Poverty Alleviation and Development in Hainan Province

      【Overview】 In 2010, under the guidance of the scientific outlook on development, based on the overall requirements of building international tourism islands, taking poverty-stricken villages as the main battlefield, aiming to reduce poverty and increase the income and enhance the self-development capacity of the poor, Hainan Province did a good job of poverty reduction by entire village advancement, poverty alleviation by industrialization, labor transfer training, joint poverty reduction, poverty relief in old revolutionary base areas and poverty alleviation by education and relocation, etc. The 11 national and provincial key cities (counties) for poverty alleviation and development recorded GDP of 41.84 billion Yuan, local fiscal revenue of 8.3 billion Yuan and rural per capita net income of 4772 Yuan, respectively 8.5 billion Yuan, 4.41 billion Yuan and 536 Yuan more than that of the previous year, up 20.3%, 113.5% and 12.65%. Five national cities (counties) for poverty alleviation and development, namely Wuzhishan City, Qiongzhong Li and Miao Autonomous County, Baisha Li Autonomous County, Lingshui Li Autonomous County and Baoting Li and Miao Autonomous County recorded GDP of 10.53 billion Yuan, local fiscal revenue of 3.83 billion Yuan and rural per capita net income of 3,829 Yuan, respectively 2.27 billion Yuan, 1.897 billion Yuan and 528 Yuan more than that of the previous year, up 15.8%, 98.0% and 16.0%. The poor population was reduced to 405,200, with a decrease of 45,000.

      【Issuance of anti-poverty funds】247.24 million Yuan of financial anti-poverty funds was put in, of which 159.24 million Yuan was development fund, 62 million Yuan was work-relief funds and 26 million Yuan was development fund for minority areas. In addition, the provincial directly administrated units, enterprises and institutions jointly put in 41.787 million Yuan of anti-poverty funds, including directly investment of 17.647 million Yuan and introduced funds of 24.14 million Yuan. The development funds were divided into three types: First, infrastructure construction funds of 86.67 million Yuan, accounting for 54%; Second, production development funds of 55.03 million Yuan, accounting for 35%; Third, training funds of 17.54 million Yuan, accounting for 11%.

      【Infrastructure construction】 The province constructed rural roads of 204 kilometers, 20 bridges, 122 culverts and 82 drinking water projects, dug 32 wells, implemented 8 water conservancy projects, solved the road problem of 130,000 people, safe drinking water problem of 27,000 people and irrigation problem of 866.7 hectares of farmland, and built cultural centers of 540 square meters.

      【Labor transfer training - Rain Plan】 The province entrusted 9 senior and secondary vocational schools to create 20 majors for vocational trainings and recruit 1,601 children from needy families. Through labor transfer training, it organized 432 young people from poor families to learn the skills for agricultural machinery repair, golf, cooking and other practical skills. The city and county poverty alleviation offices and relevant departments jointly held 246 guiding labor transfer trainings for 12,000 person-times, and organized junior middle school graduates from needy families to register for examination of Guangdong Shunde Guohua Memorial Secondary School and one person was admitted.

      【Support for planting and breeding industry】 The province supported 86,000 poor farmers to plant various cash crops and tropical fruit trees of 5533.3 hectares, including 3,913 hectares of rubber trees and 282 hectares of areca nut palms, and raise 11,000 pigs, 800,000 poultries, 5.15 million freshwater fishes and 6,610 boxes of bees.

      【Practical technical training】 761 technical trainings were held on the planting and management of rubber trees, betel nuts, green oranges, mango, banana trees and vegetables for 39,000 person-times; organized jointly with the Provincial Women’s Federation the trainings on income growth of women from poor villages in Ding’an County, Tunchang County, Zhanzhou City, Chengmai County and Baoting Li and Miao Autonomous County for 750 person-times; cooperated with the Provincial Party Committee Organization Department to develop the remote education training program – “New Technology for Mulberry Planting and Sericulture”, and held 53 training courses for 2,665 person-times.

      【Training of poverty alleviation cadres】 32 city and county leaders and directors of poverty alleviation offices were organized to participate in national trainings; six training courses were held for 132 cadres from poverty alleviation and development field; the provincial poverty alleviation office held five trainings for 464 cadres from impoverished villages, and the city and county poverty alleviation offices held 21 trainings for 1,250 cadres and capable people in production from poor villages.

