Poverty Alleviation of the Central Committee of the Communist Young League

　　【Overview】  The Central Committee of the Communist Young League (brief as CCYL hereinafter) always insists on poverty alleviation through development and aid, executes rural youth quality training project, micro venture loan, venture demonstration and other projects to help rural youth’s employment and venture to shake off poverty, and supports impoverished areas in the central area and the west in fund and project arrangement to solidify poverty alleviation.

　　In 2009, CCYL studied the spirits of the 4th Plenary Session of the 17th Central Committee of the Communist Party of China. Under the leadership of LGOP, CCYL further promoted rural youth’s employment and venture, reinforced the support to fund projects of impoverished areas, and carved out the new poverty alleviation situation.

　　【Rural youth quality training】  In 2009, CCYL issued “Circular Concerning the Spring Rural Youth Training of the Communist Youth League”, and provided training for rural youth through agreements and cooperation with the youth league organizations, labor departments and training organizations. Youth league organizations at all levels were responsible for propaganda, organization of student and providing micro loans and other employment support; training organization were responsible for full-course training and assuring training quality; labor departments were responsible for providing courses, selecting training organizations and appraisal, etc. CCYL combined training and employment, adopted order training and oriented training, provided posts and information for the transferred employment of rural youth through connection with the youth league organizations, east-west mutual assistance, regional cooperation and agency organization service, etc. To assure the training quality, CCYL sent 21 survey teams successively, carried out field survey and supervision, online checking, telephone inspection, stressed supervision and urging to check the training; and adopted monthly report system and notice system to regulate statistics and urge the progress. The spring training event trained a total of 1.2 million rural young people; 15 provincial youth league committees of Xinjiang, Hunan, Sichuan, Henan and Guangxi, etc, each trained more than 50,000 students. “Chuan Girl”, “Chuan Construction Work”, “Chuan Cook” and other local labor brands built by Sichuan’s youth league organizations were selected into the provincial famous brand project. After the entrance exams to high school and college, CCYL issued “Circular Concerning the Labor Preparation Training of Rural Middle School and High School Graduates” to promote the labor preparation training of rural middle school and high school graduates. Ankang Municipal Communist Youth League Committee of Shaanxi trained 3,987 middle school and high school graduates in 8 key counties for national poverty alleviation and development, and sent 1,230 students to enterprises in Guangdong and Shanghai, etc. Gansu Provincial Communist Youth League Commission contacted 6 schools in other provinces, provided totally free, no-tuition, partially free and work-study policies for middle school and high school graduates from 3 disaster areas, including Wen County, Kang County, Wudu Dist. and Zhouqu County, and 812 middle school and high school graduates got employment after training. CCYL obtained “Youth Spark Leader Training Project” of Ministry of Science & Technology to support the rural youth technological prosperity leader training in impoverished areas. In 2009, CCYL trained 2.173 million rural youth totally.

　　【Execution of micro venture loans for rural youth】  In 2009, CCYL, with China Banking Regulatory Commission, issued “Instructive Advice on Execution of Micro Venture Loans for Rural Youth” to create a new financial guarantee system, such as natural person’s guarantee, joint guarantee, mutual guarantee and economic organization’s guarantee, etc, and provided guarantee for youth’s venture loans; CCYL, with Ministry of Human Resources & Social Security, issued “Circular Concerning Youth Employment and Venture” to provide soft loans and other preferential policies for rural youth’s venture. CCYL signed a cooperation agreement with Agricultural Bank of China to execute rural youth micro venture loan project together, and launched pilot points in 55 counties in 10 provinces across China. 30 provincial youth league committees signed micro loan cooperation agreements with banks, including Agricultural Development Bank, Agricultural Bank of China, Postal Savings Bank of China, rural credit cooperatives, rural commercial banks, rural cooperative banks and village/town banks, etc. CCYL combined centralized training and scattered training, and provided financial knowledge training for basic-level youth league cadres and rural youth through printing and editing textbooks, holding training seminars, remote education networks and internet, etc. In 2009, CCYL held 5539 stages of financial knowledge training and trained 550700 students. CCYL issued micro venture loans of 11.828 billion Yuan to rural youth, 282800 rural youth and returned rural migrant workers got loans.

　　【Rural youth employment and venture demonstration project】  CCYL signed venture and employment cooperation agreements with Lenovo Group, Shanghai Zhongdu Seeds, MICOE and other enterprises, basic-level youth league organizations recommended rural youth to participate the enterprises’ business training, and the rural youth realized venture and employment on the enterprises’ industrial chains. By the end of 2009, Lenovo’s demonstration project trained 25,537 persons, Zhongdu’s demonstration project trained 1,152 persons, and MICOE’s demonstration project trained 5672 persons. Henan, Hubei and Shandong cooperated with enterprises to launch “Shenggong Ecological Paint”, “Qianlima Evacuator” and other demonstration projects to promote rural youth’s venture and employment.

