　　【Overview】2010 is the last year for the implementation of the Outline for Guangdong - Guangxi Pairing-off Cooperation for Poverty Alleviation during the “11th Five-Year Plan” period. Guangdong Province continued to comprehensively implement the scientific development concept and the strategic plan of the State Council on continuing east-west pairing-off cooperation for poverty reduction, implemented the spirit of the “Notice on the Issuance of Outline for Guangdong-Guangxi Pairing-off Cooperation in Poverty Alleviation During the ‘11th Five-Year Plan’ Period” (Yue Fu Han [2006] No. 257) and the “Circular on the Issuance of Minutes of Talks on Strengthening the Cooperation between Guangdong and Guangxi” (Yue Fu Han [2007] No. 55) issued by Guangdong Provincial government, steadily promoted the cooperation between the two provinces in poverty reduction and achieved new results. According to statistics, in 2010, Guangdong Provincial government allocated 29.3 million Yuan and raised donations of 5.9784 million Yuan in cash and 3.5685 million Yuan in kind for anti-poverty work; 4,801 Guangdong – Guangxi cooperative projects worth 10 million Yuan each were signed and implemented with investment of 110.696 billion Yuan from Guangdong Province (including the funds for continued project construction) and Guangdong Province supported Guangxi to hold 21 cadre trainings for 550 person-times and 28 technician trainings for 550 person-times. In 2010, Guangxi transferred 153,500 labors to Guangdong Province with net income of 767.5 million Yuan.

　　【Entire village advancement】 It is an important part of the cooperation between Guangdong and Guangxi in poverty reduction for Guangdong to support Guangxi to build model villages for poverty relief by entire village advancement. While implementing the plan, combining the construction of model villages with the construction of socialist new countryside, Guangdong Province advocated to link participatory poverty alleviation with development-oriented poverty reduction, insisted on the high standards, careful planning, strict requirements and meticulous organization, made rapid progress and achieved good results in the construction of model villages. In 2010, supported by Guangdong, 23 model villages were constructed for entire village advancement in Baise and Hechi City with investment of 20 million Yuan, one village in each county (district), covering 1,341 households and 5,740 people. According to the plan, they would harden village roads and lane roads of 47,500 meters, renovate dangerous houses for 1,439 households, construct 35 drinking water projects for human and livestock, build ponds of 2,140 cubic meters, lay pipelines of 13,350 meters, renovate 35 pig/cattle pens and 2 schools of 410 square meters, build 13 farmers' cultural activity rooms, renovate two village committee office buildings of 53 square meters, build 11 waste treatment tanks; plant quality fruit and herbal medicine of 2338 mu, breed 1391 heads of livestock; build 23 basketball courts, village environmental greening area of 2720 square meters and drainage and sewage ditches of 4130 meters, and carry out 56 practical trainings for 4600 farmers. According to statistics, as of the end of 2010, over 70% of the construction of model villages for entire village advancement had been completed.

　　【Economic and trade cooperation】 Taking the historical opportunity of the Pan-PRD co-operation and the opening up and development of North Bay Economic Zone and taking the ASEAN Expo and Guangzhou Fair as a platform, Guangdong and Guangxi deepened the development and construction of Xijiang Golden Waterway, continued to expand their exchanges and cooperation and explored the establishment of a long-term cooperation mechanism for complementary advantages, interaction, common development and common prosperity to promote the transition of economic and trade cooperation towards a full economic and trade cooperation. In 2010, the two sides signed and implemented 4801 cooperative projects worth 10 million Yuan each (including continued project construction) and Guangdong Province issued 110.696 billion Yuan (including the funds for continued project construction).

　　【Labor transfer】From the autumn of 2009 to the spring of 2010, Baise and Hechi suffered from the severest drought in the past hundred years. In some places, with a decline in agricultural production due to the disaster, people returned to poverty. In order to reduce the impact of the droughts, various departments of Guangdong and Guangxi closely cooperated with each other and carried out many labor transfer activities in various forms. Through increasing the employment income of poor families by labor transfer, they strived to alleviate the losses caused by the droughts. In Baise and Hechi, for example, the “Baise Job Fair – Assistance Action for Labor Export of Drought-hit Areas of Guangxi” and the “Hechi Job Fair - Assistance Action for Labor Export of Drought-hit Areas of Guangxi” were respectively convened and 6,028 people reach employment intentions. Through the joint efforts of the two provinces, in 2010, Guangxi’s labor export and net income from labor transfer both increased compared with the previous year. According to the statistics of Labor Department, as of the end of 2010, 153,500 labors of Guangxi were transferred and the net income from labor export amounted to 768 million Yuan, respectively 12,000 and 60 million Yuan more than that of 2009.

　　【Pairing-off cooperation for poverty reduction】 In order to boost the economic and social development and improve people’s livelihood in impoverished areas of Baise and Hechi, various departments and all circles of society of Guangdong Province actively mobilized social forces to donate money and materials for the poor. Regardless of his old age, former Chairman of the CPPCC Guangzhou City Mr. Chen Kaizhi was still concerned about the poverty alleviation and development in Baise City. In August 2010, he introduced 2 million Yuan for the continued construction of Baise Qifu High School, and Haizhu District introduced 600,000 Yuan to support five education and health projects in Lingyun County. In 2010, various towns (districts), the relevant departments, enterprises and social forces donated 6.7434 million Yuan in kind and cash for Hechi City. In order to support the drought relief in Hechi, Dongguan mobilized social forces to provide drinking water of 791.3 tons and 3,350 boxes of mineral water for the counties (cities, districts) of Hechi City. To support the drought relief in Loucheng County, Dongguan Shijie Town People's Government mobilized relevant enterprises and the cadres and staffs of the units directly under the town’s government to donate 200,000 Yuan disaster relief money and materials and purchase 30 water pumps for Luocheng.

　　【Training and exchange of poverty relief cadres】 Guangdong Province held three training courses for Guangxi, respectively for the directors of poverty alleviation offices of some cities and principals of the poverty alleviation offices of non-key counties for national poverty alleviation and development, heads of private enterprises and new rural construction instructors of some institutions, covering 162 cadres. In addition, Baise and Hechi selected a total of 42 outstanding cadres to serve as temporary cadres in relevant districts and towns of Guangzhou and Dongguan, of which 11 were division-level leaders. Through training and leaning, these cadres enhanced feelings for the poor, broadened their horizons and thinking, increased their competence, learned experience and changed their ideology.

　　【Cooperation in poverty reduction】 To implement the "Outline for Guangdong-Guangxi Pairing-off Cooperation in Poverty Alleviation During the ‘11th Five-Year Plan’ Period" signed between Guangdong and Guangxi, the transportation, education, tourism, health and other departments of the two places strengthened communication and cooperation and made new progress in sector collaboration. In the field of transportation, Shantou – Kuming Freeway and Guangxi – Hezhou – Lingfeng Highway were built and put into operation in 2010; Guigang - Wuzhou (Jieshou) Section of Xijiang’s Grade II Waterway was also built and put into operation. In the field of tourism, the two places further promoted barrier-free tourism and self-driving tour, etc; In education, culture, health and other fields, they also carried out relevant communication and collaboration.