      【Relocation projects for poverty alleviation by education】 18,600 students were relocated for poverty alleviation by education in Hainan Province, of which 14,100 came from ten “Siyuan experimental schools” of ten national and provincial key cities (counties) for poverty alleviation and development. In 2010, it launched Phase II relocation projects for poverty alleviation, newly built and rebuilt nine township central schools of 52,400 square meters, constructed two Senior Siyuan High Schools and will recruit 2,500 junior middle school graduates.

      【Entire village advancement】 In 2010, it completed the entire village advancement of 84 impoverished villages, including 23 villages in five national key cities (counties) for poverty alleviation and development, namely Wuzhishan City, Qiongzhong Li and Miao Autonomous County, Baisha Li Autonomous County, Lingshui Li Autonomous County and Baoting Li and Miao Autonomous County, 38 villages in six provincial key cities (counties) for poverty alleviation and development, namely Dongfang City, Tunchang County, Ding’an County, Lin’gao County, Changjiang Li Autonomous County and Ledong Li Autonomous County, and 23 villages in Sanya City, Zhanzhou City, Wanning City, Chengmai County and Qiongshan District of Haikou City. The entire village advancement projects were divided into three types: First, infrastructure construction, including construction of rural roads, drinking water projects, bridges, culverts and small irrigation projects; Second, production development, mainly for planting and breeding industry of the poor; Third, trainings, mainly including labor transfer training, rural practical technical training, cadre training for poor villages and vocational education training.

      【Construction of old revolutionary base areas】 We organized relevant persons to revise the “Opinion on Further Strengthening the Construction of Old Revolutionary Base Areas”, supported the fourth change of leadership of the Provincial Promotion Council for Construction of Old Revolutionary Base Areas, and developed and implemented the planning for implementation of special funds projects for construction of old revolutionary base areas. In 2010, 36.12 million Yuan was issued for the construction of old revolutionary base areas in Hainan Province, covering 163 projects and more than 160,000 people. The province newly built and repaired village roads of 84.38 kilometers, 6 bridges and 39 culverts, constructed 13 drinking water projects (including 6 wells, 6 water towers and water pipelines of 24.8 kilometers), five water conservancy projects, six small reservoir repair and electric irrigation projects, five cultural centers of 1,120 square meters, one revolutionary site and four civilized eco-villages.

      【Cooperation in poverty alleviation】 The province continued to organize and coordinate 164 institutions, enterprises and units directly under the provincial government and relevant cities and counties to provide support for 157 impoverished administrative villages. In 2010, 1,174 leaders from the aiding units went to the poor villages to carry out field research and give instructions on poverty reduction, including 18 provincial leaders and 255 department leaders. The province supported poor regions to renovate thatched cottages for 3,751 households, construct a number of rural roads and drinking water projects and develop a number of planting and breeding projects, which benefited 14,000 rural households and 69,000 people. Meanwhile, it held 96 practical technical trainings for 4,768 person-times and donated rice and clothing to old CPC members, five-guarantee households and special poor farmers. The Provincial Poverty Alleviation Office carried out the “Care Package” Project 2010 Care Action for Students from Impoverished Areas jointly with the Provincial Department of Education, Provincial Sports Lottery Management Center and Provincial Postal Company and donated 2130 “care packages” worth 213,000 Yuan to five Hope Primary Schools.

      【Renovation of thatched cottages】 The provincial government held a meeting on promoting the renovation of thatched cottages on May 14, 2010 and signed responsibility contracts with seven cities (counties), namely Wuzhishan City, Dongfang City, Zhanzhou City, Lele Li Autonomous County, Baisha Li Autonomous County, Qiongzhong Li and Miao Autonomous County and Baoting Li and Miao Autonomous County, demanding relevant departments to complete the renovation of thatched cottages in minority areas. A total of 280 million Yuan was invested for the renovation of thatched cottages in minority areas, of which 160 million Yuan was from the provincial government, 65.836 million Yuan from city and county government and 56.1276 million Yuan were social donations. As of the end of 2010, it completed innovation of thatched cottages for 13209 households and comprehensively completed the scheduled task. The provincial government organized inspection and acceptance on the renovation of thatched cottages in various cities and counties, summarized the work and praised relevant units.

