【Regional and international exchanges and cooperation in poverty reduction】

　　In recent years, the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) has strengthened the cooperation with ASEAN, actively promoted the cooperation with Africa and signed memorandums of cooperation in poverty reduction with relevant departments of Latin American countries to conduct cooperation with them through strategic and policy dialogues in the field of human resource development and capacity building, poverty reduction experience sharing, etc.

　　In 2008, LGOP signed four documents on bilateral cooperation respectively with Venezuela, Mexico and Peru, namely: "Memorandum of Understanding on Poverty Reduction Cooperation between the State Council Leading Group Office of Poverty Alleviation and Development of P. R. C. and the Ministry of People’s Power for Communes and Social Protection of the Bolivarian Republic of Venezuela", "2008-2010 Program for the Cooperation between the State Council Leading Group Office of Poverty Alleviation and Development of P. R. C. and the Ministry of Social Development of Mexico", "Work Plan for the State Council Leading Group Office of Poverty Alleviation and Development of P. R. C. and the Ministry of People’s Power for Communes and Social Protection of the Bolivarian Republic of Venezuela" and "Memorandum of Understanding on Poverty Reduction Cooperation between the State Council Leading Group Office of Poverty Alleviation and Development of P. R. C. and Office of the Council of Ministers of Republic of Peru".

【China - Venezuela Poverty Reduction Cooperation】

　　(1)In order to implement the cooperation agreements on poverty alleviation signed between the two sides during Hu Jintao's visit to Peru in 2008 and Vice Premier Hui Liangyu's visit to Venezuela, as the follow-up activity of Vice President Xi Jinping's visit to Venezuela in February 2009, to further promote the exchange and cooperation between China and the two countries in the area of poverty reduction and compare and learn from the experience of the countries with the level of economic development equal to or slightly higher than that of China to provide a reference for the development of China's poverty reduction program for the next decade, from April 9 to 18, LGOP Director-General Fan Xiaojian headed a delegation to Peru and Venezuela for a working visit. During the visit, the delegation made a comprehensive and systematic introduction and promotion to China's achievements, experience and practice in poverty alleviation and development, arousing a strong reaction among senior government officials and relevant departments of the two countries. With the assistance of the Chinese embassies in the two countries, the delegation signed meeting summary and minutes respectively with the Inter-Ministerial Committee on Social Affairs of Peru and the Ministry of Commune Affairs of Venezuela, lay a foundation for further deepening and expanding the cooperation in the field of poverty reduction. (2) On April 29, LGOP Director-General Fan Xiaojian held talks with First Vice President of Peru Luis Giampietri Rojas and the two sides exchanged views on further cooperation in the area of poverty reduction. (3)From November 9 to 15, at the invitation of LGOP, a government delegation of five members headed by Vice Minister of People's Power for Communes and Social Protection of the Bolivarian Republic of Venezuela Ms. Lidis Artov visited China for study on China’s poverty alleviation and social development and China- Venezuela cooperation in the field of social development to effectively promote the bilateral cooperation. Director-General Fan Xiaojian met with the delegation and exchanged view on the issues concerned. The delegation visited Liuzhuang Community, a model of socialist new countryside construction in Qiliying Town, Xinxiang City and Henan and paid a visit to the anti-poverty relocation projects in Xinmi City. Deputy Director-General Wang Guoliang chaired the working conference of Social Affair Sub-committee of China- Venezuela High-level Committee and proposed six activities for future exchanges and cooperation between the two sides in the area of poverty reduction. The delegation of Venezuela said that the visit was rich in content with high pertinence and they benefited a lot from it. They not only intuitively felt China's development achievements, but also had a deeper understanding of China’s specific practices and experience in the field of poverty alleviation and social development. After they returned home, they would practice the experience based on the national situation of Venezuela and, according to the opinions and suggestions put forward by China, study and determine the work priorities for the next cooperation between the two countries as part of the substantive content of the comprehensive bilateral cooperation.
