties for national poverty alleviation and development, 6 key cities and 21 key counties for provincial poverty alleviation and development, and 15 other cities and counties (districts).

      【Infrastructure construction】 It allocated financial anti-poverty funds of 81.9 million Yuan for the construction of village roads of 185 km, 14 bridges, 161 culverts, 65 drinking water projects, 28 well-digging projects and three water conservancy projects, solving the road problems of 23,000 households and 115,000 people, the drinking water problems of 4556 households and 21657 people and the irrigation problem of 74.7 hectares of farmland.

      【Industrial poverty alleviation】  The province mainly supported farmers to develop planting and breeding industry. It supported 18,291 rural households to plant various kinds of cash crops and tropical fruit trees of 6133 ha, including 4000 ha of rubber trees, 666.7 ha of areca-nut trees and 1466.7 ha of melon and vegetables, ginger, mulberry, sugarcane and south medicines, and supported 19,285 rural households to raise 15,000 pigs, 1.06 million poultries, 3580 boxes of bees and 10 million fishes.

      【Rain Plan】   According to the guideline of “transferring all the trainees and lifting their families out of poverty by helping them find jobs”, Hainan Province continued to promote the labor transfer training of rural surplus labors. It entrusted the higher technical schools and Sanya Technical School to provide three-year secondary vocational education and recruit 2450 students from needy families to learn the expertise and basic skills for electric work, tourism service and management, computer application and repair, etc. It also held six skills training courses on planting for 600 persons.

      【Technical training】  The province held 828 practical skills trainings on pig breeding, rubber cultivation and vegetable planting for 41,500 person-times in 2011. Poverty alleviation departments at all levels held 18 trainings on poverty reduction among the party members and income growth of women for 1730 person-times jointly with the organization department, the provincial women’s federation and other relevant departments.

      【Training of poverty alleviation cadres】 It organized 41 leaders and directors of the poverty alleviation offices of poverty-stricken cities and counties as well as other relevant persons to receive the national training; held three training courses of sending cadres in poor areas for 240 person-times; organized nine poverty alleviation cadre trainings for 450 person-times and held 55 trainings of cadres of poor villages for 3100 person-times.

      【Construction of old revolutionary base areas】 The province developed 2011-2015 planning for the construction of old revolutionary base projects and established a sound old revolutionary base project library. It declared Baisha County as a pilot county for entire village advancement in old revolutionary base areas with the central public welfare fund, held trainings on performance evaluation of old revolutionary base projects to learn relevant policies and operational knowledge; carried out field research on the work in old revolutionary base areas, established a sound library on the basis situation of old revolutionary base areas, assisted the Provincial Society for Promotion of Construction in the Old Revolutionary Base Areas in holding the provincial, city and county work conferences on the field research of anti-poverty work in the old revolutionary base areas, collected and prepared relevant data on the old revolutionary base areas of the province and issued the “Files of Old Revolutionary Base Areas of Hainan Province”. In 2011, it allocated 70 million Yuan (including provincial matching funds of 10 million Yuan) for the construction of the old revolutionary base areas in the province, implemented 221 road projects of 141 km, six small water conservancy projects, ten cultural centers, 16 drinking water projects, three civilized eco-village projects and four martyrs monument projects, benefiting more than 200,000 people.

      【Pilot projects of mutual funds】  As of the end of 2011, the province had launched pilot mutual funds in 140 villages with investment of 21 million Yuan, covering 9556 households. The mutual funds issued loans of 26.67 million Yuan for 10476 person-times. The loans were mainly used in three fields: 13.03 million Yuan in planting, accounting for 49%; 13 million Yuan in breeding, accounting for 49% and 640,000 in commerce and transportation, accounting for 2%.

      【Pilot work of contiguous development】    The province allocated 5 million Yuan to support the road building of 2.2 km, solving the road problem of 140 households and 676 people in two villages; and supported 500 households and 2268 people to plant vegetables of 28 ha and flowers of 2.6 ha.

      【Management of anti-poverty funds】 The Provincial Poverty Alleviation Office and the Provincial Department of Finance organized an assessment team to conduct assessment on the use of anti-poverty funds and the implementation of poverty relief projects in various cities and counties in the previous year to ensure the completion of the anti-poverty work. We developed the “Methods for Performance Evaluation of Financial Special Funds for Old Revolutionary Base Areas of Hainan Province (Trial)”, clarified the principles, key points, range of use, project declaration, approval, implementation and supervision policy measures for the management of special funds for old revolutionary base areas, aiming to enhance the efficiency of funds and guarantee the security of the use of funds. We went to the 140 impoverished villages to give guidance for the pilot work of mutual funds and entire village advancement and contiguous development; held five trainings on anti-poverty statistical monitoring to learn the relevant knowledge and guide the cities and counties’ work.