      【Pilot projects of mutual funds】 In 2010, Hainan Province arranged 60 pilot villages for mutual funds with investment of 9 million Yuan, including 20 pilot villages in Qiongzhong Li and Miao Autonomous County with investment of 3 million Yuan, and 20 in Baishao Li Autonomous County with investment of 3 million Yuan. 224 rural households in Lingshui Li Autonomous County planted melon and vegetables of 108 hectares and sweet corn of 13 hectares, managed mango of 12.5 hectares and rubber of 12 hectares, and raised 200 pigs and 500 poultries.

      【County-based pilot projects of contiguous development】 Wuzhishan City was selected as a pilot city for the county-based entire village advancement and contiguous development by integrating funds in 2010. Within three years, according to the plan, 46.07 million Yuan will be issued for the pilot projects of contiguous development and 34.07 million Yuan agriculture-related funds will be integrated. 18.25 million Yuan will be put in for the construction of 74 infrastructure projects and 1.5 million Yuan for five training programs. All the projects will cover 50 natural villages, farmland of 463.8 hectares, 2,035 rural households and 9,109 people.

      【Convergence of two systems】 Hainan Province set up the leading group for the convergence of the rural minimum living security system and pro-poor policies, vice governor acted as the head and the leaders of the Provincial Poverty Alleviation Office, Provincial Department of Civil Affairs and Provincial Department of Finance acted as the deputy heads with relevant leaders of the Provincial Bureau of Statistics, National Bureau of Statistics Hainan Investigation Team and Hainan Provincial Disabled Federation as members. An office is set up under the leading group and a deputy department level cadre from the Provincial Poverty Alleviation Office acted as the director. It is responsible for development of the "Opinions on the Implementation of Pilot Projects for Effective Convergence of Two Systems in Hainan Province" to make clear the guiding ideology, basic principles, objectives and requirements, implementation steps and guarantee measures for the pilot work of effective convergence of two systems. It held the work conference on pilot work of effective convergence of two systems participated by directors of city and county poverty alleviation offices and bureau of civil affairs, relevant township heads and the directors of administrative villages’ committees to convey the spirit of the "Shaoyang meeting" and make arrangements for specific work. Two administrative villages were selected as pilot villages for the effective convergence of two systems in Hainan Province. Poverty alleviation departments at all levels sent 2799 people to conduct field research in the cities, counties, towns and villages; held 226 trainings and printed 15,000 copies of data and 8 briefings. As of the end of December, five national key cities (counties) for poverty alleviation and development had all completed the registration of poor households and people and made records for 28685 households and 111014 people, respectively accounting for 95.89% and 79.18% of the total, of which 12009 households and 95730 people were targets of poverty reduction, 551 households and 806 people were objects of five-guarantee system, 2603 households and 8515 people were objects of the rural minimum living security system and 1522 households and 5963 people were objects of both poverty reduction and the rural minimum living security system.

      【Management of anti-poverty fund projects】 In accordance with the requirements of the “Regulations on Management of Financial Anti-poverty Funds in Hainan Province”, we continued to do a good job of project plan declaration and approval and implemented the publicity and announcement system for the use of anti-poverty funds; cooperated with audit departments to do a good job of auditing of poverty relief funds; cooperated with financial departments to conduct performance evaluation on the anti-poverty funds of various cities and counties and reported the results to LGOP; and held four trainings on statistical work and monitoring of poverty reduction to do a good statistical work and do well in monitoring of poverty alleviation indexes.

      【Flood relief】 In October 2010, Hainan Province suffered catastrophic floods. The Provincial Poverty Alleviation Office organized three working groups to conduct in-depth survey on the situation of affected poor cities and counties and the situation of poverty relief projects and impoverished villages; allocated 3 million Yuan of central financial anti-poverty funds to support the self-help production projects of the farmers in key counties seriously hit by the disaster and the post-disaster reconstruction; issued provincial anti-poverty funds of 6 million Yuan to organize labor transfer trainings for poor rural households in disaster-hit areas and guided 8580 people to go out to work for income growth.

