Poverty Alleviation and Development in Qinghai Province

      【Overview】 Under the correct leadership of the Provincial Party Committee and the Provincial government, with great support from LGOP, through joint efforts of cadres at all levels and the masses in the province, adhering to scientific outlook on development, Qinghai Province worked hard through innovations in a pioneering spirit, made new progress in poverty alleviation and development and achieved periodical results in disaster relief of Yushu and post-disaster restoration and reconstruction of poor villages. It addressed the food and clothing problem of 192,200 poor people and the rural per capita net income of the 25 key counties for poverty alleviation and development reached 3,490 Yuan, up 13.1% over 2009.

      【Poverty reduction program】 It developed the “Planning for Poverty Alleviation and Development of Qinghai Province in the ‘12th Five-Year Plan’ Period”, “Planning for Off-site poverty Alleviation and Development in Qinghai Province”, “Planning for Poverty Alleviation and Development by Entire Village Advancement in Qinghai Province”, “Development Planning of Qinghai Province” and “Planning for Comprehensive Governance of Special Poverty-stricken Areas in Qinghai Province”. 

      【Investment of anti-poverty funds】 The state issued financial anti-poverty funds of 793 million Yuan (of which 80 million Yuan was for poverty alleviation and development in Tibetan area and 30 million Yuan for post-disaster reconstruction of Yushu), 177 million Yuan more than that in 2009, up 28.8%. The province strived for nearly 400 million Yuan of special funds for post-disaster reconstruction of poor villages in Yushu, which greatly supported the development of poor villages after the earthquake.

      【Entire village advancement】  634 million Yuan of various types of funds was issued to implement entire village advancement in 350 poor villages of 27 counties in 6 prefectures (cities) of the province, which benefited 67,084 poor households and 294,800 people.

      【Relocation-based poverty alleviation】 117 million Yuan of various types of funds (including state’s special funds of 58.02 million Yuan) was issued to implement 33 off-site poverty reduction projects, which relocated 2,626 poor households and 11,415 people.

      【Poverty alleviation training】 10.2108 million Yuan was allocated to organize “Rain Plan” and practical technical trainings for poor farmers and herdsmen, labor transfer trainings for 6,826 people (421 people went to participate in the “Rain Plan Take-off Program” training of Changsha Global Vocational Education Group) and practical agricultural technical trainings for 38,000 person-times, and sent poor students to technical schools in Guangzhou Development Zone to attend trainings and find jobs jointly with the Provincial Department of Human Resources and Social Security.

      Pilot projects for “Rain Plan” implementation modality reform was implemented in Zeku County. After strict review, verification and screening, 500 students from needy families who have been enrolled in vocational technical schools received a subsidy of 500 Yuan per person per semester.

      【Poverty alleviation by industrialization】 The third batch of 47 provincial leading enterprises in poverty alleviation by industrialization were identified and 6.4 million Yuan was issued to 73 leading enterprises in poverty alleviation by industrialization as loan interest subsidy, which directly encouraged bank loans of 213 million Yuan and indirectly encouraged bank loans of 977 million Yuan.

    122. 8566 million Yuan was invested to 78 villages of 18 Tibetan towns in the Tibetan areas and Haidong Region of six prefectures for the implementation of contiguous industrial poverty alleviation, which supported 11,027 poverty-stricken households and 46,471 poor people in Tibetan areas.

      【Pilot projects of comprehensive poverty reduction】 114 million Yuan was issued to implement pilot projects of “contiguous development, industrial promotion and entire village advancement” of 59 impoverished villages concentrated with low-income people in Xining, Haiding, Haixi, Guoluo and Qumalai County of Yushu, which supported 10,224 poverty-stricken households and 40,517 poor people.

      【County-based contiguous development】 167 million Yuan (of which 25 million Yuan was financial anti-poverty funds) was allocated to implement pilot projects of “county-based entire village advancement and contiguous development by integrating funds” in Ledu, Minhe, Xunhua, Tongren and Guide County, which supported 8,056 poverty-stricken households and 34,828 poor people.

      【Pilot projects of mutual funds】 9 million Yuan of central financial anti-poverty funds for pilot projects and 3 million Yuan of provincial matching funds were issued to implement pilot mutual funds in 80 impoverished villages of Huangzhong, Xunhua, Guinan, Dulan, Banma, Nangqian, Gangcha and Tongren County.

      【Poverty relief discount loans】  4.75 million Yuan of interest subsidy for poverty relief discount loans (including 250,000 county-level matching funds) was allocated to encourage the issuance of household loans of 109.398 million Yuan, which helped 20,500 poor households in 789 impoverished villages of 20 counties develop planting, breeding, transportation and catering industry.

