Poverty Alleviation Cooperation of International Organizations in China
LGOP has completed the preparatory work for the Phase V WB loan anti-poverty project. It was another large-scale comprehensive anti-poverty loan project determined by the Chinese government and the World Bank at the Global Conference on Poverty Reduction held in May 2005. The preparatory work began in 2007. It passed the assessment of the World Bank in November 2008 and the National Development and Reform Commission approved the project proposal in November 2009. In December 2009, the feasibility study report of the three provinces (municipalities) was approved by the provincial development and reform commissions. The fund application report has been officially submitted to the National Development and Reform Commission by LGOP. The total investment to the project is 1.08718 billion Yuan, of which: $ 100 million (equivalent to 680 million Yuan) was the World Bank loan, $ 5 million (equivalent to 34 million Yuan) was grant from Global Environment Fund and 373.18 million Yuan was domestic matching fund. The project covers 478,300 poor people, 20,000 poor households, 769 villages, 135 towns and 25 counties in Shaanxi, Henan and Chongqing. It will last for five years. According to the plant, the project will be launched in 2010 and completed in 2014.
(1)World Bank 's pilot projects for community-driven development in China
World Bank's pilot project for community-driven development in China was jointly implemented by LGOP and the World Bank. The project was officially launched in May 2006 and successfully completed in June 2009. Total investment for the project was $ 6 million (of which $ 2 million was the World Bank grant and $ 4.0 million of domestic matching fund) and the project area covered 60 poverty-stricken villages in the key counties for poverty alleviation in Guangxi, Sichuan, Shaanxi and Inner Mongolia. The content of the project included small-scale infrastructure construction, public services, rural community development fund and community resource management and environment improvement. In the pilot project construction, based on the international CDD ideology, adhering to the protection of the law, taking the project as the carrier, innovation as the driving force and the masses as the main body, according to local conditions, they formed a CDD model with Chinese characteristics. The implementation of the project directly improved the production and living conditions in the project area, increased the income of farmers and changed the environmental conditions in the project areas, improved the self-development capacity of the communities and households, and thus established a platform for village-level integration of anti-poverty resources, a platform for village-level construction of poverty alleviation projects and a training platform for the combination of project implementation and capacity building. The practices and experiences of the pilot project won widespread praise and high attention at home and abroad.
(2)Zhongtai Huawei's demonstration pilot project for comprehensive poverty alleviation in impoverished communities
In July 2009, FCPMC, Zhongtai Huawei International Investment Co., Ltd (hereinafter “Zhongtai Huawei”) and Nanchong City People’s Government officially signed a tripartite cooperation agreement, marking the launching of Zhongtai Huawei's demonstration pilot project for comprehensive poverty alleviation in impoverished communities. The project area covered 30 villages in Jialing District, Shunqing District and Peng’an County of Nanchong, Sichuan Province. The total investment is about 66 million Yuan, of which $ 5 million was grant from Zhongtai Huawei and 35 million Yuan was the matching fund from Nanchong City and the project area. The content of the project construction included infrastructure construction, environmental improvement, farmers’ livelihood and industrial development, the improvement of farmers’ development ability and living environment in project area, increase of the income of farmers and the realization of sustainable development.
(3)Child poverty and the development of pilot projects
In order to deepen the understanding of the present status of child poverty in China and explore policies and measures to reduce child poverty to provide a reference for the state to develop new pro-poor strategies, the Department of International Cooperation and Social Poverty Alleviation of LGOP and the United Nations Children's Fund jointly launched the "pilot project for poverty and child development" in December 2009. The project will be implemented in Hubei and Gansu and the United Nations Children's Fund issued grant of 400,000 Yuan for it. The project aims to handle child poverty in accordance with the concept of child poverty from a multidimensional perspective and, through linkage with "entire village advancement", improve the conditions and service ability of communities based on the development and implementation of village-level program, and explore the methods, means and intervention ways to reduce child poverty as well.
(4)U.S. Cargill drought relief - farmland irrigation project
FCPMC and Cargill Investments (China) Co., Ltd (hereinafter Cargill Company) signed an agreement on U.S. Cargill drought relief - farmland irrigation project. The total investment to the project was 860,000 Yuan, which was put in based on the ratio of 1:1. The project was designed for drought relief - farmland irrigation. Through the construction of water source projects, water pipeline and water-saving irrigation technology promotion pilot projects, it explored solutions to sudden severe drought. The first pilot area was Wanji Village, Shiqiao Town, Ningling County of Henan Province.
(5)Study on the operation mode of rural community rolling development fund and the pilot projects
The study on the operation mode of rural community rolling development fund and the pilot projects were jointly applied by Department of Planning and Finance of LGOP and Department of Agriculture of the Ministry of Finance, and implemented by FCPMC. It was officially launched in November 2006 and successfully completed in September 2009. Total investment to the project was $ 3.351 million, of which $ 351,000 was grant from the World Bank, mainly used in the study on the operation mode of rural community rolling development fund and the pilot project (hereinafter TCC5 Project), and $ 3 million was domestic matching fund, mainly used as launching fund for pilot mutual aid society. According to the survey on domestic financial stats and the loan needs of poor farmers, based on domestic and foreign advanced experience, the pilot project designed a community rolling development fund (hereinafter mutual fund) operation mode and management mechanism owned by poor rural communities and managed by the villagers; improved the self-organization, self-management and self-development capabilities of grass-roots organizations and farmers in communities in poor rural areas, expanded channels for farmers to get loans and increased the real income of farmers. The "Results of Pilot Mutual Funds in Poverty-stricken Villages and Policy Recommendations" of the pilot project explored a new way for the financial anti-poverty funds to serve rural households and for the improvement of the efficiency in the use of fund, and provided policy recommendations for the management of financial anti-poverty funds in the future. In addition, the operating manual and financial information management software developed in the implementation process provided a strong guarantee for the standardized management of mutual funds and the promotion of mutual fund in a large area.
(6)Project to enhance the capacity of IPRCC
A total of $ 4 million was put in for the project to enhance the capacity of IPRCC, of which $ 1 million was grant from UNDP and $ 3 million was provided by the Chinese government. The project was implemented by IPRCC. It was officially launched in January 2009 and will last for four years. This project was proposed based on the successful implementation of the project of "Founding International Poverty Reduction Center in China". Through supporting the enhancement of the level of internationalization and professionalization of the research and trainings of IPRCC, the expansion of the cooperation network of IPRCC and promoting high-level dialogues and exchanges, the project aims to further strengthen the institutional construction of the Center and improve the capacity of IPRCC in promoting experience-sharing and South-South Cooperation in the field of international poverty reduction.
(7)Research project on regional poverty reduction and inclusive growth of knowledge under partner network
As a technical assistance project of ADB, this project took effect in April 2009. IPRCC is responsible for the relevant studies on and data collection and conference coordination for the poverty reduction and inclusive growth in China and Central Asia. As of the end of 2009, the Center had completed the paper work on the third China - ASEAN Forum on Social Development and Poverty Reduction and signed a cooperative study agreement with the Center for Economic Research of Uzbekistan. Relevant studies are under progress.