      【Pro-poor measures】   1. Target at the objects of poverty reduction: First, ensure that 100% of the central government’s financial anti-poverty funds are used in impoverished villages, including development funds, special funds for pilot projects of contiguous development and special funds for pilot projects of mutual funds in poverty-stricken villages. Second, pro-poor projects, including the projects to support planting and breeding, road building, drinking water projects, practical technical trainings and biogas digester building, should benefit the poor. Third, the organs, relevant enterprises and units directly under provincial government should provide counterpart support for the impoverished villages identified by the provincial government.

    2. Develop early planning and make early arrangements. In October 2010, the Provincial Poverty Alleviation Office developed the planning for the projects of next year to be implemented with anti-poverty funds based on the amount of financial anti-poverty funds issued by the central government. City and county poverty alleviation offices selected projects and developed plans according to the amount of anti-poverty funds issued by the provincial government and then reported to the city and county party committees for government approval. After the Provincial Poverty Alleviation Office reviewed the project plans submitted by city and county poverty alleviation offices, it reported to the provincial government jointly with the Provincial Department of Finance. City and county poverty alleviation offices must coordinate the project implementation and make preparation for project construction to ensure the projects can be implemented as soon as the project funds are issued.

    3. Focus on key points and strengthen the supervision. First, promote infrastructure construction to improve the production and living conditions of poor areas; Second, develop planting and breeding industry to increase the income of farmers in poor areas; Third, organize labor transfer trainings to improve the overall quality of labors in impoverished areas; Fourth, carry out rural practical technical trainings to enhance the science and technology quality of farmers in poor areas; conduct joint poverty reduction to enhance social poverty relief capability; and conduct relocation for education-based poverty reduction to improve the backward education situation of poor areas. Meanwhile, we held regular meetings to listen to reports on the implementation of poverty alleviation projects; conducted in-depth field research in relevant cities and counties for survey on the situation of poverty alleviation and development areas, summarize relevant experience and corrected mistakes; practiced publicity and announcement system for poverty alleviation projects to accept mass supervision; and cooperated with financial and audit departments in inspection of the use of anti-poverty funds.

    4. Implement the “large-scale poverty alleviation” strategy. First, special poverty alleviation. Use financial anti-poverty funds from the central government to improve the infrastructure in impoverished regions, develop planting and breeding industry and organize labor transfer trainings and rural practical technical trainings, etc. Second, industrial poverty alleviation. Combine the work of relevant government departments and sectors with poverty alleviation and development, such as poverty alleviation by education, poverty alleviation by sanitation development, poverty reduction by traffic development, poverty alleviation by science and technology and poverty relief by providing petty loans, etc. Third, cooperative poverty alleviation. Organize the institutions, enterprises and units directly under the provincial government and developed cities and counties to jointly carry out fixed-point poverty alleviation in poor rural areas, focusing on “raising farmers’ awareness of poverty relief, finding good ways, funding and providing technical services” for poverty reduction. Fourth, social poverty reduction. Mobilize private enterprises, social organizations and individuals to participate in poverty alleviation and development through a variety of ways, encourage overseas Chinese to actively develop poverty alleviation public welfare and make a contribution to the development of impoverished areas.

      【Organization construction】 The province established and improved the theoretical study system for center group of theory studying, organized cadres to learn the spirit of the Fourth and Fifth Plenary Session of the 17th CPC Central Committee, the 6th and 7th Plenary Session of Provincial Party Committee and a series of documents on the construction of international tourism islands in Hainan; carried out "laws to organs" activities; developed and organized the implementation of the "Opinions on Building An Honest and Clean Government and Anti-corruption Work of the Provincial Poverty Alleviation Office", conducted assessment activities for building an honest and clean government; organized special governance and inspection on the use of anti-poverty funds; held one meeting of democratic life, organized 13 learning activities for center groups of theory studying, 6 learning activities for party committees of relevant organs and learning activities for party members and cadres; gave two party lectures and two remedial lessons; carried out 5 education activities in various forms and wrote 26 articles to introduce experience, etc.