      【Effective convergence of two systems】  The pilot area of the effective convergence of two systems was expanded to 14 key counties for national poverty alleviation and development in the province. 17.3813 million Yuan (including anti-poverty funds of 14 million Yuan) was issued to implement the pilot projects in 21 villages of 15 counties, which supported 2,216 poverty-stricken households and 9,076 poor people (including 532 households and 2,180 people covered by both poverty reduction program and the rural minimum living security system).

      【Special poverty reduction】  8.194 million Yuan of various funds was allocated to implement pilot projects of comprehensive poverty reduction by off-site education to prevent kashin-beck disease, aiming to develop industry, increase income and improve the infrastructure and public welfare in kashin-beck disease areas, which directly benefited 217 households and 1,118 poor people in the kashin-beck disease areas.

      【Social poverty alleviation】 Fixed-point poverty alleviation by state organs, enterprises and institutions: 11 central state organs, enterprises and institutions sent 81 people (including 4 ministerial level leaders and 16 bureau-level cadres) to relevant counties for field research and dispatched 7 cadres to support local development as well. 5.1 million Yuan of anti-poverty funds and materials was issued and 5.15 million Yuan of project funds was introduced for the implementation of 24 poverty relief projects. They repaired 19 schools, subsidized 108 poor students, held 28 training courses and trained 64 cadres and technicians and 1,210 farmers and herdsmen. LGOP issued 9 million Yuan to successively construct drinking water projects, hay and grass production bases for disaster prevention and alleviation and yak improvement projects in Zeku County for the poor and achieved good economic and social benefits. A new round of fixed-point poverty alleviation by the party, government and military organs, enterprises and institutions directly under the provincial government: 105 units directly under the provincial government were designated to support 104 impoverished villages and dispatched a total of 99 sending cadres, 312 check-on cadres and 1,497 research group members to the poor villages in the whole year. The aiding units invested 58.1704 million Yuan and introduced 162.469 million Yuan for the implementation of 125 projects. They repaired 19 schools, subsidized 2,271 poor students, held 166 training courses, trained 10089 poor farmers and herdsmen and exported 7,409 labors. Counterpart support activity of “helping each other among rural households and residents”: A total of 36,124 party cadres and people from all circles of society participated in the activity, helped 25,559 poor families, invested 15.667 million Yuan of anti-poverty funds (including materials) through donation of money and materials and coordination of public welfare projects. “Joint construction by villages and enterprises”: The partnership was built between 276 enterprises and 361 villages. The Enterprises invested in anti-poverty funds and materials worth 14.885 million Yuan and provided guarantee for loans of 8.6 million Yuan. The democratic parties in the provincial capital actively participated in the poverty alleviation and development: They invested 6.7818 million Yuan (including 121,000 Yuan in cash and 6.6608 million Yuan in kind) and introduced project funds of 2.181 million; repaired 4 schools and subsidized 242 poor students. Poverty alleviation by charity organizations: Warm-hearted people from all circles of society donated, through China Foundation for Poverty Alleviation, 75,137 care packages worth 12.96 million Yuan to the disaster-hit areas in Yushu, Datong, Ledu and Tongren County. China Foundation for Poverty Alleviation launched the “China National Health Poverty Alleviation Project”, carried out hepatitis B rescue project in Huangzhong and Minhe County and invested a total of 1.558 million Yuan to provide free liver disease screening service for 27,379 poor people and issued medicines to 1,235 patients for free. International Poverty Reduction Center in China (IPRCC) donated 45 calligraphy and paintings worth 18 million Yuan to the provincial museum.

      【Post-disaster restoration and reconstruction】 After the strong earthquake in Yushu, the province actively organized various disaster relief activities, successively raised 199 million Yuan of relief funds, developed the "Overall Planning for Post-disaster Restoration and Reconstruction of Poverty-stricken Villages After the Earthquake in Yushu", decided to spend the post-disaster reconstruction funds of 100 million Yuan on the restoration and reconstruction of 53 poor villages that had implemented entire village advancement in 14 towns of six counties in Yushu Prefecture and the skills trainings for poor farmers and herdsmen; and introduced social anti-poverty funds of 270 million Yuan and allocated 104.7964 million Yuan of financial anti-poverty funds for the industrial development in poor villages and infrastructure construction in disaster-hit areas. The construction of the vegetable greenhouse project with investment of 10 million Yuan from China Foundation for Poverty Alleviation has been completed and brought social benefits; Ganda Village Transportation Team Project with investment of 3 million Yuan was launched and the disaster relief living allowance of 5 million Yuan for Yushu has been issued; Changu Village Transportation Team Project and Quarry Expansion Project with investment of 7 million Yuan from China Association of Poverty Alleviation and Development have been completed and the village’s income reached 4.5 million Yuan that year, and the LED street lamps for main streets and communities in disaster-hit area Jiegu Town of Yushu with investment of 100 million Yuan from member units of China Association of Poverty Alleviation and Development have been installed.