      【Poverty alleviation research】  We organized more than 30 people including the directors of city and county poverty alleviation offices and division heads of various organs to conduct field research on the anti-poverty work in 18 counties in the east, west and central regions, completing 6 research reports. Through listening to reports, data collection, field research, interview of farmers and seminar holding, we had a comprehensive understanding of the poverty alleviation situation of the cities and counties in recent years; visited more than 150 village cadres and farmers; read 220 copies of files on anti-poverty work and data on the registered poor, looked through 63 minute books and checked 86 project plans; answered 210 questions and held 18 seminars with a total of 172 participants; visited 92 anti-poverty projects in 48 administrative villages and 18 poor natural villages, involving more than 36 million Yuan, benefiting more than 150,000 people.

      【Cooperation in poverty alleviation】 The province continued to organize and coordinate 164 institutions, enterprises and units directly under the provincial government and relevant cities and counties to provide support for 157 impoverished administrative villages. In 2011, 328 leaders from the aiding units went to the poor villages to carry out field research and give instructions on poverty reduction, including 35 provincial leaders and 293 department leaders. It introduced 23.89 million Yuan of funds for the construction of 119 poverty relief projects to benefit 24,900 people; held two training courses on poverty alleviation cooperation and trained 165 cadres of the aiding units. Representatives from 13 units including the General Office of the Provincial People’s Congress delivered speeches on the event. It issued the “Opinions on the Fixed-point Poverty Alleviation of Military and Police Forces in Hainan and started the fixed-point poverty reduction by military and police forces. Jointly with the Provincial State-owned Assets Supervision and Administration Commission, we held the seminar on anti-poverty work, summarized and exchanged the anti-poverty work experience of the system and discussed about the work plan for the next step.

      【Microfinance for poverty reduction】 The province allocated 30 million Yuan of central financial anti-poverty funds as microfinance interest discount funds, supported the poor to develop farming and competitive industries and issued a total of 320 million Yuan of small loans that year.

      【Heroine Endeavourers Class for Poverty Alleviation】  The Provincial Poverty Alleviation Office and the relevant departments jointly funded and entrusted Hainan Economic and Technical School to open the Secondary School Class of Heroine Endeavourers for Poverty Alleviation and recruit 1200 girls from rural needy families. The Secondary School Class of Heroine Endeavourers for Poverty Alleviation, designed for three years, mainly talks about hotel management, food processing, golf management, costume design, hairdressing and beauty courses. The students are exempted from tuition fee and accommodation fee and receive living subsidy of 210 Yuan, 300 Yuan and 450 Yuan per person per month. . After graduation, the relevant departments will recommend jobs for them.

      【”Care package” project】 The Provincial Poverty Alleviation Office and other nine units including the Propaganda Department of the Provincial Party Committee, the Working Committee of the provincial organs and the Provincial Department of Education advocated to “Consign Care Packages and Concern About Old Revolutionary Base Areas and Impoverished Regions to Present A Gift to the Party’s 90th Anniversary”, raised a total of 571,560 Yuan of donations from all circles of society and individuals and sent care packages for 37 schools in Wuzhishan, Baoting and Changjiang as well as the students, benefiting 37 schools and 3366 students.

      【Propaganda of poverty alleviation and development】 In 2011, the province focused on organizing the exhibition on anti-poverty results and the reporting on the situation of poverty alleviation and development.

      Participate in the exhibition on poverty alleviation and development achievements. From June 10 to 15, Hainan delegation participated in the "Exhibition on China's Poverty Reduction Achievements in the New Century" held by LGOP in Beijing. Hainan Pavilion displayed 23 pictures, distributed more than 3,000 copies of promotional booklets, played the videotape of “Spring Breeze and Rain Bring Warmth to Hainan – One Decade of Poverty Alleviation and Development in Hainan Province”, and received a total of 10,000 visitors. The central government leaders Hui Liangyu and He Yong visited Hainan Pavilion and fully affirmed Hainan’s poverty alleviation and development achievements.

      Print poverty alleviation briefings. The Provincial Poverty Alleviation Office compiled and printed a total of 18 briefings on poverty alleviation, distributed 3600 copies and adopted more than 90 articles. As of the end of December 2011, we had compiled and printed 143 briefings on anti-poverty work, distributed more than 28600 copies and adopted more than 700 articles.

      Report poverty alleviation work. The Provincial Poverty Alleviation Office and relevant media jointly conducted field research in impoverished regions, wrote reports on poverty alleviation and development and took news photos on anti-poverty work. In 2011, the national and provincial newspapers and magazines, radios and televisions made more than 30 reported on the poverty alleviation and development of Hainan Province.