　　【Construction of rural youth employment and venture practice training bases】  In 2009, CCYL Rural Dept., with China Farm Produce Brokers Association, obtained 156 practice training bases from enterprises, cooperatives and associations founded by rural brokers. CCYL, with Young China Club, Chinese Association of Agricultural Science Societies Agriculture Industrialization Branch and Agricultural Technology Park Branch, set up practice training bases in leading agriculture industrialization enterprises, rural economic cooperation organizations and private enterprises; CCYL set up 1288 practice training bases for rural youth’s venture and employment, and provided over 10000 training posts. In the firth batch, there were over 100 practice training bases in each of Liaoning, Shandong and Hubei, etc.

　　【Support to basic-level youth league organizations in impoverished areas】  By allocating resources within the organization and public fund raising, provide funds of 30,000 Yuan for each of the 2209 county youth league committee in rather impoverished areas or impoverished areas in the central area and the west; 27 provincial youth league committees supported county youth league committees in impoverished areas through projects and funds, the value of the funds and materials exceeded 160 million Yuan; China Guanghua Science and Technology Foundation affiliated to CCYL provided books and other materials worth over 88 million Yuan for youth league organizations in impoverished areas, China Youth International Corp. donated 2950 computers for basic-level youth league organizations in impoverished areas in the central area and the west. CCYL sent cadres above division level to hold temporary posts at the basic level, and sent 2086 young volunteers to work in county youth league committees in impoverished areas in the central area and the west for one to three years. CCYL reinforce the training of basic-level youth league cadres in impoverished areas, through centralized training by batch and TV/telephone conference. Related staffs of CCYL Secretariat provided training directly for over 2000 basic-level youth league cadres from impoverished areas. CCYL gave more foreign exchange chances to impoverished areas, and over 400 excellent basic-level youth league cadres from impoverished areas participated in foreign visit and exchange in 2009.

　　【Expected poverty alleviation in 2010】  1. Improve the effect or rural youth training. Oriented by market needs, take the features of local rural youth into consideration, finish rural practical technique training, employment skill training and venture training. Combine training and employment, further broaden employment service channels, build stable liaison with youth league organizations in sources and terminals of rural youth through trans-regional coordination of youth league organizations, help rural youth with transferred employment, improve the effective coverage and employment influence of the youth league organizations; conduct partner assistance, boost the meeting between urban employers and rural young labors, realize urban and rural interactive transfer. Launch rural youth technical prosperity project together with Ministry of Science & Technology, cooperate with LGOP and Ministry of Agriculture, try to coordinate related policies and launch cooperative training projects.

2. Reinforce micro loans. Instruct local organizations to implement existing preferential policies, implement the soft loan policies of Ministry of Human Resources & Social Security with stress. Promote the rural youth micro venture loan project in cooperation with Agricultural Bank of China, create new guarantee modes, summarize experience and operations of pilot branches of Agricultural Bank of China in micro loan business. Innovate rural youth micro venture loan risk share system, cooperate with financial organizations in the insurance industry, probe and develop the new financial service product of “credit + insurance”, instruct and urge local youth league organizations to integrate resources, set up rural youth venture support fund and guarantee fund, provide guarantee, interest subsidy and awards for rural youth’s venture. Probe the building of risk evaluation system of micro venture loans for rural youth, cooperate with Credit Information System Bureau of People’s Bank of China, reinforce the credit awareness and financial risk awareness of rural youth, boost the construction of rural youth credit union, credit village/town and credit family, build and perfect rural youth credit evaluation system.

3. Promote employment and venture demonstration projects. Reinforce the communication and cooperation with Shanghai Zhongdu Seeds Co., Ltd., finish the follow-up tracing services of technical instructions to students, employment support and micro loans, etc, based on finishing the training of 1000 persons in 2010 in time. Because Levono Project is unbalanced, reinforce the cooperation with Lenovo Group, probe working system, instruct youth league organizations at all levels to cooperate on work with project principals of Lenovo Group, finished monthly report statistics, summarize typical samples, solve problems in project execution of basic-level youth league organizations in time. Execute MICOE Project in 16 provinces by region and by step, give concrete support to basic-level youth league organizations by providing working expenses and awards, etc, assure to finish the training of 20000 persons in 218 counties. Instruct local youth league organizations to learn the modes, have similar cooperation with other enterprises, further enlarge the scale of demonstration projects. Launch Maydos Venture & Prosperity Project.

4. Set up rural youth employment and venture training bases. Link the practice training bases, solve the problems in communication on practice training posts, stir the enthusiasm of practice training enterprises and trainees, assure good construction and use of practice training bases, exert the necessary functions. Insist on the principle of “Not all, but useful”, take effective incentive measures, rely on leading agricultural industrialization enterprises, various training organizations affiliated to CCYL, youth centers and mature youth employment & venture practice training bases, set up some youth employment and venture training bases, probe to solve CCYL’s lack of training facilities.

5. With the rural youth technician specialist’s venture action as the carrier, boost the support to agriculture in science and technology in impoverished areas. Get support from science and technology departments, exert the functions of rural prosperity leaders and village officials who granted from colleges, provide practical agricultural technique training and venture training for returned youth. Centralize information technology, funds and other factors to impoverished areas, help the youth in impoverished areas to venture.
